Russian President Vladimir Putin yesterday said that he does not want his country to return to the late Soviet-era practice of having lifelong rulers. Most of these rulers died in power without a proper succession strategy.

Putin made the comments while addressing the veterans of World War Two in St Petersburg.

Recently, he shook up the cabinet which led to the resignation of Dmitry Medvedev as prime minister along with his government.

After this, Mikhail Mishustin, the head of the country's tax service was chosen as the prime minister. More members of the cabinet will be announced shortly.

Putin's recent changes in the Russian polity triggered fears of the president trying to indefinitely extend his power. The constitutional amendment put forth by Putin would create new centres of power outside of the presidency.

Putin rejects idea of Soviet-style lifelong leaders for Russia while addressing war veterans

Ukraine President Volodymyr Zelensky said Friday he wanted to give his prime minister a "second chance" and refused to accept his resignation after a recording emerged of the premier questioning the head of state's grasp of economics.

Prime Minister Oleksiy Goncharuk had offered to quit after the leaked recording revealed him saying the president had a "primitive understanding" of the economy.&nbsp;

"I have decided to give you and your government a second chance," Zelensky said during a meeting with Goncharuk in a video released by the presidency.

It marked the first major political test for Zelensky, a comedian with no previous political experience, who swept to power in a landslide victory at last year's presidential election.

His "Servant of the People" party later won a large majority in parliament.

He has been embroiled in the US impeachment process and faced tough talks with Russian President Vladimir Putin, but had thus far managed to avoid any significant domestic political problems.

The audio recording was leaked on social media on Wednesday and came from an informal December meeting between ministers and senior officials from the National Bank.

According to local media reports, the participants discussed how to explain recent economic developments to Zelensky.

"Zelensky has a very primitive understanding of economic processes, or rather a simple understanding," Goncharuk said on the recording, adding that he himself was an economic "ignoramus".

After initially denying reports he would step down, Goncharuk announced on his official Facebook page on Friday that he had offered to resign.

"To remove any doubts about our respect for and trust in the president, I have written a resignation letter," wrote Goncharuk.

'Looks like theatre'

In the video released by the presidency, Zelensky did not mention the leaked comments but did refer to "a scandal" and "a very unpleasant situation".&nbsp;

He urged the prime minister to "improve the cooperation with parliament and to optimise the salaries of government officials".

The payment of large bonuses to officials has caused a scandal in recent weeks in the former Soviet republic, one of the poorest countries in Europe.

"Such wages cannot occur in Ukraine with the current state of the economy," Zelensky said in the video, which depicted a round-table meeting with Goncharuk in an ornate, gilded room.

Goncharuk thanked the president for his confidence, admitting a "shortcoming in the work" of the government.

Before Zelensky rejected the resignation offer, several analysts were sceptical he would ever accept.

"It looks like theatre... in which Zelensky plays the role of a good tsar" by refusing the offer, said analyst Anatoliy Oktysiuk of Democracy House in Kiev.

He said the crisis likely reflected an internal struggle for influence over the new president.

'Important test'

Goncharuk, 35, became Ukraine's youngest-ever prime minister after Zelensky nominated him in August, part of a team of fresh faces he promised would shake up the stagnant political scene.&nbsp;

The lawyer was tasked with helping to revive an economy hit hard by corruption and Ukraine's five-year conflict with Moscow-backed separatists in the east.

Considered a supporter of liberal economic reforms, Goncharuk had co-founded a law firm at the age of 24 and managed an EU-funded NGO to improve the business environment in Ukraine.

Timothy Ash, a London-based economist and expert on Ukraine, said accepting the resignation would have sent "a very negative message to reformers".

"This is an important test of Zelensky's reform credentials," he said.

The hiring and firing of prime ministers is the formal remit of the parliament and some criticised Goncharuk for sending his letter directly to the president.

Zelensky came to power promising sweeping change and has since taken several steps to resolve the separatist conflict, including prisoner exchanges and a landmark meeting with Putin in Paris last month.

But critics have accused him of doing little so far to boost the economy or tackle endemic corruption.

After the ''Howdy, Modi!'' event in Houston in September last year, a grand reception is now being planned for United States President Donald Trump for his possible visit to India next month.

According to reports, the event dubbed as ''Kem chho, Mr President'' will be held in Gujarat's Ahmedabad.

The event is slated to take place during one of the three days stipulated for Trump's visit.

Trump will most likely attend the event in Ahmedabad after visiting New Delhi, the Indian capital.

Meanwhile, Americans of Gujarati origin are likely to join the ''Howdy Trump''&nbsp;show.

The sheer number of Indian-origin voters in the US, especially Gujaratis is politically significant.

According to sources, Trump and PM Modi are also expected to sign a short-term trade deal that could grant the US companies more access to Indian markets and restore benefits to India that were withdrawn last summer.

Besides that, they will also discuss a longer-term trade pact that could include a free trade agreement.

Reports further suggested that the trade deal was moving in a positive direction, with Indian Commerce Minister Piyush Goyal constantly staying in touch with his American counterparts.

The exhibition featured a number of items of historical interest curated by Prof. Mohammed Moin Sadeq and also a special exhibition of miniature paintings curated by Indian artists Ajay and Vinita Sharma. It was inaugurated on 4 April 2019 and remained open until 31 July 2019. Arranged under five main themes - Community, Trade, Arts, Food and Incense – the exhibition took the visitors on a journey exploring the rich and diverse Indian culture, the longstanding historic links between Qatar and India and also the cultural similarities between Qatar and India. Islamic Calligraphy Exhibition (July-August 2019) Together with “Radiant Arts”, a platform for Dawoodi Bohra artists, an Islamic Calligraphy Exhibition titled “Multaqa Al-Qulub Wal-Funun: A Gathering of Hearts & Crafts” was organised at Katara Cultural Village. The Exhibition provided a glimpse of how Arabic calligraphy is preserved and practiced in India. The exhibition also served to present the beauty of India's composite culture, especially those elements which bear an affinity with Qatari culture, and Arab culture in general. Artwork by seven talented artists from the Dawoodi Bohra community was on display at the show. Quintessential Qatari cultural symbols (such as the falcon, oryx, traditional dhow etc.) and landmarks (such as the Museum of Islamic Art and the Doha skyline) were displayed by artists through their works, in addition to themes relating to India. During the event, live calligraphy sessions by the artists of Radiant Arts were also conducted. Mughal-e-Azam: The play (December 2019) The grandeur of Mughal Emperor Akbar’s palace was brought to the audience in Qatar by a galaxy of talented stage artists in the form of a theatre performance “Mughal-E-Azam”. The engaging story and the technical sophistication, coupled with catchy and crisp dialogues and live songs maintaining the sumptuousness and majesty of the original 1960 film, kept the audience spellbound. The Broadway-style musical stage play was enacted by a 100-strong troupe from India, directed by Mr Feroz Abbas Khan. The performance was a fitting finale to the year-long celebrations of the India-Qatar Year of Culture-2019 Many more events of similar nature and fervour were organised throughout the year by both the countries to bolster their relationship. Chinese president Xi Jinping is currently visiting Myanmar on a two-day tour.

