Police have told the media that the woman, identified as Marie-Helene, shot the video on the bridge.

"She shot the video at Lakshman Jhula -- it is considered a holy bridge. She then did an obscene photoshoot at her hotel. The photos she shot were nude and she posted them on Instagram," said senior police officer RK Saklani. He was quoted by the CNN.

It is being reportedt that local followers of the woman's Instagram account alerted the authorities after they spotted the video and photos on Instagram.

Marie-Helene has apologised for her actions. She has been quoted in the media for being sorry for causing "...hurt to the local community". She has added that she was "lacking awareness on cultural specificities"

On Wednesday, the Kremlin rejected international calls for an investigation into the Navalny's alleged poisoning. They stated that medics had not identified any toxin. Russia's foreign ministry said there was "suspicious haste" to determine Navalny was poisoned while stating that it was "deeply offensive" to the Russian doctors who treated the Opposition leader.

Le Drian called for a "transparent" investigation "and when the culprits are found, to put them on trial, so that the lesson can be learnt because this is not the first time there is a poisoning" of an opposition figure in Russia.

Navalny was suspected to have been poisoned in Russia. He was airlifted to Berlin's Charite hospital from a Siberian hospital on Saturday. The Russian Opposition leader had reportedly had a cup of tea before boarding his flight which his supporters alleged was mixed with poison.

A resport in a Southern French city, also known as the 'Nudist City', has become the recent COVID-19 hotspot in the country after hundreds of people tested positive for the novel coronavirus.

The resort, Cap d'Agde Naturist Village, is famous as it is world's largest resort to follow the 'clothing optional' guidelines. Due to it popularity, the resort, located on the Nudist Beach, attracts nearly 40,000 people on any given day.

The resort, located near the Mediterranean coast of France's Occitanie region, will be going through COVID-19 testing by the Occitanie Regional Health Authorities in three parts. Around 490 people were tested on the first day, out of which 95 people staying there tested positive, while 50 visitors who were enroite home also tested positive.

In addition these test results, 310 additional tests are being analysed by the local authorities.

The authorities conducted tests after some people had raised concerns about poor COVID-19 management in the area as people were seen sunbathing without wearing face masks, and were spotted in large groups without social distancing.

"Unfortunately, many of the sunbathing citizens were gathered in large groups, and some were not wearing face masks.," a police statement said. "Upon the arrival of the police, everyone agreed to respect the government regulation [that face shields are compulsory outside the home].

"Citizens are allowed to be without clothes in designated locations, but they still must cover their mouths, and only gather in appropriate numbers."

The authorities are urging people to follow the COVID-19 guidelines.

"There are infections everywhere, including among people who are not libertines. The message is the same for everyone: wear a mask, wash your hands and practise social distancing, whether you are a libertine or not a libertine," Pierre Ricordeau, the local health authority's director-general said.

French President Emmanuel Macron on Saturday vowed that everything would be done to find out who defaced a memorial for one of the worst single massacres in France by the Nazis during World War II.

The graffiti denying the Holocaust found at a memorial centre in the French village of Oradour-sur-Glane this week has also led Prime Minister Jean Castex to call for justice.

Politicians from across the spectrum denounced the desecration of the main entrance sign for the memorial at Oradour-sur-Glane in central France, where 642 people were slaughtered on June 10, 1944 by a German SS division.

"Liar" had been painted over the words "martyr" and "when the truth" on a wall at the Centere de la Mémoire, a memory centre honouring those slain in the World War II massacre that took place in the village where the centre is located.

A blue cover was placed over the sign on Saturday, but images on social media accounts indicated the word in French for "liar" had been added next to it along with other slogans claiming to deny the massacre had taken place.

The inscriptions were discovered on Friday morning when the memorial centre opened, its president Fabrice Escure told AFP.

Police are searching for those responsible.

The village of Oradour-sur-Glane was the site of a massacre in World War II, when German troops destroyed the entire village on June 10, 1944, killing 642 people.

