Trump says he may contact Musk over Starlink restrictions affecting Ukraine

President Donald Trump called Elon Musk on Wednesday and asked the SpaceX chief to remove restrictions on a military-grade version of Starlink in Ukraine, which Musk had throttled, according to US officials in an article published in The Wall Street Journal. The satellite internet system was operating more normally on Thursday, shortly after the conversation, US and Ukrainian officials said. However, some Ukrainian officials reported that full functionality had not been restored, although connection speeds had improved compared with the restricted levels. According to officials, Trump told Musk he was frustrated that Starlink’s speeds remained capped at around 100 miles an hour. The restriction left some Ukrainian offensive drones and interceptors unable to effectively counter Russian attacks. The conversation followed a Wall Street Journal report revealing that Musk had ordered the slowdown. SpaceX and the White House have offered differing accounts of whether Musk made the decision independently or at the administration’s direction. Also Read: What is the ‘heat ray’ weapon? I think it’s fundamentally about what America’s policy in Ukraine and Russia is going to be,” he continued. Vance’s remarks differed from statements by Defense Secretary Pete Hegseth and Secretary of State Marco Rubio, who said Musk had the authority to enforce his company’s terms of service without input from the administration. “There are terms of service that ultimately need to be complied to, and that’s where Starlink has the option to make those decisions,” Hegseth said, speaking to reporters earlier this week. The speed restriction prevented Ukrainian hardware traveling at high speeds from maintaining connections to Starlink’s satellite network, according to people familiar with the matter. Ukrainian officials warned that the move would cost Ukrainian lives. On Thursday, Sen. Richard Blumenthal (D., Conn.) announced an investigation into how Starlink’s service was degraded for Ukraine without notice and the implications of the Pentagon’s dependence on SpaceX for critical satellite communications.

Trump urged Elon Musk to lift Starlink speed restrictions in Ukraine, as improved connectivity raised hopes for stronger Ukrainian military operations

Trump called Musk to lift Starlink restrictions affecting Ukraine's military operation: Report

Elon Musk said Tuesday (Oct 20) that he would back a merger of SpaceX and Tesla, as his rocket and AI company reported its first quarterly profit since going public, driven by deals to rent out computing power to AI firms. Asked about a possible tie-up on a call with analysts, Musk said he felt he was "tap dancing through a minefield," but noted that a combination would be "a good idea." Shares in SpaceX shot up nearly five per cent in after-hours trading following the comments.
Committees set up to study the deal
Musk said special committees of independent directors at both SpaceX and Tesla have been set up to study the idea at the request of shareholders. He added that he could not take part in their talks because he has a conflict of interest. Musk is chief executive of both companies, and also serves as chairman and chief technology officer of SpaceX.Also read | Starlink says 'ready to connect India with high-speed internet' amid Reliance rowAs of June 30, he owns 48.4 per cent of SpaceX, according to a regulatory filing, and controls more than 82 per cent of its voting power through super-voting shares. Revenue jumped 161 per cent to $14.6 billion. The quarterly results follow a bumpy start on Wall Street. SpaceX began trading on the Nasdaq on June 12 after an IPO priced at $135 a share that raised about $85.7 billion. Its first earnings report as a listed company showed second-quarter revenue of $7.8 billion and a net loss of $541 million. The AI division, which SpaceX now calls "Super Intelligence," (inspired by US President Donald Trump's push to call Artificial intelligence by this name) drove the turnaround. The unit's revenue rose more than nine times from a year earlier to $7.6 billion, overtaking the Starlink satellite internet business as the company's largest source of sales. SpaceX credited new cloud services agreements, wider adoption of its Grok chatbot and its acquisition of Cursor, an AI coding startup. Starlink disruption rattles Ukraine, Europe admits it has no immediate alternative

