United Kingdom rejects European Union trade demands, threatens to walk away

Amidst the backdrop of potentially long drawn out and convoluted negotiations between Britain and the EU over the nature and form of the former's relationship with the latter is lost a fundamental and even primaeval question: Can Britain have a foreign policy? The question assumes salience against the backdrop of an election that has perhaps moved past the fractiousness of the Brexit debate and its mechanics thereof. With the people’s will aggregated mostly on one party and its political philosophy for an assorted set of reasons, it is perhaps now time to also focus or more accurately focus on Britain’s relationship with the world and the country’s role in it.

There are basically two approaches that Britain can take: A more of the same one that would entail and mean what Gideon Rachman has called 'social work' and whose content is foreign aid coupled with a recalibration of the foreign service. The second, a more pragmatic one, would or could be to shake and dust off the vestiges of the ‘imperialist’ label and assert itself internationally. (Assertion here is not the same as imperial(ist)- a label that is oftentimes employed to hold down a state or society by inducing guilt).

It is essentially about power and its use. In this day and age, while it amounts to sating a cliché, the nature and form of power has changed. It is not that power- a contested concept- and its use have become mushy or sentimental. No. Not at all. It is that power, in all its dimensions, its form has come to incorporate and integrate both its ‘hard’ and ‘soft’ nature - a combination or synthesis that Joseph Nye, a Harvard academic termed ‘smart power'. It is this smart power that Britain must develop, cultivate and employ.

What, the question is, would a ‘smart power’ approach look for Britain?

First and foremost, Britain must shake off its abashedness about power and its employment. This shyness and coyness about power stem from Britain’s past, which is over. The legacy of the past must not be allowed to override the present and the future. &nbsp; The country must, to iterate another cliché, live in a future-oriented present while also living in the present. This has implications for how Britain thinks of, conceives and employs power. To make a digression here, in the final analysis, nation-states’ ultimate quest is for and of power and security. This is a cardinal axiom in the world of states that even a post-modern vision or version of politics might find difficult to argue. If this axiom holds, then Britain with its coyness of and about power will find itself overtaken substantially by others in the power game. It is then in the nature of an imperative for Britain to stay relevant or even ahead in the power game.

But, power is not merely about the number of missiles you have, or how quickly and effectively you can mobilise your army or war preparedness. It is all of the above and more: Power, in this day and age, is also, to paraphrase Joseph Nye is about agenda-setting. But agenda setting is a corollary of influence. And, Britain has, not only a diminished power capability in terms of hard power but also diminished influence. Does this mean that the country is destined or doomed to remain diminished in these areas and thus gradually lose relevance in and at the global stage?

No is the answer. Britain has huge reservoirs of influence embedded in the sinews of its social and economic structures plus institutions and as the defying of the doomsayers, economic prognostications about the impact of Brexit negotiations on the wider economy suggest, an inbuilt resilience to it. It is in the interstices of the two that Britain can reclaim and develop its smart power. For Britain then, the causality of power would be reversed; it can and must develop its power from the influence which stems from its institutions- &nbsp;its universities, &nbsp;its reasonably robust legal and judicial system, and generally tolerant society where people, in the main, feel home and so on.

In a world where other states, in the hard dimensions of power, are rapidly catching up, influence then becomes a key and vital element toward power. Within a balance of power setting, countering power with power can only generate frisson and friction but influence can lead to real power in these contexts: that of agenda-setting. It is this agenda-setting, power and influence, thereof that Britain must develop - an arena that is eminently possible and achievable for a middle power country – especially against the backdrop of the reservoirs of soft power Britain has: it's attractive and robust university system that offer diverse students all over the world pathways to better careers, the use of English as a global lingua franca, education and career development, and the country’s diversity are a natural contender for developing the country’s influence. Among other things, university outputs, systems and the graduates of these institutions become natural conveyors of influence that also allow a given country to radiate outward in a non-offensive and non-jarring manner.

