The Canadian federal government sent at least C$4.6 billion worth of Covid relief payments to those who were ineligible for them, said the country’s Auditor General Karen Hogan while announcing the fall audit, on Tuesday. On the other hand, she praised the government’s swift procurement and vaccine distribution as well as the pandemic relief and benefits rolled out to the citizens.

The audit of benefits, “found that overpayments of C$4.6 billion were made to ineligible individuals,” said Hogan. She added that an “estimated C$27.4 billion of payments to individuals and employers should be investigated further”.

The reason for these overpayments has been attributed to the Prime Minister Justin Trudeau government's decision, in 2020, to rely on information provided by applicants and limit pre-payment controls to fast-track the Covid relief for people and employers affected by the pandemic.

The AG noted that while at least C$2.3 billion in overpayments have been recovered through voluntary repayments by this summer the federal government might run out of time to identify and recover the rest of the amount. The federal government legally has three years, starting from the time when the payment was made, to verify if it was proper.

However, Hogan said that while the federal government is legally bound to verify every payment if it does not choose to do so, it must explain the decision to the Canadian citizens, considering these payments went to low-income households and individuals.

Furthermore, the AG’s report also noted while the Trudeau government’s sourcing and distribution of the COVID-19 vaccines was a success, the Public Health Agency of Canada ended up with a large surplus of doses.

Reportedly, by the end of May, earlier this year, the country had a little over 50 million doses which were deemed a surplus and were being offered to other countries. However, only 15.3 million could be donated while at least 13.6 million expired. Therefore, the audit recommends using this surplus in booster campaigns or donating them as most of them will expire by the end of this year.

Canada: Federal government gave C$4.6 billion in Covid relief payments to ineligible people, says AG

The New Zealand government said that it plans to introduce a law which would require big tech companies like Alphabet Inc’s Google and several platforms under the parent company Meta including Facebook to pay media outlets if they want local news content to show on their feeds. This comes after countries like Australia and Canada have implemented and proposed similar laws.

“New Zealand news media, particularly small regional and community newspapers, are struggling to remain financially viable as more advertising moves online,” said New Zealand’s Minister of Broadcasting Willie Jackson, in a statement, on Sunday.

The statement also referred to legislations in Australia and Canada and how the one to be proposed by New Zealand will be modelled along those lines. Jackson also said that he hoped this would incentivise digital platforms to negotiate with local media outlets and reach deals without government intervention.

“It is critical that those benefiting from their news content actually pay for it,” said the minister. However, if no agreement is reached the law would mandate a negotiating process.

The new legislation will likely be passed after a vote in the New Zealand parliament, however, might receive some pushback from the big tech platforms who have campaigned against these laws in other countries as well.

Notably, when Australia introduced and proposed these laws Facebook threatened to block their news from its platforms and moved to do so at one point in Canberra while the legislation was being debated. However, no such steps have been taken in Canada yet since it has also proposed a similar legislation.

On Monday, Meta’s regional policy, Mia Garlick, said that New Zealand does not understand the relationship between Facebook and news. New Zealand government plans to introduce a law to make Google, Facebook pay for news

Canada, in a major move, announced that the work permit eligibility will be expanded to the Open Work Permit (OWP) holders' family members from next year to meet the acute shortage of labour. This move is likely to be beneficial for thousands of Indian professionals working in Canada, along with other foreigners.

Foreign nationals holding OWP are allowed to take up any job and work for any employer in Canada. On Friday, Minister of Immigration, Refugees and Citizenship Sean Fraser announced that work permits are being extended by his department to temporary foreign workers' family members also.

“Canada is expanding work permits for family members! Starting in 2023, spouses and children of a principal applicant will be eligible to work in Canada,” tweeted Fraser.

“Expanding the eligibility for work permits to family members accompanying the principal applicant to Canada will help address labour shortages by assisting employers in finding the workers they need,” he further stated in a press statement.

“Employers across the country continue to identify a lack of workers as their biggest obstacle,” the minister said. He added that the new measure will make it easy for employers to find the required number of workers and fill their labour gaps.

Providing work permits to family members of OWP holders at all skill levels will result in family members of over 200,000 foreign workers becoming eligible for jobs in Canada, he explained. Before the announcement, only spouses of OWP holders were eligible to get a job if the principal applicant was employed in a high-skill occupation.

