India and Russia held consultation on Afghanistan on Wednesday. In this, New Delhi pointed out that since Pakistan has links with Taliban and has been supporting international terror groups such as Jaish-e-Mohammed (JEM) and lashkar-e-taiba (LET), Islamabad has "special responsibility" to ensure that Afghan soil is not used to spread terrorism.

During the talks, India highlighted Pakistan's notorious spy agency ISI's links with LET and JEM, something that has been raised privately and publicly many times.

The talks were led by Indian National Security Advisor Ajit Doval and the visiting Secretary of the Security Council of the Russian Federation, General Nikolay Patrushev. This is the first visit of Patrushev to any foreign country after emergence of Taliban as the dominant force in Afghanistan.

Both sides saw the issue of terrorism emanating from Afghanistan as a threat to India and Central Asia. Three central Asian states, Turkmenistan, Tajikistan and Uzbekistan share border with Afghanistan, and the fear is that crisis can impact them as well. Both New Delhi and Moscow share close ties with these central Asian countries, with Russia being a major security and economic partner due to soviet connect.

During the talks, India expressed concerns over security of Afghan minorities — Hindus and Sikhs. In August, India evacuated over 500 people, more of 200 of which were Afghans, mainly from minority — Hindus and Sikhs.

A release by the Russian embassy on Doval-Nikolay talks said, both sides, "touched upon humanitarian and migration problems in this country, as well as prospects for the Russian-Indian joint efforts aimed at creating conditions for launching a peaceful settlement process on the basis of an intra-Afghan dialogue."

While both sides agreed that " that there is a lot of uncertainty" as situation "evolves rapidly in Afghanistan", sources explained that they had convergence of views on many issues — like the need for Taliban to adhere to promises and commitments it had made —like rights of women, minorities, flow of weapons to terror groups and smuggling across the Afghan border, Afghanistan becoming the hub of opium production and Islamic radicalization and extremism.

Both, Moscow and New Delhi, have decided to engage in concrete " forms of future bilateral cooperation" which includes close coordination, upgrading consultations and exchange of information.

The visiting top security official called on Prime Minister Narendra Modi and External Affairs minister Dr S Jaishankar. A release from the Indian PMO said, "Prime Minister expressed his appreciation for the visit of the Russian delegation led by Secretary Patrushev at a time when major changes are taking place in the region" and asked him to convey "his thanks to President Putin for his constant attention towards the India-Russia Partnership."

India, Russia consultations on Afghanistan in Delhi on Wednesday was a direct outcome of the Indian PM Modi and Russian President Vladimir Putin's talks on 24th August. In the 45 minute long conversation, both decided to form a "permanent bilateral channel" for consultations on Afghanistan.

The Russian release of Patrushev's call on of PM Modi said, "The two Sides reaffirmed their intention to strengthen coordination in the field of enhancing the regional stability, including on the Afghan direction".

Pak should ensure Afghan soil is not used to spread terrorism: India to Russia

The Indian envoy to Russia Venkatesh Varma has said that India and Russia have a "common position, common approach" when it comes to Afghanistan and both countries are "particularly affected" by the developments in the country with respect to the issue of terrorism, drug trafficking and other issues.

The Taliban takeover of the Afghan national capital Kabul on August 15 surprised the international community and since then heartbreaking visuals have emerged from the Kabul international airport of people trying to leave the country.

The ambassador, speaking to RIA Novosti explained, "the situation in Afghanistan is a matter of concern for the entire region....This situation poses threat to the interests of both India and Russia on account of the possibility of rising of terrorist groups, increased drug trafficking, organized crime, the flow of refugees" and also that a "very large amount of very advanced weapons are now in the hands of a large number of armed groups."

The comments come before the meeting between Secretary of the Russian Security Council Nikolai Patrushev and Indian NSA Ajit Doval on Wednesday to discuss Afghanistan in Delhi.

The meet is part of the permanent consultative mechanism to discuss Afghanistan established after Indian PM Modi and Russian President Putin's talks on August 24.

On the talks, the envoy said, "We expect discussions between Indian, Russia to be very in-depth and action-oriented. India & Russia have a lot of common interests in addressing the Afghan situation, including in the field of anti-terrorism." This is the first visit of Patrushev to any foreign country after the emergence of the Taliban as the dominant force in Afghanistan.

He highlighted the "very fast-moving developments in Afghanistan", including a protests rally in the Afghan capital Kabul which saw anti-Pakistan slogans on Tuesday and was covered by the Afghan and international press. The rally came days after ISI Chief was seen in the Kabul hotel lobby, sparking worries over Islamabad's continued interference into domestic affairs of Afghanistan.

On the Doha talks and the Troika Plus meetings, the envoy said that they "have not yielded the right results", and when it comes to Afghanistan and both countries are in discussing the "evolving situation including on the issue of recognition of the Taliban."

Last year in the Doha talks, under which US and Taliban signed a pact in February that began the process of US withdrawal and later the talks between Taliban and representatives of the former Ghani-led Afghan republic that ended as a failure. Troika format was the US, China, and Russia plus Pakistan discussing Afghanistan.

Envoy Verma said, "The Doha Agreement of February 2020, the Troika Plus talks - finally the results of these international efforts were not matched by the subsequent developments", pointing out that that, "it is better that India and Russia work together with respect to Afghanistan. That is the most important lesson for us."

