Earlier, the Lower House of Nepal's Parliament on June 13 unanimously voted to amend the Constitution to update the country's new political map, laying claim over the strategically key areas of Lipulekh, Kalapani and Limpiyadhura along the border with India. The ties between India and Nepal came under strain after Defence Minister Rajnath Singh inaugurated an 80-km-long strategically crucial road connecting the Lipulekh pass with Dharchula in Uttarakhand on May 8.

Nepal reacted sharply to the inauguration of the road claiming that it passed through Nepalese territory. India rejected the claim asserting that the road lies completely within its territory.

Nepal last month released the revised political and administrative map of the country laying claim over the strategically key areas. India has been maintaining that these three areas belonged to it.

Nepal Parliament's special session began on Saturday to discuss a key Constitution amendment bill tabled by the government to revise the country's political map, laying claim over the strategically key areas of Lipulekh, Kalapani and Limpiyadhura along the border with India.

The House of Representatives opened the discussion on the amendment bill which will be put for voting after the deliberations are over, said spokesman at the Parliament Rojnath Pandey.

He said the House has been working to put the bill to vote on Saturday.

Endorsement of the bill is certain as the Opposition Nepali Congress and Janata Samajwadi Party-Nepal have vowed to back for the government bill to amend Schedule 3 of the constitution to update the national emblem by incorporating the new map, sources said.

The bill will be endorsed through a consensus, a senior minister told PTI.

Two-thirds majority of the 275-member Lower House is required to pass the bill.

Once the bill is passed by the Lower House, it will be sent to the National Assembly where it will undergo a similar process.

The NA will have to give lawmakers 72 hours to move amendments against the bill's provisions, if any.

After the National Assembly passes the bill, it will be submitted to the President for authentication, after which the bill will be incorporated in the Constitution.

On June 9, the Parliament unanimously endorsed a proposal to consider the bill to pave way for endorsing the new map.

The government on Wednesday formed a nine-member team of experts to collect historical facts and evidence related to the area.

Diplomats and experts, however, questioned the government's move, asking why the task force was formed when the map has already been released and approved by the Cabinet.

The ties between India and Nepal came under strain after Defence Minister Rajnath Singh inaugurated a 80-km-long strategically crucial road connecting the Lipulekh pass with Dharchula in Uttarakhand on May 8.

Nepal reacted sharply to the inauguration of the road claiming that it passed through Nepalese territory. India rejected the claim asserting that the road lies completely within its territory.

"We will get back the land occupied by India through holding a dialogue," Oli said while responding to questions in Parliament on Wednesday.

Nepal's Parliament is set to hold a special session on Saturday to vote on a constitutional amendment to come out with a new political map laying claim over the strategically key areas of Lipulekh, Kalapani and Limpiyadhura along the border with India, sources said on Thursday, notwithstanding a strong protest by New Delhi.

A house meeting has been scheduled for Saturday as per the Parliament's notice and the matter relating to the constitution amendment bill is likely to come during the meeting, parliamentary sources said.

Nepal continues to up the ante. The amendment to rewrite the map has received the full support of the house of representatives -- the lower of the parliament.

Gravitas: Nepal blames India for Wuhan virus

Nepal on Tuesday reiterated its offer to hold diplomatic talks with India to resolve the territorial issue between the two countries.

'Confident that issue can be resolved through dialogue' says Nepal's foreign minister

Is Nepal apprehensive as its amendment bill to rewrite the border with India reaches the parliament? Is it too late for Nepal's Foreign Minister to demand talks with India?

Gravitas: Nepal's Map Amendment Bill In Final Stages

Nepal is hell-bent on rewriting its border with India. In a few days, the new map is likely to get complete constitutional backing. The constitutional amendment bill was introduced in the parliament today. It is said to have been welcomed by the opposition party in the lower house.

The bill is now making its way to the upper house. However, is Nepal getting cold-feet as the bill nears the final stages?

Now, the foreign minister is calling for talks with India. In this interview with the Associated Press, Foreign minister Pradeep Gyawali is seen explaining the new map of Nepal. He is also seen pointing at the disputed territory with India. The new map by Nepal marks the disputed territory of Lipulekh as its own.

The amendment bill also depicts areas of Kalapani and Limpiyadhura within its own borders. These territories belong to India. Now unabashedly, Nepal wants to sit at the table to settle all the problems. India's stance is clear. Dialogue is possible only if Nepal tapers its ambition of claiming India's territories as its own. Also, India wants to direct its full energy in containing the virus outbreak. If Nepal was open to talks it would not be opportunistic.

The amendment bill would not have been tabled until talks were held. The main point of contention is the Lipulekh road, which serves as the shortest route between New Delhi and Kailash-Manasarovar. With Nepal now claiming Lepulekh as its own, it took offence to India's defence minister Rajnath Singh inaugurating the road in May.

