WASHINGTON — For Sudan, agreeing to normalize relations with Israel was the price of removal from the U.S. list of state sponsors of terrorism.

A similar diplomatic deal with Israel sealed Morocco’s demand for the United States to recognize its sovereignty over the Western Sahara region.

United Arab Emirates officials who wanted to buy stealthy F-35 fighter jets from the United States first had to sign on to the Abraham Accords, the product of President Donald Trump’s campaign to foster stability between Israel and estranged or even hostile Muslim states.

In each case, the incentives that the Trump administration dangled in exchange for the détente could fall through — either rejected by Congress or reversed by the administration of President-elect Joe Biden.

That puts at risk not only the series of regional agreements for rapprochement but also exacerbates a worldview that the United States cannot be depended upon to hold up its end of diplomatic deals.

The Abraham Accords, Trump’s signature foreign policy achievement, have either newly brokered or restarted economic and political ties for Israel with Bahrain, the UAE, Sudan and Morocco. Officials familiar with the administration’s efforts said Oman and Tunisia might be the next states to join, and the warming could be expanded to nations in Asia and sub-Saharan Africa even after Trump leaves office in January.

Formally easing tensions between Israel and its regional neighbors is a success, to be sure, that past Republican and Democratic presidents alike have long sought to foment.

“All diplomacy is transactional, but these transactions are mixing things that ought not to have been mixed,” said Robert Malley, president and chief executive of the International Crisis Group, who is close to Antony Blinken, Biden’s pick for secretary of state.

Malley predicted that the incoming Biden administration would try to walk back or dilute parts of the normalization deals that defy international norms, as in the case of Morocco’s sovereignty over the Western Sahara, or otherwise challenge long-standing U.S. policy, like the F-35 sales to the UAE.

Congress has also shown alarm at the deal-making.

The Senate last week narrowly accepted the UAE’s purchase of the stealth jets, drones and other precision weapons, signaling concern over expanded arms deals to the Persian Gulf. That could be reversed if Democrats take control of the chamber after runoff elections in Georgia next month; regardless, the move will be reviewed by the Biden administration to ensure that the $23 billion sale to the UAE does not dull Israel’s military edge in the region.

A day after the Senate vote, the Republican chair of the Armed Services Committee, Sen. James Inhofe of Oklahoma, said it was “shocking and disappointing” that the Trump administration had decided to recognize Morocco’s sovereignty over the Western Sahara and predicted that it would be reversed. The United Nations, the European Union and the African Union all view the Western Sahara as disputed territory.

“I am saddened that the rights of the Western Saharan people have been traded away,” Inhofe said in a statement. “The president has been poorly advised by his team; he could have made this deal without trading the rights of a voiceless people.”

Saad Eddine el-Othmani, Morocco’s prime minister, said Tuesday that his government “didn’t want it to be an exchange.”

“We don’t bargain with the Sahara,” Othmani said in an interview with Al-Jazeera. “But the victory in this battle required the concomitance.”

Nowhere has the diplomatic deal proven more delicate than for Sudan.

A seemingly unrelated issue — immunity in U.S. courts from terrorism lawsuits — was indirectly tied to a condition of Sudan reluctantly signing on to the peace accords with Israel in October.

The State Department had already decided to remove Sudan from its list of state sponsors of terrorism in exchange for the country compensating victims of the 1998 bombings against U.S. embassies in Kenya and Tanzania. As part of those negotiations, Sudan’s transitional government had demanded the dismissal of all other terrorism lawsuits that it faced from attacks carried out in the 27 years it was on the list.

The State Department agreed and countered last summer with a condition of its own: that Sudan begin to thaw a half-century of hostilities with Israel.

Only Congress, however, can grant Sudan the legal peace it seeks. Over the past several months, lawmakers have been deadlocked over doing so, given that it would deny families of the victims of the Sept. 11, 2001, attacks their day in court.

“We have always wanted all terrorists to be held accountable for their acts on 9/11,” Kristen Breitweiser, a lawyer whose husband was killed in the attacks on New York, said in a statement issued last week during furious negotiating in Congress.

Sudan insists it is not liable for the 9/11 attacks, given that al-Qaida leader Osama bin Laden left his sanctuary in the country five years before they were carried out. But the congressional compromise that was hammered out, according to officials and others close to the negotiations, allows the 9/11 lawsuits to continue, potentially making Sudan liable for billions of dollars in victims’ compensation.

