The national investigation agency of India raided two properties belonging to the leader and spokesperson of the Hurriyat, Ayaz Akbar, on Tuesday in the Kashmir Valley as part of a major crackdown on money laundering. The properties are situated in the Malura area, on the outskirts of Srinagar, while Akbar has been imprisoned for the past six years.

“Besides Yasin Malik, 17 others, including Hafiz Muhammad Saeed, amir of Jamaat-ud-Dawah &amp; top commander of Lashkar-e-Taiba (LeT) and Mohammed Yusuf Shah aka Syed Salahuddin, top Commander of Hizb-ul-Mujahideen, were charge-sheeted in the case, which had been registered suo moto by the NIA on 30&nbsp;May 2017. Malik was convicted in all the various charges against him, and sentenced to life imprisonment and fine, in the case in May 2022,” said National Investigation Agency.&nbsp;

According to the NIA, the case relates to terrorist and secessionist activities in Jammu &amp; Kashmir carried out by proscribed ISI-backed organisations, such as LeT, Jammu and Kashmir Liberation Front (JKLF), Jaish-e-Mohammad (JeM) etc. These outfits were spreading terror and perpetrating violence in the Valley by promoting and conducting attacks on civilians and security forces.

“Seventeen properties belonging to Watali in the Handwara area of Kupwara in Kashmir have been attached by the NIA on orders by Special NIA Court, Patiala House, under section 33(1) of the UA(P) Act today,” said NIA.&nbsp;

These banned terrorist groups were using the All Party Hurriyat Conference (APHC) as a front for carrying out and supporting secessionist activities in Kashmir. Investigations in the case have revealed that the secessionists, arraigned as accused in the case, including from the APHC, had entered into a criminal conspiracy and adopted a strategy of instigating the general public to create a supercharged atmosphere in the Kashmir Valley. NIA added that Watali had been sending the funds raised by him from various sources to the Hurriyat leaders to promote the secessionist activities in Jammu &amp; Kashmir.

“NIA investigations have revealed that Watali was a Hawala conduit, who was receiving money from Hafiz Saeed, a ‘Specially Designated Global Terrorist’ of the United States and a ‘listed global terrorist’ of the UN. Hafiz Saeed had masterminded the 2001 Parliament attack and the 2008 Mumbai attacks. He had received foreign remittances into a bank account running into crores between 2011 and 2013 from various sources. Besides, he had received foreign remittances in his proprietorship firm named M/s ‘Trisson International’, Srinagar and unexplained remittances were also found in his NRE Bank accounts,“ said NIA.&nbsp; 
&nbsp; 
The NIA said that Watali had shown the sale of a plot of land, purportedly owned by Watali’s company, M/s ‘Trison Farms and Constructions Pvt. Ltd.’ to one Naval Kishore Kapoor, a co-accused in the case. However, the investigations found that neither Watali nor his above-mentioned company was the owner of this plot of land. Watali is presently facing trial before the Special NIA Court in New Delhi.

India's National Investigation Agency (NIA) has petitioned the Delhi High Court to seek the death penalty for Kashmiri separatist leader Yasin Malik. The NIA had previously requested the death penalty for Malik before the trial court, but that was obviously denied.

Last year, the Trial Court awarded life imprisonment to Yasin Malik in a terror funding case.

In its appeal, NIA stated that India lost its most valued soldiers due to the crime committed by such terrorists and that their 'act of war' gave the entire nation unrepairable grief.

NIA further added that the accused, over the years, has been leading terrorist activities in Kashmir along with foreign terrorist organisations with the intent to cause unrest in India.

It remarked that the criminalities committed by the respondent accused are ex-facie acts of "external aggression", brazenly planned and executed by "acts of waging war against the nation" whereby "internal disturbance" was created through raising and using trained armed militia within the state and by helping trained terrorist, raised in enemy states, to enter the borders of India to participate and infuse such internal disturbances.

Delhi High Court's Division Bench of Justice Siddharth Mridul and Talwant Singh will hear the matter on May 29.

Earlier, on Thursday (May 25), the trial court Judge sentenced life imprisonment to JKLF leader Yasin Malik in a terror funding case and said, "In my opinion, there was no reformation of this convict. It may be correct that the convict may have given up the gun in the year 1994, but he had never expressed any regret for the violence he had committed prior to the year 1994."

"It is to be noticed that, when he claimed to have given up the path of violence after the year 1994, the government of India took it at its face value and gave him an opportunity to reform and in good faith, tried to engage in a meaningful dialogue with him and as admitted by him, gave him every platform to express his opinion," said NIA Judge Praveen Singh.

The NIA Court further said, "The crimes for which convict has been convicted are of a very serious nature. These crimes were intended to strike at the heart of the idea of India and intended to forcefully succeed J&amp;K from UOI."

"The crime becomes more serious as it was committed with the assistance of foreign powers and designated terrorists. The seriousness of the crime is further increased by the fact that it was committed behind the smoke screen of an alleged peaceful political movement," added the trial court.

"The manner of the commission of the crime, and the kind of weaponry used in the crime lead me to the conclusion that the crime in question would fail the test of rarest of rare cases," NIA Judge Praveen Singh said.

The NIA court while sentencing life imprisonment to Malik also imposed a fine of above Rs 10 lakh.

