South Korean President Yoon Suk Yeol vowed on Wednesday (Mar 6) that he would not tolerate the ongoing strikes by thousands of junior doctors. President Yoon addressed a Cabinet meeting where he called the walkouts "an illegal collective action" that threatens public health and shakes the country’s governing systems. “The collective action by the doctors is an act that betrays their responsibilities and shakes the basis of liberalism and constitutionalism,” AP news agency quoted him as saying. “An illegal action that infringes upon the people’s right to life will never be tolerated,” he added. A 'return to work' deadline missed by most doctors Since late February, trainee doctors have been protesting against a government plan to increase medical school admissions by 2,000 per year. Around 9,000 resident and intern doctors have left their jobs since the strikes began. They have accused the government of ignoring their harsh conditions — working more than 80 hours per week at close to a minimum wage. Also read | Explained: Proposed reforms that have led South Korea’s doctors to walk out The report said that striking resident and intern doctors represent only 6.5 per cent of South Korea's 140,000 doctors. But in reality, in some major hospitals they account for 30-40 per cent of the workforce. The strikes have subsequently caused hundreds of cancelled surgeries and other treatments at hospitals. President Yoon's government has repeatedly urged the striking doctors to return to work or face indictments and minimum three-month license suspensions. The government had set a February 29 deadline for the doctors to return but most of them missed this. The Korean Medical Association (KMA), which represents doctors in the country, has expressed its support for the striking doctors but hasn’t decided whether to take part in the walkouts. Police to question KMA over strikes The South Korean police on Wednesday called in for questioning officials from the KMA over the accusation that they violated the country's Medical Service Act. According to a report by the news agency Reuters, the health ministry filed a complaint against KMA officials for violating the act, alleging they obstructed government actions by supporting trainee doctors who walked off their jobs. The hackers of North Korea allegedly entered the systems of South Korean chip equipment makers, as per South Korea's spy agency. North Korea has been making efforts to create semiconductors for its weapons programmes, said the National Intelligence Service (NIS).

This was reported a month after South Korean President Yoon Suk Yeol had warned that North Korea is likely to stage provocations like cyber attacks for meddling with upcoming elections.

North Korea last year hacked the emails of President Yoon's aide.

"We believe that North Korea might possibly be preparing to produce its own semiconductors in the face of difficulties in procuring them due to sanctions," said the NIS, in a statement.

It stated that Pyongyang may have been making efforts to hack South Korean chip equipment firms because they need chips for the weapons programmes, which include satellites and missiles.

The NIS has stated that North Korean hackers broke into the two chip equipment companies' servers in December and February, stealing photographs of their facilities and product designs.

It further issued a warning to other companies in the chip-making industry to remain alert against cyber attacks.

President Yoon's office last month said that an aide's email account was breached which was caused by a violation of security regulations and added that the official system had not been hacked.

North Korea has always rejected claims of being involved in cyber-crimes, however, Seoul has blamed the hackers of North Korea for stealing large sums of money, generally in the form of cryptocurrency, for funding the regime as well as its nuclear weapons programme.

It has been estimated that North Korea has stolen almost $3bn (£2.36bn) since 2016. It is also believed to carry out hacks with the aim of stealing state secrets, which include details of advanced weapons technology.

Earlier, the health ministry requested the police to launch an investigation into people connected to the walkout, including five linked to the KMA. The ongoing strikes have resulted in cancellations and postponements of surgeries, chemotherapy and C-sections, with the government raising its public health alert to the highest level, AFP reported. Striking South Korean doctors face threat of licence cancellation amid prospects of talks

South Korea granted nurses new powers and legal protections Tuesday, and launched an investigation into a patient’s death, as hospital chaos caused by striking trainee doctors entered a second week.

North Korea has sent about 6,700 containers carrying millions of munitions to Russia since July to support its war against Ukraine, said South Korea’s defence minister as Moscow’s full-scale invasion enters a third year. In exchange, Pyongyang received food as well as parts and raw materials for weapons manufacturing, according to officials in Seoul.

South Korean Defense Minister Shin Wonsik told reporters that weapons and military equipment sent from North Korea to Russia included millions of rounds of artillery shells. In exchange, Pyongyang received shipments of food and other necessities.

Since July, North Korea might have shipped 6,700 containers with three million 152 mm artillery shells or 500,000 122 mm rounds to Russia, said Shin, as per South Korean news agency Yonhap.

“It could possibly be a mix of the two, and you can say that at least several million shells have been sent,” said the South Korean defence minister.

He also spoke about how hundreds of North Korean munitions factories are running at around 30 per cent of their capacity due to the lack of materials and electricity. However, those sending munitions to Russia were “operating at full capacity”.