The Elysee released a statement about the incident, saying that French President Emmanuel Macron "condemns this unspeakable act in the strongest possible terms. He gives his full support to the mayor and the municipality. He assures them that everything will be done so that the perpetrators of this act are brought to justice."

Macron also commented Saturday on Twitter, saying, "Nothing can make us forget the memory of our 642 martyrs of Oradour-sur-Glane."

On the other hand, PM Castex posted on Twitter: "I learned with anger and consternation of the degradation of the memory center of Oradour-sur-Glane. To sully this place of refuge is also to sully the memory of our martyrs. Everything is being done to ensure that the perpetrators of these infamous acts are brought to justice."

The anti-Semitic incident is the latest addition to the growing list. In 2018, it was announced that anti-Semitic acts in France had risen by 69 per cent.

A 19th-century oil painting stolen from occupied France during World War II has gone on display in a bid to trace its rightful owners. This happened after it was returned by the son of the German soldier who took it on orders from above.

After 76 years in Germany, the small untitled artwork by French painter Nicolas Rousseau is back in France and exhibited at the World Centre for Peace, Liberty and Human Rights in the northeastern town of Verdun.

Next to it hangs a sign: "If you recognise the landscape or have any information about this painting, we would be grateful if you would let us know."

For the last fortnight, it has hung in the lobby of the centre, which receives around 60,000 visitors a year, in the hope it will nudge someone's memory and lead the painting back to its owners or their heirs.

In the artwork, a figure sits on a river bank under cloudy skies, surrounded by tall trees and with a village off in the distance.

Rousseau was a member of the Barbizon school of painters, who embraced naturalism in art.

Its reported true value goes far beyond its market value of 3,000 to 5,000 euros ($3,580 to $5,970).

In spring 1944, Alfred Forner, an NCO in the German Luftwaffe, was stationed somewhere between France's northern Normandy region and the town of Saint-Omer further up the coast. He was commissioned by a superior to bring the Rousseau painting to Berlin during his leave.

But when he got to the address in the German capital where he had been told to take the canvas, he found the building in ruins.

Forner died in combat some months later, during the summer.

The artwork, which measures 38 x 55 centimetres (15 x 22 inches), hung on the family's living room wall in Berlin for 75 years.

But in January last year, his son Peter Forner contacted the French embassy in Berlin, expressing the wish that the painting be returned and its owners found.

By exhibiting the painting -- a move he said was unprecedented -- they hope to identify the owners but also to carry out the last wishes of Peter Forner, who died in May aged 80.

An official ceremony of restitution is due to be held in October at the World Centre for Peace, housed in an archbishop's palace.

The painting will then join an exhibition on the end of WWII, planned for the close of the year.

Germany and France want to give more money and power to the World Health Organisation after the COVID-19 pandemic underscored long-standing financial and legal weaknesses at the U.N. agency, an internal document seen by Reuters shows.

The proposed reforms could already be discussed at the WHO in mid-September, three officials familiar with the talks told Reuters, in a fast timeline that would confirm the two European powers' growing concerns about the organisation, which they also see as excessively subject to external influences.

In a joint paper circulated among diplomats involved in the reform talks, Berlin and Paris said the WHO's mandate, which includes preventing outbreaks across the world and helping governments tackle them, was not backed up by sufficient financial resources and legal powers.

"Not only during the current pandemic, it has become clear that the WHO partly lacks the abilities to fulfil this mandate," the document seen by Reuters said.

A Western diplomat in Geneva, referring to member states' contributions based on their GDP, said: "The key point is the mismatch between WHO mandate and financing. It's very much pro-WHO, it should have more money and (they are) asking for an increase in assessed contributions."

France and Germany are seeking consensus "from Washington to Beijing" around the document, a source close to the talks said.

