Egypt, Ethiopia and Sudan have come closer to aligning their views on filling the reservoir of and operating the giant hydroelectric dam that Ethiopia is building on the Blue Nile, the Sudanese irrigation minister said on Sunday.

"Proposals were submitted by the three countries regarding filling the reservoir and operating the dam and a convergence (of views) occurred," Sudanese Irrigation and Water Resources Minister Yasser Abbas told reporters after he met his Egyptian and Ethiopian counterparts in Khartoum.

In November, the foreign ministers of Egypt, Ethiopia and Sudan agreed to work towards resolving their dispute over the $4 billion dam by January 15, 2020, after meeting US Treasury Secretary Steven Mnuchin and World Bank President David Malpass in Washington.

They met in Washington again this month and are due for the third meeting on January 13, where they will try to finalise an agreement to resolve the dispute.

The US administration invited the three sides for talks after Egypt called for an external mediator on the issue, saying three-way talks had been exhausted. Addis Ababa had previously rejected the idea, accusing Egypt of trying to sidestep the process.

The three countries' irrigation ministers will have further discussions at a meeting in the Ethiopian capital on January 9-10, the Egyptian irrigation ministry said in a statement after Sunday's meeting.

On Sunday, they also agreed to come up with a definition of droughts and how the dam would operate during droughts, Sudan's Abbas said.

"There is a convergence (of views) in general, and there are differences of views in some circumstances. Sudan proposed a specified time for filling the reservoir and added definitions for drought and continuous drought," Abbas said.

Egypt's irrigation ministry said it was seeking to reach agreement on filling and operating the dam that "achieves the interests of the three countries ... in a manner that preserves the sustainability of the river and the mutual benefit".

18 Indians among 23 dead in LPG tanker blast in Sudan

At least 23 people were killed and more than 130 injured as fire broke out after an explosion in a ceramics factory in the Sudanese capital Khartoum on Tuesday, officials said.

The explosion of the oil tanker while getting unloaded caused thick layers of black smoke billowing into the sky and videos showed people running and shouting for help at the site of the accident.

The police cordoned off the entire area and the firefighters are still continuing their efforts to douse the flames.

"A fire erupted in an industrial area because of which 23 people were killed and more than 130 injured," the cabinet said in a statement. The government also said that the fires completely destroyed the factory.

The cabinet also said that preliminary inquiry suggests that necessary safety equipment required were missing from the factory. It further said that the inflammable materials were not stored properly which caused the fire to spread. The government has also said that an investigation has also been initiated.

"I don't understand what happened, I heard a blast and ran. One man in a galabeya (a long flowing garment) was running behind me, he suffered a serious injury and I was also injured in my leg," said William, a factory employee.

Hussein Omar, a volunteer, said that he pulled out 14 bodies which were completely burnt.

A doctors' committee that is linked to the protest movement in Sudan said that the casualties were taken to various hospitals. They also said that off duty doctors were urged to help treat the wounded. The injured are getting treatment in various hospitals in Khartoum, a police official said.

A number of deceased employees were from different countries, including some from Asian countries, medical sources said.

The government also urged citizens to donate blood to the ones injured in the accident.

"The explosion was loud. Several cars that were parked in the compound of the factory also caught fire," an employee of an adjacent factory said.

At least 23 killed, over 130 injured as massive fire engulfs factory in Sudan

The verdict in the corruption trial of Sudan's ousted president Omar al-Bashir is to be delivered on December 14, a judge announced Saturday, as his supporters staged a protest outside the court. Bashir, who was overthrown by the army in April, has been on trial in a Khartoum court since August on charges of illegally acquiring and using foreign funds -- offences that could land him behind bars for more than a decade.

WION Dispatch: Omar Al-Bashir's NCP in trouble

Jordan, the United Arab Emirates and Turkey have repeatedly violated an arms embargo on Libya and it is "highly probable" that a foreign attack aircraft is responsible for a deadly strike on a migrant detention centre, according to U.N. experts monitoring the implementation of sanctions on Libya.

A report to the U.N. Security Council Libya sanctions committee, seen by Reuters on Monday, also accused Sudan and the head of Sudan's Rapid Support Forces (RSF), Mohamed Hamdan Dagalo - known by his nickname Hemeti - of violating U.N. sanctions by deploying 1,000 Sudanese troops to Libya.

The U.N. missions of Jordan, Turkey and Sudan did not immediately respond to a Reuters request for comment on the accusations in the confidential report, which is due to be made public next month.

"The transfers (of military material) to Libya were repeated and sometimes blatant with scant regard being paid to compliance with the sanctions measures," the independent U.N. experts wrote.

The United Arab Emirates ambassador to the U.N., Lana Nusseibeh, said she could not comment on the findings of the report as she has not seen it, but said that the UAE was "firmly committed to complying with its obligations under the Libya sanctions regime and all relevant Security Council resolutions."

The U.N. Security Council issued a statement in July urging other countries not to intervene or exacerbate the conflict in Libya, but any action over the sanctions violations reported by the U.N. experts is unlikely.

Libya descended into chaos after a NATO-backed uprising that overthrew leader Muammar Gaddafi in 2011.

