Nepal on Sunday (March 20) appointed Dr Shankar Prasad Sharma as its ambassador to India.&nbsp;

Commenting on the appointment, Ambassador Sharma expressed his commitment to further strengthen the relationship between the two countries.&nbsp;

“I am so pleased to be appointed as the ambassador to a country of great significance and look forward to working with the government and people of India to further strengthen our relationship,” Ambassador told WION.&nbsp;

Nepal President Bidya Devi Bhandari appointed Sharma as per the recommendation of the Council of Ministers in line with Article 282 of the Constitution of Nepal.&nbsp;

A meeting of the Council of Ministers held on November 26, 2021, had recommended Sharma’s name for the post of Nepal’s Ambassador to India.

The post had been vacant after previous Nepal envoy Nilambar Acharya, who assumed office in 2019, returned to Nepal in September 2021.

Sharma had earlier served as Nepal’s Ambassador to the United States. He also worked as Vice Chairman of the National Planning Commission between 2002 and 2006.

Sharma, who is a veteran economist, had also served as the chief advisor at the Ministry of Finance.

Russia’s war on Ukraine is causing a strategic re-think in Finland, which shares a 1300-km border with Russia.

Though Finland has remained militarily non-aligned, the country has been a member of the European Union and a partner of NATO. However, Finn leaders are now contemplating formally joining the NATO (North Atlantic Treaty Organization), a political and military alliance of countries in Europe and North America.

Notably, it was the growing proximity to the NATO and US that led to Russia's invasion and the ongoing war on Ukraine.

To better understand Finland's stance, WION spoke to Ritva Koukku-Ronde, Finland's Ambassador to India.

According to the diplomat, the Government of Finland is looking at the security situation in Europe and discussing to prepare a White Paper assessing their security situation, which will be followed by a parliamentary discussion.

She added that the country was having this discussion in a relatively short duration and also working closely with Sweden and NATO countries.

When queried on Russia's warning (threat of political and military consequences) against any move by Finland and Sweden to join NATO, she said that every independent and sovereign country has the right to make their decisions on choosing who their allies are and not.

"It is the right of independent Finland to make own security and other decisions, just as it is for Ukraine. Of course, Ukraine's sovereignty should be respected and, in this case, Russia has strongly violated international laws and the UN Charter with its aggression. Finland, European Union and a majority of international community condemns this one-sided aggression.”

At a time when Russian troops continue their attack on Ukraine, Russia's “militarily non-aligned” neighbour Finland is taking part in 'Cold Response 2022', a military exercise of troops from NATO countries.

When this was pointed out, the ambassador said, "Finland is militarily non-aligned, but we are a partner in NATO, and we are traditionally exercising with NATO partners and Nordic countries. This exercise is also part of regular exercises which we had planned a very long time ago. The coincidence is now the Russian aggression, which has taken all of us by surprise.”

On how Russia would see the ‘Exercise Cold Response 2022’ happening at this time, Finland's top diplomat said that it was for Russia, as an independent country, to think the way they do over these exercises.

However, she mentioned that Finland, as an independent nation, had the right to exercise its military capabilities and this exercise is a part of that. "Finnish defence is totally interoperable with NATO forces and it is good to train every now and then.”

"We always take our time on preparing carefully… The security assessment is underway… Most probably it would be completed during spring and let's see what happens after that and what is the situation,” she replied on the question regarding when Finland would decide on joining NATO formally as a member.

Germany’s Ambassador to India Walter J Lindner&nbsp;has said that his country will intensify cooperation in the Indo-Pacific.

His comments come even as German frigate FGS Bayern (F217) made a port call to Mumbai as part of its seven-month deployment to the Indo-Pacific region.

He said, "It is the beginning of intensified cooperation…”

Germany, along with other European countries like France, UK, have upped the engagement in the region.

Asked if Germany will join any diplomatic group or exercises such as the Malabar exercises, the top German envoy said, “Not going in details. In general, we will be more active in the Indo-Pacific region. We will see what kind of organisation it means and includes—whether it’s a military organisation or a diplomatic organisation. It shows that our focus is shifting more to the region than it was before.”

The Malabar exercise is an annual naval exercise between India, US, Australia and Japan in the region.

In 2020, the German government announced its policy on the Indo‑Pacific with the aim to strengthen the country's role in the region in the long term.

Envoy Lindner, who was on the visit of the frigate, explained, that it’s a “symbolic act that we walk the talk, we are just not issuing nice papers in strategy, but we send a symbol”.

The visit of the German frigate to Mumbai marks the last stop of its deployment, after a decade-long presence in the Indo-Pacific.

The ship also helped enforce the UN-administered arms embargo against North Korea prior to its journey through the South China Sea.

The envoy’s visit coincided with the visit of the chief of the German Navy, Vice Admiral Kay-Achim Schönbach to Delhi.

Commander Tilo Kalski of the frigate, who was also present at the virtual presser, said, “This tour has been kind of an ice breaker, kind of the beginning of new era”.

Indo-Pacific has emerged as one of the key focuses of the world leaders, given that it houses more than 50 per cent of the world population, and a substantial trade passes through its waters.

