Fully vaccinated foreign travellers from 99 countries, who have a mutual recognition pact of vaccine certificates with India, have been permitted to enter without undergoing quarantine, according to revised guidelines issued by the Indian government.

However, they would be required to follow certain mandatory procedures before arriving in India.

Before their scheduled arrival, travellers from these listed countries, including the US, the UK, France, Germany, Australia, the Netherlands and Russia, are required submit a self-declaration form on the Air Suvidha portal (newdelhiairport.in).

The passengers also have to upload a negative COVID-19 RT-PCR report, 72 hours prior to their journey, according to the revised Guidelines for International Arrivals released by the Union health ministry on November 11.

Each passenger shall also submit a declaration with respect to the authenticity of the report and will be liable for criminal prosecution, if found otherwise.

India allows quarantine-free entry of vaccinated foreign nationals from 99 countries

Japan confirmed on Tuesday plans to gradually ease COVID-19 border curbs, but fell short of demands by business lobbies to open up in line with major trading partners.

In relaxing its controls, Japan will take a phased approach, chief cabinet secretary Hirokazu Matsuno told reporters, responding to media reports that quarantine periods for business travellers would be cut to three days from 10.

The easing could start next Monday, while daily limits on the numbers of border entrants would be raised to 5,000 people later this month from 3,500, national broadcaster NHK said.

Domestic and foreign business groups have lobbied the government to ease border curbs to match other nations. The United States and European Union allow entry for travellers from most countries with proof of COVID-19 vaccination.

Overseas business groups welcomed the shorter quarantine but said the easing did not go far enough.
A bigger problem is the remaining hold on long-term visas, said Michael Mroczek, president of the European Business Council in Japan.

"Not being able to bring essential personnel to Japan is currently the No. 1 issue for European industry," he said.

Christopher LaFleur, an adviser to the American Chamber of Commerce in Japan (ACCJ), said relaxing was "necessary to jumpstart Japan's economic recovery from the damage of the pandemic."

He added, "The ACCJ recommends that Japan accept recognised vaccination and other health documentation issued overseas."

Japan cut its quarantine period for vaccinated people to 10 days from 14 last month when it lifted its emergency measures in much of the country.

But as other nations adopted vaccine passport systems to smooth travel, Japan has stuck to its quarantine system. One chief executive had become a "quarantine monk", he told Reuters last week, after three isolation stints after overseas trips.

The ruling Liberal Democratic Party may feel it has more leeway to reform border controls after Sunday's election secured its grip on power, said Kenneth Mori McElwain, a professor of political science at the University of Tokyo.

Fully vaccinated travellers from eight countries will be able to enter Singapore without quarantine from Tuesday, as the business hub eases restrictions and gears up to live with the coronavirus.

The city-state initially fought the pandemic by shutting borders, lockdowns of varying intensity and aggressive contact tracing but with more than 80 percent of the population fully vaccinated, authorities in the global aviation hub are keen to revive the economy.

They opened travel lanes for vaccinated passengers from Brunei and Germany in September, and will expand the scheme from Tuesday to another eight countries -- Britain, Canada, Denmark, France, Italy, the Netherlands, Spain and the United States.

The lane with South Korea will start November 15.

Under the policy, passengers will not have to quarantine if they have been fully vaccinated and tested negative for the coronavirus before they depart and on arrival.

"Singapore cannot stay locked down and closed off indefinitely," Prime Minister Lee Hsien Loong said October 9, when he announced a raft of measures under the "Living with Covid-19" strategy.

Lee pointed to the Delta coronavirus variant as a factor.

"The Delta variant is highly infectious, and has spread all over the world. Even with the whole population vaccinated, we still will not be able to stamp it out," he said.

"Almost every country has accepted this reality."

In addition to focusing on home care for mild and asymptomatic domestic cases, Lee said Singapore needed to resume international travel.

"We hope the positive actions taken by Singapore will spur other markets to similarly navigate their pathways towards restarting air travel," said Philip Goh, Asia-Pacific vice president at aviation industry group IATA.