Thousands of people have been killed in sporadic fighting since 2014 between factions in the east and west. The violence has allowed militants and migrant smugglers to flourish, hit Libya's oil industry and divided the country's key institutions.

Seven months ago commander Khalifa Haftar's Libyan National Army (LNA) launched an offensive against the internationally recognised Government of National Accord (GNA) and its forces in Tripoli. But the war has reached an impasse.

"The frontline of the fighting has remained fluid but constrained within narrow bounds since April. Neither side has the military capability to effectively decide the outcome to their advantage," the U.N. experts wrote in their report.

The U.N. experts accuse Jordan and the United Arab Emirates of supplying military material to Haftar's forces, which they said then prompted Libya's Government of National Accord to ask Turkey for help.

"Both parties to the conflict received weapons, military equipment, technical support and non-Libyan fighters in non-compliance with the sanctions measures related to arms," the experts wrote.

"Jordan, Turkey and the United Arab Emirates routinely and sometimes blatantly supplied weapons with little effort to disguise the source," they said. "The panel also identified the presence of Chadian and Sudanese armed groups in support of forces affiliated to the GNA and LNA."

The report accuses Sudan and Hemeti of deploying 1,000 Sudanese troops to Libya in July to guard critical national infrastructure so Haftar's forces could focus on their offensive on Tripoli.

Libya has been one of the main departure points for migrants trying to reach Europe and has an estimated migrant population of 640,000. Boatloads of migrants leave frequently from Libya's north-western coast, though the number attempting the crossing has dropped sharply since mid-2017.

More than 50 people were killed and 130 more injured when a July airstrike hit a migrant detention centre in Tripoli.

The U.N. experts found that it was "highly probable" that the attack was conducted by a modern attack aircraft using precision-guided munitions "owned and operated by a member state acting in direct support" of Haftar.

"The panel reserves identification of this member state until further physical evidence or imagery emerges to increase attribution confidence levels and continues to investigate the circumstances of the airstrikes," the report said.

Sudan's first-ever satellite for conducting research in military, economic and space technology has been launched by China, the northeast African country's ruling body said Tuesday.

General Abdel Fattah al-Burhan, who heads Sudan's sovereign council, announced the launch of the satellite at a meeting of his top security officials held in Khartoum.

China's state news agency, Xinhua, reported that the satellite was launched on Sunday from north China's Shanxi Province.

"The satellite aims to develop research in space technology, acquire data as well as discover natural resources for the country's military needs," a statement issued by the council said.

The spokesman of the ruling body Mohamed al-Fakhi Sulaiman told AFP that "in a few months the satellite would be monitored from Sudan".

"China launched the satellite as it is a partner in this project."

Sudan, which is battling an economic crisis, has been involved in a national space programme for decades covering activities such as remote sensing and geoinformatics.

In 2013, the then Sudanese government of now-ousted leader Omar al-Bashir established the Institute of Space Research and Aerospace (ISRA) as part of an overall plan to develop space technologies.

China launches Sudan's first ever satellite: Official

Peace talks between the Sudanese government and rebels resumed Friday in neighbouring South Sudan after a rocky start saw one of the main groups threaten to pull out, accusing government forces of bombing its territory.

Officials from all sides said that Khartoum, and the two umbrella groups of rebels they are negotiating with, have managed to pin down a partial agenda for discussions.

Mohammed Hassan Alteishi, spokesman for the Sudanese government delegation, told journalists that parties would start discussions on "political issues... humanitarian issues, and security arrangements."

The talks between the new government in Khartoum and rebels who fought now-ousted president Omar al-Bashir's forces in Darfur, Blue Nile and South Kordofan states, are being mediated by South Sudan -- a former foe still struggling to end its war.

They were launched on Monday by South Sudan's President Salva Kiir -- who volunteered to mediate -- backed by regional leaders including Ethiopian Prime Minister Abiy Ahmed and Ugandan President Yoweri Museveni.

However, the rebel Sudan People's Liberation Movement North (SPLM-N) on Wednesday threatened to pull out unless the government withdrew from an area in the Nuba mountains where it said government attacks were ongoing.

Hours later Khartoum announced a "permanent ceasefire" in the three conflict zones.

An unofficial ceasefire had been in place since Bashir was ousted by the army in April in a palace coup following nationwide protests against his decades-old rule.

SPLM-N secretary general Amar Amon agreed Thursday to return to the negotiating table.

"We have been following the situation on the ground and we have seen the government of Khartoum made some steps which we regarded as positive towards addressing all those issues," he said, adding that some work remained to be done.

The rebel group's spokesman described the initial agreement on agenda points as "a great achievement".

Rights group Amnesty International Friday called for justice for those killed during months of protests that rocked Sudan, insisting that demonstrators had faced "disproportionate and unnecessary" violence.

Sudan has experienced unprecedentedly large rallies since December, first against now-ousted leader Omar al-Bashir and later against the generals who seized power after overthrowing him.

The protest movement says that more than 250 demonstrators were killed in the violence, including at least 127 in a crackdown on a sit-in during early June outside military headquarters in Khartoum.

"Amnesty International thanks the people of Sudan for showing us courage, for showing us resilience and for showing that we can resist injustice and violation of human rights," Amnesty International Secretary General Kumi Naidoo told reporters during a visit to Khartoum, in the first such trip by the rights group's chief to Sudan.

