The plan calls for cutting the permanent US troop presence in Germany to 25,000, as Trump announced June 15, for a reduction of 9,500 troops. Some of the 9,500 will return to the US, while others will be transferred to former Soviet-bloc countries.

That shift would be meant as a clear warning to President Vladimir Putin of Russia, whose military ambitions were underscored by the 2014 annexation of the Crimea.

It is being said that Poland would be one of the European countries receiving US troops.&nbsp;

These deployments will be based on bilateral agreements between the US and the concerned countries, and will not be done under the aegis of NATO.

Donald Trump's bungled coronavirus response and crackdowns on protesters have thrust Joe Biden into the driver's seat of the US presidential election, but the Democratic challenger must decide when to start campaigning in earnest and battle his opponent head on.

Polls show American voters have little faith in Trump's ability to defeat the pandemic, and 130 days out from November's election Biden has surged into a commanding lead despite holding few in-person events since mid-March.

But with campaign inflection points fast approaching -- notably his pick of a running mate, expected in early August, and the Democratic National Convention later that month -- Biden must consider how to balance adhering to coronavirus safety measures and appearing as more than just a virtual candidate.

Hurling criticism at the president from his Delaware home is not a viable long-term strategy for Biden, common sense and experts dictate.

"I don't see how that's sustainable through the fall election," professor&nbsp;Barry Burden, director of the Election Research Center at the University of Wisconsin-Madison, told AFP.

"There will come a point where Biden will need to be a physical presence on the campaign trail, if only to reassure voters he is a real person, in good health and ready to serve."

That coming out should occur in July, Burden said, so Biden can start honing his public messaging before sharing a stage with his new vice presidential pick.&nbsp;

Biden must be wary of appearing contradictory if he were to hold crowded rallies after warning such gatherings are dangerous.

Mocked by Team Trump for repeatedly broadcasting from his basement studio, Biden appears to be making a gradual shift toward in-person events.

On Thursday he travelled to Lancaster, Pennsylvania where he wore a mask and sat with families in a brick-lined garden to discuss health care.

In a speech minutes later, he savaged Trump for seeking to dismantle Obamacare.

"We've seen that same callousness in his handling of the coronavirus," Biden said, evoking Trump's refusal to heed the advice of his own scientists and wear a mask, calling the disease the "kung flu," and saying he would like to&nbsp; "slow" down virus testing.&nbsp;

"He's like a child who can't believe this has happened to him," Biden said.

"His job isn't to whine about it, his job is to do something about it."

IMPORTANT CONTRAST

Trump is adrift in troubling waters.&nbsp;Scientists say his coronavirus strategy has largely failed, and his former national security advisor John Bolton just accused him of being unfit for office.

The president was rebuked twice last week by a conservative-leaning Supreme Court on closely watched cases regarding immigration and gay rights.

And criticism has poured in over his handling of coast-to-coast protests against racial injustice, and how his toxic rhetoric served to stoke divisions.

He has scorned Biden as a "puppet of the radical left" and said China wants Biden to win so they can manipulate a pliant Democrat.

The attacks have fallen flat, largely because Biden is not out on the stump engaging in campaign combat.

Trump is increasingly turning to the economy as a potential re-election saviour.

A mild turnaround before the election could help the president and complicate Biden's message, according to Burden.

Washington Mayor Muriel Bowser renamed an area near the White House that became the epicenter of demonstrations "Black Lives Matter Plaza" and unveiled a giant mural on the street.

Trump has changed his official residence to Florida last year, with only his business empire remaining headquartered in New York.

Also on Thursday the Republican president lashed out in a tweet at a leader of the Black Lives Matter movement, accusing him of "Treason, Sedition, Insurrection."

Trump was referring to comments from Hawk Newsome, a BLM leader from New York who on Fox News said that "if this country doesn't give us what we want, then we will burn down this system and replace it."

This history clearly involves a lot of money too. And a lot of it was apparently coming from the Bank of China.

It reportedly supplied a large funding for Trump's real-estate deals. But does a history of business with China make trump guilty of aiding election interference?

Or should one look at how the behaviour of Trump's White House has been towards China.

Since Trump entered the White House, he has been pretty harsh on Beijing. Experts say Trump has single-handedly changed the geo-political tactics.

From declaring a trade war on China and banning Huawei to calling COVID-19 a Chinese virus, Trump has spared no opportunity to take on China. He recently punished China by eliminating Washington's special treatment of Hong Kong.

To make up for the loss of income, US President Donald Trump, on Wednesday, signed a memorandum&nbsp;directing the Department of Agriculture to provide US lobster fishermen with financial assistance. The announcement was made by the&nbsp;White House trade adviser Peter Navarro.

Trump has asked the agency to provide subsidies to the lobster industry, just like the ones that have been extended to the&nbsp;soybean and other agricultural growers.

