Why is Canada honouring a Khalistani terrorist? The Canadian Parliament marked the one-year anniversary of the killing of Khalistani terrorist Hardeep Singh Nijjar by holding a moment of silence. Molly Gambhir tells you more.

Gravitas: Why is Canada honouring a Khalistani terrorist?

<p>In yet another show of support for anti-India separatism, Canada's parliament on Tuesday (June 18) held a moment of silence to mark the first anniversary of&nbsp;Khalistani terrorist Hardeep Singh Nijjar's death. The move is similar to one&nbsp;previously held by India's western neighbour Pakistan, who&nbsp;used the platform of its National Assembly in Islamabad to valourise terrorist Burhan Wani.&nbsp;</p>

<p>Nijjar was designated&nbsp;a terrorist by New Delhi for fostering separatism in India's Punjab state and related acts of terrorism. He was the chief of Khalistan Tiger Force (KTF) and&nbsp;was killed in a targeted shooting in Canada's Surrey, outside a British Columbia&nbsp;Gurudwara&nbsp;on June 18 last year.</p>

Sidhu said that he told his friend Malkit Singh to chase the attackers while he made efforts to assist Nijjar. "I tried to press his chest and tried to shake him to see if he was breathing. But he was totally unconscious. He was not breathing," he said. Singh said that he chased the two men until they got into the Toyota Camry. "A car came from around the alley and they got into it. There were three others sitting in that car," Singh said. "We could smell the smoke from the guns, the smell of the guns was everywhere." Nijjar's death sparked a diplomatic row between India and Canada after Canadian Prime Minister Justin Trudeau alleged New Delhi's involvement in the Khalistani terrorist's killing. India, however, has rebuffed the accusations calling them "absurd and motivated". (With inputs from agencies)

India rejects 'secret memo' report over 'crackdown' against Khalistani terrorists

<p>Amid the diplomatic standoff between India and Canada, the Indian envoy has once again asked Ottawa&nbsp;to provide evidence supporting its allegations that pro-Khalistan leader Hardeep Singh Nijjar was killed by Indian mercenaries on Canadian soil.&nbsp;</p>

<p>"All we're asking is give us something specific and relevant to move ahead. Unless that is there, what do I follow up with?"</p>

<p>It has been more than two months since Canadian Prime Minister Justin Trudeau came up with his 'credible allegations' that New Delhi was involved in the killing of the Khalistani separatist.&nbsp;</p>

<p>"And what we have said at that time as well, that this is a motivated and absurd allegation. And this is still an allegation. Whether we call it credible allegation, that's the choice of word, but it's an allegation," said Verma.&nbsp;</p>

Amid the diplomatic standoff between India and Canada, the Indian envoy has once again asked Ottawa to provide evidence supporting its allegations that pro-Khalistan leader Hardeep Singh Nijjar was killed by Indian mercenaries on Canadian soil. Quizzed during an interview with CTV News if New Delhi was running away from the investigation, High Commissioner to Canada Sanjay Kumar Verma gave it straight to the Canadian media. "All we're asking is give us something specific and relevant to move ahead. Unless that is there, what do I follow up with?" It has been more than two months since Canadian Prime Minister Justin Trudeau came up with his 'credible allegations' that New Delhi was involved in the killing of the Khalistani separatist. Verma made it clear that the Indian government was not involved in the killing of Nijjar. "Absolutely not. Decidedly not," he told the largest Canadian private network. "And what we have said at that time as well, that this is a motivated and absurd allegation. And this is still an allegation. Whether we call it credible allegation, that's the choice of word, but it's an allegation," said Verma. Watch | Canadian minister dodges direct question on Nijjar killing evidence × Action will have reaction After Trudeau's allegations, diplomatic animosity reached a tipping point, with a series of mutual expulsions of diplomats. New Delhi was the first to temporarily suspend certain visa services as well. Verma pointed out that it was simply a reaction from New Delhi to counter Ottawa's antics. “Any action will have reaction, and similarly, we declared persona non grata on one of the Canadian diplomats who was at the Canadian High Commission in New Delhi, and others are in a process of evaluation.” “The emotions became very high once the statements were made from Ottawa,” he said. “And a bit of emotional elements will be there, and the decisions are taken.” However, Verma added that relations had improved since then. “I would say that, yes, the relationship is better than what it was a couple of months back." India decides to resume some visa services for Canadians

<p>India-Canada tensions further escalated Friday (Oct 20) as Ottawa withdrew 41 diplomats from the South Asian nation.</p>

