China said it has increased daily coal production by over one million tonnes, easing its energy shortage as world leaders gather in Britain for climate talks billed as one of the last chances to avert catastrophic global warming.

The world's biggest coal importer has battled widespread power cuts in recent months that have disrupted supply chains, due to strict emissions targets and record prices for the fossil fuel.

But the crisis is now winding down thanks to a boost in domestic coal output, according to a statement from China's top economic planning body late Sunday.

The National Development and Reform Commission said average daily coal production has risen to above 11.5 million tonnes since the middle of October, up by 1.1 million tonnes compared with the end of September.

The production surge comes as world leaders -- but not Chinese President Xi Jinping -- convene in Glasgow for COP26 talks to secure more ambitious global greenhouse gas emissions.

Xi, whose country is the world's largest emitter of planet-heating gases, has instead submitted a written statement to the summit.

In recent months, several Chinese factories were forced to halt operations due to power outages, raising concern about global supply chains.

The squeeze had also been exacerbated by Beijing's zero-tolerance COVID-19 policy that saw it all but close its borders to the outside world, hindering shipments of raw materials from overseas.

A trade tiff with Australia also heightened the drop in coal imports.

But at one point in late October daily output hit 11.72 million tonnes, a record in recent years.

Spot prices for the fuel are also "falling fast" with the main contract for thermal coal halving to 970 yuan per tonne over the previous eight days.

"Levels of coal storage have also risen rapidly with the gradual improvement of the supply-demand situation," the agency said.

China generates about 60 percent of its energy from burning coal.

Beijing submitted a renewed climate plan to the United Nations days before the COP26 climate summit, confirming its goal to achieve carbon neutrality before 2060 and slash its emissions intensity -- the amount of emissions per unit of economic output -- by more than 65 percent.

Israel's energy minister said in a TV interview that she could not attend United Nations' COP26 climate summit in Glasgow on Monday as transportation provided to her was not accessible by wheelchair.

Karine Elharrar, the energy minister, told Israel's Channel 12 she could not reach the conference grounds because the only options to get there from the gathering area were to walk or board a shuttle that was not suited for a wheelchair.

"I came to COP26 to meet my counterparts in the world and advance our joint struggle against the climate crisis," Elharrar wrote on Twitter. "It's sad that the United Nations, which promotes accessibility for people with disabilities, in 2021 doesn't worry about accessibility at its own events."

As COP26 begins, here is a look at what the 'Net Zero' stands for and how countries across the world plan on lowering the emissions.

What is 'Net Zero Emission?

Prime Minister Boris Johnson will fly back to London from Glasgow rather than taking the train, Downing Street said Monday hours after he chided world leaders for not doing more on climate change.

Aviation, especially the private kind, is a bete noire of the environmental lobby as it emits vastly more carbon per passenger than other forms of transport.

Hundreds of campaigners attending the COP26 conference in Scotland's biggest city have come up from London by train, although the main line to Glasgow was hit by lengthy storm-related delays Sunday.

Johnson flew in to COP26 late Sunday from Rome, where he was attending a weekend G20 summit, aboard a chartered Airbus plane painted in a patriotic UK livery.

He will use the same jet to return to London on Tuesday, his office said, after opening a two-day COP26 summit by warning that future generations "will not forgive us" if leaders fail to act.

"It's important that the prime minister is able to move around the country and we face significant time constraints," Johnson's spokesman told reporters in Glasgow.

London is 60-90 minutes from Glasgow by plane on average, while the train journey can take more than five hours.

"The fuel we are using is sustainable and the emissions are offset as well," the spokesman stressed.

He added that under Johnson's leadership, Britain was "leading the way on efforts to get to net zero".

Other leaders have echoed Johnson's demands for climate change action but also face criticism for their own transportation choices.

Mohamed Adow, director of Power Shift Africa, noted that Johnson's government had last week cut taxes on domestic flights, attracting scorn from campaigners on the eve of COP26.

"Maybe if the UK government used taxes on domestic flights to improve its rail infrastructure, low-carbon forms of transportation would be easier, cheaper and more widely used."

