The governing council of the Indian Himalayan Council of Nalanda Buddhist Tradition met on Tuesday. This meeting took place in New Delhi. The point of interest was the succession of Dalai Lama.

The Indian Himalayan council of the Nalanda Buddhist Tradition (IHCNBT) in a resolution said," if the govt of the People's Republic of China, for political ends, chooses a candidate for the Dalai Lama, the people of the Himalayas will never accept it, never pay devotional obeisance to such a political appointee and publicly denounce such move by anyone".</p>

<p>The one-page resolution explained, "system of recognizing reincarnated spiritual beings is a religious practice unique to Nalanda Buddhism and the philosophy of the principle of life after death", adding, "no government or any individual has the right to interfere in this matter". &nbsp;Important to remember that China's communist govt could interfere in the tradition and might appoint its own Dalai Lama which makes the resolution passed on Tuesday at the 2nd governing council meeting of the organisation even more important.&nbsp;</p>

<p>IHCNBT was formed in 2018 and has the top Buddhist leadership of the Indian union territory of Ladakh and states like Himachal Pradesh, Sikkim, and Arunachal Pradesh. These states and union territories bordering China administered Tibet. The name of the organisation was given by Dalai Lama. The resolution pointed out, "the sole authority on the reincarnation of his holiness the Dalai Lama is Gaden Phodang institution. No one, including China- should interfere with such a holy and devotional process".&nbsp;</p>

<p>Tibetan Buddhism has seen the heir to India's Nalanda tradition of Buddhism. Asked about Beijing's keenness to appoint the next Dalai Lama, President of the organisation Lochen Rimpoche told WION, "don't worry about the Chinese government, His Holiness Dalai Lama is the supreme spiritual leader of all the Buddhist, not only the Himalayan region but other countries..Chinese govt try something but will not impact the institution".</p>

<p>Unlike China, Indian govt so far has never made a comment on the appointment of Next Dalai Lama. The Vice President of the organisation,&nbsp;Venerable Jangchup Choeden Rinpoche highlighted that, "China is preparing a lot of things to take over the agenda. For us, Himalayan Buddhists, His Holiness, his institution, and continuing of this institution is very important point. His Holiness is very strongly connected to Himalayan region". The General Secretary of the council, Maling Gombo, further added, "issue of reincarnation of Dalai Lama is purely a religious and cultural issue, no other authority has any role to interfere in the process".</p>

<p>IHCNBT was first conceived by The Tawang Foundation, a strategic Think Tank body during a National Conference held on 29th 30th June 2018 at Gurugram. The organisation works for the Preservation of Indian Himalayan Nalanda Buddhist tradition and develops Institutions of learning amongst all the traditions of Nalanda Buddhism in the Indian Himalayan region. <p>Tibetan spiritual leader Dalai Lama on Monday called India a "perfect place" and his "permanent residence", adding that he prefers the country over China.</p>

<p>Dalai lama, as per ANI, made the statement in response to a query regarding the recent border clash in Tawang between India and China.&nbsp;</p>

<p>Talking to reporters at the Kangra airport in India's Himachal Pradesh, the spiritual leader who has been living in Dharamshala in Himachal since 1959, said, "Now things... General speaking, things are improving, I think in Europe and Africa and also in Asia. Now China also now more flexible."</p>

<p>This was very well highlighted by noted English novelist and journalist George Orwell who said, “The most effective way to destroy people is to deny and obliterate their own understanding of their history.”</p>

<p>And the Chinese seem to be applying the same. The oppression of Tibet by the regime is well-documented. The autonomous region has been under the control of Beijing since 1949. &nbsp;</p>

<p>But now, there seems to be a conscious effort to obliterate its history by referring to Tibet by its appointed name ‘Xizang’.</p>

<p>For a long time, the name Tibet has been associated with struggle, freedom, culture and identity and of course, Dalai Lama. &nbsp;</p>

