The Bulgarian FA was additionally fined a further 10,000 euros for "causing a disturbance during a national anthem" prior to kick-off of the game in Sofia on October 14, which England won 6-0. The English FA was fined 5,000 euros for the same offence.

The match at the Vasil Levski Stadium was halted twice in the first half due to abuse from sections of the home support, including monkey chants and apparent Nazi salutes.

Despite the abuse, the England team opted to complete the match instead of walking off the pitch.

"We sincerely hope the disgraceful scenes in Sofia are never repeated," said England's Football Association.

"Our priority remains our players, support team and fans and we will do all we can to ensure they never have to endure such circumstances again.

"While we acknowledge UEFA's ruling today, a huge challenge still exists around racism and discrimination in society."

The game was played in a stadium already partially closed after racist incidents during matches against Kosovo and the Czech Republic in June.

"We sincerely hope that the Bulgarian football fans will prove with their behaviour that they have become targets of unwarranted accusations for lack of tolerance and respect to the opposition team," the Bulgarian Football Union said in a statement.

Piara Powar, the executive director of the Fare network which works to combat racism and discrimination in football across Europe, said the punishment was not harsh enough and felt Bulgaria should have been disqualified from the competition.

"We welcome the speed of this decision, but we are disappointed that Bulgaria will not be expelled from the Euro 2020 qualifying competition given their previous record, and obvious inability to deal with the problems they face," he said.

"We think that the evidence and circumstances of this match would have justified European football being given a stronger signal on the need to tackle racism.

"Obtaining justice for racist acts is not easy in any setting, it is clear that football is no exception."

Anti-racism campaign group Kick It Out called for UEFA regulations on racism to be "overhauled".

"We are disheartened, but not surprised, to learn of UEFA's response to the racist abuse directed at England players," it said in a statement.

"In our view, they have missed an opportunity to send an uncompromising message on racism and discrimination.

"The current sanctions, however 'tough' UEFA think they may be, are clearly not working and leave victims with little faith in their ability to prevent abusive behaviour."

The incidents caused indignation in the football world and <a href="https://www.wionews.com/world/uefa-must-do-more-to-tackle-vile-racism-uk-pm-johnsons-spokesman-256094">were condemned</a> both by British Prime Minister Boris Johnson and his Bulgarian counterpart Boyko Borisov.

Even if found to have been smuggled into the country, the victims' death was not their fault, added the paper, which is published by the ruling Communist Party's official People's Daily.

"We hope that Britain and European countries will put into effect their various commitments to human rights and make due efforts for Chinese people to be free from abuse and sudden death."

Britain appears not to have learned its lesson from the Dover incident two decades ago, it added.

"Imagine how thoroughly European countries would take measures if dozens of Europeans were collectively tragically killed in some way," the paper said.

If you’re looking to make sense of why Brexit is blocked, it’s worth considering that it has two basic dimensions. The first is the negotiation between the European Union and the UK on the terms for the latter leaving the former. The second is the negotiation – or, more often, the power plays – between the British government and the rest of the UK’s political system. If Theresa May’s premiership was focused on the first dimension, then Boris Johnson’s has shifted very much to the second.

As a brief reflection might demonstrate, neither approach has been particularly successful. The reason is that both, in their own ways, have assumed that if you’re able to secure a deal on one dimension, then the other will automatically snap into place. That misunderstanding has been especially evident since Johnson announced his more formal proposals for a new legal text on the Irish dimension of the withdrawal agreement.

In essence, the proposals sought to replace the Irish backstop, which was designed to ensure a permanent fall-back system would be in place after Brexit to preserve the Good Friday Agreement but provoked an insurmountable backlash against May’s original deal. Johnson instead proposed that Northern Ireland should continue to be aligned with the EU on regulations on goods and committed to discussing customs arrangements.

Number 10 has also suggested that the Northern Ireland Assembly should give its consent to the introductions of the new arrangements, and renew that consent every four years thereafter.

In so doing, Johnson was seeking to address a number of fundamental problems with May’s deal on the backstop. First, there had been opposition from Tory ranks about the maintenance of a customs relationship in the backstop, which would have covered the entire UK. This would have meant that the scope for concluding free trade deals with other parts of the world would be limited, since the UK would be bound by the EU’s rules.