Interestingly, during his interview, the envoy mentioned India's "interest in the stability of Central Asian states" in the backdrop of the Afghan crisis. 3 central Asian states, Turkmenistan, Tajikistan, and Uzbekistan share a border with Afghanistan, and the fear is that crisis can impact them as well. Both New Delhi and Moscow share close ties with these central Asian countries, with Russia being major security and economic partner due to the soviet connection.

Russia has retained its embassy in Kabul even as the embassy said it was making plans for extra evacuation flights from Afghanistan.

"Russia was ready to help rebuild Afghanistan's economy," Putin's special representative on Afghanistan Zamir Kabulov said as he urged Western nations not to freeze Afghanistan's finances due to the current crisis as the Taliban sets about the task of forming the government.

Russia is reportedly set to open extra evacuation flights for its citizens as well as for nationals of countries who come under the Collective Security Treaty Organisation (CSTO) which is a post-Soviet security bloc.

The country has already evacuated 360 people even as it has boosted the motorised infantry troops at its military base in Tajikistan.

The participation of the Russian president shows Moscow's backing to the India-led initiative and the close relationship between both countries. Russia is a permanent member of the council — P5 and has been coordinating with New Delhi since it took a seat at the high table. India is a non-permanent member of the UNSC for a two-year term which started on January 01, 2021.

Narendra Modi is the first Indian Prime Minister to preside over a UN Security Council Open Debate. The meet will see several Heads of State and Government participating, including the President of Congo. The meeting will focus on finding ways to counter maritime crime and insecurity, and strengthening coordination in the maritime domain.

A ministry of external affairs release said, "this will be the first time that maritime security will be discussed in a holistic manner as an exclusive agenda item in such a high-level open debate". The release explained, "given that no country alone can address the diverse aspects of maritime security, it is important to consider this subject in a holistic manner in the United Nations Security Council."

In the past, India has been coming out with policies on the issue. In 2015, India put forth the vision of 'Security and Growth for all in the Region' (SAGAR).

At the East Asia Summit in 2019, India announced Indo-Pacific Oceans' Initiative (IPOI) in which countries such as France and Australia have also joined. IPOI has seven pillars of maritime security which are Maritime Ecology, Maritime Resources, Capacity Building and Resource Sharing, Disaster Risk Reduction and Management, Science, Technology and Academic Cooperation and Trade Connectivity and Maritime Transport.

Russian President Putin to Participate at the UNSC meet chaired by PM Modi

India's External Affairs Minister Dr S Jaishankar has urged for "constant sensitivity" to the "interests of a crucial strategic partner" during his Moscow visit.

The remark is significant in light of Russian Foreign Minister Sergey Lavrov's visit to Islamabad earlier this year.

Lavrov went to Pakistan from India, marking the first time a Russian foreign minister has visited the country in many years.

"A key concern even while widening options is to ensure consistent sensitivity to the interests of a critical strategic partner. Indeed, it is this deep sense of consideration for each other that has been the formula of our ties. Mutual interest mandates that this continues to be so between India and Russia," Jaishankar said at the Primakov Institute of World Economy and International Relations.

The remarks are also significant in terms of India-Russia-China relations.

Moscow has strong relationships with both Delhi and Beijing, but due to China's confrontational and aggressive behaviour, India and China don't have a friendly relationship.

Russia is also regarded as dragging its feet on the Indo-Pacific vision, which China sees as an attempt to encircle it.

"That is absolutely the case with the Indo-Pacific, whose disconnection was a product of a certain period in history," Jaishankar said of the Indo-Pacific.

He added, "We must move beyond such anachronisms for a country like India, which now exports the majority of its goods eastward.

"Today, our interests and reach stretch all the way to the Pacific. Our most important partners are based there, with cooperation with Russia's Far East being one notable example."

From trade to defence, the two countries enjoy a multidimensional connection.

India is actively pursuing a trade pact with Russia's Eurasian Economic Union, and will receive the first S400 units by the end of this year.

"Enormous experience of past cooperation is now being put to a more contemporary requirement, including the Make in India programme," Jaishankar said, praising Russia as a "dependable defence partner of India."

Today, Jaishankar will meet with his Russian counterpart, Sergey Lavrov.

This is their second face-to-face meeting this year. Lavrov visited India earlier this year.

In Moscow, Indian Foreign Minister Dr S Jaishankar calls for 'consistent sensitivity' to the interests of partners

External Affairs Minister S Jaishankar on Thursday said that the relation between India and Russia have been among the steadiest of the major relationships in the world after the second World War, and New Delhi was looking forward to hosting President Vladimir Putin in the country for the annual bilateral summit.

Jaishankar, delivering a speech on India-Russia ties in a changing world at the Primakov Institute of World Economy and International Relations, said that this relationship is sometimes taken for granted.

“The case for its constant nurturing” is powerful, he said.

“There’s no doubt that relations between India and Russia have been among the steadiest of the major relationships in the world after the second World War,” he said.

Russians will surely recall the ups and downs in the ties with the US, Europe, China or Japan or Turkey and Iraq, the minister said.

“On their part, objective Indians would also recognise that this was the case with them as well.