Speaking on China, the envoy said that Beijing is a “partner in some respect for the global challenges" it is also an "economic competitor and a systemic rival which means we have a different system. We have a democratic system just like India has.”

On the Chinese aggressiveness in the region, he said. “We don’t turn a blind eye on (such) behaviour that threatens international law...We are in favour of respect for the rules-based international community.”

Speaking to our diplomatic correspondent Sidhant Sibal, Envoy Andrei Rzheussky, said, "Belarus as a transit country was on the way to western world...We did not provoke this crisis because people were trying to get better life in western countries". &nbsp;&nbsp;

Office of the United Nations High Commissioner for Human Rights has called on to end ‘appalling’ Belarus-Poland border crisis. &nbsp;

The envoy also said "a lot of misunderstanding happened especially with neighbouring countries" due to the "presidential elections..which were not recognised" but "it's a decision of our country and we are trying to convince them that sanctions and coercive measures taken towards Belarus is not right approach". &nbsp;&nbsp;

Sanctions have been imposed by the EU on Belarus due to "continued repression of civil society, democratic opposition, independent media outlets and journalists," EU said in a statement earlier this month. The December announcement of sanctions by the EU is the fifth package of sanctions against the country. &nbsp;

Lot of people were trying to flee war, economic crisis in their own countries. They were headed to the western countries in the search for a better life. Belarus was just a transit country on the way to western world. Numerous people gathered on the border between Belarus and its neighbouring countries, such as Poland, Lithuania and Latvia. We did our best to help the people when Poland, Lithuania and Latvia pushed them away. We provided temporary shelter to migrants along with food. Truely speaking, the problem is with western countries, primary Poland and Lithuania did not fulfil obligations under refugee convention of 1951 as they did not allow migrants to cross over to their country. So, the crisis happened. We could not convince western countries to full obligations. A lot of things happened on the border. Poland used force in the form of water cannons against the people. Several people, including reporters suffered a lot at the border. &nbsp;&nbsp;

Sidhant Sibal:&nbsp;Has this situation occurred in past? Are you in conversation with neighbours to solve this issue? &nbsp;

Andrei Rzheussky: From the beginning, we tried to apprise Poland and Lithuania about the situation. We said that it is necessary to sit on the table and find a solution. But unfortunately, we did not get any reply from these countries. It is not the right kind of approach taken by these countries. Before the middle of this year, there was huge cooperation on borders, a lot of projects were going on with western countries like Poland and Lithuania. There were joint programmes on how to prevent illegal immigration. But unfortunately, this programme was shut down and Belarus alone cannot stop the flow. &nbsp;

Sidhant Sibal:&nbsp;How did these migrants end up in Belarus. West has been saying migrants are being pushed by your country because of the sanctions that have been imposed on your government. &nbsp;

Andrei Rzheussky: At this moment, we are trying to convince people to return to home countries, some of them agreed for that. As I know some aircrafts have left for countries like Iraq and Syria. As I know, 600-700 people are in temporary camps on the border raised by our government. They are still thinking whether to stay in Belarus or return to home country. All requests for asylum in Belarus will also be considered in a proper way. But majority of the people would like to go to western countries or stay in Belarus. &nbsp;&nbsp;

&nbsp;&nbsp;

Sidhant Sibal:&nbsp;So, you dismiss the allegations of weaponisation of migrants? &nbsp;&nbsp;

Andrei Rzheussky: This is an absolute lie. Migrants always want to go to the western countries. The flow through to Belarus is quite less compared to through Italy or any other country. The migrant flow has been constant but we managed to control it by making joint efforts along with western countries who participated in this programme. At the moment, programme has stopped and we cannot do anything to stop people. So, the crisis happened. &nbsp;&nbsp;

Sidhant Sibal:&nbsp;In London, one of your diplomats has been attacked. &nbsp;

Andrei Rzheussky: As I know from official information, on December 19, the wall of our embassy building was damaged when two diplomats had arrived. In the incident, a diplomat was seriously injured. The person suffered broken nose. Police have arrested the person, who injured our diplomat. The accused was a member of an immigrants' group. As far as I know, CdA of British Embassy in Minsk was called to foreign ministry and a note of protest was given to him with a request to find out what happened and take proper action against the culprits. A criminal case has been registered and investigation is underway. &nbsp;&nbsp;

&nbsp;&nbsp;

Sidhant Sibal:&nbsp;But it seems Belarus and its neighbours are heading towards a difficult situation. How can this be solved? &nbsp;

Andrei Rzheussky: Look, Belarus is a peaceful country and we always conducted ourselves in this way. We have always suggested diplomatic solution for every dispute. It is not our fault as a lot of misunderstanding happened from neighbouring countries. The main reason of this is that results of the presidential elections were not recognised by our neighbouring countries as well as many western nations. But this decision was important for our nation. A result is a result and 80% votes were won by our president and its official. We have been trying to convince them that sanctions and coercive measures taken towards Belarus is not the right approach. Sanctions are a deadlock and will never give any positive result. Western countries have imposed sanctions against Belarus government due to which our people are suffering. It's a reality of life. We are trying to act wisely and not react to sanctions but we cannot ignore everything. &nbsp;&nbsp;

