The Gaza ceasefire remains in deadlock as disputes over hostages, aid, and war terms persist. With over 48,000 dead, global pressure mounts on Israel to allow humanitarian aid. Meanwhile, airstrikes continue, killing four and injuring six, raising fears of renewed escalation.

Gaza ceasefire stalls as Israel blocks aid, strikes continue

Egyptian Foreign Minister Badr Abdelatty said on Sunday (Mar 2) that the Egyptian Gaza reconstruction plan is ready and will be presented to the emergency Arab summit on March 4. The plan ensures Palestinians remain in their land.
Arab states have rejected US President Donald Trump’s idea to take over Gaza and resettle Palestinians and have agreed upon a diplomatic offensive to counter his plan.
Trump announced the plan on February 4 amid the fragile ceasefire between Israel and Palestinian militant group Hamas, infuriating Palestinians and Arab nations and upending decades of US diplomacy focused on a two-state solution.
According to Abdelatty, the counter-reconstruction plan by Egypt will not just be Egyptian or Arab but will attract global support and funding to ensure its successful implementation.

“We will hold intensive talks with major donor countries once the plan is adopted at the upcoming Arab Summit,” Abdelatty said at a news conference with the European Union Commissioner for the Mediterranean, Dubravka Šuica.
He added that Europe’s role is critical, especially in economic aspects, to rebuild the war-torn region.
On the ceasefire deal, Abdelatty said that Egypt will continue its efforts to make sure the truce is maintained and negotiations for the second phase of the deal can start.
“The first phase has concluded successfully, and now we must shift to discussions on the second phase, which is key to sustaining the ceasefire,” he said.
“Naturally, it will be difficult, but with goodwill and political determination, it can be achieved.”
Abdelatty said that after the emergency Arab Summit takes place, an urgent ministerial meeting in Saudi Arabia for the Organization of Islamic Cooperation will be held where foreign ministers will present the summit’s outcomes globally.

'Evil violation of truce': Amid outrage, Hamas says Shiri Bibas's remains 'mixed in rubble' of Israeli strike

Qatar, a key mediator in the Gaza conflict, said on Tuesday that Palestinians—not outsiders—must decide the territory's future after the Israel-Hamas war.
Foreign ministry spokesman Majed al-Ansari told a Doha news conference that the issue was "a Palestinian question", after Israel insisted on removing Hamas and the United States proposed taking over the territory.
"From our perspective, this is a Palestinian question on what happens post this conflict," said Ansari when asked about Israel's stated objective to eliminate Hamas.
"It is a Palestinian question on who represents the Palestinians in an official capacity and also the political groups and parties in the political sphere," he said.
Israeli Foreign Minister Gideon Saar said earlier Tuesday that negotiations for the next phase of the Gaza ceasefire, which Qatar helped broker, would begin this week.
The second phase of the truce is meant to facilitate the release of all remaining hostages seized during Hamas's October 7, 2023, attack that sparked the war and lead to a permanent end to the fighting.
Saar said Israel demanded the "complete demilitarisation of Gaza" and would "not accept the continued presence of Hamas or any other terrorist groups" in the territory, ruled by Hamas since 2007.
US President Donald Trump has proposed a takeover of the Gaza Strip, under which its 2.4 million inhabitants would be moved to Egypt or Jordan.
The plan has drawn widespread condemnation, with Arab states preparing a response.
Trump's proposal has added strains to the fragile Gaza ceasefire, which has largely halted the violence since it took effect on January 19, after more than 15 months of war.
The ongoing first phase of the truce, which is set to expire on March 1, has so far seen the release of 19 Israeli hostages in exchange for more than 1,100 Palestinians in Israeli custody.
More hostage-prisoner exchanges are expected before the end of the first phase, which has also allowed humanitarian aid into besieged Gaza.
Hamas, however, has accused Israel of blocking the entry of prefabricated structures and heavy machinery to clear rubble.
Ansari, the Qatari spokesman, said that "the aid the enters the Gaza Strip today is insufficient".
"Using humanitarian aid as a bargaining chip in negotiations is a crime in and of itself."