But, while agenda-setting influence is or might be the end game, it is incomplete without the foundational elements of hard power, rendered all the more salient in a world where interstate competition and the imbalances of power are fluid and will get pronounced with the passage of time. Hard power capabilities are best when these hover in the backdrop; that is, when these are not actually used but rendered as instruments of diplomacy and a hedge against bullying and threats by others. And, without these capabilities, influence can only be skin deep. For Britain to develop into a relevant, influential global actor, it not only has to leverage all its potentialities but also develop a smart power strategy that allows it to have a foreign policy. This, given a range of factors and elements, is eminently doable.

How Britain can shape its foreign policy?

Scottish singer Lewis Capaldi and rapper Dave were the big winners at the BRIT Awards on Tuesday, in a ceremony packed with performances, including Dave`s lyrical attack on Britain`s prime minister who he accused of being racist.

Crowds cheered at Britain`s annual pop music honours, in their 40th year, as rapper Dave took full advantage of the spotlight and a prime-time television slot to make a political statement against Prime Minister Boris Johnson.

"It is racist whether or not it feels racist. The truth is our prime minister is a real racist," he rapped, in a powerful performance of his song "Black" on a white piano flashing with images.

Johnson has faced criticism in the past for referring to African people as “piccaninnies” with “watermelon smiles,” and this week a Downing Street aide was forced to resign over racist remarks.

Dave won the coveted album of the year award for his work "Psychodrama."

"You can do anything that you put your mind to," he told fans as he collected the award in a blue tracksuit.

Capaldi, who scooped two awards, sang his ballad "Someone You Loved" before receiving the award for best new artist, swigging on a bottle of beer. He later clutched a bottle of fortified wine to claim the award for song of the year.

"This has been the best year of my life," he said.

Grime artist Stormzy, named best male artist, was accompanied by a gospel choir, dozens of dancers, a fireworks display and indoor rain, as he performed a medley of hits with special guests including Burna Boy.

American teen pop sensation Billie Eilish, 18, captivated the audience with the first performance of the new theme song to the forthcoming James Bond film "No Time to Die." She was named best international female artist.

Mabel took home the award in the best female artist category, thanking her mother, the singer Neneh Cherry, who also won a BRIT award 30 years ago.

British television presenter Jack Whitehall hosted the show, paying tribute at its opening to Caroline Flack, the 40-year old television presenter who committed suicide on Saturday, sparking a debate about the aggressive manner in which the British tabloid press sometimes covers celebrities.

Veteran rocker Rod Stewart closed the show by performing "Stay with Me" with his old Faces band mates Ron Wood and Kenney Jones.

The British government is in "preliminary discussions" with the part state-owned China Railway Construction Corporation (CRCC) to help build the controversial HS2 high-speed link, according to the Department of Transport.

"The DfT is always keen to learn from the experience of others and to consider approaches that offer value for money to the taxpayer," said a ministry official, confirming reports in Saturday's Financial Times.

The department added that no "concrete commitments" had been made.

London finally approved the new high-speed railway line on Tuesday, with full construction work to begin in April following years of delays, after Prime Minister Boris Johnson backed the project.

He said the entire HS2 line linking London to central and northern England would go ahead, rejecting criticism of a ballooning price tag and impact on the environment.

"If we start now, services could be running by the end of the decade. So today... the cabinet has given high-speed rail the green signal," he told the House of Commons.

The CCRC wrote to rail chiefs last month in a letter seen by Building Magazine saying it could construct the line five years earlier than scheduled for a much-reduced price.

"We are certain that we can offer a cost that is significantly lower than the projections we have seen," the magazine quoted the letter as saying.

"The advantages are too great, in our opinion, too great to dismiss on the basis that there are obstacles to overcome.

"You will find that the Chinese way is to seek solutions, not linger on obstacles and difficulties," it added.

An independent review into the scheme, currently the largest infrastructure project in Europe, estimated it could cost more than £100 billion ($129 billion, 118 billion euros).

But Johnson hopes HS2 would help rebalance the economy away from London and the south-east of England and reduce climate emissions by persuading car drivers to take the train.

Chinese involvement in a key infrastructure project would be hugely controversial, given the furore surrounding Britain's decision to allow telecoms giant Huawei into the country's 5G network.

The decision left the United States "disappointed" after it called for a total ban.

