“As we speak, an American nuclear submarine is making port in Busan today,” Kurt Campbell, the White House Indo-Pacific coordinator told reporters in Seoul while there for the first Nuclear Consultative Group discussion with South Korean officials.

Notably, the last time Washington deployed one of its nuclear-capable submarines to South Korea was in 1981.

This comes months after the US had agreed to periodically deploy nuclear-armed subs in South Korea in a bid to counter North Korea’s growing aggression. The submarine, making the port call, is an Ohio-class ballistic missile submarine, identified by South Korean officials as the USS Kentucky.

The US military, in a statement, on Tuesday said that the sub, “reflects the United States’ ironclad commitment to the Republic of Korea for our extended deterrence guarantee,” referring to South Korea by its official name.

Why now?

The announcement was first made when US President Joe Biden and his South Korean counterpart, Yoon Suk Yeol, met in Washington back in April. The leaders had sought to assure worried South Koreans that the US would defend its ally from North Korea amid Pyongyang’s growing nuclear arsenal.

During his visit, Yoon reaffirmed South Korea’s policy of not developing nuclear weapons and the two leaders announced a ‘Washington Declaration’. In line with this, Biden said any nuclear attack by the North against the South would prompt Washington to take “a swift, overwhelming and decisive response,” with “the full range of U.S. capabilities, including nuclear.”

This was months after Yoon told reporters that if Pyongyang’s programme “gets worse” then Seoul will also “introduce tactical nuclear weapons or build them on our own,” becoming the first South Korean president in decades to discuss the issue, alarming officials in the US.

North Korea warns against ‘foolish act’

On Monday, North Korean leader Kim Jong Un’s sister, Kim Yo Jong said, “The U.S. should stop its foolish act of provoking the DPRK even by imperilling its security,” as quoted by the state news agency KCNA.

After White House national security adviser Jake Sullivan expressed concern that North Korea may conduct another intercontinental ballistic missile (ICBM) test.

She also criticised the US decision to send the nuclear-armed submarine and warned that such efforts to increase “extended deterrence” would push Pyongyang further from the negotiating table.

Last week, Pyongyang fired a suspected ICBM, which flew for more than an hour before landing near Japanese waters. The launch, criticised by the West, was also North Korea’s 15th, since the beginning of this year.

US nuclear-armed submarine docks in South Korea for first time since 1981

A year after south korea decided to step up readiness for extreme weather driven by climate change, experts say not enough work is done. Forty or more people have lost their lives in less than a week of heavy rains.

Torrential rain leads to heavy flooding in South Korea

South Korea's President Yoon Suk Yeol on Monday vowed to "completely overhaul" the country's approach to harsh weather from climate change. His statement came after at least 40 people lost their lives in flooding and landslides during monsoon rains.

In a search for more victims, the rescue workers emptied a flooded underpass in central Cheongju after the vehicles were trapped in the tunnel by flash floods, said the interior ministry. Nine people are still missing in the country.

South Korea is severely affected by the torrential rains that have caused widespread flooding and landslides in the country, with rivers bursting their banks and reservoirs and dams overflowing. More rains are expected in the coming days.

"This kind of extreme weather event will become commonplace, we must accept climate change is happening, and deal with it," President Yoon Suk Yeol said during an emergency response meeting Monday.

The idea that extreme weather linked to climate change "is an anomaly and can't be helped needs to be completely overhauled", he said, calling for "extraordinary determination" to improve the country's preparedness and response.

He said that the country will "mobilise all available resources", that includes military and police, to help accelerate the rescue efforts.

"The rainy season is not over yet, and the forecast is now that there will be torrential rain again tomorrow," he added.

Yoon returns from overseas trip

Yoon, who was away on an overseas trip, came back early on Monday. After the emergency response meeting, he travelled to Yecheon in North Gyeongsang province, which is one of the most severely affected villages in the country.

"I've never seen something like this in my life, hundreds of tonnes of rocks rolling down from the mountain," Yoon told the villagers.

"I'll do everything I can to restore the village," he added.

Earlier, Yoon, in a video-linked emergency meeting, had expressed disappointment that some regions failed to take pre-emptive measures against the severe weather.

He had instructed Prime Minister Han Duck-soo to utilise all available resources to minimise casualties and urged the weather agency to promptly issue forecasts, as more heavy rain is anticipated in the coming days, according to his office.

Fatal flooding of underpass

On Monday, the South Korean government and police launched a separate enquiry into the disastrous flooding of the underpass in Cheongju.

Early on Saturday, a nearby river overflowed and broke a barricade that caused flooding in the area, and left nearly 10 vehicles trapped inside.

At least 13 people lost their lives in the incident and rescue workers released a statement warning that the toll could further rise.

The Prime Minister's Secretariat said there had been reports of calls to police requesting an emergency evacuation order for nearby residents as well as emergency closure of the tunnel an hour before the disaster struck.

"This investigation is to find out the cause of the failure to protect the precious life of the people," it said in a statement.

South Korea rain fury: Rescuers recover 13 bodies from flooded tunnel

The tragic downpours in South Korea have brought devastation, as the death toll from days of torrential rain grew to 39. The toll of this natural disaster continues to rise, casting a sombre cloud over the nation. South Korean President Yoon Suk Yeol blamed the authorities as they failed to follow disaster response rules. The incident fuelled questions about Seoul’s efforts to prevent and respond to flood damage.

