The Pakistan prime minister was satisfied with the evidence provided by Bajwa about his family's assets. He had also directed him to continue working as the SAPM on information and broadcasting.

ISLAMABAD, Pakistan — Pakistan has become the latest country to ban TikTok, the Chinese-owned social media platform, in a move that government critics said stemmed as much from politics as from allegations of immoral content.

The Pakistan Telecommunication Authority said in a statement Friday that it was banning TikTok based on a “number of complaints from different segments of the society against immoral/indecent content.” It said it had informed the company about complaints about its content, but TikTok’s administrators did not address their concerns.

The regulator said it was open to talks with the company “subject to a satisfactory mechanism by TikTok to moderate unlawful content.”

ByteDance, the Chinese company that owns TikTok, said it was committed to following the law and it was in regular contact with Pakistani regulators. “We are hopeful to reach a conclusion that helps us serve the country’s vibrant and creative community online,” it said in a statement.

TikTok, with its lip-syncing teenagers and meme-heavy videos, has drawn criticism from governments around the world, for varying reasons.

The Trump administration has attempted to block the app, so far unsuccessfully, citing privacy concerns and the app’s Chinese ownership, allegations that ByteDance has disputed. India has banned the service along with other Chinese-owned apps amid rising tensions between New Delhi and Beijing.

TikTok has also faced occasional bans in places like Indonesia and Bangladesh over issues of public decency, as well as pressure in the United States and elsewhere over privacy and content given its base of young users.

On its face, Pakistan’s objections to TikTok center on the potential impact to society. Like users elsewhere, TikTok fans in Pakistan — about 20 million active monthly users, according to the government, citing the company’s figures — make videos ranging from do-it-yourself dance numbers to monologues about society, politics and daily life. Influencers also make money on the side. TikTok’s most popular star in Pakistan, Jannat Mirza, has accumulated 10 million followers with often soapy videos mostly about young romance.

But conservative Muslims in Pakistan have increasingly accused TikTok of testing acceptable social norms. They deemed memes and song adaptations as too suggestive and too risqué. Many people saw the content as lowbrow and vulgar. There were also growing complaints of underage delinquent behavior and display of illegal weapons.

Prime Minister Imran Khan — a former cricket star once famous for his flamboyant lifestyle who has become increasingly conservative since entering politics — criticized TikTok as promoting “obscenity and vulgarity.”

Mirza has called for regulating TikTok content and initially expressed support for a ban, although a local media report said she believed the ban should be lifted. She did not respond to a request for comment.

“Vulgar content exists on all platforms, but I would argue that the ratio might be slightly higher on TikTok,” said Saif Ali, digital account director at Empact Middle East, a marketing firm. “The whole platform is song and dance, so it was always going to ruffle feathers with conservatives.”

At the same time, critics see politics at work.

Political content has mushroomed on TikTok in recent months as the coronavirus has spread and the national and global economies have taken a hit. Political observers said that must rankle Khan and his party, Pakistan Tehreek-e-Insaf, or PTI.

The Pakistan Telecommunication Authority “has blocked TikTok not because of immoral content but because TikTokers are poking fun of the Great Leader,” Najam Sethi, one of the country’s most prominent journalists, said in a Twitter post, making an indirect reference to Khan.

Many analysts and journalists say that the ban served a dual purpose: mollifying conservatives and curbing criticism of Khan’s handling of the economy, rising inflation and tough stance toward political rivals.

“After the COVID-19 lockdown, Pakistanis going on TikTok doubled to over 20 million active users, while economic hardship related to livelihood loss and inflation hit the lower-middle and working class hard,” said Habibullah Khan, founder of Penumbra, a digital marketing agency based in Karachi, Pakistan. “These trends seem to have combined to cause a tipping point in public opinion that got picked up by TikTok algorithms.”

Since May, videos critical of the government started showing up on TikTok’s main feed, Habibullah Khan said.

The prime minister has blamed past leaders for Pakistan’s economic troubles and has implored the public to endure the tough times and wait for a better future. “You don’t have to panic,” Imran Khan said during one speech.

In one TikTok video that was shared widely a few months ago, two users mocked Khan by saying that the time to panic had finally arrived.

Supporters of the opposition political party Pakistan Muslim League-Nawaz also started using the app to criticize the government. One such user, Saud Butt, a supporter of ousted prime minister Nawaz Sharif, accumulated 1.2 million followers in a short time.

Government officials said the real issue was videos that they said sexualized underage girls.

“Had there been any political relevance of TikTok in Pakistan, there would have been a number of serious political commentators on the platform influencing political discussions,” said Arslan Khalid, the prime minister’s point person on digital media.