“Where India-Russia bilateral ties are concerned, there have been many changes, even issues from time to time. But at the end of the day, the logic of geo-politics was so compelling that we barely remember these even as minor aberrations,” Jaishankar said.

The undeniable reality of the exceptional resilience of India-Russia ties is surely a phenomenon that is worth analysing, he said.

Prime Minister Narendra Modi and Russian President Vladimir Putin have met 19 times since 2014, Jaishankar said.

“That itself speaks a lot,” he said.

India-Russia ties among steadiest of major relationships in the world: EAM Jaishankar

Russian Foreign Minister Sergey Lavrov has assured India that there is no change in the implementation of the contracts on supplying the sophisticated S-400 anti-aircraft surface-to-air missile system to the country.

His comments came weeks after the Russian state arms exporter Rosoboronexport CEO Alexander Mikheyev said that India will receive the first batch of the sophisticated S-400 missile system from Russia in October-December this year.

"I would like to mention the implementation of the contracts on supplying S-400 systems to India. We see no changes regarding that and the Indian authorities have confirmed their adherence to these agreements," Mr Lavrov said in response to a question during a press conference after the BRICS Foreign Ministers' virtual meeting hosted by External Affairs Minister S Jaishankar.

In October 2018, India had signed a USD 5 billion deal with Russia to buy five units of the S-400 air defence missile systems, notwithstanding warning from the then Trump administration that going ahead with the contract may trigger US sanctions under CAATSA.

The S-400 is known as Russia's most advanced long-range surface-to-air missile defence system. The ''Triumf'' interceptor-based missile system can destroy incoming hostile aircraft, missiles and even drones at ranges of up to 400 km.

Countering America's Adversaries Through Sanctions Act or CAATSA is a tough US law which authorizes the administration to impose sanctions on countries that purchase major defence hardware from Russia in response to Russia's annexation of Crimea in 2014 and its alleged meddling in the 2016 US presidential elections.

In 2019, India made the first tranche of payment of around USD 800 million to Russia for the missile systems.

In December, Russia had said that implementation of its ongoing defence deals with India including the supply of a batch of S-400 missile systems is advancing well notwithstanding the threat of US sanctions.

"As for our cooperation with India, economically, politically and from the humanitarian sphere, in the military area and in health care, all kinds of cooperation, collaboration we developed gradually and according to the agreement reached at the highest level," Mr Lavrov said on Tuesday.

"Literally today, we have sent a new batch of Sputnik-V vaccine in addition to large-scale steps to help to support India in this situation they found themselves due to the coronavirus pandemic," the top Russian diplomat said.

He also expressed Russia's gratitude to India as the chairman in this year's BRICS.

During the BRICS Foreign Ministers' meeting, Mr Lavrov called on his counterparts from the five-nation bloc to come up with a joint signal to the world in favour of strengthening and reforming the multilateral system.

"Our association plays one of the leading roles in settling global problems today. It is an example of real multiversity- inclusive, universal and non-discriminatory," he was quoted as saying by Russia's TASS news agency at the online meeting of the BRICS foreign ministers.

"In this context, we support the initiative of our Indian friends who called on the BRICS foreign ministers to send a strong common signal to the world in favour of strengthening and reforming the multilateral system on the bedrock basis of international law, on the basis of the generally-recognized central role of the United Nations as the most universal and inclusive organization, in global affairs. And the unanimous voice of BRICS is highly relevant," he said.

On the issue of fighting terrorism, Mr Lavrov said, "This area is actively developing within BRICS. Its priority goals are specified in the anti-terrorism strategy of "the five" approved last year. We are in favour of expanding the potential of the anti-terrorism working group that was established. There are several topical subgroups within it."

The Russian top diplomat also noted that negative tendencies have surfaced in international relations amid the pandemic, with an increased potential for conflict and heightened risks of the collapse of the strategic stability system.

"National egoism, unscrupulousness in the choice of means to win global dominance, ignoring the interests of other countries undermine the foundation of the post-World War II multilateral system, which rests on international law. I mean the United Nations Charter rather than the rules our Western colleagues keep on inventing," he said, adding that more and more new challenges are facing the world community.

There are several topical subgroups within it." The Russian top diplomat also noted that negative tendencies have surfaced in international relations amid the pandemic, with an increased potential for conflict and heightened risks of the collapse of the strategic stability system.

No changes in implementation of contracts on supplying S-400 missile system to India: Lavrov

Russia and India are committed to adhering to timelines and other obligations under the S-400 missile deal, Russian ambassador Nikolay Kudashev said on Wednesday amid apprehensions of possible US sanctions against New Delhi over procurement of the weapons systems.

The envoy also said that both Russia and India do not recognise bilateral sanctions as they are "illegal tools" of "unlawful and unfair" competition and pressure.

During his visit to India last month, US Defence Secretary Lloyd Austin said there was no discussion with Defence Minister Rajnath Singh on the possibility of American sanctions against India over its S-400 deal with Russia as there has been no delivery of the missiles.

At the same time, Austin urged all allies and partners of the US to avoid buying Russian equipment that may invite US sanctions.

"Together with India, we do not recognise bilateral sanctions as they are illegal tools of unlawful and unfair, should I say, competition, pressure and even blackmail. It was clearly stated by the two foreign ministers in the course of their exchange," Kudashev said.