Sidhant Sibal:&nbsp;What is the situation in your country over talks of referendum on the constitution, political prisoners, opposition leaving the country, etc. Is your country moving towards authoritarian rule? &nbsp;

Andrei Rzheussky: If you are talking about constitutional reforms, in February, Belorussian assembly decided that it is necessary to come up with constitutional reforms. Our president has announced it. A special constitutional commission was created. Around 77 articles have been changed along with preamble. Lot of challenges have happened. Two days ago, it was announced. Towards the beginning of this year, project will be published for decision. At the end of February, it will be put up for referendum. &nbsp;

&nbsp;&nbsp;

Sidhant Sibal:&nbsp;The West is saying that you are moving towards authoritarianism. &nbsp;&nbsp;

Andrei Rzheussky: Look, my advice is to come to Belarus and you will see it with your own eyes if there is freedom or not. We are free, absolute free. We have our own foreign policy, which is independent. Maybe it's against the plans of western countries. Due to our policy by our president, people are moving in direction where we want to go. &nbsp; &nbsp;

Sidhant Sibal:&nbsp;Have you briefed India about the border situation? &nbsp;

Andrei Rzheussky: We have sent three press releases to all mediapersons, who were in contact with, think tank including Ministry of external affairs. We briefed in November and December. &nbsp;&nbsp;

Andrei Rzheussky: We consider India as a strategic partner in this region. Our government took decision to open additional representation here, CG in Mumbai. The decision was taken in summer. We have almost open our consul general in Mumbai. We are in process of consultations and will open in new year and enhance our activity in India. We have two honorary consular generals, one in Mumbai and other in Kolkata. We have strong relations with India and have a long history since 1947. We have always supported you. We established embassy in 1992 and have good ties at every level. Our president visited India three times--1997, 2007 and 2017 and your President Mukherjee visited Belarus in 2015. Our PM visited India three times. We are working to organise visit of PM Modi to Belarus, something we are trying to do for a couple of years and I hope next year, we will manage to do this. We have projects in mining. In last 3 years, we supplied mining trucks to India. There are huge projects in oil industry. We have helped you to extract more oil from old oil drills. The project was successful. Last project had finished this year. There is cooperation in the field of culture as we gave our premises to shoot an Indian movie Squad that featured on Netflix. Western countries have imposed sanctions against Belarus government due to which our people are suffering. It's a reality of life. We are trying to act wisely and not react to sanctions but we cannot ignore everything. Sidhant Sibal: What is the situation in your country over talks of referendum on the constitution, political prisoners, opposition leaving the country, etc. Is your country moving towards authoritarian rule? Andrei Rzheussky: If you are talking about constitutional reforms, in February, Belorussian assembly decided that it is necessary to come up with constitutional reforms. Our president has announced it. A special constitutional commission was created. Around 77 articles have been changed along with preamble. Lot of challenges have happened. Two days ago, it was announced. Towards the beginning of this year, project will be published for decision. At the end of February, it will be put up for referendum. Sidhant Sibal: The West is saying that you are moving towards authoritarianism. Andrei Rzheussky: Look, my advice is to come to Belarus and you will see it with your own eyes if there is freedom or not. We are free, absolute free. We have our own foreign policy, which is independent. Maybe it's against the plans of western countries. Due to our policy by our president, people are moving in direction where we want to go. Sidhant Sibal: Have you briefed India about the border situation? Andrei Rzheussky: We have sent three press releases to all mediapersons, who were in contact with, think tank including Ministry of external affairs. We briefed in November and December. Sidhant Sibal: How do you see India-Belarus ties? Andrei Rzheussky: We consider India as a strategic partner in this region. Our government took decision to open additional representation here, CG in Mumbai. The decision was taken in summer. We have almost open our consul general in Mumbai. We are in process of consultations and will open in new year and enhance our activity in India. We have two honorary consular generals, one in Mumbai and other in Kolkata. We have strong relations with India and have a long history since 1947. We have always supported you. We established embassy in 1992 and have good ties at every level. Our president visited India three times--1997, 2007 and 2017 and your President Mukherjee visited Belarus in 2015. Our PM visited India three times. We are working to organise visit of PM Modi to Belarus, something we are trying to do for a couple of years and I hope next year, we will manage to do this. We have projects in mining. In last 3 years, we supplied mining trucks to India. There are huge projects in oil industry. We have helped you to extract more oil from old oil drills. The project was successful. Last project had finished this year. There is cooperation in the field of culture as we gave our premises to shoot an Indian movie Squad that featured on Netflix. We have a huge facility.

