Canada adds India to election interference probe, further straining diplomatic ties

Canada on Monday (Jan 22), in a bid to tackle the housing crisis and target institutional "bad actors", announced a two-year cap on the intake of international students, a move that could affect thousands of Indians.

In the year 2023, Canada had granted over a million study permits, which is roughly three times that of what was a decade ago, as per the government data.

The new proposal will slash the intake by nearly a third in 2024 as it aims to approve 364,000 undergraduate study permits, reducing the number by 35 per cent from last year.

The limit of 2025 will be reassessed at the end of 2024, reported CTV news.

<h2>What did Immigration Minister Marc Miller say?</h2>

While addressing a press conference earlier on Monday, Canada's immigration minister, Marc Miller highlighted that the move by the federal government would help them with an opportunity to tackle the exploitative system of high tuition fees being charged by the institutions.

"These measures are to ensure that as future students arrive in Canada, they receive the quality of education that they signed up for and the hope that they were provided in their home countries. It would be a disservice to welcome international students to Canada knowing that now all of them are getting the resources they need to succeed in Canada. Allowing bad actors to continue their operations would be a disservice to all of the good institutions who pride themselves on providing a top-tier academic experience," Miller said.

“It is unacceptable that some private institutions have taken advantage of international students by operating under-resourced campuses, lacking support for students, and charging high tuition fees – all the while significantly increasing their intake of international students," he added.

He&nbsp;then mentioned that for the current year, the cap will result in the approval of 364,000 study permits, with the country witnessing a reduction of 35 per cent in the approval of visas from what was in 2023.

"For 2024, the cap is expected to result in approximately 364,000 approved study permits, a decrease of 35% from 2023," the immigration minister said.

He then said that the government would allocate the cap space by province based on population, which means that some provinces will witness much more significant reductions in the number of students permitted.

"In the spirit of fairness, we are also allocating the cap space by province based on population…some provinces will see much more significant reductions. Some provinces will actually have room to [grow] if they so choose but the provinces that have been most heavily affected will have to decrease by about 50% or perhaps even a bit more than 50%, when it comes to new incoming [students]," he said.

Even Canadian banks have profited from the influx of new students as it is mandatory for each student to have a Guaranteed Investment Certificate (GIC) worth more than C$20,000 so that they can pay for their living expenses.

However, the cap will not apply to students in graduate-level programmes, including master's or doctoral studies.&nbsp;

Also, the ones having study permits at the elementary and secondary school levels will be exempted.

"To be clear, the cap will not apply to applicants within Canada looking to extend their studies as it wouldn't be fair to prevent someone from finishing their programme. Nor will the cap have an effect on study permit holders currently in Canada."

<h2>Work permit situation</h2>

The new measures will also impose certain limitations on post-graduate work permits granted to international students which will most likely push them to go back to their home countries.

Work permits will only be made available to the spouses of foreign students enrolled in master’s and doctoral programs. The spouses of international students enrolled in other levels of study, including undergraduate and college programs, will no longer be eligible, Miller said. The acceptance of new study permit applications in 2025 will be subject to reassessment at the end of the current year, he said.

"In the coming weeks we will be announcing that open work permits will only be allowed and be available to spouses of international students enrolled in master's and doctoral programmes as well as those enrolled in professional programmes, such as medicine and law. “In view of Germany’s history, crimes against humanity, and Shoah the government is particularly committed to the UN Genocide Convention,” Hebestreit said.

He added, “The German government supports the International Court of Justice in its work, as it has done for many decades. The government intends to intervene as a third party in the main hearing.”&nbsp;

US State Department spokesman Vedant Patel, on Thursday (Jan 11) after South Africa’s representatives had presented their case said, “That is not a characterisation that I would make from up here about our South African partners.”&nbsp;

Months after&nbsp;the Canadian Prime Minister Justin Trudeau&nbsp;was left red-faced&nbsp;due to a technical snag in&nbsp;his aircraft during the G20 summit held in&nbsp;India in September last year, a&nbsp;maintenance issue again surfaced in the CC-144 Challenger aircraft used to transport the Canadian leader during a&nbsp;family vacation in Jamaica.

In September, Trudeau's return trip from the G20 leaders’ summit in New Delhi faced delays due to technical issues with the Polaris aircraft.

The latest woes with Trudeau's jet&nbsp;came to light during an inspection on Tuesday (Jan 2), reports said citing the Canadian Department of National Defence (DND).

Immediately after Trudeau's jet broke down, a second Challenger aircraft carrying a maintenance team was swiftly dispatched to Jamaica on Wednesday (Jan 3).

Meanwhile, the original aircraft was successfully restored after "serviceability".

