A major university in the United States has shifted to online classes after a former professor threatened mass shooting on the campus.

The administration of UCLA in Los Angeles has told its 44,500 students that the studies would henceforth be conducted remotely.

The latest directive came following the arrest of former philosophy lecturer Matthew Harris on Tuesday who posted over 300 threatening videos on YouTube, and then sent an 800-page manifesto to staff threatening mass shooting.

The 31-year-old man had worked at UCLA till last year. He was put on leave after complaints from students that he had sent pornography videos to them.

“"Upon reviewing parts of the manifesto, we identified thousands of references to violence, stating things such as killing, death, murder, shootings, bombs, schoolyard massacre in Boulder,” Boulder Police Chief Maris Herold told reporters.

"The level of violence that we saw in the manifesto was obviously so alarming. We have not made connections yet across states, and that's why we have federal partners looking at this as well. But I can tell you it's very violent, very disturbing."

Mass shootings, particularly in schools, shopping malls and places of worship, are a recurring problem in the United States that successive governments have failed to curb.

Despite a majority of the US public being in favour of stricter gun control rules, attempts to limit access to firearms are regularly stymied by a powerful gun lobby, which cites a constitutional right to bear arms.

Gun violence claimed more than 44,000 lives in 2021, including suicides, according to the Gun Violence Archive, reported AFP.

A Ukrainian soldier shot dead five people and injured another five at a military plant, the country’s interior ministry said Thursday.

The incident took place in the early hours of Thursday at a state-owned machine-building factory in the eastern city of Dnipro when weapons were being issued to the guards at the start of a shift, a police statement said.

The attacker opened fire with a Kalashnikov assault rifle and afterwards fled the scene, the interior ministry said, adding: “As a result, five people died and another five were injured.”

A female soldier was among those who died after succumbing to her injuries. The doctors are “fighting” to save the lives of those injured, Ukraine's Interior Minister Denys Monastyrsky said on Facebook, where he sent his condolences to the victims' family and friends.

The 20-year-old Ukrainian National Guard service-member, who was on the run, was caught around 20 kilometres north of the shooting site.

The plant where the shooting took place works with Ukraine's State Space Agency to produce rocket and airspace technology, including missiles systems and space launch vehicles, according to state news agency Ukrinform.

President Volodymyr Zelenskyy has ordered a probe into the incident. He called the mass shooting "terrible" and offered condolences to the victims' families and friends.

The attack comes at a time when Ukraine is locked in a tiff with Russia over reports of a military build-up near its borders.

The US and other NATO members have accused Russia of planning an invasion of the country. Kremlin denies the charge.

A deadly weekend of mass shootings in the US ended with 9 incidents- claiming 15 lives. The spate of attacks has triggered the debate on gun rights and the relevance of the Second Amendment. Palki Sharma tells you how gun lobbies still hold sway over US leaders.

Gravitas: Deadly weekend of mass shootings in the US

Five people were hospitalized after being shot and injured in Shreveport, Louisiana, CBS-affiliated television station KSLA reported late on Sunday (April 18), the third multiple shooting reported in the United States with 24 hours.

In a briefing to local news outlets, police said they were in the first stages of investigating the incident without confirming the number of people admitted to hospital nor their condition.

One victim was shot in the head, while another suffered multiple gunshot wounds, according to local online news site Love Shreveport-Bossier.

Sunday's incidents came with the United States already on edge over a surge in shootings in recent weeks. A gunman killed eight workers and himself at an Indianapolis FedEx center on Thursday (April 15) night, with at least seven deadly mass shootings reported in the United States over the past month.

In Shreveport, located in northwest Louisiana, multiple police units were dispatched to the scene of the incident, which took place around 9 p.m. local time (0200GMT) on Sunday on Hearne Avenue, according to the KSLA report. Victims were taken to Ochsners LSU Health and other local hospitals, the report added.

Reuters was not immediately able to contact local police. The Shreveport mayor's office didn't immediately respond to Reuters' request for comment.

Earlier on Sunday, three people died at an apartment complex in Austin, Texas and authorities were hunting for a former deputy sheriff wanted in connection with the fatal shooting. Separately, three people were killed and two wounded in a shooting at a bar in Kenosha County, Wisconsin, in the early hours of Sunday.

The spate of shootings has increased public pressure to tighten gun regulations. Most Americans support tougher gun laws, according to Reuters/Ipsos polling, but Washington has done little to address the problem in recent years.

