Prime Minister Narendra Modi on Friday held a review meeting with Union Home Minister Amit Shah, National Security Advisor (NSA) Ajit Doval after it was found that terrorists were planning a big attack on the anniversary of 26/11 terror attack, news agency ANI reported quoting govt sources.

Four JeM terrorists hiding in a lorry were gunned down by the security forces at the Ban toll plaza in the Nagrota area of Jammu district on Thursday in an early morning encounter that lasted for over three hours.

Mumbai had come under attack on November 26, 2008, when 10 Lashkar-e-Taiba (LeT) terrorists targeted the city in a series of coordinated shootings and bombings that injured over 300 and claimed the lives of 166 people in India's financial capital.

According to sources, the four terrorists are likely from the United Nations-designated terror group Jaish-e-Mohammed (JeM). "These terrorists used old modus operandi and had recently infiltrated the Indian side. An investigation is underway," they added.

Mukesh Singh, Inspector General of Police, Jammu Zone had said that it was possible terrorists were planning a "big attack" and targeting the upcoming District Development Council (DDC) elections in the Union Territory.

The DDC elections will be conducted in Jammu and Kashmir in eight phases between November 28 and December 19, and the counting of votes will take place on December 22.

The IG, Jammu Zone also informed that the kind of seizure from the encounter site is "unprecedented". "It's possible that they were planning a big attack. This kind of seizure is unprecedented. It is possible that they were targeting the DDC election. However, we are investigating," Singh said.

The encounter broke out after a truck was intercepted at 5 am on Thursday during a routine check.

"During the search, CRPF soldiers and police were fired upon using heavy ammunition, and grenades were also lobbed. More forces were called in and the encounter went on for 3 hours," the IG said.

Afghanistan: 31 terrorists including 13 Pakistani belonging to JeM killed in operation by Afghan forces in Khogyani

An estimated 6,000-6,500 Pakistani terrorists are in neighbouring Afghanistan, most of them with the Tehrik-e-Taliban Pakistan, posing a threat to both the countries, a UN report has said.

The 26th report of the Analytical Support and Sanctions Monitoring Team concerning ISIS, al-Qaida and associated individuals and entities said that the terror group al-Qaida in the Indian Subcontinent (AQIS) operates under the Taliban umbrella from Nimruz, Helmand and Kandahar provinces of Afghanistan.

The group reportedly has between 150 and 200 members from Bangladesh, India, Myanmar and Pakistan. The current leader of AQIS is Osama Mahmood, who succeeded the late Asim Umar.

"AQIS is reportedly planning retaliation operations in the region to avenge the death of its former leader," it said.

The Tehrik-e-Taliban Pakistan (TTP), a "large terrorist group present in Afghanistan", has claimed responsibility for various high-profile attacks in Pakistan and has facilitated others by Jamaat-ul-Ahrar and Lahskhar-e-Islam, the report said.

It said that many former TTP militants have joined Islamic State in Iraq and the Levant - Khorasan (ISIL-K) and member states expect that the group and its various splinter groups will align themselves with ISIL-K.

"The total number of Pakistani foreign terrorist fighters in Afghanistan, posing a threat to both countries, is estimated at between 6,000 and 6,500, most of them with TTP," it said, adding that a number of other terrorist groups are active in Afghanistan, most operating under the umbrella of the Taliban but some aligned with ISIL-K.

According to the member states, al-Qaida is covertly active in 12 Afghan provinces and its leader Aiman al-Zawahiri remains based in the country.

The monitoring team estimates the total number of al-Qaida fighters in Afghanistan at between 400 and 600.

"The leadership maintains a close contact with the Haqqani Network. In February 2020, al-Zawahiri met with Yahya Haqqani, the primary Haqqani Network contact with al-Qaida since mid-2009, to discuss the ongoing cooperation," it said.

