Pathanamthitta District Collector PB Nooh said that all basic necessities such as toilets, water kiosks and medical emergency centres are in place.

"All basic arrangements are in place. We have deployed over 800 medical staff and established 16 medical emergency centres. Around 2,400 toilets and more than 250 water kiosks are ready. We have more than 1,000 sanitation workers deployed to ensure a clean atmosphere," he told reporters here.

Earlier in the day, Kerala Devaswom Board Minister K Surendran said the state government will not provide protection to any woman visiting the temple and those who need protection should get an order from the Supreme Court.

The opening of the Sabarimala Temple comes a day after a five-judge bench of the Supreme Court had referred a clutch of petitions seeking review of its order which paved the way for the entry of women into Sabarimala temple in Kerala to a larger seven-judge bench by a majority 3:2 ruling.

The top court also observed that the right to worship by an individual cannot outweigh the rights of a religious group.

While Chief Justice Ranjan Gogoi, Justices A M Khanwilkar and Indu Malhotra sent the review petitions to a larger bench, Justices Nariman and Chandrachud authored a dissenting judgment.

The review petitions challenged the authority of the apex court to intervene in the belief of the people. It argued that the temple deity is a "Brahmachari" (celibate) and "centuries-old beliefs" should not be disturbed by the entry of menstruating women worshippers.

Kerala government on Tuesday decided to form a committee headed by the chief secretary to look into cases related to sexual exploitation of children under the Prevention of Children from Sexual Offences Act (POCSO).

This comes in the wake of the recent acquittal of three accused in a POCSO case which pertains to the deaths of two sisters who were allegedly sexually abused and killed in Walayar town of Palakkad in 2017.

Kerala Chief Minister Pinarayi Vijayan chaired a high-level meeting to discuss POCSO cases and decided to form a committee under chief secretary Tom Jose with the aim to ensure efficient handling of cases and their disposal at the earliest.

Members of the committee will include secretaries of home, education, health, social justice, law, SC/ST development departments. The committee will submit its report to the state government once in two months.

The chief minister said that counseling facilities should be made available for children in all schools and they should be encouraged to speak about any assault, including any incident inside their houses.

Training will be given to counsellors in this regard and an awareness of the law, he said.

Vijayan added that proper sex education should be included in the school syllabus and directed police and excise authorities to ensure that the sale of alcohol and narcotic substances should be strictly prohibited near schools.

Tuesday`s high-level meeting also decided to strengthen the cyber forensic laboratory to help prevent crimes against children.

The chief minister also said that police and social department should work to identify houses where women stay alone (mother and daughters) and such families should be given protection.

Among other points raised in the meeting was about spreading awareness among parents to avoid their children being subjected to any kind of violence.

"Education department should ensure this and the PTA meetings in schools should be used for this. Also, the child welfare officers in every police station must be in regular contact with schools in their area," Vijayan said. He said that more funds will be allowed to set up POCSO courts to dispose of cases at the earliest.

Kerala government toughens stance on sexual assualt cases against minors

Kerala Chief Minister Pinarayi Vijayan on Monday said that it is not possible to make laws to circumvent the Supreme Court's order permitting entry of women of all age into the Sabarimala temple.

Pranjal Patil, India's first visually challenged woman IAS officer on Monday took charge as Sub-Collector of Thiruvananthapuram.

National Commission for Minorities vice-chairman George Kurian has written to Union Home Minister Amit Shah claiming that Christian girls are "soft target" for Islamist terror recruiters in Kerala.

Kurian has appealed Shah to take cognisance into the matter and order an investigation by the National Investigating Agency (NIA) and bring in an effective law to curb such activities.

"The spate of organised religious conversions and using the victims for terror activities by trapping them through 'love jihad' has shown that the Christian community is a soft target for Islamic radicals," Kurian wrote in his letter dated September 23.

Citing few examples, Kurian said that reports suggest that out of the 21 persons who joined the Islamic State from Kerala, five were converted from Christianity.

"The Kerala Catholic Bishops Conference (KCBC)'s Commission for Social Harmony and Vigilance had launched a campaign against this `social evil`. In its publication Jagratha, the Commission stated, `It is shocking that around 4,000 girls have been subjected to religious conversion since 2005 (till 2012) after they fell in love`," the letter reads.&nbsp;

Kurian said that the issue is "serious as it could lead to communal disharmony in the state."

"It was found that in most cases, the victims were brainwashed and in some cases, they were used as a courier for terror activities. Many a time the victims` families refuse to come out and report the issue fearing threat from the organised conversion terror activities," he wrote.

"It is important that the Union Home Ministry takes note of this alarming trend and order a probe by the National Investigating Agency and bring in an effective law to curb such fraudulent activities of radicalised elements," Kurian added.&nbsp;

Former Cabinet Minister Arif Mohammad Khan who extended support to the incumbent government's bill against Triple Talaq was on Sunday appointed as the Governor of Kerala.

Khan who was a Union Minister during former Prime Minister Rajiv Gandhi's tenure resigned after the then government decided to overturn the Supreme Court judgment in the Shah Bano case by bringing legislation in Parliament. He left the Congress in 1986 over Muslim Personal Law Bill and triple talaq legislation.

Khan who was a Union Minister during former Prime Minister Rajiv Gandhi's tenure resigned after the then government decided to overturn the Supreme Court judgment in the Shah Bano case by bringing legislation in Parliament. He left the Congress in 1986 over Muslim Personal Law Bill and triple talaq legislation.
