Global CO2 emissions caused mainly by burning fossil fuels are set to rebound in 2021 to pre-Covid levels, with China's share increasing to nearly a third of the total, according to an assessment published Thursday.

Overall, CO2 pollution this year will be just shy of the record set in 2019, according to the annual report from the Global Carbon Project consortium, released as nearly 200 nations at the COP26 climate summit confront the threat of catastrophic warming.

Emissions from gas and highly polluting coal will rise this year by more than they dropped in 2020 due to the pandemic-driven economic slowdown.

Capping the rise in global temperature to 1.5 degrees Celsius above pre-industrial levels, as per the Paris Agreement, would limit mortality and damage, but requires slashing carbon emissions nearly in half by 2030 and to net zero by 2050, the UN's climate science authority has warned.

"This report is a reality check," co-author Corrine Le Querre, a professor of climate change science at Britain's University of East Anglia, told AFP.

"It shows what's happening in the real world while we are here in Glasgow talking about tackling climate change."

Waiting for the peak

The new report will come as bad news at the 13-day COP26 meeting, where a diplomatic spat saw the United States accuse China and Russia of failing to step up their climate action ambitions.

China on its own will account for 31 percent of global emissions this year after its economy accelerated out of the economic lull ahead of others.

Carbon pollution from oil remains well below 2019 levels, but could surge as the transport and aviation sectors recover from pandemic disruption, said the study in the journal Earth System Science Data.

Taken together, the findings mean that future C02 emissions could eclipse the 40-billion tonne record set in 2019, which some have predicted -- and many hoped, would be a peak.

"We cannot rule out more overall growth of emissions in 2022 as the transport sector continues to recover," Le Quere said. "We are bound to have ups and downs over the next few years."

The latest figures are in line with a recent International Energy Agency (IEA) forecast that emissions from energy would hit an all-time high in 2023, "with no clear peak in sight".

"Perhaps we will start talking about peak emissions in 2023 or 2024?", said Glen Peters, research director at the Centre for International Climate Research in Oslo and a co-author of the report.

China surge

Looking at the national level, the report found a return to pre-Covid patterns among the world top four carbon polluters, which account for 60 percent of global CO2 emissions.

In China, which has pledged to peak its emissions by 2030, and reach net-zero by 2060, economic growth spurred by government incentives will see emissions grow 5.5 percent this year compared to 2019, the last year not affected by Covid.

"The rebound in China was robust," said Peters. "It looks like China is in a phase of strong growth again."

2021 emissions in the US and EU will drop 3.7 and 4.2 percent, respectively, and their share of global emissions will stand at 14 and 7 percent.

The wild card that could determine how quickly the world can finally bend the emissions downward is coal, the report made clear.

"Mostly it's about coal now," said Le Quere. "This is where the big uncertainties are."

Very little of the trillions of dollars chanelled to post-pandemic recovery was earmarked for green development, a trend that is continuing, she said.

'It is possible'

"Economic incentives now are about driving consumption, and this is really pushing industry, production and coal."

Worldwide, decarbonisation, mainly switching from fossil fuels to renewable, continues to be outpaced by the demand for energy, adding to emissions.

But the report was not bereft of positive signals.

Twenty-three countries accounting for a quarter of global emissions over the last decade, including the US, Japan, Germany, France, and Britain, simultaneously saw strong growth and a significant decline in emissions, showing that the two can be decoupled.

For 15 of these nations, this held true even when the carbon emissions from the production of imported goods was included.

"This shows that these countries know how to do it, they demonstrate it's possible."

But the finding makes clear how daunting the Paris Agreement goals are, she added.

"If you want to reach net zero by 2050, you need to decrease emissions, on average, by 1.4 billion tonnes per year," she said.

Union Minister for Environment, Forest and Climate Change Bhupender Yadav on Tuesday called upon the Like-Minded Developing Countries (LMDC) to work closely to protect the interests of developing countries and urged that climate finance cannot continue at the levels decided in 2009 and should be increased to at least 1 trillion dollars to meet the goals of addressing climate change.

Speaking at the ministerial meeting of the LMDC held on the sidelines of COP 26 in Glasgow, Yadav underlined the unity and strength of LMDC as fundamental in the United Nations Framework Convention on Climate Change (UNFCCC) negotiations to preserve the interest of the Global South in the fight against climate change. The participating countries in the meeting included India, China, Cuba, Nicaragua, and Venezuela.