Zargar is the chief of the Al-Umar Mujahideen terrorist outfit and has been active in Pakistan since his release in December 1999 during the IC-814 hijacking.&nbsp;

Mushtaq Ahmad Zargar, also known as Latram, has spent considerable time in Indian prison and was released during IC-814 incident along with Jaish-e-Mohammad chief Masood Azhar and Omar Sheikh. He currently lives in Pakistan. He was released in 1999 in exchange for the hostages of the Indian Airlines Flight IC-814 that was hijacked from Kathmandu in the neighbouring nation of Nepal.&nbsp;

“In a major offensive against terrorists operating from Pakistan soil, the National Investigation Agency (NIA) has attached the Srinagar based property of Mushtaq Zargar @ Latram, the founder and chief commander of &nbsp;Al-Umar Mujahideen, who was released along with Masood Azhar, the notorious Jaish-e-Mohammed chief, in exchange for passengers of the hijacked Indian Airlines flight 814 (IC-814) at Kandahar in 1999. Zargar was also involved in the kidnapping of former union Home Minister Mufti Mohammad Sayeed’s daughter, Rubaiya Sayeed, in 1989,” said the NIA.&nbsp;

According to the agency, Zargar’s "two-marla house (Khasra No. 182) at Ganai Mohalla, Jamia Masjid, Nowhatta, Srinagar," has been attached under anti-terror law UAPA. The procedure was carried out by a team of the probe agency along with representatives of district administration and local police.&nbsp;

“Zargar is a ‘Designated Individual Terrorist’ under the UAPA, and has been operating from Pakistan ever since his release and has been funding terror activities in the valley,” the central agency said.&nbsp;

According to an official statement, Zargar was earlier associated with Jammu &amp; Kashmir Liberation Front and was responsible for several terror attacks in J&amp;K. He has also been involved in other heinous crimes, including murders. He also maintained association with other terror outfits such as Al-Qaeda and Jaish-e-Mohammad.&nbsp;

Zargar was designated a terrorist by the union government under the Fourth Schedule of UAPA. He was arrested was on May 15, 1992, and was released from jail on December 31, 1999.

NIA attaches property of Pak-based terrorist Mushtaq Zargar in India

The National Investigation Agency (NIA) has arrested six people, including members of the Lawrence Bishnoi gang, in nationwide raids. These arrests come during NIA raids at 76 locations across eight states to bust the known terrorist-gangster-drug smuggler nexus.

The six people arrested by the NIA include Lucky Khokhar aka Denis, who is a close associate of Canada-based 'designated terrorist', Arshdeep Singh aka Arsh Dalla. Others arrested in the raids, which were carried out in Punjab, Haryana, Rajasthan, Uttar Pradesh, Delhi, NCR, Maharashtra, and Madhya Pradesh, include associates of gangsters Lawrence Bishnoi, Jaggu Bhagwanpuria and Goldy Brar. 
 
Khokhar, a resident of Bhatinda, Punjab, who was nabbed from Sri Ganganagar, Rajasthan, on Tuesday, was in direct and frequent contact with Arsh Dalla in Canada and had carried out recruitment for him and received funds from him for carrying out terror-related activities. He had provided arms and ammunition to Arsh Dalla's associates in Punjab on his directions, which were also used for carrying out the recent killing in Jagraon, Punjab on Dalla's directions.

NIA had registered a suo-moto case on August 20 last year against seven people, including Harwinder Singh aka Rinda, Lakhbir Singh Sandhu aka Landa, and Arshdeep Singh aka Arsh Dalla. One person, Deepak Ranga, was earlier arrested in the case by the NIA.

According to an NIA spokesperson, Khokhar was working for Dalla, who has been involved in smuggling arms, ammunition, explosives, IEDs etc. across international and inter-state borders in India for several Khalistani terror outfits, including the Khalistan Liberation Force, Babbar Khalsa International and International Sikh Youth Federation. 
 
Besides Khokhar, the NIA also arrested Lakhvir Singh, a resident of Gidderbaha, Muktsar, Punjab; Harpreet, a resident of Nihal Singh Wala, Moga, Punjab; Dalip Bishnoi, a resident of Bishanpura Abohar, Dist Fazilka, Punjab; Surinder aka Chiku&nbsp;Chaudhary, a resident of Mahendragarh, Haryana and Hari Om aka Titu, a resident of Gurugram, Haryana. 
 
While Hari Om aka Titu was arrested on Tuesday, Lakhvir Singh was nabbed a day later on Wednesday in connection with a case registered against them and their associates in August last year for allegedly attempting to motivate and recruit youth for terror activities by using social media.

They were also using social media to 'publicise' their crimes in a bid to create fear among the general public. Nine weapons were recovered from Lakhvir's possession. He is a notorious criminal and an associate of Chhotu Ram Bhaat, who was arrested earlier. The NIA has so far arrested nine accused, including Kaushal Choudhary, Amit Dagar, Sukhpreet Singh, Bhupi Rana, Neeraj Bawana, Naveen Bali and Sunil Balyan, in this case. 
 
According to the spokesperson, Surender Chaudhary and Dalip Bishnoi&nbsp;are known associates of gangsters Lawrence Bishnoi and Jaggu Bhagwanpuria and Canada-based criminal, Goldy Brar.

They were arrested for raising funds, recruiting youth and carrying out terrorist acts on behalf of the Lawrence Bishnoi gang. This case was also registered by the NIA in August last year and 10 accused, including Lawrence Bishnoi, Jaggu Bhagwanpuria, Kala Jatheri, Kala Rana, Joginder Singh, Rajesh Kumar, Raju Basoudi, Anil Chippi, Naresh Yadav, and Shahbaz Ansari have been arrested.

The spokesperson said Surinder Chaudhry&nbsp;was arrested on Tuesday for attempts to murder and extortion and also faces several cases under the Narcotic Drugs and Psychotropic Substances Act (NDPS) Act. He has been involved in illegal liquor contracts, smuggling and extortion from liquor and mining contractors in Haryana and has been one of the main financers of terror-gangster syndicates.

Dalip Bishnoi, who was arrested on Wednesday, is a habitual criminal having 13 cases against him. He has been one of the main financers of this terror gang and was providing logistics support to the gangs in Punjab and Rajasthan.

The NIA investigations have also revealed that many criminals, who were leading gangsters in India, had fled to countries like Pakistan, Canada, Malaysia, Philippines and Australia and were planning their terror and criminal acts from there, in association with criminals lodged in jails in different states. These groups were carrying out targeted killings and raising funds for their nefarious activities through smuggling of drugs and weapons, hawala and extortion. Further investigations are on to dismantle such terror networks and their funding and support infrastructure.