Second, and more critically, the backstop was specifically designed to be “all-weather” – that is, it would kick in at any point that there wasn’t an alternative arrangement (agreed by both the UK and EU) in place. In practice, that meant once it was activated, the UK would not be able to deactivate it without the EU’s approval. Such a potential lock on British action raised very many hackles.

So Johnson’s team floated this alternative, taking a considerable amount of care to craft a document that could get the buy-in of the harder end of the Conservative party, the DUP and even some of the non-aligned rebels in parliament.

And, indeed, various figures have announced that they could live with the deal –maybe not a robust majority of MPs, but certainly something that reached parts May’s deal never had.

At this point, the price of that buy-in became clear: the EU is not minded to go for it. From its perspective, there has been very little to commend Johnson’s text. Crucially, the proposal is largely a promise to talk, but with nothing said about what happens if talks are inconclusive. This runs entirely contrary to the purpose of the original backstop.

This is only amplified by the intention to give Stormont a vote on the arrangements. Quite apart from the absence of a functioning Northern Irish executive that might manage the discussions, the mechanism would raise the prospect of recurring debates about the durability of any provisions that were to be agreed. These problems are self-evident to those involved in the negotiations, which is a key reason in explaining why they didn’t get taken through the draft text agreed by May at the end of last year.

So why advance them now? The generous interpretation would be that Johnson hoped that the log-rolling of a majority in parliament would be enough to move the EU: the process has been stuck for nearly a year now and approval of the current text by the Commons looks all but impossible (remember it has voted against it explicitly on three occasions already), so why not go with a new text that would win the backing of MPs? There’s something to this, especially if the rumours of an EU concession to allow some role for Stormont turn out to be accurate.

But the broad thrust from Brussels and other EU capitals has been much more negative, not at all aided by the very negative briefings coming from Number 10. This points to a less generous view of Johnson’s approach. The looming general election – held back only by the need for an extension to Article 50 – has created an incentive for him to show that he has tried to secure a deal, only for it to be rejected by others: If returned to power, then he will be able to finally escape the constraints put on him, by parliament and by the EU, and make Brexit happen.

To put that back into our dimensions, it’s a renewed focus on the domestic competition. If it comes off, Johnson will find that the European dimension is still there, for any future deal he might want to do. And at that point, his recent actions might very well come back to haunt him.

Atherton&nbsp;said that the 51-year-old's experience of guiding India to the 2011 World Cup title and&nbsp;coaching South Africa to the top of the test rankings a year later had given him the advantage over English&nbsp;candidates for the role.

"It's dangerous to fall into the trap of thinking a foreign accent makes you a better&nbsp;candidate, but no English&nbsp;coach&nbsp;has such an impressive CV as&nbsp;Kirsten's," former opener&nbsp;Atherton&nbsp;wrote in the Times newspaper.

If appointed,&nbsp;Kirsten&nbsp;would be only the fourth foreigner to&nbsp;coach&nbsp;England&nbsp;in a list that also includes Zimbabweans Duncan Flecther and Andy Flower.

"Nationality is immaterial; skills as communicators, man-managers, and expertise in technique are all important... they (coaches) are facilitators, teachers, and enablers, trying to help to improve the lives and careers of players," he said.

"He (Kirsten) would make a fine choice. There are those who will frown upon another overseas appointment... I'm not of that number."

Atherton&nbsp;said&nbsp;Kirsten's immediate focus would be to provide the structure needed to improve fourth-ranked&nbsp;England's standing in test cricket.

"The one-day team is in good shape and runs itself under Eoin Morgan, while the test team is in need of some tender loving care,"&nbsp;Atherton&nbsp;added.

"The captain, Joe Root, is&nbsp;in need of a&nbsp;coach&nbsp;to apply greater structure than the free-wheeling Bayliss was apt to do. South Africans love a bit of structure."

"I think what you've all seen over the last three weeks absolutely in every respect vindicates the right decisions to be hosting a World Cup here in Japan," he said.

"We always knew there were going to be risks. It's rare for a typhoon of this magnitude to cause this impact this late in the typhoon season."

He added that World Rugby had looked "pretty exhaustively" at other options for the games, including switching venues, but "we couldn't guarantee consistent contingency plans across all those games safely for all the teams and fans involved".