Yadav highlighted that recognition of the current challenges being faced by developing countries required intensified multilateral cooperation, not intensified global economic and geopolitical competition and trade wars.

The environment minister also underscored that under the dynamic and visionary leadership of Prime Minister Narendra Modi, India is working on ambitious climate actions in line with sustainable development priorities.

He requested the LMDC members to join hands with India to support the global initiatives it has pioneered, including the International Solar Alliance (ISA), Coalition for Disaster Resilient Infrastructure (CDRI), and the Leadership Group for Industry Transition (LeadIT).

Indonesia could phase out coal-fired power plants by 2040 if it gets sufficient financial help from the international community, the finance minister told Reuters.

The Southeast Asian archipelago is the world's fourth-most populous country and eighth biggest emitter of greenhouse gas, with coal making up about 65 per cent of its energy mix. It is also the world's biggest coal exporter.

Visiting the Scottish city of Glasgow for the COP26 conference, Sri Mulyani Indrawati said Indonesia would announce on Wednesday detailed plans to move to cleaner energy, with the phase-out of coal being the key issue.

Previously, Indonesia said it planned to phase out coal for electricity by 2056, as part of a plan to reach net zero carbon emissions by 2060 or earlier.

"If we are going to put forward until 2040, then we need to have funding to retire coal earlier and to build the new capacity of renewable energy," Sri Mulyani said.

"That is exactly what has now become the core issue and I'm now as the finance minister calculating what does it mean to retire coal earlier. How much does it cost us" she said.

British Prime Minister Boris Johnson last week told the UK parliament Engagements that President Joko Widodo had said Indonesia was going to bring forward the abolition of coal use to 2040.

Indonesia had not previously confirmed such a plan.

Sri Mulyani told Reuters that meeting such a target was conditional on getting financial help from multilateral institutions, the private sector and developed countries.

She said the plans to be announced on Wednesday moved Indonesia's climate targets beyond "rhetoric" into the technical details and that the Asian Development Bank (ADB) and other financial institutions were "very excited" with their ideas.

The ADB is leading a group of financial institutions to devise plans to speed up the closings of coal-fired power plants in Asia, including in Indonesia, by buying the assets and winding them down.

Jakarta has identified 5.5 gigawatts of coal power plants that could be retired early in the next 8 years, estimating this would cost $25 billion to $30 billion.

Sri Mulyani said the country would also need international support to ensure electricity remains affordable when it switches to renewable sources, citing a temporary calculation of a need for $10 billion to $23 billion in "implicit subsidies" for renewable power projects until 2030.

"If this is all supposed to be financed from my taxpayers' money, that won't work. The world is asking us, so now the question is what the world could do to help Indonesia."

"The president always says, 'I'm going to be ambitious if the international (community) also aligns with this ambition'," she added.

Indonesia could phase out coal-fired power plants by 2040 if it gets sufficient financial help from the international community, the finance minister told Reuters.

Also Read | 'Eco-hypocrite': Leaders, businessmen arrive in fuel-guzzling private jets at COP26 Previously, Indonesia said it planned to phase out coal for electricity by 2056, as part of a plan to reach net zero carbon emissions by 2060 or earlier. Also Read | COP26: India, UK to launch solar Green Grids Initiative British Prime Minister Boris Johnson last week told the UK parliament Engagements that President Joko Widodo had said Indonesia was going to bring forward the abolition of coal use to 2040. PM Modi focused on many important issues, including the need for developed nations to fulfil their $1 trillion pledge for climate finance, saying it should be tracked the same way as climate mitigation.

Here are the top eight takeaways from the Indian PM's COP26 speech:

1. PM introduces a new mantra for sustainable development; LIFE or Lifestyle for Environment:
Prime Minister Modi's mantra, 'Lifestyle For Environment', is shaped by Indian cultural heritage. Mahatma Gandhi's teachings and his own life to ensure peaceful existence with nature. 2. The importance of climate finance and technology transfer:

PM Modi's message to developed countries was that just as India has raised its ambitions in setting goals, so too must they do the same in climate finance and tech transfer. He noted that the world cannot meet newer climate finance targets with old goals. He emphasised that developed nations must fulfil their earlier commitments.

"India expects developed countries to make $1 trillion available as climate finance as soon as possible. As we track the progress of climate mitigation, we must also track climate finance. Justice would truly be served if pressure is put on those countries that have not lived up to their climate finance commitments," he said.