As wars continue to rage in Ukraine and West Asia, Starlink has emerged as a powerful tool not just for civilians, but also for the military. It is now at the centre of a big row. While Ukraine has cried foul due to sudden Starlink restrictions, Iran has pledged a tougher crackdown on this service operated by Elon Musk's SpaceX. In the latest from the battlefield, four people were injured in the city of Odesa in an alleged Russian attack. Footage showed the moment when a jet-powered drone struck a supermarket, resulting in a big fire. Subsequently, the store was partially destroyed, and cars were damaged. At a time when Ukraine's defence capabilities have been impacted, Russia reportedly fired over 850 Shahed drones across various cities, including Kyiv, since the early hours of Thursday. Three people were killed, and six others were injured in an alleged Russian drone attack on Ukraine's Kirovohrad region. Businesses, logistics centres, warehouses and residential buildings were hit. Three others were killed in a strike on Dnipro as well. In another development, two vessels off Romania's coast were struck overnight by aerial drones. This included a San Marino-flagged vessel in the Black Sea, which caught fire overnight. According to Romania, seven crew members are still missing. While Moscow has not been linked to this incident until now, suspected Russian drones have hit several ships off the coasts of Romania and Bulgaria since last week. Amid a surge in attacks against Ukraine, defence experts claimed that Russia has nearly finished building a major new base for launching jet-powered drones in just six weeks. Located in the Rostov region, satellite imagery indicated that the facility was the size of around 126 football fields. This assumes significance as Ukraine is struggling to intercept Russian jet-powered drones that can travel at up to 600 kilometres per hour. On the other hand, Ukraine's military claimed to have destroyed four Su-34M military aircraft and hit two others in an overnight strike on an airfield in Russia's Voronezh region. This large fighter-bomber, costing millions of US dollars, is reportedly used by Russia to drop glide bombs onto Ukrainian cities near the frontline. Now, in the wake of Trump striking a deal with Putin to import tonnes of diesel to ease high prices for Americans ahead of the midterms, Zelensky stressed that he felt betrayed by the US president. Terming the restrictions on Starlink a 'big mistake', he claimed that this decision would lead to a lot of human losses and urged Musk to restore the service. Starlink essentially helps the military by providing high-speed and jam-resistant satellite internet that connects combat units, command posts and unmanned systems in real time. Starlink-enabled connections help pilots maintain links with drones, thereby supporting operations against Russian military positions, supply lines and infrastructure. Also Read: ‘False accusations’: Maduro, wife plead not guilty to new US torture charges After SpaceX reportedly imposed a speed limit on Starlink terminals, Ukraine's 7th Air Assault Corps reported that some drones started experiencing connection losses for 10 to 20 seconds while travelling at speeds of up to 120 kilometres per hour. These interruptions made them harder to control, and slowing them down increased their vulnerability to Russian attacks. The problem was particularly severe for medium-range strike drones, which require relatively high speeds during take-off. According to Zelensky's adviser, the Starlink curbs disrupted a number of missions and also threatened Ukraine's ability to intercept Russian drones. He highlighted that Starlink remained the most effective tool for enabling interceptors to shoot down Russia's jet-powered drones.Defence experts also flagged the impact of Starlink restrictions on Ukrainian drones. On his part, though, Elon Musk sought to pass the buck to Trump. The SpaceX CEO said that the concerns pertained to Starshield, which he claimed was owned and controlled by the US government. He said, and I am quoting him, "Any limits on speed or usage are decided by the US military and ultimately the US president". While Starshield is designed for government use and provides users with the ability to integrate sensors on drones, its secure communications rely on Starlink. In Iran, however, Starlink has been under the radar for a completely different reason. Outlawed in Iran on national security grounds, this satellite internet service has emerged as an alternative for people who seek to bypass the country's internet restrictions and shutdowns. For instance, the Masoud Pezeshkian-led government shut down the internet for a staggering 88 days following the start of the war on February 28 this year. However, Iran is viewing it as a strategic vulnerability. A top official described Starlink as a 'tool of war' for enemies, who he claimed were using it for espionage and information gathering. While the scale of Starlink usage in Iran is tough to estimate, ex-Israeli PM Naftali Bennett had claimed to have smuggled thousands of Starlink devices into Iran from 2021 to 2022 to aid protesters. According to reports, Iranian authorities use a combination of measures to block Starlink connections. This includes using jammers to disrupt services, along with spoofed GPS locations to slow new devices being set up. Besides this, Iran also tries to physically intercept terminals via raids. It is important to note that an Iranian faces six months to two years in jail simply for using Starlink. Importing and distributing Starlink devices carries a jail sentence of up to ten years. In case national security or espionage charges are invoked, individuals can even face the death penalty. Now, amid Musk complaining about Starlink's delayed launch in India, Ukraine's experience provides food for thought. It just goes to show how reliance on satellite technology controlled by a foreign power can prove to be a double-edged sword in times of conflict.

