Russian Foreign Minister Sergey Lavrov has said that Moscow values its relationship with Delhi highly and will continue to develop ties.

In response to a WION question during his press conference, Lavrov said, "We value our relationship highly. It is no coincidence that it is a special privilege strategic partnership, and we are going to keep developing and advancing that partnership."

Russian President Putin visited India last month for the annual India-Russia summit. That month also saw the first ever meeting of India's and Russia's defence and foreign ministers, which will be rotated between the two countries.

The Russian foreign minister said President Putin had "very useful negotiations" in Delhi and that both "the President and the Prime Minister (Modi) managed to spend several hours talking and that was a very useful exchange."

A number of agreements are expected to be signed during the visit. The visit will take place even as the first batch of the&nbsp;S-400 air defence system will be reaching India by the end of this year.

Last year the annual summit could not take place due to the COVID-19 crisis.&nbsp;Russia and Japan are the only two&nbsp;countries with which India has an annual summit-level mechanism that alternates between the respective countries.&nbsp;India and Russia have so far conducted twenty annual summit meetings.

Russian President Putin expected to visit India on December 6

India is hoping for a lot of "practical outcomes" at the National Security Advisory meet on Afghanistan.

NSA of seven&nbsp;countries - Iran, Russia and five&nbsp;central Asian countries - Tajikistan, Kyrgyzstan, Kazakhstan, Uzbekistan&nbsp;and Turkmenistan will be in New Delhi for talks on November 10. Key issues at the meet will be terrorism along with&nbsp;Afghanistan, radicalisation, extremism, cross-border movement, drug trafficking, humanitarian aid and threat emanating from a vast number of military weapons left behind in the country. &nbsp;

Pakistan has publicly said that it will not be participating in the meet. Terming the development "unfortunate", sources pointed how in the past two&nbsp;meetings Islamabad had not participated over India's&nbsp;presence.

China has conveyed to India it could not participate due to scheduling issues but will continue to have contacts with India on Afghanistan. One of the reasons for China's non-participation is due to the plenum of the Chinese Communist&nbsp;Party currently underway in Beijing.

The dialogue is expected to take place in Moscow, possibly by mid-November", Ambassador Bala Venkatesh Varma told Russian media in his last interview in his capacity as India's envoy to the country.

Both, India and Russia are expected to announce joint commission on technology and science, military-technical cooperation for the next decade 2021-2031.

Pak should ensure Afghan soil is not used to spread terrorism: India to Russia

The Indian envoy to Russia Venkatesh Varma has said that India and Russia have a "common position, common approach" when it comes to Afghanistan and both countries are "particularly affected" by the developments in the country with respect to the issue of terrorism, drug trafficking and other issues.

The ambassador, speaking to RIA Novosti explained, "the situation in Afghanistan is a matter of concern for the entire region....This situation poses threat to the interests of both India and&nbsp;Russia on account of the possibility of rising of terrorist groups, increased drug trafficking, organized crime, the flow of refugees" and also that a "very large amount of very advanced weapons are now in the hands of a large number of armed groups."

The comments come before the meeting between&nbsp;Secretary of the Russian Security Council Nikolai Patrushev and Indian NSA Ajit Doval on Wednesday to&nbsp;discuss Afghanistan in Delhi.

The meet is part of the permanent consultative mechanism to discuss Afghanistan established after Indian PM Modi and Russian President Putin's talks on August 24.

On the talks, the envoy said, "We expect discussions between Indian, Russia to be very in-depth and action-oriented. Envoy Verma said, "The Doha Agreement of February 2020, the Troika Plus talks - finally the results of these international efforts were not matched by the subsequent developments", pointing out that that, "it is better that India and Russia work together with respect to Afghanistan. Russia is reportedly set to open extra evacuation flights for its citizens as well as for nationals of countries who come under the Collective Security Treaty Organisation (CSTO) which is a &nbsp;post-Soviet security bloc.

The country has already evacuated 360 people even as it has boosted the motorised infantry troops at its military base in Tajikistan.

Russia is set to conduct another military drill close to the Afghan border this month with CSTO nations set to hold an&nbsp;exercise in Kyrgyzstan's Russian military airbase.&nbsp;

He added, "We must move beyond such anachronisms for a country like India, which now exports the majority of its goods eastward.

“On their part, objective Indians would also recognise that this was the case with them as well.

