WION Dispatch: India flags 'intense' challenges for China's new Foreign Minister

<p>Austria termed India&nbsp;a "close and trusted partner" ahead of India's foreign minister&nbsp;Dr S. Jaishankar's visit to the country. The Indian minister will be in the country from 1st to 3rd January during which he will hold talks with his counterpart, the Austrian foreign minister Alexander Schallenberg.</p>

<p>Jaishankar's visit to Austria is set to be the first by an Indian foreign minister&nbsp;in 27 years, in the run-up to the 75th anniversary of Austria-India diplomatic ties in 2023.&nbsp;</p>

<p>A spokeswoman from the Austrian foreign ministry said, "The conversation between the Ministers will comprise bilateral political, commercial and migration aspects as well as regional and multilateral issues", explaining, " India is a close and trusted partner and democratic ally and can be a strong voice on many pressing global issues."</p>

<p>This is the 5th meeting between the two&nbsp;ministers.</p>

<p>Minister Schallenberg travelled to Delhi last March and the two also met at the last Munich Security Conference, Globsec Bratislava Forum and UN General Assembly.</p>

<p>During the visit, EAM will also call on Austrian Chancellor Karl Nehammer, address the Indian diaspora and&nbsp;hold meetings with the Director General of the Vienna-based International Atomic Energy Agency (IAEA), Rafael Mariano Grossi.</p>

During the visit, a joint meeting of the foreign ministers of the Czech republic Jan Lipavský, Slovakia Rastislav Káčer in the Central European “Slavkov” format of dialogue will take place with the foreign ministers of India and Austria. This initiative has been taken by the Austrian FM. Dr Jaishankar will also attend the renowned New Year’s Concert of the Vienna Philharmonic Orchestra together with Minister Schallenberg.</p>

<p>The visit of EAM to Austria comes even as India takes over the chairmanship of the Wassenaar arrangement (WA) from 1 Jan 2023. &nbsp;The arrangement is a multilateral export control regime whose member India became in 2017.</p>

<p>At the 26th annual Plenary of the WA held in Vienna on 30 Nov-01 Dec, Ireland handed over the chairmanship to India's Ambassador Jaideep Mazumdar.</p>

<p>Pakistan's Foreign Minister Bilawal Bhutto-Zardari, who recently faced backlash in India over his derogatory remarks against Prime Minister Narendra Modi, has now called himself a ‘donkey’ in a viral video shared on Thursday by the ruling Pakistan People's Party (PPP).</p>

<p>While addressing the media reporters in Washington, Bhutto defended his frequent foreign trips. In the viral video, Bilawal Bhutto is explaining how he "pays for his own foreign trips" and that the authorities make him work “like a donkey” on such foreign trips, unlike his government colleagues.</p>

Jaishankar evoked former US secretary of state Hillary Clinton's 'snakes in the backyard' analogy to point out that the world sees Pakistan as "epicentre" of terrorism.</p>

<p>Jaishankar made the remarks while addressing journalists at the UN Security Council's sidelines after presiding over the council's signature event, 'Global Counterterrorism Approach: Challenges and Way Forward'.&nbsp;</p>

<p>Jaishankar was responding to a question in New York on Thursday on Pakistan Minister of State for Foreign Affairs Hina Rabbani Khar's recent allegation that "no country had used terrorism better than India".</p>

<p>"I read the reports on what minister Hina Rabbani Khar said. And I was reminded, more than a decade ago, if my memory serves me right. Hillary Clinton was visiting Pakistan. And Hina Rabbani Khar was a minister at that time," Jaishankar said while responding to a question on Khar's recent statements about a dossier against India.</p>

<p>"Standing next to her, Hillary Clinton actually said that if you have snakes in your backyard, you can't expect them to bite only your neighbours. Eventually, they will bite the people who keep them in the backyard. But as you know, Pakistan is not great at taking good advice. You see what's happening there," he said.</p>

<p><strong>The world is not stupid: Jaishankar on state sponsors of terror</strong></p>

<p>Jaishankar, while underlining that the world is not "stupid" to not understand Pakistan's policy of state-sponsored terrorism, said that Islamabad&nbsp;should clean up its act and try to be a good neighbour. Purportedly asked by a Pakistani journalist when will&nbsp;South Asia "stop facing terrorism from New Delhi and Kabul", Jaishankar said that "you are asking the wrong minister when you say how long will we do this?"</p>

