Coronavirus: Have rich countries disappointed the poor?

Belgium reported a sharp rise in the number of coronavirus fatalities on Thursday as health officials confirmed the death toll surpassing 1,000. So far, 1001 people died and 15,348 infected in the country of 11.4 million, as told by officials in a press conference.

The coronavirus death toll in Italy has risen above 13,000 with over 1,15,000 infected. It is worth noting that it just took a little over 24 hours for the number of global cases to jump from eight lakh to nine lakh.

Coronavirus Pandemic: Italy at top with most COVID-19 deaths

More than 10,000 have died in Italy and the country needs urgent help. European Union also seems helpless since the continent is experiencing its worst crisis since the second world war. The crisis has reached a point where doctors have to take a call of admitting which patients and whom should they left to die. The medical equipment are being taken away from those that are unlikely to make it.

In such a scenario, China is leading the way to assist Italy in terms of providing medical gears. However, the quality of Chinese equipment is questionable. The "so-called" help by China is an attempt to build its image.

The death toll in Italy due to COVID-19 has jumped by 889, the Civil Protection Agency said on Saturday, the second-highest daily tally since the epidemic emerged on Feb. 21. The total number of deaths have reached 10,023, by far the highest of any country in the world. Italy's largest daily toll was registered on Friday when 919 people died. Prior to that, there were 712 deaths on Thursday, 683 on Wednesday, 743 on Tuesday and 602 on Monday, according to news agency Reuters. After national health chief warned that Italy has not peaked yet in terms of daily coronavirus cases, the country confirmed its worst single-day death toll, 969.

The infection rate, however, continued declining, with the civil protection agency reporting nearly 86,500 infections in Italy, a rise of 7.4 per cent, down from around 8.0 per cent in previous days.

"If this rate does not drop, we risk not being able to make it," he added while calling for extra ventilators urgently.

The health professionals are also badly impacted by the outbreak in the country, with the deaths of 44 doctors and nearly 6,500 infections to the health personnel.

Italy's defence minister Lorenzo Guerini thanked military doctors and nurses, adding that they are making the country proud.

The failure of EU leaders to come up with a joint economic response to the coronavirus crisis unleashed widespread criticism in Italy on Friday, with newspapers slamming Europe's foot-dragging.

Portugal also lashed out at northern European fiscal orthodoxy, calling the Dutch position on budgets "repugnant".

Germany and other northern European countries on Thursday rejected the plea of nine countries, including hardest-hit Italy, for pooled borrowing through "corona bonds" to help cushion the economic blow of the pandemic.

"Ugly Europe," thundered the headline of La Repubblica newspaper.

The anti-establishment Il Fatto Quotidiano was even blunter, screaming: "Conte's screw you to a dead Europe."

Italian Prime Minister Giuseppe Conte had asked during a six-hour video conference with other EU leaders for new financial instruments "truly adapted to a war".

But his request was rebuffed, and instead a summit declaration late Thursday gave eurozone finance ministers two weeks to come up with options.

Conte, the Corriere della Sera daily wrote, had asked his European colleagues for two things: "unity and swift action" but received neither.

"If the EU is not in agreement, the European project is over," it said.

Foreign Minister Luigi DiMaio voiced his support for the prime minister.

"Conte did well. If they (Europe) want to use old financial instruments, we will do it alone," DiMaio told Rai 1 television.

Rome and Madrid had held out for a stronger response from their EU partners but in the end the summit declaration said upcoming proposals would take into account "the unprecedented nature of the COVID-19 shock affecting all our countries".

"Our response will be stepped up, as necessary, with further action in an inclusive way, in light of developments, in order to deliver a comprehensive response," the statement said.

'Cowardly Europe'

The caution exhibited by Europe's northern countries underscores their long-standing reluctance to allow southern countries with weaker economies and higher debt to push through demands for pooled public borrowing within the eurozone.

France, Spain and Italy have long called for some kind of Eurobond that would in effect allow joint borrowing by the 19 members of the euro single currency, but sceptics view it as a tool by some eurozone members to avoid higher borrowing rates.

The Italian former head of the European Parliament, Antonio Tajani, slammed those countries which blocked stronger measures.