He is a notorious criminal and an associate of Chhotu Ram Bhaat, who was arrested earlier. The NIA has so far arrested nine accused, including Kaushal Choudhary, Amit Dagar, Sukhpreet Singh, Bhupi Rana, Neeraj Bawana, Naveen Bali and Sunil Balyan, in this case. According to the spokesperson, Surender Chaudhary and Dalip Bishnoi are known associates of gangsters Lawrence Bishnoi and Jaggu Bhagwanpuria and Canada-based criminal, Goldy Brar. They were arrested for raising funds, recruiting youth and carrying out terrorist acts on behalf of the Lawrence Bishnoi gang. This case was also registered by the NIA in August last year and 10 accused, including Lawrence Bishnoi, Jaggu Bhagwanpuria, Kala Jatheri, Kala Rana, Joginder Singh, Rajesh Kumar, Raju Basoudi, Anil Chippi, Naresh Yadav, and Shahbaz Ansari have been arrested. The spokesperson said Surinder Chaudhry was arrested on Tuesday for attempts to murder and extortion and also faces several cases under the Narcotic Drugs and Psychotropic Substances Act (NDPS) Act. He has been involved in illegal liquor contracts, smuggling and extortion from liquor and mining contractors in Haryana and has been one of the main financers of terror-gangster syndicates. Dalip Bishnoi, who was arrested on Wednesday, is a habitual criminal having 13 cases against him. He has been one of the main financers of this terror gang and was providing logistics support to the gangs in Punjab and Rajasthan. The NIA investigations have also revealed that many criminals, who were leading gangsters in India, had fled to countries like Pakistan, Canada, Malaysia, Philippines and Australia and were planning their terror and criminal acts from there, in association with criminals lodged in jails in different states. These groups were carrying out targeted killings and raising funds for their nefarious activities through smuggling of drugs and weapons, hawala and extortion. Lawrence Bishnoi gang members among 6 arrested in NIA raids against gangster-terrorist nexus

India's National Investigation Agency (NIA) on Tuesday (February 21) conducted&nbsp;raids across the country at more than 70 locations with connections to gangsters Lawrence Bishnoi, Neeraj Bawana and their aides. The raids were carried out in and around Delhi and in states like Rajasthan, Haryana, Madhya Pradesh, Gujarat, Chandigarh and Uttar Pradesh. The officials began the raids early on Tuesday and they were ongoing at the time of publishing of this story.

Lawrence Bishnoi was placed under arrest by the NIA on November 24, 2022 in connection with a case related to conspiracy hatched by terrorists, gangsters and drug smugglers` syndicate to create terror among the public.

His arrest was made when he was lodged in the Bhatinda Jail.

The case pertains to conspiracy hatched by the members of criminal syndicate based in India and abroad, to raise funds, recruit youth to carry out terrorist acts in Delhi and other parts of the country to execute spectacular heinous crimes, including targeted killings of prominent persons, with an intention to strike terror in the minds of the people of the country.

The case was initially registered at police station Special Cell, Delhi Police on August 4, 2022 and later on the probe of the matter was taken over by the NIA.

"We have learnt that the terrorist-gangster-drug smugglers syndicate led by Bishnoi was involved in many targeted killings and extortion from businessmen, professionals, including doctors.

This had created a widespread scare and terror among the public at large. All such criminal acts were not isolated local incidents but part of a deep-rooted conspiracy amongst the terrorists, gangsters, drug smuggling cartels and networks, operating from both within and outside the country," the NIA had earlier said.

The NIA found that most of the conspiracies were hatched from inside the jail by Bishnoi and were executed by an organised network of operatives based in India and abroad. Pertinently, the arrested gangster is involved and wanted in many cases, including the conspiracy to carry out targeted and sensational killings in Punjab, Haryana, Chandigarh, Himachal Pradesh, Rajasthan and Delhi for more than a decade.

Gangster-terror link: National Investigation Agency carries out raids across India

Multi-agency teams spearheaded by the NIA arrested 106 functionaries of the radical Islamic outfit Popular Front of India (PFI) on Thursday in near-simultaneous raids at 93 locations in 15 states for allegedly supporting terror activities in the country, officials said.&nbsp;

Officials described the mega crackdown as the "largest-ever investigation process till date" against the PFI.

Kerala, where the PFI has some strong pockets, accounted for the maximum number of 22 arrests, officials said, adding that its chairman O M A Salam was among those arrested.&nbsp;

The arrests were made by the National Investigation Agency (NIA), the Enforcement Directorate (ED) and the police forces of the states concerned.

The PFI, formed in 2006, claims to strive for a neo-social movement ostensibly for the empowerment of marginalised sections of India, and is often accused by law enforcement agencies of promoting radical Islam.

Maharashtra and Karnataka accounted for 20 arrests each, Tamil Nadu (10), Assam (9), Uttar Pradesh (8), Andhra Pradesh (5), Madhya Pradesh (4), Puducherry and Delhi (3 each) and Rajasthan (2).

Details of all the arrested functionaries were not immediately available.

The officials said the searches took place at the premises of persons allegedly involved in terror funding, organising training camps and radicalising people to join proscribed organisations.

As the raids, which began in the early hours of Thursday continued, Union home minister Amit Shah held a meeting of top officials, including National Security Adviser Ajit Doval, during which they are believed to have discussed the searches at premises linked to the PFI and action against terror suspects.

Besides Doval, the meeting was attended by Union home secretary Ajay Bhalla, director general of National Investigation Agency (NIA) Dinkar Gupta and other top officials.

The nationwide raids sparked an angry response from the PFI which called for a dawn-to-dusk hartal in Kerala on Friday and termed the arrest of its leaders as a part of "state-sponsored terrorism".

"A hartal will be observed in the state on September 23 against the RSS-controlled fascist government's attempt to silence dissenting voices using the central agencies," A Abdul Sathar, PFI's state general secretary, said.

However, the Kerala unit of the BJP termed the proposed hartal as "unnecessary" and urged the state government to take stringent action against those involved in this action.