“The claim that TikTok was banned due to political criticism is just frivolous,” he added.

Habibullah Khan said that TikTok videos had nevertheless undermined the majority party’s standing in Punjab, the country’s most populous and prosperous province, which determines the political fortunes of any political party in Pakistan.

“It’s hard to not conclude that the explosive growth,” he said, “and virality of such videos were at least one reason behind the ban.”

Asim Bajwa has resigned from the additional charge of the Special Assistant to the Prime Minister on information and broadcasting. He confirmed on Twitter that his request has been approved by PM Imran Khan.

Pakistan: Asim Bajwa steps down as adviser to Imran Khan

In the hope to have China as an "all-weather ally", Pakistan has continued to support Beijing amid the COVID-19 pandemic and even looked the other way round in the case of ongoing human rights violation against the Muslims in Xinjiang region.

According to an article titled `Why China Has the Power to Dictate Pakistan`s Future` by William Shriver published in The National Interest, Prime Minister Imran Khan has balanced his criticism of China because Pakistan receives billions of dollars of investment through the Belt and Road Initiative.

To keep the China-Pakistan relations flourishing, Khan even downplayed the early stages of the coronavirus in both China and Pakistan.

In February, Khan had said in a tweet, "Pakistan stands with the people & govt of China in their difficult & trying time and it will always stand by them".

After a month, he said in a statement, "In a few days everything would be normal... This virus is a kind of flu. It spreads quickly.

"Shriver has highlighted Khan showing willingness to push aside a deadly virus to preserve the China-Pakistan relationship and appease Chinese officials.

Meanwhile, Khan also preferred to turn a blind eye towards the rampant human rights violations on Muslims in the Xinjiang region by the Chinese government.

The author said that in the past year, Khan has looked the other way on the Uyghur genocide in Xinjiang, shown public support for China`s controversial Hong Kong security bill, and has now pandered to China during the coronavirus pandemic as China invests some USD 60 billion into Pakistan through the China-Pakistan Economic Corridor (CPEC).

As Pakistan continues to raise the so-called human rights violations by the Indian government, William Shriver questioned Asad Majeed Khan, Pakistan Ambassador to the US, on why Pakistan--a long time haven for pan-Islamic causes--is ignoring the over one million Uyghur Muslims in concentration camps in Xinjiang?

In reply Ambassador Khan said, "We [Pakistan] normally don`t comment on the internal situations of other countries, of our friends in particular. To equate our raising of the human rights violations in Kashmir in India is very different because China has never raised those issues with us [Pakistan] . . . We do not talk about these things publically given the state of relationship that we have with China."

While Pakistan continues to defend China in the hope of gaining an "all-weather ally", the author of this article poses a question -- will Beijing will rush to Islamabad`s aid during India-Pakistan`s skirmish like the US, who gave outright support to India during recent India-China standoff.

The author has opined that if China takes a sudden decision to not help Pakistan in time of need then "Pakistan would be left out in the rain".However, it stands true to the fact that China`s growing relationship with Pakistan is one of the most important developments in the South Asian foreign policy.

Pakistan PM hoping for an 'all-weather friend', chooses to ignore China's wrongdoings

The federal cabinet of Pakistan is divided over the issue of an FIR registered against former Prime Minister Nawaz Sharif, blaming him for criminal conspiracy over his recent "provocative speeches" that were made from London, reported Geo News.

According to sources, during a meeting of the federal cabinet on Tuesday, two federal ministers and a special assistant suggested that the FIR registered against Nawaz "should reach its logical conclusion".

"However, Prime Minister Imran Khan and other members of the cabinet remained adamant that the government was not in favour of exacting political revenge on the opposition," quoted Geo News.

The other ministers, according to sources, were of the opinion that the FIR against Nawaz should be dismissed. A First Information Report (FIR) has been registered against Sharif in the case of criminal conspiracy for the "provocative speeches" he made in London to "defame Pakistan`s institutions".

Earlier this month, Pakistan failed to execute a non-bailable arrest warrant against Sharif, who was granted permission to fly abroad to get medical treatment in November last year.

For nearly one month, the Pakistan government made several attempts to get Sharif`s arrest warrant signed. Last week, the IHC had slammed Sharif over his failure to appear before the court after he was granted permission to fly abroad for medical treatment.

The Prime Minister had tasked relevant authorities to bring back Sharif at the earliest. The decision was taken during a cabinet meeting where the Prime Minister also issued the directive to pursue the matter vigorously.

Last month, the IHC came down heavily on the Imran Khan-led government for allowing Sharif to go abroad without informing the court and it was up to the dispensation to take steps for ensuring the latter`s return to the country.