"With regard to S-400 and broader agreements, both sides are committed to the agreed timelines and other obligations. This contract is being successfully fulfilled," he added.

The US has already imposed sanctions on Turkey under the Countering America's Adversaries Through Sanctions Act (CAATSA) for purchase of S-400 missile defences from Russia.

Kudashev also said that the world order should be free from "unilateral approaches, illegal sanctions, double standards" and interference in domestic affairs of sovereign states.

"Collective international law based solutions should prevail over zero-sum games," he said, in his initial statement.

Ahead of Austin's high-profile India visit, Senator Robert Menendez, Chairman of the powerful Senate Foreign Relations Committee, in a letter urged the US Defence Secretary to take up with Indian leaders the issue of New Delhi procuring Russian S-400 missile defence system.

Russia, India committed to S-400 missile deal: Russian envoy

Russia has agreed a deal for more than 60 million doses of its Sputnik V vaccine to be produced in China from May, the jab's developer said on Monday.

The Russian Direct Investment Fund (RDIF), which has financed the development of the jab, said it and Shenzhen Yuanxing Gene-tech Co. "have agreed to cooperate on production of over 60 million doses" of Sputnik in China.

The RDIF, Russia's sovereign wealth fund that has backed the development of the vaccine, said that the amount of the two-dose vaccine would be enough to vaccinate some 30 million people, adding that production would begin in May.

India has had a longstanding relationship with Russia for security cooperation and for armaments and the Biden administration should encourage New Delhi to move away from Moscow rather than take the route of sanctions for the purchase of major defence equipment like the S-400 missile system, a top US admiral has told lawmakers.

Admiral John Aquilino, during his confirmation hearing on Tuesday to be the next commander of the US Indo-Pacific Command or INDOPACOM, was responding to a question from Senator Jeanne Shaheen on India's decision to purchase the S-400 missile system from Russia.

"Should we sanction India if they acquire the S-400?" Shaheen asked.

"I would leave that to the policymakers to determine... I think we certainly should understand where we are with India and I think potentially the encouragement angle in providing alternatives might be a better approach," Aquilino replied.

The S-400 is known as Russia's most advanced long-range surface-to-air missile defence system. The 'Triumf' interceptor-based missile system can destroy incoming hostile aircraft, missiles and even drones at ranges of up to 400 km.

In October 2018, India had signed a $5 billion deal with Russia to buy five units of the S-400 air defence missile systems, notwithstanding warning from the then Trump administration that going ahead with the contract may invite US sanctions.

The US had imposed sanctions on Russia under the stringent CAATSA. The law also provides for punitive action against countries purchasing defence hardware from Russia.

"India is really a terrific partner and as we've seen from the recent Quad discussions, I think the importance of India and the rest of the nations in the Quad will increase.

We're at a balance. However, India has had a longstanding relationship with the Russians for security cooperation and for military equipment," Aquilino said.

"...If confirmed, I would work to continue to encourage India to look at and consider US equipment. Number one, it's the best. Number two, it generates interoperability and makes it easier to work together and I think we should encourage India to do that through all the elements of national power and see where that goes," he told members of the Senate Armed Services Committee.

Responding to another question from Senator Debra Fischer, Aquilino said the work or the effort that India has taken on to protect its northern border amid a standoff with China is noteworthy.

"The fact that the PRC has decided to instigate that skirmish on the northern border is noteworthy to all of us," he said.

"So, the strength of multilateral operations with India and with all allies and partners is certainly a mechanism to add to our deterrents in the region," he added.

"The deadly skirmishes between Indian and Chinese troops underscored the high level of tension along the border and China has made no secret of its ambition to encircle India with military and economic influence. As INDOPACOM commander, how would you approach this dynamic and what do you see as the future of the US-India military cooperation?" Senator Fischer asked.

The border standoff between the Indian and Chinese armies erupted on May 5 last year following a violent clash in the Pangong Lake area and both sides gradually enhanced their deployment by rushing in tens of thousands of soldiers as well as heavy weaponry.

Subsequently, 20 Indian soldiers were killed in a fierce hand-to-hand combat on June 15 in the Galwan Valley, an incident that marked the most serious military conflicts between the two sides in over four decades. Eight months after the confrontation, China admitted that its four soldiers were killed in the fight.

"The work with India, the Quad, as well as all the allies and partners in the region, continues to be the strength and it highlights our ability to ensure that the entire force, the entire region understands the cooperation and the alignment with international norms, standards, rules and laws," the admiral said.

Aquilino said the goal of the Chinese is to supplant US security leadership in the region, be it in the South China Sea or on the northern border of India, and change international rules beyond what the nations agreed to under the 1982 UNCLOS Treaty to their benefit.

"We need to engage with every aspect of national power to be able to compete against the PLA," the US admiral further said.

Be it diplomacy, science or information, every aspect has the ability to generate deterrence, extend cooperation with allies and partners. And that's one example from the military perspective this last year, he said.

Senator Josh Hawley said the Quad appears to be forming the basis for a regional coalition to stand up to Chinese aggression.

"How do you see the Quad contributing to deterrence in the Indo-Pacific now and in the future?" he asked.

"It is extremely important when you look at India as the world's largest democracy, combined with three other nations (that) have shared values and beliefs. When an organisation of that magnitude comes together, it would generate concern for anyone with an opposite opinion," Aquilino said.