He said the demonstrators were confronted by "disproportionate use of violence, unnecessary use of violence and provocative use of violence".

"Amnesty International will back the Sudanese people in calling on the new government to ensure that there is absolute accountability and justice" for the families of those killed.

Protests first erupted in December against the then government's decision to triple the price of bread.

They swiftly escalated into a nationwide campaign against Bashir's ironfisted three decade rule.

The army ousted Bashir on April 11 but protesters continued their street campaign, switching it against the military council that overthrow him.

In August, Sudan embarked on a transition to civilian rule thanks to a power-sharing deal signed between protest leaders and the generals, and a joint civilian-military ruling body was sworn in.

On Sunday, an 18-member cabinet was sworn in, the first since the ouster of Bashir.

Amnesty wants justice for victims of Sudan protests

Sudan's first cabinet since the ouster of president Omar al-Bashir was sworn in Sunday as the African country transitions to a civilian rule following nationwide protests that overthrew the autocrat.

The 18-member cabinet led by Prime Minister Abdalla Hamdok, which includes four women, took oath at the presidential palace in Khartoum, an AFP correspondent reported.

It is expected to steer the daily affairs of the country during a transition period of 39 months.

The line-up was formed after Sudan last month swore in a "sovereign council" -- a joint civilian-military ruling body that aims to oversee the transition.

The 18 ministers were seen greeting members of the sovereign council, including its chief General Abdel Fattah al-Burhan, in images broadcast by state television from the palace.

"We have to put in a lot of efforts to meet our people's demands," Information Minister Faisal Mohamed Saleh told reporters after the swearing in ceremony.

"The world is watching us. It is waiting to see how we can solve our issues."

The sovereign council itself is the result of a power-sharing deal between the protesters and generals who had seized power after the army ousted Bashir in April.

Hamdok's cabinet, which has the country's first female foreign affairs minister, is expected to lead Sudan through formidable challenges that also include ending internal conflicts in three regions.

Rebel groups from marginalised regions of Darfur, Blue Nile and South Kordofan states had waged long wars against Bashir's forces.

"The road ahead is not easy. We will face many challenges but we have to work on them," said Walaa Issam, Minister for youth and sports.

Sudan's power-sharing deal aims to forge peace with armed groups.

Hamdok's cabinet will also be expected to fight corruption and dismantle the long-entrenched Islamist deep state created under Bashir.

Bashir had seized power in an Islamist-backed coup in 1989 and ruled Sudan with an iron fist for three decades until his ouster.

It was a worsening economic crisis that triggered the fall of Bashir, who is now on trial on charges of illegal acquisition and use of foreign funds.

According to doctors linked to the umbrella protest movement that led to Bashir's fall, more than 250 people have been killed in protest-related violence since December.

Of that at least 127 were killed in early June during a brutal crackdown on a weeks-long protest sit-in outside the military headquarters in Khartoum. Officials have given a lower death toll.

Sudan's first post-Bashir cabinet sworn in

South Sudan's exiled rebel leader Riek Machar is expected to make his first visit to Juba in a year for talks Monday with President Salva Kiir, government and opposition sources told AFP.

"He's expected to come and sit with President Salva Kiir so that they can discuss all the outstanding issues of the peace agreement and the way forward," government spokesman Michael Makuei told AFP on Sunday.

"He's coming for a peace mission," Kang Pal Chol, a senior member of Machar's SPLM-IO party, told AFP in Juba.

The meeting comes as a November deadline looms to form a power-sharing government, a key plank in a 2018 peace agreement that has been delayed by disputes.

Kiir has not been seen with Machar since the pair met in the Vatican in April, when Pope Francis stunned the world by kissing the feet of two men accused of responsibility for heinous war crimes.

South Sudan descended into war in 2013, just two years after the country gained independence, when Kiir accused his former deputy and fellow former rebel leader Machar of plotting a coup.

Multiple attempts at peace have failed but in September 2018 the warring parties signed an agreement to form a unity government, allowing Machar to return from exile abroad.

Deadline looms

The last time Machar was in Juba was October 2018, for celebrations to mark the signing of the pact.

The power-sharing arrangements under the peace deal were supposed to take effect in May. But the process was delayed by six months until November as both sides disagreed over the terms.

As that deadline has approached, the rivals have come under pressure to meet.

Following their extraordinary meeting in the Vatican, President Kiir told parliament he had forgiven Machar, and urged his rival to return home.

But Machar has been concerned about his personal security should he return to the capital.

He fled on foot under a hail of gunfire when a previous peace deal collapsed in July 2016.

He is currently living in Khartoum, the capital of neighbouring Sudan, the country from which South Sudan broke away to claim independence in 2011.

A spokesman for the president's office did not confirm Kiir and Machar would meet but said "a high-level delegation from the Sudanese government" to the north was arriving for talks in Juba on Monday.

Makuei, the South Sudan government spokesman, said Machar would be accompanied by a representative from Khartoum, which has been engaged in its own bloody transition toward peace since the overthrow of Omar al-Bashir in April.

Sudan needs $8 billion (£6.5 billion) in foreign aid over the next two years to cover its import bill and help rebuild its ravaged economy after months of political turmoil, its new prime minister said on Saturday.