Singapore to expand no-quarantine scheme for vaccinated travellers

Singapore is opening its borders to more countries for quarantine-free travel. This comes as the city-state seeks to rebuild its status as an international aviation hub, and prepares to reach a "new normal" to adapt to COVID-19.

From October 19, fully vaccinated people from eight countries, including Britain, France, Spain and the United States, will be able to enter the island without quarantining if they pass their COVID-19 tests, said the government.

The country of 5.45 million people has been reporting record daily COVID-19 infections of more than 3,000 over the past few days, though almost all the cases are asymptomatic or mild.

Also, about 83 per cent of the population is fully vaccinated, one of the world's highest rates.

Prime Minister Lee Hsien Loong said Singapore will reach a new normal and can lighten restrictions when cases stabilise, even if they stay in the hundreds.

"It will take us at least three months, and perhaps as long as six months, to get there," Lee said in an address to the nation.

He added, "After this surge stabilises, we may still see future surges, especially if new variants emerge. We may have to tap on the brakes again if cases again grow too fast, to protect our healthcare system and healthcare workers."

The government will tighten rules for those who remain unvaccinated from Wednesday. The rules will prohibit them from entering malls and eating at the country's ubiquitous hawker centres.

Singapore's travel programme for fully vaccinated people began in September with Germany and Brunei. It will include South Korea from next month.

Up to 3,000 travellers will be able to enter daily through the vaccinated travel lanes.

Hundreds of passengers from UK sent to 10-day quarantine at New Delhi airport

After months of controlled border entry rules, Prime Minister of the United Kingdom, Boris Johnson, has decided to include more countries in the quarantine-free travel list.

Fully vaccinated travellers from Brazil, Indonesia, Mexico, South Africa and a few more will now be allowed to enter and roam around the UK without having to quarantine. Till now, travellers had to first quarantine themselves for 10 days in government-designated hotels.

However, with the new changes, travellers coming to the country in the later half of October will not have to quarantine for 10 days.

Johnson is set to announce changes on Thursday. These new and relaxed rules are expected to bring in more travellers and give a much-needed boost to the tourism industry of the UK.

Since the start of the coronavirus pandemic in the early months of 2019, the UK has been strict about quarantine rules for incoming travellers, especially for the ‘red list’ countries. While people co-operated in the beginning, the policies and quarantine costs were criticised recently.

The hotel quarantine cost in the UK for the travellers coming from high-risk countries is nearly £2,285 per adult. This has adversely affected the number of travellers entering the country and has brought a downward spiral for the tourism industry.

However, now the government is also planning to completely scrap the ‘amber list’ for medium-risk countries and instead allow all fully-vaccinated to enter the country by taking a Covid test.

In addition to this, all travellers coming to the UK from non-red list countries will not have to take two Covid PCR tests. They will now be given the option to skip the PCR test usually taken two days after the arrival and can opt for cheaper lateral flow test.

In addition to this, all travellers coming to the UK from non-red list countries will not have to take two Covid PCR tests. They will now be given the option to skip the PCR test usually taken two days after the arrival and can opt for cheaper lateral flow test.

Thailand's disease control committee has proposed a halving of a two-week hotel isolation requirement for vaccinated arrivals, amid delays in plans to waive quarantine and reopen Bangkok and tourist destinations from next month.

Thailand is keen to welcome back foreign visitors, after nearly 18 months of strict entry policies caused a collapse in tourism, a key sector that drew 40 million visitors in 2019.

"Reducing the quarantine is not only about tourism, but will help business travel and foreign students," senior health official Opas Karnkawinpong told a news conference, adding tests would also be required.

Under the proposal, to be presented to government on Monday, those without vaccination proof would be isolated for 10 days if arriving by air, and 14 days if by land.

Authorities this week delayed to November plans to grant vaccinated visitors entry without quarantine, due to the country's low inoculation rate.