UK Finance minister Sajid Javid has resigned in a surprise move that shattered Prime Minister Boris Johnson's choreographed reshuffle of his government and raised questions over his leadership team. Watch report:

WION Dispatch: UK Finance minister resigns, Move comes amid Cabinet reshuffle

Indian-origin politician <a href="https://www.wionews.com/world/british-finance-minister-sajid-javid-quits-in-reshuffle-280549">Rishi Sunak replaced Sajid Javi</a>d as Finance Minister of the United Kingdom on Thursday. He was appointed by Prime Minister Boris Johnson in the cabinet reshuffle.

Sunak, the son-in-law of Infosys Co-founder and Indian billionaire&nbsp;Narayana Murthy, will join Home secretary Priti Patel on the top government bench as the Chancellor of the Exchequer.

Before this, Sunak has served as Javid's junior as the Chief Secretary to the Treasury. He was seen as a rising star within the Cabinet while he working with Javid.

As he takes charge of the second most important government position in UK, Sunak will move into No. 11 Downing Street, next door to the Prime Minister's Office.

The MP for Richmond in Yorkshire first entered the UK Parliament in 2015 and has fast risen up the Conservative Party ranks as a staunch Brexiteer who had back Johnson's strategy to leave the European Union (EU).&nbsp;

Sunak was regularly put forward by the government to do media interviews and stood in for Johnson in some televised debates during last year's election campaign.

Born in the UK,&nbsp;Sunak's mother was a pharmacist who ran a local pharmacy shop while his father was a National Health Service (NHS) general practitioner.&nbsp;

Sunak&nbsp;attended the prestigious Winchester College before going on to study Politics, Philosophy and Economics at Oxford University. He also has an MBA from Stanford University in the United States.

&nbsp;Before entering politics he worked for investment bank Goldman Sachs and a hedge fund, then co-founded a 1-billion pound global investment firm.&nbsp;

"From working in my mum's tiny chemist shop to my experience building large businesses, I have seen how we should support free enterprise and innovation to ensure Britain has a stronger future," Sunak had said during the Brexit referendum.

He strongly believes that small businesses in the UK would flourish as a result of Brexit as the "vast majority of British businesses (94 per cent) don't have anything to do with the EU, but they are still subject to all EU law".

From working in chemist shop to becoming UK's new finance minister - Who is Rishi Sunak?

There has been a major cabinet re-shuffle in the United Kingdom. Three Indian-origin legislators now form the top-3&nbsp;of PM Boris Johnson's cabinet.

On Thursday, Rishi Sunak was appointed the chancellor to the exchequer, which is equivalent to a finance minister in most governments across the world.

Rishi hails from a Punjabi family in Southampton and has served as a junior minister to the former finance minister Sajid Javid.&nbsp;Javid's sudden exit resulted in Sunak's elevation to the position.

In India, he is mostly known as the son-in-law of Infosys co-founder Narayana Murthy.&nbsp; In his new position, Sunak will move into number 11 Downing Street right next door to PM Boris Johnson.

Rishi has previously worked at Goldman Sachs and has also co-founded a global investment firm.&nbsp;Sunak's most pressing engagement will be presenting the UK's budget next month.

In a Twitter post soon after his appointment, Sunak emphasised on the great rapport he shared with his predecessor Sajid Javid and promised to build on his great work.

The second big appointment was Alok Sharma as the secretary of business and energy departments.&nbsp; He was born in Agra and moved to the United Kingdom at the age of 5.&nbsp;Sharma's biggest challenge will be at the UN climate summit to be held in November this year where he will assume the role of summit president.

In the summit, countries are expected to bring forward plans to cut emissions as part of the Paris agreement, however,&nbsp;very few have produced a concrete roadmap.&nbsp; There will be pressure on Alok Sharma to produce results coming November.

Priti Patel meanwhile has retained the home department. She is a second-generation immigrant from India and has been serving as the home minister since July last year.

A self- confessed follower of the 'Thatcher doctrine', Patel entered politics as a teenager and was elected to the House of Commons in 2010.

Other than their Indian origin, these three&nbsp;leaders are bound together by another commonality, they were huge 'leave' campaigners during Brexit and have been unequivocal supporters of Boris Johnson's policies.