“The new measure aims to improve the emotional well-being, physical health and financial stability of workers by keeping families together. As a result, it is expected that the worker will better integrate into their overall work environment and community,” Fraser stated.

“Starting in January 2023, through a temporary two-year measure, Canada will expand eligibility to work in the country to spouses and working-age children through a phased approach for workers at all skill levels,” the statement further read.

“As a result of this new approach, it is estimated that family members of more than 200,000 foreign workers could begin working in Canada, offering a greater opportunity for both foreign workers seeking to work in Canada and for employers addressing their labour needs,” it added.

The ministry will implement the measure in three to ensure that it is successfully implemented.

Beijing has denied all the accusations levelled against them and stated that they are not conducting policing operations on foreign soil. WION Climate Tracker: Canada to host UN Biodiversity Summit to safeguard nature

Morocco may find things to be very straightforward; win or draw, and they advance regardless of what transpires in the other games in the group. However, if they lose, things do get very tricky because in order for them to advance, Croatia would have to lose by at least two goals or Belgium would have to lose. If Morocco were to lose by four goals or more and the other group game ended in a draw, they would also be eliminated.

In any case, Morocco just needs to complete the task at hand, although it would be quite regrettable not to advance after having already taken points away from both teams competing for a position in the round of 16. However, judging on their results thus far, the Atlas Lions should have no trouble handling that challenge, as they easily defeated both Croatia and Belgium. While the 0-0 draw with the Vatreni was a dull game, they showed off their offensive prowess against Belgium, winning 2-0 thanks to a wonderful late strike from Zakaria Aboukhlal.

Given the calibre of opponents they have defeated, Walid Regragui's team may have been the finest tournament surprise so far. Even if they win the group, they will still face a very difficult test because they would unluckily be put up in the round of 16 with a team from Group E, most likely either Spain or Germany.

Canada vs. Morocco Head to Head at Qatar FIFA World Cup 2022

Canada will likely pose a greater danger to Morocco than Croatia and Belgium did, and the team is hoping to score more goals and at least get a point. Morocco's game has a lot on the line, but if they can repeat their group-stage performances, they will qualify for the final 16 of the tournament. The Maple Leafs were just unlucky to be paired up in this year's championships with the second- and third-placed teams from last year, as well as maybe Africa's strongest country.

The deal will be reviewed by Canadian regulators before it is completed, but it has come as good news for shareholders who are potentially in line for a massive payout.

"We decided to sell following a thorough review of the business, which assessed its relative market position within the Canadian market and its strategic fit within the HSBC portfolio," Chief Executive Noel Quinn said while announcing the details of the deal according to AFP.

The decision taken by HSBC to quit the Canadian market is the biggest development in the banking sector of the country since 2012 when ING sold its operations to Bank of Nova Scotia for $2.2 billion. It is also the latest attempt by HSBC to cut down on their retail banking businesses to increase profit.

When it comes to shareholders, HSBC said that they may return around $5.7 billion (pre-tax) gain to shareholders in the aftermath of this sale and the dividend pay may happen in early 2024.

Reuters also reported that the deal to sell its Canadian business will boost RBC’s total assets to $1.4 trillion and will also add 130 branches to their system which exists all around Canada.

The United States and Canada have requested China to not use force against the protesters opposing the latest set of lockdowns imposed by the Communist Party of China as part of the Zero Covid policy. With citizens showing dissent in various parts of the country, the top security body in China has already urged the government to launch a “crackdown” on “hostile forces”.

According to video footage, which was verified by AFP, the police clashed with protesters in the city of Guangzhou. The video showed that security personnel in hazmat suits were present in the city’s Haizhu district on Tuesday and screams of people could be heard in the background. It also showed objects being thrown at the police and many people were detained by the authorities.

In response to this incident, White House national security spokesperson John Kirby said that China should allow people to protest peacefully and not use violence to stop the demonstrations.

“We don’t want to see protesters physically harmed, intimidated or coerced in any way. That’s what peaceful protest is all about and that’s what we have continued to stand up for whether it’s in China or Iran or elsewhere around the world,” he said in an interview with CNN.

Canada also took a similar stance regarding the topic and Prime Minister Justin Trudeau said that the Chinese government should not curb the freedom of expression when it comes to the people.

DNA testing has led Canadian police to solve two murder cases and arrest the suspect after 39 years. The suspect was not caught in 1983 as adequate technology was not available at that time. Advancement in science is being credited for cracking of unsolved cases.