Concern about the virus, accompanying protests and media coverage about the risks led to fewer people showing up at the rally, campaign officials said. That reality has led the Trump team to consider using outdoor venues such as airplane hangars for future “Make America Great Again” rallies, which helped propel Trump to the White House in 2016.

The campaign is moving forward with smaller events in states including Pennsylvania, Ohio and Michigan, said the advisor with knowledge of the campaign’s strategy. Trump will travel to battleground state Wisconsin on Thursday.

Jason Miller, who recently joined the campaign as a senior advisor, said locations and venues for future rallies would depend on relevant states’ guidelines and progress in reopening their economies from the virus-induced shutdown.

“We’re pushing full speed ahead with opportunities to put the president in front of as many people as possible,” Miller said.

Trump has spent recent days attacking his former national security advisor John Bolton, which some viewed as helpful to his campaign because it was seen as an attack on the “swamp.”

But one White House official said it was a distraction from a more effective message about boosting the economy. Reuters/Ipsos polling has shown more voters view Trump as a better steward of the economy than Biden.

“If Americans are making a decision about who can best lead ... an economic comeback, that’s the safest terrain for the president,” the official said.

Dozens of Secret Service agents will be quarantined as a precaution following US President Donald Trump's rally in Tulsa, Oklahoma.

According to CNN, the mass quarantine has led to the decision that Secret Service agents involved with presidential trips must be tested for coronavirus for the next couple of weeks -- 24 to 48 hours before a presidential trip. The new testing mandate will be in place until July 4.

A Secret Service official said the quarantining will not impact the agency's operations.

The steps come after two Secret Service agents who attended the rally tested positive for coronavirus.

Former White House national security advisor John Bolton, who has created quite a stir with his memoir on US President Donald Trump, has said his former boss was "turning a blind eye" at the onset of the coronavirus outbreak because he did not want to hear "bad news" about his "friend," China President Xi Jinping.

Bolton told CNN on Wednesday that he does not have confidence in US President Donald Trump's handling of the coronavirus pandemic.&nbsp;

"I think the President did not want to hear bad news about Xi Jinping, his friend. He did not want to hear bad news about the cover-up of the virus in China, or its potential effect on the China trade deal that he wants so much. And he didn't want to hear about the potential impact of a pandemic on the American economy and its effect on his reelection. Turning a blind eye to all these early signs I think hampered the country's ability to deal with this, and continues to do so," Bolton told CNN.

Asked if he had confidence in Trump's handling of the pandemic, Bolton responded: "I do not."

"I think in a country the size of the United States, state and local authorities should have a big role, but at the federal level, the response has not been consistent," he said.

Bolton's remarks follow the release of his book, titled "The Room Where it Happened." The book has been subject to a months-long legal battle between him and the Trump administration.

The White House had argued that Bolton has breached non-disclosure agreements and risks national security by exposing classified information.

Trump even -- in a last ditch attempt last week -- asked a judge for emergency help to stop the book's publication.

A federal judge on Saturday blocked the Trump administration's attempt to prevent the publication of the book -- but left open the possibility that Bolton could face criminal charges or be forced to hand over profits related to the book.

Democrats have criticised Bolton for caring more about his book sales than Trump's misconduct, while Republicans continue to question Bolton's credibility and accused him of having an axe to grind.

Bolton also told CNN that he does not see Trump as being racist.

The central expectation on the Polish side is that Trump will announce extra US military assistance for Poland -- a constant demand from Warsaw, particularly in the wake of Russia's annexation of Crimea in 2014.

The US could boost the number of its troops deployed in Poland as well as provide fighter jets and military transport planes, according to Polish media reports.

But a senior US official cautioned that it would be "premature" to talk about troop deployment in terms of "any specific number to any specific location".

Baranowski said the visit could help "mobilise" Duda's electorate in Sunday's vote and even help boost support for Trump among Polish American communities in swing states ahead of the US election in November.

The hastily arranged visit is expected to be accompanied by protests by gay rights campaigners against Duda, a right-winger who has railed against "LGBT ideology", comparing it to communism.

Duda, who is backed by the governing Law and Justice party, is the current frontrunner in the election but the centrist europhile opposition candidate Rafal Trzaskowski has been catching up in the polls.

Commentator Boguslaw Chrabota, writing in the Rzeczpospolita daily, said Duda was "desperately looking for a triumphant ending" to his campaign but the meeting with Trump carried "considerable risk".

Chrabota cited the risk in promising large amounts of Polish taxpayers' money to pay for US hardware.

In recent years, Poland has agreed to buy US rocket launchers, fighter jets and a Patriot anti-missile system and has closely aligned itself with Trump -- to the consternation of some of its EU and NATO partners.