<p>"Because it is the ministers of Pakistan who will tell you how long Pakistan intends to practice terrorism," Jaishankar said.</p>

<p>"In terms of what they are saying, the truth is everybody, the world today, sees them as the epicentre of terrorism," he said.</p>

<p>"At the end of the day, the world is not stupid, the world is not forgetful. And the world does increasingly call out countries and organisations and people who indulge in terrorism."</p>

<p>India doubled down on pushing reforms in the United Nations and proposed NORMS, or New Orientation for Reformed Multilateralism, even as it reprimanded Pakistan and China on the issue of terrorism.</p>

<p>Presiding over the UN Security Council open debate on 'Maintenance of International Peace and Security: New Orientation for Reformed Multilateralism', India's External Affairs Minister S Jaishankar without naming Pakistan, called out credentials of a country that harboured Osama bin Laden, the terror chief. Jaishankar also said that&nbsp;"multilateral platforms are being misused to justify and protect perpetrators", reflecting China's continued blocking of UN sanctions on Pakistan-based terrorists.&nbsp;</p>

<p>With a focus on 'Call for Change' in the functional apparatus of multilateral bodies such as the United Nations Security Council, India said that there is a need for 'New Orientation for Reformed Multilateral Systems' (NORMS) to determine a global order that best reflects contemporary realities.&nbsp;</p>

<p>Jaishankar said that the debate on equitable representation and increase in UNSC membership has 'meandered aimlessly' over last three decades while&nbsp; "the real world" has changed dramatically.</p>

<p><strong>Multilateral platforms misused to protect terror perpetrators</strong></p>

<p>&nbsp;
<p>India said that even as the world is coming together with a more collective response to address the challenge of terrorism, "multilateral platforms are being misused to justify and protect perpetrators", reflecting India's multilateral security challenge related to the continued protection of Pakistan-harboured and sponsored terrorists finding multilateral refuge among the Chinese diplomats.</p>

<p>Following his address, Jaishankar also tore down Pakistani foreign minister Bilawal Bhutto's assertion that adding new permanent members 'will add to the paralysis on the working of UNSC'.&nbsp;</p>

<p>Jaishankar pointed out Pakistan's credentials of hosting Osama Bin Laden and "attacking a neighbouring parliament", while referring to 2001 attack on Indian parliament by Pakistan-sponsored terrorists.&nbsp;</p>

At UN, Jaishankar reprimands Pak, China on terrorism, lays out India's 'NORMS' for reforms

<p>India celebrated Azadi ka Amrit Mahotsav this year to remember and rejoice the 75 years of its existence since Independence. After centuries of colonialism and subjugation, India became free at the dawn of August 15, 1947, and a new India came into the world with its idealistic approach to international relations.</p>

<p>The first Prime Minister Jawaharlal Nehru devised the concept of Non-Alignment in order to create an independent path in world politics while denouncing aligning with any of the major power blocs. Since then, many governments and power changes happened in India, but the non-alignment plan of action remained&nbsp;the central driving force in India’s foreign policy.</p>

<p>In the Modi era, India rejigged&nbsp;its foreign policy, moving from non-alignment to a more assertive interests-based alignment. While maintaining its strategic autonomy and interests, India is now reflecting its thoughts confidently on Europe, the US, and the world order. This year saw many glimpses of this shift in foreign policy in interviews and speeches of External Affairs Minister Dr. S Jaishankar. His statements on India-China relations, Russia-Ukraine tensions, and the Eurocentric world order, also made significant changes in India’s global standing. Many world leaders when talking about independent foreign policy today, give the example of India, including former prime minister of Pakistan, Imran Khan.&nbsp;</p>

<p>This remark was made by EAM S Jaishankar during the GLOBESEC 2022 Bratislava Forum when a reporter asked where India fit into the two global power blocs- which is one, the US-led and second, the China-led. S Jaishankar said that it is not necessary for a country like India, with one-fifth of the world’s population, to join any of the axes.&nbsp;</p>