Only Phuket and Samui islands currently waive quarantine for vaccinated tourists, as part of a pilot scheme.

Less than a quarter of the estimated 72 million people living in Thailand have been fully vaccinated.

The country is still fighting its most severe wave of infections, which has accounted for about 99% of its 1.5 million cases and 15,884 deaths.

As per the figures by BBC, more than 300,000 cases were passed to investigators between March and May. The government was not able to say how many of these were found to have broken the rules or could not be traced. The Home Office has said it aims to pay home visits to all travellers who have been suspected of not following the rules. After the Copa America final on July 11, Brazil and Argentina met once again during the World Cup qualifier match on Sunday (September 5).

However, the game ended with only five minutes of play being possible, as police and health officials stormed onto the field and called for the arrest of four Argentine players, who had travelled with the squad despite participation in the Premier League and broke the quarantine rules after entering Brazil.

As per a report in Goal.com, the likes of Emiliano Martinez, Cristian Romero and Giovani Lo Celso were given the green signal to appear in the qualifier match despite being accused of falsifying travel information upon their entry to Brazil, with mandatory quarantine and deportation advised by the Brazilian government for the trio and reserve Emiliano Buendia. Thus, the match saw barely five minutes being passed away when several officers stormed the pitch, much to the surprise of players from both sides.

"It was necessary to keep our sanitary protocol," said Antonio Barra Torres, the head of the Brazilian Health Regulatory Agency. "We called the federal police, that went to the hotel and we found out that they had already left for the Stadium. The rest is what you're watching live."

As the Argentine players refused, there were scenes in the middle before match got suspended abruptly.

Fate of the match?

"The World Cup Qualifiers is a FIFA competition," wrote the South American football governing body in a statement. "All decisions concerning its organisation and development are the exclusive power of that institution. The referee and the match commissioner will submit a report to the FIFA Disciplinary Committee, which will determine the steps to be followed. These procedures strictly adhere to current regulations."

The PL trio in the Argentine squad came from the United Kingdom. For the unversed, the country is in Brazil's own red-zone. Hence, a scuffle occurred in the middle as Messi & Co. believed that the authorities could've informed them before the match started whereas the police and other health officials reacted as the Argentine PL-returned trio didn't reveal to the immigration and health officials that they had returned from the UK.

After five hours of waiting and four of their players being under the threat of arrest, the Argentine players finally managed to board a flight back home.

As many as 10 England players could be forced to pull out of the Ashes tour of Australia if an agreement is not arrived at over travel and quarantine arrangements for their families.

According to a report in the 'Sydney Morning Herald', unhappy with Cricket Australia's lack of progress on this front, many English players are considering pulling out if their demands are not met.

At a meeting of the England squad at Headingley this week, it is understood there was mounting frustration about a lack of progress by Cricket Australia over quarantine rules, the daily reported.

Australia has some of the strictest COVID-19 quarantine regulations in place and its own cricketers are currently serving two weeks in an Adelaide hotel after returning from a white-ball tour of West Indies and Bangladesh.

The Australian players are also not allowed to train at the moment. It is understood that CA doesn't have enough influence over the government there and even individual states can impose a ban or shut the city entirely on quick notice, disturbing all the agreements made before the players left the UK.

CA said on Saturday it was working closely with government and health officials in its quest to find a solution.

"Cricket Australia continues to work closely with the ECB (England and Wales Cricket Board) and government authorities in Australia regarding the upcoming Ashes series, which will be the centrepiece for one of the biggest summers of cricket on record," a CA statement read.

"We are currently planning the operational requirements of this tour and working with the ECB on the proposed make-up of the England touring party. "As was the case last season, CA will work constructively and in partnership with government to deliver the summer of cricket, while ensuring the health, wellbeing and safety of the community."

England will allow fully vaccinated visitors from the European Union and the United States to arrive without needing to quarantine from next week. Britain's travel industry has criticized the government for being too slow to open up, saying it has squandered its lead in the global vaccine rollout.