Earlier today, he got a lavish welcome in Nay-Pyi-Daw, the country's capital.&nbsp;

Xi is visiting to celebrate 70 years of China-Myanmar ties, and to set-up investment in Myanmar, especially in Rakhine.

The state witnessed violence against the Rohingya Muslims a few years ago, triggering one of the biggest crises in South Asia.

Myanmar came into the limelight for human rights abuses against the Muslim minority.

Most Western nations accuse Myanmar's government of tacitly supporting the military in what they say was a genocide.

The military had launched a campaign against the Rohingyas owing to which many of them were killed and raped. More than 900 thousand fled to Bangladesh.

As a result, foreign investment has dried up in the country. After facing global scorn and isolation, Aung San Suu Kyi has turned to China for help. Jinping has obliged by promising to pump billions into Myanmar.

Ahead of President Xi's arrival, a minister from Myanmar said that he would sign agreements to build a special economic zone, as well as a port - along the Bay of Bengal.

Together, both countries are building the China-Myanmar Economic Corridor. And it's all happening under the belt and road initiative - a debt trap for developing countries.

India should be worried about China's moves. It could give Beijing a backdoor entry into the Indian Ocean, and thereby control over critical shopping routes in India's neighbourhood.&nbsp;

The crown jewel of China's deals with Myanmar is the Kyau-Kphyu special economic zone.

This is a 1.5 billion dollar deal, that involves a highway and oil and gas pipelines, infrastructure that will allow Beijing to tap into the rich energy reserves of Myanmar.

This Special Economic Zone will connect China's Yunnan province to Myanmar's financial centre Yangon and the Rakhine state.

By far, China is the largest foreign investor in Myanmar.

India faces a challenge from China, not just in Myanmar, but across South Asia.

More Chinese investments are being pushed in the Indian subcontinent.

And they all are part of the Belt and Road initiative.

Just before Xi Jinping left for Mynamar, Chinese state mouthpiece The Global Times carried a piece on the website that reads "will India miss the chance offered by Myanmar"?

This article argues that India and China should join hands for development projects in Myanmar.

China's plans to invest in Myanmar pose a challenge to India's security in the subcontinent.

The most worrying project is a seaport in the Bay of Bengal in Kyaukpyu, western coast of Myanmar.&nbsp;

Beijing already has two ports in the region: Sri Lanka has given the Hambantota Port to China on a 99-year lease.

In Pakistan, China is building the Gwadar Port.

All this infrastructure fuels President Xi Jinping's ambitions to put China at the centre of global trade.

26 Indian enterprises have invested nearly 744 million dollars with the most investments in the oil and gas sector.

India and Myanmar's bilateral trade is valued at two billion dollars.

However, India has made overtures. When Prime Minister Narendra Modi took the oath of office for the second time, only two South-East Asian countries were invited for the swearing-in ceremony: Myanmar is one of them.

The importance of Myanmar for India cannot be overstated. It's the only country that sits at the intersection of India's “Neighborhood First” and “Act East” policy.

Xi Jinping bolsters relationship with Myanmar, what does this mean for India?

Hong Kong's strengths as a global financial hub have not been undermined by months of pro-democracy protests, the Chinese-ruled city's chief executive, Carrie Lam, said on Monday.

Protests in Hong Kong escalated in June over a now-withdrawn bill which would have allowed extraditions to mainland China, where courts are controlled by the Communist Party. They have since broadened to include demands such as universal suffrage.

Speaking at the opening of a regional financial forum, Lam said the city's financial system remained stable thanks to lessons learnt since the Asian financial crisis. Lam cited the listing of e-commerce giant Alibaba Group Holding Ltd as a boon for other listings by mainland companies.

The city's "strengths and resilience, just like our financial systems, have not been undermined despite (the fact) that we experienced considerable social unrest and challenges," Lam said.

She added she was confident the city will bridge divisions, and realise its goals of a reunited community and "flourishing" economy.

Many protests involved violent clashes between protesters and the police on central streets lined by the city's tallest towers hosting top finance companies.

Some financial firms have been caught in the middle, with branches of mainland banks repeatedly vandalised as protesters vented their anger at what they perceive as Beijing meddling in the city's affairs, an accusation denied by Beijing which blames the West for fomenting unrest.

HSBC has also drawn the ire of some protesters who accuse it of being complicit in action by the authorities against activists trying to raise money to support their campaign. HSBC strongly denies any connection.

Hurt by a tariff war between Washington and Beijing, and with protests hurting tourism and retail sales, Hong Kong's economy has fallen into recession and relies on its finance industry to prevent a deeper downturn.

Hong Kong's Chief Executive Carrie Lam today affirmed her wish to work closely with Beijing's top official to get back on ''the right path''. The protests are now running into their sixth month.

China appointed a <a href="https://www.wionews.com/world/china-luo-huining-replaced-wang-zhimin-as-hong-kongs-top-envoy-272120">new envoy</a> to Hong Kong, Luo Huining unexpectedly. The Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region (SAR) reports to China's State Council or the&nbsp;cabinet. It is the main platform for Beijing to retain its influence on the city.

"I would work closely with director Luo in the coming future, committing to 'one country, two systems', and the Basic Law, for Hong Kong to ... return to the right path," Lam said at a press conference, her first this year.

Huining echoed similar sentiments, hoping the city would return to <a href="https://www.wionews.com/world/new-chief-of-chinas-hong-kong-liaison-office-hopes-city-returns-to-right-path-272407">''right path'</a>'.

Earlier in November, Reuters had reported that China was intent on replacing the former liaison office chief, Wang Zhimin, who was facing criticism over the unrest.

Even though Lam did not refer to the protests in her remarks, she alluded to the outbreak of a respiratory virus in China's Wuhan city. Such cases in Hong Kong have increased to 21, out of which seven have been released from the hospital.

The clashes between the police and protests have intensified over the last week. Earlier, the district council elections were swept by pro-democracy candidates. No concessions have been given by the government yet.

The protests began against the controversial Extradition Bill, which is now scrapped. Later on, the demonstrations evolved into a full-fledged movement demanding democracy. The protesters have also demanded an independent inquiry into instances of police brutality, even though the police say that they exercised restraint.

Hong Kong currently follows the ''one country, two systems'' model of governance which gives the city more autonomy than Chinese mainland. The British colony came under Chinese rule in 1996.

China has repeatedly asserted claims of the West triggering the unrest to stir instability in the region.

