Italy vowed Wednesday to spend up to 25 billion euros ($28 billion) to fight a coronavirus epidemic that has already killed 827 people and put the country's hospitals and economy under intense strain. Analysts noted that the size of Rome's rescue was the same as one the European Union announced for the entire 27-nation bloc Monday. "It shows that Italy alone is supposed to make as much effort as the EU as a whole," Allianz chief economist Ludovic Subran said. Italy's Economy Minister Roberto Gualtieri said half the money would be used immediately and the other half stowed away and tapped should the health crisis spiral out of control. The announcement came as Italians grappled with a nationwide clampdown on public gathering that has emptied streets and shuttered everything from churches to restaurants. AFP photographers spotted masked sanitation workers in white nylon suits and rubber gloves spraying Florence's empty Saint Mark's Square with disinfectant through a long hose. "I can't even recognise Rome now," 30-year-old Muscovite Yekaterina said while posing alone for a photo by the usually bustling Trevi Fountain in the heart of Rome. Anything still open across Italy must close every evening by 6:00 p.m. Cathedrals posted hand-written signs cancelling mass and cafes apologised to their regulars for having to turn them away. Part of the government's cash injection is meant to help small businesses that are suffering the brunt of an implosion in the number of tourists who visit Italy's art-filled churches and achingly beautiful hills. "With economic activity liable to fall more deeply and broadly in the near term, we mist provide stronger support," Gualtieri wrote in a letter to EU officials who must still approve Rome's spending boost. The government also put more meat on the bones of an emerging plan to let families temporarily suspend some mortgage and social tax payments. Gualtieri said "partial state guarantees" were being discussed to help Italy's creaking banks survive a resulting cash crunch. Total shutdown Italy has witnessed nearly 60 percent of the deaths recorded outside China since the epidemic first started spreading from the Asian giant's central Wuhan province in January. The government responded to the outbreak last month by quarantining 50,000 people in 11 villages that were worst affected in the north. That was followed on Sunday with social distancing measures in Milan's Lombardy region and surrounding areas in which more than 15 million live and 40 percent of the nation's economic activity occurs. The Lombardy measures were extended to all of the Mediterranean country's 60 million people on Tuesday morning. The restrictions have had a profound effect on the way Italians live and work. The central streets of Rome were deserted on Wednesday evening and buses that are usually crammed with commuters ran almost empty. Tourists have essentially disappeared and the Vatican's Saint Peter's Square has closed to all but those who want to enter the basilica to pray under its soaring dome overlooking Rome. People have been told to keep at least a metre (three feet) from each other and handshakes are frowned upon. Italians have found themselves starting to talk to each other a few steps apart -- while often laughing about the regulations along the way. Florence's Uffizi Gallery reported hundreds of thousands of views a few hours after posting a virtual welcome to its now-shuttered permanent collection online. "As soon as the emergency has passed, we will organise a free carbonara day for doctors, nurses and healthcare workers," a closing note by a restaurant in Rome's popular Trastevere neighbourhood said. But Lombardy region leader Attilio Fontana urged the government in Rome to close all stores and public transport for 15 days across the north because "the situation is approaching a dangerous moment". He said only essential services such as garbage collection should continue during the total clampdown on public life.

"I am going to sign a decree that can be summarised as follows: I stay at home," Conte announced in a dramatic evening television address.

The unprecedented measures limiting travel and banning public gatherings across the country of more than 60 million people came after 97 more deaths took Italy's toll to 463.

The measures include the closure of schools, universities and the suspension of sports competitions.

"There is no reason why matches and sporting events should continue and I am thinking of the football championship," said Conte.

"I'm sorry but all the fans must take note of it, we will not even allow gyms to be used for sports activities," he added.

The decree allows the possibility of organising matches under international jurisdiction behind closed doors, such as ties in UEFA's Champions League and Europa League.