Starlink's role in Ukraine's military operations and Iran's crackdown on the satellite internet service have highlighted the risks of relying on technology controlled by a foreign power during conflicts.

Starlink says it is ready for India
Musk’s comments came a little over a month after Starlink renewed its efforts to enter the Indian market. The company had struck a more measured tone at the India Mobile Congress in New Delhi. Lauren Dreyer, vice president of Starlink Business Operations, said the company had spent five years working with Indian regulators, telecom operators and the industry to prepare for its launch. “We’ve built our Starlink operations specifically for India in recognition of Indian security requirements and other regulations, establishing controls at every layer for India and keeping Indian user data within India,” Dreyer said at the pre-business day of the event. She said Starlink had already invested in India and built 20 gateway sites with hundreds of antennas. “We’ve established the operations to be ready to serve India,” she said. Dreyer also said Starlink has 11,000 satellites in orbit and operates in more than 170 countries. She highlighted the challenge of connecting the last mile and said Starlink could provide connectivity within minutes. “With Starlink, people can get connected within minutes, not years.” Also Read: US midterms 2026: Why the Latino vote could shape control of Congress
Government clearances still pending
Starlink holds a licence to provide satellite communication services in India, but commercial operations have not started as the company awaits remaining government clearances, including security approvals. The company already has Global Mobile Personal Communication by Satellite (GMPCS) authorisation, while IN-SPACe authorised its first generation constellation in 2025. Spectrum assignment and security-related requirements are still pending. Starlink has also renewed its push for approval of a larger Gen 2 constellation, including direct-to-device capabilities. In February, Telecom Minister Jyotiraditya Scindia reiterated that Starlink must meet all security clearance requirements before beginning services in India. Responding to a question about the Iran incident, where Starlink reportedly began operating without a licence, Scindia said the existing security framework applies equally to all operators.“We have a performance of what the security rules are. Any operator who complies with those rules will be allowed to operate in India,” the minister said.

Ukraine is seeking Elon Musk’s approval to use Starlink-equipped attack drones against Russian ballistic missile launchers deep inside Russia, as Kyiv faces growing pressure on its air-defence capabilities, according to people familiar with the discussions. The proposal would allow Ukrainian drones using SpaceX’s Starlink satellite network to operate up to 200km inside Russian territory. Kyiv believes the move could help target missile launchers, command centres and other military infrastructure responsible for attacks on Ukraine.
The Trump angle
Ukrainian President Volodymyr Zelensky reportedly raised the request during his meeting with US President Donald Trump at the White House in July. Zelensky asked Trump to speak to Musk about permitting the use of Starlink beyond Ukraine’s borders. However, Trump was non-committal, and people familiar with the meeting said he did not appear supportive of the proposal. Musk has also previously resisted allowing Starlink to be used for offensive operations inside Russia. The request comes as Ukraine struggles with a shortage of Patriot interceptors, its main defence against Russian ballistic missiles. Intensifying Russian missile and drone attacks, coupled with high demand for Patriot systems in the Middle East, have further strained global supplies.Military analyst Franz-Stefan Gady said Ukraine needed to consider a more proactive approach to countering Russian attacks.“How can Ukraine engage in a more proactive, shooting-the-archer strategy?” Gady asked, referring to efforts to destroy missile launchers, command systems and logistics before attacks are carried out.
Why Starlink?
Starlink-equipped drones can maintain communications over longer distances and are less vulnerable to conventional jamming, making them potentially valuable for deep-strike missions.Musk has previously restricted Starlink access in sensitive situations. In 2022, access was cut during a Ukrainian operation near Crimea over concerns that the move could trigger a wider escalation.Ukraine’s former defence minister Mykhailo Fedorov, who had maintained direct contact with Musk, has also acknowledged the difficulty of securing approval.“Let’s just say, [it’s] a difficult task right now to achieve the outcome we need through this communication,” Fedorov said on August 6.

