Amid growing demand for resignation of KP Oli in the rival faction of Nepal Communist Party, senior party leader Pushpa Kamal Dahal met the Nepal Prime Minister at his Baluwatar residence on Sunday (July 5). The second round of meeting between the two leaders is likely to take place on tomorrow, reported ANI.

Nepal PM KP Sharma Oli asks cabinet ministers to stand by him

The crucial talks between embattled Prime Minister K P Sharma Oli and the ruling Nepal Communist Party's executive chairman Pushpa Kamal Dahal 'Prachanda' on the issue of power-sharing failed on Sunday, but they agreed to meet again on Monday to sort out their differences ahead of the party's powerful Standing Committee meeting.

The Prachanda faction, backed by senior leaders including Madhav Nepal and Jhalanath Khanal, has been demanding Prime Minister Oli's resignation.

The two leaders failed to reach any agreement as both stuck to their respective stands, said a source close to Prime Minister Oli.

However, they have agreed to meet again for dialogue on Monday ahead of the scheduled Standing Committee meeting to sort out their differences, a senior minister told PTI.

"The two leaders discussed a wide range of issues but no common ground was reached," he said.

The twice postponed powerful Standing Committee meeting of the party on Monday is expected to decide on the political future of the 68-year-old prime minister.

On Saturday, a crucial meeting of the 45-member Standing Committee was postponed until Monday to allow more time for the top leadership to iron out their differences over Oli's style of functioning and anti-India statements.

Meanwhile, Oli has met with the opposition Nepali Congress chief Sher Bahadur Deuba. Although it is not clear what issues were discussed during their meeting, there is speculation that Oli might have sought Deuba's backing to save his government in case the ruling party splits.

On Saturday, Oli said that the ruling communist party is facing a grave crisis, indicating that it may split soon.
Speaking at an emergency meeting of the Cabinet, Oli told the ministers that "some of our party members are also trying to remove President Bidya Devi Bhandari from the power," My Republica quoted a senior leader as saying.
"Now, conspiracies are being hatched to remove me from the post of prime minister and party chairman," Oli said, adding that he will not let it happen.

At least three ministers contested Oli's statements about the conspiracy to impeach the President.

"Ministers including Barshaman Pun, Ghanashyam Bhusal and Parbat Gurung had urged the prime minister that the two party chairs, who are responsible for the party unity, should find a way to resolve the ongoing conflict," said a state minister.

"Bhusal urged the prime minister not to get swayed by unverified information. Pun said that the prime minister should not reach an early conclusion on such matters."

After Oli's remarks, three former prime ministers -- 'Prachanda', Madhav Nepal and Jhanalanth Khanal -- met Bhandari and clarified that the rumour about the NCP leaders trying to remove her from office were untrue.

"The President is an institution. Let's not drag the institution into controversy for our self-interest. Let's not spread rumours about impeaching the President," NCP spokesperson Narayan Kaji Shrestha wrote on Twitter.

During the Cabinet meeting, a defiant Oli said that he will not be forced to accept the party's Standing Committee decision. He urged the ministers to make their position clear whether they support him or not.

"I had to make a quick decision to prorogue the budget session of Parliament last week after coming to know that some of our party members were hatching conspiracy to register an impeachment motion against the President at Parliament," Oli told the ministers.

Prior to the Cabinet meeting, Oli held a one-on-one meeting with President Bhandari at her office in Maharajgunj.
The intra-party rift in the NCP is at its peak after majority of the party's Standing Committee members and Central Secretariat members demanded Oli's immediate resignation from the post of Prime Minister and party chairman, accusing the government of failing to live up to the people's expectations.

Oli has accused Prachanda of non-cooperation in running the government while he is accusing the prime minister of imposing hegemony in the party.

Prime Minister Oli last week claimed that there have been various kinds of activities in the "embassies and hotels" to remove him from power.

He said some Nepalese leaders were also involved in the plot after his government redrew the country's political map by incorporating three strategically key Indian territories -- Lipulekh, Kalapani and Limpiyadhura.