Juventus are due to host Lyon in the second leg of their Champions League last-16 tie in Turin next week. Inter Milan are due to host Spain's Getafe in the Europa League on Thursday while Roma welcomes Sevilla a week later.

Earlier Monday, Italy's National Olympic Committee (CONI), which has authority over all national sports federations, had recommended "sporting activities at all levels" be suspended until April 3 to help contain the virus outbreak and called for a government decree to enforce the request.

The decree, which goes beyond sport and provides for draconian new measures to combat the coronavirus, will come into force on Tuesday throughout Italy, the second most-affected country after China.

Since Sunday, there had been growing calls to stop sports competitions and in particular, Serie A, with lower football leagues already paused.

Sports Minister Vincenzo Spadafora called for the suspension of Serie A while Italian Footballers' Association president Damiano Tommasi tweeted that "stopping football is the most useful thing for our country right now".

On Monday several Italian federations, such as those in swimming and winter sports, announced the end of competitive activities, joining rugby and volleyball which had been already suspended.

Serie A is now frozen after 26 games out of 38 in the season, with eight-time reigning champions Juventus leading the table one point ahead of Lazio. Inter Milan are third, nine points behind, with a game in hand.

Questions remain about getting the season finished. At least three rounds of matches will need to be rearranged after April 3 before the end of the season scheduled for May 24.

There is little room for manoeuvre because of Euro 2020 beginning on June 12. And there are also concerns that Euro 2020, due to be hosted across 12 countries including Italy, might face an unprecedented cancellation.

Two US lawmakers with recent close contacts with President Donald Trump announced Monday that they were in self-quarantine after being exposed to the new coronavirus at a late-February conservative conference.

Republican Representative Doug Collins, who met and shook hands with Trump last Friday at the headquarters of the Centers for Disease Control, said he had been informed he had been in contact with a person who tested positive for the new coronavirus at the conference last month.

A second representative, Matt Gaetz, who travelled with Trump on Air Force One on Monday, likewise announced his self-quarantine after being notified that he too had come in close contact with the infected person at the Conservative Political Action Conference (CPAC) 11 days ago.

'Don't travel Stay at home': Italy's quarantine rules

Italy has reported 168 deaths Tuesday from the novel coronavirus, its highest single-day toll to date, taking the number deaths due to novel coronavirus to 1,000.

Italy has reported 168 deaths Tuesday from the novel coronavirus, its highest single-day toll to date, taking the number deaths due to novel coronavirus to 1,000. Overall in Italy, 631 people have died from the COVID-19 disease caused by the virus and 10,149 have been infected in just over two weeks, AFP report said. Tuesday's toll raised the total number of deaths outside China to 1,115, according to an AFP tally. Italy announced several draconian measures including a nationwide ban on public gathering and travel restrictions until April 3. It also puts Italy's health system under severe strain. Watch | Coronavirus Outbreak: Italy's daily death toll higher than China × Health officials warned over the weekend that hospitals in the Lombardy region around Milan where three-fourths of the deaths have occurred were running out of beds, according to reports. The number of intensive care patients rose by 144 to 877 nationwide. The overwhelming majority of the fatalities and infections were still being recorded in the north, with poorer southern regions largely spared. Top government ministers have been warning for days that Italy might not be able to cope if the disease began to rapidly spread through the south.