<p>He said, “I am entitled to have my own side, I am entitled to weigh my own interests, make my own choices. And my choices will not be cynical and transactional, but they will be a balance of my values and my interests”.&nbsp;</p>

<p><strong>“Europe has to grow out of the mindset that Europe’s problems are the world’s problems, but the world’s problems are not Europe’s problems”</strong></p>

<p>This statement by S. Jaishankar made the most headlines this year, not only in India but around the world. At the same GLOBESEC 2022 Bratislava Forum, another reporter posed a question to EAM asking why Europe would help India knowing that it doesn’t come with its full support to Ukraine. S Jaishankar replied in a pragmatic way highlighting the hypocrisy of Europe, “Europe has been singularly silent on many things which were happening, for example in Asia. You could ask why anybody in Asia would trust Europe anything at all”.&nbsp;</p>

<p>Further S Jaishankar also didn’t shy away from stating the double standards of the West while imposing sanctions on Russia and Russian oil; how they planned the sanction in a way that it should not have a traumatic effect on its economy while not giving that same freedom to other countries.&nbsp;</p>

<p><strong>“You’re not fooling anybody by saying these things”</strong></p>

<p>The remark was made at an event organised by the Indian American community in Washington, where Dr. S Jaishankar raised questions on the merits of the US-Pakistan relationship after the US announced a package deal of F-16 fighter jets for Pakistan.&nbsp;</p>

<p>He remarked upon the US-Pakistan relationship, “It’s a relationship that has neither ended up serving Pakistan well nor serving American interests well.” He then directs an attack on the US to re-think the merits of this relationship and why they are still continuing it.&nbsp;</p>

<p>On the package deal of F-16 fighter jets to Pakistan, EAM said that by washing it away by saying that it is for counter-terrorism operations in Pakistan and not for any other purpose, the US is not fooling anybody by saying these things. The US has always seen Pakistan as a country to counter-balance India, but both Pakistan nor the US has ever got anything significant out of this relationship.&nbsp;</p>

<p><strong>“Some of the Quad members don’t even endorse my map, forget about my position”</strong></p>

<p>In a rare attack on the newly formed Quad, S Jaishankar exposed the reality of the current situation of the group. It came in a response to a question asked by a reporter at the Time Now event on India’s position on the ongoing Russia-Ukraine tensions. S Jaishankar reiterated India’s stand, “We are on the side that respects the UN charter and its founding principles”.&nbsp;</p>

<p>Another moot point that was put forward at the event was that it would have been better if the viewpoint of all the members in the Quad had been the same and all of them had talked about Ukraine in unison. This was argued by S Jaishankar in a brutal way, “Quad was never envisaged as four countries having an identical position on all issues. It is an exercise of convergence where in the Indo-Pacific we have a lot of common interests and the ability to work together. You picked Ukraine. I could as well pick Pakistan and Afghanistan and ask them why they are not endorsing India’s position. Many of them are not. Some of them don’t even endorse my map, forget about my position.”</p>

<p>India is not looking for help from anyone in order to deal with China as its border, as was made clear by EAM S. Jaishankar at the GLOBESEC 2022 Bratislava Forum. When someone asked which country India will choose to counter China, if and when required, S Jaishankar replied “We have a difficult relationship with China. We’re perfectly capable of managing it. If I get global understanding and support, obviously it will also help me. But this idea that I do a transaction, I come in one conflict because it will help me in conflict two, that’s not how the world works”.&nbsp;</p>

<p>At the Munich Security Conference 2022, S Jaishankar affirmed that ties with China are going through a “very difficult phase” after Beijing violated agreements to keep peace along the Line of Actual Control (LAC). Though he made it clear that it’s a problem India is having with China and it hasn’t shifted India towards the West even after the Galwan&nbsp;valley incident. He further added, “Chinese violated the agreements. The state of the border will determine the state of the relationship, which is natural.”</p>