The move shows the two countries' keen interest in an overhaul aimed at strengthening the WHO, despite talks on the matter with the United States collapsing earlier in August at G7 level over differing views about the reform.

France and Germany, whose health ministers pledged new funds after talks with WHO director-general Tedros Adhanom Ghebreyesus in June, have not hidden their criticism of the WHO.

But their approach is very different from that of the Trump administration which has cut funding, announced its withdrawal from next July, and accused Tedros of being a puppet of China.

The Franco-German reform plan is focused on strengthening the WHO, in part to empower it to be able to be more critical of member states if they do not honour global rules on transparency in reporting health and disease issues.

The seven-page document lists 10 reforms aimed at boosting the WHO's legal powers and funding.

"WHO's overall budget with roughly $5 billion per biennium equals the funding of a larger sub-regional hospital," the joint paper said, urging larger and more reliable funding.

Only a fifth of the agency's budget comes from member states' payments without strings attached. The remainder is raised through "short-term, unpredictable and largely highly specified voluntary contributions", the document said, in an apparent reference to the role of individual philanthropic funders such as the Bill & Melinda Gates Foundation.

A stronger budget is needed in particular for handling emergencies, the document said, to avoid the WHO needing to raise funds in the midst of outbreaks, which could further reduce its independence.

WHO experts should be able to "independently investigate and assess (potential) outbreaks as early as possible", the paper says. China has been accused in this pandemic and in past epidemics of being slow or reluctant to share data and to grant swift access to WHO teams.

The WHO should also be subject to a stronger oversight in emergencies to quickly assess its operations, the document said, proposing the creation of a group of national experts who could monitor crises.

To make sure that the proposed reforms have a proper follow-up, the document recommends the establishment of a panel of experts for this purpose, similar to the one that is currently assessing the handling of the pandemic.

According to Minister for France's overseas territories Sebastien Lecornu's interview to Franceinfo, the European country is sending three additional experts that will be tasked to help the Mauritian government on what to do with the wreck that split in two.

France was in favour of an "environmental approach and protection of biodiversity, and particularly the coast of La Reunion," he said.

Possibilities include sinking part of the ship in the open sea, which "is clearly not our preferred solution", or to tow the wreck elsewhere and destroy it, which would require "more time", the minister said.

The Japanese vessel struck a coral reef on July 25, spilling about 1,000 tonnes of fuel oil and endangering corals, fish and other marine life in what some scientists have called the country`s worst ecological disaster.

The French Health Ministry on Sunday reported 3,015 new coronavirus infections over the past 24 hours, the second day in a row in which new cases have surpassed the 3,000 mark.

The French Health Ministry on Sunday reported 3,015 new coronavirus infections over the past 24 hours, the second day in a row in which new cases have surpassed the 3,000 mark. However, the daily count was below the 3,310 cases reported on Saturday, when a new post-lockdown high was reached, the ministry's data showed. The resurgence prompted Britain to impose a 14-day quarantine for people arriving from France, and led the authorities in Paris to expand zones in the capital where wearing a mask is mandatory outdoors. Employment Minister Elisabeth Borne said she would propose on Tuesday at talks with employer and union representatives that masks be compulsory in collective workspaces. “A theme that appears in all scientific opinions is the value of wearing them (masks) when there are several people in a confined space,” Borne said in an interview with French newspaper Le Journal du Dimanche. Doctors have increasingly called for masks to be required in the workplace while the HCSP, a body advising the government on health policy, issued a recommendation calling for masks to be compulsory in all common indoor spaces.

Afghanistan started releasing Taliban prisoners on Friday the final hurdle in long-delayed peace talks between the two warring sides, even as President Ashraf Ghani warned they were a "danger to the world".

The "loya jirga" — the traditional gathering of tribal elders and other prominent citizens called by Ghani — approved the release to pave the way for talks and a possible ceasefire.
The list of prisoners being released consists of few of very "high-profile" criminals who are guilty of some of the biggest tragedies of the world.