<p>The retirement of “Tibet” in favour of “Xizang” has been carried out by the&nbsp;state Chinese mouthpiece Global Times and the Ministry of Foreign Affairs in an attempt to shift the focus from all of these issues.</p>

<p>For the past few months, the nationalist tabloid has been referring to Tibet by the name “Xizang’. Notably, since January this year, the tabloid has used “Xizang” in&nbsp;more than 200&nbsp;English articles.</p>

<p>The first time it was used in a July article where the headline read “New Record for Horizontal Drilling Tech Set in Xizang Hydropower Project,” read&nbsp;one headline&nbsp;back in July.</p>

<p>Last month, another article’s headline said “Xizang Authorities Offer Support for Local People After COVID-19 Flare-up”.</p>

<p>This purportedly came in response to the efforts&nbsp;by the United States to encourage a debate on human rights in Xinjiang at an upcoming session of the UN Human Rights Council.</p>

<p>However, hidden in plain sight is the clever placement of the name ‘Xizang’ in place of Tibet and how casually the new name is presented.</p>

<p>And what is interesting to note is when one Googles the word <a name="_Hlk115556582">‘Xizang’</a>, the top four search articles are from the Global Times.</p>

<p>The latest mention came just&nbsp;last month when foreign minister Wang Yi met with Mongolian Foreign Minister Batmunkh Battsetseg, and an official release noted that “Mongolia reaffirms its firm commitment to the one-China principle and opposes interference in China’s internal affairs related to Taiwan, Xizang, Xinjiang and Hong Kong, among others.”</p>

<p>Notably, this is not the first instance that Beijing has relabelled a name. For seven decades, the Chinese have favoured the name “Mount Qomolangma” over “Mount Everest”.</p>

<p>That is because the country claims that the name ‘Everest’ is associated with imperialism and colonialism.</p>

<p>Murmu, a woman from India’s tribal minority was elected as the country’s president on Thursday (July 21) with the backing of the ruling party, Bharatiya Janata Party (BJP). She will be the first person from the tribal community to occupy the top executive post in the country.&nbsp;</p>

<p>Hailing from the Santhal tribe, Murmu secured the position with the support of more than half the electorate of MPs and state legislators.&nbsp;</p>

<p>The partial results were out when she crossed the 50% threshold after the third round of counting, defeating the opposition’s candidate, Yashwant Sinha.&nbsp;</p>

<p>As of Thursday, she has already received 5,77,777 votes, which is more than halfway through the total number of legitimate votes.&nbsp;</p>

<p>The outgoing Indian President Ram Nath Kovind wrote: “Heartiest congratulations and best wishes to Smt. Droupadi Murmu on being elected as the 15th President of India.”&nbsp;</p>

<p>Dalai Lama congratulated the new President-elect Murmu with a lengthy letter. Parts of the letter read: “You are assuming this august position at a time when the international community is becoming ever more aware of the importance of India, which has much to contribute to the peace and development of the world.”&nbsp;</p>

<p>“I have a deep respect for India and, as the longest staying guest of the government of India. I have had the opportunity to travel the length and breadth of the country. For thousands of years, India has upheld the principles of ‘karuna’ and ‘ahimsa’ and Mahatma Gandhi made the principle of non-violence spread far and wide,” the letter added.&nbsp;</p>

<p>Nepal Prime Minister Sher Bahadur Deuba congratulated Murmu within hours of the formal announcement of the final results of the Presidential election.&nbsp;</p>

<p>Taking to Twitter, Deuba wrote, “On behalf of the government and people of Nepal, I would like to extend warmest congratulations to Smt Droupadi Murmu on being elected as the 15th President of India. From PM Modi to Dalai Lama, congratulations pour in for Droupadi Murmu; huge celebrations in her hometown