In the midst of the world's fight against climate change and the UN's climate change summit, also known as COP26, beginning in Glasgow, several delegates arrived in private planes which spewed tonnes of CO2.

In their quest to save the planet from greenhouse gases, the top brass travelling to Scotland for COP26 will generate a staggering amount of emissions by using their private planes for the trip, reports claimed.

According to reports, more than 400 private planes carrying business leaders and politicians to this week's conference will spew out 13,000 tons of CO2. Ironically, these bigwigs and their private jets' emissions will exceed the average annual emissions of roughly 1,600 Scots.

From Japan to the United States, to Israel to even the United Kingdom itself, world leaders and heads of state will be among those taking private jets.

A Lund University study found that private jet travel emits about 40 times more CO2 per passenger than commercial air travel.

According to the non-profit group Finch's Transport and Environment, air emissions from private planes are soaring, contributing to the fact that around half of global aviation emissions come from 1 per cent of the world's population.

Also read | COP26: Why the world is worried about China and CO2 levels According to reports, more than 400 private planes carrying business leaders and politicians to this week's conference will spew out 13,000 tons of CO2. Ironically, these bigwigs and their private jets' emissions will exceed the average annual emissions of roughly 1,600 Scots. From Japan to the United States, to Israel to even the United Kingdom itself, world leaders and heads of state will be among those taking private jets. Earlier today, US President Joe Biden arrived aboard Air Force One. The trip follows the president's trip from Washington to Rome for the G20 summit this weekend. Global leaders pledged "meaningful and effective" climate action at the G20 summit, but offered little information about how they will limit global temperatures from rising more than 1.5 degrees Celsius. We can get real on coal, cars, cash and trees, UK PM Johnson warns world leaders at COP26

Coming up with a solution for climate change seems to have become inevitable as world leaders meet in Glasgow for the UN's 'COP26' climate summit. If there is little action and more speeches, several Indian coastal cities will face the risk of getting submerged underwater by 2.7 feet by the end of the century. NASA had predicted the calamity in a report some time back.

If COP26 fails, Indian cities face risk of submerging underwater

The Maldives, an archipelago of low-lying islands in the Indian Ocean, faces a triple existential crisis brought about by climate change.

The rising sea levels are threatening to submerge some islands of the archipelago and scientists predict that this disaster could occur within the next decade.

Another threat to the under-pressure islands is the abrupt change in seasonal weather patterns. The frequency and intensity of monsoons and tropical storms have increased. It has accelerated the pace of coastal erosion.

The resulting shrinkage of islands is pretty dramatic.

However, the loss of atoll coral is perhaps one of the most pressing emergencies. As the sea temperatures rise, coral reefs are dying and this has devastating effects both on land and at sea.

Not only are coral reefs an essential part of the entire marine ecosystem, but they protect the island's coastline as well.

Azim Musthag, a marine scientist with the Small Island Research Group in Male, the capital of the Maldives, has been monitoring the island archipelago's coral reefs. He reports that his findings are troubling; most of the coral reefs are dead or aren't recovering quickly enough which is bad for a nation like the Maldives.

He says that the coral reef is the basis of life in the Maldives. As a country in the middle of the Indian Ocean, without other sources of nutrients around, the reef supports nearly all of Maldives's marine life.

Musthag emphasized that it is time to act, adding that there is a need to reduce greenhouse gas emissions, or better yet bring them below zero. Investing in or restoring blue-carbon ecosystems such as mangroves, seagrass meadows, and natural forests is now a necessity.

He added that the time for action is less, and something needs to be done fast. He believes that the major countries and players are doing little about it, or aren't moving as fast as they need to.

According to International Energy Agency(IEA), emerging markets and developing economies now account for more than two-thirds of global CO2 emissions.

The agency said China's emissions is likely to "increase by around 500 mt CO2" and is anticipated to be above 2019 levels this year. As expected, the report said China's coal output will contribute the most to the CO2 levels due to its widespread use in the power sector.

The report said, "Despite China’s rapid growth in generation from renewables, output from coal-fired power plants has increased by seven per cent between 2019 and 2021."