South Korea to provide 'larger scale of military supplies', aid to Ukraine

US, South Korea and Japan held a joint missile defence exercise Sunday aimed at bolstering their response to rising nuclear and missile threats from Pyongyang. The exercise saw destroyers equipped with Aegis radar systems come together in an attempt to tame the "rogue" nation.

The joint drill comes days after North Korea launched its ‘most powerful’ Hwasong-18 intercontinental ballistic missile (ICBM) on Wednesday.

The North launched this missile after accusing the US of flying spy planes through its Exclusive Economic Zone (EEZ). It also condemned a recent visit by an American nuclear-powered cruise missile submarine to South Korea.

Joint drill aimed at mastering coordinated response to missile threats

The US and its allies have been working on linking their information-sharing mechanisms on North Korea’s missile launch to better prepare for a well-coordinated response.

Both South Korea and Japan are separately linked to the US radar system; however, a robust information-sharing regime is yet to be established between the two East Asian nations.

Wednesday’s launch of the solid-fuel ICBM was the second attempt by North Korea this year aimed at intimidating its southern neighbours. North Korean state media Korean Central News Agency (KCNA) said that the launch was “guided” by the country’s dictator Kim Jong Un, where the missile blasted off with a “grand explosion” that “shook the whole planet".

The launch drew condemnation from the US, Japan and South Korea, with allegations that the launch violated UN sanctions.

Joint drill aimed at mastering coordinated response to missile threats The US and its allies have been working on linking their information-sharing mechanisms on North Korea’s missile launch to better prepare for a well-coordinated response. Both South Korea and Japan are separately linked to the US radar system; however, a robust information-sharing regime is yet to be established between the two East Asian nations. Watch: Japan, South Korea to link radars via US systems × "We will effectively respond to North Korea's nuclear and missile threats with our military's strong response system and the trilateral cooperation," a South Korean Navy officer was quoted as saying by Reuters. N Korea’s missile launching spree Wednesday’s launch of the solid-fuel ICBM was the second attempt by North Korea this year aimed at intimidating its southern neighbours. Also read: VIDEO: North Korea says it test-fired solid-fuel ICBM that 'shook whole planet' The South Korean military criticised North Korea's recent launch, stating that it constituted a significant provocation that jeopardises the peace and security of the Korean peninsula. China urged to play constructive role South Korea also asked China to play a constructive role in managing security threats in the region. A meeting between Chinese top diplomat Wang Yi and South Korea’s Foreign Minister Park Jin took place on Friday on the sidelines of the ASEAN summit held in Indonesia’s Jakarta. Following the meeting, a statement released by Seoul's foreign ministry said, “Minister Park ... stressed that it was more important than ever for the Chinese side to play a constructive role for the peace and stability of the Korean peninsula." Washington has long accused China and Russia of shielding North Korea from sanctions and aiding its nuclear programme. WATCH WION LIVE HERE ×

South Korea is undergoing a unique crisis. There is a huge shortage of paediatricians, with the majority leaving their practice thinking the field has no future. The hospitals are unable to fill the positions, sparking a major health concern for the children of the country.

In the capital city of Seoul, the number of paediatric clinics and hospitals has fallen to just 456, down 12.5 per cent over the last five years. In the first half of 2022, the hospitals were able to secure the services of only 16.3 per cent of the paediatricians they sought, compared to 97.4 per cent in 2013.

Why are doctors giving up paediatrics?

The root cause of the problem, according to paediatricians, is the decline in the birth rate which fell to 0.78 in 2022. Combined with the failure of the insurance system to adapt, it has left the doctors with no way but to shun the field they believe has hit a dead-end.

Notably, when the birth rate was healthy in the Asian country, paediatricians could manage with the low-price, high-volume model. However, since the dip in birth rates, the low fee has become a severe problem and insurance services have not revised their prices to keep up with the changing times.

"In foreign countries, the government pays enough to maintain the hospital even if you see 20 patients a day. But it's about $10 per treatment in Korea, so clinics have to see about 80 patients a day," said Dr Lim Hyun-taek, president of the Korean Pediatric Association.

Paediatricians are South Korea’s lowest-paid doctors, making 57 per cent less than the average doctor's salary, according to data accessed from the Health Insurance Review and Assessment Service.

While the doctors giving up on child healthcare is a massive problem on its own, the elephant in the room is the dwindling birth rate. According to reports, S Korea needs a fertility rate of 2.1 to maintain a stable population.

Notably, when the birth rate was healthy in the Asian country, paediatricians could manage with the low-price, high-volume model. However, since the dip in birth rates, the low fee has become a severe problem and insurance services have not revised their prices to keep up with the changing times. Paediatricians are South Korea’s lowest-paid doctors, making 57 per cent less than the average doctor's salary, according to data accessed from the Health Insurance Review and Assessment Service. The Ministry of Health and Welfare has acknowledged the problem and said measures were being put in place to address them. Experts, however, warn that there is no quick fix to the problem. South Korea drops ‘killer questions’ from 8-hour gruelling college entrance exam

South Koreans are panic-buying salt as Japan plans to release one million metric tonnes of treated radioactive water from the Fukushima nuclear plant into the sea. The water was reportedly used to cool reactors damaged after the 2011 earthquake and ensuing Tsunami.

The move by Japan has prompted criticism from neighbouring nations, including China, who maintain that the move will harm maritime life in the region and the health of people around the world.

Despite assurance from the Japanese government, fishermen and shoppers in Japan and in the region are worried that dumping of treated water could contaminate the sea with dangerous isotopes of hydrogen, which could travel up to the products made out of the sea, like sea salt and seafood.