Quad countries - the US, India, Australia and Japan - held their first summit on March 12 during which President Joe Biden told leaders of the coalition that a "free and open" Indo-Pacific is essential to their countries and that his country was committed to working with its partners and allies in the region to achieve stability.

Foreign ministers of the European Union on Monday agreed to sanction four senior officials from Russia in the aftermath of crackdown on Kremlin critic Alexei Navalny.

The diplomats did not reveal details of the names of officials who are set to face asset freezes and travel bans.

On February 20, a Moscow court convicted Alexei Navalny for defaming a World War II veteran who was among a group of Russians he called "traitors" for appearing in a pro-Kremlin video.

Judge Vera Akimova ordered him to pay a fine of 850,000 rubles ($11,500/9,500 euros).

The said promotional video backed constitutional reforms last year. The reforms, approved in a referendum, will let Russian President Vladimir Putin run for two more terms in the Kremlin after 2024 if he wants to.

Before the judge began reading the verdict, Navalny made jokes and spoke to reporters from inside his glass box. "Why are you so sad?" he said, adding he was trying to make ice cream in jail and had already made pickled cucumbers.

Navalny was ordered on February 2 to serve time in a penal colony for breaching his parole terms while he was in Germany recovering from a nerve agent poisoning he blames on the Kremlin.

The Kremlin critic, earlier on Saturday, lost an appeal against his jailing over a separate case.
In the hearing, Judge Dmitry Balashov dismissed Navalny's appeal of a decision to imprison him for violating the terms of a suspended sentence on embezzlement charges he says were politically motivated.

'Active and ambitious' agenda for foreign secretary's Russia visit: Envoy Varma

India has said its relations with Moscow is "important" and the annual India, Russia summit which was to take place this year was postponed due to the COVID-19 pandemic. Both countries have an annual summit mechanism at leaders' level that alternates between India and Russia.

Ministry of external affairs spokesperson Anurag Srivastava in a statement said, "The India-Russia annual summit did not take place in 2020 because of the COVID-19 pandemic. This was a mutually agreed decision between the two governments."

Last year the summit happened in Russia's far eastern city of Vladivostok with Indian Prime Minister travelling to Russia, before that it took place in Delhi in 2018 with Russian President Putin travelling to India.

Meanwhile, the Russian ambassador to Delhi Nikolay Kudashev said, "Special and privileged strategic partnership" between Russia and India is "progressing well despite COVID-19" and the Russian side is "staying in close touch with our Indian friends to work out new dates for the summit, postponed due to epidemiological reasons."

He highlighted that "we are confident that it will be held in the near future, while the Russian-Indian relations will continue its further development."

Indian Prime Minister Narendra Modi and Russian President Vladimir Putin have spoken to each other four times this year.

Both Indian external affairs minister Dr S Jaishankar and defence minister Rajnath Singh had travelled to Moscow in September for the Shanghai Cooperation Organisation meetings.

In fact, defence minister Rajnath Singhhad also visited the country for the Victory Day parade.

Due to COVID-19 pandemic, international travel has significantly impacted.

For the first time this year, the annual United Nations General assembly meeting in September and other major summits like G20, BRICS and SCO happened virtually. The last foreign visit of Indian prime minister was in November of 2019 and since then he hasn't gone abroad due to the COVID-19 pandemic.

India says relation with Russia important; annual summit postponed due to COVID-19

The Indian government has launched a direct attack on Beijing until now New Delhi was sticking to the diplomatic code of conduct. In public the statements were non-confrontational, however, in private, India has been direct.

The Indian government wanted the Chinese troops to withdraw but China hasn't listened. So today, India spoke publicly. The development comes at a time when SFJ has been leading protests in Canada, US and UK in front of Indian missions in the name of "solidarity" for the farmer protests in India.

External affairs minister S. Jaishankar says the India-China relationship has been significantly damaged this year and that it cannot be business as usual with China as long as the PLA is on the border.

Jaishankar was speaking to an American think-tank where he shared the latest assessment on China border standoff. Jaishankar said China is in a major breach of bilateral agreements. The Chinese side has given five different explanations to explain the provocation but failed to explain why they didn't adhere to the agreements.

In fact, the provocations haven't stopped. China has dispatched fighter aircraft and troops to a Pakistani airbase. It close to the Indian state of Gujarat. The deployment is for the Shaheen military exercise. Now, India has Chinese soldiers at the Line of Actual Control(LAC) in eastern Ladakh and in the west the Chinese have been conducting drills with Pakistan.

China hasn't responded to the Indian minister's statement, however, Russia has spoken on the border standoff and it is an interesting assessment from a country that has been India's strategic ally and major arms supplier.

Russia feels the West is engineering a split between Moscow and New Delhi, however, ignoring the Chinese aggression, Russian foreign minister Sergei Lavrov said Western powers are trying to engage India in an "anti-China" game.

"For instance, India is a matter of persistent, aggressive devious Western policy which tries to draw the country into anti-Chinese games, promoting so-called Indo-Pacific strategies," Russian foreign minister Sergey Lavrov said, adding, "and at the same time, (western policy tries to) weaken our close partnership, strategic, privileged relations with Indians. There is a very tough pressure undertaken by Americans on New Delhi, concerning (Indian) military technical cooperation (with Russia)."