According to a Reuters poll, <a href="https://www.wionews.com/world/hong-kong-around-400-arrested-in-new-years-day-unrest-271484">the pro-democracy movement</a> has the support of 59% city residents, with 57% of them demanding Lam's resignation.

Pakistan's Punjab government is likely to make a decision next week over allowing Nawaz Sharif to <a href="https://www.wionews.com/world/pakistan-punjab-govt-constitutes-committee-to-decide-on-nawazs-stay-abroad-270263">stay abroad for an extended period</a> for medical treatment, a government source told Dawn.

The decision would be made after getting the former Prime Minister's medical reports assessed from a panel of local doctors, added the source.

"The government has received <a href="https://www.wionews.com/south-asia/nawaz-sharif-likely-to-be-flown-to-united-states-on-december-16-for-further-treatment-267288">Sharif's medical reports</a> and will get them assessed early next week from a panel of doctors," the source said.

This comes after the government formed a four-member committee headed by Punjab Law Minister Mohammad Basharat Raja to consider an application filed by Sharif, seeking an extension of his stay abroad for his medical treatment on grounds that his condition is "very critical."

Uber co-founder Travis Kalanick has finally left the company that he created. Kalanick was the CEO of uber until 2017. A string of scandals in the company forced him to step down.

But — he is not leaving empty-handed. He has sold more than two billion dollars worth of Uber shares.

Founders of big tech companies leaving their creations to build bigger empires and this are more common than you'd imagine.

There is a growing tribe of seasoned entrepreneurs — who exited the businesses they built. They have either become investors or opened new businesses. Some big players are dabbling in both arenas.

Either way — the start-up revolution around the world has given birth to a new league of billionaires.

Kalanick created the biggest taxi aggregator on the planet. But — Travis became kryptonite for Uber.

He had to step down as CEO of Uber in June 2017. This was after a series of privacy scandals — complaints of discrimination — and sexual harassment had hit the company.

Two years later — Kalanick is severing his last remaining tie with the company he created. He will step down from the board of directors of Uber by the end of this year.

But, Uber made Travis Kalanick a billionaire. He was the biggest individual shareholder of this company. Since his departure — Kalanick has been actively selling his stake. The report says he has already sold more than two billion dollars worth of shares.

Kalanick started another startup — that operates cooking facilities to prepare food for delivery.

Kalanick is not the first to follow this playbook. Steve jobs started next — after his unceremonious exit from apple.

He was also a majority stakeholder in Pixar — the animation studio that created movies like toy story, finding Nemo and wall-e.

Of course, jobs later made a come back at the apple. He sold Pixar to Disney — next was acquired by apple.

Sachin and Binny Bansal too left the unicorn they created. Both of them sold Flipkart to Walmart in 2018.

Sachin Bansal left the company the moment it was acquired. Binny Bansal was forced to resign after an unproven allegation of personal misconduct emerged.

But both the founders were quick to make a comeback. Sachin Bansal made a slew of investments in startups and established players.

According to one report — he has made 18 investments in multiple companies since his departure from Flipkart.

Binny Bansal too is stepping up his investments. Earlier this year — reports claimed that he was launching his venture capital fund.

Plans for a mentoring organisation for startups are also in the pipeline.

Start-up revolution: New age billionaires leaving boardrooms to focus on new business

The Indian economy faces multiple challenges. From slow consumption to falling incomes and low wages.

Less than six months ago — the International Monetary Fund had predicted that the Indian economy will grow by 6.1 per cent this year.
But — it's not the first time that the economists have got their prediction wrong.

In November — India's GDP growth rate fell to less than five per cent. India's growth rate has been slipping for five quarters now.

The economic data has some clues — that explain the slowdown in India.

The biggest problem seems to be the demand. Key sectors are reporting a drop in their sales.

In September — the auto sales saw their worst ever fall in 21 years.

There was some recovery in November — but there was an overall drop in domestic sales.

India's top consumer goods companies reported a drop in sales all through this year.

The real estate sector remains in a state of a slump.

The IMF has listed weak income growth as one of the reasons behind the slowdown.

India remains a low-middle income country. The average income of an Indian is a little over 10,000 rupees. That's far less than most of the developed powers in the world.

Job creation has also taken a hit

Last year — a government report said that India's unemployment rate was at a 45 year high.

Another assessment claims that India has lost nine million jobs in six years till 2018.

Access to easy credit has also dried up. This was triggered by the collapse of Infrastructure Leasing &amp; Financial Services Limited (IL&amp;FS). The sudden fall of this institution led to a chain reaction.

Job creation has also taken a hit Last year — a government report said that India's unemployment rate was at a 45 year high. Another assessment claims that India has lost nine million jobs in six years till 2018. Access to easy credit has also dried up. This was triggered by the collapse of Infrastructure Leasing & Financial Services Limited (IL&FS). The sudden fall of this institution led to a chain reaction. Access to cheap credit dried up. It had an impact on the operations of several businessmen. India's state-run banks to have been struggling with non-performing assets. The slowdown poses a significant challenge to the Modi government. Even the global economy is in a crisis mode. The world economy is slowing down — and this could exacerbate the crisis in India.

According to IMF, ''urgent policy actions'' are required to reverse the slowdown.

In its annual review, the IMF blamed slowing consumption and investment for crippling the country's GDP growth. The effects are more pronounced because of falling tax revenue, considering India was one of the fastest-growing economies in the world just last year.&nbsp;

According to the report, more efforts by the Indian government are needed to fix the slowdown.

For long, the IMF has maintained a macroeconomic outlook on India which has become more subdued in recent years.

The report stressed the importance of long-term remedies but also said that growth has been strong in recent years. However, growth has not led to job creation and low food prices, which is contributing to rural distress.

Earlier in October, the IMF had slashed its forecast for Indian GDP's growth by nearly a full point to 6.1 per cent pertaining to the financial year 2019-20.

Additionally, <a href="https://www.wionews.com/world/lebanon-pm-asks-world-bank-imf-help-with-economic-rescue-plan-267959">the organisation</a> has projected inflation to remain at around 3.4 per cent, with effects of less demand set to become pronounced over the next few months.

Food prices have increased in the country lately, pushing the retail inflation rate in November to a three-year high of 5.54 per cent.

The industrial sector output shrank for the third month in a row in October by 3.8 per cent, further indicating a slowdown in the economy.&nbsp;

Even then, India's fiscal deficit has already crossed 7 trillion Rupees, surpassing the annual target in seven months.&nbsp;

The Reserve Bank of India recently tried to contain the slowdown by cutting the key lending rate five times this year to a nine-year low. However, the policy was kept unchanged in a key meeting earlier this month.

Afghanistan's Electoral Complaints Commission said on Monday the <a href="https://www.wionews.com/south-asia/afghanistan-elections-preliminary-results-out-ghani-wins-presidential-poll-269554">election might go to a second-round</a> as it begins reviewing thousands of complaints a day after the preliminary result handed incumbent president Ashraf Ghani a narrow victory.