<p>The Dalai Lama, the head of Tibetan spirituality, had a stern message for China on Tibet's autonomy while on his first visit to Ladakh following the repeal of Article 370 in Jammu and Kashmir. Hundreds of people greeted the 87-year-old leader as he arrived in Jammu on Thursday. Today he will take a flight to Leh, where he intends to spend a month. He spoke with reporters about China and lamented the political and economic catastrophe in Sri Lanka.</p>

<p>He argued that all disagreements should be resolved via communication and that people should rise above the narrow-minded perspective of "my nation, my ideology," which is the main cause of conflicts between people.</p>

<p>"Some Chinese hardliners often criticise me, calling me a separatist and a reactionary. 'Meaningful autonomy': Dalai Lama has a strong message for China over Tibet

<p>Tibetan spiritual leader Dalai Lama will be on a visit to the Union territories of Jammu and Kashmir and Ladakh next week. He will visit Jammu on 14th July, and Ladakh on 15th July. This is the first such visit by the Buddhist leader in over 2 years from his abode in Dharamshala in Himachal Pradesh.</p>

<p>The visit takes place even as the Buddhist leader's birthday on Wednesday saw a major celebration in Dharamshala and Delhi and greetings by Indian Prime Minister Narendra Modi and chief ministers of several states like Odisha. In a tweet PM Modi said that he had spoken to the spiritual leader, adding, "We pray for his long life and good health." The Chief Minister of Himachal Pradesh Jai Ram Thakur was the chief guest at the celebration organized in Dharamshala, which hosts the headquarters of the Tibetan government in exile.</p>

P. Singh Baghel. Both ministers, officials present at the reception said, were present in a personal capacity. Minister Lekhi in her statement said, "India was not the country where he (Dalai Lama) was not born, but India is one country which he loves and respects as his own. He is someone who adopted India as his mother and adopted son, but nevertheless son of India, as he says".</p>

Dalai Lama to visit Union territories of J&K, Ladakh

<p>Tibetan community in Nepal on Wednesday (July 6) celebrated spiritual leader Dalai Lama’s birthday with much fanfare. Over 3,000 members of the Tibetan community in Kathmandu organised a celebration at a refugee camp to mark the day.</p>

<p>Tibetan monks and people celebrated even when the Nepalese government had banned all kinds of activities against China in Nepal. Nepal stregthened the security today across the Kathmandu Valley and at the celebration venue.</p>

<p>The community performed cultural dances at the ceremony joined by various diplomats and officials from embassies in Kathmandu.</p>

<p>The Tibetan refugees celebrated the birth anniversary of Dalai Lama wishing for world peace. They worshipped the portrait of the Lama.</p>

<p>During the celebration, Tibetan Community sang the national anthem of Nepal.</p>

<p>However, the community members refused to speak to the media, afraid that Nepal Government may bar them from celebrating Dalai Lama's birthday in future under pressure from China.</p>

<p>Earlier under the communist government in Nepal, Tibetans were barred from celebrating their leader's birthdays or were celebrating inside the gumbas. This year, the community organized a grand ceremony.</p>

<p>Nepal insists that it imposes restrictions on Tibetans due to its adherence to the 'one China' policy, vowing never to allow any 'anti-China' activities, as perceived by Beijing, on its soil.</p>

<p>The US annual religious freedom report 2021 faults Nepal for restrictions on Tibetans and has stated that police surveillance of Tibetan refugees in Nepal remained high throughout the year.</p>

<p>The Central Tibetan Administration (CTA) of the Tibetan government-in-exile organised the Dalai Lama's 87th birthday in Dharamshala.&nbsp;</p>

<p>On his birthday, let's talk about why China wants control over Dalai Lama?</p>

<p>To dilute the cultural and religious identity of Tibetans, the key for China is to control the Dalai Lama. And, therefore, China wants to decide who the next Dalai Lama will be.&nbsp;</p>

<p>This report attempts to understand the history and the institution of the Dalai Lama. The Dalai Lama is the spiritual head of Tibet and until nine years ago, he was also the political head.&nbsp;<br />