A study has painted a worrying picture created by the multiple rocket launches, with the fuel being used as the main problem, Universe Today reported. According to lead author Conner Barker of University College London, the startling growth of Satellite megaconstellations (SMCs), like SpaceX's Starlink, will soon lead to a scenario where they will account for up to 42 per cent of the overall climate impact of the space launch industry. The problem area here is the primary fuel used in the main rocket engine that launches SMCs into orbit - kerosene. It produces black carbon, or soot, which is typically washed away by the rain when produced by ground sources. However, this one stays in the atmosphere for a longer time. Starlink is down, and users are not happy. Elon Musk charges people colossal amounts of money for the internet service, and so people are angry to see outages, slow connection and even total blackouts. According to Downdetector, a site that monitors online outages, SpaceX's Starlink started having problems around 3 pm ET. In the United States, New York, Chicago, Atlanta, Dallas, Phoenix, San Francisco and Seattle witnessed widespread disruptions, as per a live outage map. People in other countries also reported problems with Starlink. This includes Australia, Canada, the UK, Mexico, Brazil, Peru and several other countries across South America and Europe. Starlink currently has more than six million active users worldwide, and charges $80 to $120, depending on the plan. Users are asking Musk for refunds because they are paying exorbitant amounts precisely for something like this not to happen. "Hope there’s a big refund coming. You charge top dollar so this s*** doesn’t happen!" a user wrote. We appreciate your patience. We'll share an update once this issue is resolved." Starlink also lets users access the network while on the go with its Roam plans, which are even more costly. Prices start from $50 and can go up to $165 per month. The Starlink kit costs $349 plus shipping. So that's a whole lot of money for the internet. Starlink is also launching in India soon, and this unexpected outage might affect its numbers in the country. Another user told Starlink that it "owes everyone a refund for today". "...better see a discount on that next bill, or we will have issues you failed to provide your service."
Starlink in India
People in India who want to enjoy Starlink services will have to whip out a kickass amount of money. The initial hardware cost itself will go as high as Rs 33,000 for the Standard Kit. Users will get a dish, router and other cables needed for the connection. Monthly plans will range from Rs 3,000 to Rs 4,200. Starlink is expected to start operations in India around August, following its license receipt in early June. Users can get a free trial on high-speed satellite internet for a month with each device purchase to test it out before deciding to dole out large sums of money. Starlink's low Earth orbit satellite constellation promises to reach remote and rural locations, which traditional networks have found hard to penetrate.
Musk's plans for Starlink on Mars
This outage comes as a huge challenge for Musk, who plans on using the network on Mars someday. In May, the billionaire talked about SpaceX's strategy to colonise Mars, with Starlink a crucial component. He announced that SpaceX will send Starlink satellites to the red planet for those who wish to live on the neighbouring planet.

'Better see a discount...': Angry users demand Musk refund their money after Starlink goes down