Alleging that all the previous hartals called by the PFI had ended in riots, BJP state chief K Surendran said the state authorities should be ready to ensure adequate security for people's life and property.

Several Muslim organisations appealed to the youth from the community to remain patient on the action taken by the law enforcement agencies against the PFI.

The organisations said they have faith in the judicial system, law and Constitution of the country, according to a tweet in Hindi by the Muslim Students' Organisation of India (MSO), an apex students and youths body of Muslims working on promotion of Sufism and inclusive India.

Congress leader Rahul Gandhi, who is on a 'Bharat-Jodo' yatra, said "all forms of communalism regardless where they come from should be combated."

"There should be zero tolerance towards communalism and it should be combated,"&nbsp;Gandhi said when asked by reporters in Kochi for his reaction to the raids.

The ED has been investigating the PFI's alleged "financial links" in connection with charges of fuelling the anti-Citizenship (Amendment) Act protests in the country, the 2020 Delhi riots, alleged conspiracy in Hathras in Uttar Pradesh over alleged gang-rape and death of a Dalit woman, and a few other incidents.

The probe agency has filed two charge sheets against the PFI and its office-bearers before a special PMLA court in Lucknow.

In February last year, the ED filed its first charge sheet against the PFI and its student-wing Campus Front of India (CFI) on money laundering charges, claiming its members wanted to "incite communal riots and spread terror" in the aftermath of the 2020 Hathras gang rape case.

Those named in the charge sheet included K A Rauf Sherif, national general secretary of CFI and a member of PFI; Atikur Rahman, national treasurer of CFI; Masud Ahmed, Delhi-based general secretary of CFI; journalist "associated with PFI" Siddique Kappan; and Mohammed Alam, another CFI/PFI member.

In the second charge sheet filed this year, the ED had claimed that a hotel based in the UAE "served" as a money laundering front for the PFI.

In Maharashtra, the Anti-Terrorism Squad (ATS) arrested 20 activists of the PFI during the raids conducted in Mumbai, Navi Mumbai, Thane, Aurangabad, Pune, Kolhapur, Beed, Parbhani, Nanded, Malegaon (in Nashik district) and Jalgaon, an official said.

The ATS has registered four offences in Mumbai, Nashik, Aurangabad and Nanded under various Indian Penal Code Sections including 153-A (wantonly giving provocation with intent to cause riots), 121A (conspiring to commit certain offences against the State) and 120B (criminal conspiracy), and provisions of the stringent Unlawful Activities (Prevention) Act (UAPA), he said.

Simultaneous raids were conducted by the NIA in more than a dozen locations in Bengaluru, Mangaluru in Dakshina Kannada district, Kalaburagi, and Sirsi in Uttara Kannada district, official sources said.

As the offices were being raided, many Muslim youth gathered and raised 'NIA go back' slogans at some places.

They also tried to hinder the raids at some locations, but the police thwarted their attempt by taking them into preventive custody.

Police sources said the NIA team seized documents, literature, computers, laptops and phones as well.&nbsp;

India: NIA conducts searches on Sri Lanka-Pak drug & arms mafia operatives

A day after two terrorists were killed in the Jammu encounter, the chief of the National Investigation Agency (NIA) Kuldeep Singh visited the encounter site at Jammu's Sunjwan area.

Prime Minister Narendra Modi will be visiting Jammu on April 24. The PM will visit Samba district's Palli village on National Panchayati Raj Day.&nbsp;

Just before the visit, the NIA chief visited the site where the encounter had taken place. He was accompanied by the Inspector General of CRPF, Jammu who shared the details of the operation. The NIA team had visited the operation site after the encounter and is likely to take over the investigation.&nbsp;

NIA files charge sheet against radical who wanted to establish Islamic State in Tamil Nadu

India’s National Investigation Agency (NIA) has arrested a former LTTE (Liberation Tamil Tigers Eelam) intelligence wing member from a residential locality in Chennai.&nbsp;

According to the NIA, the arrest was made in connection with a case wherein 300kg of high-grade heroin, 5 AK-47 rifles, with 1000 live 9mm rounds, were being ferried by sea to Sri Lanka from Pakistan, when it was intercepted off Kerala Coast by Indian Coast Guard (ICG), earlier this year.&nbsp;

The LTTE is a notorious terror organisation, known for its 1991 suicide bombing, assassinating former Indian Prime Minister Rajiv Gandhi and over a dozen others, near Chennai.

On Tuesday, the premier investigative agency arrested a Sri Lankan national, Satkunam alias Sabesan, aged 47, from Valasaravakkam in Chennai.&nbsp;It is reported that he is involved in trafficking arms and drugs from Pakistan, the proceeds of which he utilizes in reviving the LTTE, a banned terrorist organization.

“The Investigation has revealed that accused Satkunam alias Sabesan had arranged conspiracy meetings of LTTE sympathisers in India. He had played a crucial role in routing the proceeds of drugs trafficking to former LTTE cadres in Sri Lanka for the revival of the LTTE,” said the NIA. They added that further investigation was being conducted.&nbsp;

Based on a complaint from the Indian Narcotics Control Bureau, the NIA began investigating this case on May 1st.