I haven't seen the list and we will know, who will take the ministry. For India not much change, yes madame Merkel will not there, we all will miss her. She will be missed worldwide. In a democracy, after 15 years, if she says I'm not running anymore, she has a successor. Her successor comes from a different party but you will see the style of the successor is very similar. He is from Hamburg and have lot of experience of a party and of a major city and will very soon show he is the right person to lead the country. &nbsp;

WION: What is the Germany's role in development partnership when it comes to India? Tell us about any conversations that happened in Delhi? &nbsp;

Walter Lindner: These conversations happen every year. The cooperation, dialogue keeps going on. We discuss what money do you need, what projects can we support and do we have the money to support them. We have been successful again. We have pledged more than 1.2 billion euros for the next year which will be like the same amount like last year. It amounts to more than 20 billion euro, which Germany has given in development assistance to India in last some decades. It will be for one year and cover lots of projects like climate change projects, poverty reduction and development goals. &nbsp;&nbsp;

WION: Several development projects are focused on climate issues. How are both countries tackling climate issues? &nbsp;

Walter Lindner: Every fifth person is an Indian. So, without India you can't solve many world problems. One of the biggest world problems is climate change. Along with it, renewable energy is also important and we can do this together with India. &nbsp;We try to help India and fulfil our own goals which we promised at COP26. We have to work together and many of these projects are in this context. So, we can do a lot technology wise. We can also exchange experiences and work on a number of projects in this country. I travel a lot in India, and wherever I go I find projects which we can support in different regions of the country in a huge dimension. &nbsp;

Walter Lindner: Yes, I have been a part of various functions, lunches, dinners and wherever they have met. It has always been a special atmosphere, characterised by mutual respect. Merkel always had a lot of respect for PM Modi as he has been ruling such a huge country with over a billion people and many challenges. It is really a task. They had a philosophical talk, like what is the future of work, what do we do when robots replace workers, we have artificial intelligence, so philosophical discussions, deep running discussions which, you don't have as a leader of the country with every other counterpart leader. It was the ninth time, they met bilaterally (in Rome), maybe they will meet in future. &nbsp;

&nbsp;WION: Will PM Modi visit Germany as part of biennial mechanism? &nbsp;

Walter Lindner: You have to ask your prime minister because this is the standard because every two years either we come, or PM comes to Germany. Merkel was here two years ago, so next year, if covid allows your PM, he may visit Germany. Still, you have to talk to them, because you need to get people, who were co-workers with our army, out of the war-torn country. You need to get humanitarian assistance because winter is coming, and you need to have some influence as to what is the future course of the country. You have to talk, which is not an acknowledgement of recognition of the government, but quite difficult as we are forced to talk to people, who have just the opposite values. During a press conference, US State Department spokesperson Ned Price revealed that West will also visit Russia and Pakistan. Price said, "Together with our partners, he will continue to make clear the expectations that we have of the Taliban and of any future Afghanistan government."

He further said that at Brussels, West had an opportunity to meet with the NAC. "He also engaged in a press call earlier this morning," Price added.

When asked if West will be visiting Afghanistan, the State Spokesperson replied: "There are no plans to do that."

In October, West became the new US ambassador to Afghanistan after replacing Zalmay Khalilzad.&nbsp;The former ambassador stepped down less than two months after the chaotic US departure from Afghanistan and Taliban control of the nation.

Union Minister of State for External Affairs (MoS) Meenakashi Lekhi on Sunday said that she will pay an official visit to Serbia from October 10-13.

Lekhi will attend the High-level Commemorative Meeting to mark the 60th Anniversary of the Non-Aligned Movement in Serbia, as the Special Envoy of Prime Minister Narendra Modi.

The 60th Anniversary of the NAM Commemorative Meeting is being jointly co-hosted by Alexsander Vucic who is the President of Serbia and NAM Chair President Aliyev of Azerbaijan.

During the visit, MoS will also hold bilateral discussions with Branislav Nedimovic who is the Deputy PM and Minister of Agriculture, Nebojsa Stefanovic, Deputy PM and Minister of Defence, Maja Gojkovic, Deputy PM and Minister of Culture and Information, and Tatjana Matic, who is the Minister of Trade, Tourism and Telecommunications, the statement said.

The first NAM Conference was held in Belgrade in 1961 and it provides an opportunity to reflect on how the Movement can respond to complex global challenges more effectively, guided by its founding principles of mutual respect, solidarity and cooperation.

The offensive by Huthi rebels in Yemen's northern Marib province "must stop," the UN Security Council was told Friday by the organisation's new envoy for the country, Hans Grundberg from Sweden.

"Civilians, including the many internally displaced persons who sought refuge in Marib, live in constant fear of violence and renewed displacement," the newly-appointed official said.&nbsp;

"The UN and the international community has been clear in its message: The offensive must stop."

The offensive in the Marib region has been going on since the beginning of 2020 and has "killed thousands of young Yemenis," the envoy said.

"The fighting must stop, the violence has to come to an end," he insisted.

China's climate envoy on Tuesday said the world's most populous nation would release its updated plans to reduce carbon emissions "in the near future" as nations prepare to meet later this year for a pivotal global conference.

Climate negotiators from 196 countries and the European Union as well as businesses, experts and world leaders will gather in Glasgow in November for the COP26 summit.&nbsp;

The meeting is the crucial next step in getting the world's nations to agree to the kind of reduction in carbon emissions needed to stave off catastrophic climate change.

Under the Paris Agreement, countries are meant to have submitted updated 2030 climate targets ahead of COP26.&nbsp;

But nearly half have yet to do so, including key global emitters like China and India.