Raising baseless accusations against India and leaders of his own party by the Prime Minister was not appropriate, a senior leader of the party quoted Prachanda as saying during the Standing Committee meeting last week.

Prachanda has time and again spoken about the lack of coordination between the government and the party and he was pressing for a one-man one position system to be followed by the NCP.

In May 2018, when Oli and Dahal announced formation of the Nepal Communist Party, they had reached a gentleman's agreement to lead the government in turn, two-and-a-half years each.

But according to the November 2019 agreement, Oli would lead the government for the full five-year term and Dahal would run the party as "executive chairman".

Dahal has maintained that Oli failed to uphold the spirit of the November 2019 agreement, hence he should abide by the May 2018 gentleman's agreement, making way for him to lead the government.

Oli-Prachanda power-sharing talks fail; both agree to meet again on Monday

The ruling Nepal Communist Party (NCP) has postponed its Standing Committee meeting till Monday in a bid to sort out the differences among party co-chairs, Prime Minister KP Sharma Oli and Pushpa Kamal Dahal and senior leader Madhav Kumar Nepal.

The rival faction of the NCP has demanded Oli`s resignation, while some other leaders have asked him to quit both posts of Prime Minister and party co-chair, reports The Himalayan Times. Oli has, however, refused to quit. According to Standing Committee member Haribol Gajurel, the stalemate continues with both Oli and Dahal sticking to their guns. Dahal told Oli on Saturday that despite the agreement between them on leading the government by turns, he had given the latter the full five-year term, but the Prime Minister failed to run the country well and there was growing frustration in the party, according to Gajurel. Apart from holding one-on-one negotiations, Oli and Dahal are also talking through their confidants to find a middle path. NCP leaders have to consider the possibility that any attempt by the Dahal-Nepal faction to unseat the Prime Minister could lead to a vertical split of the party along with consequences not only at the central level but also the provincial and local levels. "A vertical split amid the coronavirus pandemic could invite political instability, which could reverse all the hard earned political changes," Gajurel was quoted as saying by The Himalayan Times. Another Standing Committee member told The Himalayan Times that the Oli`s decision to bring ordinance to allow party dissidents to split their parties with the support of either 40 per cent members of the Central Committee or the Parliamentary Party, and his decision to abruptly prorogue the budget session of the Parliament had riled rival faction leaders. In Nepal, Prime Minister KP Sharma Oli is scripting his fall. The ruling Nepal Communist Party is headed for a split and Oli is scrambling to stay in power.

Yesterday, he got himself admitted to a hospital citing chest pain, an old and cliched trick of politicians trying to evade a crisis.

Today, he managed to escape a potential 'no confidence' vote.

In exchange for some Chinese funds and the promise of power, Prime Minister Oli has turned a blind eye to China's land grab. He launched a diplomatic war with India over disputed territories, but remains blind to China usurping Nepal's land.

His party and his countrymen aren't blind though. They have called out the Prime Minister and want him out.

Nepal Prime Minister KP Sharma Oli calls for cabinet meeting today

Prime Minister K P Sharma Oli's recent remarks that efforts are being made to oust him after his government redrew Nepal's political map has backfired, with top leaders of the ruling Nepal Communist Party demanding his resignation on Tuesday.

As soon as the powerful Standing Committee meeting of the ruling party started at the PM's official residence at Baluwatar on Tuesday, former prime minister Pushpa Kamal Dahal 'Prachanda' slammed Oli for the remarks he made on Sunday.

"The Prime Minister's remarks that India was conspiring to remove him was neither politically correct, nor diplomatically appropriate," he said.

"Such a statement by the Prime Minister may damage our relations with the neighbour," he warned.

Prime Minister Oli on Sunday said that there have been various kinds of activities in the "embassies and hotels" to remove him from power.

He said some Nepalese leaders were also involved in the game.

Accusing the southern neighbour and leaders of his own party by the Prime Minister was not appropriate, a senior leader of the party quoted Prachanda as saying during the meeting.

Besides top leader Prachanda, senior leaders Madhav Kumar Nepal, Jhalanath Khanal, Vice chairman Bamdev Gautam and spokesperson Narayankaji Shrestha also asked Prime Minister Oli to provide evidence of his accusation and asked to quit the power, he said.