The monitoring team also estimates the current ISIL-K membership in Afghanistan at 2,200. The leader is sheikh Matiullah Kamahwal, previously the head of ISIL-K in Kunar. The leadership also includes Syrian national Abu Said Mohammad al-Khorasani and sheikh Abdul Tahir.

The team was informed that two senior ISIL commanders, Abu Qutaibah and Abu Hajar al-Iraqi, have arrived in Afghanistan from the Middle East.

The report said that ISIL-K continues to suffer losses in Kunar province, to where it moved from Nangarhar at the end of 2019.

In April and May, the Afghan special forces conducted a series of countrywide operations that led to the arrest of the group's leaders, including Aslam Farooqi (also known as Abdullah Orokzai), the head of ISIL-K, his predecessor Zia ul-Haq (also known as Abu Omar Khorasani) and other senior members.

According to some member states, ISIL-K is seeking to pursue "a global agenda" by implementing the ISIL core's leadership approach, which considers Afghan territory a base for spreading terrorist influence across the wider region.

"Although in territorial retreat, ISIL-K remains capable of carrying out high-profile attacks in various parts of the country, including Kabul," the report said, adding that the group also aims to attract Taliban fighters who oppose the agreement with the US.

In case of further military pressure on ISIL-K in Kunar, the group is expected to retreat to Badakhshan and other northern provinces, it said.

The monitoring team was informed that ISIL-K also works with networks of supporters in the Maldives.

On April, 15 2020, five government speedboats were damaged in an arson attack at Mahibadhoo Harbour on Ariatholhu Dhekunuburi, which ISIL claimed as its first attack in the Maldives.

According to the member state information, the attack was a retaliation against the government investigations into extremism and drug trafficking.

"The attack was covered extensively in ISIL media networks in South Asia, with the al-Naba claim of responsibility also translated into Dhivehi. Member states remain concerned about the radicalisation and recruitment in the Maldives," the report added.

Twitter has suspended a fake account which was used by Pakistan's spy agency Inter-Services Intelligence (ISI) to spread false news about India in the Gulf states. The suspended Twitter account is @idanialusaf, it was impersonating Noura bint Faisal, a princess of Saudi Arabia by creating a fake ID named @NouraAlSaud and was involved in anti-India propaganda operated from Pakistan.

Twitter suspends an account if it has been reported as violating the micro-blogging platform's rules surrounding abuse. The account can be suspended on it is indulges in abusive behaviour, like sending threats to others or impersonating other accounts.

Indian security agencies say ISI has been spreading hatred against India and Prime Minister Narendra Modi in Gulf countries by using several fake accounts on social media platforms. The intelligence agencies have prepared a dossier of Pakistan's involvement in activities of spreading anti-India messages through fake or hacked accounts on social media.

Investigators revealed that fake accounts are being created in the name of royal family members of Gulf countries to spread hatred about India.

This revelation comes after another twitter account ID @pak_fauj was found to have changed its name to Mona bint Fahd al Said @SayyidaMona a member of the Oman royal family. This account has also been used to spread anti-India propaganda.

Several anti-India tweets on ties between India and the Gulf were made from this twitter handle which was retweeted by many including Pakistani media personnel.

The dossier prepared by security agencies and accessed by Zee News reveals that hundreds of such Twitter accounts have been used to spread hatred against India and are being operated from Pakistan, but have assumed identities of persons from Gulf nations to push the narrative that there is a backlash against Indian government in Gulf.

An Indian security official said, "How ISI executed the fake news campaign; it first dug out old tweets put out by Indians in Gulf with negative references to Muslims and through ISI handles popularised it. It adopted two methods for popularising- fake handles purportedly belonging to high profile people in Gulf like royal family and journalists."

A cyber expert Jiten Jain said, "Interesting aspect was that those ISI handles that were claiming that they were India or Pakistan based, started showing themselves to be Gulf based to push the narrative that there is a backlash against Indian govt in Gulf. ISI is using name of royal families to spread hatred against India."