"A cowardly Europe, like the one we saw yesterday, will be overwhelmed by the coronavirus," Tajani wrote on Twitter.

'Repugnant'

"As we die and the economy plummets, decisions are postponed for two weeks," he wrote.

"The masochistic selfishness of the inflexible is short-sighted and dangerous for all."

The president of Italy's Veneto region, which like its neighbour Lombardy has been especially hard hit by the virus, similarly criticised the EU.

"Europe is once again proving its absence. There is no strategy," Luca Zaia told Rete4 television.

"It's outrageous that someone would think it was just an Italian problem."

The prime minister of Portugal, meanwhile, lashed out at what he called "the recurring pettiness" of the Dutch government, traditionally one of the strongest defenders of EU budgetary discipline.

Asked at a news conference about a reported proposal by the Netherlands to investigate the lack of budgetary leeway in some EU members to deal with the coronavirus fallout, Antonio Costa said: "This talk is repugnant in the framework of the European Union. That's exactly the word: Repugnant."

According to Dutch media, Finance Minister Wopke Hoekstra has said several times in the past week that a number of countries should have saved more over recent years which would have allowed to them to deal with the virus impact.

"This type of answer shows complete ignorance and such recurring pettiness undermines the spirit of the European Union and represents a threat to the future of the European Union," Costa said.

Italy papers slam 'Ugly Europe' over delayed economic plan

US Secretary of State Mike Pompeo said Wednesday that the Group of Seven powers were united in opposing China's coronavirus "disinformation," but European allies emphasized cooperation to fight the global pandemic.

Foreign ministers from the major industrialized democracies spoke about the crisis by videoconference, scrapping a meeting scheduled in Pittsburgh, but any hope of showing a common front was eroded by the absence of a joint statement.

Pompeo, a sharp critic of Beijing who has gone on the offensive over what he calls the "Wuhan virus," said he shared a common view with the top diplomats of the other G7 countries -- Britain, Canada, France, Germany, Italy and Japan.

"Every one of the nations that were at that meeting this morning was deeply aware of the disinformation campaign that the Chinese Communist Party is engaged in to try and deflect from what has really taken place," Pompeo told reporters.

Pompeo said that China "has been and continues to be engaged in" a campaign through social media that has included conspiracy theories of US involvement.

"This is crazy talk," he said.

A Chinese foreign ministry spokesman infuriated President Donald Trump's administration by suggesting on Twitter that US troops brought the virus to Wuhan, the metropolis where it was first detected late last year.

Scientists widely believe the COVID-19 virus came from a Wuhan meat market that butchered exotic animals.

The virus has killed more than 21,000 people globally, but Beijing has appeared to bring it under control and has sent aid overseas -- including 40 tons of medical supplies to US ally Italy, which has the world's highest death toll.

Pompeo minimized China's efforts and pointed to a US Air Force cargo plane's aid delivery to Italy as well as private US charity efforts.

China is "now making small sales of product around the world and claiming that they are now the white hat in what has taken place," Pompeo said.

"Every one of the nations that were at that meeting this morning was deeply aware of the disinformation campaign that the Chinese Communist Party is engaged in to try and deflect from what has really taken place," Pompeo told reporters.

Top 10 world news: US next COVID-19 epicentre, China fears second wave, and more!

The number of coronavirus cases in Italy is probably 10 times higher than the official tally, the head of the agency collating the data said on Tuesday as the government readied new measures to force people to stay at home.

Italy has seen more fatalities than any other country, with latest figures showing that 6,077 people have died from the infection in barely a month, while the number of confirmed cases has hit 64,000.

However, testing for the disease has often been limited to people seeking hospital care, meaning that thousands of infections have certainly gone undetected.

"A ratio of one certified case out of every 10 is credible," Angelo Borrelli, the head of the Civil Protection Agency, told La Repubblica newspaper, indicating he believed as many as 640,000 people could have been infected.

After four weeks of steep increases in deaths and cases, the growth rate has eased since Sunday, raising hopes that the most aggressive phase of the contagion might be over.

"The official numbers of the last two days indicate a slowdown in the epidemic," said Giorgio Gori, the mayor of Bergamo, a small city in the northern region of Lombardy that has suffered the heaviest death toll in the country.