"In the near future relevant policy papers will be out there, there will be detailed implementation plans," Xie Zhenhua told an online webinar organised by the Hong Kong University of Science and Technology.&nbsp;

"Then we're going to talk about that support to the UN Climate Change Conference in Glasgow," he added, according to a simultaneous English translation of his speech.

The United Nations is pushing for a global coalition committed to net zero carbon emissions by 2050 which will cover all countries. China has said it will aim for carbon neutrality by 2060.

The 2015 Paris Agreement adopted a collective promise to cap the planet's rising surface temperature at "well below" two degrees Celsius and an aspirational limit on 1.5 degrees.&nbsp;

Beijing's reluctance

Many scientists now say 1.5 degrees must be reached to effectively tackle climate change and say huge emitters like China will be crucial in making that a reality.&nbsp;

Record-smashing heatwaves, floods and drought across three continents in recent weeks -- all amplified by global warming -- have added pressure for decisive action in Glasgow.

China is reluctant to commit to 1.5 degrees.

"Some countries are pushing to rewrite the Paris Agreement," Xie said. "That is, they want to strive to change the target of control for the rise of temperature from two degrees Celsius to 1.5 degrees Celsius."

With the occupation of the territory, the Taliban have also inherited its responsibilities. Lyons added, "The world is watching closely how they are acting, especially towards civilian populations, women and minorities.” &nbsp;

The meeting was taking place in extraordinary circumstances in order to preserve the gains, never more urgent or challenging. “The Taliban have gained a certain legitimacy in recent years through their negotiations in Doha, but this legitimacy is promised on their commitment to a political negotiation with the government of Afghanistan, a commitment which their battle-focused strategy casts into doubt," the representative added.&nbsp;

Sidhant Sibal:&nbsp;What is&nbsp;the security situation in your country?&nbsp;

Farid&nbsp;Mamundzay:&nbsp;There is an intense fight going on in several provinces, many districts as&nbsp;much as&nbsp;150. The attacks came as a surprise when the Taliban had attacked several of our districts at a time when we were busy with the withdrawal of the international forces. Sadly,&nbsp;we lost a number of districts. The past few days have been good in terms of recapturing, retaking some of those districts back. We have been able to recapture 10 plus districts in the past 3-4 days. There have been gains on their part as well, there have been gains or regains our part.&nbsp;We were not as prepared as we should have been, we were thinking the Taliban will give peace a chance. They would believe in a process that will put an end to the violence. Sadly,&nbsp;and contrary to what our beliefs were, they chose the path of the violence and continued to inflict harm and continue with the bloodshed of the innocents.&nbsp;

Sidhant Sibal:&nbsp;How far are external forces, particularly,&nbsp;one of your&nbsp;neighbours,&nbsp;responsible for the current situation?&nbsp;

Farid&nbsp;Mamundzay:&nbsp;If you look at the number of Taliban supporters in terms of terrorist entities, terrorist groups that help them, you will be amazed to see 20 plus terrorist groups supporting the Taliban and of course,&nbsp;without the support of the countries in the region their existence may have not been possible. They would have not been in a position today if they were no support infrastructure. So yes, support infrastructure has been there to which we&nbsp;have been&nbsp;raising&nbsp;concerns&nbsp;time and&nbsp;again&nbsp;for the past 20 years.&nbsp;

Sidhant Sibal: Has India taken back its diplomats from Kandahar?&nbsp;

Farid&nbsp;Mamundzay:&nbsp;We were concerned about the safety and security of diplomats across our country and we respect the decision of the Indian government to temporarily suspend services in Kandahar and Herat. We support their decision&nbsp;and ensure&nbsp;security of the diplomatic mission of important countries. India is very&nbsp;important for&nbsp;us. We want their&nbsp;missions across the country&nbsp;as&nbsp;people want it but given the security realities in the country,&nbsp;we think it is in everyone's interest to suspend the services for time being. As things&nbsp;normalise&nbsp;in the future, we will see the reopening of the consulates. What is important is the services provided by the Indian mission in Afghanistan.&nbsp;These services remain uninterrupted and as open and active&nbsp;as it&nbsp;should have been.&nbsp;Afghan&nbsp;patients seek medical treatment in India.&nbsp;They still&nbsp;go&nbsp;on a regular basis.&nbsp;Our Hindu and Sikh Afghan community&nbsp;also visit.&nbsp;So,&nbsp;the services&nbsp;should&nbsp;remain uninterrupted. Taliban's existence not possible without support of countries in the region, says Afghan envoy to India Farid 

US envoy in Moscow returned to Russia on Thursday and said that he was ready to work on "stable and predictable relationship" after a summit between US and Russia aimed at reducing tensions.&nbsp;

"Arrived back in Moscow today," Ambassador John Sullivan said in a statement, several days after Russia's envoy to Washington, Anatoly Antonov, resumed his own posting, saying he hoped to build "equal and pragmatic ties".&nbsp;

Sullivan said he was ready to work with Russia "on our goal of a stable and predictable relationship between our countries."

