Lewis Hamilton will be making a milestone 250th Formula One start as he seeks to sign off his championship-winning campaign in style in Sunday's Abu Dhabi season-ender.

The Briton, who became only the second driver to win a sixth title in the US Grand Prix earlier this month, is already the most successful driver at the floodlit Yas Marina track with four wins.

Another triumph in the dusk-to-night race would be a perfect finale for the 34-year-old, who can expect a more hard-fought battle next year from a younger generation hungry for the limelight.

"It's inevitable that the youngsters are going to come through," Hamilton said after the last race in Brazil, where he finished third but ended up seventh after a post-race penalty for tangling with Red Bull’s Thai rookie Alexander Albon.

The average age of the top three at Interlagos Red Bull's Max Verstappen, Toro Rosso's Pierre Gasly and McLaren's Spaniard Carlos Sainz were 23 years, eight months and 23 days and the sport's youngest podium yet.

"I feel like I’m able to still kick it with these guys and so I’m excited about the future," said Hamilton, who can also equal his own record of 33 successive points finishes on Sunday.

"Hopefully next year we’re going to have a serious three-way, four-way battle and that’s great for Formula One."

Hamilton has won half of the season's 20 races so far, propelling his team to an unprecedented sixth successive title double, but Brazil was a disappointing weekend with Valtteri Bottas retiring.

"The underperformance in Brazil means we head to Abu Dhabi with a point to prove," said team boss Toto Wolff.

Ferrari's 22-year-old Charles Leclerc has made his mark since the August break, winning twice and is set to end the season as the driver with most pole positions (seven so far).

Verstappen, also 22, took his third win of the campaign in Brazil and is fighting Leclerc for third overall.

If there is to be a challenge to Mercedes, who have won every race in Abu Dhabi since 2014, it looks more likely to come from Ferrari.

The Italian team has already secured second in the constructors’ standings but has never won in Abu Dhabi, a track located right next to their Ferrari World theme park.

Even if they have cleared the air between their drivers after Leclerc and Sebastian Vettel collided in Brazil, there is still likely to be plenty of tension as they too seek to finish on a positive note.

Abu Dhabi is also the place for farewells.

Nico Hulkenberg is leaving, at least for a season, after losing his Renault seat to 23-year-old Frenchman Esteban Ocon and Robert Kubica will bring down the curtain on his comeback with Williams.

Canadian reserve Nicholas Latifi is favorite for the seat.

Afghanistan unveiled 43 tenders for natural resource projects on Monday in a drive to attract investment in a country ravaged by decades of war.

Afghanistan`s mineral assets, estimated to be worth as much as $1 trillion, are seen as key to the country`s economic viability. But development has been blocked by poor security, rampant corruption, and a lack of infrastructure.

The tenders, ranging from mineral to oil and gas projects, were announced in Dubai, a major Middle East investment hub, by Afghanistan`s acting Minister of Mines and Petroleum Nargis Nehan.

"We have a good package of incentives for investors," Nehan told Reuters in an interview.

Afghanistan is opening 14 tenders for large-scale projects to international companies through a competitive bidding process, with the remaining small-scale projects to be awarded to local companies.

The projects have generated interest from US, European, and Gulf companies, Nehan said.

The announcement of the tenders comes amid peace talks between the Taliban and the United States, which wants to exit the country it invaded to overthrow the Taliban nearly two decades ago.

The two sides are scheduled to meet again this month.

"There are two ways of looking at the issue ... the situation might deteriorate," Nehan said amid the uncertainty of what the two sides might agree and whether the United States will soon pull-out.

"There is another perspective to look at it, and that is actually finally having peace," she said.

The government hopes a royalty rate from 2.5 per cent to 7.5 per cent and an import duty exemption on machinery used to work on the projects will encourage investment.

The tenders cover projects in 16 of the country`s 34 provinces and the government estimate $100 million will be spent over the next year on initial assessments, exploration, and evaluation work.

A tender can be awarded within six months and work is expected to start within a further six-month period, Nehan said.

The government will invest in some tender-related infrastructure but expects many companies will choose to do it themselves. Security on the projects will only be provided by local forces, she said.

"The Afghan Public Protection Force ... will asses the areas and based on the needs of the area they will submit a budget and proposal to the company."

A British woman has been prevented from leaving Dubai, police in the Emirate said Monday, after her ex-husband's new wife pressed defamation charges over comments posted on Facebook.

Dubai police confirmed a 55-ye ar-old British woman was being tried for defamation under the UAE's cybercrime law.

Police said the woman had never been held in custody, but had confessed to making the statements and refused attempts to settle out of court.

While police would not disclose the woman's identity, the London-based group Detained in Dubai identified her as Laleh Sharavesh, saying she had described her ex-husband's new wife as 'a horse'.

Dubai police said that following a complaint by a Portugese man and his Tunisian wife in 2017, a warrant had been issued requiring the woman to present herself to the police.

"Upon her return to the country on 10 March 2019, the outstanding warrant prompted the immigration authorities at the airport to bring the matter to the British woman's attention," the police said in a statement.

"She was requested to attend the nearest police station."

Britain said it was in contact with the UAE about the case and offering help to the Sharavesh.

"We are offering consular assistance to Ms Sharavesh. We're very concerned about the situation," British Foreign Secretary Jeremy Hunt told reporters in Luxembourg.

"Our diplomats in the UAE have enormous experience in dealing with consular cases ... so she is getting the best possible service" from the British authorities, he added.

"She was requested to attend the nearest police station." Britain said it was in contact with the UAE about the case and offering help to the Sharavesh. The Detained in Dubai group said Sharavesh's Portuguese husband of 18 years divorced her to marry a Tunisian woman in Dubai. The man died last month and Sharavesh flew to Dubai with their daughter for his funeral, according to the group. While their teenage daughter was allowed to fly back, Sharavesh was not permitted to leave the country. You left me for this horse," she allegedly wrote. "You married a horse, you idiot". Sharavesh's attorney could not be reached for comment.