The institution of the Dalai Lama goes back to the 1400s and it stands on the pillar of reincarnation. Tibetans believe the Dalai Lama has control over his re-birth and he can choose the body into which he is reincarnated. &nbsp;</p>

<p>The previous Dalai Lama died in 1933 and it took four years to find his successor. The 14th Dalai Lama is now 85 years old and is ailing.&nbsp;<br />
It is the job of the lamas of Buddhism to find their successor.&nbsp;</p>

<p>But, China wants to control that process and appoint a pliant Dalai Lama. The US has now made a law which says the Tibetans should be able to decide who the next Dalai Lama should be.&nbsp;</p>

<p><strong>The second part of the history&nbsp;</strong></p>

<p>In 1950, China annexed Tibet and for the last 70 years, Beijing has been trying to impose itself on Tibet.&nbsp;</p>

<p>It has hammered the land's unique identity, interfered with Tibetan Buddhism, attacked monasteries, pushed propaganda and sent Han Chinese into the region.&nbsp;</p>

<p>But controlling Tibet is not easy for China, legitimising its claim on Tibet is even less.&nbsp;</p>

<p>The Dalai Lama and the Tibetan government have been in exile for years now.&nbsp;</p>

<p>When China annexed Tibet, the Dalai Lama fled to India with some thousand followers in 1959.&nbsp;</p>

<p>Currently, Dharamsala, located in northern India, houses the Tibetan government-in-exile and the Dalai Lama.&nbsp;</p>

<p>But, China does not recognise his authority.</p>

<p>The Dalai Lama says that his successor may be born in a free country and could be a female.</p>

<p>Traditionally, the Dalai Lama picks his own successor and tells his aides before his death where to look for a child who will be his reincarnation.</p>

<p>According to the Dalai Lama's official website: "The person who reincarnates has sole legitimate authority over where and how he or she takes birth". &nbsp;</p>

<p><strong>Two Dalai Lamas</strong></p>

<p>This time, the succession may not be so simple and the world may end up with two Dalai Lamas, one picked by China and the other by Dharamsala.&nbsp;</p>

<p>China views the Dalai Lama as a 'separatist', who is working to split Tibet from China.&nbsp;</p>

<p>Beijing has poured billions of dollars and shattered the traditional Tibetan monastic order with the weight of Chinese factories.&nbsp;</p>

<p>The dragon knows that its grip on Tibet can only be tightened if it gets to pick the next Dalai Lama, who would be Tibetan by&nbsp;blood and Chinese by spirit.&nbsp;</p>

<p>Beijing has called Buddhism an ancient Chinese religion and Tibetans have been jailed for hanging photos of the Dalai Lama on their walls.&nbsp;</p>

<p>In 1995, China detained a six-year-old Tibetan boy who was recognised as the reincarnation of the Panchen Lama.&nbsp;</p>

<p>The boy has not been seen since and Beijing went on to name his replacement and now wants to do the same with the Dalai Lama.&nbsp;</p>

<p>The spiritual leader knows about the Chinese plan and in 2011, he said that the final authority over his successor is "myself and no one else, and obviously, not Chinese communists".</p>

<p>In 2019, the Dalai Lama said: "In future, in case you see two Dalai Lamas come, one from a free country and one chosen by the Chinese, then nobody will trust, nobody will respect the one chosen by China, so that's an additional problem for the Chinese".&nbsp;</p>

<p><strong>The stand of US and India</strong></p>

<p>China's problems have only added up for one year and the American legislation definitely comes in the way of Beijing's plan.</p>

<p>India is the home to the Dalai Lama, but officially it recognises the One China policy.&nbsp;</p>

<p>New Delhi has not commented on America's bill, but its position reflects itself in more subtle ways, like Indian leaders wishing the Dalai Lama on his birthday or India using special forces made up of Tibetan exiles to occupy strategic heights in Ladakh.&nbsp;</p>