<p>The move came after India’s call for ensuring ‘parity’ in Canadian diplomatic presence in the country. India reportedly also threatened to strip the Canadian envoys of their diplomatic immunity should they decide against flying back home.&nbsp;</p>

<p>Now, the West is accusing India of overreaching obligations under the 1961 Vienna Convention on Diplomatic Relations.<br />
<br />
Canadian Prime Minister Justin Trudeau Friday alleged India’s actions amounted to a “violation of the Vienna Convention governing diplomacy” and added that it would impact “millions of Canadians who trace their origins to the Indian subcontinent.”</p>

<h2><strong>Canada was backed by the US and UK unequivocally</strong></h2>

<p>"Resolving differences requires diplomats on the ground. We expect India to uphold its obligations under the 1961 Vienna Convention on Diplomatic Relations, including with respect to privileges and immunities enjoyed by accredited members of Canada's diplomatic mission," a US State Department said, in what came as the most direct criticism of India since the standoff began between New Delhi and Ottawa.</p>

<p>UK also said it was not appeased “with the decisions taken by the Indian government that have resulted in a number of Canadian diplomats departing India."</p>

<p>India stressed that its actions abide by Article 11.1 of the Vienna Convention on Diplomatic Relations. This section deals with the size of the embassy staff in other nations.</p>

<p>Notably, Article 11.1 clearly states:&nbsp;“In the absence of specific agreement as to the size of the mission, the receiving State may require that the size of a mission be kept within limits considered by it to be reasonable and normal, having regard to circumstances and conditions in the receiving State and to the needs of the particular mission."</p>

Explained | What's Article 11.1 of Vienna Convention on Diplomatic Relations cited by India in Canada row?

<p>Days after Canada removed 41 diplomats from India after the Narendra Modi government threatened to invoke their immunity, India's Foreign Minister S Jaishankar said on Sunday (Oct 22) that his government invoked the diplomatic parity as it had concerns about continuous interference in India's affairs by Canadian personnel.<br />
<br />
Speaking at the Kautilya Economic Conclave, Foreign Minister Jaishankar said, "There's this whole issue of parity that the size of how many diplomats there are of one country versus how many diplomats there are of the other country."</p>

<p>"Parity is very much provided for by the Vienna Convention, which is the relevant international rule on this," Jaishankar said. "But in our case, we invoked parity because we had concerns about continuous interference in our affairs by Canadian personnel," he added.</p>

<p>"My sense is over a period of time more stuff will come out and people will understand why we had the kind of discomfort with many of them which we did," the Indian foreign minister further said during the event.&nbsp;</p>

<p><span style="font-size: 15px;">During the conclave, the Indian foreign minister also said that New Delhi was tracking the visa issue very closely. "</span>Some weeks ago, we stopped issuing visas in Canada because it was no longer safe for our diplomats to go to work to issue visas. So their safety and security was the primary reason we had to temporarily stop the issue of visas. We're tracking it very closely," Jaishankar said.</p>

<p>"My hope, my expectation is that situation would improve in the sense that our people would have greater confidence in being able to do their basic duty as diplomats," he added.&nbsp;</p>

Days after Canada removed 41 diplomats from India after the Narendra Modi government threatened to invoke their immunity, India's Foreign Minister S Jaishankar said on Sunday (Oct 22) that his government invoked the diplomatic parity as it had concerns about continuous interference in India's affairs by Canadian personnel. Speaking at the Kautilya Economic Conclave, Foreign Minister Jaishankar said, "There's this whole issue of parity that the size of how many diplomats there are of one country versus how many diplomats there are of the other country." Also read: 'Parity not violation of international norms': India hits back at Canada, says it upholds Vienna Convention "Parity is very much provided for by the Vienna Convention, which is the relevant international rule on this," Jaishankar said. "But in our case, we invoked parity because we had concerns about continuous interference in our affairs by Canadian personnel," he added. "My sense is over a period of time more stuff will come out and people will understand why we had the kind of discomfort with many of them which we did," the Indian foreign minister further said during the event. Tracking visa issue very closely: Jaishankar During the conclave, the Indian foreign minister also said that New Delhi was tracking the visa issue very closely. "Some weeks ago, we stopped issuing visas in Canada because it was no longer safe for our diplomats to go to work to issue visas. So their safety and security was the primary reason we had to temporarily stop the issue of visas. We're tracking it very closely," Jaishankar said. "My hope, my expectation is that situation would improve in the sense that our people would have greater confidence in being able to do their basic duty as diplomats," he added. #WATCH | On Canadian diplomatic presence in India, EAM Dr S Jaishankar says, "There's this whole issue of parity that the size of how many diplomats there are of one country versus how many diplomats there are of the other country. We had discomfort with many Canadian diplomats: Jaishankar on India invoking diplomatic parity with Canada

Canada has once again made a poor diplomatic show as it chose to evade the most important question posed by a journalist amid the country's row with India over the killing of Khalistani terrorist Hardeep Singh Nijjar. During the interaction with the media, after Canada withdrew 41 of its diplomats from India, Foreign Minister Melanie Joly was asked a straightforward question. The question was whether Canada has shown the evidence to India which confirms that there is an Indian government hand behind the killing of the Khalistani terrorist Hardeep Singh Nijjar, as alleged by Ottawa.