Sudan needs $8 billion (£6.5 billion) in foreign aid over the next two years to cover its import bill and help rebuild its ravaged economy after months of political turmoil, its new prime minister said on Saturday. Abdalla Hamdok, sworn in three days earlier to head a transitional government after the ousting of veteran leader Omar al-Bashir, said up to another $2 billion of foreign reserves deposits were needed in the next three months to halt a fall in the currency. The 61-year-old economist, who has worked for the UN Economic Commission for Africa, said he had started talks with the IMF and the World Bank to discuss restructuring Sudan's crippling debt and had approached friendly nations and funding bodies about the aid. Mounting public anger over shortages of food, fuel, and hard currency triggered mass demonstrations that eventually forced Bashir from power in April. "We are in communication to achieve this," Hamdok said in his first interview with a foreign media outlet. "The foreign reserves in the central bank are weak and very low." "However," he said, "there won't be a forced prescription from the IMF or the World Bank on Sudan." On the politically tricky topic of government subsidies for bread, fuel, electricity, and medicine, Hamdok said any changes would only be made after "deep discussions" with the people. "The people are the ones who will make the decision on this issue," he said. He also said he had been talking with the United States to remove Sudan from its list of state sponsors of terrorism - a designation that has left Khartoum isolated from most of the international financial system since 1993. There was no immediate comment from the US government, the IMF or the World Bank. DEVALUED CURRENCY Sudan has been in economic turmoil since it lost the bulk of its oil production in 2011 when South Sudan seceded after decades of civil war. It has devalued the pound several times but not been able to halt the fall. One dollar currently fetches 65 pounds on the black market versus the official rate of 45. "We will work to unify the exchange rate, and to manage the exchange rate using a flexible managed exchange rate," Hamdok said, without going into details. He said Sudan needed to restore trust in the banking system. Hamdok, who studied agricultural economics, has also worked at the African Development Bank and most recently as a special advisor at the Trade and Development Bank in Ethiopia. He said Sudan needed to tap its agricultural potential. Sudan is rich in agricultural resources but high taxes, corruption, and mismanagement have held back investment in the sector for decades. "We want to take the Sudanese economy from an economy based on consumption and imports to a productive economy, and stop exporting products such as livestock and agriculture as raw materials," Hamdok said. "Instead, we will aim to process them so as to create added value." He also said he wants to focus on peace-building in a nation that has seen conflicts flare in multiple parts of the country, and endured a civil war that ended in the succession of the South. "Stopping war, which represents 70 per cent of the expenditure in the budget, will create a surplus that can be invested in production and particularly agriculture, livestock, and related industries," he said. Shortly after Bashir was ousted, the United Arab Emirates and Saudi Arabia pledged $3 billion in aid to Sudan, in the form of a $500 million deposit in the central bank, which Sudan has already received, as well as fuel, wheat, and medicine. The generals who forced Bashir from power took over and then, after months of wrangling and further violent protests, agreed to set up a transitional body including civilians to pave the way to elections in three years. Many hope Hamdok can shepherd Sudan through the transitional period, but some opposition members and analysts worry that the power-sharing deal may fall short of expectations in a country where the military, backed by Islamists, has dominated for decades.

Sudan needs up to $10 billion in aid to rebuild the economy: PM Abdalla Hamdok

Omar al-Bashir received $90 million in cash from Saudi royals, an investigator told a court at the opening Monday of the deposed Sudanese strongman's corruption trial.

Omar al-Bashir received $90 million in cash from Saudi royals, an investigator told a court at the opening Monday of the deposed Sudanese strongman's corruption trial. The former president, who was forced from power by months of protests in April after 30 years in power, sat in a metal cage wearing a traditional white gown. His relatives chanted "Allahu Akbar" (God is greatest) as proceedings got underway in the Khartoum court where he arrived in a huge military convoy. Bashir faces a raft of charges of war crimes, crimes against humanity and genocide from the International Criminal Court over his role in the Darfur war but Monday's trial is over graft allegations. Large amounts of cash were found at this residence after he was toppled and the investigator said the case brought forward to the court probed some of that money. "The accused told us that the money was part of a sum of $25 million sent to him by Prince Mohammed bin Salman to be used outside of the state budget," investigator Ahmed Ali said. According to him Bashir had said he also received two previous payments of $35 million and $30 million from Saudi King Abdullah, who died in 2015. "This money was not part of the state budget and I was the one who authorised its spending," the investigator quoted Bashir as saying. Bashir had said the Saudi money was exchanged and spent and that he could not remember how nor did he have documents providing further details, he added. Bashir looked calm during the nearly three-hour session, which an AFP photographer and correspondent attended. The next hearing was scheduled for August 24. Darfur crimes In May, Sudan's prosecutor general also said Bashir had been charged over killings during the anti-regime protests which eventually led to his ouster. London-based rights watchdog Amnesty International has warned however that the corruption trial should not distract from his Darfur indictments. "While this trial is a positive step towards accountability for some of his alleged crimes, he remains wanted for heinous crimes committed against the Sudanese people," Amnesty said. Amnesty urged the country's new transitional institutions to ratify the ICC's Rome Statute, a move that would allow for his transfer to the international tribunal. The Hague-based ICC has for years demanded that Bashir stand trial, and has renewed its call since his fall. The head of Bashir's defence team, Ahmed Ibrahim al-Tahir, said in July that the ousted leader's trial had no "political background". "It is an absolute criminal case with a baseless accusation." It was the sudden tripling of bread prices in December that sparked the mushrooming protests which led to the toppling of Bashir by the army in April. Sovereign Council The trial comes as the composition of the joint civilian and military sovereign council that will steer the country of 40 million through a 39-month transition was due to be unveiled on Monday. The line-up had been expected to be announced on Sunday but it was delayed after one of the five nominees put forward by the opposition alliance representing protest leaders turned down the job. The ruling sovereign council will be composed of 11 members including six civilians and five from the military. It will be headed by a general for the first 21 months and by a civilian for the remaining 18 months. The council will oversee the formation of a transitional civilian administration including a cabinet and a legislative body. The transition's key documents were signed on Saturday at a ceremony attended by a host of foreign dignitaries, signalling that Sudan could be on its way to shedding the pariah status the Darfur atrocities and Bashir's international arrest warrant had conferred on it. Amidst the euphoria celebrating the promise of civilian rule, unease was palpable however within the protest camp that brought about one of the most crucial changes in Sudan's modern history. One of its main causes is the omnipresence in the transition of General Mohamed Hamdan Daglo, a paramilitary commander and one of the signatories of the documents, whose forces are blamed for the deadly repression of the protests. And it remains unclear how the transitional institutions will tackle the daunting task of pacifying a country plagued by several conflicts, including in the regions of Darfur, Kordofan and the Blue Nile.