The Independent Election Commission (IEC) announced on Sunday a much delayed preliminary result of the September&nbsp;28 presidential vote which was marred by allegations of massive fraud, technical problems with biometric devices used for voting, attacks and irregularities.

IEC said the total turnout was over 1.8 million with Ghani securing 50.64 per cent to win the first round of voting, beating his main rival Abdullah Abdullah who currently shares power with him in a unity government.

However, if a review by the complaints commission reduces Ghani's vote share to below 50 per cent and no other candidate has a majority, a second-round will be held between the two top contenders.

Deen Mohammad Azimi, deputy head of the Electoral Complaints Commission, said there is a "strong possibility" the election would go to the second round.

"Looking at the scope of complaints and objections that needs a thorough review, there could be a run-off," Azimi told Reuters.

The review might take around five weeks, Azimi said, adding that thousands of complaints from candidates had already been filed.

According to the tally released by IEC, the total turnout was 1,824,401 with Ghani winning 923,868 votes and Abdullah second with 720,099 (39.52 per cent).

"President Ghani avoided a run-off just by over 11,000 votes and the complaints commission might invalidate tens of thousands of votes from all candidates," another election official said on condition of anonymity because he was not allowed to speak to the media.

Ghani welcomed the IEC decision and said the country was on the right path towards prosperity but Abdullah dismissed the result as fraudulent as he called for a full review.

"There is no&nbsp;doubt that based on clean votes, we are the winner," Abdullah told a crowd of supporters on Sunday in Kabul.

The situation echoes 2014, when both Ghani and Abdullah alleged massive fraud by the other, forcing the United States to broker an awkward power-sharing arrangement that made Ghani president and Abdullah his chief executive.

Aides close to Ghani, a Western-educated former World Bank official, said the incumbent was not ready for another power-sharing deal with Abdullah, a former medical doctor and three-time contender <a href="https://www.wionews.com/india-news/india-welcomes-preliminary-results-of-afghanistan-presidential-election-269718">for the presidency</a>.

Without a unifying leader accepted by all sides, Afghanistan could split further along tribal and ethnic lines which could deepen political instability.

Although Abdullah called for restraint, election result announcements in Afghanistan are typically followed by violent protests from supporters of losing candidates.

Farmers continued to protest for the third consecutive day here on Saturday against the GN Rao-led expert committee's report recommending three capitals for Andhra Pradesh.

The farmers blocked roads and raised slogans against Andhra Pradesh Chief Minister YS Jagan Mohan Reddy even as they questioned the legality of the committee.

The expert committee has recommended the Andhra Pradesh government to have decentralised development by having three capital cities for the legislature, executive and judiciary and put the available resources to best use taking into consideration concerns on environment and for balanced regional growth.

Addressing the media, the committee members had said that Visakhapatnam will be the executive capital from where the Secretariat will function and will also have the Chief Minister's Office, while Amaravati will be the legislative capital and Kurnool will have the High Court with one Bench each at Amaravati and Visakhapatnam.

The budget and winter sessions of the Assembly will be held at Amaravati and Visakhapatnam, and the Raj Bhavan and the Assembly will be located between Mangalagiri and Nagarjuna Univesity which is not flood-prone.

Croatians cast ballots in <a href="https://www.wionews.com/world/croatia-to-pick-a-president-in-tight-three-way-race-269278">a presidential vote</a> on Sunday that could weaken the ruling conservatives just as the country takes the helm of the European Union's rotating presidency.&nbsp;

The pre-Christmas poll, likely to be decided in a January 5 run-off, has evolved into a tight race between conservative incumbent Kolinda Grabar-Kitarovic and front-running rivals on the right and the left.&nbsp;

Grabar-Kitarovic has been president since 2015 with backing from HDZ, the centre-right party that has led Croatia for most of its independence since 1991.

During her term, the 51-year-old has wavered between representing the party's moderates and pandering to its nationalist faction.

In her re-election bid, she is struggling to hold on to hardliners shifting to a right-wing folk singer turned politician, Miroslav Skoro.

Playing on an emotive symbol of the 1990s independence war, Grabar-Kitarovic held her final campaign rally on Friday in eastern Vukovar, the town whose bloody siege by Serb forces became a byword for Croatian suffering during the conflict.&nbsp;

She told the crowd she believed those who fought and died in the war "don't regret being killed since Croatia is (now) here".

The comments were seen as part of her battle to keep far-right voters from turning to Skoro, who has been wooing nationalists with promises to deploy troops to halt migrants at the borders and pardon a convicted war criminal.

Running as an independent, the 57-year-old singer was polling in third place in the run-up to election day.

Meanwhile, the split on the right has carved out a space for leftist former premier Zoran Milanovic, 53, to gain traction. He was running neck-and-neck with Grabar-Kitarovic in the latest opinion polls.

Prime minister from 2011 to 2016, Milanovic was previously derided for his arrogance but is trying to make a comeback with the promise to make Croatia a "normal" country with an independent judiciary and respect for minorities.

Christmas calculation

Analysts say a loss for Grabar-Kitarovic would deliver a blow to HDZ Prime Minister Andrej Plenkovic, a moderate in the party, ahead of parliamentary elections next year.&nbsp;

Starting on January 1, his government will be tasked with hosting the EU's rotating presidency for a six-month term, with thorny issues like Brexit the Western Balkans' membership bids on the agenda.&nbsp;

<a href="https://www.wionews.com/world/croatia-to-hold-presidential-vote-on-december-22-pm-plenkovic-262143">Critics of the government</a> have speculated that the pre-Christmas poll in an overwhelmingly Catholic country was purposefully scheduled to take advantage of the diaspora who are home for the holidays,&nbsp;and typically vote HDZ.&nbsp;

Of the 3.8 million people eligible to vote, some 170,000 are living abroad, mainly in neighbouring Bosnia.

The emigration exodus, a trend that accelerated after Croatia joined the EU in 2013, is one of the most pressing problems on the country's horizon.

The government has struggled to halt young people from packing their bags for better pay and professional opportunities in wealthier member states.&nbsp;

Many who leave also cite a culture of nepotism and corruption at home, plus poor public services, as key motivations.&nbsp;

The presidential campaign has however been light on policy ideas with many candidates instead attacking each other with war-era grievances.&nbsp;

Polling stations will be open from 0600 GMT to 1800 GMT, with initial results expected from 1900 GMT.

<a href="https://www.wionews.com/world/guinea-president-replaces-security-minister-following-deadly-protests-261516">Guinea&nbsp;President&nbsp;Alpha Conde</a> said on Thursday that he would seek a public&nbsp;referendum&nbsp;on a new constitution, a move his opponents fear he will use as a pretext to hang onto&nbsp;power&nbsp;beyond the end of his&nbsp;constitutional&nbsp;mandate.