Seven games were slated for the final weekend of the pool stage, when matches are tightly packed and cannot be rescheduled. Cancelled games are recorded as 0-0 draws, with both teams awarded two points.

England and France have already qualified from Pool C, with Eddie Jones's men top of the group, but Pool A hangs in the balance ahead of Japan's final game against Scotland in Yokohama on Sunday.

If that game were abandoned, Scotland would be eliminated and Japan would qualify for their first quarter-final as shock group winners, with Ireland runners-up.

Hagibis is currently forecast to clip the southeastern corner of Japan near Tokyo and Yokohama but given its size, the impact will be felt across wide swathes of the country.

In 2014, Marussia driver Jules Bianchi crashed in bad weather conditions caused by a typhoon, and remained in a coma until his death the following July.

Many people in Chiba, east of Tokyo, are still recovering from Typhoon Faxai, which struck Japan in early September and caused widespread disruption, leaving two people dead and cutting power to half-a-million homes.

Labour Party leader Jeremy Corbyn will hold a conference call with other opposition parties on Friday, a Labour spokesman said. Johnson on Thursday said he would rather be "dead in a ditch" than delay Brexit.

Former Prime Minister John Major said Johnson should fire Dominic Cummings, the advisor behind his high-stakes Brexit strategy.

Despite repeatedly insisting he didn’t want a general election, Boris Johnson, the UK prime minister, has now tried and failed to get parliament to support one. It now looks like he’ll try again or seek a vote by some other route. Having lost his majority and control of parliament, a general election seems almost inevitable now. The big question, though, is when it will happen.

Johnson and his allies would prefer the vote to happen before October 31 – the date the UK is currently due to leave the European Union. Everyone else wants to wait until after that date.

Holding the vote before October 31 would allow Johnson to claim the Brexit high ground and hopefully nullify the threat of the Brexit Party, saying that only a vote for the Conservatives will get the UK out by Halloween. If he manages to win the election, he can then organise further votes in parliament, overriding those of the past few days and allowing him to take the UK out of the EU without a deal.

Why is Labour Holding Back?

Despite having been pushing for a general election for a long time now, Jeremy Corbyn is now hanging back. The reason for this apparent change of heart is that, at this point in time, many are concerned that a general election may play into Johnson’s hands. If Labour waits and triggers an election so that it takes place after October 31, it means that an extension may have already been granted by the EU. The UK would then, in their view, be safe from a “no-deal” until at least the end of the year.

Politically, it also makes more sense for Labour to hold off on supporting an election for a little while longer. If an extension is granted and a general election is held in November or afterwards, Johnson will have broken his key promise of getting the UK out by October 31. That leaves him more vulnerable to losing votes to the Brexit Party.

Plus, if the past few days are anything to go by, Johnson and his team may have imploded even further by then. He has kicked 21 MPs out of his party and his own brother has quit the government. Things are looking difficult for the prime minister.

How to Call It

Since the introduction of the Fixed-term Parliaments Act, if a prime minister wants to call an election before the scheduled date, they need two-thirds of MPs in parliament to vote for it. Johnson tried this on September 4 and failed.

Alternatively, a general election could be triggered by a vote of no confidence in the government. If the motion is successful, a general election will be triggered after 14 days if no new government with the support of parliament can be formed. There is talk that Labour may try to do this soon, however, the chances of it happening may be limited by debate on opposition benches as to exactly when the election should be.

But it has even been suggested that Johnson may call a vote of no confidence in himself. If he can manage to “lose” that, he can try to prevent a new government being formed and force a general election.

Is no-deal Off The Table?

A no-deal Brexit is still very much a possibility, but current events make it less likely for the time being. With no government majority in parliament, the ability of the prime minister to pursue no deal is severely limited. This is assuming Johnson plays by the rules, of course.

After wresting control of the lower house of parliament on Wednesday, an alliance of opposition parties and rebels expelled from Johnson's Conservative party voted to force him to seek a three-month delay to Brexit rather than leaving without a deal on October 31, the date now set in law.

Behind the sound and the fury of the Brexit crisis, an election now beckons for a polarised country.