One of the victims was daughter of a founder of Barrick, once the biggest gold mining company in the world.

Erin Gilmour, 22, and Susan Tice, 45, were found stabbed to death four months apart in late 1983 in their respective bedrooms after having been sexually assaulted.

Last week, Joseph George Sutherland, the suspect was taken into custody by the police. He was charged with two counts of first degree murder. Sutherland was nabbed after the police used DNA technology in the investigation.

Gilmour was an aspiring fashion designer and the daughter of David Gilmour, who co-founded Barrick, which was the world's biggest gold mining company before it was overtaken in 2019 by rival Newmont.

Tice was a family therapist and a mother of four.

The police said two women lived just few kilometres apart in Toronto but they did not know each other.

"The only way that this (case) was solved was advances in science," Toronto police detective Steve Smith told a news conference.

He said police in 2000 had linked the two murders through the suspect's DNA left at the scene.

Then recently, he said, "we were able to use investigative genetic genealogy to narrow down a suspect family. And from there we were able to narrow down a suspect."

Notably, Sutherland was not even a 'person of interest' in the killings when the original investigation took place 39 years ago.

On behalf of the victims' families, Erin's brother Sean McCowan shared their relief after 39 years: "Erin and Susan are finally getting their day."

"This is a day that I, and we, have been waiting almost an entire lifetime for," McCowan said.

Canada: Murder cases, unsolved since 1983, cracked using DNA technology

Canadian foreign minister on Monday directed her officials to summon Russian ambassador Oleg Stepanov over series of anti-LGBTQ tweets which included one aimed at an openly lesbian federal minister.

The embassy posted the messages on Twitter in recent days after Russian lawmakers approved a bill banning all forms of LGBTQ "propaganda" that critics say ramps up a crackdown on "non-traditional" sexual relationships, affecting everything from books and films to social media posts.

"Unsurprisingly, the Russians have once again chosen hateful propaganda," Foreign Minister Melanie Joly's deputy director of communications, Emily Williams, said in a statement.

"This is an attack on the Canadian values of acceptance and tolerance. Minister Joly has directed Global Affairs Canada to summon the Russian ambassador to tell him as much," she said.

A photo illustration was included in Russian tweets which included a pride flag overlaid with a red line inside a red circle, indicating it was banned. The accompanying remarks said,"It is all about family. Family is a man and a woman and children."

The Russian embassy also targetted Canada's Sports Minister Pascale St-Onge, who is openly lesbian. The tirade came after she objected to the "Russian homophobic propaganda."

She was asked to "explore and explain how you appeared in this world?"

"We absolutely can't tolerate this rhetoric and even less the subsequent comments on Minister St-Onge's response," Williams said.

In an email to AFP, St-Onge said she was "profoundly offended by the Russian ambassador's message against homosexuals while on Canadian soil," calling it "an affront to the hard-earned rights of the whole LGBTQ2S+ community."

Canada has termed India a "critical partner" under its Indo-Pacific strategy that was released on Sunday. It is for the first time ever the north American country has released such a policy for the Indo-Pacific region that continues to drive the global economy. The policy document said that "India’s strategic importance and leadership—both across the region and globally—will only increase" as India "the world’s biggest democracy—becomes the most populous country in the world and continues to grow its economy."

Number of steps have been listed to increase engagement with India, which include bolstering Canada’s visa-processing capacity in New Delhi and Chandigarh, support for "academic, educational, cultural, youth and research" exchanges and accelerate cooperation in the fight against climate change.

Canada terms India as 'critical partner' under its new Indo-Pacific Strategy

Canada's long-awaited Indo-Pacific strategy was launched on Sunday, which describes China as an "increasingly disruptive global power" on the world stage.

The strategy mentions that despite the multiple threats posed by China, there's a need for cooperation on urgent issues such as climate change, global health, biodiversity and nuclear non-proliferation.

With this crucial foreign policy, Justin Trudeau's government would look forward to boosting military spending and further expanding trade ties in the Indo-Pacific region.

The strategy noted: "China is an increasingly disruptive global power. China is looking to shape the international order into a more permissive environment for interests and values that increasingly depart from ours."

The strategy outlined Canada's almost half a billion dollars ($1.7 billion) in spending which includes ramping up the nation's military presence and cyber security in the region.

The policy also mentions strict foreign investment rules to protect intellectual property, in order to prevent Chinese state-owned enterprises from snapping up critical mineral supplies.