“Where India-Russia bilateral ties are concerned, there have been many changes, even issues from time to time. But at the end of the day, the logic of geo-politics was so compelling that we barely remember these even as minor aberrations,” Jaishankar said.

The undeniable reality of the exceptional resilience of India-Russia ties is surely a phenomenon that is worth analysing, he said.

His comments came weeks after the Russian state arms exporter Rosoboronexport CEO Alexander Mikheyev said that India will receive the first batch of the sophisticated S-400 missile system from Russia in October-December this year.

"I would like to mention the implementation of the contracts on supplying S-400 systems to India. We see no changes regarding that and the Indian authorities have confirmed their adherence to these agreements," Mr Lavrov said in response to a question during a press conference after the BRICS Foreign Ministers' virtual meeting hosted by External Affairs Minister S Jaishankar.

In October 2018, India had signed a USD 5 billion deal with Russia to buy five units of the S-400 air defence missile systems, notwithstanding warning from the then Trump administration that going ahead with the contract may trigger US sanctions under CAATSA.

The S-400 is known as Russia's most advanced long-range surface-to-air missile defence system. The ''Triumf'' interceptor-based missile system can destroy incoming hostile aircraft, missiles and even drones at ranges of up to 400 km.

Countering America's Adversaries Through Sanctions Act or CAATSA is a tough US law which authorizes the administration to impose sanctions on countries that purchase major defence hardware from Russia in response to Russia's annexation of Crimea in 2014 and its alleged meddling in the 2016 US presidential elections.

In December, Russia had said that implementation of its ongoing defence deals with India including the supply of a batch of S-400 missile systems is advancing well notwithstanding the threat of US sanctions.

"As for our cooperation with India, economically, politically and from the humanitarian sphere, in the military area and in health care, all kinds of cooperation, collaboration we developed gradually and according to the agreement reached at the highest level," Mr Lavrov said on Tuesday.

"Literally today, we have sent a new batch of Sputnik-V vaccine in addition to large-scale steps to help to support India in this situation they found themselves due to the coronavirus pandemic," the top Russian diplomat said.

He also expressed Russia's gratitude to India as the chairman in this year's BRICS.

During the BRICS Foreign Ministers' meeting, Mr Lavrov called on his counterparts from the five-nation bloc to come up with a joint signal to the world in favour of strengthening and reforming the multilateral system.

"Our association plays one of the leading roles in settling global problems today. It is an example of real multiversity- inclusive, universal and non-discriminatory," he was quoted as saying by Russia's TASS news agency at the online meeting of the BRICS foreign ministers.

"In this context, we support the initiative of our Indian friends who called on the BRICS foreign ministers to send a strong common signal to the world in favour of strengthening and reforming the multilateral system on the bedrock basis of international law, on the basis of the generally-recognized central role of the United Nations as the most universal and inclusive organization, in global affairs. And the unanimous voice of BRICS is highly relevant," he said.

On the issue of fighting terrorism, Mr Lavrov said, "This area is actively developing within BRICS. Its priority goals are specified in the anti-terrorism strategy of "the five" approved last year. We are in favour of expanding the potential of the anti-terrorism working group that was established. There are several topical subgroups within it."

The Russian top diplomat also noted that negative tendencies have surfaced in international relations amid the pandemic, with an increased potential for conflict and heightened risks of the collapse of the strategic stability system.

The envoy also said that both Russia and India do not recognise bilateral sanctions as they are "illegal tools" of "unlawful and unfair" competition and pressure.

During his visit to India last month, US Defence Secretary Lloyd Austin said there was no discussion with Defence Minister Rajnath Singh on the possibility of American sanctions against India over its S-400 deal with Russia as there has been no delivery of the missiles.

At the same time, Austin urged all allies and partners of the US to avoid buying Russian equipment that may invite US sanctions.

"Together with India, we do not recognise bilateral sanctions as they are illegal tools of unlawful and unfair, should I say, competition, pressure and even blackmail. It was clearly stated by the two foreign ministers in the course of their exchange," Kudashev said.

"With regard to S-400 and broader agreements, both sides are committed to the agreed timelines and other obligations. This contract is being successfully fulfilled," he added.

The US has already imposed sanctions on Turkey under the Countering America's Adversaries Through Sanctions Act (CAATSA) for purchase of S-400 missile defences from Russia.