The main choices on offer are Johnson's radical insistence on leaving the EU on October 31, come what may, and Labour leader Jeremy Corbyn's hard-left socialist vision, coupled with a promise of a fresh referendum with an option to stay in the EU.

"Boris will argue that it is now time for the people to decide after parliament has failed them, so we can resolve this once and for all," a spokesman for the prime minister said.

"Jeremy Corbyn continues not only to block Brexit but is now also stopping the people from having their say by refusing a general election."

The opposition Labour Party cast Johnson's language - including calling Corbyn a "chicken" - as pathetic, said he was trying to act like US&nbsp;President Donald Trump, and compared him to a 3-year-old toddler having a tantrum.

An election adds a new twist to a Brexit crisis that has for three years overshadowed European Union affairs, eroded Britain's reputation as a stable pillar of the West and seen sterling twitch in tune to the probability of a 'no-deal' exit.

Asked if Brexit would happen on October 31, Johnson's senior adviser Dominic Cummings told Reuters: "Trust the people."

Against the dollar, the pound fell 0.3 per cent to $1.2211, after jumping 1.4 per cent on Wednesday in the sense that the prospect of a 'no-deal' exit had receded. UBS Global Wealth Management said sterling could rally to $1.30 if Brexit was delayed until January 2020 and an election was held after October.&nbsp;

While sterling rose on parliament's bid to block a no-deal exit, an election before Brexit would allow him, if he won, to repeal the blocking bill, which was passed by 329-300 and then 327-299 in the House of Commons on Wednesday. The law will pass the upper house, the Lords, by Friday evening.

Johnson's finance minister, Sajid Javid, opened up the possibility of a change to the October 15 date but said the government could strike a renegotiated Brexit deal with Brussels and get it through parliament before October 31.

Much parliamentary action will now play out to determine exactly when the vote will take place. The government remains eager to ensure the UK’s exit from the European Union (EU) by October 31. Oppositions parties are eager to ensure this does not happen in a no-deal scenario. But developments at Westminster mean an election at some point soon is almost certain. The key question, therefore, what might the outcome of such an election be in such unpredictable times?

We have considered the results across 138 polls conducted between November 4, 2018, and August 22 2019.

All polls contain a combination of information and noise, the latter resulting from errors in sampling, in interviewing and in other factors which are an inherent part of survey methodology. By “pooling the polls” the figure maximises the information and minimises the noise because the samples are very large and rogue polls which happen by chance do not dominate the picture.

Both Conservative and Labour support declined markedly in the run-up to the European Parliament elections on May 23. Since then, Conservative fortunes have partially revived, but party support is only in the low 30 per cent range – nearly 10 per cent less than its vote in the 2017 general election.

Labour is in even worse shape, languishing in the low to mid-20s. Polls on voting intentions go back as far as the 1930s, but it is safe to say that such a car crash in support for both major parties has never been seen before. So we are in uncharted territory.

The major parties’ poll numbers indicate that, in a two-party contest, the apparent “Boris bounce” in Conservative vote intentions would very likely deliver a majority in the House of Commons.

One important reason why Labour has fallen so far behind is the large decline in Jeremy Corbyn’s popularity since the 2017 general election. His approval ratings then were around 45 per cent. But by August this year they had fallen below 20 per cent and are now very stable from one poll to the next. A large majority of voters appear to have reached the conclusion that he is not up to the job of being prime minister. Negative public feelings about Corbyn are bound to be a drag on his party’s efforts to close the gap with the Conservatives.

Lib Dem Threat

The real problem for the Conservatives is not Labour but the continuing popularity of the Liberal Democrats and the Brexit Party. The Liberal Democrats are now consistently polling in the high teens – twice what previously had been typical. In the 2015 general election, the Liberal Democrats’ vote collapsed and the Conservatives took 27 seats from them. While the Liberal Democrats recovered a little in the subsequent 2017 general election, they still only had 12 MPs.

The situation has now completely changed. If the current surge in Liberal Democrat voting intentions holds, there is a good chance that the party will win back all of the seats it lost to the Conservatives in 2015. In addition, the Lib Dems are likely to win extra seats from disgruntled Conservative Remainers who will defect in response to the Conservative’s hard-line stance on Brexit.