3. India's commitment towards achieving net-zero energy by 2070

"By 2070, India will achieve the target of net-zero emissions," PM Modi told leaders at COP26.

4. India raises its Nationally Determined Contributions (NDCs) pledge:

India pledged to achieve 450 GW installed capacity by 2030 through non-fossil fuel sources. India has also pledged to meet 50 per cent of its energy needs from renewable sources by 2030.

5. India's contribution to climate change mitigation exceeds its emissions:

Prime Minister Narendra Modi said that India, which accounts for 17 per cent of the global population, is responsible for only about 5 per cent of total emissions.

6. Reducing carbon emissions and intensity:

The PM announced that India would reduce its carbon emissions by 1 billion tonnes by 2030. In addition, India would cut carbon intensity in its economy by 45 per cent.

"Today, the entire world admits that India is the only major economy which has delivered on the Paris agreement in letter and spirit," PM Modi told world leaders at COP26.

8. Multi-faceted initiatives in India to mitigate climate change:

COP26: Major takeaways from PM Modi's speech at the climate summit

With temperature rising above global average, Nepal Prime Minister Sher Bahadur Deuba on Monday urged the world leaders to recognise the specific climate vulnerability in the mountains and accord high priority to the mountain agenda in all climate-related negotiations.

Making statement as the leader of delegation at the World Leaders Summit during the 26th Conference of Parties (COP) at the UN Framework Convention on Climate Change (UNFCCC) in Glasgow, the prime minister said due to the rising temperature, glaciers are melting, snowfall is decreasing and permafrost is melting in the Himalayan region.

Extreme climate events are increasing, leading to losses in terms of financial, ecological and human. Due to this, 80 per cent of the country’s population is at risk from natural and climate induced hazards.

“During the last 40 years, natural disasters have caused close to US$ 60 billion physical and economic damage in my country alone,” PM Deuba said in his address.

Nepal is also committed to the implementation of Paris Agreement and the country has sent an ambitious NDC plan to decarbonise the country’s economy in all sectors.

He also announced that Nepal will soon host Sagarmatha Sambad, a dialogue named after Mt Everest, to raise awareness on the climate crisis in the Himalayas. “Keeping the global temperature below 1.5° Celsius is vital for mountain people. It is an issue of our survival,” said Deuba.

Speaking about Nepal’s efforts to balance development and climate, the prime minister said, “We have mechanisms to ensure that international climate finance is channelled to support transformational approaches in implementing adaptation, mitigation and disaster management actions together.”

“We are engaging with all stakeholders including private sector, indigenous people, disadvantaged communities, women and youth in all our climate actions. Recognising the value of nature to both adapt and mitigate climate change, we have decided to create a dedicated institution for working on nature conservation and climate change together,” he stated.

Nepal further called upon parties to agree on making ‘loss and damage’ a stand-alone agenda for negotiations and support the framework of additional financing for it as “loss and damage has become a key concern due to increased phenomena of climate induced disasters.

The COP26 must ensure adequate support for adaptation in the most vulnerable counties by scaling up financial, technological and capacity-building resources.

“We can deliver on our goals only through quick, direct and easy access to climate finance. We urge the parties to agree on a clear roadmap for a new collective, quantified and ambitious goal on climate finance before 2025,” PM Deuba stated.

Prime Minister Deuba also met his Indian counterpart Narendra Modi at the conference.

Turkish President Recep Tayyip Erdogan said on Monday he had cancelled his planned attendance at the COP26 climate conference in Glasgow because of a dispute over the security protocol.

Erdogan had been due to travel to Scotland after holding a crunch meeting with US President Joe Biden on the sidelines of the G20 summit in Rome.

But he told reporters on board his flight back to Turkey that the Glasgow event organisers had failed to address his delegation's security concerns.

"When our demands were not met, we gave up on going to Glasgow," the Anadolu state news agency quoted Erdogan as saying.

"This was not only about our own security, but also about the reputation of our country."

A report by the Middle East Eye website cites Turkish sources as saying that organisers had put a limit on the size of Erdogan's travelling delegation.

COP26 organisers issued no immediate comment.

Turkey's parliament this year finally ratified the Paris climate agreement and Erdogan has been stressing his concern for environmental issues ahead of a general election due within the next two years.

His failure to attend comes with tensions between Turkey and its main Western allies fraying on multiple fronts.

The Biden meeting almost fell through because Erdogan last month threatened to expel 10 Western ambassadors over their joint statement in support of a jailed civil society leader.