IEA said, "CO2 emissions in India are now broadly on par with emissions in the European Union at 2.35 Gt, although they remain two-thirds lower on a per capita basis and 60 per cent below the global average," while it pointed out that coal-fired electricity generation in the EU had declined rapidly.

However, the agency warned that global coal use may rebound this year which will lead to an increase in CO2 emissions and could lead to an increase in worldwide CO2 emissions.

In an ominous sign, the report said, "Power sector accounted for less than 50 per cent of the drop in coal-related emissions in 2020, but it accounts for 80 per cent of the rebound."

COP26: Why the world is worried about China and CO2 levels

IMF chief Kristalina Georgieva on Sunday urged world leaders gathered at the COP26 summit in Glasgow to show greater policy ambition, calling climate change a "grave threat to macroeconomic and financial stability."

Georgieva published a blog post titled "Climate Threat Demands More Ambitious Global Action" before heading to Glasgow, where she will take part in the climate talks according to an IMF spokesperson.

If unchanged, "global policies will leave 2030 carbon emissions far higher than needed" to keep alive the goal of limiting global warming to only 1.5 degrees Celsius, wrote the International Monetary Fund's managing director.

"To achieve these cuts, policymakers attending COP26 must address two critical gaps: in ambition and in policy."

Georgieva urged advanced economies to reduce emissions "for reasons of equity and historical responsibility."

"Even if current commitments for 2030 were met, this would only amount to between one- and two-thirds of the reductions needed for temperature goals," she said. "Regardless of how cuts are spread across country groups, everyone has to do more."

The IMF head called on advanced economies to stick to their commitment to provide $100 billion per year in financing to low-income countries, starting in 2020, to offset the cost of moving away from fossil fuels.

She warned that the latest figures show "we remain short of that target."

Georgieva also argued that widespread carbon pricing should play a "central role" in climate policy, and could help "jump-start emissions reductions."

"A global carbon price exceeding $75 per ton would be needed by 2030, to keep warming below 2 degrees" Celsius, she wrote.

IMF head urges COP26 leaders to ramp up climate ambition

British Prime Minister Boris Johnson on Sunday urged world leaders attending the UN climate change conference in Glasgow to commit to cutting carbon emissions, warning efforts to halt runaway global warming will fail if they do not.

"If Glasgow fails, then the whole thing fails," he told a news conference after a meeting of G20 leaders in Rome, where they agreed a target to limit global warming to 1.5 degrees Celsius.

COP26 president Alok Sharma opened the two-week summit in Scotland's biggest city earlier on Sunday, saying the talks were the "last, best hope" to keep that target alive.

Johnson echoed that ultimatum, even after the landmark 2015 Paris Agreement, which saw countries agree to cap global warming to "well below" 2C above pre-industrial levels, and 1.5C if possible.

"If we don't act now, the Paris Agreement will be looked at in the future not as the moment humanity opened its eyes to the problem but the moment it flinched and turned away," he told reporters.

Johnson, whose government has outlined plans to reach net-zero carbon emissions by 2050, welcomed moves to reduce pollution from countries including Saudi Arabia, Russia and the United States.

But he said that, and a G20 commitment to reduce reliance on coal in the coming years, were "but drops in a rapidly warming ocean".

An increasing number of countries had outlined carbon reduction plans in the run-up to the summit, he said, but it was still not enough.

"If we are going to prevent COP26 from being a failure, then that must change," he added, warning that without further action, the Paris Agreement would be "just a piece of paper".

Johnson, known for his political optimism, put the onus on his fellow leaders to make "real progress".

Asked specifically about the chances of success at the summit, he said: "Six out of 10. It's nip and tuck. It's touch and go. We could do it or we could fail by the middle of November.

"We've inched forward (at the G20). We've put ourselves in a reasonable position for COP in Glasgow but it's going to be very difficult in the next few days."

Ahead of COP26, Taliban urges world to help fight climate change

Prince Charles has urged world leaders to pay attention to the "despairing voices" of young people who will have to go through the consequences of climate change as he asserted that COP26 is "literally is the last chance saloon" to save the Earth.