It is true that the Liberal Democrats will take votes from Labour as well as the Conservatives, but the policy distance between the Lib Dems and Labour on relations with the EU is now much smaller than it is with the Conservatives. The danger for the Conservatives is that Remainers are likely to vote tactically as a result, supporting the Liberal Democrats in seats in the West Country, for example, and Labour in seats in the North-East and Merseyside.

What of the Brexit Party?

There is a narrative which suggests that Brexit Party support will collapse in a forthcoming election much like UKIP’s did in 2017. But this ignores a key difference between Brexit Party and Conservative supporters. In our national survey conducted shortly after the European elections, 78 per cent of Brexit Party identifiers wanted to leave the EU with no deal. This compared with only 46 per cent of Conservative identifiers who wanted this outcome.

In a rally in London, Nigel Farage committed his party to no deal. He was quick to point out that Johnson had voted for Theresa May’s agreement when it came up for the third time in parliament – and was therefore not to be trusted. The Prime Minister is taking a very hard line against Conservative rebels by threatening to remove the whip from them, but at the same time he is arguing that he wants a deal with the EU – something which is an anathema to the Brexit party supporters.

This lack of trust in the prime minister to deliver a no-deal Brexit puts him in a tricky situation – he needs most of the Brexit Party supporters to produce a no-deal outcome. Given his insistence that he is still seeking a deal with Brussels, Johnson is unlikely to win Brexit Party voters until there is actually a no-deal Brexit.

The Brexit Party will not take seats in a snap election, but it could easily stymie the Conservatives’ chances of winning.

The prime minister has had to seek an early election since the alternative was to stagger on without a majority and with parliamentary action to stop a no-deal Brexit becoming a reality. The campaign hasn’t formally begun yet, but the posturing is underway. The outcome, though, remains very difficult to predict.

UK general election? If so, here’s what the polls are telling us

England have made one change in personnel to their side for the fourth Test against Australia at Old Trafford, with fast bowler Craig Overton replacing the dropped Chris Woakes.

Somerset quick Overton was only drafted into the squad after it was confirmed James Anderson, England's all-time leading wicket-taker, was ruled out with a calf injury.&nbsp;

The same injury has prevented Anderson from bowling in the series since his four-over spell in the first innings of Australia's 251-run win in the first Test at Edgbaston.

Overton comes into the side on the back of England's stunning one-wicket win in the third Test at Headingley, inspired by Ben Stokes's superb 135 not out, that saw them square the five-match Ashes series at 1-1.

The 25-year-old Overton has played three Tests and bowled Australia star batsman Steve Smith on debut at Adelaide in December 2017.

England captain Joe Root, explaining why Overton had been included, told reporters at Old Trafford during his pre-match press conference on Tuesday: "This ground does perform slightly differently with an extra bit of bounce and a taller bowler will give us an extra option to go to.

"I feel like that balances out our attack really well in these conditions."

Root added: "Craig is a competitor. You saw him come into Ashes cricket on debut and straight away he looked very much at home.&nbsp;

"He got himself in a battle and I expect him to do that this week. I expect him to cause some issues for the Aussie batters."

'High-quality Roy'

Root also confirmed the switch of positions between Jason Roy and Joe Denly, with World Cup winner Roy dropping down to number four after struggling as a Test opener.

"Jason is a high-quality player, we all know that, and he might be better suited at four," Root said.

"I think to play in an Ashes series is very exciting and he was extremely excited to get the chance to open the batting, but I think that he might be better suited for the middle order on the evidence we have seen over the last three games.

"It's a great opportunity for him to make it his own and we have seen him play enough international cricket to know what he can do when he gets himself in, so hopefully batting lower down allows him to do that.

"Joe (Denly) has played some good cricket throughout the summer, he has got himself in and he was very good in that second innings (at Headingley when he made a fifty).

"It's a great opportunity for him to get us off to a good start with Rory (Burns)."

Smith, now back on top of the latest world Test batting rankings pulished Tuesday, will be returning to Ashes action this match after he missed the Headingley Test with concussion. &nbsp;

This is former Australia captain Smith's first Test series since completing a 12-month ban for ball-tampering.

He marked his return to the format with scores of 144 and 142 at Edgbaston before making 92 in the drawn second Test at Lord's -- where he was felled by a 92mph Jofra Archer bouncer.