"I am being cautious because I do not want to delude myself, but at the same time I have a lot of hope that two whole weeks of lockdown plus increasingly restrictive measures are producing results," he told a group of foreign reporters.

The government has shut down all non-essential business until April 3 and the cabinet was due to meet later on Tuesday to tighten the screws still further, including hiking fines for people violating the shutdown to up to 4,000 euros ($4,300) from a maximum 206 euros at present.

Ventilators

The new directive under review, seen by Reuters, would also give the government the option to extend parts of the lockdown to July 31.

Gori said he did not see how business could remain shuttered for much longer, but indicated that the government might look to extend restrictions on those who have proved most vulnerable to the virus, especially the elderly.

The Civil Protection Agency said the biggest difficulty facing the country was a shortage of masks and ventilators - a problem that has dogged the health system since the contagion first surfaced in Lombardy on Feb 21.

Underscoring the problem, the regional governor of Veneto, Luca Zaia, ordered the confiscation of ventilators at veterinaries, saying they could be converted to human use.

With other countries looking to hoard their own medical supplies, a consortium of Italian textile and fashion companies have converted their production lines and will soon be able to produce half the required amount of masks.

"(This) will give our system the ammunition that we need in order to fight this war and avoid our total dependence on imports," Domenico Arcuri, the national commissioner for the emergency, told reporters.

The government has said a number of industrial sectors, including medical suppliers, must keep operating during the crisis, but there is growing unhappiness amongst some unions who think the prescribed list of strategic concerns is too wide.

Workers in the metal, chemical, textile, rubber-plastic and paper industries are expected to go on strike on Wednesday, alarming the government, which is holding talks with unions to try to stave off the stoppages.

Italy announced 793 more deaths on Saturday, the second day in a row of the biggest day-to-day increase in the country's four-week epidemic, after surpassing China's death toll on Thursday.

Italy: Close to 800 deaths in a single day

Prime Minister Boris Johnson warned Sunday the coronavirus outbreak was "accelerating", as fears grew that the crisis in Britain was following the same path as the one devastating Italy.

Johnson's plea came after latest health department figures showed that 233 people have died from COVID-19 in the UK, with the number of those testing positive for the virus standing at 5,018.

That death toll mirrors the same figure declared in Italy on March 7. On Saturday, Rome said that 4,825 people had perished in the country, a third of the world's total.

"The numbers are very stark, and they are accelerating," Johnson said in a statement ahead of a planned press briefing later in the day.

"We are only a matter of weeks -- two or three -- behind Italy. The Italians have a superb health care system. And yet their doctors and nurses have been completely overwhelmed by the demand."

Johnson's warning came amid a growing debate about whether people are taking warnings to socially distance from each other seriously enough and whether or not government should enforce stronger restrictions.

The government has outlined emergency legislation to give police, public health and immigration officers extra powers to contain the outbreak.

London is the city worst affected and Mayor Sadiq Khan told the BBC that police may have to be given powers to enforce social distancing.

"It's really important that the police are focused on the priorities that they've got," he said.

"But clearly, if it is the case that people continue to act in a way that's leading to this disease spreading, then those sorts of things will have to be considered."

On Friday, Downing Street announced stronger measures to try and combat the spread, including the closing of bars, pubs and restaurants as fears that health services could soon be overwhelmed.

Housing secretary Robert Jenrick told Sky TV on Sunday morning that if the public did not follow their advice they will "have to consider other options".

There were also signs of a political fallout. Downing Street denied a "highly defamatory" Sunday Times newspaper story that Johnson's chief adviser, Dominic Cummings, had initially argued against strict measures to contain the virus, in an argument summed up as "if that means some pensioners die, too bad".

Most at risk

The concerns came as authorities in the UK told 1.5 million people most at risk to stay at home for 12 weeks.

As part of the latest measures to try and protect the vulnerable, the government advised those with underlying health conditions such as bone or blood cancers, cystic fibrosis, or who have had an organ transplant to do all they can to shield themselves from the virus, including confining themselves at home for a long period.

"People should stay at home, protect our NHS and save lives," Jenrick said.

He also said the government would get protective gear to NHS staff on the frontline "as soon as possible" as fears the virus could be spreading due to a lack of equipment for medics.