Considering such cases, France has objected to and protested against the release of three men who were jailed for the murders of French nationals in Afghanistan.

The US President Donald Trump is planning to sit out the emergency Iran summit that was proposed by the Russian President Vladimir Putin on Friday.

On Friday, Putin called on the permanent members of the UN Security Council and Germany to convene on Iran to avoid an escalation of tensions in the Gulf.

However, Trump, in his golf field news conference said, "I think we'll wait till after the election."

Labelling it is an "urgent issue", Putin called on to leaders of China, France, Britain, the United States, Germany and Iran to attend the summit to resolve the increasingly tense situations in Iran.

"Discussions at the UN Security Council over the Iranian issue are becoming increasingly tense," Putin said, adding that Moscow's ally Iran was a target of "groundless accusations."

Trump's "probably" status of the invitation came after the Security Council rejected a US resolution to extend an Iranian arms embargo, in a move with huge repercussions for the Iran nuclear deal. Out of 15 members of the Security Council, only two voted in favour of this.

Since Trump pulled out and slapped unilateral sanctions on Iran under a campaign of "maximum pressure," Tehran has since taken small but escalating steps away from compliance with the nuclear accord as it presses for sanctions relief.

European allies of the United States -- who, along with Russia and China, signed the deal with Iran -- have voiced support for extending the 13-year-long conventional arms embargo, saying an expiry threatens stability in the Middle East.

However, the Iranian President Hassan Rouhani feels the US has "failed in this conspiracy with humiliation."

President of France Emmanuel Macron on Sunday condemned the 'cowardly" attack on humanitarian workers in Niger and said he would do everything to shed light on the incident in which eight people died.

The French President, who spoke with his Niger counterpart Mahamadou Issoufou, added that he was determined to help counter the "terrorist groups in the Sahel region".

On Sunday, gunmen had killed six French aid workers, a Nigerien guide and a driver in a wildlife park in Niger, according to officials in the West African country.

The group was attacked on Sunday in a giraffe reserve near Koure, a town about 65km (40 miles) from the capital, Niamey. There was no immediate claim of responsibility.

"They were intercepted and killed," Tidjani Ibrahim Katiella, the governor of Tillaberi region, told Reuters news agency.

The French government has warned citizens against traveling outside of the capital of Niamey as militants linked to Boko Haram, Islamic State and al-Qaida still carry out attacks across the vast West African nation.

Niger borders several countries including Mali, Burkina Faso, Chad, Nigeria and Libya. Violence by groups linked to IS and al-Qaida is on the rise in the Sahel region.

France has deployed thousands of soldiers to help fight the growing insurgency there, and a local Sahel force made up of soldiers from Mali, Niger, Burkina Faso, Chad and Mauritania has also been fighting the extremists.

Also read: Six French tourists among eight killed by gunmen in Niger The French President, who spoke with his Niger counterpart Mahamadou Issoufou, added that he was determined to help counter the "terrorist groups in the Sahel region". Macron condemns 'cowardly' attack in Niger, vows to fight 'terrorist groups in the Sahel region'

Six French tourists and their local guide and driver were killed Sunday by gunmen riding motorcycles in an area of southwestern Niger that is home to the last West African giraffes, officials said.

It is believed to be the first such attack on tourists in the area, a popular attraction in the former French colony thanks to its unique population of West African or Niger giraffes.

"There are eight dead: two Nigeriens including a guide and a driver, while the other six are French," the governor of the Tillaberi region told AFP.

"We are managing the situation, we will give more information later," Tidjani Ibrahim Katiella said, without indicating who was behind the attack.

A source close to the environmental services said the assault took place at around 11:30 am (1030 GMT) six kilometres (four miles) east of the town of Koure, which is an hour's drive from the capital Niamey.

"Most of the victims were shot... We found a magazine emptied of its cartridges at the scene," the source told AFP.