Now, Nepal's foreign minister is audaciously justifying the decision to pressurise India during the pandemic. Without prejudice and bias, he says. Nepal raised the dispute with India as Indian and Chinese troops clashed near the Sikkim border. The timing was just right Or, should we say coordinated?

It's Nepal's prejudice and bias towards china that must be questioned. It's the political manoeuvring of the pro-Chinese prime minister KP Sharma Oli that must be blamed For souring the relations between the two countries.

Nepal has reportedly sought foreign secretary-level talks with India via video conferencing. However, it seems unlikely that India will agree at this stage when the Himalayan nation is all set to pass the Second Constitution Amendment Bill next week, which will give it a legal backing to the updated map that claims parts of the Indian territory.

Nepal watchers here in New Delhi believe India has always offered talks but this depends on reasonableness- if Nepal unilaterally prejudges the situation then it is willfully complicating the prospects of any settlements through talks.

Nepal has fast-tracked the process of bringing the constitution amendment. It is learned that KP Sharma Oli's government has secured the support of opposition Nepali Congress and is likely to pass the amendment with the desired two-third majority on June 9. Even if Madhesi parties oppose the move, numbers are stacked in favour of the amendment.

Nepal aims to further strengthen its relations with the neighbouring nations, Finance Minister Dr Yubaraj Khatiwada has said.

"Foreign policy will be drafted on the basis of mutual benefits and respect, international commitment and responsibilities and justice," said Dr Khatiwada while presenting the annual budget for 2020-21 in parliament on Thursday.

"For the promotion of national interest, relations with neighbouring nations, development partners, labour hosting nations along with other friendly nations, for the security, decent employment opportunities and social security of Nepali working abroad, diplomatic missions would be given the charge," added Dr Khatiwada.

Tension has been mounting between New Delhi and Kathmandu after the issuance of the political map by Nepal including the Lipulekh, Kalapani and Limpiyadhura, which India earlier had included in its map issued in November.

Diplomatic ties between the nations were further adversely affected after the inauguration of road linking Kailash Mansarovar via Lipulekh on May 8 after which Nepal handed over the diplomatic note to India objecting the move.

Prior to the handover of the diplomatic note, Nepal had also strongly objected to India's move to construct the road. Following a strong objection from Nepal, the Ministry of External Affairs (MEA) had said the road going through Uttarakhand's Pithoragarh district "lies completely within the territory of India."

Nepal said it has "consistently maintained" that as per the Sugauli Treaty (1816), "all the territories east of Kali (Mahakali) river, including Limpiyadhura, Kalapani and Lipu Lekh, belong to Nepal."

The Defence Ministry had said the Border Road Organisation (BRO) in Uttarakhand has connected Kailash Mansarovar route to Lipulekh pass, which will provide connectivity to border villages and security forces.

After the issuance of a new map on May 18, Nepal on May 22 had registered an amendment proposal to formally include the map in the lately promulgated "Constitution of Nepal 2077."

As the constitution amendment requires a two-thirds majority, the government this week took the decision off the schedule as Nepali Congress, main opposition asked for time to decide on it through its Central Committee meeting, which is scheduled for Saturday.

The government put off the move on Wednesday, but the proposal of the amendment is intact. Though the ruling Nepal Communist Party withholds two-third majority in Upper House, it falls short of dominance in the Lower House compelling it to seek support from other parties.

The House of Representatives or the Lower House of the Himalayan Nation has 275 seats out of which, the ruling NCP has 174 seats and runs short of 10 seats for a two-thirds majority. Main opposition Nepali Congress in the last parliamentary election won 63 seats and the Janata Samajbadi Party has 34 seats.

After the delay in the amendment move, India on Thursday acknowledged that it is open for engagement with all its neighbours on the basis of mutual sensitivity and respect in an environment of trust and confidence.

Speaking on the issue, MEA Spokesperson Anurag Srivastava on Thursday mentioned that India continues to monitor the situation in Nepal.

"On the recent developments on the boundary issue, we continue to monitor the situation in Nepal. We note that this matter is receiving careful consideration in Nepal, taking its seriousness into account. India is open to engaging with all its neighbours on the basis of mutual sensitivity and mutual respect, in an environment of trust and confidence. This is a continuous process and requires constructive and positive efforts," he said.

Mr Srivastava said that in recent years, the bilateral relations have been on an upward trajectory.

"India attaches great importance to the deep-rooted historical, cultural and friendly relations with Nepal. In recent years, our relations have been on an upward trajectory, which is evident from expanding and diversified bilateral cooperation and increased the Government of India's assistance for development and connectivity projects," he said.

"Even in these challenging times of COVID-19 pandemic, India has ensured unimpeded trade and supply of essentials including medicines to Nepal, besides providing assistance in terms of medical supplies and other facilitation," he added.