Representatives for the Sudanese Embassy in Washington declined to comment but have previously said the country might exit the peace accords with Israel if it is not given immunity from the terrorism lawsuits. As the Trump administration tries to keep the deal from falling apart, an official confirmed a Bloomberg report that the United States had offered Sudan a $1 billion loan to help clear its arrears and obtain as much as $1.5 billion in annual development assistance. Treasury Secretary Steven Mnuchin is expected to visit Sudan, Israel and the UAE in a high-level delegation to the region next month.

Bahrain appears to be a lone exception among the countries that were offered incentives as part of normalization agreements with Israel, although this week the State Department designated the Iranian-linked Saraya al-Mukhtar as a terrorist group, in part for its goal to overthrow the tiny Sunni monarchy.

That has also fueled concern among current and former government officials and conflict analysts that the United States will designate Houthi rebels in Yemen as a foreign terrorist organization, in part to convince Saudi Arabia to sign on to the accords with Israel.

Officials close to the decision said that Secretary of State Mike Pompeo was inclined to issue the designation to cut off Iran’s support of the Houthis, who have seized control of most of Yemen, ousted its government and attacked neighboring Saudi Arabia in their five-year border war. It could also prohibit the delivery of humanitarian aid to Yemen’s major ports — most of which are controlled by the Houthis — and, in turn, exacerbate a famine in one of the world’s poorest countries.

It is doubtful, however, that the terrorism designation alone would persuade Saudi Arabia — the most powerful monarchy in the Middle East — to normalize relations with Israel. That thaw could take years, if it happens at all, and by then might be driven more by a rising number of young adults in the kingdom who are more concerned with jobs and economic stability at home than a generations-old conflict between Israel and Palestine.

Nikki Haley, who was Trump’s first ambassador to the United Nations, said a secretive trip that Prime Minister Benjamin Netanyahu of Israel made to Saudi Arabia last month to meet Crown Prince Mohammed bin Salman was a bold signal of the détente.

“These Arab countries want to be friends with Israel,” Haley told the Israeli-based DiploTech Global Summit on Wednesday.

Even if they disapprove of Trump’s transactional diplomacy, Biden and Blinken will also be wary of appearing to back away from Israel, which is the strongest U.S. ally in the Middle East and holds considerable political sway over U.S. evangelical and Jewish voters.

“I think President-elect Biden will try to continue with the momentum because it’s beneficial for the U.S., it’s beneficial for the allies of the U.S., and I think that will be the right thing to do,” said Danny Danon, who retired this year as Israel’s ambassador to the United Nations.

Trump incentives for signing peace accords with Israel could be at risk

Thousands of Sudanese protesters took to the streets of the capital Khartoum and its twin city Omdurman on Saturday, demanding an acceleration of reforms on the second anniversary of the start of an uprising that ousted Omar al-Bashir.

The veteran leader was deposed by the military in April 2019 after months of mass protests against poor economic conditions and Bashir's autocratic, three-decade rule.

Many Sudanese are unhappy with what they see as the slow or even negligible pace of change under the transitional government that has struggled to fix an economy in crisis.

The government was formed under a three-year power sharing agreement between the military and civilian groups, which is meant to lead to fair presidential and parliamentary elections.

Sudan's state TV aired footage of thousands of protesters gathering outside the presidential residence in Khartoum that now hosts the sovereign council, a joint military-civilian ruling body.

The country also has a civilian cabinet of technocrats led by Prime Minister Abdalla Hamdok.

"We have come out today, not to celebrate the anniversary or to congratulate the transitional government. This government, unfortunately, over the past two years has not made any progress in the retribution file for our martyrs," protester Waleed El Tom told the state TV in Khartoum.

Hundreds of Sudanese civilians were killed in protests before and after the former president's ouster.

On Saturday, thousands more protesters gathered outside the abandoned parliament building in Omdurman, across the river Nile from the capital. Small protests took place in other cities across the country, state media said.

At the top of the protesters' demands is the formation of a long-awaited transitional parliament, part of the power sharing deal, to pass the necessary legislation for building a democratic state.

Others called for the dissolution of the sovereign council, the cabinet and the ruling coalition.

Sudan's economy has worsened since Bashir's removal, as the weak transitional government has failed to kick-start reforms and halt a fall in the Sudanese pound on the black market.

"The Sudanese people had hopes that their revolution would be great, that it would achieve things, but today the Sudanese people are standing in bread lines," a protester told state TV. Security was tightened in Khartoum and Omdurman but no major incidents of violence or casualties were reported.