Six prisoners died as riots spread through crowded jails across Italy over measures imposed to contain the coronavirus. Inmates, many angered by restrictions on family visits, went on the rampage and started fires from Sunday into Monday, authorities said. In one prison, inmates took guards hostage and in another some escaped. By Monday afternoon, violence that started at the heart of the coronavirus outbreak in northern Italy had spread south, hitting more than 25 penitentiaries nationwide. Justice Minister Alfonso Bonafede said the government was open to discussing prison conditions but the rebellions had to stop. In a sign of the political pressures piling onto his coalition government, the leader of the far-right opposition League, Matteo Salvini, called for an "iron fist" response. Italy - the worst-hit country in Europe - has reported 366 deaths linked to the virus. The biggest rebellion began on Sunday in a prison in the northern town of Modena. Three prisoners died there, and another three in prisons where they were moved after the violence started, Francesco Basentini, a prison administration official at the justice ministry, said. Some died from overdoses of drugs they had stolen from prison clinics, a justice ministry source said, without giving details on what had caused the other fatalities. Police and fire trucks massed outside the prison as black smoke swirled into the sky on Sunday. A justice ministry spokesman said the situation there was under control by Monday, and officials were assessing the damage. Two guards were taken hostage in a prison in the northern town of Pavia on Sunday night, and then freed in a police raid hours later, the prison police group UILPA said. Inmates revolted in Milan's San Vittore prison, taking to the roof and unfurling a banner demanding a general pardon. Further south, prisoners in the Tuscan city of Prato set fire to mattresses. On Sicily, inmates rebelled at Palermo's Ucciardone prison, which houses some Mafia convicts, but guards managed to regain control, officials said. SkyTG 24 television said about 50 inmates managed to escape from a jail in southern Foggia and more than half of them had been captured. Italy's prisons are among the most over-crowded in Europe. "The spread of the virus is a real concern," said Andrea Oleandri of the Italian prison rights group Antigone.

The draft decree signed by Prime Minister Giuseppe Conte says 'those who violated the measures could be jailed'. Conte signed the decree in the early hours of Sunday, enacting forced quarantine for the region of Lombardy – home to more than 10 million people and the financial capital, Milan – and 14 other provinces, totalling around 16 million residents. Thousands of people left Lombardy on Saturday night, before the decree was made official, crowding the motorways and train stations in the region, which will be locked down until 3 April. Watch | 5 suspected cases of Covid-19 in Kerala × Second-worst affected after China, Italy has reported 233 deaths and 5,883 positive cases so far. In all the areas covered by the decree, including towns in the northern regions of Emilia-Romagna, Veneto and Piedmont, schools will be closed at least until 3 April, as will museums, gyms and swimming pools. Leave is cancelled for all healthcare workers. So far the decree has been signed by the prime minister, but it will not be an official executive order until the council of ministers approves it. In an attempt to contain the further spread of coronavirus cases in India, the central government on Tuesday cancelled all visa/eVisa issued to Italy, Iran, South Korea and Japan nationals on or before March 3. The ban is for those who had yet not entered India. In a statement, the government said this decision would be implemented with immediate effect. The announcement comes a day after India reported two new confirmed coronavirus cases. The first case was reported in Delhi while the other was in Telangana. On Monday, the health ministry in a statement said they had travel histories to Italy and Dubai, respectively. Besides this, the government has also revised its travel advisory in wake of the global coronavirus epidemic. Coronavirus: Close to 88,000 people infected, more than 3,000 dead globally

UK tourists in Italy blasted their government's 'pitiful' response to the coronavirus crisis after passengers who were travelling to Italian cities that are hit by the outbreak stated that they had been left with no official safety advice. Though other nations are preparing restrictions on travel to Italy, Downing Street insists that Britain is 'well prepared' for an outbreak. The affected nation of Italy has also increased its efforts to contain the virus after a huge spike in cases, with 229 diagnoses confirmed and 7 dead.

50,000 citizens have been reportedly placed in lockdown by shutting off more than a dozen towns and cancelling public events. British tourists returning from the worst-hit northern regions of Lombardy and Veneto are reportedly told to self-quarantine at home. Panic has been sparked across Europe after the Italian outbreak, with trains and buses carrying Italian passengers across borders halted after those on board reported symptoms.

Austria has threatened to close its borders if suspected carries tried entering from Italy, while Ireland and Serbia advised citizens not to travel to the affected areas in the north of the country. The EU has announced a £195 million rescue plan, insisting that it does not plan on closing the Schengen travel zone to stop the spread.