<p>The coming weeks and months will be crucial.&nbsp;</p>

<p>Will India play its Tibet card more openly? Will other countries call out China in Tibet and stand up for the rights of six million Buddhists living in Tibet.&nbsp;</p>

The Dalai Lama says that his successor may be born in a free country and could be a female. Traditionally, the Dalai Lama picks his own successor and tells his aides before his death where to look for a child who will be his reincarnation. According to the Dalai Lama's official website: "The person who reincarnates has sole legitimate authority over where and how he or she takes birth". China views the Dalai Lama as a 'separatist', who is working to split Tibet from China. Beijing has poured billions of dollars and shattered the traditional Tibetan monastic order with the weight of Chinese factories. The dragon knows that its grip on Tibet can only be tightened if it gets to pick the next Dalai Lama, who would be Tibetan by blood and Chinese by spirit. Beijing has called Buddhism an ancient Chinese religion and Tibetans have been jailed for hanging photos of the Dalai Lama on their walls. In 1995, China detained a six-year-old Tibetan boy who was recognised as the reincarnation of the Panchen Lama. The boy has not been seen since and Beijing went on to name his replacement and now wants to do the same with the Dalai Lama. The spiritual leader knows about the Chinese plan and in 2011, he said that the final authority over his successor is "myself and no one else, and obviously, not Chinese communists". In 2019, the Dalai Lama said: "In future, in case you see two Dalai Lamas come, one from a free country and one chosen by the Chinese, then nobody will trust, nobody will respect the one chosen by China, so that's an additional problem for the Chinese". The stand of US and India China's problems have only added up for one year and the American legislation definitely comes in the way of Beijing's plan. India is the home to the Dalai Lama, but officially it recognises the One China policy. New Delhi has not commented on America's bill, but its position reflects itself in more subtle ways, like Indian leaders wishing the Dalai Lama on his birthday or India using special forces made up of Tibetan exiles to occupy strategic heights in Ladakh. The coming weeks and months will be crucial. Will India play its Tibet card more openly? Sikyong Tsering was in Washington a few days ago where he participated in the&nbsp;8th World Parliamentarians Convention on Tibet which was addressed by Nancy Pelosi, Speaker of the United States House of Representatives.</p>

<p>Interestingly, the US&nbsp;Congressional-Executive Commission on China held a hearing on the Sino-Tibet conflict and how to deal with Beijing's narrative on Tibetan history, particularly it being an independent state.&nbsp;</p>

<p>Asked about Dalai Lama's reincarnation debate and China staking claim to appoint the next highest spiritual leader of Tibetan Buddhism, Sikyong&nbsp;Tsering said, "A communist government that doesn't believe in religion itself cannot be responsible for recognition of re-incarnation of his Holiness the Dalai Lama. His Holiness' reincarnation is solely dependent on the decision of his Holiness."</p>

<p><strong>WION: Can you talk about your Washington visit to the 8th World Parliamentarians Convention on Tibet from 22nd to 23rd June, which saw the participation of Nancy Pelosi.</strong></p>

<p><strong>Penpa Tsering: </strong>The world Parliamentarians convention on Tibet took place first in 1994 in India, then in Lithuania, 1997 in Washington, so we came back to Washington DC after 25 years. 4th, 5th such conventions were held in Scotland, in Rome, 7th in Latvia and this is the 8th Parliamentarians convention on Tibet and 28 nations participated in this in hybrid form. At the inaugural, Speaker Nancy Pelosi was present and the President of the international campaign for Tibet, Richard Gere, was also present. Speaker Pelosi has been very kind and supportive of the Tibet issue and is committed to the cause of Tibet. She was very categorical in countering disinformation on Tibet, and historical narrative on Tibet and expressed strong support. Congressman Jim McGovern is also the co-chair of the Congressional-Executive Commission on China. He, along with speaker Pelosi, has decided to organise a hearing on the historical status of Tibet to counter misinformation on the narrative on the historical status of Tibet as an independent state by experts. China's propaganda has been very strong and almost every country recognises Tibet as part of the People's Republic of China. That needs to be countered. The hearing was held in Congress for the first time, and they also plan to move a bill in the house in the coming days.</p>