<p>Dr. S Jaishankar totally changed the rulebook of Indian foreign policy from a defensive posture to what is called “calculated aggression”. In his book The India Way: Strategies for an Uncertain World, he ponders upon India’s conduct in the changing international system and laid down a multi-dimensional approach. He wrote that this is the time to engage with America, manage China, cultivate relations with Europe, reassure Russia, coordinate with Japan, strengthen ties with neighbouring countries, and expand support of India’s traditional support of constituencies. <p>“India’s endeavor will be to address some of the pressing issues of the day. Issues like food security and energy security. Also, more perennial issues like sustainable development goals, climate action and climate justice. But we have just taken over the presidency and there will also be a lot of consultations with other countries because we are determined that India should really articulate the concerns and the interests of the global south. The global south is under a lot of pressure due to a combination of circumstances – debt, Covid, the Ukraine conflict, extreme climate and in some parts of the world – terrorism. So, some of what we will be pushing is visible right now and some of it will emerge with the passage of time. But we definitely want to have both a consultative but also an impactful presidency.”&nbsp;</p>

<p>With the G20 summit almost a year away, Jaishankar said that not all agendas are clear but the summit will be the premier forum for the biggest economies in the world to focus on the right issues.&nbsp;</p>

But our goal will be to see the G20 as the premier forum for the biggest economies in the world to focus on the right issues, the vulnerability and anxieties of the global south. Because if we take our eyes off that ball, the world is really headed for trouble.”&nbsp;&nbsp;</p>

In an exclusive interview with WION’s Molly Gambhir, Jaishankar said that the world is extremely polarised right now and India will be working together with other countries to make sure that the conflict is resolved. “There is no question that the world is very polarised and one of the biggest issues of polarisation is Ukraine conflict. From the start, we have been advocates of diplomacy and dialogue and the Prime Minister has made it clear that this is not an era of war. Going into Bali while Indonesia had the presidency, they had a tough task on their hands and they did extremely well under the circumstances. Issues like food security and energy security. Also, more perennial issues like sustainable development goals, climate action and climate justice. But we have just taken over the presidency and there will also be a lot of consultations with other countries because we are determined that India should really articulate the concerns and the interests of the global south. The global south is under a lot of pressure due to a combination of circumstances – debt, Covid, the Ukraine conflict, extreme climate and in some parts of the world – terrorism. So, some of what we will be pushing is visible right now and some of it will emerge with the passage of time. But we definitely want to have both a consultative but also an impactful presidency.” With the G20 summit almost a year away, Jaishankar said that not all agendas are clear but the summit will be the premier forum for the biggest economies in the world to focus on the right issues. “I think countries today do recognise the value of India which has maintained its relationship and has made clear its principles. The conflict today has other individual concerns – the grain initiative, some anxiety over the nuclear issues and even concerns about how to get fertilisers out to the world. We are working sometimes visibly and sometimes not so. We have been in contact with the UN. But our goal will be to see the G20 as the premier forum for the biggest economies in the world to focus on the right issues, the vulnerability and anxieties of the global south. Because if we take our eyes off that ball, the world is really headed for trouble.”

During the joint press conference with visiting German foreign minister, Jaishankar was asked about Russia sending a list of requests to India and how is it different from the past.&nbsp;</p>

<p>Jaishankar said, "We have been discussing for some years now with Russia on how to expand our trade. Our trade with Russia is really quite small level. I would say generally it's been in the 12-13 billion dollar if you compare it to most European countries. Most of them have multiple times that trade."&nbsp;</p>

<p>Jaishankar also hinted that India will prioritize its own energy needs and continue to buy oil from Russia, despite the Western pressure.&nbsp;</p>

<p>Jaishankar said, "We have faced challenges it often happens in trade you know phytosanitary standards or non-tattoo and other regulatory impediments. So, at the moment you know the ongoing discussion and what either side can import from each other that is the context in which it is taking place."&nbsp;</p>

<p>At the recently concluded 4th Indian Ocean conference, Maldives’s foreign minister Abdulla Shahid aptly said, “To think of the Maldives is to think of the Indian Ocean. More than 99 per cent&nbsp;of Maldives is water…” The nation of islands played host to over 200 delegates and representatives from over 40 countries during the conference, with significant ministerial and secretarial presence from as many as twenty countries. In addition to the host country’s president, Ibrahim Mohamed Solih, the Sri Lankan Prime Minister, Ranil Wickremesinghe, also addressed the participants. The Indian delegation was led by External Affairs Minister, S Jaishankar.</p>