Palestinians must decide future of Gaza and Hamas, not Israel or US, says Qatar

Israel will begin negotiations on the second phase of the Gaza ceasefire deal "this week", Foreign Minister Gideon Saar said on Tuesday (Feb 18), adding that it will include the exchange of Israeli hostages with Palestinian prisoners.
Israeli foreign minister further said that Israel demanded a complete demilitarisation of the enclave.

Senior Hamas official said that there is a "high chance" that the Palestinian militant group will be freeing six living hostages on Saturday.
“There are negotiations and it depends on the price Israel will pay,” the unnamed official told Ynet News.

Following this, a senior Israeli official said that Israel will start allowing mobile homes and heavy construction equipment into Gaza in a controlled manner as it seeks to bring the six living hostages.

A planned Saudi meeting of Arab leaders in response to US President Donald Trump's plan to take control of Gaza has been postponed by a day and expanded, Arab diplomats said on Monday.
"The mini Arab summit in Riyadh has been postponed from Thursday to Friday, February 21," a Saudi source told AFP. An Arab diplomatic source confirmed the new date.

Three Arab states had been expected to attend the summit, but the Saudi source said the expanded meeting will "include the leaders of the six Gulf Cooperation Council countries along with Egypt and Jordan to discuss Arab alternatives to Trump's plans in the Gaza Strip".
The member states of the Gulf Cooperation Council are the United Arab Emirates, Bahrain, Saudi Arabia, Oman, Qatar, and Kuwait.
The Saudi source said that "an influential Gulf country expressed its dissatisfaction at being excluded from the Riyadh summit, which prompted the organisers to include all the Gulf countries", without specifying which country was involved.
Trump had proposed taking over the war-ravaged Gaza Strip and moving its more than two million residents to Jordan or Egypt -- a plan experts say would violate international law.

Trump meets Jordan's King Abdullah, reiterates proposal to take control of Gaza

The United Nations estimates that rebuilding war-ravaged Gaza will cost over $53 billion, with at least $20 billion needed in the first 3 years alone.

UN: $20.5 Bn Required In First 3 Years For Rebuilding Gaza

More than $53 billion will be required to rebuild Gaza and end the "humanitarian catastrophe" that has gripped the war-ravaged territory, including $20 billion in the first three years alone, the United Nations said Tuesday.
The global body said in a report that a "political and security framework" must also be put in place so that recovery and rebuilding can begin, and a groundwork can be laid for a political process to quickly end the Israeli occupation "and establish a viable two-State solution."
Much of Gaza -- including schools, hospitals and other civic infrastructure -- has been reduced to rubble by a withering Israeli military offensive following an unprecedented Hamas attack on October 7, 2023.

"The interim assessment offers an early indication of the enormous scale of recovery and reconstruction needs in the Gaza Strip," UN Secretary-General Antonio Guterres said in the document, cautioning that it was not a full assessment.
"The report estimates the recovery and reconstruction needs in the short, medium and long term across the Gaza Strip at $53.142 billion. Of these, the near-term needs in the first three years are estimated to be around $20.568 billion," he added.
In a resolution adopted in December calling for an immediate and unconditional ceasefire in Gaza, the UN General Assembly had asked Guterres to provide an assessment of the territory's needs within two months.

The report assessed that with "over 60 percent of homes" destroyed in the year-plus war between Israel and Palestinian group Hamas, the housing sector requires around $15.2 billion.
The commerce and industry sector will need an estimated $6.9 billion, as will the health sector, according to the report.
Reviving the agricultural industry will take around $4.2 billion, transport will require $2.9 billion, water and sanitation an estimated $2.7 billion and education $2.6 billion.

The report also noted the particularly high costs of $1.9 billion anticipated for the environmental sector "as a result of the massive debris laced with unexploded ordnance and the high cost associated with removal of debris."
The United Nations has estimated that the war has generated more than 50 million tons of debris, including human remains, unexploded ordnance, asbestos and other hazardous substances.