<p><strong>WION: How significant do you see that hearing on Tibet at the US Congress. It looks like both the administration and Congress have been actively engaging on Tibetan issues.</strong></p>

<p><strong>Penpa Tsering: </strong>I would like to thank President Biden for appointing Uzra Zeya as US Special Coordinator for Tibetan Issues just one year after coming to the office and that at the level of undersecretary. When I was in the US in April-May, we met her, then she also came to India and Nepal the following month. So, the progress and interest from the United States government have been very strong and very consistent. Then the hearing on the hill, on the historical narratives, termed as barriers to resolving the Sino-Tibet conflict. Unfortunately, not many people read Tibetan history, and China has been saying Tibet was part of China since the 7th century, and they could not hold, then they said Tibet was part of China from the 13th century, that also could not hold, then the 18th century, that also could not hold. At one point, they were saying Tibet was part of China since antiquity, and now they are talking about Tibet being part of China since time immemorial. So, if we don't counter China's narratives, you don't get the middle way approach. People don't realize that Tibet was an independent country and his holiness Dalai Lama, considering the reality in Tibet, decided to step down from independence to a middle-way approach, seeking negotiated mutually beneficial lasting solution for the Sino-Tibet conflict. On that count, the hearing is significant and it is on record of the US Congress that Tibet was not part of China.</p>

<p><strong>WION: How do you see the G7 statement mentioning Tibet and Xinjiang, calling on China to respect universal human rights and fundamental freedoms?</strong></p>

<p><strong>Penpa Tsering: </strong>Right now, because of Russia's invasion of Ukraine, everybody is focusing on Russia, but the US, NATO and G7 recognise the fact that China is a long-term competition and a challenge to the global democratic world order. In that sense, G7 mentioning Tibet on fundamental human rights is significant and shows a shift in the policies, focusing on the Sino-Tibet conflict. Really appreciate the G7 for coming out with a statement, not just on Tibet but also Uyghurs. I prefer to call it Uyghurs instead of Xinjiang because that is the name given by China, which indulsdges in Sinicisation, including names. Now if you go to the Tibetan map, it will be very difficult to read Tibetan names, because it's all Sinicisation. They call Tibet as Xizang, which is not acceptable.</p>

<p><strong>WION: The Chinese president has gone to Hong Kong. How do you see the visit?</strong></p>

<p><strong>Penpa Tsering: </strong>China has already gone against international law, so what has been agreed between the British and the Chinese after the takeover in 1997, China has trampled on all those agreements and then there were developments in the last few years. And now Hong Kong guys are spread all over the world as refugees. President Xi has not travelled outside China for more than 2 years, and people believe that he will not travel internationally. So, Hong Kong, now more or less under China, the visit may in a way be President Xi's message to the world that Hong Kong is very much part of China, and that they are trying to improve economic conditions but without freedom, it's very difficult to engage with China.</p>

<p><strong>WION: Dalai Lama’s birthday is coming. A lot of celebrations are planned. What is the Tibetan leadership and the parliament planning, and do you see world leaders congratulating the Dalai Lama?</strong></p>

<p><strong>Penpa Tsering: </strong>This has always been there, his holiness, Dalai Lama is well regarded by the international community and you remember PM Modi wishing him on his birthday last year. So, this year, we have the Chief Minister of Himachal Pradesh as our chief guest for his holiness's birthday. But we won't be celebrating on a large scale because of the Covid. Of course, now his holiness is ageing and now it's a concern since he is going to turn 87. We are happy about the fact that his holiness is keeping very healthy.</p>

<p><strong>WION: Do you expect&nbsp;congratulations&nbsp;from the Indian PM and do you expect a meeting as well, His Holiness Dalai Lama meeting PM?</strong></p>