They said the Prime Minister should resign on moral ground as he spoke such "an undiplomatic and nonpolitical remarks."

However, the Prime Minister who was also present at the meeting, did not make any comment.

Prachanda has time and again spoken about the lack of coordination between the government and the party and he was pressing for a one-man one position system to be followed by the NCP.

This is not the first time that the senior leaders asked Prime Minister Oli to resign from his post.

In April also, Oli was asked to resign from the post.

Nepal's ruling party leaders demand PM Oli's resignation

Nepal’s Prime Minister KP Sharma Oli recently accused India of attempting to destabilise his government.

The PM has blamed Indian officials, including those who work in the Indian embassy in Kathmandu, for plotting his exit.

“Given the ongoing intellectual discussions, media reports from New Delhi, embassy’s activities and meetings at different hotels in Kathmandu, it is not very difficult to understand how people are openly active to oust me. But they won’t succeed”, Oli said.

War within?

However, his own party is revolting against him. Oli is not getting along with his party co-chair Pushpa Kamal Dahal, the former Nepalese PM.

Known commonly as Prachand, Dahal and Oli had merged their parties in 2018.

Last week, the standing committee of Nepal's ruling party met to decide on the fate of Prime Ministership. Out of the 45 member standing committee - just 15 are expected to support Oli.

Meanwhile, the rival factions accuse Oli of a virtual takeover of acting unilaterally, for Oli is both prime minister and the party chair. On Friday, he was supposed to attend the party meeting, which he skipped.

Resignation?

Two days ago - the Kathmandu Post reported that the standing committee members are preparing to demand Oli's resignation as prime minister on account of "a poor handling of the covid-19 pandemic."

On Friday, the standing committee discussed Nepal's deteriorating ties with India, and discussed Nepal's decision to redraw the country's maps.

The new maps showed Lipulekh, Kalapani and Limpiyadhura - three disputed territories as part of Nepal. The standing committee was of the view that Oli's government should have held a dialogue with India.

The report says, “Oli has avoided major discussions during the previous standing committee meetings, whenever he feels that he is going to be criticised by his own party members”.

Nepal prime minister K P Oli kicked up a diplomatic firestorm and unleashed a wave of anti-India sentiment.

However, Oli’s campaign to stay in office has taken a turn for the worse and his government could be headed for a collapse.

According to a report published in the Kathmandu Post, Oli’s position as prime minister is on shaky ground and his own party wants him to quit.

Now, the Nepal Communist Party is actually a coalition of two communist parties - one headed by Pushpa Kamal Dahal, better known as Prachanda, and the other by K P Sharma Oli.

Prachanda has served as prime minister of Nepal twice. His supporters accuse the prime minister Oli of failing the party and the government.

To stay in office, Oli took a tough position against India to prove his territorial nationalism. But, the wind is blowing in a different direction now.

This week, Oli’s government faced a series of setbacks - first, the opposition moved a resolution in parliament, saying that China has encroached more than 64 hectares of Nepal's land.

On Wednesday, the Standing Committee of the Nepal Communist Party began its meeting and it was combative. According to the reports, only 11 out of the 44 committee members were on Oli's side.

The Standing Committee was supposed to continue its meeting on Thursday, but prime minister Oli decided to skip it.

In the past, the Chinese ambassador to Nepal has openly intervened in such matters, she held meetings with the ruling party members to sort out differences and keep the government afloat.

Prime minister Oli is clearly caught between a rock and a hard place. He picked China over India, surrendered his sovereignty and the move boomeranged.

Oli's downfall has been a long time coming, Prachand has been at it for a while. Oli is losing Nepal's land to China, he's losing India's sympathy, he's losing his people's confidence, and now he's also losing the support of his own party members.

Will infighting within Nepal's ruling party bring down the KP Oli government?

There are millions of people in India who have ardent desire to visit this country for several reasons including historical ones.