Erdogan dropped his threat after the embassies issued public statements reaffirming their commitment not to meddle in Turkey's domestic affairs.

A senior US administration official said Biden "made clear his desire (to Erdogan) to have constructive relations with Turkey and to find an effective way to manage our disagreements".

Relations have been further complicated by Turkey's purchase of a Russian air defence system and US backing for a Kurdish militia in Syria that Ankara views as a terror threat.

The Russian purchase has complicated military cooperation between the two key members of the NATO defence alliance.

Biden told Erdogan in Rome that his request for a large new shipment of F-16 fighter jets could meet resistance in Congress because of concerns about Turkish human rights.

But Erdogan told reporters on Monday that he felt reassured after discussing the F-16s order with Biden.

"We talked about the F-16 deliveries. I did not feel like they had a negative attitude about it," Erdogan was quoted as saying.

Erdogan skips COP26 amid dispute over security protocol

Prime Minister Narendra Modi spoke at the COP26 global climate summit in Glasgow on Monday, emphasising India's commitment to combat climate change.

PM Modi made many big pledges during his National Statement at the COP26 Summit, including attaining net-zero carbon emissions by 2070 and promoting renewable energy sources.

Also read | PM Modi surprises the climate summit by announcing India's goal of reaching net-zero emissions by 2070

Here's a look at some of the key takeaways from the prime minister's speech at the Summit:

1: New mantra — LIFE

PM Modi delivered a new motto for long-term growth in his address. He stated that 'LIFE,' or Lifestyle for the Environment, might serve as a basis for the same.

"Today's world acknowledges that lifestyle has a significant influence on climate change. In front of you all, I propose a one-word revolution. This is the term LIFE, which stands for "Lifestyle for the Environment."

To ensure a harmonious living with the environment, Lifestyle For Environment is influenced by Indian culture, Gandhi's teachings, and the prime minister's personal life.

Also Read: US will reduce emissions by 50-52% below 2005 levels by 2030, says Biden

This, like previous popular initiatives inspired by the prime minister, encourages intentional and conscious consumption rather than unthinking and harmful consumption.

2: Climate finance and tech transfer as an imperative

The prime minister sent a strong message to rich nations, saying that, just as India has increased its ambition in establishing objectives, they must do likewise in climate funding and technology transfer.

With previous climate finance objectives, the world would not be able to accomplish newer ones, he warned.

"India expects developed countries to make $1 trillion available as climate finance as soon as possible. As we track the progress of climate mitigation, we must also track climate finance. Justice would truly be served if pressure is put on those countries that have not lived up to their climate finance commitments," Modi said.

3: Net-zero carbon emissions by 2070

India will reach net-zero carbon emissions by 2070, according to Prime Minister Modi.

Not contributing to the quantity of greenhouse gases in the atmosphere is known as net-zero, or being carbon neutral.

Modi has made a historic step in demonstrating India's commitment to combating climate change.

Despite its status as a developing country, India leads the way in terms of environmental protection.

4: Encourage the use of renewable energy

PM Modi claims that India's ambition to achieve 450 GW of installed capacity from non-fossil fuel sources by 2030 was considered overly ambitious.

India is now not only on course to meet this goal, but has also opted to increase it to 500 GW.

India has also committed to sourcing 50% of its energy from renewable sources by 2030.

5: India's contribution to climate change

PM Modi stated that despite having roughly 17% of the world's population, India is only responsible for about 5% of global emissions.

6: 'Panchamrit' to deal with the problem of climate change

He also outlined his five-point agenda, which he dubbed the five 'Amrit tattva' (nectar ingredients), to cope with the problem of climate change when speaking at the COP26 meeting.

"Amid this global brainstorming on climate change, on behalf of India, I would like to present five nectar elements, Panchamrit, to deal with this challenge," Modi said.

7: Reducing carbon emissions and intensity: India not only commits but also acts

PM Modi announced that India will reduce one billion tonnes of carbon emissions from the total projected emissions by 2030. India will also reduce carbon intensity in its economy by 45%.PM Modi shared how India is the only country to fulfil commitments made in Paris. He also spoke about how Paris was not only a summit but a sentiment and a commitment of 1.30 billion Indians.

8. Multi-faceted initiatives in India to mitigate climate change

PM Modi shared how a new India is fighting climate change. From the world's largest railway carrier achieving net-zero carbon emissions by 2030 to saving 40 billion tonnes of emissions through LEDs, India is putting climate change at the centre of its policies.