US President Joe Biden on Friday ordered flags to be lowered to half-mast at White House and all US givernment building as a sign of mourning for Indianapolis mass shootout that claimed 8 lives.

"Too many Americans are dying every single day from gun violence. It stains our character and pierces the very soul of our nation," Biden said in a statement, noting that he'd ordered flags at half-staff just weeks ago after another shooting.

Late on Thursday (local time) a gunman opened fire at a FedEx facility in Indianapolis. The gunman died apparently from a self-inflicted wound.

Indianapolis Metropolitan Police Department spokesperson Genae Cook said that when officers arrived at the FedEx facility, they found an "active shooter incident,"

Joe Biden said that he and US Vice President Kamala Harris had been briefed on the killings

"Today's briefing is just the latest in a string of tragedies, following closely after gunmen firing bullets in broad daylight at spas in and around Atlanta, Georgia, a grocery store in Boulder, Colorado, a home in Rock Hill, South Carolina, and so many other shootings," Biden said.

The Democrat is pushing for tighter controls on people buying firearms and says he would like to see an end to availability of military style rifles. There is little chance so far of major legislation in Congress, with Republicans fiercely opposed to new laws.

Indianapolis shooting: Biden orders flags to be lowered to half-mast

In California, a 9-year-old child was one of four people shot dead at a real estate office Wednesday. Shortly before that, 10 people were massacred in a Colorado grocery store, and eight people were executed in Atlanta-area spas.

More Americans have died from guns just since 1975, including suicides, murders and accidents (more than 1.5 million), than in all the wars in U.S. history, dating back to the Revolutionary War (about 1.4 million).

No one is spared. In a typical year, more children from infancy through 4 years old are fatally shot in the United States (about 80) than police officers (about 50 or fewer).

The main challenge for effective policy is that the United States may now have more guns (around 400 million) than people (330 million). The United States has 4% of the world’s population but about 40% of the firearms in civilian hands.

When Europeans lose their tempers, they punch someone; Americans pull out a handgun. Foreigners express road rage by cursing; a driver in North Carolina recently expressed his by firing shots into another car, killing a mother of six. Abroad, brutish husbands put wives in hospitals; American husbands put wives in coffins.

The guns used in highly publicized mass shootings get the most attention, and they reflect the changing American arsenal. I’m writing this on my family farm in Oregon where I grew up with firearms; there’s a .22 rifle in the closet. Those kinds of hunting rifles are rarely used in crimes, but in recent decades the “cool” weapons in some circles have become military-style semiautomatic rifles like the AR-15 and AK-47 and military-style pistols like the Glock 17 that were designed to kill people.

“Assault rifles are the weapons of choice when someone wants to kill as many people as possible,” noted Michael Weisser, a gun store owner, author, NRA member and self-described “gun nut” who has also sponsored a petition to ban assault rifles. “Since 2012 there have been 10 mass shootings resulting in 30 or more dead or wounded victims. Every single one of these shootings was accomplished with an AR or an AK.”

I’m sympathetic to the aim, but also wary. I’m not sure it’s possible to get any gun legislation through Congress right now, and certainly not a ban on assault weapons. It’s also true that while liberals loved the assault weapons ban for the 10 years it was in effect, there is no strong evidence that it saved lives — but it did turn the AR-15 into a conservative icon, so that today there appear to be more AR and AK rifles in private hands than in the U.S. military. And most crime and deaths involve handguns, not rifles.

But there is a way to stem the tide of a new type of gun that is proliferating unchecked. President Joe Biden can use executive action to crack down on “ghost guns,” which avoid regulation and serial numbers because they are sold unfinished or as kits.

“Ghost guns have taken off, and they’re untraceable,” said Dr. Garen Wintemute, a gun violence expert at the University of California at Davis.

Law enforcement agencies recovered about 10,000 ghost guns in 2019, and they account for 30% of all firearms taken in gun trafficking investigations in California. Ghost guns have been used in at least three mass shootings in California, Wintemute said.

White nationalists have seized upon the chance to build secret arsenals through ghost guns. Last year, a supporter of the extremist boogaloo movement allegedly used a ghost weapon to kill a law enforcement officer, and the men accused of plotting to kidnap Michigan’s governor, Gretchen Whitmer, also had ghost guns.

A computer-controlled milling machine called the Ghost Gunner 3, the size of a laser printer, makes it even easier to produce ghost guns. It is now available for mail order for $2,120 and can churn out many imitation Glock handguns or AR-15 assault rifles in a day.