Imran Khan: India is helping Nawaz Sharif | Gravitas

As Pakistan bears the brunt of human rights violations in the country against journalists, in Balochistan and the Gilgit-Baltistan (GB) region, Prime Minister Imran Khan has now turned to recommend books to the youth of the nation.According to The News, for the month of October, Khan recommended Elif Shafak`s "The Forty Rules of Love" for the youth of Pakistan in an attempt to "bring them close" to Islam.

I read it a few years back and was deeply inspired," Khan captioned his post where he shared the photograph of the book on Instagram.

In May, in the wake of the coronavirus-induced lockdown, Khan recommended that the youth read the famous book `Lost Islamic History`."A great read for our youth during lockdown days. An excellent brief history of the driving force that made Islamic civilisation the greatest of its time and then the factors behind its decline," he tweeted.

The United Nations Human Rights Office on Tuesday expressed its concern over the increasing instances of threats of violence against journalists and human rights activists in Pakistan.

Gravitas: Imran Khan accuses rival Nawaz Sharif of 'playing India's game'

Former Prime Minister and PML-N supremo Nawaz Sharif on Thursday said that he would no longer remain quiet on the "dual standards" of accountability in Pakistan.

Addressing a PML-N meeting through a video link from London, he said, "Nawaz Sharif is not made of the kind of stuff that can remain quiet on dual standards of accountability."

Sharif said that although Prime Minister Imran Khan is to blame for the country's current state, "it is those who brought him into power who are truly responsible".

In response to Sharif's recent speeches criticizing the government, the Pakistan Electronic Media Regulatory Authority (PEMRA) on Thursday banned the broadcast and rebroadcast of any speech, interview or public address of absconders or proclaimed offenders.

Will no longer remain quiet on 'dual accountability standards' in Pakistan: Nawaz Sharif

Pakistan Prime Minister Imran Khan has accused political rival and former premier Nawaz Sharif of getting backing from India.

Hitting out at Pakistan at the United Nations Human Rights council, India has said that Islamabad continues to play "victim card" on the issue of terrorism to "distract international community" even though it supports it.

'Do not play victim card': India hits out at Pakistan on the issue of terror

Pakistan will this week begin the process of selling unused telecom spectrum in an auction it hopes will raise around $1 billion and enhance network capacity, said three senior government officials familiar with the matter.

The spectrum is in the 1800 and 2100 MHz bands typically used by operators for 4G LTE (long-term evolution) networks that offer faster video streaming and Internet downloads, said the officials.

They asked not to be named as they were not authorised to discuss the matter with the media.

The country plans to kick-start the process by laying out plans to retain an international consulting firm that would design the auction process, and advise on base pricing and other details, they said, adding that no sale date has yet been set.

Pakistan is anxious to replenish state coffers that have been hit by a slump in the economy and in tax collections exacerbated by the coronavirus pandemic.

A spokesman for Pakistan Telecommunication Authority (PTA) said the process to hire a consultant for "Spectrum Auction 2020-21" has been initiated. He declined to give further details.

The country has some 85 million 3G/4G subscribers, and the upcoming auction is seen a precursor to any 5G launch.

The Pakistan telecom market is dominated by Jazz, backed by Netherlands-based Veon Ltd; Telenor Pakistan, backed by Norway`s state-controlled Telenor; Zong, owned by China Mobile and Ufone, which is controlled by state-owned Pakistan Telecommunication Company Ltd.

Pakistan: Opposition parties form alliance to oust Imran Khan

Special Assistant to Pakistan Prime Minister Imran Khan on Political Communication Shahbaz Gill has said the Pakistan Electronic Media Authority Regulatory Authority (Pemra) and other "legal options" would be used if PML-N supremo Nawaz Sharif addresses the opposition-led multiparty conference (MPC) and if his speech is aired.

Former Pakistan prime minister Nawaz Sharif, who is currently in London for treatment, is slated to virtually attend the opposition-led MPC scheduled to be held on Sunday.

The opposition parties decided to hold MPC as they wanted to formulate a strategy against the ruling Pakistan Tehreek-i-Insaf (PTI) government over bad governance, sugar and wheat scandals and inflation, Dawn news reported.

To this end, Gill tweeted: "How is it possible that a fugitive carries out political activities and gives speeches? The Sharif clan can only spew lies. They are such big liars that they also lie about [their] medical conditions."

Nawaz Sharif has been in London since November 2019, and has maintained a low public profile ever since.

On Thursday, the Pakistan High Commission in London received arrest warrants sent by the government for Nawaz.