World leaders at COP26 vow to cut methane emissions by 30%

While delivering the national address as a ‘representative’ of developing nations, Indian PM Narendra Modi outlined a five-point plan to fight the devastating effects of global warming and climate change. Prime Minister Narendra Modi said that India will reach net-zero carbon emission by 2070.

India to achieve net-zero emissions by 2070, says PM Modi at COP26 summit

In the first significant agreement reached at the COP26 climate summit, more than 100 global leaders on Monday pledged to end and reverse deforestation by 2030.

On Tuesday, Brazil will be one of the signatories, since significant swaths of the Amazon rainforest have been logged.

Almost $19.2 billion in public and private contributions are included in the offer.

According to a statement issued on behalf of the leaders by the UK Prime Minister's office, the Glasgow Leaders' Declaration on Forest and Land Use would embrace forests covering more than 13 million square miles.

Experts applauded the initiative, but cautioned that a prior agreement in 2014 "failed to curb deforestation at all," and that promises must be kept.

Cutting down trees contributes to climate change by depleting forests, which absorb a large quantity of CO2.

If climate change is to be controlled, the two-week conference in Glasgow is viewed as critical.

Summit for COP26 climate action underway, world leaders face calls for urgent action

The Biden administration on Tuesday will unveil a plan to slash emissions of the greenhouse gas methane across the country, starting with oil and gas wells, pipelines and other infrastructure as part of its broader strategy to crack down on climate change.

The announcement of the US Methane Emissions Reduction Plan will coincide with the United Nations climate conference in Glasgow, Scotland, where the United States, the world's second-largest greenhouse gas emitter, is seeking to reclaim leadership on the world stage by demonstrating tangible steps to curb emissions at home.

President Joe Biden has set a target to slash greenhouse gas emissions by more than 50 per cent by 2030, but is struggling to pass major pieces of climate legislation through a deeply divided Congress, making policies by federal agencies more crucial.

At the center of the plan his administration will launch on Tuesday is a EPA proposal that will for the first time regulate methane that spews from existing oil and gas operations. Oil and gas account for a third of methane emissions.

"The timing of this is critical. As we speak, world leaders are gathering right now in Glasgow and they are looking to the United States for true leadership," US Environmental Protection Agency Administrator Michael Regan told Reuters in an interview about the plan. "This proposal is absolutely bold, aggressive and comprehensive."

Methane is the second-biggest cause of climate change after carbon dioxide and has become a focal point at the Glasgow summit. Its high heat-trapping potential and relatively short lifespan in the atmosphere means cutting its emissions can have an outsized impact on the trajectory of the climate.

The EPA proposal will require oil and gas companies to routinely monitor 300,000 of their biggest well sites and other infrastructure for methane leaks and repair them quickly when found, according to a summary seen by Reuters.

Regan said the rule would not only have a swift impact on climate but also improve air quality for low-income "environmental justice" communities that live near oil and gas operations.

The EPA proposal would also require oil drillers that produce natural gas as a byproduct to sell it or flare it instead of venting it into the atmosphere, and require upgrades to equipment such as storage tanks, compressors, and pneumatic pumps to reduce leaks.

The agency also said it will release a supplemental proposal next year that would flesh out the regulatory text and possibly expand the rule to include additional methane sources, including abandoned oil and gas wells, gas flares, pipeline "pigging" operations for cleaning or maintenance, and tank truck loading.

The rules would most likely take effect in 2023 and would slash methane from oil and gas operations by 74 per cent from 2005 levels by 2035, an amount equivalent to the emissions created by all US passenger cars and planes in 2019, according to the summary.

The EPAs proposals require companies with well sites emitting an estimated 3 tons of methane per year or more to monitor for leaks quarterly, a threshold the agency said would capture sites responsible for 86 per cent of leaks.

Oil and gas industry groups had pressed EPA to exclude smaller wells from the regulations, citing the sheer number of such wells and the costs of the monitoring and repairs.

The administration's methane strategy includes a new proposal by pipeline regulator PHMSA requiring companies to monitor and repair methane leaks on about 400,000 miles of previously unregulated gathering lines. Other US agencies will launch voluntary programs to cut emissions from industries such as agriculture and waste management, according to a senior administration official.

The plan also proposes new voluntary measures from the Agriculture and Interior departments to tackle methane emissions from other major sources, including landfills, agriculture and abandoned wells and coal mines.