Russia, India committed to S-400 missile deal: Russian envoy

Russia has agreed a deal for more than 60 million doses of its Sputnik V vaccine to be produced in China from May, the jab's developer said on Monday.

The Russian Direct Investment Fund (RDIF), which has financed the development of the jab, said it and Shenzhen Yuanxing Gene-tech Co. "have agreed to cooperate on production of over 60 million doses" of Sputnik in China.

The RDIF, Russia's sovereign wealth fund that has backed the development of the vaccine, said that the amount of the two-dose vaccine would be enough to vaccinate some 30 million people, adding that production would begin in May.

India has had a longstanding relationship with Russia for security cooperation and for armaments and the Biden administration should encourage New Delhi to move away from Moscow rather than take the route of sanctions for the purchase of major defence equipment like the S-400 missile system, a top US admiral has told lawmakers.

Admiral John Aquilino, during his confirmation hearing on Tuesday to be the next commander of the US Indo-Pacific Command or INDOPACOM, was responding to a question from Senator Jeanne Shaheen on India's decision to purchase the S-400 missile system from Russia.

"Should we sanction India if they acquire the S-400?" Shaheen asked.

"I would leave that to the policymakers to determine... I think we certainly should understand where we are with India and I think potentially the encouragement angle in providing alternatives might be a better approach," Aquilino replied.

The S-400 is known as Russia's most advanced long-range surface-to-air missile defence system. The 'Triumf' interceptor-based missile system can destroy incoming hostile aircraft, missiles and even drones at ranges of up to 400 km.

In October 2018, India had signed a&nbsp;$5 billion deal with Russia to buy five units of the S-400 air defence missile systems, notwithstanding warning from the then Trump administration that going ahead with the contract may invite US sanctions.

The US had imposed sanctions on Russia under the stringent CAATSA. The law also provides for punitive action against countries purchasing defence hardware from Russia.

"India is really a terrific partner and as we've seen from the recent Quad discussions, I think the importance of India and the rest of the nations in the Quad will increase.

We're at a balance. However, India has had a longstanding relationship with the Russians for security cooperation and for military equipment," Aquilino said.

"...If confirmed, I would work to continue to encourage India to look at and consider US equipment. Number one, it's the best. Number two, it generates interoperability and makes it easier to work together and I think we should encourage India to do that through all the elements of national power and see where that goes," he told members of the Senate Armed Services Committee.

Responding to another question from Senator Debra Fischer, Aquilino said the work or the effort that India has taken on to protect its northern border amid a standoff with China is noteworthy.

"The fact that the PRC has decided to instigate that skirmish on the northern border is noteworthy to all of us," he said.

"So, the strength of multilateral operations with India and with all allies and partners is certainly a mechanism to add to our deterrents in the region," he added.

"The deadly skirmishes between Indian and Chinese troops underscored the high level of tension along the border and China has made no secret of its ambition to encircle India with military and economic influence. As INDOPACOM commander, how would you approach this dynamic and what do you see as the future of the US-India military cooperation?" Senator Fischer asked.

The border standoff between the Indian and Chinese armies erupted on May 5 last year following a violent clash in the Pangong Lake area and both sides gradually enhanced their deployment by rushing in tens of thousands of soldiers as well as heavy weaponry.

Subsequently, 20 Indian soldiers were killed in a fierce hand-to-hand combat on June 15 in the Galwan Valley, an incident that marked the most serious military conflicts between the two sides in over four decades. Eight months after the confrontation, China admitted that its four soldiers were killed in the fight.

"The work with India, the Quad, as well as all the allies and partners in the region, continues to be the strength and it highlights our ability to ensure that the entire force, the entire region understands the cooperation and the alignment with international norms, standards, rules and laws," the admiral said.

Aquilino said the goal of the Chinese is to supplant US security leadership in the region, be it in the South China Sea or on the northern border of India, and change international rules beyond what the nations agreed to under the 1982 UNCLOS Treaty to their benefit.

"We need to engage with every aspect of national power to be able to compete against the PLA," the US admiral further said.

Be it diplomacy, science or information, every aspect has the ability to generate deterrence, extend cooperation with allies and partners. And that's one example from the military perspective this last year, he said.

Senator Josh Hawley said the Quad appears to be forming the basis for a regional coalition to stand up to Chinese aggression.

"How do you see the Quad contributing to deterrence in the Indo-Pacific now and in the future?" he asked.

