England's Care Quality Commission said that a large number of people with learning disability or Autism were getting "inhumane care" in specialist hospitals. The report by England's independent health and social care eve said that it could not be confident that patients' human rights were upheld.

The report looked at the use of seclusion, segregation and restraint in specialist units on people with autism or learning disability.

The commission found that people were kept segregated for duration ranging from 3 days to 13 years.

The report has recommended increasing community support to ensure people were not admitted to hospitals and for 'ministerial ownership' to ensure the implementation of changes. The use of seclusion and restraint has only been recommended by the commission in extreme cases.

The Apex Council of the Board of Control for Cricket in India (BCCI) met virtually on Saturday and the three major areas of focus as per the agenda was the upcoming tour of Australia, England's visit post the Australia series and starting the Indian domestic season with an eye on the coronavirus pandemic.

Speaking to ANI, a BCCI official who was part of the meeting said that the board is very much looking at hosting England in India and bio-secure bubble will be created in three-four venues with the pink-ball Test either being played in Ahmedabad or Kolkata.

"The idea is to create bio-secure bubble across three to four venues as per permission from the government. The pink-ball Test will be held either in Ahmedabad or Kolkata. That call will be taken at the right time looking at the conditions. But yes, England is coming over to India," the official said.

Asked about the Australia series, the official said that the 14-day quarantine will happen as of now. One of the major areas of concern when it comes to the Australia series was the quarantine period that the Indian players need to undergo after moving to the country post the IPL in UAE.

While the Australian government had time and again hinted that there cannot be any relaxation, the BCCI has been requesting Cricket Australia to find a solution as the Indian players are already part of the bio-secure bubble due to the ongoing IPL.

"Looks like the quarantine phase will remain 14 days. The venues remain as it was and the itinerary has come in. We will be going directly from the UAE so the idea is to see if the quarantine period can be decreased. But as of now, doesn't look like," the official said.

The fate of the domestic season and the domestic cricketers is definitely something that still hangs in balance because creating individual bio-secure bubbles to host a complete Ranji Trophy season doesn't look feasible in the current scenario. Calls have been made to play out the Mushtaq Ali T20 tournament as that would be more convenient.

The official said they are looking at only Ranji Trophy and women's one-days at present. "This is a dicey situation as we need to be cautious with so many teams and players involved. As of now, we are looking at a January start with the Ranji Trophy and women's one-dayers being played. But we have to constantly monitor the situation before we get underway," the official said.

The 2018-2019 accounts of the BCCI was also approved in the meeting.

England are looking into the possibility of holding a training camp in the sub-continent for their Test squad ahead of planned tours of Sri Lanka and India.

Their red-ball side completed a 2020 home Test programme with a 1-0 win in a three-match series against Pakistan following a rain-marred drawn finale at Southampton on Tuesday.

That was the last of six Tests this season -- all played behind closed doors because of the coronavirus pandemic -- after England's 2-1 win over the West Indies last month.

But as Joe Root's side left their bio-secure bubble, there was no certainty as to when they will be in action again, with Covid-19 having upended the global cricket calendar.

England could be in Sri Lanka in January for a tour that was originally halted in March because of the virus outbreak before travelling to India for a Test series.

"It is nice to know that some form of preparation is being considered ahead of the winter tours if they take place and to give us a really good chance of competing if it is in sub-continent conditions," Root said.

"If not then we just have to make the most of what is available to us."

- Classy Crawley -

Whenever they next play Test cricket, England will probably find themselves having to work out who to drop in order to get Ben Stokes back in the side after he missed the final two matches of the Pakistan series to be with his ill father in New Zealand.

Zak Crawley made way for an extra seamer earlier in the season when a quad injury meant star all-rounder Stokes was unfit to bowl.

But having scored 267 -- his maiden Test century -- against Pakistan last week, the 22-year-old batsman is unlikely to be dropped again soon.

"I don't think when someone scores 267 it is going to give you too many headaches," said Root of Crawley.

"He has been left out of the team twice for the balance of the side so to come into the team twice and affect both games shows huge amounts of class, talent, skill, concentration and maturity.

"Hopefully it is a springboard and it is a shame there is no more Test cricket for him this summer because I'm sure he would have wanted to carry on this form."

None of England's Test squad have been considered for the upcoming three-match Twenty 20 series against Pakistan starting Friday, with the red and white-ball groups largely kept separate this season.

But while new-ball bowlers such as James Anderson and Stuart Broad are now Test specialists, World Cup-winning batsman Root remains an all-format player.