The assistant registrar of the Islamabad High Court (IHC) had directed the foreign secretary to ensure production of the former prime minister before the court on September 22.

Earlier this week, the IHC also issued non-bailable arrest warrants for Nawaz while dismissing his application seeking exemption from personal appearance in the hearing of appeals against his conviction in the Al-Azizia and Avenfield properties references.

They are such big liars that they also lie about [their] medical conditions." اگر مفرور مجرم نواز شریف نے اے پی سی سے خطاب کیا اور ان کا خطاب نشر ہوا تو پیمرا اور دیگر قانونی آپشن استعمال ہوں گے۔ یہ کس طرح ممکن ہے کہ ایک مفرور مجرم سیاسی ایکٹیوٹییز کرے اور بھاشن دے-شریف خاندان جھوٹ کے علاوہ کچھ نہیں بول سکتا۔ اتنے جھوٹے ہیں کہ بیماری پر بھی جھوٹ بولتے ہیں۔ — Dr. Shahbaz GiLL (@SHABAZGIL) September 19, 2020 × Nawaz Sharif has been in London since November 2019, and has maintained a low public profile ever since. Pakistan sees spike in daily coronavirus cases, number crosses 700

Pakistan Prime Minister Imran Khan has said that his government will soon introduce a three-tier legislation providing for registration of sex offenders, exemplary punishment for rape and child abuse and effective policing.

Khan made the announcement while addressing a joint sitting of parliament after passage of a number of Financial Action Task Force-related bills on Wednesday.

"Such incidents ruin the lives of victims and their families also have to suffer," he said.

Khan was referring to the gang-rape of a French-Pakistani woman in front of her three children near a highway in Lahore on September 9 which sparked widespread outrage.

One of the suspects wanted in the case was arrested on Monday arrested and confessed to his crime.

Noting that the main suspect in the gang-rape case was a history-sheeter, Khan said that global data indicated that such criminals were repeat offenders and therefore maintaining their data was important.

He said the legislation being prepared would not only provide for exemplary punishment for rape and child abuse offences, but would also contain provisions for registration of sex offenders and effective policing, the report said.

He admitted that only a very small percentage of such cases were reported to police in the country.

Even after the arrest of offenders in rape and child abuse cases, their conviction is not easy in absence of proper prosecution and concrete evidence. For this reason, the bill being prepared would also provide for witness protection, he said.

Pakistan's Prime Minister Imran Khan said on Monday he would like convicted rapists to be publicly executed or chemically castrated, reacting to a question on the rape of a woman on a highway last week that has caused uproar in the South Asian nation.

Last week, a mother of two driving along a major highway near Lahore was dragged out of her car and raped by two men at gunpoint, one of whom was arrested by police on Monday.

"I was shocked to find out from the police that sex crimes in the country are increasing greatly," he said.

"The rapists should be given exemplary punishments. In my opinion, they should be hanged at the chowk (main square)," he said, adding that the punishment should be reserved for rapists and those who abuse children.

However, the Prime Minister highlighted that upon discussing this with the cabinet, it was intimated that such a punishment would not be accepted internationally.

"Unfortunately, we had a discussion and we were told it would not be internationally acceptable," Khan said, adding that "GSP-Plus trade status given to us by the European Union will be affected."

Khan said that the country needs a fresh legislation to ensure that there is permanent sterilisation of such criminals.

"One other option can be chemically or surgically castrating the rapists, according to the degree of the crime,"" Khan said, adding that many other countries practice the same punishment for rapists.

Khan said he believed the culprits should be hanged publicly, but added that officials had informed him that such an act could endanger a preferential trade status given to Pakistan by the European Union (EU).

The EU's Generalized System of Preferences (GSP-plus) status, granted to Pakistan in 2014, is contingent upon observation of international conventions, such as human rights.

However, Khan said he was also looking into the option of chemical castration instead.

"The way there is first degree, second degree, third degree murder, this [rape] should be graded in the same way, and when there is first degree [rape], castrate them. Operate on them and make them unable to do this," Khan said in an interview on a Pakistan news channel.

Khan's remarks came as Pakistani officials announced that one of the two main suspects in the motorway rape case had been arrested and had admitted to the crime. Officials said they also had a positive DNA match. The search for the second suspect is still ongoing.

Police retrieved DNA samples from the site, and used GPS data from cellular phone networks to identify individuals who were at the site when the attack occurred.

The shocking assault sparked nationwide protests and calls for the resignation of officials as well as the public hanging of rapists in Pakistan.

This February, lawmakers introduced legislation for the public hanging of those convicted of sexual abuse and the murder of children, but the law was not passed.