<p>A garland of islands — or Maladvipa in Sanskrit and Malaitheevu in Tamil — what could be a better description of the tiny tropical nation, Maldives? With less than half a million people inhabiting only a few of the 1192 beautiful coral islands spread across some 90,000 square kilometres, Maldives is one of the most dispersed nations in the world. <p>With Male as its capital, this sparsely inhabited country of islands was a Sultanate for nearly 850 years. Before their conversion in the 12th century C.E. which created the Islamic kingdom, Maldivians were largely Hindu-Buddhist for centuries. Three years after its independence from the British on July 26, 1965, Maldives declared itself a democratic Republic. Almost equidistant from Africa to its West and Indonesia to its East, Maldives occupies a strategic place bang in the middle of the Indian Ocean.</p>

<p>The island nation is not only remote and sparsely populated, it is also breathtakingly beautiful. The shallow circular coral atolls in the middle of the clean aquamarine waters give it an extraordinary natural environment, which is also immensely fragile and delicate. The Indian Ocean earthquake and tsunami of December 2004 devastated the Maldives. Of the 1,000 islands, less than ten escaped flooding or destruction. Six islands were totally lost, while nearly sixty had to be fully evacuated. Several island resorts had to be closed. Tourism accounting for nearly 30 per cent&nbsp;of Maldives’ GDP was severely affected. Indeed, global warming and climate change could totally submerge the nation if the sea levels rise by just a few metres.</p>

<p>Given that its theme was “Securing the Indian Ocean Region: Tradition and Non-Traditional Challenges,” such environmental concerns, in addition to the usual political issues, came in for repeated discussions in this year’s Indian Ocean conference. In addition, several speakers addressed the imperative to maintain the Indian Ocean as a zone of peace and prosperity. What sort of regional and security architecture can be put into place to protect the region from piracy, human and drugs trafficking, not to mention the threat of terrorism? The near-consensus was that the rule of law on the high seas could only be guaranteed by the collective responsibility of a consortium of Indian ocean states. The undisputed, if often unspoken, fact that India would have to be the fulcrum in such as an arrangement was also underscored.</p>

<p>The strategic and economic importance of the Indian Ocean region can hardly be overestimated. With China and India alone accounting for 2.5 billion people, nearly half of the world’s population lives in the continental and littoral areas of the region. Each year, trillions of dollars of goods, especially a huge percentage of the world’s energy resources, pass through its waters in over 60,000 ships. No wonder, Ram Madhav, the brain behind the conference, called the Indian Ocean “the world’s most happening place.” In an op-ed published to coincide with the conference, he predicted that the “global axis of power is shifting eastwards” and unequivocally asserted that “the Indian Ocean is where India’s future lies.”</p>

<p>Organised by the India Foundation, the Indian Ocean conference has become an important forum to consolidate India’s natural, geo-political, and historical advantages. Given its plural democratic polity lead by a dynamic elected leadership plus growing economic and military clout, India must play a more decisive role in the region. This was emphasised by foreign minister Jaishankar in his presentation urging India to widen its horizons from the Indian Ocean to the larger Indo-Pacific ecumene. Jaishankar was sending a message to Indian strategic thinkers as well as to the diplomatic establishment that without quite challenging, or competing with, China, India need to take on more responsibilities.</p>

<p>Thinking, then acting East, helping to contribute to the blue ocean economy and increase its strategic influence is the way ahead for India. Given our deep civilizational and historical ties with countries and communities of the region, India is best suited to play such a pivotal role in the decades to come. For this strategizing our capabilities and working with reliable partners is crucial.</p>

Maldives: Garland of Coral Atolls

<p>Before the G20 summit, India and China had announced bilateral engagements with a number of countries but not with each other. On November 23, the trend continued during ASEAN Defence Ministers' Meeting (ADMM) Plus, in Siem Reap, Cambodia in which no meeting was scheduled between India's Defence Minister Rajnath Singh and the Chinese Defence Minister Wei Fenghe.&nbsp;</p>

<p>In fact, in Cambodia, India's indirect reference to China while stating its position towards the "ongoing negotiations on the Code of Conduct on the South China Sea" took many by surprise.</p>

<p>Experts say that under normal circumstances&nbsp;it should be read as a reiteration of India's position on respecting the United Nations Convention on the Law of the Sea (UNCLOS).</p>

