In a significant development and major relief for millions of migrant workers, Saudi Arabia has officially announced to end of the Kafala System, providing more freedom and rights to work in the country. The plan to end the Kafala labour system was announced in June as part of Crown Prince Mohammed bin Salman's 'Vision 2030', a multi-trillion-dollar plan to clean the reputation of the country to attract foreign investors, including the 2029 Asian Winter Games, and reforms.
What is the kafala system?
The five-decade-old Kafala labour sponsorship system, which had been in place in Saudi Arabia and much of the Middle East, was an inhuman control over employees, which included the seizure of travel documents and the decision on when they could change their jobs or leave the country. This system was introduced in the 1950s to regulate the flow of skilled and unskilled foreign workers from India and other Southeast Asian nations. To prevent the local economy from being overwhelmed by cheap labour, every incoming worker was 'tied' to a kafeel, a sponsor who could be either an individual or a company. This kafeel held extensive authority over the workers’ lives, deciding their place of employment, controlling their wages, and even determining where they could live. More disturbingly, workers were barred from filing abuse complaints without their sponsor’s approval — a clause that seemed both illogical and unjust. Although conditions were somewhat better for skilled or white-collar employees, the system drew widespread criticism from labour and human rights organisations.
How the kafala system will affect the Indian labourers
The end of this system is a landmark move in Gulf labour reforms, aligning with international human rights standards and responding to long-standing pressures from human rights organisations like the International Labour Organisation (ILO), but it has significantly affected around 2.3 to 2.6 million Indian migrant workers residing and working in the kingdom. In addition, it is expected to affect nearly 13 million foreign workers overall, with Indians being the largest expatriate worker group. No matter how exploited they were, and now finally received relief, but due to this system, Indian workers were getting more jobs as compared to other nations, resulting in a record of receiving a high amount of remittance for India. Based on the last reported fiscal year (2023-24), Saudi Arabia accounted for approximately 6.7 per cent of India's total inward remittances. Despite gaining more freedom and mobility, workers may still face challenges in securing new jobs, as individual sponsors might feel uncertain or hesitant about hiring foreign labourers easily without any terms and conditions.

Saudi Arabia has approved a long-anticipated law that will allow non-Saudis to own real estate in designated areas from January 2026. The reform, passed by the Saudi Cabinet, is part of broader efforts to attract foreign direct investment, diversify the economy away from oil, and accelerate the goals of Vision 2030. Foreigners will be permitted to purchase property in key cities such as Riyadh and Jeddah. Ownership in the holy cities of Mecca and Medina, however, will be subject to additional restrictions given their religious significance. The Real Estate General Authority will define the specific geographic zones eligible for foreign ownership, with detailed executive regulations expected within 180 days of the law’s publication. The updated system will include clear procedures for property acquisition, eligibility requirements, and enforcement measures. It is also designed to work alongside existing residency programs, including the Premium Residency (Iqama) system and property regulations for Gulf Cooperation Council citizens. Officials emphasise that the law includes mechanisms to ensure market stability and protect Saudi citizens.
Investor interest and market impact
Real estate stocks in Saudi Arabia rallied following the announcement, reflecting investor optimism about the move. The government hopes the opening of the property market will encourage international developers to enter the market and increase supply across both residential and commercial segments.Analysts say the reform strengthens Saudi Arabia’s appeal as a regional real estate hub, positioning it alongside countries like the UAE, Qatar, and Oman, which already offer foreign ownership. Dubai, for example, has seen record growth in high-end real estate, driven by demand from wealthy Saudis and international buyers.
Strategic push for tourism and urban development
The law is also closely tied to Saudi Arabia’s tourism ambitions, particularly along the Red Sea coast, where luxury resorts and residential developments are underway. Projects such as the cube-shaped Mukaab in Riyadh and the scaled-back but ongoing Neom city aim to attract both tourists and investors.By liberalising property laws, Saudi Arabia seeks not only to draw in foreign capital but also to encourage affluent citizens to invest domestically rather than abroad. The reform is seen as a major step toward building a diversified, investor-friendly economy while balancing regulatory oversight and national interests.