Social media users shared pictures and videos of protesters burning tires and security forces firing tear gas. Reuters was not immediately able to verify the images.

Sudan's government has signed peace deals with most of the rebel groups that caused unrest during Bashir's rule, and it hopes that the United States' recent decision to remove the country from its list of state sponsors of terrorism will help the ailing economy.

US Secretary of State Mike Pompeo said Monday that President Donald Trump's administration, in a "fundamental change", has removed Sudan from the List of state sponsors of terrorism, a move that could help the African country get international loans to revive its battered economy and end its pariah status.

Since Trump's announcement, the Sudanese government also inked an agreement with the US That could effectively stop any future compensation claims being filed against the African country in US Courts.

Russia has signed an agreement with Sudan to establish a navy base in the African nation for at least 25 years.

The deal published on Tuesday on the official portal of government documents is being considered a part of Moscow's efforts to expand its global reach. In exchange for Sudan's permission to set up the base, Russia will provide Sudan with weapons and military equipment.

It allows Russia to simultaneously keep up to four navy ships, including nuclear-powered ones, in Port Sudan on the Red Sea. The agreement lasts for 25 years and could be automatically extended for 10-year periods if none of the parties objects to it.

Inflation in Sudan has risen to one of the highest levels in the world, and the country risks slipping into hyperinflation unless it gets its budget deficit and money supply under control, economists say.

The runaway prices have worsened an economic crisis for millions of ordinary Sudanese and imperilled a political transition under a military-civilian power sharing deal.

The government has run up enormous budget deficits by subsidising the cost of fuel, then financed the deficits by printing money.

This has debased the currency, weakening it against other currencies and driving inflation up to annual 230% in October, according to the state statistics bureau.

The skyrocketing prices have led many consumers to spend their salaries quickly, particularly on durable items that hold their value.

Idrees Abdelmoniem, who works in marketing at an engineering company in Khartoum, said he had snapped up car spare parts and furniture, but was not as quick with food and drink, whose prices were not increasing as fast.

“If I have something I want to buy outside of the monthly house supplies, I buy it as soon as I get money, and I won’t even try to haggle because tomorrow it could be double the price,” he said.

Central bank figures show the scale of money printing by the authorities with the M2 money supply measure increasing by over 50% in the year to end-September. In September alone M2 rose by 7.13%.

Steve Hanke, a hyperinflation specialist at Johns Hopkins University, calculated that on a monthly basis, the inflation rate has accelerated to about 24% a month, dangerously high, but still below hyperinflation, generally defined as 50% a month.

He placed Sudan among the five countries with the highest inflation.

“It’s pretty scary,” he said, adding that it was hard to predict what direction inflation would go from here.

SUBSIDIES

A US decision to remove Sudan from its list of state sponsors of terrorism has provided little immediate relief from the economic crisis and the country has turned to the International Monetary Fund for help.

Sudan is counting on a reform programme drawn up with the lender to help get control of the deficit, exacerbated by decades of U.S. economic sanctions and by economic mismanagement under President Omar al-Bashir, who was ousted in a popular uprising in April of last year.

Gross domestic product (GDP) contracted by more than 2% in both 2018 and 2019 and is expected to shrink another 8.5% in 2020 after being walloped by the coronavirus pandemic, Sudan told the IMF in September.

The one-year staff-monitored programme signed with the IMF commits the transitional government to reforming energy subsidies and reducing government borrowing from the central bank, among other reforms.

The programme is designed to provide a track record that would qualify Sudan for debt relief from its official creditors.

“The issue of hyperinflation is real, and it requires serious attention,” said Ibrahim Elbadawi, who stepped down as Sudan’s finance minister in July.

“The starting point should be the subsidies, because that will have unquestionable implications for the finances of the government.”

Fuel subsidies, which account for 71% of all subsidies, were equivalent to 10.6% of GDP in 2019, according to the IMF.

The government this year began allowing private companies to import petrol and diesel at near market prices and has gradually reduced the number of stations where subsidised fuel is sold.

Last month it doubled the price of locally produced petrol to 56 Sudanese pounds a litre, still among the lowest levels in the world. It says it stopped subsidising petrol and diesel altogether as of September.

The reforms should reduce fuel subsidies to 2.2% this year, the IMF said, but imported fuel will further stretch people’s resources as a collapsing currency pushes up its local price.

This week one U.S. dollar bought 255 Sudanese pounds on the black market, up from about 85 pounds a year ago. At the official rate a dollar fetches 55 pounds.