Sudan ex-president Bashir got $90 million from Saudi royal family: Investigator tells court

In a landmark move, Sudan's main opposition coalition and the ruling military council have formally signed a final power-sharing deal here on Saturday.

The agreement, which will pave the way for a transition to a civilian-led government, came after a long period of protest and negotiations following the overthrow of longtime leader President Omar al-Bashir in the wake of mass protests.

The power-sharing deal creates a joint military and civilian sovereign council to rule for a little over three years until elections can be held.

Under the agreement, a military leader would head the 11-member council for the first 21 months, followed by a civilian leader for the next 18.

It would also establish a cabinet appointed by the activists and a legislative body.

The deal was signed by Mohamed Hamdan Dagalo, deputy chief of the Transitional Military Council (TMC), and Ahmed al-Rabie, who represented the Alliance for Freedom and Change umbrella group.

The signing ceremony was attended by heads of states, prime ministers and dignitaries from several countries, including Ethiopian Prime Minister Abiy Ahmed and South Sudanese President Salva Kiir.

Sudan leaders sign power-sharing deal with military

Tens of thousands of people took to the streets of Khartoum on Saturday (August 17) to celebrate Sudan's main opposition coalition and the ruling military council signing a final power-sharing deal.

Tens of thousands celebrate power-sharing deal in Sudan

Sudan was expected to form its sovereign council Sunday, the first step after the signing of a transitional constitution triggered unprecedented celebration in Khartoum.

Sudan was expected to form its sovereign council Sunday, the first step after the signing of a transitional constitution triggered unprecedented celebration in Khartoum. Rare scenes of jubilation filled the streets of the capital on Saturday after generals and opposition leaders signed the documents that will govern Sudan's three-year transition to civilian rule. The ceremony in a hall by the Nile river was attended by several high-ranking foreign officials, the biggest such event in years to be held in the once-pariah state. Worldwide congratulations poured in after the signing, which revellers and officials alike hailed as the beginning of a "new Sudan" after 30 years of rule by the now-detained Islamist general Omar al-Bashir. "I welcome this historic moment for Sudan. This agreement responds to the demands of the Sudanese people who have tirelessly called for change and a better future," said Britain's Minister for Africa Andrew Stephenson. US Secretary of State Mike Pompeo vowed his country would support the establishment of "a government that protects the rights of all Sudanese citizens and leads to free and fair elections". According to the green book of documents signed on Saturday, several key steps will be taken before embarking on the long and obstacle-ridden road to 2022 polls. New institutions The first is to come on Sunday with the planned announcement of the composition of a ruling sovereign council comprised of six civilians and five members of the military. The body, which will replace the Transitional Military Council, will be headed by a general for the first 21 months, and by a civilian for the last 18 months of the transitional period. Abdalla Hamdok, a former UN economist who was picked by the protest camp last week to be prime minister, will be formally appointed on Tuesday. A cabinet is then to be formed before Sudan's new institutions can tackle the main challenges that lie ahead, first among them measures to rescue a moribund economy. Making the most of new freedom acquired during eight months of protests that left at least 250 people dead, Sudanese families took to the streets for wild celebrations Saturday night. Youths spilling out of honking cars drag-raced down the main Nile-side road deep into the night, while groups sang and danced the same two words echoing across the entire city: "Madaniya, Madaniya". It loosely translates as "civilian rule" and one would be hard-pressed to find somebody on the streets of Khartoum publicly opposing that goal. Some members of the opposition alliance that organised the protests, however, fear that the euphoria could be short-lived and deep distrust remains between the incoming sovereign council's main players. Short-lived euphoria? While the power-sharing compromise reached earlier this month was widely hailed as the best Sudan could hope for, some members of the protest camp feel it short-changed their revolution. The omnipresence in the transition of General Mohamed Hamdan Daglo, a paramilitary commander who was one of the signatories of the documents on Saturday, is one of the main causes of unease. His forces are blamed for the deadly repression of the protests and many suspect the man best known by his nickname 'Hemeti' is simply biding his time to pounce on power and nip democracy in the bud. Sudanese analyst Abdel Latif al-Buni stressed however that one of the most immediate perils facing the transition was divisions within the civilian camp. "A spirit of revenge against the former regime is dangerous," he said. "It will lead to a clash between the former regime and the new rulers." Bashir, who is wanted by the International Criminal Court on genocide charges for crimes committed in the Darfur region, faces trial on corruption charges but his fate remains unclear.