"It is extremely important when you look at India as the world's largest democracy, combined with three other nations (that) have shared values and beliefs. When an organisation of that magnitude comes together, it would generate concern for anyone with an opposite opinion," Aquilino said.

Quad countries - the US, India, Australia and Japan - held their first summit on March 12 during which President Joe Biden told leaders of the coalition that a "free and open" Indo-Pacific is essential to their countries and that his country was committed to working with its partners and allies in the region to achieve stability.&nbsp;

Indian foreign secretary Harsh Shringla and Russian foreign minister Sergey Lavrov held talks on Wednesday with focus on the upcoming India-Russia annual summit for which Russian President Vladimir Putin will visit India.&nbsp;

After the meet, FS Shringla said, "FM emphasized on the importance he attaches to the special privileged strategic partnership between India and Russia....We also spoke about the annual summit and he said President Putin is looking forward to his India visit. That the visit will happen at a date to be decided by the two sides."

The key focus was also on cooperation at the United Nations Security Council given India is a non-permanent member at the UN body for two years and Russia is a permanent member is engaged in COVID-19 vaccine cooperation. India is expected to give approval to Russia's COVID-19 vaccine Sputnik V very soon.&nbsp;

FS during his two-day day Russia visit, his first foreign visit this year, also held a meeting with Russian deputy foreign minister Igor Morgulov. He said, "we will see some developments in the next few months that will reinforce close and strategic partnership that we both enjoy."&nbsp;

A number of high-level visits are expected to happen this year between the two countries. The deputy Russian Prime Minister will be visiting India for the Inter-Governmental Commission, the chairman of the state Duma will be visiting while the Indian army and Naval chief will be visiting Russia.&nbsp;

Russia FM Lavrov, Indian FS Shringla discuss upcoming Putin visit, Afghanistan

India's foreign secretary Harsh Shringla arrived in Moscow for a two-day visit during which he will hold meetings with the Russian Deputy Foreign Minister Igor Morgulov for the India-Russia Foreign Office Consultations.

On his arrival, the Foreign Secretary said, "I am very happy to be here in the beautiful city of Moscow...travelling in these covid times gives an indication of the importance we attached to our relation with Russia".

Russia and India are engaged in a number of fields, with defence being a key pillar of partnership. India will be getting the first batch of the S400 air defense system by the end of this year. Both are already moving towards the successful implementation of AK-203 Kalashnikov contract.

Adding, "India Russia relations are rock solid, strategic partnership diverse" and "foreign secretary's visit is intended to further deepen our cooperation in all sectors. We will also expand our cooperation including to build on PM Modi's visit to Vladivostok in September 2019."

'Active and ambitious' agenda for foreign secretary's Russia visit: Envoy Varma

Meanwhile, the Russian ambassador to Delhi&nbsp;Nikolay Kudashev said, "Special and privileged strategic partnership" between Russia and India is "progressing well despite COVID-19" and the Russian side is "staying in close touch with our Indian friends to work out new dates for the summit, postponed due to epidemiological reasons."

He highlighted that&nbsp;"we are confident that it will be held in the near future, while the Russian-Indian relations will continue its further development."

Indian Prime Minister Narendra Modi and Russian President Vladimir Putin have spoken to each other four&nbsp;times this year.

"For instance, India is a matter of persistent, aggressive devious Western policy which tries to draw the country into anti-Chinese games, promoting so-called Indo-Pacific strategies," Russian foreign minister Sergey Lavrov said, adding, "and at the same time, (western policy tries to) weaken our close partnership, strategic, privileged relations with Indians. There is a very tough pressure undertaken by Americans on New Delhi, concerning (Indian) military technical cooperation (with Russia)."

No prizes for guessing who Lavrov is talking about - the United States of America. Russia has its own theory about the border standoff. In the statement, Lavrov referred to India as a "clear pole" in the world order.

He says the West wants to weaken India's alliances with different global powers to maintain what he calls a "unipolar" world order and with those words Moscow seems to have effectively given a clean chit to Beijing.

At the same time, Lavrov has drawn the attention of the world to the great "power game". The pandemic has shaken the world order. New alliances are taking shape and Russia doesn't want to lose an ally like India.

Global powers like Russia and the United States have been vying for India's partnership. India will have to hedge its bets and make sure its rise doesn't come with a compromise.