Russian President Vladimir Putin last week said that both, Russia and the US had agreed for the respective ambassadors to return to their posts. Earlier this month, US President Joe Biden and Putin held summit talks in Geneva.

In March, Russia had recalled Antonov and recommended the United States bring back Sullivan for consultations after Biden agreed with a description of Putin as a "killer".

Sullivan departed Moscow for Washington the next month, as the US and Russia announced a series of tit-for-tat sanctions and expulsions of diplomats.

Diplomatic relations between Moscow and Washington had all but broken down after Biden took office and accused the Kremlin of interfering in US elections and launching cyberattacks.

In May, Russia formally designated the United States an "unfriendly" state, barring its embassy from employing Russian nationals. The only other country on that list is the Czech Republic.

Relations with China, already rocky after Australia banned Huawei from its nascent 5G broadband networking in 2018, cooled further after Canberra in 2020 called for an independent investigation into the origins of the coronavirus pandemic, first reported in central China in 2019. 
 
China responded by imposing tariffs on Australian commodities, including wine and barley and limited imports of Australian beef, coal and grapes, moves described by the United States as 'economic coercion'.

The United States is in talks with some of the key actors in Libya over the withdrawal of foreign forces ahead of elections planned for December, Washington's top Libya envoy said on Monday. 
 
Special Envoy for Libya Richard Norland told reporters that part of the importance of Libya's elections was so a fully empowered, credible and legitimate government could push foreign actors to pull out their troops. 
 
"That will be a very important development and ... very impactful, but we're not suggesting that we have to wait until next year to try to make some progress," Norland said ahead of US&nbsp;Secretary of State Antony Blinken's travel to the Second Berlin Conference on Libya this week. 
 
"There are negotiations underway with some of the key actors aimed at trying to remove some of the mercenaries, the foreign fighters," Norland added. 
 
Libya has suffered a decade of chaos and violence since a 2011 NATO-backed uprising ousted the then head of state Muammar Gaddafi, but its two main warring sides this year consented to a new government. 
 
But while the installation of a unified administration and a push for national elections in December are seen as the best hope in years for a lasting political solution, the process is still fraught with challenges. 
 
Most territory is still controlled by local armed groups, major outside powers have not pulled foreign fighters from the front lines, and key figures disagree on the management of Libya's economic resources.

Earlier, North Korean leader Kim Jong Un had said his country needs to prepare for 'both dialogue and confrontation' with the United States under President Joe Biden, state media had reported.

At a plenary meeting of the central committee of the ruling Workers' Party of Korea, Kim outlined his strategy for relations with Washington, and the 'policy tendency of the newly emerged US administration', the Korean Central News Agency said.

Kim 'stressed the need to get prepared for both dialogue and confrontation, especially to get fully prepared for confrontation to protect the dignity of our state' and reliably guarantee a 'peaceful environment', KCNA reported.

The North Korean leader "called for sharply and promptly reacting to and coping with the fast-changing situation and concentrating efforts on taking stable control of the situation on the Korean peninsula", the agency said.

Indian envoy to Japan Sanjay Verma has said that India has been talking to&nbsp;'both sides'&nbsp;in Myanmar and has asked the military rulers of the country to&nbsp;'resolve the current situation'. Myanmar saw a military coup on&nbsp;February 1, reversing the democratic gains of the last many years with cases against the country's charismatic leader&nbsp;Aung&nbsp;San&nbsp;Suu&nbsp;Kyi.&nbsp;

Verma said, "In Myanmar,&nbsp;we have been formally and informally talking to both sides. We have urged the military junta,&nbsp;which is there at the moment to release all the political prisoners and support any attempt to resolve the current situation."&nbsp;

India backs the ASEAN initiative on resolution of the situation in the country. The initiative is a five-point agenda that calls for humanitarian assistance, cessation of violence.&nbsp;&nbsp;

The envoy pointed out that India also&nbsp;'trying to find out if there could be any other track which will have a larger traction to resolve the issues', highlighting that "we have time and again talked about restoration of rule of law, restoration of provisions of the constitution of&nbsp;Myanmar&nbsp;and offered our assistance wherever we can...(and) collaborate with international partners for a positive forward movement. The Indian Air Force on Saturday brought four cryogenic tanks, to be used for transporting oxygen, from Singapore as the country scrambles to meet the spike in demand for medical oxygen amid a surge in COVID-19 infections.&nbsp;

The containers were airlifted from Singapore by C17 heavy-lift aircraft of the IAF.&nbsp;

India's High Commissioner to Singapore P Kumaran said that there will be more consignments in the coming days.&nbsp;

"We are trying to get as many cryogenic oxygen containers as we can from any part of the world," said Kumaran, adding that oxygen plants and concentrators are being contacted.&nbsp;

Acting swiftly to meet the high demand of oxygen requirements, India procured four containers of cryogenic O2 tanks from Singapore on Saturday.&nbsp;

The transfer of four containers of cryogenic oxygen tanks donated by Tata Group was moved from Singapore by the Indian Air Force, Singapore Ministry of Foreign Affairs, Ministry of Defence, Singapore (MINDEF), Civil Aviation Authority of Singapore, LINDE GAS (Singapore) and the Changi Airport and Immigration and Checkpoints Authority, the Indian mission said in a Facebook post.&nbsp;