Sudan to name ruling council after landmark signing

Rapturous crowds filled the streets of Khartoum Saturday as Sudan's generals and protest leaders signed a historic deal paving the way to civilian rule.

Thousands of cheering people gathered around the Friendship Hall next to the Nile, where the documents that will govern Sudan's 39-month transition were signed.

"This is the biggest celebration I have ever seen in my country. We have a new Sudan," said Saba Mohammed, a veiled 37-year woman, waving a small plastic flag.

Minutes earlier, the deal was signed by Mohamed Hamdan Daglo, deputy chief of the military council, and Ahmed al-Rabie, representing the Alliance for Freedom and Change protest umbrella.

Heads of state, prime ministers and dignitaries from several countries -- including Ethiopia's Prime Minister Abiy Ahmed and Egypt's premier Mustafa Madbuli -- attended the ceremony.

The constitutional declaration formalises the creation of a transitional administration that will be guided by an 11-member sovereign council, comprised of six civilians and five military figures.

The agreement brought an end to nearly eight months of upheaval that saw masses mobilise against President Omar al-Bashir, who was ousted in April after 30 years in power.

Thousands of people had arrived on trains from Sudan's provinces to take part in the celebrations, which will include a huge gathering in Khartoum's main gardens.

"We hope Sudan can move forward now, we want to be proud of our country," said Saida Khalifa as she got off the train after an all-night ride from Atbara, the town where the protests started in December last year.

"The guns must go silent now and we must pull the country out of this mess to gain peace and freedom," she said.

New institutions

The composition of the civilian-majority transition ruling council is to be announced on Sunday.

That follows the naming on Thursday of former senior UN official Abdalla Hamdok, a veteran economist, as transitional prime minister.

He is expected to focus on stabilising Sudan's economy, which went into a tailspin when the oil-rich south seceded in 2011.

Economic woes were the trigger that sparked the initial protests.

At Khartoum's central market early Saturday, shoppers and stallholders interviewed by AFP all said they hoped a civilian government would help them put food on the table.

"Everybody is happy now," said Ali Yusef, a 19-year-old university student who works in the market to get by.

"We were under the control of the military for 30 years but today we are leaving this behind us and moving towards the civilian rule," he said, sitting next to tomatoes piled directly on the ground.

"All these vegetables around are very expensive but now I'm sure they will become cheaper."

While it remains to be seen how the transition will change people's daily lives, residents old and young were eager to exercise their newfound freedom of expression.

"I'm 72 and for 30 years under Bashir, I had nothing to feel good about. Now, thanks to God, I am starting to breathe," said Ali Issa Abdel Momen, sitting in front of his modest selection of vegetables at the market.

But many Sudanese are already questioning the ability of the transitional institutions to rein in the military elite's powers during the three-year period leading to planned elections.

End of isolation?

New institutions The composition of the civilian-majority transition ruling council is to be announced on Sunday. "All these vegetables around are very expensive but now I'm sure they will become cheaper." While it remains to be seen how the transition will change people's daily lives, residents old and young were eager to exercise their newfound freedom of expression. The country of 40 million people will be ruled by an 11-member sovereign council and a government, which under the deal must be dominated by civilians. However, the interior and defence ministers are to be chosen by military members of the council. Observers have warned that the transitional government will have little leverage to counter any attempt by the military to roll back the uprising's achievements and seize back power. Sudanese celebrate transition to civilian rule

The launch on Saturday of a historic transition to civilian rule in Sudan comes eight months after the start of popular protests, in which more than 250 were killed.

