"All that's left is the governor's signature," Dodd said.

The legislation allows California investor-owned utilities access to the fund if they agree to put a combined $5 billion toward improvements in their electrical grids, Dodd said.

The utilities and their ratepayers would evenly split the cost of supporting the fund. Payments from ratepayers will come from a 15-year extension of an existing rate increase and PG&amp;E would make the lion's share of payments into the fund among the power providers after emerging from bankruptcy, Dodd said.

"For PG&amp;E to access this fund, they have to exit bankruptcy within a year," Dodd said.

PG&amp;E will also have to compensate victims of wildfires in 2017 and 2018 caused by its equipment, Dodd said.

PG&amp;E filed for Chapter 11 bankruptcy protection in January to reorganize its finances to help pay expected claims from the 2017 and 2018 blazes, including November's Camp <a href="https://www.wionews.com/world/huge-fire-erupts-at-power-station-outside-moscow-235028">Fire</a>. That blaze killed more than 80 people and levelled the town of Paradise in the deadliest and most destructive wildfire of California's modern history.

A major fire broke out at an under-construction warship of the Navy at Mazgaon Dockyard in Mumbai on Friday evening.

Eight fire-fighting engines, along with quick-response vehicle, have been pressed into service to extinguish the blaze, he said.

"Fire is confined to second and third deck of the warship. Fire-fighting operation is underway along with Dockyard fire-fighters. Smoke has spread in the warship," Rahangdale said.

"The cause of the fire will be ascertained after a proper inquiry, but the first priority is to douse the fire with a minimum loss," another fire brigade official said.

Mazgaon Dockyard is the only facility in India having the capability to build submarines. Visakhapatnam, the largest warship of its class, was unveiled for construction in Mazgaon Docks in April 2015.

The NHRC Saturday sent a notice to the Gujarat government over the <a href="https://www.wionews.com/india-news/death-toll-rises-to-22-in-surat-fire-221560">fire tragedy in Surat</a> in which 22 students died in a massive blaze at a commercial complex in Sarthana area of the city, officials said.

The National Human Rights Commission (NHRC) also observed that mere announcement of compensation to the aggrieved families cannot be a solution to such kind of hazards.

Three of the 22 students who died in the fire in the ill-fated Takshila Complex on Friday had appeared for the Class 12 Board examinations and had cleared them comfortably, as per results that were declared Saturday.

Among the dead, 18 are girls, the youngest being 15 years of age and the eldest just 22, police said.

The NHRC has taken suo motu cognisance of the incident, it said in a statement.

"Considering the incident as a grave violation of the human rights of the young students, the Commission has issued a notice to the chief secretary, government of Gujarat calling for a detailed report in the matter, including status of the criminal cases registered against the building owner and others found guilty, along with action taken against the public servants concerned," the rights panel said.

&nbsp;In the response, the chief secretary has been asked to include the legal status of the building, its construction, fire fighting measures, fire safety clearance and relief granted to the grief-stricken families, it said.

"The Commission also expects that the best and free of cost treatment is provided by the state to the injured persons. Response from the state government is expected within four weeks," the NHRC statement said.

Issuing the notice, the NHRC has also observed that it has been constantly insisting the authorities to be more vigilant to avoid such tragic incidents.

"Going by the media reports, it appears that there was no safe passage for the victims, which could have been used as a fire exit in case of the emergency. Mere announcement of compensation to the aggrieved families cannot be a solution to such kind of hazards," the Commission observed.

Several such incidents have occurred across the country where precious human lives have been lost due to negligence by the authorities and lack of fire department's clearance, it added.

While some of the students died of suffocation, many due to injuries sustained after jumping off windows to escape the fire. In a video clip of the incident, some young students at the Complex could be seen jumping off the third and fourth floors amid plumes of thick smoke.

According to eyewitnesses, at least 10 students had jumped out to save themselves from the blaze. The state government had ordered a detailed inquiry into the incident.&nbsp;

As per media reports, the fire department officials reached the spot and deployed 19 fire trucks and two hydraulic platforms to douse the fire and evacuate the people trapped in the building, the NHRC said.

The case was registered under section 304 (culpable homicide not amounting to murder) and section 114 (abettor present when an offence is committed) of the Indian Penal Code in Sarthana police station against coaching centre owner Bhargav Bhutani and builders of the complex - Harshal Vekaria and Jignesh, Surat police said.

Gujarat CM Vijay Rupani said an investigation committee was set up to investigate the matter.

"It was unfortunate, more than 20 youth died. We have constituted an investigation committee, Urban Secretary has been asked to file a report based on which we will take action. Builder and Manager have been arrested, Rupani said.

He had earlier ordered an investigation into the incident and declared a financial help of Rs 4 lakh each to the families of the victims.

The blaze involved a kitchen stove and an exhaust duct in a restaurant on the second floor, the SCDF said, adding it was extinguished by water sprinklers before firefighters arrived.

"The smoke was really terrible ... it got into my throat. I think it was quite thick," Nadiah Yayoh, 40, who works at a boutique in the hotel, told AFP.

"Usually we have fire drills and normal evacuations, as well as fire practice ... This is a lesson learnt not to take it lightly."

An AFP reporter on the scene said guests were still checking in around two hours after the blaze, but a burning smell lingered at the lobby and the second floor was dark.