“Because of the gas situation, I’ve literally stopped going further than a 9 kilometre radius,” said Huda Khalid, who considers herself relatively well paid as a primary school teaching assistant at a private school. A 50% salary raise has done little to help.

“Electricity, gas money, internet, and groceries for a week and my salary is basically gone. For the rest, my dad sends money from Oman.”

Inflation in Sudan has risen to one of the highest levels in the world, and the country risks slipping into hyperinflation unless it gets its budget deficit and money supply under control, economists say.

SUBSIDIES A US decision to remove Sudan from its list of state sponsors of terrorism has provided little immediate relief from the economic crisis and the country has turned to the International Monetary Fund for help. “The starting point should be the subsidies, because that will have unquestionable implications for the finances of the government.” Fuel subsidies, which account for 71% of all subsidies, were equivalent to 10.6% of GDP in 2019, according to the IMF. Sudan inflation soars, raising spectre of hyperinflation

Sadiq al-Mahdi, Sudan's last democratically elected leader and the great-grandson of the messianic figure who fought the British in the 19th century, has died of Covid-19. He was being treated in the United Arab Emirates.

To this end, the government declared three days of mourning.

Last month, Mahdi's family said he had tested positive for COVID-19. He was transferred to the UAE for treatment a few days later following a brief hospitalisation in Sudan.

The Umma Party said Mahdi would be buried on Friday morning in Omdurman.

The two-time prime minister was a central figure in Sudan's political and spiritual life for more than half a century.

Mahdi's second term in office came to an end with the 1989 military coup that brought a then-obscure army officer, Omar Hassan al-Bashir, to power.

Mahdi escaped detention and went into exile, but his return in 2000 drew tens of thousands of supporters to the airport and his Umma Party went on to become one of the largest opposition parties under Bashir.

He campaigned for a transition back to democratic rule, went into exile again and returned as protests over worsening economic conditions gathered steam. Those demonstrations led to Bashir's overthrow in April 2019.

Mahdi's daughter Mariam Sadiq al-Mahdi, deputy leader of the Umma Party, was among those detained during the demonstrations and has been the party's most visible political figure in political negotiations since.

Opposition parties that were weakened greatly under Bashir's three-decade rule are now jostling for power with the military during Sudan's transition, making the Umma Party's continued unity crucial to maintaining the balance of power.

Mahdi was born on December 25, 1935, in Khartoum's twin city of Omdurman, the former Mahdist capital, and grew up in the last two decades of British imperial rule.

Educated by Italian missionaries and later at Britain's Oxford University, he worked in the Finance Ministry, eventually won a parliamentary seat and had a brief taste of power when he became prime minister in July 1966 aged 30.

The often rapid ebb and flow of Sudanese politics caused him to lose his seat 10 months later and he was arrested in a purge of political parties in 1969 when military man Jaafar Nimeiri seized power.

After fleeing Sudan he tried to return at the head of a guerrilla army to unseat Nimeiri. He failed in his attempt but Nimeiri was removed by the army in 1985. Mahdi was voted prime minister a year later.

Ethiopia: Innocent civilians caught in crossfire

Sudan has already said it would shelter thousands of Ethiopians fleeing the conflict at the Um Raquba camp, which in the 1980s hosted thousands of Ethiopian fleeing famine.

Governance and human rights decline in Africa for first time in 10 years: Survey

Iran's foreign ministry on Saturday described a US-brokered Sudan-Israel deal to normalise ties as "phoney" and accused Khartoum of paying a ransom in return for Washington removing it from a list of state sponsors of terrorism.

The deal agreed on Friday marked the third Arab government after the United Arab Emirates and Bahrain to set aside hostilities with Israel in the last two months.

Also, US President Donald Trump announced on Monday he would take Sudan off the list once it had deposited $335 million it had pledged to pay in compensation. Khartoum has since placed the funds in a special escrow account for victims of al Qaeda attacks on US embassies in Kenya and Tanzania in 1998.

"Pay enough ransom, close your eyes to the crimes against Palestinians, then you'll be taken off the so-called ‘terrorism' blacklist," the ministry tweeted in English. "Obviously, the list is as phoney as the US fight against terrorism. Shameful."

Trump had also said the Palestinians were wanting to do something but offered no proof.

Palestinian leaders have condemned recent Arab overtures to Israel as a betrayal of their nationalist cause for statehood in Israeli-occupied territories. They have refused to engage with the Trump administration, seeing it as biased in favour of Israel.