“The (second) aircraft remained in the area as a back-up if necessary, and the Prime Minister was able to return on the original aircraft," said&nbsp;DND spokesperson Andrée-Anne Poulin.

The Canadian PM was able to get back to his country on Thursday (Jan 4), as per Poulin. However, it has not been revealed as to what was the specific mechanical problem that caused the CC-144 Challenger aircraft break down in the first place.

The poll was conducted by Ipsos for Global News, and it found that more than two-thirds of the citizens or 69 per cent feel that Trudeau should resign.&nbsp;

Given the high number, this may come as a surprise, but this is a three-point decrease from an earlier poll.

A similar poll conducted between November 14 and 17 suggested that 72 per cent of Canadians want the leader to resign.&nbsp;

Ipsos CEO Darrell Bricker notes that the sentiment is not limited to those who never supported Trudeau; even past Liberal voters are expressing the view that his time has come and gone, citing a need for change.

"When you start poking away at it among people who actually say they voted for him or supported him in the past, their view is one or two things. One is his time has come and gone. He’s given a service, and it’s really Canada just needs a change," said Bricker, as quoted by Global News.

"And then there's another group among his supporters that say, not this time, because I don't think he can win, and we need to do whatever we can to stop Pierre Poilievre."

Bricker highlighted that there was a regional unity in the consensus that Trudeau should step down. He said that it extends beyond traditional regions critical of the Liberals to include areas like Ontario and Quebec.&nbsp;

"This time around, it just seems like people are either tired or they don't think he's got what it takes in order to be able to defeat his opponents," Bricker said.

The petition had collected 25,794 signatures as against the 500 required to elicit a formal response from the government. Conservative Party MP Melissa Lantsman, while presenting the petition in the House of Commons on November 3, said, “Canadian Hindus are facing growing negative stereotypes, prejudice, discrimination, at work, in schools and in their communities while traditions and cultures are misrepresented and misunderstood.”

Canadian Prime Minister Justin Trudeau, in a recent interview, has claimed that the allegations he levelled against India over its involvement in the killing of pro-Khalistan leader Hardeep Singh Nijjar were intended to "put a chill" on New Delhi amid strained diplomatic ties between the two countries.

While speaking to the Canadian Press in a year-end interview, Trudeau said that the statement he made on September&nbsp;18 in the House of Commons was meant to place an extra 'level of deterrence' for India to refrain from carrying out such acts in the future.

He further said that he wanted the Canadians to know that the government was on top of the situation and proactively taking measures.

"Too many Canadians were worried that they were vulnerable," Trudeau said in the interview, adding that the Sikh community in British Columbia had been raising concerns since shortly after Nijjar was killed.

"We felt that all the quiet diplomacy and all the measures that we put in -- and ensured that our security services put in to keep people safe in the community, needed a further level of deterrence, perhaps of saying publicly and loudly that we know, or we have credible reasons to believe, that the Indian government was behind this," he said.

"And therefore put a chill on them continuing or considering doing anything like this," he added.

He also went on to claim that the Indian government chose to attack and undermine them with misinformation after he had made the allegations public and accused New Delhi of launching an information war.

"They chose to attack us and undermine us with a scale of misinformation and disinformation in their media that was comical," he said.

Canadian Heritage Minister Pascale St-Onge made the announcement on Wednesday (Nov 29) which brings an end to a bitter fight between the two parties that ensued at the start of the year.&nbsp;

The search engine giant had previously vowed to remove links to news in Canada in response to the Online News Act,&nbsp;introduced by Justin Trudeau's Liberal government and due to come into effect on December 19.&nbsp;

"Following weeks of productive discussions, I am happy to announce that we have found a path forward with Google for the implementation of the Online News Act," said St-Onge.&nbsp;

The minister added that funding would be used&nbsp;for a "wide range of news businesses across the country, including independent news businesses and those from Indigenous and official-language minority communities".

As for how the money would be distributed, the government said Google would pay a "single collective" which would distribute the funds to news agencies based on the number of full-time journalists engaged by those businesses.&nbsp;

The attack reportedly took place shortly after midnight when a Molotov cocktail was thrown through the building’s front door smashing through the glass door and exploded in a hallway, burning part of a carpet.&nbsp;

“No one was present and minimal damage occurred,” the head of Montreal’s Jewish Community Council, Rabbi Saul Emanuel, said in a statement.&nbsp;

"To see the Conservative Party of Canada decide not to support Ukraine with something they need with the absurd excuse that it's because Ukraine is going to put a price on pollution is ridiculous," Trudeau told reporters in French at a news conference in Newfoundland.