<p>"Here, it is also calling out China's attempts to pressurise ASEAN negotiators by trying to change the nature of the disputed waters over the past few years and to present its current control over them as some sort of a fait accompli,"&nbsp;Jabin T. Jacob, Associate Professor at the Department of International Relations and Governance Studies at Shiv Nadar University and Adjunct Research Fellow at New Delhi-based National Maritime Foundation, told WION.</p>

<p>Jacob expressed&nbsp;displeasure over the way the reference to South China Sea was made "at the fag end" of Defence Minister Rajnath Singh's statement, after&nbsp;"he raises the issue of terrorism which is simply not a priority concern for the (ASEAN) region".</p>

<p>Prior to the G20 summit in Bali and ADMM Plus meet in Siem Reap, leaders of two neighbours avoided each other entirely at the Shanghai Cooperation Organisation (SCO) summit in Uzbekistan. At the SCO, not only Modi and Xi not hold a bilateral, they even did not shake hands. As they stood next to each other at the group photo opportunity, the bilateral ignorance between two sides couldn't be written off.&nbsp;</p>

<p>Experts say that the above pattern of many India-China stumbles at multilateral forums and no accompanying bilateral meets depict the state of perilous relations between the two Asian giants.</p>

<p>"Lack of top-level engagement reflects a break-down of trust in the relationship," Jacob said.&nbsp;</p>

<p>"Certainly, the Indian side must be smarting from the failure of the investment in the informal summits between Prime Minister Modi and CCP General Secretary Xi Jinping," he added, referring to the informal summits held in Wuhan (2018) and Mamallapuram (2019).&nbsp;</p>

<p>Modi and Xi last held a bilateral meeting in November 2019 in Brazil during BRICS summit. Months later in June 2020, India-China ties ebbed to the lowest&nbsp;in decades when a deadly confrontation between Indian and Chinese troops along the Line of Actual Control in Eastern Ladakh claimed the lives of 20 Indian soldiers and an unspecified number of Chinese troops.&nbsp;</p>

India-China ties: Many stumbles, no meets

<p>Indian External Affairs Minister S Jaishankar delivered the inaugural address at the Global Technology Summit on Tuesday. The minister said that when it comes to India, our sense of technology has been very narrow. He further said that since much of the global economy is driven by technology, it is hard to ignore its political connotations.</p>

<p>"If you asked people in government about their sense of strategic technologies, they would say defence, nuclear and space. That perspective is 50 years out of date. It’s a completely different world out there. What we in India call Atmanirbhar Bharat, you can call an economic ‘strategic autonomy’," he said.</p>

We have to stop pretending that there is something neutral about technology. Technology is no more neutral than economics or any other activity," said Jaishankar.</p>

<p>"Neither tech nor globalisation should be an economic issue, it is a political science issue. Indians in the last two&nbsp;years have woken up to the fact, where does our data reside?," he said.</p>

The top Indian minister is expected to hold an audience with&nbsp;Deputy Prime Minister and Minister of Trade and Industry Denis Manturov and Russian Foreign Minister Sergey Lavrov on Tuesday. However, it is not clear if he will be meeting President Vladimir Putin.</p>

<p>"The external affairs minister will meet his counterpart, Sergey Lavrov, the foreign minister of Russia. Discussions are expected to cover the entire range of bilateral issues as well as exchange of views on various regional and international developments," said MEA spokesperson&nbsp;Arindam Bagchi.</p>

<p>"Issues pertaining to bilateral economic cooperation in various domains will be discussed."</p>

<p>The visit by&nbsp;Jaishankar comes right before the G-20 summit, scheduled to take place in Bali from November 15-16.&nbsp;</p>

<p>The G-20 summit assumes importance because this will be the first time since the Russia-Ukraine conflict broke out in February that western leaders, including US President Joe Biden, will be in the same room.</p>

<p>Up until now, India has carefully nurdled its position on the issue with Jaishankar leading the charge.&nbsp;New Delhi hasn't condemned Russia's invasion of Ukraine but has requested to solve the conflict through&nbsp;diplomacy and dialogue.&nbsp;</p>