Elon Musk-owned Starlink has cleared the final regulatory hurdle to begin satellite internet operations in India, receiving a five-year licence from the Indian National Space Promotion and Authorisation Centre (IN-SPACe). The approval, valid until July 7, 2030, allows Starlink to use its Gen1 satellite constellation over India, bringing it one step closer to launching high-speed internet services, particularly in remote and underserved regions. With this clearance, Starlink joins a select group of companies—Eutelsat OneWeb and Jio Platforms’ joint venture with Luxembourg-based SES—that are now fully authorised to operate satellite-based internet services in India. Amazon’s Project Kuiper is also awaiting government approval to enter the Indian market.
Commercial services still months away
Despite securing regulatory approval, a commercial launch remains some distance away. Starlink must now set up Earth station gateways, critical ground infrastructure that links satellites to terrestrial networks, and secure the necessary spectrum allocation from the Indian government. Without these components, Starlink cannot begin full-scale service delivery. The Telecom Regulatory Authority of India (TRAI) has recommended that spectrum for satellite internet providers be allocated administratively rather than through auctions. TRAI suggests an annual spectrum charge of either 4 per cent of adjusted gross revenue (AGR) or ₹3,500 ($40.77) per MHz, whichever is higher. Additionally, companies will have to pay an 8 per cent annual licence fee based on AGR, similar to traditional telecom providers. TRAI has also proposed an annual subscriber charge of ₹500 ($5.82) in urban areas, which could influence pricing models.Starlink received its Global Mobile Personal Communications by Satellite (GMPCS) licence from the Department of Telecommunications (DoT) in June, after nearly three years of waiting. The GMPCS licence allows Starlink to offer voice and data services via satellite for 20 years. Previously, Starlink had prematurely opened service bookings in India in 2021 without securing a licence, prompting the government to order refunds to over 5,000 customers. In addition to the GMPCS licence, Starlink holds internet service provider (ISP) and very small aperture terminal (VSAT) licences, further solidifying its legal footing in India’s telecom sector.
Starlink’s edge over traditional networks
Starlink’s satellite internet service stands out from conventional broadband providers by offering connectivity through a constellation of Low-Earth Orbit (LEO) satellites. These satellites are smaller, operate at lower altitudes, and use laser-based inter-satellite communication, which reduces latency and enhances speed. Unlike fibre-optic networks, Starlink does not require extensive ground infrastructure, making it especially effective in remote and rural areas.Starlink’s global user base spans over 100 countries, and speeds typically range from 20 Mbps to 264 Mbps depending on geographical location. While official pricing for India has not been announced, global rates suggest a one-time hardware cost of around ₹30,000 for standard kits and approximately ₹43,000 for the mobile “mini kit.” Monthly subscription plans are expected to start around ₹900, with unlimited plans potentially priced at ₹3,000 per month. In neighbouring Bangladesh, Starlink launched in May with setup costs of about ₹39,000 and monthly plans starting at ₹2,990.
India’s satcom race heats up
Starlink’s approval comes as India intensifies efforts to expand digital connectivity, particularly in remote and rural regions. State-run BSNL is also developing a satellite-terrestrial hybrid service called “direct to device,” which uses existing cellular networks to communicate with satellite constellations for seamless coverage. With multiple private and public players now racing to dominate the satellite internet space, India is poised for a connectivity revolution. Starlink’s entry adds a formidable new competitor and a globally tested model to the mix. However, actual service availability will hinge on spectrum policy decisions, security compliance, and ground infrastructure development in the coming months.

Starlink must now set up Earth station gateways, critical ground infrastructure that links satellites to terrestrial networks, and secure the necessary spectrum allocation from the Indian government. Without these components, Starlink cannot begin full-scale service delivery.

Commercial services still months away Despite securing regulatory approval, a commercial launch remains some distance away. TRAI has also proposed an annual subscriber charge of ₹500 ($5.82) in urban areas, which could influence pricing models. Starlink received its Global Mobile Personal Communications by Satellite (GMPCS) licence from the Department of Telecommunications (DoT) in June, after nearly three years of waiting. Starlink’s edge over traditional networks Starlink’s satellite internet service stands out from conventional broadband providers by offering connectivity through a constellation of Low-Earth Orbit (LEO) satellites. These satellites are smaller, operate at lower altitudes, and use laser-based inter-satellite communication, which reduces latency and enhances speed. Unlike fibre-optic networks, Starlink does not require extensive ground infrastructure, making it especially effective in remote and rural areas. Starlink’s global user base spans over 100 countries, and speeds typically range from 20 Mbps to 264 Mbps depending on geographical location. India’s satcom race heats up Starlink’s approval comes as India intensifies efforts to expand digital connectivity, particularly in remote and rural regions.