Saudi Arabia opens real estate market to foreigners starting 2026

Saudi Aramco is reportedly preparing to sell up to five gas-fired power plants in a move that could raise as much as $4 billion, according to sources familiar with the matter. The asset sale is part of a broader strategy by the world’s most profitable oil company to free up capital, maintain shareholder payouts, and align with Saudi Arabia’s Vision 2030 economic diversification goals. The potential divestment of these non-core assets, mostly power stations that supply energy to Aramco’s refineries, comes as the company navigates lower oil prices, shrinking profits, and rising fiscal demands from the Saudi government, which owns more than 81 per cent of Aramco. The government relies heavily on Aramco's dividend payouts, royalties, and taxes to fund national megaprojects such as Expo 2030 and the FIFA World Cup 2034.
Strategic capital reallocation
Selling these assets would allow Aramco to reallocate capital toward higher-growth and future-oriented sectors, including carbon capture, green hydrogen, and advanced infrastructure projects. While the company reported a modest dip in net income to $26 billion in Q1 2025, it raised its base dividend to $21.1 billion. However, it withheld a performance-linked dividend, signalling a more cautious approach to cash management amid global energy market volatility.Analysts say the divestment strategy aligns with global energy giants like ExxonMobil and Chevron, which have also shed non-core infrastructure to focus on upstream oil and gas operations. In addition to power plants, Aramco is reportedly exploring the sale of housing compounds, port infrastructure, and pipeline stakes.
BlackRock stake buyback under consideration
In a parallel development, asset manager BlackRock Inc. is in early talks to sell its stake in Aramco’s gas pipeline network back to the Saudi oil giant. BlackRock had led a consortium that acquired a 49 per cent stake in the pipeline leasing rights in a 2021 deal valued at $15.5 billion. A potential buyback would signal Aramco’s continued interest in consolidating control over core energy infrastructure, despite rising debt levels. The company’s CEO, Amin Nasser, said in May that Aramco plans to increase borrowing to fund growth, support dividend stability, and leverage its balance sheet more effectively. The firm has already raised $5 billion through a bond issuance this year, part of a broader return to debt markets after a three-year hiatus. While asset divestments and increased borrowing may raise questions about Aramco’s short-term liquidity pressures, the moves appear designed to balance shareholder interests with long-term investment in national economic transformation. If executed effectively, the strategy could enhance resilience amid a shifting global energy landscape.

The potential divestment of Aramco's non-core assets comes as the company navigates lower oil prices, shrinking profits, and rising fiscal demands from the Saudi government, which owns more than 81 per cent of the company.

The government relies heavily on Aramco's dividend payouts, royalties, and taxes to fund national megaprojects such as Expo 2030 and the FIFA World Cup 2034. Strategic capital reallocation Selling these assets would allow Aramco to reallocate capital toward higher-growth and future-oriented sectors, including carbon capture, green hydrogen, and advanced infrastructure projects. While the company reported a modest dip in net income to $26 billion in Q1 2025, it raised its base dividend to $21.1 billion. However, it withheld a performance-linked dividend, signalling a more cautious approach to cash management amid global energy market volatility. Analysts say the divestment strategy aligns with global energy giants like ExxonMobil and Chevron, which have also shed non-core infrastructure to focus on upstream oil and gas operations. In addition to power plants, Aramco is reportedly exploring the sale of housing compounds, port infrastructure, and pipeline stakes. BlackRock stake buyback under consideration In a parallel development, asset manager BlackRock Inc. is in early talks to sell its stake in Aramco’s gas pipeline network back to the Saudi oil giant.

Media reports had earlier said that Saudi Arabia has suspended the issuance of block work visas for citizens from 14 countries temporarily. These countries are Bangladesh, India, Egypt, Indonesia, Jordan, Yemen, Sudan, Iraq, Ethiopia, Nigeria, Libya, Kenya, and Turkey. Block work visas are mostly used by firms operating in the Gulf region, who need them often to hire foreign labour. Block work visas are usually pre-approved in bulk by Saudi authorities, and the employers then hand them to employees from different countries. These visas are mostly used in industries like domestic services, hospitality, and construction. As a matter of fact, Saudi authorities put temporary restrictions on short-term visas to avoid overcrowding during the Hajj season to regulate crowds, reduce strain on infrastructure, and ensure the safety of pilgrims, and these curbs are lifted thereafter. Saudi Arabia remains a key destination for migrant workers from South Asia and Africa, particularly in the domestic and low-wage sectors. Saudi authorities were concerned about individuals entering the kingdom on work or short-visit visas and performing Hajj without official permits. Such unauthorised Hajj participation often leads to overcrowding and compromises health and safety standards during the pilgrimage.

Saudi authorities put temporary restrictions on short-term visas to avoid overcrowding during the Hajj season to regulate crowds, reduce strain on infrastructure, and ensure the safety of pilgrims, and these curbs are lifted thereafter.