<p>Moreover, the visit comes in the backdrop of&nbsp;Russia becoming India's largest oil supplier in the month of October. According to reports, Kremlin now supplies almost 22 per cent of India's total crude imports, beating the likes of Saudi Arabia and Iraq.&nbsp;</p>

<p>Earlier this year, when western pressure was at full tilt on New Delhi to stop importing oil from Russia, S Jaishankar took a rather strong approach and shut the western media saying&nbsp;"buying Russian gas is not funding the war".</p>

<p>"Why it's only Indian money and fund coming from India and not gas coming to Europe which funds war, let's be even-handed out," said Jaishankar at the Globsec 2022 Bratislava forum.</p>

<p>"Why countries in Europe and West and the United States, why don`t they allow Iranian oil in the market why don`t they allow Venezuela oil to come to the market? They have squeezed every other source of oil we have and then say you will not go to the market and get the best deal for the people, it's not a fair approach," he added.&nbsp;</p>

Last month, Jaishankar met Australian foreign minister Penny Wong bilaterally and as part of the India-France-Australia, India-Australia-Indonesia foreign minister&nbsp;trilaterals.&nbsp;</p>

<p>During her United Nations General Assembly speech, minister Wong called for United Nations Security Council (UNSC) reforms, backing India's bid for a permanent seat at the table.&nbsp;</p>

<p>"It is why we seek reform of the Security Council, with greater permanent representation for the Africa, Latin America, and Asia, including India and Japan," she said. &nbsp;</p>

<p>The visit comes in the backdrop of India's thwarting China's attempt to pass an anti-Aukus resolution at the International Atomic Energy Agency (IAEA) meet in Vienna. The Aukus pact was signed between Australia, United Kingdom and United States last year under which Canberra gets nuclear-powered submarines.</p>

<p>India’s External Affairs Minister S Jaishankar has concluded his New York leg of the 10-day visit to the United States, where he held more than 50 meetings, of which 40 were one-to-one, apart from bilateral, trilateral and group meetings.</p>

<p>Many of his meetings with his counterparts were bilateral ones while some of them were informal meetings.</p>

<p>The bilateral meetings he had with are: United Nations Secretary-General Antonio Guterres, Sweden foreign ministers (FM) Ann Linde, Syria FM Mekdad, Belarus FM Makei, Armenia FM, Saudi FM Prince Faisal bin Farhan, Russia FM Lavrov, Venezuela FM Carlos Faria, Jordan FM Hsafadi, Cyprus FM Ioannis Kasoulides, Maldives foreign minister Abdulla Shahid, Australia FM Penny Wong, Madagascar FM Richard J. Randriamandrato, Morocco FM Bourita, &nbsp;Spain FM José Manuel Albares Bueno, FMs of Greece, Paraguay, Moldova, Mexico, Japan, German, Bolivia, Norway, Estonia, Dominican Republic, Nicaragua, Austria, Libya, Türkiye, &nbsp;Trinidad &amp; Tobago, Albania, Malta, Egypt, Indonesia, UAE, Cuba, Ethiopia, Serbia and UK Foreign Secretary James Cleverly.</p>

<p>No structured bilateral meeting took place between Jaishankar and his Chinese or Pakistani counterparts given the present state of the relationship.</p>

<p>Jaishankar also participated in four key trilaterals at the ministerial level. These are the India-Brazil-South Africa (IBSA), India-France-Australia, India-Indonesia-Australia and India-France-UAE.</p>

<p>The IBSA meet issued a joint statement focussing on cooperation in multilateral organisations, South-South Cooperation and United Nations and Security Council reform.</p>

<p>India will be hosting the 6th IBSA summit on the sidelines of the G20 Summit in November 2022 even as the presidency of the grouping is handed over to Brazil.</p>

<p>The other three trilateral meets focused on the Indo-Pacific issue.</p>

<p>The Indian foreign minister attended a meeting of five grouping meetings. These are: Quad, BRICS, G4, India-Caricom, G77 and bodies such as L69, India-CELAC Quartet.</p>

<p>The Quad’s joint statement said the focus has been on ransomware and the announcement of a partnership on humanitarian assistance.</p>

<p>India will be hosting the Quad foreign ministers meeting next year, and the summit in 2024.</p>