The launch on Saturday of a historic transition to civilian rule in Sudan comes eight months after the start of popular protests, in which more than 250 were killed. A timeline: Bread price Protests erupted on December 19, 2018, against a government decision to triple bread prices. They quickly spread in the form of weekly demonstrations, and morph into demands for President Omar al-Bashir to quit after three decades of iron-fisted rule. In the capital Khartoum on December 20, demonstrators take to the streets chanting "freedom, peace, justice". On April 6, 2019, thousands gather outside army headquarters in Khartoum, staying there for six days to plead for the military's support. On April 11, military authorities announce they have removed Bashir from power and that a transitional military council will govern for two years. Defying a month-long curfew, thousands of demonstrators remain camped in front of army headquarters as the protest movement demands power to be handed to a civilian government. Talks between ruling generals and protest leaders end abruptly on May 20 without an accord on the make-up of a joint civilian-military council to govern during a transition. Thousands of public and private sector workers strike on May 28 and 29 to pressure the military leaders. In late May, military council chief Abdel Fattah al-Burhan visits Saudi Arabia, Egypt, and the United Arab Emirates, countries wary of popular uprisings in the region. Bloody crackdown On June 3, armed men in military fatigues move in on the protest camp outside army headquarters and disperse thousands still gathered there. It is the start of a crackdown that lasts several days, in which 127 people are killed, according to doctors close to the demonstrators. The Rapid Support Forces (RSF), a feared paramilitary that sprang from the notorious Janjaweed militia accused by rights groups of committing war crimes in Darfur, is blamed for the violence. The military rulers announce a probe. The military scraps all previous agreements with protest leaders for a transition and calls for elections within nine months. Protesters denounce a putsch. On June 9, protest leaders launch a nationwide campaign of civil disobedience that paralyses the country for two days, hitting the economy hard. After both sides signal, they are ready to talk again, Ethiopia and African Union mediators in late June present new proposals for a transition. On June 30, tens of thousands of protesters again rally. Security forces are deployed en masse and police fire tears gas at crowds. Several are killed. Power deal agreed On July 5, after two days of negotiations, the two sides agree in principle on an accord providing for power-sharing before the transition to civilian rule. Crowds take to the streets of Khartoum to celebrate. On July 29, six demonstrators, including four school students, are shot dead during a rally in the central town of Al-Obeid against shortages of bread and fuel. Negotiations are suspended, before resuming on August 1. On August 4, the military and protest leaders sign a declaration, under which a joint civilian-military ruling body will govern for a 39-month transition period, overseeing the formation of a civilian government and parliament. On August 15, veteran economist Abdalla Hamdok is nominated as prime minister of the future transition government. The next day, Qatari broadcaster Al-Jazeera says it has been allowed to reopen its Khartoum office, which had been shut down in May.

Sudan: From demonstrations to transition accord

Sudan has allowed Qatari broadcaster Al-Jazeera to reopen its Khartoum office, which they had shut down in May, the channel's director in the Sudanese capital told AFP Friday.

"The Sudanese authorities have agreed to let us resume our work in covering Sudan," Al-Musallami Al-Kabbashi said.

The Al-Jazeera crew had been informed in late May, at the height of the protests that brought down longtime ruler Omar al-Bashir, that their licence and work permits were being withdrawn.

The news channel's staff had handed over equipment and closed down the office afer being notified of the decision by the country's Transitional Military Council.

Egypt, the United Arab Emirates and Saudi Arabia broke off diplomatic ties with Doha in 2017, accusing it of terrorism, which it denies.

The generals, backed by those three powers, had resisted calls from African and Western governments to hand over the reins of power until a political deal was eventually reached with protest leaders last month.

A compromise for a 39-month transition to civilian rule was sealed on August 4 and is due to be officially signed on Saturday, during a ceremony to be attended by several foreign dignitaries.

Sudan allows Al-Jazeera to reopen office: channel

For decades the Equestrian and Racing Club has given upper-crust Sudanese the chance to learn horse riding and watch horse racing in a shady compound set apart from the surrounding urban bustle of the capital Khartoum.

But the club has had to cut back activities since popular unrest erupted in December and led to the fall of autocratic President Omar al-Bashir in April, dampening higher social life.

Horse races were halted and attendance at equestrian classes dwindled after protests broke out in the dusty streets of the capital on the Nile river, with the loss of scores of lives as security forces cracked down.

"The main problem is that people don`t have enough cash (for the club), they're keeping it to live on, not to bring children to ride horses," said Rafat Awad, the club`s treasurer.

"You see the situation in our country, people dying. You can't just go and race. Some people are sad, some are angry, some still waging revolution, so we found it wasn't right to stage competitions."

The club was founded in 1908 under British colonial rule but betting on horse races ended in 1983 when sharia (Islamic law) took effect. Before being halted, horse races were run through sponsorships and some 200 horses are kept in the club's stables.

There has been a modest resurgence of visitors to the club in recent weeks as violence has eased following a political transition deal between the temporary ruling military council and opposition leaders.

Around two dozen people, including children, come for riding classes in the evenings, after the searing daytime heat eases, often watched by their families.

Lessons are offered daily except Friday, the Muslim holy day, for 1,400 Sudanese pounds (nearly $20) a month - a sum beyond the means of most Sudanese, let alone the cost of buying and keeping a horse at the club.

Some female club members describe how they`ve had to overcome the disapproval of women participating in a sport that is common in strictly Islamic Sudan.

"If your family members are interested, it's easier than if you start on your own," said Einas, 18, who has been riding for one year. Her father has racehorses and has won competitions. She said that in Sudan, however, racing was mainly a man`s sport while women often practiced show-jumping.

Twenty-four-year-old Sagada, a club member who had been riding for 11 years, said: "My mum brought me here, my family doesn't mind that I'm a woman riding.

"It can be a bit hard - some people disapprove of how we are dressed," she added, referring to tight-fitting equestrian garb.

The document, which outlines the powers and the relationship between the branches of the transitional government, comes after weeks of protracted negotiations brokered by the African Union and neighbouring Ethiopia amid sporadic bouts of violence in the capital Khartoum and other cities.