No prizes for guessing who Lavrov is talking about - the United States of America. Russia has its own theory about the border standoff. In the statement, Lavrov referred to India as a "clear pole" in the world order.

He says the West wants to weaken India's alliances with different global powers to maintain what he calls a "unipolar" world order and with those words Moscow seems to have effectively given a clean chit to Beijing.

At the same time, Lavrov has drawn the attention of the world to the great "power game". The pandemic has shaken the world order. New alliances are taking shape and Russia doesn't want to lose an ally like India.

Global powers like Russia and the United States have been vying for India's partnership. India will have to hedge its bets and make sure its rise doesn't come with a compromise.

On India's ties with US versus India's ties with Russia, envoy explained that while "India has a strategic partnership with the United States and cooperation on global issues" New Delhi "pursues an independent foreign policy" and "never joined any alliance and will not do so in future." On defense procurement, he said, India takes "independent decisions" and see "no contradiction between further development of India's defense relations with Russia and those with the United States", adding, "Our military cooperation with the Russian Federation will continue, taking into account the interests of India in the field of national security"

Russia on Wednesday praised India for sending medicines as it described the decision as "noble". It also said that this friendly gesture would be reciprocated. Speaking to WION's Diplomatic Correspondent Sidhant Sibal, Russian envoy to India Nikolay Kudashev praised India's "comprehensive efforts" and said that it resulted in significant "decrease in the rate of infection" in the country. WION: COVID-19 crisis is something that is caused by a great deal of uncertainty. How is Moscow and New Delhi collaborating to deal with the crisis? Nikolay Kudashev: Continous spread of COVID-19 infection is a global challenge. In this battle, Russia and India fight a common enemy. We follow closely steps taken by the union governments and regional administrations. These comprehensive efforts resulted in a significant decrease in the rate of infection and we see a number of recoveries growing. In Russia too, the government introduced various measures to tackle the diseases, apart from lockdown and social distancing measures, additional hospitals are being operated, vaccines are tested which help in preventing the unchecked spread of the infection. Of course, people are at the centre of all our efforts during the COVID-19 pandemic. While keeping in mind the safety of people in Russia, we also remember the citizens stranded abroad in lockdown. The embassy of Russia with the help of Indian authorities facilitated the repatriation of our tourist from India. So far about 1700 left India onboard special charted flights organised by the Russian government from Delhi and Goa from different cities and destinations of Russia. More flights are expected. At the same time, the Russian govt has provided support to Indian stranded in Russia, to ensure their safety. The Russian ministry of the interior ministry extended the visas of Indian nationals. WION: Termed as 'game-changer' in the battle against coronavirus, India is sending hydrocholoquine around the world. It will be sent to Russia also, how do you see it. And, any collaboration at BRICS Level? Nikolay Kudashev: The generous decision of the government of India to lift the ban on the export of important medicines to treat COVID-19 patients despite the increased demand in this country was very much appreciated in Russia. Be sure, it will be reciprocated. In our understanding, the conducive atmosphere for this noble decision was created during earlier contact of our leaders, PM Vladimir Putin and PM Modi followed by conversation and contact between top diplomats. We create a framework of cooperation within the United Nations, G20 and BRICS and we will push this close cooperation further in coming days. I am sure together we will be able to defeat the infection.

Sergei Lavrov, the foreign minister of Russia, recently delivered an address in Delhi. Lavrov is arguably the second most powerful politician in Russia.

He ended his speech with the line - "India and Russia share a special privileged strategic partnership. I hope that our Indian friends will be promoting the same ideology'.

In response, India's external affairs minister S Jaishankar called the India-Russia relationship - 'steady' and 'sustained by strong sentiment'.

These words make it clear that the old friendship, sometimes described as adrift, still remains strong.

So how does India see the shakeup in Russia? How does India see Vladimir Putin's attempt to remain in power and what does it mean for the relationship?

India has a remarkable history of democracy. Will that reputation be hurt by siding with leaders with authoritarian streaks? And what about China - the only thorn in India-Russia ties?