Speaking to the G20 leaders in Rome, he said that they have an "overwhelming responsibility to generations yet unborn."

Charles said that he had been sensing a change in attitudes as he could see a build-up of positive momentum on climate change. He urged the governments to play a leading role. However, he added that the private sector "holds the ultimate key to the solutions we seek."

'Last chance saloon': Prince Charles wants strong action on climate change at COP26 summit

World leaders will start descending on the Scottish city of Glasgow on Sunday for the United Nations COP26 summit, billed as a make-or-break chance to save the planet from the most calamitous effects of climate change.

Delayed by a year because of the COVID-19 pandemic, COP26 aims to keep alive a target of capping global warming at 1.5C above pre-industrial levels - the limit scientists say would avoid its most destructive consequences.

Meeting that goal, agreed in Paris to much fanfare in 2015, will require a surge in political momentum and diplomatic heavy-lifting to make up for the insufficient action and empty pledges that have characterised much of global climate politics.

The conference needs to secure more ambitious pledges to further cut emissions, lock in billions in climate finance, and finish the rules to implement the Paris Agreement with the unanimous consent of the nearly 200 countries that signed it.

"Let’s be clear - there is a serious risk that Glasgow will not deliver," UN Secretary General Antonio Guterres told leaders of the Group of 20 (G20) rich nations last week.

"Even if recent pledges were clear and credible — and there are serious questions about some of them — we are still careening towards climate catastrophe."

Countries existing pledges to cut emissions would see the planet's average temperature rise 2.7C this century, which the UN says would supercharge the destruction that climate change is already causing by intensifying storms, exposing more people to deadly heat and floods, killing coral reefs and destroying natural habitats.

The signals ahead of COP26 have been mixed. A new pledge last week from China, the world's biggest polluter, was labelled a missed opportunity that will cast a shadow over the two-week summit. Announcements from Russia and Saudi Arabia were also lacklustre.

The return of the United States, the world's biggest economy, to UN climate talks will be a boon to the conference, after a four-year absence under President Donald Trump.

But like many world leaders, President Joe Biden will arrive at COP26 without firm legislation in place to deliver his own climate pledge as Congress wrangles over how to finance it and new uncertainty about whether US agencies can even regulate greenhouse gas emissions.

Leaders of the G20 meeting in Rome this weekend will say they aim to cap global warming at 1.5C, but will largely avoid firm commitments, according to a draft statement seen by Reuters.

The joint statement reflects tough negotiations, but details few concrete actions to limit carbon emissions.

The G20, which includes Brazil, China, India, Germany and the United States, accounts for about 80 per cent of global greenhouse gas emissions, but hopes the Rome meeting might pave the way to success in Scotland have dimmed considerably.

Shadow of COVID-19

Adding to the challenging geopolitical backdrop, a global energy crunch has prompted China to turn to highly polluting coal to avert power shortages, and left Europe seeking more gas, another fossil fuel.

Ultimately, negotiations will boil down to questions of fairness and trust between rich countries whose greenhouse gas emissions caused climate change, and poor countries being asked to de-carbonise their economies with insufficient financial support.

COVID-19 has exacerbated the divide between rich and poor. A lack of vaccines and travel curbs mean some representatives from the poorest countries cannot attend the meeting.

Other obstacles - not least, sky-high hotel rates in Glasgow - have stoked concerns that civil society groups from the poorest nations which are also most at risk from global warming will be under-represented.

COVID-19 will make this UN climate conference different from any other, as 25,000 delegates from governments, companies, civil society, indigenous peoples, and the media will fill Glasgow's cavernous Scottish Event Campus.

All must wear masks, socially distance and produce a negative COVID-19 test to enter each day - meaning the final-hour "huddles" of negotiatiors that clinched deals at past climate talks are off the table.

Attendees who test positive must quarantine for 10 days - potentially missing most of the conference.

World leaders will kick start COP26 on Monday with two days of speeches that could include some new emissions-cutting pledges, before technical negotiators lock horns over the Paris accord rules. Any deal is likely to be struck hours or even days after the event's November 12 finish date.

Outside, tens of thousands of protesters are expected to take to the streets to demand urgent climate action.