Of course, there are some border disputes with India which are not new and can be sorted out with the Narendra Modi government, which would always want peaceful relations with Nepal. The present time is ideal for Nepal to sort out its issues with India. Instead, the Nepal government has chosen the path of confrontation, which is very unfortunate and certainly not in the interest of Nepal.

Today, even as most countries in the world feel concerned about the territorial expansion policies of China.

The enmity that the present government of Nepal has unwisely developed towards India is clearly evident from the series of actions that the Nepal government has taken during the last few weeks. It has unilaterally changed the map, claiming parts of India to belong to Nepal. The Nepal government has blocked the maintenance work in the embankment on Gandak Barrage, by putting up a barricade on its border with India. The Nepal government has declared that Nepalese man marrying a woman from outside the country would mean that the bride will not be recognized by the Nepal government for seven years.

People with an understanding of the ground realities would readily know that Nepal has nothing to gain by spoiling its relationship with India. Are such sane voices in Nepal heard adequately by the Nepalese government?

Considering the strange and quixotic behaviour of the Nepal government, many people think that the present rulers in Nepal are being guided by the Chinese government to pick up friction with India.

That would be the end of Nepal and gradually the country would become another Tibet. No well-wisher of Nepal anywhere in the world would like this to happen.

Nepal is a beautiful country with people known for several special and laudable attributes. It would be tragic if Nepal would go the Tibet way.

By their short-sighted approach, the present rulers in Nepal are making a historical mistake and one only hopes that they would realize this soon and ensure that further moves towards catastrophe would be checked.

Prime Minister Rajiv Gandhi and Nepal's king Birendra were not the best of friends. Gandhi accused Nepal of being uncooperative. Kathmandu, on the other hand, wanted a more equitable relationship. Nepal began referring to India as a regional power with a colonial mentality.

According to reports, Rajiv Gandhi had even launched a covert operation to bring down the Hindu monarch.

India extended its support to the people's movement in Nepal. But king Birendra could not be dethroned.

In 1989, when Nepal purchased defence systems from China, the Rajiv Gandhi government retaliated with a trade blockade, and Nepal remembers it bitterly.

History repeated itself in 2015. By now, Nepal was dependent on India for 60 per cent of its trade, including all of its fuel, most of its food and medicinal supplies.

In September 2015, two-third of this was snipped. It couldn't have come at a worse time for Nepal as it was just beginning to rebuild itself after a disastrous earthquake.

The Madhesi community blocked the Birgunj checkpoint over their unhappiness with the new Nepalese constitution.

New Delhi pushed for a resolution between the protesters and the Nepali government. India's logic was that its truck drivers were too afraid to enter a burning Nepal. Kathmandu termed the situation as an unofficial blockade by India.

Hit with an immense shortage of oil, gas and medicines, Nepal once again turned towards China, and China seized the opportunity. It ended India's monopoly in the Himalayan country, and lay a debt-trap.

China termed it a strategic relationship. Beijing also stirred the anti-India sentiment.

Over the years, Nepali leaders have repeatedly stressed on the need to revisit river agreements. They have also wanted to rewrite the friendship treaty.

Kathmandu's split from New Delhi has been a long time coming. There were several alarms in the recent years.

In 2018, the Nepalese army did not take part in the first-ever joint military exercise of the BIMSTEC. The Oli government was more interested in participating in Sagaramtha friendship- 2, a joint military exercise with China.

What also drew Nepal away from India was China's Belt and Road Initiative. India and Nepal have had their differences but China's money and Nepal's myopia are turning these differences into disputes.

India-Nepal's bittersweet relationship: a historical friendship turning grim

It comes days after Nepal's National Assembly unanimously passed the Constitution Amendment Bill. The bill will update Nepal's political and administrative map incorporating three Indian territories laying claim over the strategically key areas of Lipulekh, Kalapani and Limpiyadhura along the border with India.

Bihar shares a 729 km long international border with Nepal. Indian officials from the Water Resources Department (WRD) were taken by surprise when Nepalese authorities prevented them to fortify an embankment on Lal Bakey River in the Dhaka block of East Champaran district in Bihar.