Conde has governed since 2010, and his second and final five-year term finishes next year. Demonstrations since October against a possible&nbsp;constitutional&nbsp;change have resulted in at least 14 deaths across the country.

The opposition suspects 81-year-old Conde plans to use a new constitution as a reset button on the current two-term limit. A proposed draft for a new constitution, seen by Reuters, does not explicitly state whether Conde would be eligible for the 2020 election, but Conde has refused to rule out running.

In a televised address on Thursday evening, Conde said the&nbsp;presidents of the National Assembly and the&nbsp;constitutional&nbsp;court had signed off on the proposal, which was drafted by a special commission.

"This proposal will be the subject of a broad public outreach campaign before its adoption by the sovereign people," he said, without specifying when the&nbsp;referendum&nbsp;would take place.

Conde says a new constitution is needed to replace the 2010 version, which he says was hastily drafted in an efforts to end coup leader Dadis Camara's brief tenure.

A judge in the&nbsp;<a href="https://www.wionews.com/world/child-killed-as-earthquake-strikes-southern-philippines-268381">Philippines</a> prepared to deliver a verdict on Thursday on the&nbsp;massacre&nbsp;a decade ago of 58 people, among them 32 journalists, in one of the country's most high-profile cases and its worst single instance of election violence.

Three generations of a&nbsp;political&nbsp;clan accused of masterminding the&nbsp;2009&nbsp;killings are among 101 defendants awaiting judgement, in a case seen as a crucial test of impunity in country where provincial power is often decided by corruption, intimidation and violence.

Seven members of the influential Ampatuan family are accused of conspiring to ambush the convoy of a rival clan as it travelled to register its candidate for a gubernatorial election in the southern province of <a href="https://www.wionews.com/world/two-explosions-rock-southern-philippines-ahead-of-election-218374">Maguindanao</a>, an attack that spiralled into a bloodbath.

Among the casualties were the wife and relatives of the rival candidate, lawyers and 32 media workers, who were executed beside a rural road in a volley of gunfire, before being buried with their vehicles in a huge pit dug by an excavator.

It was one of the world's single, biggest attacks on journalists. The defendants deny charges of multiple counts of murder and face up to 30 years in jail for each one.

There were 357 witnesses and 197 suspects, 80 of those still at large, including 12 Ampatuans. The family patriarch, Andal Ampatuan, died in prison of a heart attack in 2015.

Five other Ampatuan family members and 54 police are also on trial and lawyers for the families said a guilty verdict would be crucial for&nbsp;Philippine&nbsp;democracy.

"We are rooting for a conviction no more, no less," Nena Santos, a private prosecutor in the case, told reporters.

"This is very important because if no conviction here it would mean the impunity continues, press freedom is dead and the democratic process is at stake."

The judge and lawyers were in discussions about how much of the verdict to read out from its more than 700 pages.

The attack, known as the "Maguindanao&nbsp;Massacre", was chilling even by&nbsp;Philippine&nbsp;standards, where&nbsp;political&nbsp;assassinations are commonplace in elections for mayors, governors and even congress. Several witnesses in the case have been killed.

Muslim-dominated parts of the southern&nbsp;Philippines are notoriously violent, prone to lawlessness, <a href="https://www.wionews.com/world/philippine-troops-pound-islamists-as-death-toll-passes-300-16944">separatist unrest</a> and the&nbsp;rule&nbsp;of warlords aided by an abundance of arms.

Human Rights Watch said that regardless of the verdict, suspects on the run must be caught.

"The families of Maguindanao victims and witnesses will be at risk so long as suspects remain free," said Phil Robertson, the group's deputy Asia director.

The Lok Sabha on Tuesday took up for discussion a Bill to extend the reservation for SCs and STs in the Lower House and state assemblies by ten years with Union Law Minister Ravi Shankar Prasad urging the members to pass the legislation unanimously to convey its commitment to ensuring the welfare of these sections.

Moving the Constitution (One Hundred and Twenty-Sixth Amendment) Bill, 2019, for passage in the Lok Sabha, Prasad said that the Constitution makers had thought it necessary to give political reservation to SCs and STs. The Bill seeks to extend the reservation in legislatures by ten years.

Prasad said that there was also a provision of reservation for Anglo-Indians but the government had not brought it to the House and "was deliberating on it".
According to the 2011 census, there were 296 members of the Anglo-Indian community, the minister said.

With opposition members raising questions on the government's move, Prasad said that the Congress in the past had ended concessions given to them in postal department and railways.

He said opposition members should do their "homework" before raising an issue. "We have not closed the doors," the minister said.

Prasad said that it was decided to provide reservations to SCs and STs in proportion to their population in state assemblies.

The minister outlined that the reservation was given to make up for the discrimination these communities had suffered due to prevalent social evils in the Hindu community. "If they faced discrimination for historical reasons, it is the constitutional duty of Parliament (to provide reservation)," he said.

Prasad informed the House that 84 of 543 seats in Lok Sabha were reserved for SCs and 47 for STs. In states, he said, 614 of 4,120 seats were reserved for SCs.

The minister said the SC population was 20.6 crore and ST population was 10.45 crore, according to 2011 census.

Prasad noted that there was a need for the Bill to be brought as the reservation for SCs and STs will end on January 25, 2020.

<a href="https://www.wionews.com/world/justin-trudeau-says-china-uses-detentions-as-political-tool-247896">China's envoy to the United States</a> on Wednesday said the two countries were trying to resolve their differences over trade, but he warned of forces that he said were trying to drive a wedge between the two, without providing any details.

Ambassador Cui Tiankai, speaking at a dinner hosted by the US-China Business Council, said US-Chinese ties were at a critical crossroads due to trade frictions, but it was possible to return to a better path.

"At the same time, we must be alert that some destructive forces are taking advantage of the ongoing trade friction (through) extreme rhetoric such as 'decoupling,' the 'new Cold War,' and ‘clash of civilisations,'" Cui said.

He urged US&nbsp;and <a href="https://www.wionews.com/world/china-using-ai-to-identify-uighurs-across-the-country-reports-210712">Chinese companies</a> keen to expand trade between the two countries to stand up against what he called efforts to "spread hostility and even create conflict between us," as well as "fake news" about the situations in both Hong Kong and Xinjiang, China's troubled western region that is home to a large Uighur Muslim minority, whom some US&nbsp;officials have said are the victims of human rights abuses.

Cui's comments came a day after US&nbsp;President Donald Trump said a long-awaited interim trade agreement with China could be delayed until after the US&nbsp;presidential election in November 2020, and amid US&nbsp;legislative moves to address the Uighur issue.

The United States and China have been locked in a bitter trade war for 17 months, with the US&nbsp;government cracking down against a broad range of what it sees as efforts by the Chinese government to steal US&nbsp;technology and dominate global markets.