Assessing progress will be complex. Unlike past climate summits, the event won't deliver a new treaty or a big "win" but seeks to secure smaller but vital victories on emission-cutting pledges, climate finance and investment.

Ultimately success will be judged on whether those deals add up to enough progress to keep the 1.5C goal alive - still a long way off.

Since the Paris accord in 2015, scientists have issued increasingly urgent warnings that the 1.5C goal is slipping out of reach. To meet it, global emissions must plummet 45 per cent by 2030 from 2010 levels, and reach net zero by 2050 - requiring huge changes to countries systems of transport, energy production, manufacturing and farming. Countries current pledges would see global emissions soar by 16 per cent by 2030.

"The way I think about this is, there is a meteor coming at our planet and it has the very real potential of wiping out humanity," said Christiana Figueres, the former UN climate diplomat who led the talks that yielded the Paris Agreement.

Also Read | Chinese President Xi Jinping to snub crucial climate conference COP26: Report Since the Paris accord in 2015, scientists have issued increasingly urgent warnings that the 1.5C goal is slipping out of reach.

The president’s trip seems to have left a massive carbon footprint as the vehicles were not environment-friendly. It includes the 244-horsepower vehicle ‘The Beast’ in which the president travels. Most vehicles were SUVs, vans, etc, which have low gas mileage.

Watch: Ahead of COP26 summit, US President Biden's 85-vehicle motorcade raises emissions' concerns

The US president, who has vowed to tackle a climate crisis he has described as an “existential threat” to civilization, will head crucial climate talks in Scotland. Biden is facing criticism from climate activists who claim Biden’s actions have yet to match his words.

COP26 Summit: What happened to Joe Biden's promises?

The 13 days long COP26 Summit will kick-start from October 31. The summit in Glasgow, which is being co-chaired by UK and Italy, will see participation by heads of state and governments from over 120 nations.

As world leaders gather in Rome for G20 summit environment activists took to the streets protesting and further calling for an urgent action on climate. Take a look at this report.

Environment activists take to streets calling for urgent action on climate

The US Treasury's top climate adviser said that renewed US engagement on climate change under President Joe Biden has helped put the issue at the top of the Group of 20 agenda and is galvanizing fresh commitments to reduce emissions to net zero.

Climate change will feature prominently in this weekend's G20 summit in Rome, said John Morton, a former private equity adviser and Treasury's first climate counselor. He also forecast a spate of new commitments from countries and the private sector ahead of the COP26 UN climate conference that starts on Monday in Glasgow.

"That's an indication of the seriousness with which the global community is now taking climate change," he told Reuters in an interview on Friday. "And obviously, this administration has come back in guns blazing on the issue in really important ways."

At their weekend meeting, leaders of the Group of 20 richest nations will commit to step up their efforts to limit global warming at 1.5 degrees Celsius, according to a draft statement seen by Reuters.

Morton, who coordinates climate-focused work across Treasury divisions, said he hoped Biden's $1.75 trillion spending plan, with $555 billion in clean energy tax credits and other climate-related measures, would be finalized in coming days.

"It would be an absolutely historic investment into climate change, by far the biggest in American history, and it would supercharge the efforts around the transition," he said.

That spending comes on top of separate measures included in a separate $1 trillion infrastructure bill, but several of the administration's original proposals were killed in congressional negotiations.

Biden's framework includes a slew of clean energy tax credit, investments aimed at helping the United States adapt to the worst impacts of climate change, and funding for incentives intended to spur new domestic supply chains and technology.

Morton said cutting emissions and transitioning to a net-zero economy was an "economic imperative" required to ensure continued US competitiveness, especially given massive investments being made by other countries like China.

"The benefit of this legislation is that it puts in place the incentives and the building blocks to actually begin addressing that issue," he said, referring to tax credits and incentives in the spending bill that are aimed at advancing technologies such as solar, wind and batteries.

"Shame on us if we don't take advantage of those economic opportunities at home and create the jobs that we know will be the jobs of the next decades," he said.

Washington is also working with international partners to invest in accelerating efforts to transition away from coal, Morton said.