Based on intelligence inputs concerning drug trafficking, Indian Coast Guard air and sea assets intercepted three Sri Lankan boats off the Lakshadweep region on India’s west coast on 18th March.&nbsp;

A vessel named Ravihansi was boarded and searched, and 300kg of high-grade heroin, five Ak-47 rifles and 1000 live rounds of ammunition were seized. This seized contraband is estimated to be worth INR&nbsp;30,000 million (3,000 Crore) or USD 400 million (40 Crore).&nbsp;

Boarding and search of the three vessels led to the seizure of 300kg high-grade heroin, 5 Ak-47 rifles with 1000 live rounds, from one vessel named Ravihansi. The estimated value of the seized contraband is Rs.3000cr or USD 40cr.&nbsp;

The Sri Lankan boat and its 19 crew members were escorted to Vizhinjam in Kerala for a further joint investigation by Indian authorities.&nbsp;

Speaking about the operation, K Natarajan, ICG Director-General, said that the ICG received the intelligence on 15th March and five ships were diverted, along with an aircraft that was coordinating the operation.&nbsp;

As the vessels were moving suspiciously south of Minicoy on March 18th, the ICG made contact, he added.&nbsp;

“Certain movement indicated that the vessels had contraband on board. We encountered a vessel named Chetrani 6 towing a fishing boat Ravhansi, which had a technical snag. Boarding and searching was done from 18th and after two days of search the concealed weapons and drugs were seized” he said.&nbsp;

According to India’s Coast Guard, this is the second major anti-drug trafficking operation undertaken by them off the West Coast, in the month of March 2021.&nbsp;

Taking a tough stand against organisations with ‘separatist’ affiliations intent to foment trouble” in the Jammu and Kashmir valley, the Indian government is considering banning both the factions of the All Party Hurriyat Conference under the Unlawful Activities (Prevention) Act (UAPA), Indian media reported citing unnamed Indian officials.

This comes after a probe conducted by the government officials revealed that some organisations that were part of the Hurriyat Conference used to collect money from Kashmiri students in lieu of securing MBBS seats in Pakistani institutions, and using that money to fund terror organisations in the Union Territory.

The officials said both the Hurriyat camps are likely to be banned under Section 3(1) of the UAPA, in which “if the Central Government is of opinion that any association is, or has become, an unlawful association, it may, by notification in the Official Gazette, declare such association to be unlawful.”

During the probe, the officials said they found about the alleged involvement of members of the Hurriyat Conference with proscribed terrorist organisations Hizb-ul-Mujahideen (HM), Dukhtaran-e-Millat (DeM) and Lashkar-e-Taiba (LeT).

Constituted in 1993, the Hurriyat Conference consisted of 26 groups, including some pro-Pakistan and banned outfits such as the Jamaat-e-Islami, JKLF and the Dukhtaran-e-Millat. It also included the People's Conference and the Awami Action Committee headed by Mirwaiz Umer Farooq.

The separatist organisation split into two factions in 2005 with the moderate group being led by the Mirwaiz and the hard-line headed by Syed Ali Shah Geelani, until he quit the party in June 2020 due to health reasons.

Meanwhile, there were some reports that the Tehreek-e-Hurriyat, the extremist faction of the Hurriyat Conference led by Syed Ali Shah Geelani, on Sunday removed its signboard at the group's head office at its leader’s residence in Srinagar's Hyderpora area.

The Centre’s “zero-tolerance” policy towards terrorism comes in the backdrop of Union Home Minister Amit Shah asking the stakeholders in the Kashmir valley to monitor growing radicalisation.

Subsequently, a series of raids were conducted by the National Investigative Agency (NIA) in the Union Territory where several of the conglomerate’s cadres were arrested and jailed.

Many of the second-rung cadres of both the factions are in jail since 2017, the officials said.

Both factions of Hurriyat likely to be banned for 'involvement' in terror funding activities in J&K

The National Investigation Agency (NIA) on Saturday carried out searches at 15 locations in Jammu and Kashmir in connection with two cases and arrested one Irfan Ahmed Dar, who provided logistic support and also arranged arms and ammunition for Lashkar-e-Mustafa (LeM) terrorists.

An NIA spokesperson said that the anti-terror probe agency carried out searches at nine locations in Jammu and Kashmir in connection with the LeM case which it registered in March this year, besides raiding six places in connection with the recovery of 5 kg IED from a Lashkar-e-Taiba terrorist in Jammu on June 27 this year.

The official said that in the LeM case, the NIA, along with J&amp;K police and CRPF, conducted searches at nine locations in Shopian, Anantnag and Jammu districts.

The official further said that the NIA recovered many digital devices, including mobile phones, hard disks, memory cards, pen drives and laptops, along with several booklets containing incriminating materials from the premises of the arrested accused and the suspects in the case.

"After the searches, Dar, a resident of Anantnag, was arrested on Saturday," the official said.

The official added that preliminary investigation has revealed that Dar was involved in the conspiracy of carrying out terrorist activities in collusion with other arrested accused persons.

Another NIA official said, "Dar provided logistic support to the members of the newly formed LeM. He was also instrumental in procuring arms and ammunition and then providing them to the LeM terrorists."

The NIA had registered a case in connection with the conspiracy hatched by LeM and its chief, Hidayat-ullah Malik, who recced the office of National Security Advisor (NSA) Ajit Doval, working at the behest of Pakistan-based proscribed terrorist organisation Jaish-e-Mohammed (JeM), to carry out terrorist activities in Jammu in March this year.

Last week, the NIA had arrested two LeM terrorists -- Mohammaf Arman Ali aka Arman Mansuri, and Mohammad Ehsanullah aka Guddu Ansari -- both residents of Bihar`s Saran district. The duo was involved in transportation of two separate consignments of illegal arms and ammunition from Bihar to Mohali and Ambala.

"The said weapons were further transported to Hidayat Ullah Malik, a self-declared commander-in-chief of LeM in Jammu and Kashmir," the official said.

The case was originally registered on February 6 this year in Jammu in connection with a conspiracy hatched by the members of LeM, an offshoot of Jaish-e-Mohammed, to carry out terrorist activities in J&amp;K with an intention to threaten the sovereignty, integrity and security of India.

The NIA had taken over the probe on March 2.