Draconian measures have been launched by the Italian government to stop the spread while they desperately search for 'patient zero' – the unknown carrier at the centre of the spike of cases. Many UK tourists have reportedly cancelled trips over fears they could be trapped in Italy if the situation worsens.

Ryanair, Easyjet and other airlines stated that flights would go ahead pending any official advice, adding that travellers were not entitled to refunds. 35 roads surrounding a cluster of towns in the Lombardy region of northern Italy have been shut down which is reportedly the epicentre of the outbreak in Italy.

Attempts to leave the area were squashed by the Italian government with three-month prison sentences.

Veneto, Friuli-Venezia Giulia, Piemonte and Emilia-Romagna regions have also reported confirmed cases of the novel coronavirus. Boris Johnson was criticised by Professor John Ashton, former Regional Director of Public Health in north-west England, for not articulating Britain's response to any future outbreaks.

In the United State, the authorities will start screening travellers for coronavirus and ramp up production of masks and test kits as the government scrambles to reassure Americans.

Although most Americans face a low risk from the virus, more US deaths could be imminent following the nation's first, CNN quoted Vice President Mike Pence as saying.

"We know there will be more cases," Pence told CNN's Jake Tapper in a clip released on Saturday, echoing President Donald Trump's earlier comments that additional cases in America were "likely."

While the numbers in China are still far lower than the huge daily increases reported during the first two weeks of February, COVID-19 has spread rapidly across borders, with South Korea, Italy and Iran emerging as hotspots.

South Korea, which has the most infected people outside China, reported 586 new cases on Sunday, bringing its total to 3,736.

There are fears the disease could hammer the global economy, and stock markets last week plunged to their lowest levels since the 2008 financial crisis.

New cases

The number of people infected with the novel coronavirus in Germany jumped sharply to 129 on Sunday, official data showed, as the interior minister said he expected a vaccine by the end of the year.

Switzerland said it is banning events expected to draw more than 1,000 people.

More than 700 tourists remain quarantined at a hotel in the Canary Islands, after several Italian guests there tested positive for coronavirus.

Schools and universities in Italy, which is experiencing Europe's worst outbreak of the disease, will stay closed for a second consecutive week in three northern regions. The country has reported more than 1,100 cases and 29 deaths.

Analysts have warned that the outbreak looks set to shunt Italy's fragile economy into its fourth recession in 12 years, with many businesses in the wealthy north close to a standstill and hotels reporting a wave of cancellations.

Focus on Iran

The novel coronavirus claimed another 11 lives in Iran, bringing the country's overall toll to 54, according to official figures released on Sunday that showed the virus was spreading more rapidly.

It was the highest number of new cases for the third successive day in the Islamic republic, which now has 978 confirmed infections.

The majority of infections in other Gulf countries have been linked to visits to Iran or involve people who have come into contact with people who had been there.

Armenia reported its first infection on Sunday, in a citizen returning from neighbouring Iran.

Tehran has ordered schools shut until Tuesday and extended the closure of universities and a ban on concerts and sports events for a week. Authorities have also banned visits to hospitals and nursing homes as the country's case load hit nearly 600.

Focus on Iran The novel coronavirus claimed another 11 lives in Iran, bringing the country's overall toll to 54, according to official figures released on Sunday that showed the virus was spreading more rapidly. One Iranian lawmaker, elected in Feb. 21 polls, has died from the disease along with more than 40 other Iranians, and several high-ranking officials have tested positive for the virus. Azerbaijan said on Saturday it had closed its border with Iran for two weeks to prevent the spread of coronavirus. Two Azerbaijanis who traveled to Iran have tested positive for the disease and quarantined. Mainland China reported 573 new confirmed coronavirus cases on Feb. 29, up from 427 the previous day, national health officials said on Sunday in China. The number of deaths stood at 35, down from 47 the previous day, taking the toll in mainland China to 2,870. The epidemic, which began in China, has killed almost 3,000 people worldwide, the ministry said. Thailand reported its first death from the virus on Sunday, while in Australia, a former passenger on the Diamond Princess cruise ship quarantined off Japan died in the western city of Perth. Churches closed in South Korea as many held online services instead, with authorities looking to rein in public gatherings, as 376 new infections took the tally to 3,526 cases.