Lebatt said that the delegations will continue talks on Saturday over the technical details of the signature procedures but did not elaborate further on the contents of the declaration.

This final agreement is meant to pave the way to a political transition after military leaders ousted former President Omar al-Bashir in April following months of protests against his rule.

Two key points of contention had been the role of Sudan's General Intelligence Service and the Rapid Support Forces (RSF), the country's most powerful paramilitary group.

According to a draft of the declaration seen by Reuters, the intelligence service will report to the cabinet and the sovereign council, the body that will rule the country in the transitional period, while the RSF will fall under the general command of the armed forces.

The sides had previously agreed that the sovereign council will be comprised of 11 members — five officers selected by the military council, five civilians chosen by the FFC and another civilian to be agreed upon by both sides. Its first leader will be from the military.

Sudanese factions agree constitutional declaration for transitional government

Sudan's military council spokesman said on Friday that nine soldiers from the Rapid Support Forces (RSF), the country's most powerful paramilitary group, have been dismissed and detained in connection with the killing of protestors this week.

Lieutenant General Shams El-Din Kabbashi added that the governor of North Kordofan state and its security council would also be held accountable for the killing of six people, including four schoolchildren, in the state capital El-Obeid on Monday.

Formerly known as the Janjaweed, the RSF fighters armed with assault rifles, machine guns mounted on trucks and rocket-propelled grenades are widely feared. They were hardened by the war in Darfur against rebels who rose up against the government.

Opposition groups have accused the RSF, led by the deputy head of Sudan's Transitional Military Council, of killing scores of protesters demanding a return to civilian rule since President Omar al-Bashir was ousted in April.

The RSF's commander, General Mohamed Hamdan Dagalo, known as Hemedti, has previously denied these claims and blamed "infiltrators" instead.

The main opposition coalition, the Forces of Freedom and Change (FFC), welcomed the action against the RSF members, saying it would prevent further violence.

Hundreds of thousands of Sudanese took to the streets on Thursday in response to the killings in El-Obeid, and opposition medics said four more protesters were killed and many injured by gunfire in Omdurman. Kabbashi said authorities were pursuing those suspected of involvement in the deaths in Omdurman.

His remarks came at a press conference after a night of negotiations with opposition groups over a constitutional declaration, a document that would pave the way for a transitional government.

The two sides had signed a political deal in July setting a three-year transition period and a joint sovereign council. Talks over the constitutional declaration were called into question by the violence this week before being reconvened.

Sudan detains nine soldiers after protesters killed

Four protesters were shot dead at a rally in the Sudanese city of Omdurman on Thursday, medics said, as protest leaders and ruling generals started talks to thrash out remaining issues on transitioning to civilian rule.

The gunfire occurred as thousands of demonstrators took to the streets in several cities across Sudan, including the capital Khartoum and its twin city Omdurman, to demonstrate against the killing of schoolchildren at a protest earlier this week.

"Four protesters have been killed by live ammunition and several wounded at a rally in Omdurman," the doctors' committee linked to Sudan's protest movement said in a statement.

On Monday, four secondary school students were among six killed at a rally in Al-Obeid, the capital of the state of North Kordofan in central Sudan.

Thursday's rallies denounced those killings, which took place when crowds of students demonstrated against growing commodity shortages.

Many in Khartoum carried Sudanese flags along with photographs of some of those people killed in months of protests -- initially against Bashir, and subsequently against the military council that seized power from the autocrat in April.

Protesters also rallied once more in Al-Obeid, along with the Red Sea coastal city of Port Sudan, in White Nile state and the central city of Madani, witnesses said.

Omar, a member of Sudan's ruling military council, accused elements of the RSF of opening fire at Monday's Al-Obeid rally.

The rally was initially stopped with batons by a group of RSF forces guarding a nearby bank, the general told reporters during a visit to the city late Wednesday, according to the Cairo-based AL-Ghad television network.

"This action led to a reaction from some students who threw stones at the forces," Omar said.

"This made some members of the force act in their capacity to open fire on protesters. We have identified those who fired live ammunition that led to the killing of the six," he said.

A doctor at Al-Obeid hospital who received the casualties on Monday told AFP that four of those killed were students.

The Al-Obeid rally was against a growing shortage of bread and fuel, residents and witnesses told AFP this week.

It was the sudden tripling of bread prices in December that sparked the mushrooming protests which led to the toppling of Bashir.

Doctors linked to the Alliance for Freedom and Change protest umbrella have said more than 250 people have been killed in protest-related violence since December.

The main demand of demonstrators has been to establish a civilian rule, but talks with the generals have been suspended several times amid regular violence which peaked on June 3 when armed men broke up a weeks-long protest camp.

At least 127 people were killed that day alone, according to the protest-linked doctors.

Officials have given a much lower death toll.

The talks resumed following intense mediation by African Union and Ethiopian diplomats, and the two sides inked a power-sharing deal on July 17 that aims to form a joint civilian-military governing body.

That body would then establish a transitional civilian administration for a period of just over three years, after which elections would be held.

The talks were suspended again following the killings in Al-Obeid.

Now that they have resumed, the two sides are expected to touch on several key issues.

The remaining obstacles concern the powers of the proposed joint civilian-military ruling body, the deployment of security forces and immunity for generals over protest-related violence.