The official said that in the LeM case, the NIA, along with J&K police and CRPF, conducted searches at nine locations in Shopian, Anantnag and Jammu districts. The official further said that the NIA recovered many digital devices, including mobile phones, hard disks, memory cards, pen drives and laptops, along with several booklets containing incriminating materials from the premises of the arrested accused and the suspects in the case. "After the searches, Dar, a resident of Anantnag, was arrested on Saturday," the official said. The official added that preliminary investigation has revealed that Dar was involved in the conspiracy of carrying out terrorist activities in collusion with other arrested accused persons. Another NIA official said, "Dar provided logistic support to the members of the newly formed LeM. He was also instrumental in procuring arms and ammunition and then providing them to the LeM terrorists." The NIA had registered a case in connection with the conspiracy hatched by LeM and its chief, Hidayat-ullah Malik, who recced the office of National Security Advisor (NSA) Ajit Doval, working at the behest of Pakistan-based proscribed terrorist organisation Jaish-e-Mohammed (JeM), to carry out terrorist activities in Jammu in March this year. Last week, the NIA had arrested two LeM terrorists -- Mohammaf Arman Ali aka Arman Mansuri, and Mohammad Ehsanullah aka Guddu Ansari -- both residents of Bihar`s Saran district. The duo was involved in transportation of two separate consignments of illegal arms and ammunition from Bihar to Mohali and Ambala. "The said weapons were further transported to Hidayat Ullah Malik, a self-declared commander-in-chief of LeM in Jammu and Kashmir," the official said. The case was originally registered on February 6 this year in Jammu in connection with a conspiracy hatched by the members of LeM, an offshoot of Jaish-e-Mohammed, to carry out terrorist activities in J&K with an intention to threaten the sovereignty, integrity and security of India. The NIA had taken over the probe on March 2.

The Supreme Court directed the Centre on Wednesday to install CCTV cameras and recording equipment at the offices of investigating agencies, including the CBI, the ED and National Investigation Agency (NIA), which conduct interrogations and have the power of arrest.

A bench headed by Justice R F Nariman said that states and Union Territories (UTs) should ensure that CCTV cameras are installed at each and every police station, at all entry and exit points, main gate, lock-ups, corridors, lobby and reception as also areas outside the lock-up rooms so that no part is left uncovered.

The apex court had in 2018 ordered the installation of CCTV cameras in police stations to check human rights abuses.

It said further that the CCTV systems must be equipped with night vision and have audio as well as video footage and it shall be mandatory for the Centre, states and UTs to purchase such systems which allow storage of data for the maximum period possible, at least one year.

''In addition, the Union of India is also directed to install CCTV cameras and recording equipment in the offices of: Central Bureau of Investigation, National Investigation Agency, Enforcement Directorate, Narcotics Control Bureau, Department of Revenue Intelligence, Serious Fraud Investigation Office (SFIO), any other agency which carries out interrogations and has the power of arrest,''&nbsp;said the bench, also comprising Justices K M Joseph and Aniruddha Bose.

''As most of these agencies carry out interrogation in their office(s), CCTVs shall be compulsorily installed in all offices where such interrogation and holding of accused takes place in the same manner as it would in a police station,''&nbsp;the bench said in its order.

The top court said that in September this year, it had impleaded all the states and UTs in the matter to find out the exact position of CCTV cameras in each police station as well as the constitution of Oversight Committees in accordance with the April 3, 2018 order.

The apex court, while dealing with a matter related to custodial torture, had in July this year taken note of a 2017 case in which it had ordered the installation of CCTV cameras in all the police stations to check human rights abuses, videography of crime scene and setting up of a Central Oversight Committee and such a panel in every state and Union Territory.

In its 12-page order, the bench noted that till November 24, compliance affidavits and action is taken reports were filed by 14 states and the majority of them have failed to disclose the exact position of CCTV cameras in each police station and other details.

It said that state-level oversight committee (SLOC) must consist of secretary or additional secretary of the home department, secretary or additional secretary of the finance department; director-general or inspector general of police and chairperson or member of the state women's commission.

It said district level oversight committee (DLOC) should comprise of -- divisional commissioner or regional commissioner or revenue commissioner division of district, district magistrate and superintendent of police and mayor of a municipality within the district or head of 'zilla panchayat' in rural areas. It also specified the duties of SLOC which included purchase, distribution and installation of CCTVs and equipment, obtain budgetary allocation for the same.

It said DLOC shall have the obligations including interact with station house officer (SHO) about its functioning and to review footage stored from CCTVs in various police stations to ''check for any human rights violation that may have occurred but are not reported''. 
It said adequate funds be allocated for this by the states and UTs at the earliest.

It said duty and responsibility for working, maintenance and recording of CCTVs shall be of the SHO of police station concerned.

It said in areas where there is either no electricity or internet, it shall be the duty of states and UTs to provide the same expeditiously using any mode of providing power, including solar or wind.

''Whenever there is information of force being used at police stations resulting in serious injury and/or custodial deaths, it is necessary that persons be free to complain for a redressal of the same,''&nbsp;it said.

It said SLOC and central oversight body shall give directions to all police stations and agencies to prominently display at the entrance and inside police stations, offices of investigative agencies about the coverage of concerned premises by CCTV and this shall be done by large posters in English, Hindi and vernacular language.

''It shall further mention that CCTV footage is preserved for a certain minimum time period, which shall not be less than six months, and the victim has a right to have the same secured in the event of violation of his human rights,''&nbsp;it said.

It said authorities would implement its order ''both in letter and in spirit as soon as possible.''

SC directs Centre to install CCTV cameras in all interrogation offices, lock-ups

The National Investigation Agency (NIA) arrested suspected Al-Qaeda terrorist Shamim Ansari from Jalangi in Murshidabad district of West Bengal on Saturday.

This is the tenth such arrest within a week in connection with the ongoing investigation to uncover the Al-Qaeda network existing in West Bengal and other states.

On September 19, NIA arrested nine suspected Al-Qaeda terrorists - six from Bengal’s Murshidabad district and three from Kerala’s Ernakulam district.

The statement released by NIA revealed that the operatives were planning to attack vital installations in India and aiming to kill innocent people. “The group was planning to undertake terrorist attacks at vital installations in India with an aim to kill innocent people and strike terror in their minds. Accordingly, NIA registered a case No. RC-31/2020/NIA/DLI on 11.09.2020, and initiated investigation,” read the statement.