According to observers, Indian corporations with international network are supporting the Government of India's call in getting the cryogenic oxygen containers at the highest priority.&nbsp;

India is struggling with a second wave of the pandemic with more than 3,00,000 daily new coronavirus cases being reported in the past few days, and hospitals in several states are reeling under a shortage of medical oxygen and beds.&nbsp;

Since Friday, the IAF has been airlifting empty oxygen tankers and containers to various filling stations across the country to speed up the distribution of the much-needed medical oxygen in treating COVID-19 patients.&nbsp;

On Friday, the Union Home Ministry said it was in talks for the import of high-capacity oxygen-carrying tankers from Singapore and the UAE. &nbsp;

EU releases Indo-Pacific strategy; envoy Ugo reaffirms ties with India

We have a large programme in Chennai, we are doing a lot of research with India, and decided to bring it to a higher level, so as to have a strategic relationship on the water to address the challenges we both face in our countries over water.&nbsp;

Sidhant Sibal: &nbsp;How do you see India-Netherlands engagement going forward?&nbsp;

Marten van den Berg: We will have more meetings at a political level. We have upgraded collaboration on the water. We are quite active in research and innovation so that we will strengthen our joint research programmes. We have collaboration with the department of science, department of biotechnology with India. strengthen collaboration on health, agriculture, water in terms of research, trade, investment. Also on the issue of space, the close relationship between the two countries. We see a lot of opportunities. Also on energy and climate. We are both partners in the international solar alliance. India is ambitious on renewables. A lot of opportunities on offshore wind, solar energy, a grid system. We decided to go next step to deal with the challenges of climate.&nbsp;

Sidhant Sibal: The Netherlands has been a world leader in climate technology. Your PM has been famous for cycling around, and gifted cycle to PM Modi. How both countries are engaging on climate issues?&nbsp;

Marten van den Berg: It is a very important part because the climate challenge is a real global crisis and maybe one of the biggest crisis we face at the moment, maybe after Covid. What we have to do is fast track sustainable development in Netherlands and India. We are partnering in developing clean technologies, working on decarbonisation, also important, in the context of the international solar alliance, both countries work together in Africa to fast track in sustainable development, introduce clean technologies, fast track in phasing fossil fuels.&nbsp;

Sidhant Sibal: What is Netherlands' view on Indo-Pacific?&nbsp;

Marten van den Berg: Indo-Pacific region is a very important region. If you look at economic figures, it is of increasing importance in the world. So, on one hand, you see a lot of economic opportunities, you see some challenges, some concerns, so we are very much in favour of an open inclusive rules-based society. Two PMs discussed this topic in how we can strengthen the institutions, how we can strengthen the rule of law, how we can strengthen institutions for enforcing the rule of law. we doing that in terms of discussion. We are getting more collaboration on maritime security, sharing expertise, maybe also training, exercise together. We see India as a key player in the Indo-Pacific, we see India as a key partner in addressing all the challenges in the Indo-Pacific region. The Netherlands proposed Indo-Pacific strategies, guidelines on how we can address the challenges in the Indo-Pacific region. &nbsp;&nbsp;

Sidhant Sibal: How are both countries planning to increase cooperation on dealing with pandemic, vaccines?&nbsp;

Marten van den Berg: Covid is a huge concern to all of us. We work closely together, both countries working on health issues. Also on vaccine development, research and science. Serum Institute has a plant in the Netherlands. So, there is a close collaboration with Serum Institute, and we are happy the way India is presenting itself as a very important vaccine manufacturing country, taking big responsibility and have a very positive impact on the world in addressing the Covid pandemic crisis. Marten van den Berg: The residence of the Netherlands envoy is the Jinnah house, and in this library, Gandhi, Jinnah and Nehru discussed independence and partition. So, historically, it is a very important place, a lot of important discussions took place and Nehru, Gandhi came here. It's a privilege to be ambassador to India and also living in this very historical place in India.&nbsp;