Coronavirus Outbreak: Covid-19, 21 deaths, 821 cases in Italy | Coronavirus News

Mexico's Health Ministry confirmed the country's first cases of coronavirus on Friday, saying two men who recently returned from Italy tested positive for the virus.

Two other men who were part of the same group visiting Bergamo in northern Italy are under observation, a health ministry official said.

Italy is Europe's epicentre with 650 cases and 17 deaths centred around cities in the north.

One of Mexico's confirmed cases, a 35-year-old resident of the capital, "has a mild, mild illness," with symptoms "similar to that of a cold," said Hugo Lopez-Gatell, a senior health ministry official.

"He is a young individual and so he is at very low risk."

The man and five members of his family have been isolated in the National Institute of Respiratory Diseases, Lopez-Gatell said.

The second positive case, a 41-year-old man who also returned from Bergamo, is in isolation at a hotel in the northwestern state of Sinaloa after being tested by regional authorities, the official said.

"We have two other men who are asymptomatic, one in the State of Mexico, the other in Mexico City, who will be under observation under contact protocol," he said.

"All this seems to be related to a case, a person also of Mexican nationality, who is in Bergamo, Italy, where the four individuals were in the third week of February and is most likely where the contagions occurred," he said.

Brazil confirmed Latin America's first coronavirus case on Wednesday.

The new coronavirus has infected 83,670 people and killed 2,865 around the world, according to an AFP toll based on official sources as of 1000 GMT on Friday.

Mainland China, where the epidemic started in late December, has 78,824 infected and 2,788 deaths.

Elsewhere in the world, 55 countries -- including Mexico -- and territories are affected with 4,846 cases and 77 deaths.

An Italian man who arrived in Nigeria three days ago has become the African country's first case of coronavirus, the health minister said on Friday, as infections spread rapidly worldwide.

The Health Ministry said on Twitter that the case was in the state of Lagos, home to the southwestern commercial capital of the same name. Lagos is the biggest city in Africa's most populous country, with a population of about 20 million.

The health minister Osagie Ehanire, in a statement, said the case was an Italian citizen who works in Nigeria and returned from Milan, Italy to Lagos February 25.

His infection was confirmed by the Virology Laboratory of the Lagos University Teaching Hospital, part of the Laboratory Network of the Nigeria Centre for Disease Control.

"The patient is clinically stable, with no serious symptoms," said the minister, adding that he was being treated at a hospital in the Lagos district of Yaba.

"We have already started working to identify all the contacts of the patient since he entered Nigeria," said Ehanire.

The minister said authorities have been strengthening measures to ensure an outbreak in Nigeria is controlled and contained quickly.

There is no cure for the coronavirus, which can lead to pneumonia, and a vaccine may take up to 18 months to develop.

Radical quarantining measures have helped slow the rate of transmission in China of the virus, which can cause pneumonia, but it is picking up pace outside China.

Ehanire said the Nigeria Centre for Disease Control (NCDC) has activated its National Emergency Operations Centre and will work closely with Lagos State Health authorities to respond to this case and implement firm control measures.

A presidency spokesman did not immediately respond to phone calls and text messages seeking comment.

Hopes that the virus would be contained to China vanished on Friday as infections spread, with countries beginning to stockpile medical equipment and investors taking flight in expectation of a global recession.

The virus has so far caused nearly 80,000 infections and almost 2,800 deaths, according to official Chinese figures. It has spread to another 46 countries, where about 3,700 cases and 57 deaths have been reported, according to the WHO.