The strategy suggests that Canada sees China as a big social and economic force that can't be ignored as it also says that Beijing won't hesitate to tweak rules to suit its interests. Canda even stated that it needs to be "clear-eyed" about China's objectives.

The 26-page document added: "China's rise, enabled by the same international rules and norms that it now increasingly disregards, has had an enormous impact on the Indo-Pacific, and it has ambitions to become the leading power in the region."

Canada launches new Indo-Pacific strategy with focus on 'increasingly disruptive' China

Canada has launched its new Indo-Pacific strategy. The long-awaited plan is a blueprint to deepen the ties within the fast growing region but the focus is on China at a time when bilateral tasks between the two nations are pretty frosty to say the least.

Canada: New strategy vows more resources to tackle China, to increase intelligence & cyber security

In their opening match, Croatia and Morocco were held to a disappointing 0-0 stalemate, while Canada was defeated 1-0 by Belgium. Canada, which is competing in its second World Cup, has yet to score a goal in the history of the men's competition. In 1986, they earned a spot in the competition and were eliminated at the group stage, going home winless and goalless. And as the youthful generation in Canada is starting to lift off, Croatia's golden age has started to come to an end after several years of high flight. Canada can understandably feel unfairly treated given their 1-0 loss to Belgium going into Sunday's match.

Canadian Prime Minister Justin Trudeau on Friday defended the decision to use 'emergency powers' to cull the truckers' "Freedom Convoy" demonstrations earlier this year which shook the country and his government.

Canadian Prime Minister Justin Trudeau on Friday defended the decision to use 'emergency powers' to cull the truckers' "Freedom Convoy" demonstrations earlier this year which shook the country and his government. "It wasn’t that they just wanted to be heard. They wanted to be obeyed. I am absolutely, absolutely serene and confident that I made the right choice in agreeing with the invocation," said Trudeau. The PM was testifying in front of an independent public commission investigating the matter. His turn came at the end of a 31-day inquiry that seeks to determine if Trudeau was right in using the emergency powers. Whenever a Canadian PM uses emergency powers, an independent inquiry is automatically ordered to look into the issue. During the testifying, one of the lawyers representing the convoy organisers asked Trudeau if he was 'afraid' of his own citizens. "When did you and your government start to become so afraid of your own citizens?" To which Trudeau replied, “I am not and we are not." WATCH | Canada: Freedom convoy protests end in Ottawa but Justin Trudeau still backs emergency powers × According to several media reports at the time, Trudeau and his family had left the home where they live in downtown Ottawa due to security concerns at the peak of the protests. The protest initially started as a rally against the vaccine requirement for cross-border truckers. However, soon, the truckers changed their tune and the rally became a demonstration against the Canadian government's overreach during the pandemic as protesters took an anti-vaccination stance. Read more: Canada PM Justin Trudeau leaves home over security concerns as truckers protest against vaccine mandates While the protests largely remained non-violent, Trudeau, not used to facing resistance in his backyard, invoked the Emergencies Act and became the first Canadian PM to do so. The Act was adopted by the parliament in the mid-1980s to replace the earlier War measures Act which was invoked only three times in Canadian history. Amid the ongoing protests in Iran following the death of Mahsa Amini, a woman who allegedly died after being detained by Tehran's morality police, reports suggest that the middle eastern nation has given death threats to citizens in Canada and the United Kingdom who have been vocal about the incident.

On Friday, Canada’s spy agency the, Canadian Security Intelligence Service (CSIS), in a statement said that they are investigating reports of people who have received “credible” death threats from Iran which are “designed to silence those who speak out publicly” against them. “CSIS is actively investigating several threats to life emanating from the Islamic Republic of Iran based on credible intelligence,” it said.

Meanwhile, in the UK, at least seven armed vehicles have been deployed outside Iran International television studios in west London after two of its UK-based journalists were threatened by Tehran.

While speaking to the news agency, the media outlet’s spokesperson also said that the threats against them have escalated due to their 24-hour coverage of the protests in Iran. He also said that the presence of the armoured vehicles was a “massive deterrence” which has reassured the employees.

This comes days after the British intelligence agency, MI5 director general Ken McCallum said that the growing threat from Iran “most frequently crosses into terrorism,” which has made at least 10 attempts to “kidnap or even kill British or UK-based individuals perceived as enemies of the regime,” since the beginning of this year alone, as reported by WION earlier.