Starlink secures final regulatory approval to launch satellite internet in India

Elon Musk’s satellite internet company Starlink has received an approval from the Indian Government’s IN-SPACE, which is the promoter and facilitator for private space firms in the country. However, this approval is just one step in the list of multiple approvals that the firm still needs from various departments and ministries of the Indian government. Therefore, it could take several months before Starlink clears all hurdles and begins to offer its services in India. Starlink is learned to have been lobbying hard in India, using the political and economic clout of the controversial American billionaire. Indian National Space Promotion and Authorisation Centre (IN-SPACE) has granted authorisation to M/s Starlink Satellite Communications Private Limited (SSCPL), New Delhi, for enabling provisioning of Low Earth Orbit (LEO) satellites constellation, namely Starlink Gen1. The authorisation will enable SSCPL to provide satellite communication services in India, IN-SPACE announced. Going by the official announcement from the Indian Government, it appears that the IN-SPACE approval comes with conditions and safeguards. Firstly, the authorisation has been provided only for the Generation 1 constellation, which refers to the older generation of Starlink satellites and related heavier, not-so-portable communication antennae. Secondly, the IN-SPACE authorisation is granted for a period of five years from the date of authorisation (July 8th 2025) or the end of operational life of Gen1 constellation—whichever is earlier. Given the relatively short life of Starlink Gen1 satellites and the considerable time they have already spent in space, it is highly likely that the entire fleet of Generation1 would be defunct before the end of the approved five-year period, July 7th 2030. The Starlink Gen1 Constellation is a global constellation with 4,408 satellites orbiting earth in altitudes between 540-570 km, and they are touted to be capable of providing ~600 Gbps throughput over India. Throughput refers to the total amount of data a satellite communication system can transmit and receive in a period of time. Starlink has a more advanced constellation known as the Gen2 and also has the ability to offer direct satellite internet connectivity (marketed as Direct to Cell) to mobile phones. However, there is no mention of those being approved in India.
Starlink Satellite internet will not replace your home broadband
Starlink is not alone in wanting to gain access to the Indian satellite communications market. European firms Eutelsat OneWeb, SES are also in the race to foray into the Indian market. In recent months, IN-SPACE has also provided authorisations to the Indian subsidiaries of the aforementioned firms—OneWeb India Communications Private Limited, SES Satellites India Private Limited. However, it must be emphasised that these satellite internet services are not meant to replace high-speed home broadband connections that are widely available in Indian cities at highly affordable monthly rates around Rs. 500 (approx $5.83) and upwards. All these satellite internet providers are not targeting big cities, apartments or other institutions in urban centres. Instead, these satellites internet firms see business potential only in remote areas like mountains, deserts, islands, tough terrain etc., where traditional communication systems are weak and there is no reliable high-speed broadband connectivity and related infrastructure. Traditional high-speed broadband is available only in population dense regions where cables are laid and related infrastructure exists. Telecom firms do not install their infrastructure in remote and inaccessible regions with low population, because it becomes too expensive and unviable from a business perspective. In the case of Starlink, the firm provides an antenna/receiver that can send and receive signals to and from satellites. The antenna can be installed on the rooftop or a window from where it has a direct and unobstructred view of the sky (satellites passing overhead). Gadgets can be connected to the internet router linked to the Starlink antenna and one can access the internet from almost anywhere on earth. Satellite internet services are significantly more expensive than traditional wired broadband used in most homes. In case of Starlink, as seen in foreign countries, one must pay a one-time cost of around Rs.42780 ($499) for the antenna and then a monthly subscription cost of Rs. 2570 ($30) for the most affordable data plan. While Starlink has not announced its pricing for India, it is expected to be in the aforementioned range, considering how it is priced in similar nations. By all means, home broadband that is available in Indian cities is significantly cheaper and faster than the speeds offered by the likes of Starlink. However, during times of disasters and emergencies when all traditional means of communication get affected, Starlink and related services can prove useful in cities as well.