According to South Korea’s defence ministry, food accounts for the largest portion of containers – which also includes raw materials and parts used in weapons manufacturing – from Russia to North Korea.

“It seems that food accounts for the largest proportion, which is believed to have stabilised food prices in North Korea, with other necessities also included,” Shin told reporters.

He added that the volume of containers shipped from Russia to North Korea appeared to be around 30 per cent larger than those shipped from Pyongyang to Moscow.

North Korea sent millions of munitions to Russia in exchange for food: South Korea

South Korea's government has threatened to arrest thousands of striking junior doctors and revoke their medical licences if they do not return to work on Thursday.

South Korea doctors' strike deadline ends

Thousands of South Korean junior doctors have walked off the job to protest against medical training reforms, causing healthcare chaos.

The government is refusing to back down on its plans but has sought talks with doctors.

AFP looks at what we know:

What is the strike about?

Nearly 10,000 junior doctors -- about 80 per cent of the trainee workforce -- handed in their notices and downed tools last week to protest against government plans to sharply increase medical school admissions to cope with shortages and an ageing society.

They say the plan would hurt the quality of service and the Korean Medical Association (KMA) has slammed the government's intimidation tactics.

Proponents of the reform say doctors are mainly concerned the changes could erode their salaries and social status.

The government says South Korea has one of the lowest doctor-to-patient ratios among developed countries.

How has the walkout affected hospitals?

Up to half of surgeries have been cancelled in major hospitals since last week, local media has reported.

Most hospitals stopped offering non-urgent walk-in appointments and patients have described long waits for emergency care, with some being repeatedly turned away even in urgent situations.

Senior doctors are still working but local media has reported they will stage a rally this weekend. Some 25,000 people are expected to join, local reports say.

South Korean media reported on Thursday (Feb 29) that a woman suffered a miscarriage after being turned away from hospitals, over a birth canal issue, because no doctors were available.

The government is also investigating a case where an elderly woman died of a heart attack in an ambulance after struggling to find a hospital.

What is the public saying?

Polling shows up to 75 per cent of the public support the reforms and President Yoon Suk Yeol, who has taken a hard line on the striking doctors, has seen his approval ratings tick up.

The Korea Severe Disease Association, a patients' group, condemned both the government and the KMA over the strikes.

Lee Hye-min, a 19-year-old university student, told AFP that her mother needed regular medical treatment.

"My mother has kidney problems and I remember her feeling very anxious as she went to the hospital. She was worried her doctors would go on strike, too," Lee said.

"I think (the strike) is too extreme. There are patients still in hospital waiting for surgery who have been completely disregarded for the personal interests of doctors."

However, Noh Hye-sueng, 31, said the reforms would reduce the quality of medical care.

"When they expand the number of medical students, the new students won't be as reliable because schools will have to accept anyone just to fill the quota," she said.

Is there any hope of compromise?

With legislative elections coming in April, when Yoon's party hopes to win back a parliamentary majority, the government is unlikely to compromise quickly, analysts say.

The Korea Association of Medical Colleges has proposed what it calls a compromise: an 11 per cent increase in medical school admissions, compared with the government's planned 65 per cent increase.

The government rejected the offer.

In an attempt to convince the medics to return to hospitals by a Thursday (Feb 29) deadline, after which they risk legal action, a health minister met a group of trainee doctors behind closed doors.

What about nurses?

Nurses are picking up the slack. Park Na-rae, a nurse and union member at Seoul National University Hospital, told AFP she and her colleagues were taking on tasks previously carried out by resident doctors despite fears over their level of legal protection.

The government offered new legal protections to nurses to cover grey areas where it was not clear if a doctor was required.

Many nurses are critical of the walkouts.

Lee Hye-ok, a nurse at one of the largest hospitals in South Korea, said nurses had previously gone on strike but had done so within the bounds of the law, taking measures to minimise the impact on patients.

"An irresponsible departure like this is nothing more than selfishness that uses patients' lives as a bargaining chip, even if professors are still remaining at hospitals."

North Korean factories making arms for Russia are ‘operating at full capacity,’ claims South Korea. South Korean defense minister Shin Won-Sik says since August, Pyongyang has shipped about 6,700 containers to Russia, which could accommodate more than 3 million rounds of 152 mm artillery shells or more than 500,000 rounds of 122 mm multiple rocket launchers.

The South Korean government asks families to maintain population stability as the country has one of the world's longest life expectancies and the lowest birth rates.

The report comes amid rising trends of people being more concerned about their career advancement and avoiding the financial burden of raising children. The families are either delaying childbirth or not having babies at all.