Anti-government demonstrations in Hong Kong and Beijing's treatment of its Uighur Muslim minority have also fanned longstanding human rights concerns. Beijing views US&nbsp;actions on both issues as interference in its sovereign concerns.

The Democratic-led US&nbsp;House of Representatives voted nearly unanimously on Tuesday for a bill that would require the Trump administration to toughen its response to <a href="https://www.wionews.com/world/china-used-tiny-chips-on-us-computers-to-steal-secrets-report-169480">China's crackdown</a> on the Uighurs. China warned earlier on Wednesday that the US&nbsp;legislation will affect bilateral cooperation, clouding prospects for a near-term deal to end a trade war.

Cui did not echo those remarks directly but said reports about both the situation in Hong Kong and Xinjiang had been seriously distorted. "Facts are facts no matter how much fake news is generated," he said.

He did not address the US-Chinese trade talks specifically but said Beijing remained committed to expanding bilateral trade and investment between the two countries.

Israeli Prime Minister Benjamin&nbsp;Netanyahu&nbsp;met US Secretary of State Mike&nbsp;Pompeo&nbsp;<a href="https://www.wionews.com/world/netanyahu-to-meet-pompeo-in-portugal-amid-attempts-to-improve-ties-with-arab-world-266105">in Portugal</a>&nbsp;on&nbsp;Wednesday and called for increased&nbsp;pressure&nbsp;on&nbsp;the "tottering" Iranian government.

"I think we have been fortunate that President Trump has led a consistent policy of&nbsp;pressure&nbsp;against&nbsp;Iran. Iran’s aggression is growing, but its empire is&nbsp;tottering,"&nbsp;Netanyahu&nbsp;said in Lisbon.

"And I say, let’s make it totter even further," he added.&nbsp;

Netanyahu&nbsp;stressed that&nbsp;Iran&nbsp;was the main subject of his meeting with&nbsp;Pompeo, adding "the second subject is&nbsp;Iran, and so is the third".

Pompeo, in a tweet, said it had been a "productive meeting".

"We discussed efforts to counter&nbsp;Iran’s destabilizing influence in the region, the importance of economic cooperation with regional partners and other issues related to Israel’s security," he added.

The question of how to create Middle East stability when "there are anti-Iran&nbsp;protests taking place in Baghdad, anti-Iranian protests taking place in Beirut," was a key issue in talks held&nbsp;on&nbsp;the margins of a NATO summit which ended in London earlier Wednesday,&nbsp;Pompeo&nbsp;told reporters before leaving Lisbon.

Israel, which is widely believed to have the Middle East's sole but undeclared nuclear arsenal, has for years accused&nbsp;Iran&nbsp;of seeking to obtain nuclear weapons and strongly opposed a 2015 agreement designed to address the concerns of major powers.

Netanyahu, who is fighting for his political life after an indictment&nbsp;on&nbsp;graft charges, has hailed the Trump sanctions.

Israel believes they have squeezed the Iranian economy, prompting the government to raise fuel prices -- sparking nationwide protests.

Lebanon and Iraq, both countries where&nbsp;Iran&nbsp;has significant influence, have also seen major demonstrations.

Netanyahu&nbsp;criticised European governments that have signed up to a barter system that would allow&nbsp;Iran&nbsp;to trade without fear of US sanctions.

Six new European countries agreed to support the Instex system and&nbsp;Netanyahu&nbsp;said that "instead of supporting American sanctions, they are weakening them. That's not right.

"They should be ashamed of themselves. While people are risking their lives and dying&nbsp;on&nbsp;the streets of Tehran, they are giving sustenance and support to this tyrannical regime," he said before meeting with&nbsp;Pompeo.

Graft charges

Netanyahu, who was last month <a href="https://www.wionews.com/world/netanyahu-can-stay-on-as-prime-minister-despite-indictment-israels-attorney-general-264513">indicted&nbsp;on&nbsp;a variety of graft charges</a> and faces a third election within a year after deadlocked polls in April and September, has been bolstered by a number of landmark steps taken by Trump.

He is Israel's longest-serving prime minister but he is serving in a caretaker capacity after the inconclusive elections.

Wednesday's meeting was the first between the two men since&nbsp;Pompeo&nbsp;announced last month that the United States no longer considered Jewish settlements in the West Bank to be illegal.

The announcement broke with decades of international consensus that the settlements are illegal and a major barrier to peace with the Palestinians.

The US position offered a boost to&nbsp;Netanyahu&nbsp;as he threatens to annex much of the West Bank, a step that would severely impede the long-held Palestinian hope for a separate state.

More&nbsp;than 600,000 Israelis live in settlements in the occupied West Bank and East Jerusalem, alongside around three million Palestinians.

Among previous steps, Trump earlier recognised bitterly contested Jerusalem as Israel's capital and cut off US funding for the UN body that supports Palestinian refugees.

Pompeo&nbsp;is due to meet his Portuguese Prime Minister Antonio Costa and Foreign Minister Augusto Santos Silva before flying&nbsp;on&nbsp;to Morocco&nbsp;on&nbsp;Thursday.

"And I say, let’s make it totter even further," he added. Netanyahu stressed that Iran was the main subject of his meeting with Pompeo, adding "the second subject is Iran, and so is the third". Pompeo, in a tweet, said it had been a "productive meeting". "We discussed efforts to counter Iran’s destabilizing influence in the region, the importance of economic cooperation with regional partners and other issues related to Israel’s security," he added. The question of how to create Middle East stability when "there are anti-Iran protests taking place in Baghdad, anti-Iranian protests taking place in Beirut," was a key issue in talks held on the margins of a NATO summit which ended in London earlier Wednesday, Pompeo told reporters before leaving Lisbon. Israel, which is widely believed to have the Middle East's sole but undeclared nuclear arsenal, has for years accused Iran of seeking to obtain nuclear weapons and strongly opposed a 2015 agreement designed to address the concerns of major powers. 'Should be ashamed' Trump, a strong Netanyahu ally, unilaterally pulled the United States out of the deal in May last year and reimposed crippling sanctions. Netanyahu, who is fighting for his political life after an indictment on graft charges, has hailed the Trump sanctions. Israel believes they have squeezed the Iranian economy, prompting the government to raise fuel prices -- sparking nationwide protests. Lebanon and Iraq, both countries where Iran has significant influence, have also seen major demonstrations. Netanyahu criticised European governments that have signed up to a barter system that would allow Iran to trade without fear of US sanctions. Six new European countries agreed to support the Instex system and Netanyahu said that "instead of supporting American sanctions, they are weakening them. That's not right. "They should be ashamed of themselves. While people are risking their lives and dying on the streets of Tehran, they are giving sustenance and support to this tyrannical regime," he said before meeting with Pompeo. Watch: Israeli PM Netanyahu agrees to party elections Graft charges Netanyahu, who was last month indicted on a variety of graft charges and faces a third election within a year after deadlocked polls in April and September, has been bolstered by a number of landmark steps taken by Trump. He is Israel's longest-serving prime minister but he is serving in a caretaker capacity after the inconclusive elections. Wednesday's meeting was the first between the two men since Pompeo announced last month that the United States no longer considered Jewish settlements in the West Bank to be illegal. The announcement broke with decades of international consensus that the settlements are illegal and a major barrier to peace with the Palestinians. The US position offered a boost to Netanyahu as he threatens to annex much of the West Bank, a step that would severely impede the long-held Palestinian hope for a separate state. More than 600,000 Israelis live in settlements in the occupied West Bank and East Jerusalem, alongside around three million Palestinians. Among previous steps, Trump earlier recognised bitterly contested Jerusalem as Israel's capital and cut off US funding for the UN body that supports Palestinian refugees. Pompeo is due to meet his Portuguese Prime Minister Antonio Costa and Foreign Minister Augusto Santos Silva before flying on to Morocco on Thursday.