He has even expressed an interest in playing in county side Yorkshire's Twenty20 Blast opener on Thursday, a move could yet pave the way for Root's return to the limited overs squad for England's T20 and one-day international series at home to arch-rivals Australia next month.

"That is completely out my hands, I just want to make the most of this summer," said Root.

"It will be lovely to play some T20 cricket, whether that's for Yorkshire or England, I just want to play the most cricket I can from what is available.

"I'm already looking forward to getting back out there and hopefully scoring some runs."

England will scrap the government agency responsible for responding to public health emergencies after the country has suffered the highest death rate in Europe from the coronavirus pandemic.

Public Health England, a cornerstone of the state-run health system with responsibility for managing infectious disease outbreaks, will have many of its functions merged with the government's contact tracing service into a new body to be known as the National Institute for Health Protection.

"The National Institute for Health Protection will have a single and relentless mission, protecting people from external threats to this country's health; external threats like biological weapons, pandemics, and of course, infectious diseases," said Matt Hancock, Britain's health minister.

Dido Harding, the former chief executive of internet provider TalkTalk and the current head of the contact tracing service, will run the new institute.

The United Kingdom has officially made the usage of face masks compulsory across shops and supermarkets in England.

Starting next week, face coverings will be mandatory in all shops, citing risks of a second-wave.

Face masks were made mandatory on public transport on June 15. On Tuesday, this will be formally extended to shops and supermarkets.

"The Prime Minister has been clear that people should be wearing face coverings in shops and we will make this mandatory from July 24," PM Boris Johnson said in a statement.

“There is growing evidence that wearing a face covering in an enclosed space helps protect individuals and those around them from coronavirus," the statement added.

If shopkeepers or shoppers are seen without a mask, they could face a fine of over $123 (100 British Pounds). The police will oversee the enforcement of this rule.

Second-wave fears?

If a second-wave were to infect people across the country, over 120,000 could die over nine months. A health expert called this the worst-case scenario.

Britain faces a harsh winter, with people usually staying inside and spending more time in closed spaces, which could set the ground for the virus to resurface.

Stephen Holgate, the author of a report by Britain’s Academy of Medical Sciences (AMS), claimed that the second-wave “could be more serious than the one we’ve just been through”.

"This is not a prediction, but it is a possibility," Holgate said in an online briefing.

"Deaths could be higher with a new wave of COVID-19 this winter, but the risk of this happening could be reduced if we take action immediately”, Holgate added.

The country has seen 45,000 deaths so far.

The fire service said the crews made sure the fire was under control but allowed the grain to smoulder. Two crews were working with site managers to removed unaffected grain from the silo so that it did not ignite.

No one was injured and the situation at the grain terminal had been stabilised. The cause of the explosion is under investigation.

The British prime minister has been under pressure from businesses and from members of his governing Conservative Party to ease the lockdown, but until now he had resisted for fear of prompting a second wave. On Tuesday, he said with infection rates falling and little current threat of a second wave of COVID-19 cases, he could reopen swathes of the economy. "Today we can say that our long, national hibernation is beginning to come to an end," he told parliament. "All hospitality indoors will be limited to table service and our guidance will encourage minimal staff and customer contact." Broader efforts to boost business and consumer confidence will still be needed." Health officials on Monday reported just 15 new deaths, the lowest rise since mid-March. The daily tally of deaths peaked in April, when the toll exceeded 1,000 on nine days. Johnson said lockdown measures might need to be reintroduced if there were a second spike. (With inputs from Reuters)

Pacer spearhead Jofra Archer, who played an essential role in England's World Cup victory has now lost the medal he received after winning the cup.

Archer lost the medal while moving his house and said that he had "gone mad" looking for it.

He said: “I had it hanging off a portrait someone did for me and sent to me, I had my medal hanging on that.

“I moved flat and the picture is on the new wall but there’s no medal. I turned the house upside down for about a week but I still haven’t managed to find it.

“I know it should be in the house so I will keep eyes out for it but I’ve gone mad looking for it already.”

He revealed these details on a radio show.

During the World Cup campaign, Archer scalped 20 wickets at 23.05 the most taken by any member of the champions’ squad.

Archer had bowled the decisive super over in the finals and asked when he knew he’d been chosen for the Super Over, replied: “Pretty late. I wasn’t sure until I had to go down there and warm up.

“That doesn’t mean I didn’t want it, I just didn’t think I was in a position to volunteer. I was just coming into the team, I’d played the least amount of games in the squad. I didn’t think it was my time to volunteer.

“It was the only Super Over of the whole tournament, I never actually thought about it or planned for the situation, it just happened.”