"We do not know the identity of the attackers but they came on motorcycles through the bush and waited for the arrival of the tourists."

The source added that the tourists' vehicle belonged to the French humanitarian organisation ACTED.

Grisly pictures seen by AFP of the scene showed bodies lying near a torched off-road vehicle, which had bullet holes in its rear window.

Around 20 years ago, a small herd of West African giraffes, a subspecies distinguished by its lighter colour, found a safe haven from poachers and predators in the Koure area.

Today they number in their hundreds and are a key tourist attraction, enjoying the protection of local people and conservation groups.

However the Tillaberi region is in a hugely unstable location, near the borders of Mali and Burkina Faso.

The region has become a hideout for Sahel jihadist groups such as the Islamic State in the Greater Sahara (ISGS).

The use of motorcycles has been totally banned since January in an attempt to curb the movements of such jihadists.

France on Saturday dispatched a naval vessel and military aircraft from Reunion to Mauritius, where desperate efforts are underway to contain an oil spill polluting the archipelago's iconic reefs and protected ecosystems.

Rough seas have thwarted efforts to stop fuel leaking from the cargo vessel MV Wakashio, which ran aground two weeks ago and is staining pristine waters in an ecologically-protected marine area off the southeast coast.

Attempts to stabilise the bulk carrier and pump 4,000 tonnes of fuel from the hold have failed, prompting Prime Minister Pravind Jugnauth to declare "a state of environmental emergency" as oil seeped unabated from a crack in the hull.

Volunteers have marshalled along the shores where dark pools of oil now coat the coral reefs, lagoons and white-sand beaches upon which Mauritius has built its reputation as a green tourism destination.

Jugnauth asked France for urgent assistance to mitigate what Mauritian authorities are calling an unprecedented environmental disaster beyond the scope of the tiny Indian Ocean nation.

President Emmanuel Macron on Saturday said expert teams and specialised equipment were being deployed from nearby Reunion, a French island in the Indian Ocean, to assist with the crisis.

"When biodiversity is at risk, there is an urgent need for action. France is there. At the side of the Mauritian people," Macron posted on Twitter.

France and Germany have quit talks on reforming the World Health Organization in frustration at attempts by the United States to lead the negotiations, despite its decision to leave the WHO.

The move is a setback for President Donald Trump as Washington, which holds the rotating chair of the G7, had hoped to issue a common roadmap for a sweeping overhaul of the WHO in September, two months before the US presidential election.

The Trump administration, which holds the rotating presidency of the G-7 this year, has accused WHO of bowing to pressure from China in its handling of the coronavirus pandemic.

The WHO has dismissed his accusations. European governments have also criticised the WHO but do not go as far as the United States in their criticism, and the decision by Paris and Berlin to leave the talks follows tensions over what they say are Washington’s attempts to dominate the negotiations.

Germany's Health Ministry said the issue was discussed during a call of health ministers from the Group of Seven leading economies Thursday.

In a statement Saturday, the ministry said that in view of the United States' withdrawal from WHO, Germany and France currently see no mandate for the US to lead the WHO reform process for the G-7.

“Nobody wants to be dragged into a reform process and getting an outline for it from a country which itself just left the WHO,” a senior European official involved in the talks said.

The German and French health ministries confirmed that the two countries were opposed to the United States leading the talks after announcing their intention to leave the organisation.

A spokesman for the Italian health ministry said that work on the reform document was still underway, adding however that Italy’s position was in line with Paris and Berlin.

Asked about the position of France and Germany, a senior Trump administration official said: “All members of the G7 explicitly supported the substance of the WHO reform ideas.”

“Notwithstanding, it is regrettable that Germany and France ultimately chose not to join the group in endorsing the roadmap,” he said.

A spokesman for the British government declined to comment on the latest developments but added that Britain supported the WHO and urged a reform of the body “to ensure it remains flexible and responsive”.