China's top diplomat arrived in <a href="https://www.wionews.com/business-economy/873-million-fine-against-us-chip-gaint-qualcomm-south-korea-266064">Seoul on Wednesday</a>, visiting South Korea for the first time in more than four years as the two countries seek to repair ties that soured over the deployment of US&nbsp;anti-missile systems in South Korea.

During his two-day stay the State Councillor Wang Yi will meet South Korean Foreign Minister Kang Kyung-wha and President Moon Jae-in, officials in Seoul said.

Yi last visited the <a href="https://www.wionews.com/business-economy/south-korea-to-hold-trade-talks-with-japan-in-december-265163">South Korean capital</a> for a trilateral meeting, also attended by Japan, in 2015.

A year later a row blew up over the planned sitting in South Korea of the US&nbsp;Terminal High Altitude Area Defence (THAAD) system, designed to intercept ballistic missiles.

Beijing said it upset the regional security balance as the system's powerful radar could penetrate into Chinese territory.

South Korea and the United States went ahead regardless, installing the anti-missile system in 2017, saying it was warranted because of North Korea's provocations.

North Korea has test-fired dozens of missiles since Moon Jae-in took office in 2017, most recently on the U.S Thanksgiving holiday last week.

South Korea sees China as instrumental in reviving stalled denuclearisation talks between the United States and North Korea, a longtime ally of Beijing.

Denuclearisation negotiations between <a href="https://www.wionews.com/world/south-korea-japan-set-to-back-air-traffic-deal-after-near-misses-265017">North Korea and the United States</a> have hit a stalemate after a day-long working-level meeting in October in Stockholm broke down.

North Korean leader Kim Jong Un has set an end-year deadline for Washington to reconsider its approach in denuclearisation negotiations after the last talks ended in disagreement. US&nbsp;officials have downplayed the deadline, calling it artificial.

South Korea is seeking to open additional military hotlines with China to improve communications. The two countries' defence ministers discussed the issue on the sidelines of an international conference in Bangkok last month, Seoul's defence ministry said.

Top Chinese diplomat visits South Korea to improve relations after four-year gap

High-tech entrepreneur <a href="https://www.wionews.com/world/elon-musk-trial-in-us-court-over-pedo-guy-tweet-266004">Elon Musk</a> testified at his defamation trial on Tuesday that his "pedo guy" Twitter message at the centre of the case was not meant to be taken literally and was sent in response to an "unprovoked" insult he received from the man now suing him.

Musk, 48, the billionaire chief executive of electric carmaker Tesla Inc&nbsp;and founder of the rocket company SpaceX, also apologized to the plaintiff from the witness stand in the packed Los Angeles courtroom.

Musk was the first witness called to testify in the lawsuit brought against him by British cave diver who gained fame for his lead role in the rescue of 12 boys and their soccer coach from a flooded cave in Thailand last year.

The diver, Vernon Unsworth, has accused Musk of falsely labelling him a paedophile on Twitter and is seeking unspecified punitive and other money damages.

The case stems from an offer Musk made to furnish a mini-submarine to assist in the Tham Luang Nang Non cave rescue in July 2018.

Unsworth told CNN on July 13, 2018, three days after the rescue was successfully completed, that Musk's offer was a "PR stunt" and that Musk should "stick his submarine where it hurts."

Two days later, Musk lashed out at Unsworth in a series of tweets, including one which called the cave diver a "pedo guy." Musk later apologized for the comment, saying the term was a common insult in South Africa where he grew up.

Unsworth has called the slur a lie that harmed his reputation.

'Random, creepy guy'

Under questioning from Unsworth's lawyer, after five women and three men were seated as jurors in the case, <a href="https://www.wionews.com/world/elon-musk-trial-in-us-court-over-pedo-guy-tweet-266004">Musk insisted the tweet in question</a> was his reaction to "an unprovoked attack on what was a good-natured attempt to help the kids.”

"It was wrong and insulting, and so I insulted him back," Musk said of his exchange with Unsworth, adding, "I thought he was just some random creepy guy” and was "unrelated to the rescue."

Pressed further by the plaintiff's attorney Lin Wood, Musk testified he did not mean for his tweet about Unsworth to be taken literally.

"I assume he did not mean to sodomise me with a submarine ... Just as I didn't literally mean he was a paedophile," he said.

"I apologised in a tweet and again in the (pretrial) deposition, and I'll say it again,&nbsp;I apologise to Mr&nbsp;Unsworth," Musk said looking directly at the plaintiff, who sat stone-faced through Musk's testimony.

Musk was expected to return to the witness stand on Wednesday for more questioning by his own lawyers.

US&nbsp;District Judge Stephen Wilson has explained the case hinges on whether a reasonable person would take Musk's Twitter statement to mean that he was calling Unsworth a paedophile.

To win the defamation case, Unsworth needs to show that Musk was negligent in publishing a falsehood that clearly identified the plaintiff and caused him harm. "Actual malice" on Musk's part does not need to be proven because the judge has deemed Unsworth a private individual rather than a public figure.

Although the case does not involve&nbsp;Tesla, Musk's Twitter habits have long been under close scrutiny, with investors and regulators expressing concerns about his tweets.

With 29.8 million followers, Musk's Twitter account is a major source of publicity for his Palo Alto, California-based electric car company, which does not advertise.

Wood, representing Unsworth, tried to establish that Musk knew he had a high degree of influence with his Twitter followers and the public, and that the veracity of what he said thus carried significant weight.

“People say a lot of things on Twitter that aren’t true,” Musk said.

Musk also acknowledged under oath that he was duped out of $52,000 by a man posing as a private detective to dig up information about Unsworth after it became clear a defamation suit was in the works. The investigator proved to be a con artist, Musk testified.