China framed India in pro-Khalistan leader Nijjar's 'assassination', alleges US-based Chinese blogger

<p>The slogan 'Khalistan Zindabad' was found scrawled on the wall of a government building in Dharamshala, a town in India's Himalayan state Himachal Pradesh. A video surfaced online in which threats of targetting the Cricket World Cup and 'avenging' killing of separatist Hardeep Singh Nijjar in Canada.</p>

<p>The police took serious note of the incident. The slogan was spray-painted in black on the wall of the Jal Shakti department building. The city is set to host five world cup matches. Cricket World Cup begins on Thursday (October 5).</p>

<p>Press Trust of India reported that the police have identified two suspects with the help of CCTV footage. An eight-member special investigation team (SIT) has been formed. It is headed by a deputy superintendent of police.</p>

<p>The state police released a statement saying that the video on the social media is referring to the graffiti in Dharamshala. It has a voice message from Khalistani separatist Gurpatwant Singh Pannun, who is based in Canada and runs a controversial organisation called Sikhs for Justice.</p>

<p>A threat has been issued that the World Cup final, slated to take place in Ahmedabad will be targeted.</p>

<p>There are references in the clip of "avenging" Nijjar's killing, said police. The clip also says “Himachal Pradesh Banega Khalistan” (Himachal Pradesh will become Khalistan).</p>

<p>Nijjar was killed in the month of June in Canada. Relations between Canada and India came under great strain recently after Canadian Prime Minister Justin Trudeau accused "Indian government agents" of having killed Nijjar. India has rejected Trudeau's claim but both sides have been trading barbs.&nbsp;</p>

<p>Kangra Superintendent of Police Shalini Agnihotri said authorities were informed about the Khalistan graffiti on Tuesday night. A police team reached the spot and got the wall repainted, she said.</p>

<p>The police said CCTV footage that captured the suspect showed them taking pictures after spray-painting the slogan.</p>

<p>Five additional patrol teams and local intelligence units were deployed in Dharamshala and Mcleodganj areas, they added.</p>

<p>Kangra Police registered a case of disfigurement and damage to public property.</p>

The slogan 'Khalistan Zindabad' was found scrawled on the wall of a government building in Dharamshala, a town in India's Himalayan state Himachal Pradesh. A video surfaced online in which threats of targetting the Cricket World Cup and 'avenging' killing of separatist Hardeep Singh Nijjar in Canada. The police took serious note of the incident. The slogan was spray-painted in black on the wall of the Jal Shakti department building. The city is set to host five world cup matches. Cricket World Cup begins on Thursday (October 5). Press Trust of India reported that the police have identified two suspects with the help of CCTV footage. An eight-member special investigation team (SIT) has been formed. It is headed by a deputy superintendent of police. The state police released a statement saying that the video on the social media is referring to the graffiti in Dharamshala. It has a voice message from Khalistani separatist Gurpatwant Singh Pannun, who is based in Canada and runs a controversial organisation called Sikhs for Justice. A threat has been issued that the World Cup final, slated to take place in Ahmedabad will be targeted. There are references in the clip of "avenging" Nijjar's killing, said police. The clip also says “Himachal Pradesh Banega Khalistan” (Himachal Pradesh will become Khalistan). Nijjar was killed in the month of June in Canada. Relations between Canada and India came under great strain recently after Canadian Prime Minister Justin Trudeau accused "Indian government agents" of having killed Nijjar. India has rejected Trudeau's claim but both sides have been trading barbs. Kangra Superintendent of Police Shalini Agnihotri said authorities were informed about the Khalistan graffiti on Tuesday night. A police team reached the spot and got the wall repainted, she said. The police said CCTV footage that captured the suspect showed them taking pictures after spray-painting the slogan. Five additional patrol teams and local intelligence units were deployed in Dharamshala and Mcleodganj areas, they added. Kangra Police registered a case of disfigurement and damage to public property. (With inputs from agencies) You can now write for wionews.com and be a part of the community.