The Gulf nations have been very appreciative of PM Modi’s efforts to reduce tension and bring stability in the region, especially during the COVID-19 crisis, and the Pakistani spy agency is trying to create a divide.

Omani Princess Mona bint Fahd whose identity was used to create the fake profile issued a statement saying, "Friends, first of all I thank you for your concern to verify the offensive post published through an account impersonating me, which you are sure that I have no connection with it."

She confirmed that her social media presence is restricted to two accounts. "With full trust in all of you in strengthening awareness among all regarding such activities, which are not acceptable to the Omani society, I confirm again that my presence in social media is restricted on the following accounts: @hhmonaalsaid and @MonaFahad 13," she said.

On Twitter, one can change their name, username and description but its history is not managed publicly. A handle, Pak Army (@pak_fauj) took advantage of this and changed its profile’s identity to that of a fake profile of Oman’s Princess. Many prominent people started retweeting its messages thinking it to be a genuine profile. It is likely that this profile was reported to Twitter, and to save itself from getting blocked the account added the word ‘parody’ in its bio. Twitter does not block parody accounts.

The Indian security agencies suspect that the ISI was behind the two hashtags - #ShameOnModi and #ChaosInIndia that was trending on Tuesday and Wednesday. A Pakistan-managed Twitter account had changed its handle name to pose as an Omani princess and tweeted anti-India material on Tuesday.

Interestingly, several old anti-India tweets from the same account, which has now been deleted, were also detected which indicated that the two Pakistani agencies - ISI and Inter-Services Public Relations (ISPR) - were operating it.

The ISI is alleged to be behind the propaganda running on social media platforms claiming that Muslims are not safe in India. It may be recalled that the ISI’s cyber cell used the same tactics during the Delhi riots to spread fear and hatred among the Indian Muslims and instigated them to join the jihad against India.

In a significant development, security forces have found that terrorists are using satellite phones to communicate. Internet and prepaid mobile connectivity in Kashmir remain shut since August 5, ever since the central government revoked the special status for J&K residents.

Sources in the Jammu and Kashmir Police told WION that during the Gandarbal operation last month, one Thuraya satellite phone was recovered from the terrorists and later a satellite phone location was detected in the Anchar area of Soura in Srinagar.

In September, the Indian Army had launched a massive operation in the mountains of Gandarbal, killing two terrorists and later arresting two overground workers. The operation continued for almost 20 days.

A senior police officer, while confirming the recovery of a satellite phone, told WION that "a satellite phone was recovered from the terrorists in Gandarbal district of central Kashmir after they were eliminated."

"It seems that terrorists are adapting the old communication tactics," the top police officer said while speaking over the phone, adding that "a location was traced last week around Soura area of Srinagar, leading security forces to launch a search operation".

On November 17, a cordon and search operation was launched in the Anchar area of Soura after the satellite phone location was traced by the counter-insurgency group in the valley.

The police source said that these modern satellite phones are internet-enabled which connects directly to the satellite from any location, unlike the common mobile phones that connect to the terrestrial mobile sites. Authorities had provided high-ranking officials with satellite phones when communication was completely shut in Jammu and Kashmir.

However, the use of satellite phones isn't new in Kashmir. After terrorism erupted in Kashmir, in the absence of mobile communication, terrorists used Thuraya satellite phones to speak with their counterparts and operators based in Pakistan and in the valley.

Due to the partial mobile communication shutdown and the internet gag, terrorists have been finding it hard to communicate. After mobile internet became widely available in Kashmir, terrorists were using mobile applications which are hard to detect by the anti-terrorism groups. This led to a decrease in the use of satellite phones.

Several such types of equipment have been recovered from time to time especially from the groups attempting to infiltrate the Line of Control (LoC) between India and Pakistan. The communication shutdown had also affected the counter-insurgency operation in the union territory leading to a few encounters.

On September 19, the J&K police had arrested a foreign national who was illegally using Thuraya satellite phone in Ladakh.