“Ghost Gunner 3 allows you to manufacture firearms with confidence and ease, in the privacy of your own home,” the website boasts. For those on a budget, “layaway options available.”

Ghost guns evade the law because the federal government defines firearms so as not to include so-called 80-percenter guns, which are not quite finished but can be quickly turned into a finished weapon. The Ghost Gunner 3 uses 80-percenter units as the base for complete weapons.

If you order a disassembled couch kit from Ikea, you’re still ordering a couch, stated Daniel Webster, a gun policy expert at Johns Hopkins University. The Biden administration should take executive action to redefine a firearm to include kits and 80-percenters.

“This is a huge and important thing to address,” Webster said. “It’s a huge threat.”

We also need universal background checks, red flag laws, curbs on people with violent misdemeanor records acquiring weapons, and more. But given the difficulty of pushing meaningful gun safety legislation through Congress, I understand why Biden is focusing on infrastructure rather than firearms legislation: Significant reforms just won’t get through Congress even as more than 100 Americans die each day from guns.

But Biden should move urgently to take executive action, to reduce the threat of ghost guns, to gather better gun data and to publicize where weapons used in crimes come from. States should also move forward. We can continue to lay the groundwork.

It’s also true that some of the most cost-effective steps to reduce gun violence don’t involve firearms directly and thus are less controversial. They include investments in “violence interrupters,” who stop urban cycles of violence, or support for programs like Becoming a Man that help at-risk youths build a better future.

All of this isn’t enough to stop the parade of gun deaths. It’s frustratingly inadequate. But even modest steps are both urgently needed and an essential way forward.

US President Joe Biden has called for a ban on assault weapons, a day after the second deadly mass shooting in a week that left ten people dead in Colorado and sparked urgent new calls for gun control.

Biden spoke in Washington hours after a 21-year-old man was charged with shooting 10 people in a supermarket in Boulder, Colorado. That massacre came less than a week after another gunman shot dead eight people at multiple spas in the Georgia state capital Atlanta.

Together the killings ignited new calls for politicians to act -- but on Tuesday the familiar bipartisan divide was emerging once more.

The Democrat called on the Senate to approve two bills passed by the House of Representatives on March 11 that would broaden background checks on gun buyers. He also called for a ban on assault-style weapons.

Biden said he did not "need to wait another minute, let alone an hour, to take common sense steps that will save lives in the future and to urge my colleagues in the House and Senate to act."

"We can ban assault weapons and high capacity magazines in this country once again," Biden, recalling that Congress previously overcame its divisions to pass a 10-year ban on such weapons back in 1994, said.

"This is not and should not be a partisan issue. This is an American issue. It will save lives. American lives. And we have to act."

Tighter gun control is overwhelmingly popular with Americans -- but Republicans have long stood against what some view as any infringement on their right to bear arms.

This month the House of Representatives passed two measures aimed at enhancing background checks and closing a loophole related to a deadly 2015 church shooting in Charleston, South Carolina.

The bills address a popular premise among American voters -- that background checks be required for all US firearm sales, including those at gun shows. But they are unlikely to pass through the Senate, which would require at least nine Republicans to vote for them.

Nevertheless majority Senate leader Chuck Schumer said he had committed to bringing background checks to the floor. "This Senate is going to debate and address the epidemic of gun violence in this country," he said Tuesday.

Press Secretary Jen Psaki told reporters the White House was "considering a range of levers, including working through legislation, including executive actions."

The Colorado suspect, Ahmad Al Aliwi Alissa, was in hospital after being shot in an exchange of fire with officers during the Monday afternoon attack on King Soopers supermarket in Boulder, 30 miles (50 kilometers) northwest of state capital Denver.

He is charged with ten counts of murder in the first degree and will be shortly transported to Boulder county jail.

The United States has the world's highest rate of civilian gun ownership, RAND Corp research shows, and a gun fatality rate consistently higher than other rich nations. There were more than 43,000 U.S. gun deaths last year, according to the Gun Violence Archive.

Activists say executive actions that Biden could take right away include strengthening background checks, giving money to cities to fight gun violence, and regulating the market for "ghost guns" - partially assembled guns that aren`t subject to the same rules as most firearms.

Dozens of shocking mass shootings in the United States over the past decade, including an elementary school attack that killed 26, have failed to spur lawmakers into action on gun control legislation, thanks in large part to opposition from congressional Republicans and the National Rifle Association.