"We finished up on the wrong side of it. In terms of an advertisement for Test cricket, I think that was bloody exciting," Paine said.

"It was probably the best Test innings I've seen and the rest of the team thought the same thing."

Australia threatened to take the final wicket for a victory that seemed inevitable on several occasions but failed to get the job done.

With 17 runs needed, Stokes was dropped by Marcus Harris at third man. In the next over, Jack Leach should have been run out, only for Nathan Lyon to fumble the ball.

Stokes should have been adjudged leg before on the very next ball, but with no reviews left, Australia could not challenge the umpire's call.

Paine said his players were guilty of individual errors in the closing stages of the match but maintained they did not crack under the pressure.

Australia, who as holders need one more win to retain the Ashes, lost six wickets themselves on a remarkable second day in Leeds, but Marnus Labuschagne (53 not out) steered them to a lead of 283, which seems beyond a woefully out-of-form England.

"The game is not over from this position," Thorpe said. "If we can knock them over in the morning we are in with a chance.

"There have been scores of over 300 chased down here before. We have to believe."

One-day focus

In the one-day format, England won the World Cup on home soil last month, with many of the same players who have played in the Ashes.

Yet England's euphoric fans were brought crashing down to earth in the first test innings following that triumph, after they were bowled out for 85 by Ireland, who were playing only their third-ever test match.

"I don't like Joe Root at three, he's a number four," former England opener Michael Vaughan told the BBC. "You know he's going to be in so early in this team, he's basically an opener.

"Root is England's best player. Put him at four. Virat Kohli - where does he bat? Steve Smith - where does he bat?

"It's only one position but it is a huge difference."

Jofra Archer's first five-wicket haul in Test cricket put England in command on a weather-affected opening day of the third Ashes Test at Headingley on Thursday as they bowled Australia out for 179.

Archer completed figures of 6-45 in his second Test, Australia collapsing from 136-2 in the final session to give England a good start as they bid to level the series.

"I didn't do too much differently from Lord's," Archer said. "It was a bit bowler-friendly today, at times it did go flat and the ball stopped swinging but it started again.

"I'll more than take 6-45 but I can be tidier in the future," he added. "It's been really good so far, from the moment I've put the badge on, it's been the happiest days of cricket so far and hopefully plenty more ahead."

David Warner made 61 and Marnus Labuschagne 74 in the only substantial innings for the touring side, Labuschagne making his second fifty in a row since replacing Steve Smith who was struck by an Archer bouncer in the second Test and ruled out of the third match due to concussion symptoms.

"It's disappointing it happened like that but they won the toss, bowled and had the conditions in their favour," Warner said.

"They were patient and our top order got out to good balls, with a couple of strangles as well," he added.

"It was very challenging in that first half-hour. I probably played and missed 35 times but that happens and a little bit of luck comes into it. You just have to work out how to survive."

England captain Joe Root put Australia in to bat on a wet morning in Leeds.

Stuart Broad and Archer bowled well and after Warner had survived a few scares, Marcus Harris, replacing Cameron Bancroft in the side, edged Archer to wicketkeeper Jonny Bairstow for eight.

The weather cleared up briefly early in the afternoon session and Broad had Usman Khawaja caught down the leg-side by Bairstow.

After further rain delays, Warner started to find his timing and the left-hander brought up his first half-century of the series with another boundary.

Labuschagne, as he did at Lord’s when he was Smith’s concussion substitute, batted with great composure and reached his half-century from 72 balls.

Archer ended Warner’s resistance, Bairstow taking another catch, and Broad bowled Travis Head for nought with a perfect delivery that hit the top of off stump.

Matthew Wade also fell for a duck off the bowling of Archer when the ball rolled on to the stumps around his legs.

Tim Paine became Chris Woakes’s first victim, given out lbw after a review, and James Pattinson was caught by Root at first slip off Archer for two.

Archer found the edge of Pat Cummins’s bat, his dismissal confirmed after a review, and Ben Stokes ended Labuschagne’s innings, trapping him lbw with a full toss.

Nathan Lyon was last to go in the final over, lbw to Archer to complete a memorable day for the Barbados-born fast bowler.