In recent weeks the United Arab Emirates and Bahrain became the first Arab states in a quarter of a century to agree to formal relations with Israel, forged largely through shared fears of Iran.

The military and civilian leaders of Sudan's transitional government have been divided over how fast and how far to go in establishing ties with Israel.

A sticking point in the negotiations was Sudan's insistence that any announcement of Khartoum's delisting from terrorism designation not be explicitly linked to relations with Israel.

Sudan’s 1993 designation as a state sponsor of terrorism dates to its toppled ruler Omar al-Bashir and has made it difficult for the transitional government in Khartoum to access urgently needed debt relief and foreign financing.

US-brokered Sudan-Israel deal secured by 'ransom', Iran says

Sudan on Friday became the latest Arab nation to agree to recognize Israel in a diplomatic triumph for President Donald Trump announced days before US elections.

The United Arab Emirates and Bahrain signed an accord at the White House last month to normalize relations with Israel but Sudan carries added symbolism as an Arab nation that has been at war with Israel.

Trump announced the agreement by Sudan's year-old civilian-backed government moments after he formally moved to end the nation's designation as a state sponsor of terrorism, achieving a major objective for Khartoum.
Reporters were escorted into the Oval Office where Trump was on speakerphone with Sudan's leadership and
Israeli Prime Minister Benjamin Netanyahu, a close ally of the embattled Republican president.

"This truly changes the region. It changes the lives of our peoples for the better and allows us to focus on the task of building our nations, building our future," Netanyahu was heard telling Trump.

Trump said that more Arab states are also looking to recognize Israel including regional power Saudi Arabia, home to Islam's two holiest cities.

"We have at least five more that want to come in and we'll have many more than that soon," Trump said in a room packed with visibly happy aides, few of them wearing masks despite the Covid-19 pandemic.

Until last month, the only Arab nations to recognize Israel were Jordan and Egypt -- neighbors of the Jewish state that had made peace after US mediation.

The Palestinian leadership has been outraged at Arab states' willingness to recognize Israel without any progress on establishing a Palestinian state.

Palestinian president Mahmud Abbas' office voiced "condemnation and rejection" of the deal between Sudan and the "Israeli occupation country which usurps Palestinian land."

Economic boon for Sudan

While Bahrain and the United Arab Emirates have found common cause with Netanyahu and Trump against Iran, Sudan appears mostly driven by a desperate economic situation that has fueled new protests in recent days.
Both the United States and Israel committed to building trade with Sudan, an impoverished, conflict-torn nation that had faced years of criticism over its violent internal campaigns until the fall of dictator Omar al-Bashir last year.

In a three-way statement, Sudan and Israel said delegations would meet "in the coming weeks to negotiate agreements of cooperation" including on agriculture, aviation and migration.

"The leaders agreed to the normalization of relations between Sudan and Israel and to end the state of belligerence between their nations," it said, without setting a date.

As part of the deal to get off the terror blacklist, the White House said that Sudan's transitional government had deposited $335 million to compensate survivors and family members of victims of the 1998 bombings of US embassies in Kenya and Tanzania as well as other attacks by Al-Qaeda, which Bashir had welcomed.

Sudan's civilian prime minister, Abdulla Hamdok, thanked Trump over the terror designation and, in the Oval Office, said Sudan was a "tolerant, peace-loving country."

"This decision will open wide the door to Sudan's deserved return to the international community," Hamdok's office said in a statement that did not mention ties with Israel.

Also on the telephone call was Sudan's top general, Abdel Fattah al-Burhan, who met Netanyahu earlier this year in Uganda.

Days before election

Trump had announced his plan to delist Sudan on Monday through Twitter. But in the days before he formally took action, Israel sent a delegation to Khartoum to discuss normalization.
Israel is a major cause for evangelical Christians, a crucial voting bloc for Trump as he trails in polls ahead of November 3 elections.

Trump questioned whether the Sudan deal could have been achieved by his Democratic rival Joe Biden, who has supported Israel's reconciliation with Arab states but also promised to pay more attention to the plight of the Palestinians.

Trump said he "took a lot of abuse from people that were unable to make a deal for 40 years, and this has gone very quickly, very nicely, very inexpensively and with no blood."

Bahrain and the United Arab Emirates had long enjoyed quiet relations with Israel but a move by Sudan is especially significant in light of the nation's history.

Sudan played a small part in Arab-Israeli wars and, after Israel's decisive victory in 1967, Khartoum was where the Arab League issued its famous "three no's" -- no peace, no recognition and no negotiations with Israel.
Sudan will be off the terror blacklist, where it was first put in 1993, in 45 days unless Congress passes a resolution to object.