Biden calls on Congress for assault weapon ban after Colorado shooting

Colorado officials have revealed more details about attackers who resorted to go on a shooting spree that ended up claiming over 10 lives at a grocery store.

Colorado mass shooting: 21-year-old Ahmad Alissa behind attack

The suspect indicted in the Colorado mass shooting was seen sitting in his car and fiddling with a gun, two days before police say he armed himself with an AR-style semi-automatic rifle and a handgun and donned a tactical vest.

The gun did not look like a rifle featured in old Western movies. Rather, it looked like a "machine gun," his sister-in-law told police.

That day, the sight rattled the family.

Ahmad Al Aliwi Alissa, in response, said a bullet had become stuck. The family took it away from him, upset he was playing with a gun in the house.

On Monday, police said, the 21-year-old man stormed a King Soopers supermarket in Boulder and killed ten people with a spray of bullets.

Little is known about Alissa or what may have motivated him to open fire at the store. The ten victims ranged in age from 20 to 65 and included Eric Talley, an 11-year veteran of the Boulder police force.

According to the court affidavit, Alissa purchased a Ruger AR-556 semi-automatic pistol -- a weapon that resembles a semi-automatic rifle and has a 30-round capacity -- on March 16, six days before the shooting. His sister-in-law told investigators that she believed the gun his family had taken from Alissa was back in his room as of Monday night.

Alissa had once faced a court summons for third-degree assault after punching a classmate in the face multiple times -- in November 2017, according to an incident report released on Tuesday by the Arvada Police Department.

Alissa told the investigating officer the classmate had previously called him a "terrorist" and other racist names and had taken a video of him in the classroom and posted it online, making him angry.

The suspect's 34-year-old brother told The Daily Beast that Alissa was antisocial and paranoid, and had talked at times in high school about "being chased" or said someone was looking for him.

Alissa, who was treated for a leg wound suffered in an exchange of gunfire with responding police, is in jail awaiting an initial court appearance on murder and other charges. Authorities said they were confident he acted alone.

John Oliver has something to say on the recent mass shootings in Atlanta after US President Joe Biden called it “un-American”. In the Sunday’s episode of Last Week Tonight, John slammed Joe Biden after the president called mass shootings "vicious hate crimes against Asian Americans who've been attacked, harassed, blamed and scapegoated. It's wrong, it's un-American and it must stop."

On his show, John Oliver showed a clip of Joe Biden's remarks last week condemning the attacks as he agreed with the sentiment but added, "I am really glad that he condemned hate crimes against Asians there but to say they are un-American — I would love to visit the nation that exists in Joe Biden's head. Because it's a place where racism is [using air quotes] 'not who we are' and racist attacks against Asians are somehow 'un-American' despite the fact that, far be it for me to explain this to someone who seem like he's lived through most of American history, anti-Asian racism has long been a fact of American life."

He cited various examples, from "the treatment of Chinese railroad workers in the 1800s" to the Chinese Exclusion Act to the internment of Japanese-Americans in World War II to the 1982 murder of Chinese-American Vincent Chin by two white auto workers who blamed him for losing their jobs and used racial slurs during the attacks.

John added, "Not only are attacks against Asians very much American, so is denying that they're racist. It's so American, in fact, that the National Anthem should begin, 'Oh say can you, it's not about race?'"

The chat show host went on to criticize authorities for refusing to label the shootings a hate crime.

Fourteen people were injured after gunfire erupted outside a funeral home on Chicago’s South Side, police officials said Tuesday.

One person was in custody and additional suspects were being sought after the operation was done with.

Mourners outside a funeral home were fired upon from a passing SUV, police said, and several targets of the shooting returned fire. The SUV later crashed and the occupants fled in several directions. One person of interest has been taken into custody.

All the victims were adults, and were taken by the Chicago Fire Department to nearby hospitals in serious condition.

At least 60 shell casings were found at the scene of the shooting. It wasn’t immediately known if anyone other than attendees of the funeral were victims, nor if anyone in the SUV had been wounded.

The shooting comes as the Department of Homeland Security is planning to deploy dozens of federal agents to Chicago to deal with an uptick in violent crime in the city.

The Trump administration had earlier sent federal officers to Portland, Oregon, after weeks of protests there over police brutality and racial injustice that followed the killing of George Floyd in Minneapolis.

Trump has framed such protests in the nation’s large cities as a failure by “liberal Democrats” who run them, praised the officers’ actions and said he was looking to send agents to other cities.