<p><strong>Penpa Tsering: </strong>The meeting, I suppose, will happen only when His Holiness comes down to Delhi. Not during his Holiness's birthday, because the PM is not travelling there, and his holiness is not coming here. Following last year's trend, I am sure there will be many wishes from the international community, including India.</p>

Even if they come up with another candidate, as reincarnated Dalai Lama, that will not be accepted, not only by Tibetans but by the whole world community. The US government has already taken a position on this in the form of an amendment to the 2002 Tibet Policy Act, now called the Tibet Policy and Support Act 2020, that I think many countries will replicate. As far as His Holiness is concerned, according to some predictions, His Holiness is predicted to live up to 113 years of age, so right now it is too early to talk about his reincarnation. He will live for long.</p>

During the event Dalai Lama, who is also a patron of IBC in a spiritual message said," we are celebrating Vesak, which commemorated the Buddha's attainment of enlightenment after enduring six&nbsp;years of austerity".</p>

<p>Interestingly, Prime Minister will participate in the "Shilanyas” ceremony for the construction of a centre for Buddhist culture and heritage, in a plot belonging to the International Buddhist Confederation (IBC), New Delhi within the Lumbini Monastic Zone. The construction of the Centre is being undertaken by the International Buddhist Confederation (IBC) under the auspices of the Lumbini Development Trust with the support of India's Culture Ministry.<br />

<p>"So, in India different religious traditions of the world such as Islam, Christianity, Jew and Judaism and so forth live together. It's not like the more you do analyses of teaching you lose the track of your analyses and just stick to the faith alone. It's not like that. So, what we need is to develop faith in the teachings of the Buddha," he added.&nbsp;</p>

Prefer to stay in India, no plans to meet Chinese president, says Dalai Lama

<p>China has no authority at all to get involved in choosing the next Dalai Lama as it does not believe in religion and the succession plan is entirely a spiritual matter and not a political issue for the Tibetan people, the head of the Tawang monastery in Arunachal Pradesh has said.</p>

<p>Gyangbung Rinpoche, the Abbot of the nearly 350-year-old monastery near India's border with China, also said that it is important to counter Beijing's "policy of expansionism" and New Delhi must maintain a strict vigil over the Line of Actual Control (LAC) with that country, in an oblique reference to the eastern Ladakh standoff.</p>

<p>Referring to China's aggressive posturing along the LAC, Rinpoche said though India believes in peace and prosperity, its approach in dealing with such belligerence has to be based on the ground reality.</p>

<p>"The Chinese government does not believe in religion. How can a government that does not believe in religion decide the next Dalai Lama. The succession plan is a matter of religion and faith; it is not a political issue," Rinpoche said.</p>

<p>"China does not have any right to even get involved in the process of choosing the next Dalai Lama. Only the current Dalai Lama and his followers have the right to decide on the issue," he said.</p>

<p>The comments by the Abbot of the monastery that is located in a region claimed by China came amid strain in ties between the two countries following the eastern Ladakh border standoff. India maintains that its state of Arunachal Pradesh is an integral and inalienable part of the country.</p>

<p>Rinpoche said the Tibetan people will never accept any decision on the issue by China and that Beijing's attempt to get involved is part of efforts to "capture" the Tibetan heritage and "hold control" over the Tibetan people.</p>

<p>"It will be difficult for China to win the hearts of the people of Tibet. China is tightly controlling Tibet. The authorities do not even allow people from outside to meet Tibetans. There are so many restrictions. It is important that countries like India support the Tibetans," he said.</p>

<p>The issue of a successor to the 14th Dalai Lama, who has been living in exile in Dharamshala in India since 1959, gained traction as he turned 86 in July. The Dalai Lama is believed to be a living Buddha who is reincarnated after his death.</p>

<p>China has been insisting that the selection of the next Dalai Lama has to be decided within Chinese territory and that it has to have a say in the matter.</p>