The talks on WHO reform began about four months ago. There have been nearly 20 teleconferences between health ministers from the Group of Seven industrialised nations, and dozens of meetings of diplomats and other officials.

A deal by the G7, which also includes Japan and Canada, would facilitate talks at the G20 and United Nations, where any changes would have to be agreed with China, Russia and other major governments not in the G7.

It is unclear whether a G7 summit in the United States, at which Trump hopes leaders will endorse the roadmap, will now go ahead in September as planned.

US officials have not said what reforms Washington has sought. But an initial reform roadmap proposed by Washington was seen by many of its allies as too critical, with one European official involved in the negotiations describing it as “rude”.

Despite changes to the original text, Washington’s push remained unacceptable, mainly to Germany, sources familiar with the negotiations said.

The social media giant, Twitter Inc has decided to label the accounts which are state-affiliated media outlets to help people know which accounts are directly or indirectly related to their government.

In a blog post released on Thursday, twitter said the accounts that are directly or indirectly related to the government, senor staff and key officials will now be labeled.

“We believe that people have the right to know when a media account is affiliated directly or indirectly with a state actor,” Twitter said in its blog.

These accounts will also not be amplified by twitter's recommendation system.

this process will be followed in the countries where the state has established its control over specific media organisations, such as Russia’s Sputnik, RT, and China’s Xinhua News, as reported by a Twitter spokesman. He also added that there are many more media houses in this list. However, it is being reported that there are no US-based media houses in this list.

Additionally, the media houses that are state-owned but exercise editorial independence will be given a free pass and will not be labeled under this process — such as National Public Radio in the US, or the BBC in the UK. The personal accounts of the state heads will also not be labeled as Twitter believes people are already aware about these accounts.

The news was not well received by every government. Russia's Deputy UN Ambassador Dmitry Polyanskiy, whose account now reads the label of "Russia government account" took to Twitter to criticise the move, “They think they can set the rules of the game! This is an illusion. Such clear double standards backfire and undermine credibility of Western media, with ‘state-affiliate’ labels or without. People can’t find truth and facts there anymore.”

After a huge fire at the very famous and historic Notre-Dame last year, the workers have started dismantling the grand organ.

The organ, which is the biggest instrument in France, will now be restored by the experts for the fifth anniversary of the fire — that took place on April 15, 2019.

The organ was covered in soot and damaged by humidity, and not directly by the fires that damaged the roof of the Paris Cathedral.

“It is an absolute miracle that it has survived. An organ like this is enormous and looks indestructible, but it is actually very fragile,” Olivier Latry, one of Notre-Dame’s official organ players, told a local media house.

Chinese foreign ministry criticized France on Tuesday after Paris announced the suspension of extradition treaty with Hong Kong.

Travellers entering France from 16 countries where the coronavirus is circulating widely now must undergo virus tests upon arrival at French airports and ports.

French Prime Minister Jean Castex announced last month that the tests would be required starting August 1 for passengers France is allowing in from a list of approved countries unless they present proof of a negative test done within 72 hours of their departure.

Britain on Saturday urged France to get tougher on stopping migrants using the Channel to reach the UK, with one minister saying the crossings were "unacceptably high".

The call came after Border Force figures showed 96 migrants were intercepted by police on Friday.

Twenty four hours earlier, official figures showed at least 202 migrants managed to cross to Britain in 20 boats, a single-day record.

"The number of illegal small boat crossings we are seeing from France is unacceptably high," said immigration compliance minister Chris Philp.

"And migrants continue to arrive in Calais to make the crossing. The French have to take tougher action."

Earlier this month, the interior ministers of France and Britain signed an agreement to create a new joint police intelligence unit to combat migrant traffickers and reduce the number of illegal Channel crossings.

Reports claim that more than 3,400 people have made the crossing so far this year.

In 2019, 2,758 migrants were rescued by the French and British authorities while trying to make the crossing, four times more than in 2018, according to French officials.