He said, "Happy the way, India is presenting itself as a very important vaccine manufacturing country and taking big responsibility" and it has a "very positive impact on the world in addressing the covid pandemic crisis." Netherlands Prime minister Mark Rutte and Indian Prime Minister Narendra Modi held a virtual meet on Friday. One of the key outcomes of the meet was that both countries announced a ‘strategic partnership on water’. The Netherlands is a world leader in water management and a collaboration with New Delhi aims to increase research and innovation in the sector. Sidhant Sibal: Key outcomes of the virtual summit? Marten van den Berg: Netherlands and India have a long-term relationship and both Prime Ministers know each other very well. So, it was a very open and productive meeting. The outcome was a strategic partnership on the water between Netherlands and India. We are active already in India on the topic of water, in terms of water management, dealing with floods and also water scarcity. We have a large programme in Chennai, we are doing a lot of research with India, and decided to bring it to a higher level, so as to have a strategic relationship on the water to address the challenges we both face in our countries over water. Sidhant Sibal: How do you see India-Netherlands engagement going forward? Marten van den Berg: We will have more meetings at a political level. We have upgraded collaboration on the water. We are quite active in research and innovation so that we will strengthen our joint research programmes. We have collaboration with the department of science, department of biotechnology with India. strengthen collaboration on health, agriculture, water in terms of research, trade, investment. Also on the issue of space, the close relationship between the two countries. We see a lot of opportunities. Also on energy and climate. We are both partners in the international solar alliance. India is ambitious on renewables. A lot of opportunities on offshore wind, solar energy, a grid system. We decided to go next step to deal with the challenges of climate. Sidhant Sibal: The Netherlands has been a world leader in climate technology. Your PM has been famous for cycling around, and gifted cycle to PM Modi. How both countries are engaging on climate issues? Marten van den Berg: It is a very important part because the climate challenge is a real global crisis and maybe one of the biggest crisis we face at the moment, maybe after Covid. What we have to do is fast track sustainable development in Netherlands and India. We are partnering in developing clean technologies, working on decarbonisation, also important, in the context of the international solar alliance, both countries work together in Africa to fast track in sustainable development, introduce clean technologies, fast track in phasing fossil fuels. Sidhant Sibal: What is Netherlands' view on Indo-Pacific? Marten van den Berg: Indo-Pacific region is a very important region. If you look at economic figures, it is of increasing importance in the world. So, on one hand, you see a lot of economic opportunities, you see some challenges, some concerns, so we are very much in favour of an open inclusive rules-based society. Two PMs discussed this topic in how we can strengthen the institutions, how we can strengthen the rule of law, how we can strengthen institutions for enforcing the rule of law. we doing that in terms of discussion. We are getting more collaboration on maritime security, sharing expertise, maybe also training, exercise together. We see India as a key player in the Indo-Pacific, we see India as a key partner in addressing all the challenges in the Indo-Pacific region. The Netherlands proposed Indo-Pacific strategies, guidelines on how we can address the challenges in the Indo-Pacific region. Sidhant Sibal: How are both countries planning to increase cooperation on dealing with pandemic, vaccines? Marten van den Berg: Covid is a huge concern to all of us. We work closely together, both countries working on health issues. Also on vaccine development, research and science. Serum Institute has a plant in the Netherlands. So, there is a close collaboration with Serum Institute, and we are happy the way India is presenting itself as a very important vaccine manufacturing country, taking big responsibility and have a very positive impact on the world in addressing the Covid pandemic crisis. US Special Presidential Envoy for Climate John Kerry praised India as a world leader in renewables as he began talks with government leaders aimed at cutting carbon emissions faster to slow global warming.

India is the world’s third biggest emitter behind the United States and China and is under pressure to commit itself to net zero emissions by 2050, in line with pledges made by several other countries.

"India is getting the job done on climate, pushing the curve," Kerry said.&nbsp;

"You (India) are indisputably a world leader already in the deployment of renewable energy."

Government sources said that India was unlikely to bind itself to a goal of net-zero greenhouse gas emissions by 2050 as its energy demand was projected to grow more than that of any other nation over the next two decades.

Kerry is leading efforts to get countries to step up commitments ahead of a summit of 40 leaders on April 22-23 called by US President Joe Biden.&nbsp;

Later this year, world leaders are due to gather for a UN climate summit to build on the 2015 Paris accord to limit global warming.&nbsp;

Kerry said India was setting a ‘very strong example’ for other nations on powering a growing economy with clean energy.

"That kind of urgency is exactly what we need to confront global climate change," he said.

India points to its target of generating 450 gigawatts of renewable energy by 2030 - five times its current capacity and two and half times its Paris pledge.&nbsp;

But officials in India argue against adopting tougher emission goals, noting that its per capita emissions are still only an eighth of those of the United States and less than a third of China’s, even as it tries to bridge a development gap.

Kerry said it was ‘absolutely critical’ that India, the United States and others scale up investments in areas including energy storage, clean fuels and decarbonising industries.

"India, in particular, is a red-hot investment opportunity because of its clean energy transition," he said.

"Our hope is that we’re going to be able to deal with yes, China," Kerry told reporters during a visit to the United Arab Emirates capital Abu Dhabi on Saturday. "President Biden has made it clear and I’ve made it clear: none of the other issues we have with China -- and there are issues -- is held hostage to or is engaged in a trade for what we need to do on climate."

Sino-US relations have been strained in recent years by disagreements about trade, China’s treatment of its Uighur minority, as well as China’s actions in Taiwan and Hong Kong.

China has pledged to become carbon neutral by 2060 while US President Joe Biden’s administration is expected to announce a new target for reducing emissions at a global climate summit on April 22.

Kerry will take part in a climate dialogue for the Middle East and North Africa hosted by Abu Dhabi on Sunday. The UAE said the dialogue would focus on national and regional preparations ahead of a United Nations climate summit to be held in Glasgow in November.

Kerry said the countries would discuss how to reduce a reliance on coal, as well as how to ‘raise ambitions’ on climate change ahead of November’s conference.

"I think the next generations are screaming at us to fulfill our promise," he added.