Congress is not expected to block the delisting but it must also approve legislation to grant Sudan immunity from further claims.

Until then, the $335 million will be held in an escrow account.

The Trump administration is close to an agreement with Sudan to remove Khartoum from the U.S. list of state sponsors of terrorism and an announcement could be made in coming days, two U.S. officials said on Monday.

The deal could also set in motion steps by Sudan toward establishing diplomatic relations with Israel, one of the officials told Reuters, following similar U.S.-brokered moves in recent weeks by the United Arab Emirates and Bahrain. But details were still being worked out, the source said.

Rapprochement between Israel and another Arab country would give U.S. President Donald Trump an opportunity to tout a new diplomatic achievement as he seeks re-election on Nov. 3.

Sudan`s designation as a state sponsor of terrorism dates to its toppled ruler Omar al-Bashir and makes it difficult for its transitional government to access urgently needed debt relief and foreign financing.

Many in Sudan see this as undeserved since Bashir was removed last year and Sudan has long cooperated with the United States on counter-terrorism.

A key sticking point in U.S.-Sudan talks has been Sudan`s insistence that any announcement of Khartoum`s de-listing not be explicitly linked to normalization with Israel. Differences remain between Sudanese political and military officials on how far and how fast to go in warming of relations with Israel.

Sudanese Prime Minister Abdalla Hamdok told U.S. Secretary of State Mike Pompeo in Khartoum in August the normalization issue should not be linked to Sudan’s removal from the terrorism list.

One possibility, one U.S. official said, would be for Washington to first announce Sudan`s delisting and then leave it to Sudan and Israel to go public later with an agreement on establishing forging relations.

The UAE and fellow Gulf state Bahrain in September became the first Arab states in a quarter of a century to sign agreements to establish formal ties with Israel, forged largely through shared fears of Iran.

The White House did not immediately respond to a request for comment.

Negotiations related to Sudan`s deposit in escrow of a $335 million settlement to victims of al-Qaeda attacks on U.S. embassies in Kenya and Tanzania in 1998 are expected to conclude in the next two days, one of the U.S. government sources said.

After that, the Trump administration would notify Congress of its intent to remove Sudan from the list.

US could soon take Sudan off state sponsors of terrorism list

Sudanese authorities declared their country a natural disaster area and imposed a three-month state of emergency across the country after rising floodwaters and heavy rainfall killed about 100 people and inundated over 100,000 houses since late July.

Sudan's unprecedented challenges: Millions of Sudanese brace for hunger

Sudanese leaders have found themselves divided over US precondition of normalising ties with Israel before Sudan could be removed from US list of states sponsoring terror. Sudan is under tremendous pressure from US to normalise ties with Israel. This is widely seen as Trump administration's attempt to win more brownie points before US Presidential Elections on November 3.

Sudan, an Arab country, was designated by the US as a state sponsoring terrorism back when its toppled ruler Omar al-Bashir called the shots.

The interim government in Sudan is negotiating terms for its removal from the list as it will be possible for the government to get international funds critically necessary for the battered economy. However, the precondition of normalisation of ties with Israel is a recently added talking point in the negotiations.

"This topic (ties to Israel) needs a deep discussion of the society," said Abdalla Hamdok, Prime Minister of Sudan told a conference in Khartoum.

Sudan's surging inflation and plummeting currency have been the biggest challenges to Hamdok's transitional administration, which rules with the military since Bashir's ouster.

Sudan was put on the U.S. list in 1993 because the United States believed Bashir's government was supporting militant groups. But many in Sudan consider this is undeserved since Bashir was removed last year and Sudan has long cooperated with the United States on counter-terrorism.

During a video statement to the United Nations General Assembly on Saturday, which was pre-recorded because of the novel coronavirus pandemic, Hamdok said Sudan was actively cooperating with international and bilateral efforts to fight terrorism and terrorism financing.

"Sudan's name should be removed from the list of countries that are sponsoring terrorism. Sudan has returned to the international fold after 30 years outside it. This must happen," he said. "We hail the efforts of the U.S. government and the U.S. Congress to remove Sudan's name from the list."

The White House and State Department have declined to comment when asked about the status of negotiations.

Sudan was a staunch foe of Israel under Bashir. Abdel Fattah al-Burhan, the chairman of Sudan's transitional military council, had a surprise meeting in Uganda earlier this year with Israeli Prime Minister Benjamin Netanyahu.