In a further sign of growing concern, environmental and heritage charity the National Trust said it would close all of its parks and gardens.

This reversed an earlier decision to keep them open during the crisis, because of fears over social distancing.

UK virus 'accelerating' amid fears country on same path as Italy

Italy recorded a jump in deaths from coronavirus of almost 800 on Saturday, taking the toll in the world's hardest-hit country to almost 5,000. Italy recorded a jump in deaths from coronavirus of almost 800 on Saturday, taking the toll in the world's hardest-hit country to almost 5,000. In its latest desperate effort to halt the epidemic Rome ordered that all businesses must close until April 3, with the exception of those essential to maintaining the country's supply chain. "It is the most difficult crisis in our post-war period," Prime Minister Giuseppe Conte said in a video posted on Facebook, adding "only production activities deemed vital for national production will be allowed". Conte did not specify which factories and businesses will be considered crucial to keep the country going. The government is expected to publish an emergency decree on Sunday to make the new crackdown immediately effective. Supermarkets, pharmacies, postal and banking services will remain open and essential public services including transport will be ensured. "We are slowing down the country's production engine but we are not stopping it," Conte said. Italy on Thursday overtook China as the country worst hit by the highly contagious virus. On Saturday fatalities jumped by 793 to 4,825 in the largest one-day rise since the contagion emerged a month ago. Reported infections rose to 53,578 from 47,021, the Civil Protection Agency said. There were 2,857 people in intensive care, up from 2,655. Lombardy, the northern Italian region around Milan which is the worst-affected by coronavirus, remains in a critical situation, with 3,095 deaths and 25,515 cases. "No EU member can face this threat alone'' "What we all understand is that no member state can face this threat alone. The virus has no borders and the European Union is stronger when we show full solidarity," EU Commission head Ursula von der Leyen told Italy's Corriere della Sera newspaper. Late on Friday the EU Commission moved to formalise a deal reached by EU finance ministers on March 5 to suspend EU budget rules that limit borrowing, giving Italy and other governments a free hand to fight the disease. Italy's failure to reduce its huge debt of 134% of gross domestic product would normally have drawn a rebuke from the EU executive, but von der Leyen said there were now other priorities. "The Italian government will be able to put as much money into the economy as needed. Normal budget rules, debt rules for example, will not be applied at this stage," she said. Brussels is expected next week to unveil a plan for using the euro zone's bailout fund, known as the European Stability Mechanism (ESM), which could unlock unlimited sovereign bond purchases by the European Central Bank. "This work is ongoing," Commission Vice President Valdis Dombrovskis said in an interview with Reuters. The lockdown measures imposed in Italy and emulated by several other countries in Europe are likely to trigger a recession and heavy job losses. Dombrovskis said the Commission is accelerating work on an EU-wide scheme to help the unemployed, scheduled for presentation in the fourth quarter.

Italy coronavirus deaths jump by almost 800, government shuts most workplaces

China and Italy are at two ends of the spectrum right now. While Italy's death toll continues to surge, China has reported zero local coronavirus cases for the third day running.

What is common between both counties is that Italy and China both have used lockdown measured to curb the rapidly spreading coronavirus infections.

Let's talk about China first.

The entire province of Hubei was locked down by late January. The epicentre of coronavirus was completely shut-off from the rest of China an of the infections were reported within Hubei.

There were comparatively fewer fatalities in other regions of China.

So China was essentially able to isolate the virus.

In Italy, we saw something very different.

The first cases were reported in the Lodi province in Lombardy. But, the European country was slow in bringing the lockdown measures in effect which resulted in virus spreading across Italy.

Right now, the worst-affected province in Italy is not Lodi, but Bergamo. The Lodi province, in fact, has only half as many cases as Bergamo.

The takeaway here is the timing.

Italy with 60 million people has surpassed China's death toll now.
But had Italy imposed social distancing measures immediately after the first case was reported, things could have been different.

Now, what can India learn from these findings?

Having a young population is definitely an advantage because the millennials have a higher recovery rate. But, social distancing is an important factor in the battle against the pandemic.

In India, so far, four people have succumbed to the coronavirus while over 250 people have been infected.

If restrictive measures are not imposed at the right time, India might lose the chance to flatten the curve.