British Prime Minister Boris Johnson and finance minister Rishi Sunak will both self-isolate in line with national guidance, abandoning heavily criticised plans to take part in a pilot scheme that would have allowed them to continue working.

The U-turn comes a day after health minister Sajid Javid said he had tested positive for COVID-19 and at a time when the government's coronavirus response is under intense scrutiny.

Almost all remaining restrictions in England will be lifted on Monday despite a surge in infections as ministers put their faith in the advanced vaccine programme.

Cases are rising by more than 50,000 a day and hundreds of thousands of Britons are being asked to self isolate for 10 days, causing havoc for employers and parents, prompting train cancellations and forcing some businesses to close their doors.

The government announced at 0700 GMT that Johnson and Sunak had been exposed to a person with COVID-19 and would take part in a trial scheme that allowed them to keep working instead of self-isolating.

But less than three hours later that decision had been reversed after a flurry of criticism from voters, political opponents and business owners.

"We did look briefly at the idea of us taking part in the pilot scheme... but I think it's far more important that everybody sticks to the same rules," Johnson said in a video message from his country residence, where he will isolate until July 26.

The Telegraph reported late on Sunday that ministers were urging Johnson to ditch the requirement for fully-vaccinated people to self-isolate entirely.

Opposition politicians had said it was hypocritical for Johnson and Sunak to have tried to exempt themselves from some of the rules.

"Boris Johnson and Rishi Sunak have been busted yet again for thinking the rules that we are all following don’t apply to them," said Labour Party leader Keir Starmer.

Sunak also acknowledged the backlash over their initial decision.

"I recognise that even the sense that the rules aren’t the same for everyone is wrong," he said on Twitter.

The government's handling of the pandemic has been dogged with episodes that have damaged public trust - most recently when then-health minister Matt Hancock was pictured kissing an adviser, in breach of social distancing regulations. He later resigned.

Housing minister Robert Jenrick confirmed that the government would go ahead with its "freedom day" plan on Monday, removing the requirement to wear face masks, lifting limits on social gatherings and allowing high-risk businesses to reopen.

Johnson used his video message to plead with the public to take a cautious approach to the change of rules.

"Please, please, please, be cautious," he said.

"Go forward tomorrow into the next step with all the right prudence and respect for other people, for the risks that the disease continues to present and, above all, please, please, please when you`re asked to get that second jab ... please come forward and do it."

Ministers argue that the vaccination programme, under which 87.8% of the adult population has had one vaccine dose and 67.8% have been double vaccinated, has largely broken the link between cases and mortality.

"The last time we had cases at the level we do today, the number of people dying from the virus was 30 times the number it is today," Jenrick told the BBC.

"The back end of the summer I was heavily focused on the red-ball so put the white-ball to the side. Taiwan will quarantine all pilots for its largest carrier China Airlines Ltd for 14 days as it tries to stop an outbreak of COVID-19, the health minister said on Monday, impacting a lifeline for the island's trade-dependent economy.

Taiwan has generally kept the pandemic under control due to early prevention with only sporadic domestic cases, but since last month it has been dealing with an outbreak linked to China Airlines pilots and an airport hotel where many of them stayed. There have been 35 confirmed infections so far in the outbreak.

Health Minister Chen Shih-chung told reporters the only way to break the chain of transmission at the carrier is to quarantine all China Airlines pilots currently in Taiwan and any who return.

"This will have a big impact on China Airlines, on its passenger and freighter flights, and for the crew, too. But for the safety of the whole community we cannot but make this decision," he said.

The pilots will only be allowed out of quarantine once they have tested negative, Chen said.

China Airlines, a major cargo carrier, said it would split the quarantining pilots into groups and try "as much as possible to maintain flight operations; it is not a total grounding."

China Airlines will prioritise cargo flights, but there will be disruption even as they 'go all out' to ensure they can still fly, it said.

"The short-term reduction in Taiwan’s import and export capacity will affect the delivery time of goods," China Airlines said, without elaborating.