Large quantity of incriminating materials including digital devices, documents, jihadi literature, sharp weapons, country-made firearms, a locally fabricated body armour, articles and literature used for making home-made explosive devices have been seized from their possession according to the officials of NIA.

According to the preliminary investigation conducted by NIA, these individuals were radicalised by Pakistan-based Al-Qaeda terrorists on social media and were motivated to undertake attacks at multiple places including the National Capital Region.

Those arrested from Kerala have been identified as - Murshid Hasan, Iyakub Biswas and Mosaraf Hossen.

The six arrested from Bengal have been identified as - Najmus Sakib, Abu Sufiyan, Mainul Mondal, Leu Yean Ahmed, Al Mamun Kamal, Atitur Rehman.

NIA arrests 10th suspected Al-Qaeda terrorist from Bengal’s Murshidabad

The National Investigation Agency (NIA) on Saturday ordered attaching of a property of Jaish-e-Mohammed (JeM) terrorist Irshad Ahmed Reshi, who was arrested by the agency in connection with an attack on a CRPF Group Centre in south Kashmir in 2017

The property, which is a house, is in the name of Irshad Reshi's father Nazir Ahmad Reshi in Pulwama district of Jammu and Kashmir.

The house along with 17 marlas of land, situated in Ratnipora village of Kakapora area in south Kashmir's Pulwama district, was attached as a property that represents proceeds of terrorism and that which has been used for furtherance of activities of the JeM terrorist organisation, an NIA spokesperson said in a statement.

The attaching of the property has been made in exercise of powers granted under Section 25 of the Unlawful Activities (Prevention) Act (UAPA), 1967.

The accused, Irshad Reshi, was an active Over Ground Worker (OGW) of the JeM militant group. He was also a close associate of slain militant and JeM commander Noor Mohammad Tantray alias Noor Trali.

The attack on the CRPF Group Centre at Lethpora in south Kashmir was executed under a conspiracy to avenge the death of Noor Trali, who was killed in an encounter with security forces in December 2017.

Irshad Reshi, who was arrested by the NIA in April 2019, was a key conspirator who provided logistic support like shelter and transport to the militants and conducted reconnaissance of the CRPF Group Centre before the attack.

Five CRPF personnel were killed when JeM terrorists carried out the attack on the CRPF Group Centre during the intervening night of December 30 and 31, 2017.

Three terrorists were killed retaliatory fire.

NIA orders attaching house belonging to arrested JeM terrorist

The National Investigation Agency (NIA) said on Saturday it has arrested nine al Qaeda militants who were planning attacks in several locations including the capital New Delhi.

NIA arrests nine Al-Qaeda terrorists from Kerala, Bengal in multiple raids

The National Investigation Agency (NIA) on Wednesday filed a charge sheet against five people for their alleged association with the banned Islamic State Khorasan Province (ISKP) case, an affiliate of ISIS, officials said.

Those charge-sheeted include Jahanzaib Sami of Delhi; Hina Bashir, a native of Kashmir; Abdullah Basith, a resident of Hyderabad; and Sadiya Anwar Shaikh and Nabeel Siddick Khatri, both residents of Pune.

The charge sheet was filed in a court in Delhi.

The 3,064-page chargesheet, filed under the Unlawful Activities (Prevention) Act and various sections of the Indian Penal Code against Singh and five others, gave a graphical description of the police officer's involvement in providing shelter to the terrorists of the banned group.

The chargesheet said he had saved the number of his contact at the Pakistan High Commission as 'Pak Bhai' (Pakistani brother).

The contact had been giving him various tasks which included deployment of forces and arrival of VIPs in the Kashmir valley.

After having committed himself to Hizbul Mujahideen, Singh was asked to establish a contact in the Ministry of External Affairs by his Pakistani handler so that espionage activities could be carried out there.

However, Singh was unable to make any headway into the nefarious plan of the Pakistani embassy officials, the NIA officials said.

The chargesheet, filed in the first week of July, has accused Singh and others of allegedly waging "war against India" with the help of Pakistan-based terrorists and members of the country's high commission in Delhi.

Besides Singh, others named in the chargesheet are self-styled commander of the Hizbul Mujahideen terror group Syed Naveed Mushtaq alias Naveed Babu, his brother Syed Irfan Ahmad as well as the group's alleged overground worker Irfan Shafi Mir, alleged accomplice Rafi Ahmad Rather and businessman Tanveer Ahmad Wani, former president of the Line of Control Traders Association.

Detailing the conspiracy, the NIA alleged that Deputy Superintendent of Police Singh, who is in a jail here, was "in touch with certain officials of Pakistan High Commission in New Delhi through secure social media platforms.

Investigation revealed that he was being groomed by Pakistani officials for obtaining sensitive information.

The 2019 attack in which 40 Central Reserve Police Force (CRPF) personnel died was the worst terror attack on Indian soil.&nbsp;

Shared enough evidence with Pakistan on Pulwama: MEA

Mohammed Umar Farooq, the nephew of Jaish-e-Mohammed (JeM) chief Masood Azhar, had received Rs 10 lakh in his bank accounts in Pakistan to execute the Pulwama terror attack in which 40 CRPF personnel were killed in February last year, the NIA has said in its chargesheet.

The National Investigation Agency (NIA) probe has shown that Rs 10 lakh in Pakistani currency was credited into three accounts of Farooq, the main accused in the suicide attack case who was later killed in an encounter with security forces, in Allied Bank and Mezaan Bank in that country days before the incident, officials said.

They said the money was deposited by top leadership of the terror group JeM between January and February 2019.

The terrorists had spent around Rs six lakh on procurement of explosives and the Maruti Eeco car used in the attack, the NIA said in its chargesheet filed on Tuesday before a special court in Jammu.

A major chunk of the fund, about Rs 2.80 lakh, was used to procure around 200 kilograms of explosives including ammonium nitrate to trigger a massive car-laden IED attack on the CRPF convoy moving from Jammu to Srinagar on February 14, 2019, they said.