In an opening statement, lawyer Taylor Wilson, another member of Unsworth's legal team, said the tweet in question was more than a slip-up, and Musk had no business branding Unsworth a predator "in what should have been one of the proudest moments of his life."

Musk lawyer Alex Spiro countered that Unsworth did not act after the tweet like a man who suffered because of it.

"The plaintiff is saying he has been horribly damaged, and deserves money," Spiro said. "He doesn't."

'Pedo guy' tweet not meant to be taken literally: Elon Musk

US&nbsp;President <a href="https://www.wionews.com/world/some-countries-not-fulfilling-their-commitments-in-nato-they-will-be-dealt-with-trump-266019">Donald Trump</a> and French leader Emmanuel Macron clashed over the future of NATO on Tuesday before a summit intended to celebrate the 70th anniversary of the Western military alliance.

In sharp exchanges underlining discord in a transatlantic bloc hailed by backers as the most successful military pact in history, Trump demanded that Europe pay more for its collective defence and make concessions to US&nbsp;interests on trade.

Macron, the French president, stood by comments he made last month describing NATO as suffering from a lack of strategic purpose akin to "brain death", and criticised fellow NATO member Turkey, which he accused of working with Islamic State proxies.

Washington and Paris have long argued over NATO's purpose - France opposed the 2003 Iraq war - but the new tensions will add to doubts over the alliance's future that have grown with Trump's ambivalence over US&nbsp;commitments to defend Europe.

Trump said Macron's criticism of NATO was "very, very nasty" and questioned whether the US&nbsp;military should defend any countries that were "delinquent" on alliance targets for national military spending.

"It's not right to be taken advantage of on NATO and also then to be taken advantage of on trade, and that's what happens. We can't let that happen," Trump said of transatlantic disputes on issues ranging from the aerospace sector to a European digital services tax on US&nbsp;technology giants.

All 29 member states have a target of spending 2 per cent&nbsp;of their gross domestic product on defence and Trump has singled out Germany for falling short of that goal.

But Macron stood by his criticism of NATO and said its real problem was a failure to forge a clear purpose since the end of the Cold War.

"If we invest money and put our soldiers' lives at risk in theatres of operation we must be clear about the fundamentals of NATO," he said in a tweet at the end of a day overshadowed by tensions between the French and US&nbsp;leaders.

A French presidency official said Trump often makes strident statements ahead of bilateral meetings and cools his rhetoric later. He noted that Macron and Trump "exchanged jokes and were very relaxed" at a joint news conference in London.

Collective defence at stake

Turkey threatened to block a plan to defend Baltic states and Poland against Russian attacks unless NATO backed Ankara in recognising the Kurdish YPG militia as terrorists.

The YPG's fighters have long been US&nbsp;and French allies against Islamic State in Syria. Turkey considers them an enemy because of links to Kurdish insurgents in southeastern Turkey.

"If our friends at NATO do not recognise as terrorist organisations those we consider terrorist organisations ... we will stand against any step that will be taken there," Turkish President Tayyip Erdogan said before travelling to London.

Erdogan has already strained alliance ties with a move to buy Russian air defence systems. Trump said he was looking at imposing sanctions on Ankara over the issue.

The uncertainty over the plan for Poland and the Baltic states, drawn up at their request after Russia annexed Crimea from Ukraine in 2014, raises issues about security on all of NATO's frontiers.

Under the <a href="https://www.wionews.com/world/chinas-rise-has-security-implications-for-all-allies-nato-chief-stoltenberg-266007">North Atlantic Treaty Organisation's</a> 1949 founding treaty, an attack on one ally is an attack on all its members, and the alliance has military strategies for collective defence across its territory.

The summit, in a hotel in Hertfordshire just outside London, begins on Wednesday.

On Tuesday evening, alliance leaders attended a reception hosted by Queen Elizabeth at Buckingham Palace.

The British monarch, in a teal-coloured matching jacket and skirt, greeted the summiteers and accompanying partners, including former fashion model Melania Trump, who was wearing a bright yellow dress with matching cape and purple sleeves.

They were then welcomed to 10 Downing Street by British Prime Minister Boris Johnson, host of the summit a little over a week before the country faces an election.

Several hundred protesters gathered in London's Trafalgar Square, holding placards reading: "Dump Trump" and "No to racism, no to Trump". A police line divided them from a small group of Trump supporters wearing Make America Great Again caps, waving American flags and shouting: "Build the wall".

In Washington on Tuesday, Democrats in the US&nbsp;House of Representatives laid out their impeachment case against Trump, accusing him of using the powers of his office to solicit foreign interference in the 2020 election.

Hoping to placate Trump, Europe, Turkey and Canada will pledge at the summit some $400 billion in defence spending by 2024, and agree to a reduction of the US&nbsp;contribution to fund the alliance itself.

The allies will approve a new strategy to monitor China's growing military activity, and identify space as a domain of warfare, alongside air, land, sea and computer networks.

Trump said he believed Russia wanted deals on arms control and nuclear issues, and that he would be willing to bring China into such accords.

Trump calls Macron's criticism of NATO 'very, very nasty' before Summit

The leaders of world powers including Canada, Britain, the Netherlands, and France were recently caught on camera mocking US President Donald Trump's lengthy media appearances before the <a href="https://www.wionews.com/world/trump-calls-macrons-criticism-of-nato-very-very-nasty-before-summit-266035">NATO Summit</a>. The clip was filmed at a Buckingham Palace reception.

A British host's camera pool caught the footage on Tuesday evening, which was later subtitled by Canada's CBC. The summit will happen in Watford, outside London.

Macron's meeting with Trump that happened before the summit on Tuesday was proceeded by a media session, whereby leaders publicly discussed NATO strategy and trade.

British Prime Minister Boris Johnson can be heard asking France's President Emmanuel Macron, "Is that why you were late?"

Canada's Prime Minister Justin Trudeau interjects, "He was late because he takes a 40-minute press conference off the top."
In the video, Macron appears to tell an anecdote about the encounter as Britain's Princess Anne and Dutch Prime Minister Mark Rutte look on, but the French leader's back is to the camera and he is inaudible amid the hubbub.

"Oh, yeah, yeah, he announced..." Trudeau declares, adding, "You just watched his team's jaw drop to the floor."

Trump exhibited similar behaviour last year when he trespassed summit protocol and instead used the platform to field questions from global media.

He has condemned "nasty" Macron's criticism of <a href="https://www.wionews.com/world/cool-it-france-and-germany-to-tell-trump-at-nato-talks-266086">brain dead NATO</a>, branded European countries that have failed to meet military spending targets "delinquent" and criticised moves in Washington to impeach him.

Trump is due to give another news conference alone later today after the 29 NATO leaders hold a full three-hour closed-door summit session. Later, a statement celebrating their unity shall be commissioned.