<p>While the G4 meet, including India, Brazil, Germany, and Japan, called for reforms of the United Nations Security Council, BRICS in a media statement saw China and Russia “reiterating the importance to the status and role of Brazil, India and South Africa in international affairs” and expressing support to their aspiration to “play a greater role in the UN”.</p>

<p>The statement, a standard one, does not clarify if China is keen on India getting a seat on the UNSC.</p>

<p>Notably, Beijing has been putting a block on UN reforms, especially India being on the high table.</p>

<p>Jaishankar also addressed the United Nations Security Council and the United Nations General Assembly, where he put India's position and worldview on several issues.</p>

<p>The UNSC meet was on Ukraine and it was chaired by France. In the meeting, Jaishankar said, "Trajectory of the Ukraine conflict is a matter of profound concern for the entire international community" while expressing New Delhi's worries over the situation.</p>

<p>The UNGA speech undoubtedly was the key focus. The 17-minute-long speech saw, sending a message to both Islamabad on the issue of terrorism, and Beijing on four key counts—debt crisis, stalling UN reforms, stopping listing of terrorists at UN and stability and security of Indo-Pacific.</p>

<p>He said, "Those who politicize the UNSC 1267 Sanctions regime, sometimes to the extent of defending proclaimed terrorists, do so at their own peril.”</p>

<p>China, earlier this month, put a hold on the listing of the key mastermind of 26/11 Sajid Mir from listing at the UNSC's international terror list—the 1267 Al Qaeda Sanctions committee. This was the third time that China blocked the listing of a Pakistan terrorist after Abdul Rehman Makki and Abdul Rauf.</p>

<p>In the next leg of his visit, the Indian foreign minister will be holding talks with US Secretary of state Blinken in Washington.</p>

<p>On Monday evening, the US Secretary of State will host a working dinner for Jaishankar in McLean, Virginia, according to the state department schedule.</p>

<p>India's&nbsp;external affairs minister (EAM) Dr S&nbsp;Jaishankar on Saturday addressed the 77th session of the United Nations General Assembly (UNGA) and batted for reforms, especially at the high table of the United Nations Security Council (UNSC).&nbsp;</p>

<p>"The call for reformed multilateralism – with reforms of the Security Council at its core enjoys considerable support among UN members," said Jaishankar.</p>

<p>The Indian external affairs minister did not mince words and stated that the current setup of the UN was&nbsp;anachronistic and ineffective&nbsp;and hence needed urgent reforms.<br />

"It does so because of the widespread recognition that the current architecture is anachronistic and ineffective. It is also perceived as deeply unfair, denying entire continents and regions a voice in a forum that deliberates their future," Jaishankar said in his address.&nbsp;</p>

<p>The EAM also reminded the assembly of New Delhi's capabilities by stating, "India would be completing its tenure as a member of the Security Council this year. In our term, we have acted as a bridge on some serious but divisive issues confronting the Council."</p>

<p>It is not the first time that India has raised the issue. However, according to Jaishankar, something has shifted this time around.&nbsp;</p>

<p>"In respect of UN reform, every General Assembly (session) you revisit that issue, but this time something has shifted. You can see that, you can sense that. I think everybody sensed a shift and it's something which others actually brought up with me," the minister told reporters.&nbsp;</p>

<p>Earlier this week, Jaishankar hosted a meeting of the G4 countries, a grouping that includes Japan, Germany and Brazil seeking a permanent seat at the Security Council.&nbsp;</p>

<p>After the meeting, Jaishakar took to Twitter and set the agenda which he reiterated at the UNGA address on Saturday.&nbsp;</p>

<p>“Reiterated our joint commitment to work towards text based negotiations that lead to reformed multilateralism. Will continue our cooperation towards the goal,” he tweeted.&nbsp;</p>

<p>One of the biggest roadblocks to India's accession to a permanent seat in the UNSC is China. The neighbouring country of India has shown rhetorical commitment toward reforms at the UN but behind the scenes, Beijing has actively worked to ensure that the status quo is maintained.&nbsp;</p>

<p>Thus, New Delhi has its task cut out. However, India's stint in the Security Council in the&nbsp;last year-and-a-half ought to bring some much-needed change.</p>