The 200 kilograms of explosives comprised of a lethal concoction of RDX brought from Pakistan, gelatin sticks procured by Mudasir Ahmad, four kilograms of Aluminium powder bought on Amazon by accused Wazi Ul Islam and Calcium Ammonium Nitrate.

The IED was fitted into the Eeco car in two containers weighing 160 kilogram and 40 kilograms to trigger the blast, the NIA said.

Charge sheeted accused Shakir Bashir allegedly collected the explosives -- RDX, Gelatin sticks, Aluminium power and Calcium-Ammonium Nitrate -- and stocked them at his house for making the IED, the agency said.

The terrorists had spent another Rs 2.5 lakh on purchasing and modifying the car to be used in the attack which was also parked in the front-yard of Shakir Bashir's house, it said.

Some money was spent on miscellaneous expenses too, which included purchase of containers for fabricating the Improvised Explosive Devices, officials said.

The NIA probe has shown three bank accounts of Farooq, the main perpetrator, who received the money from January 2019 till February of the same year.

The agency had filed a 13,800-page chargesheet against 19 accused persons in an NIA Special Court at Jammu in connection with last year's terrorist attack on the CRPF convoy at Lethpura, Pulwama, they said.

Jaish-e-Mohammad terrorist Adil Ahmad Dar, who was driving the car laden with explosives, had rammed it into the convoy killing 40 CRPF personnel and grievously injuring eight others.

"The investigation has revealed that Pulwama attack was a result of well-planned criminal conspiracy hatched by Pakistan-based leadership of terrorist organisation Jaish-e-Mohammad.

The JeM leaders have been sending their cadres to the terrorist training camps of Al-Qaida-Taliban-JeM and Haqqani-JeM in Afghanistan for receiving training in explosives and other terrorist tactics," the NIA said in the chargesheet.

The agency said the main accused Umar Farooq was trained in Afghanistan for explosives.

He visited Afghanistan in 2016-17 and had infiltrated into India through the International Border at Jammu-Samba Sector in April, 2018, it said.

Farooq took over as the Jaish-e-Mohammad Commander of Pulwama.

"Accused Shakir Bashir, Insha Jan, Peer Tariq Ahmad Shah and Bilal Ahmad Kuchey provided all logistics and harboured the JeM terrorists in their houses," the NIA has said.

Bashir allegedly did reconnaissance of the movement and deployment of security forces on the Jammu-Srinagar National Highway.

A propaganda video clip of Mohammad Umar Farooq, Sameer Dar and Adil Dar was allegedly prepared at Insha Jan's house which was released immediately after the suicide attack, it said.

The terrorists had prepared the car for the attack by fitting it with the IED on February 6, 2019 but suspended their nefarious plans because of heavy snowfall which led to closing of the National Highway for vehicular movement, the agency said.

They attacked the convoy on February 14, 2019, when the National Highway reopened, they said.

Bashir drove Adil Ahmad Dar till the National Highway, after which Dar drove the car and carried out the blast, it alleged.

Damage to the tune of Rs 32.90 lakh was caused to public property, the probe agency said.

The NIA found that JeM leadership consisting of Masood Azhar, Rouf Asgar and Ammar Alvi alias Chacha alias Chota Masood handled the operation by continuously giving directions and guidance to the Pakistani JeM infiltrators before and after the attack.

NIA confirms money was put in Pakistan bank accounts of Masood Azhar before Pulwama terror attack

28-year-old Abdur Rahman who is a doctor by profession was arrested from his residence in Basavangudi in Bengaluru. The NIA has said that he is in contact with the Islamic State. He was working as an Ophthalmologist at M.S. Ramaiah Medical College, Bangalore.

During interrogation, Rahman confessed that he was conspiring with Jahanzaib Sami and other Syria-based ISIS operatives on secure messaging platforms to further ISIS activities, NIA said in a statement.

Significantly, Rahman had visited an ISIS medical camp in Syria in early 2014 for treatment of ISIS terrorists and stayed with Islamic State operatives for 10 days and returned to India, the NIA said.

"Rahman was in the process of developing a medical application for helping the injured ISIS cadres in the conflict-zones and a weaponry-related application for the benefit of ISIS fighters," the agency said.

After arresting Rahman, NIA carried out searches at 3 premises belonging to him in Bengaluru with the assistance of Karnataka Police and seized digital devices, mobile phone, laptop containing incriminating material.

They were also found to be in touch with Abdullah Basith, who was already lodged in Tihar jail in another NIA case (ISIS Abu Dabhi Module), the agency said, During the further investigation in the case, NIA arrested two more accused — Sadiya Anwar Sheikh and Nabeel Siddick Khatri — both residents of Pune, for being part of the conspiracy to "further the activities of ISIS/ISKP in India" and to "carry out subversive activities in the garb of anti-Citizenship Amendment Act (CAA) protests".

The arrested accused will be produced before the NIA Special Court at New Delhi and NIA remand will be sought for his custodial interrogation, the agency said. Further investigation in the case is continued, NIA said.

Bengaluru doctor making apps for ISIS arrested by NIA

The National Investigation Agency (NIA) has request Interpol to issue a blue corner notice against Faisal Fareed, an accused in the high-profile Kerala gold smuggling case.

Earlier, a non-bailable warrant was issued against Fareed by a special NIA court in Kochi.

The NIA had earlier informed the special court that they will hand over the warrant to Interpol as Faisal Fareed is currently suspected of being in Dubai.According to the agency, Fareed was involved in forging seal and emblem of the United Arab Emirates (UAE) Embassy to commit the crime.

"The documents were forged by Faisal Fareed to ensure diplomatic protection for the baggage. Fareed is the third accused in the case. The gold smuggled into Kerala was not used for jewellery but terror activities. The accused smuggled gold twice in 2019, in two batches of 18 kg and 9 kg," the NIA had submitted before the special court.

Meanwhile, three others accused in the matter — Sarith PS, Swapna Suresh and Sandeep Nair — are currently under the custody of the NIA, which is probing the matter.&nbsp;