Igor Shuvalov served as the first deputy Prime Minister of the Russian Federation in 2008. He also functioned as an aide to the Russian President in 2004. In 2018 he was appointed as the chairman of the State Corporation for Development whose assets in the first half of 2019 stood at 50 billion dollars. In an exclusive interview with WION, VEB.RF Chairman Igor Shuvalov spoke about the relations between India and Russia and also listed out areas where the two countries need to work together in order to further the relations. WION: What is the health of Indo Russian investments? Igor Shuvalov: India is one of the key Russian partners. Throughout the decades, our countries have been extensively fostering bilateral relations in such important areas as nuclear energy, transport infrastructure, pharmaceuticals, oil and gas and others. We believe that cooperation in certain of the above areas is promising; we are also interested in your experience of developing the urban economy. Over the last five years, the Prime Minister, Narendra Modi, has literally transformed India by making it waste-free. The government of India announced a plan to build around 100 high-technology cities from scratch. In the past, cities were built on river banks, today we build cities next to roads, yet, in the future, their location will depend on access to optic fibre networks and new generation infrastructure. Smart cities will give an impetus to India’s development, as India remains a dominantly agricultural country where almost every fifth household has no uninterrupted power supply. WION: Which are the areas, which need to be worked on? Igor Shuvalov: As a development institution, VEB.RF aims to further the relations between our companies to promote initiatives as part of the Russian-Indian technological partnership. By implementing joint initiatives, Russian companies may consider supplying Russian solar and wind power generation equipment, technologies and services to India. We will consider engaging government institutions and commercial companies to foster the implementation and development of renewable energy sources, including through the Make in India program’s initiatives. I would like to highlight the agreement on cooperation in the field of renewable energy sources between VEB.RF, Zarubezhneft, Hevel and Indian Oil Corporation Limited and SUN Group signed at the last Eastern Economic Forum in Vladivostok. Taking into account the renewable energy sector growth rates in the Republic of India and its increasing demand for RES, the parties agreed to consider the implementation of projects with various combinations of generating equipment (up to 23GW capacity), as well as complexes for energy transfer and storage. WION: Which are the new areas both can focus on? Igor Shuvalov: With regard to the Indian-Russian relations, we have a lot of improvement opportunities, i.e. development of convenient transport corridors, logistics optimisation, bilateral trade in national currencies, and development of SMEs. Future business contacts will benefit significantly from a new trade representative office of a VEB.RF’s subsidiary, Russian Export Centre, opened in February 2019 in Mumbai jointly with the Russian Ministry of Industry and Trade. In general, Russia and India should have a target to reach an USD30bn bilateral trade volume by 2025. WION: How is Russia handing US sanctions and what does this mean to the world at large? Igor Shuvalov: I faced this agenda for the first time when I was a member of the government. I have the following opinion: it makes us mobilise our resources, reinvigorate ourselves, and gauge our strength to progress ahead. There is nothing good about the sanctions, but the sanctions are likely a chance for us to fulfil our potential: to stay awake, to stay alert, and to count only on ourselves. You should understand that you are the maker of your success.

Boosting its capabilities in beyond visual range warfare, India has signed a deal worth around Rs 1,500 crore to acquire R-27 air-to-air missiles from Russia to be equipped on the Su-30MKI combat aircraft.

"A contract has been signed with Russia for the acquisition of R-27 air-to-air missile to be fitted on the Su-30MKI combat aircraft fleet of the Indian Air Force," government sources told ANI here.

The Russian missiles with an extended range would give an added capability to the Sukhois to take on enemy aircraft at long ranges, they said.

The missiles have been acquired under 10-I projects which mandate the three services to maintain critical weapon systems and spares for a specified minimum period, which is known as War Wastage Reserve (WWR).

The R-27 missile is a medium-to-long-range air-to-air missile developed by Russia for its MiG and Sukhoi series of fighter jets.

In the last 50 days, the Indian Air Force (IAF) has signed deals worth over Rs 7,600 crore for acquiring equipment under emergency requirements approved by the Defence Ministry.

The IAF has spent around Rs 7,600 crore in procuring missiles such as the Spice-2000, Strum Ataka ATGMs and a large number of spares under the emergency procurement route.

After the Pulwama attack, the Central government had given emergency powers to the three services to buy whatever equipment is required by them for safeguarding the borders with Pakistan.

Under the powers given, the security forces can buy the equipment of their choice within three months at the cost of up to Rs 300 crore per case.

The emergency powers were given to the forces within a few weeks after the Pulwama attack in which 44 CRPF personnel were killed and India started increasing vigil at the borders with Pakistan, they said.

The US is ready to help India's defence needs with the latest technologies and equipment, but New Delhi purchasing long-range S-400 missile defence system from Russia would limit cooperation, the Trump administration has cautioned.

The statement came weeks after an identical warning from a senior State Department official who had said that New Delhi's deal to procure the lethal missile system from Moscow will have "serious implications" on India-US defence ties.

The S-400 is known as Russia's most advanced long-range surface-to-air missile defence system. China was the first foreign buyer to seal a government-to-government deal with Russia in 2014 for the system.

India and Russia signed a $5 billion S-400 air defence system deal in October last year after wide-ranging talks between Prime Minister Narendra Modi and Russian President Vladimir Putin.

Senior State Department official (South and Central Asian Affairs) Alice G Wells told House Foreign Affairs Subcommittee for Asia, the Pacific and Non-proliferation on Thursday that the US now does more military exercises with India than any other country.

"Under the Trump administration, we've been very clear that we're ready to help meet India's defence needs and we are seeking a very different kind of defence partnership building on the 'Major Defence Partner' designation that India has received from Congress," Wells said.

She was replying to the Congressional sub-committee on India buying S-400 from Russia and how to make India-US ties as robust and as meaningful as possible.

Just a few weeks ago, India, the United States, the Philippines and Japan did a sail by in the South China Sea, she said.

"In both our bilateral, trilateral, quadrilateral formats, we're working together in ways that we didn't even conceive of 10 years ago. And so we'd like all aspects of our military relationship to catch up to this new partnership," Wells said.

Noting that India has a historical dependence on Russian arms, she said what causes concern with the S-400 is that it effectively could limit India's ability "to increase our own interoperability".

At a certain point, she argued, a strategic choice has to be made by India about partnerships and a strategic choice about what weapon systems and platforms it is going to adopt.