According to the authorities, Water Resource Department under the Bihar government had constructed the embankment long back over the river. The river originates from a Himalayan region situated in Nepal and they fortify the bank ahead of the monsoon but were never faced such objection from the Nepalese government.

Reports suggest the authorities tried to sort the issue on a local level but it was not successful, so the Bihar officials have now reported the matter to the federal Home Ministry, Government of Bihar and the Indian Embassy in Nepal.

“Nepal has stopped embankment-related work in Indian territory near the border. We have reported the matter to both, the Bihar government as well as the Union Government. We hope to resolve the issue soon,” east Champaran district magistrate Shirshat Kapil Ashok told the media.

The district magistrate has informed the Geological Survey of India of the entire situation and has urged them to resolve the dispute at the earliest so that the pending embankment work can be completed soon.

“Fortification of embankment in 400 metres, out of a 2.5km-long stretch, was not done. The WRD department has built the embankment till the last point of the border, but now Nepalese authorities are raising objections over it,” the district magistrate told the media on Saturday. He has also held a conversation with Nepalese counterpart but there has been no breakthrough.

In a move that could further weaken relations with India, a key parliamentary panel in Nepal has proposed an amendment to the nation's Citizenship Act that if passed would make a foreign woman wait for seven years to get Nepalese citizenship if she marries a Nepali national.

Even though the proposed amendment is for all foreign citizens, several marriages between Indian and Nepalese nationals take place on a regular basis, implying to many that it is targetting India.

China is not just directly engaged with India, but it is fighting proxy battles too. Case in point: Nepal.

Nepal is a small Himalayan country of 26 million people, with a GDP of 19 billion dollars.

It was once described as the 'yam between the two rocks', by the founder of Modern Nepal, Prithvi Narayan Shah. Little did he know that in 2020, in the middle of a pandemic, the yam would be squashed by one rock.

For Nepal, its alliance with China has come at a very heavy cost. Kathmandu has lost its identity, and is dancing to the tunes of China.

This is very uncommon for Nepal. This has also made it clear that Nepal and China are not just friends or allies, but Chinese government has made Mr. Oli's government as its puppet.

Earlier today, the Nepal Communist Party held a workshop along with the Chinese Communist Party. Apparently, the two sides wanted to share experiences on running the party and the government. A similar workshop was held last year, few weeks before Xi Jinping's visit to Nepal.

There are two takeaways from this so-called virtual worship. First, there is no real sharing of experiences here. These are virtual schools being runs by the CCP. Comrade Oli and his team are being coached by the CCP.

A line from the statement of Pushpa Kamal Dahal, also known as Prachand. He is the chairperson of the Nepal Communist Party -- the ruling party in Kathmandu.

Prachand told the gathering that the relations between Nepal and China are 'nurtured on the basis of sovereign equality'. He was once viewed as India's man, trusted to counterbalance Oli. However, that's not the case anymore.

Another important thing to note is the the timing of this virtual meet. It comes a day after Nepal constitutionally adopted a wrong map, claiming India's territories as its own. It also comes four days after the Galwan skirmish

Four days after so many lives were lost, Nepal's ruling party is taking classes from the CCP.

Mr. Oli is proving to be a fast learner. The first thing he has picked up from the CCP is how to ignore the problems of his people, and that's exactly what he's doing -- turning a blind eye to the problems in Nepal.

The first problem that Nepal locals are facing is the novel coronavirus, which has made over 9,000 people sick in Nepal.

Healthcare in Nepal is a mess. Plus, there's a humanitarian crisis, as some 25,000 Nepali citizens are stranded abroad, without jobs.

Nepal's apex court has asked the government to evacuate them. It had to step in to remind Mr. Oli of his duty as a Prime Minister.

Another problem is the caste-based violence. A 21-year-old Dalit man was recently killed in Nepal. There are have been over 33 cases of violence against Dalits this year. There were at least 84 cases in 2019. There are thousands on the streets protesting these incidents. They have caught the attention of the United Nations and the European Union.

However, Mr. Oli is learning from China to not to care about human rights either.

The next problem is the crippling economy, again affected by the coronavirus. There is no money coming in to Nepal, and no tourists either. Remittances are expected to slide by 14 per cent this year, as per World economic forum.