The current war erupted after Hamas fighters crossed the Gaza Strip border into Israel, killed at least 1400 people and took more than 200 hostages, as per Israeli estimates. Israel has responded with an overwhelming military action that has seen hundreds of air raids pounding the Palestinian enclave and tanks and troops mounting ground assaults. According to the Hamas-run health ministry in the Gaza Strip, more than 10,000 people have died in Israeli attacks.

While speaking to Jimmy Kimmel on his talk show, the actor revealed that he and his friend used to beat up Justin. “We both beat him up. I think he was excelling in a sport that we weren’t, so it was pure jealousy,” Perry said before&nbsp;adding, “I think he was the only kid in school that we could beat up. … I’m not bragging about this. This is terrible. I was a stupid kid. I didn’t want to beat him up.” 
 
Perry shared, “I think I was rather instrumental in him going to such great heights in becoming the Prime Minister. I think he said, ‘I’m&nbsp;going to rise above this and become Prime Minister’.” 
 
Perry was found dead at his Los Angeles home. According to an initial investigation, the actor reportedly died of drowning inside a hot tub. No foul play has been reported.&nbsp;

The Canadian government, on Monday (Oct 23), released a statement saying that it detected a China-linked "Spamouflage" campaign which it claimed had bots spamming the social media accounts of members of parliament and Prime Minister Justin Trudeau with disinformation and propaganda.

The Spamouflage campaign, which used networks of newly created and hijacked accounts on social media to post bulk messages, happened in August and September this year, said the foreign ministry in a statement.

The campaign targeted dozens of lawmakers from across the political spectrum, the statement added.

The messages that were posted on the internet, accused the lawmakers of criminal and ethical violations and also included a claim alleging that the Hawaiian wildfires were caused by a secret U.S. military "weather weapon" and deepfake videos.

Many such comments in English and French languages were posted on the lawmakers' Facebook and X accounts, after which the government teamed up with the networks and removed the bot networks.

"This campaign could discourage and make it difficult for MPs to carry out their duties and may dissuade MPs and diaspora communities in Canada from speaking out on issues which concern them," said a foreign ministry report about the incident.

<h2>Accusations are blatant smear campaign:&nbsp;Beijing&nbsp;</h2>

The Chinese embassy in Canada released a statement saying that Beijing has never interfered in the internal affairs of other countries. It further said that the allegations by Ottawa were a "blatant smear campaign" and that Canada was a "downright liar and disseminator of false information".

"For some time now, the Canadian side has been falsely accusing China of spreading false information against Canadian politicians, a move that is in itself a dissemination of false information, in the absence of any direct and substantive evidence," the embassy statement said, adding that Canada should do more to improve and develop bilateral relations.

The China-Canada relations hit rock bottom after Canadian police detained a Chinese telecommunications executive in late 2018, after which Beijing retaliated and arrested two Canadians on spying charges. All three have since been released.

Canada, has in the past, also levelled allegations against China for interfering in its affairs via various schemes such as illegal police stations and the targeting of lawmakers. China has strongly rebuffed all such accusations.

Canada accuses China of targeting lawmakers, PM Trudeau via 'Spamouflage' campaign

Canadian Prime Minister Justin Trudeau is in news again and not for right reason. The video of him visiting a mosque and getting booed by the assembled, and very angry crowd, is doing rounds on social media. The video has gone viral on a number of social media platforms.

Toronto Sun reported that Trudeau attended a mosque in Etobicoke area of the city on Friday (October 20). The PM's office reportedly did not inform the media in advance about the visit. However, it was reported that the Canadian PMO later said that the visit was to show support for those in Muslim community who were affected by the developments in the Middle East including the Israel-Hamas war.

A video posted by several social media accounts on X (formerly Twitter) appears to show a brief moment during Trudeau's visit when some people gathered at the mosque can be heard saying "shame" and even urging a facilitator to not allow Trudeau speak at the podium.

The video also shows Trudeau addressing the crowd and thanking those gathered for giving him the opportunity to "pray alongside" them in the "difficult time".

The video also depicts those gathered outside the mosque urging Trudeau to push for a ceasefire in the ongoing conflict.

The Toronto Sun has also reported that Salma Zahid, the Toronto-area Liberal MP who is also the chair of the Canada-Palestine Parliamentary Friendship Group, has written to Trudeau demanding a call for a ceasfire. The letter also demands that Trudeau stand up for upholding of the international law. The letter has reportedly signed by 23 Liberal MPs, eight NDP MPs and two Green Party MPs.

"International law is clear that innocent civilians and all those not taking part in the fighting must on no account be attacked and must be spared and protected," says the letter.