"It is the case that 10 years ago we did not offer the range of military equipment to India that we're prepared to offer today. We're very much engaged in a conversation with India over how we can broaden our defence relationship," Wells said in response to a question.

Signing of COMCASA agreement between the two countries, she said, was a key step forward which allows for the classified sharing of information, which is one of the basic foundational agreements that foster military interoperability.

"So we're making significant strides forward in our military relationship," she said.

"There is no a blanket waiver or country waiver when it comes to an S-400. We have serious concern about a possible S-400 purchase (by India) and we're continuing our conversations on what the United States or other defence providers could assist India," Wells said.

Over the last 10 years, she said India-US defence trade has increased from zero to $18 billion, as New Delhi has started to diversify its weapons sources.

"We expect continued progress and expanding that defence relationship. But it's still the case that about 65 or 70 per cent of India's military hardware is Russian origin," she said.

And when Russian President Putin visited India last October, there were additional announcements of big ticket military items that were potentially under consideration, she said.

Responding to another question, Wells alleged that India has the highest tariff barriers of a G-20 country.

"Historically it has been a protected market. So, our failure to negotiate an agreement over the course of the last year and a half led to the decision to suspend the GSP benefits," she said.

However, GSP or asking India to stop purchasing oil from Iran is unlikely to push India into the China camp, she said when asked about it from a lawmaker.

"I don't think so. We are India's largest and best market. Twenty per cent of India's goods come here. There is Indian Foreign Direct Investment in the US. There's a huge interest by US firms in India. As Prime Minister Modi begins his second term. He's preoccupied with job creation and attracting Foreign Direct Investment is going to be a key part of that strategy.

"Properly conducted trade can be a huge strength to the relationship and that's certainly our focus as we begin our engagement with Prime Minister Modi in his second term as how do we fix this part of the relationship," Wells added.

Ready to help meet India's defence needs but S-400 deal with Russia a concern: US official to foreign affairs committee

India is hopeful it will avoid US sanctions over its purchase of Russia's S-400 missile system, Defence Minister Nirmala Sitharaman told.

New Delhi has been "heard and understood" by the US administration over its accord to buy the S-400 missile defence system for $5.2 billion, the minister said in an interview this week.

Prime Minister Narendra Modi made the deal with Russian President Vladimir Putin in October, defying US warnings of sanctions on countries buying Russian military equipment. The sanctions were part of measures to punish Moscow for its actions in Ukraine in 2014.

President Donald Trump's administration imposed sanctions on China's military last year over Beijing's purchase of the S-400 and other military hardware.

It has also warned NATO member Turkey of sanctions for buying the S-400, and has suspended Turkey's participation in a US jet programme.

Sitharaman told AFP that Washington has taken on board that India, bordering both Pakistan and China, needed arms from Russia, and others, to remain a "strong partner".

Negotiations with Moscow, a longstanding supplier to India's military, on the S-400 began before the US sanctions were introduced, she said.

"In the case of S-400 we have explained ourselves well... That has been heard and understood," Sitharaman said. "They have appreciated the point of view put forward."

Asked if she was confident that India would avoid sanctions, Sitharaman said, "Yes I hope so."

Cold water

Before the deal was inked, Washington poured cold water on India's efforts to obtain a waiver from the US Countering America's Adversaries Through Sanctions Act (CAATSA).

Upgrades in arms systems "including the S-400 air and missile defence system" would be a particular focus for CAATSA, a US State Department spokesperson was quoted as saying by India's PTI news agency.

But Randall Schriver, Assistant Secretary of Defence for Indo-Pacific Security Affairs, told a hearing in March that Washington wanted to "work through" the problem, calling India "an important emerging strategic partner."

He added however that India's contract with Russia has not been completed and that the US was "very keen to see (India) make an alternative choice (to the S-400) and we are working with them to provide potential alternatives."

China

Washington is in a tricky position with India. It wants to bolster ties with the Asian giant to counter China's assertiveness, a trend which has also rattled New Delhi.

In 2017 India and China had a military standoff over a Doklam claimed by both Beijing and Bhutan, a close ally of India.

Since then China and India have sought to patch up relations, including at a meeting between Modi and President Xi Jinping at Wuhan, China in April 2018.

"Sometimes there are differences and you have a face-off," Sitharaman said. "But our attempt, particularly after the prime minister's Wuhan meet with the Chinese president, our attempt has been that these differences... cannot be allowed to become disputes."

But China has also made inroads in Sri Lanka and the Maldives -- countries that India considers to be in its sphere of influence -- through its One Belt, One Road Initiative (OBOR), also known as the Belt and Road Initiative (BRI).

India has particular concerns about a series of projects passing through Pakistan occupied Kashmir, a disputed territory which was the fuse for a new military flare-up between Pakistan and India in February.

China has also blocked efforts to put on UN sanctions blacklist the leader of a Pakistan-based militant group that claimed a suicide bombing in Kashmir's Pulwama district on February 14 that killed 40 Indian paramilitary troops.

New Delhi has reportedly declined a Chinese invitation to take part in an OBOR forum in China later this month.

"Areas which are ours legally, which are under illegal occupation of Pakistan, are the ones which are becoming part of the China-Pakistan Economic Corridor," Sitharaman said.

"So having made that position very clear, we have not participated in anything to do with OBOR, and we stick to that position," she said.