Interestingly, remittances represent more than a quarter of Nepal's economic output. Any good government would understand the gravity of this situation. But Mr. Oli's poor governance is the reason behind his failed delivery.

Now his politics depends on fanning anti-India sentiment. Ultra-nationalism is politically profitable in Nepal, but remember the law of diminishing returns, and the significance of timing.

Now is not the time to construct helipads, or move troops. And it is never a good time to burn bridges with a friendly neighbour, especially one on whom you depend so heavily.

China is not just directly engaged with India, but it is fighting proxy battles too. Case in point: Nepal. Nepal is a small Himalayan country of 26 million people, with a GDP of 19 billion dollars.

Allies or puppets? Nepal's movement around border raises questions about its friendship with China

Nepal and China's ruling communist parties on Friday held a virtual meeting during which they discussed the current political situation and shared their experience on running the party and government.

However, according to local media reports, some Nepalese leaders raised questions over the timing of the meeting given the border stand-off between India and China and escalating tension between Kathmandu and New Delhi over Kalapani, Lipulekh and Limpiyadhura.

Nepal Communist Party Chairman Pushpa Kamal Dahal and Deputy Prime Minister Ishwor Pokharel were among senior leaders of the party who took part in the video conference with senior Chinese leaders.

During the conference, relations between the two communist parties, the current coronavirus pandemic and the current political situation mainly figured, according to sources close to the NCP.

Dahal during the conference reiterated Nepal's commitment to the 'one China' policy regarding Tibet and Taiwan.
The Chinese side assured the NCP leaders that China will continue to extend help to Nepal in its fight against the spread of the coronavirus. Party chairman Dahal said that Nepal will not accept any foreign assistance that is linked to foreign security interests.

Dahal's statement comes at a time when there is hot debate going on within the ruling NCP about whether to accept the US' economic assistance under the MCC (Millennium Challenge Corporation) which is linked to the US's Indo-Pacific Strategy.

According to a report in the Kathmandu Post, a central member of the NCP, on the condition of anonymity, said he was wondering if the timing for the meeting is right, given the border India-China military tension and souring of the relationship between Kathmandu and New Delhi over Kalapani, Lipulekh and Limpiyadhura areas.

Former foreign minister Kamal Thapa said that such a meeting was objectionable.

"Objectionable, a neo-colonial practice," Thapa, also the chairman of the Rastriya Prajatantra Party, wrote on Twitter.

"What will happen if other political parties also start receiving training and financial assistance from foreign parties whom they are comfortable with? Is it an attempt to make Nepal a playground for international forces??"

Nepal on Thursday completed the process of redrawing the country's political map through a Constitutional amendment, incorporating three strategically important Indian areas in a move that could severely jolt bilateral relations.

India has already termed as "untenable" the "artificial enlargement" of the territorial claims by Nepal after its lower house of Parliament on Saturday unanimously approved the new political map of the country featuring Lipulekh, Kalapani and Limpiyadhura areas which India maintains belong to it.

Meanwhile, Nepal's Foreign Minister Pradeep Kumar Gyawali took part in the high-level video conference on "Belt and Road International Cooperation: Combating COVID-19 with Solidarity" chaired by Chinese Foreign Minister and State Councillor Wang Yi.

On the occasion, Gyawali underlined that mutual support and collective efforts and the cooperation from multilateral institutions are vital in combating the COVID- 19 pandemic. The WHO should be strengthened further and supported with core resources and technologies to promote international cooperation, he said.

Appreciating the role played by BRI in playing high-quality development in the partner countries, he underscored the importance of the new initiative of Health Silk Road under BRI aimed at facilitating trade in anti-epidemic medical supplies and enhancing cooperation in fighting infectious diseases.

Nepal's Upper House on Thursday passed a controversial bill that claims Indian territories of Lipulekh, Kalapani and Limpiyadhura as its own.

The Constitution Amendment Bill will now go to the President, Bidhya Devi Bhandari, for her signature and then the new map will become part of the national emblem of Nepal.