He was a pleasure to work with and I hope to be able to build on his great work going forward. — Rishi Sunak (@RishiSunak) February 13, 2020 × The second big appointment was Alok Sharma as the secretary of business and energy departments. He was born in Agra and moved to the United Kingdom at the age of 5. Sharma's biggest challenge will be at the UN climate summit to be held in November this year where he will assume the role of summit president. In the summit, countries are expected to bring forward plans to cut emissions as part of the Paris agreement, however, very few have produced a concrete roadmap. There will be pressure on Alok Sharma to produce results coming November. Priti Patel meanwhile has retained the home department. She is a second-generation immigrant from India and has been serving as the home minister since July last year. A self- confessed follower of the 'Thatcher doctrine', Patel entered politics as a teenager and was elected to the House of Commons in 2010. Other than their Indian origin, these three leaders are bound together by another commonality, they were huge 'leave' campaigners during Brexit and have been unequivocal supporters of Boris Johnson's policies.

The United Kingdom leaves the <a href="https://www.wionews.com/world/barnier-warns-european-union-and-britain-must-rebuild-after-brexit-276906">European Union</a> on Friday with a mixture of joy, anger and indifference, casting off into the unknown in one of the biggest blows yet to Europe's attempt to forge unity from the ruins of World War Two.

The EU's most powerful leaders, German Chancellor Angela Merkel and French President Emmanuel Macron, cast Brexit - due at 2300 GMT - as a sad moment that was a turning point for Europe. The EU warned that leaving would be worse than staying.

Watch: What will be UK and EU relations post-Brexit?

Brexit supporters burned an EU flag outside Downing Street, where Prime Minister Boris Johnson lives. Some EU supporters were mocked by a larger group of Brexiteers nearby chanting "Bye-bye EU" and "Shame on you" to the tune of Auld Lang Syne.

"This is the moment when the dawn breaks and the curtain goes up on a new act," said Johnson, one of the leaders of the "Leave" campaign in the 2016 referendum. "It is a moment of real national renewal and change."

Leaving the EU was once far-fetched: the UK joined in 1973 as “the sick man of Europe” and less than two decades ago British leaders were arguing about whether to join the euro.

But the turmoil of the euro zone crisis, fears about mass immigration and a series of miscalculations by former Prime Minister David Cameron prompted the 52% to 48% vote to leave.

Anticlimax?

The final parting of the EU's most reluctant member is an anticlimax of sorts.

Beyond the symbolism of the Union Jack flag also being lowered at the European Council building in Brussels at 7 p.m. (1800 GMT), put away with the flags of non-EU countries, little will change until the end of 2020.

By then, Johnson has promised to strike a broad free trade agreement with the EU, the world's biggest trading bloc.

"These negotiations certainly won’t be easy," Merkel said, cautioning London that if it deviated from the EU's rules then its access to the EU's market would be limited.

Macron said Britain it could not expect to be treated the same way as when it was part of the club.

US President Donald Trump has long supported Brexit. Secretary of State Mike Pompeo said Britons wanted to escape the "tyranny of Brussels".

Some Britons will celebrate and some will weep - but many will do neither.

'Independence day'

For proponents, Brexit is "independence day" - an escape from what they cast as a doomed German-dominated project with a doomed single currency that is failing its 500 million people.

They hope departure will herald reforms to reshape Britain and propel it ahead of its European rivals.

Karen Evans, a 47-year-old hairdresser carrying a Union Jack, dismissed the concerns of "Remainers": "They lost. They need to get over it. They are bad losers. This is a day for celebrating."

Opponents believe Brexit is a folly that will weaken the West, shrivel what is left of Britain's global clout, undermine its economy and ultimately lead to a less cosmopolitan set of islands in the northern Atlantic. They say Britain will now have little option but to cosy up to Trump.

David Tucker, a pro-European of 75, said he had come to London from Wales to march in the hope that others would keep alive the hope that Britain would one day rejoin the EU:

"It is a tragedy," he said. "We were once part of the world's most powerful economic bloc. Now we are just an inward-looking island that is going to get smaller."

"It's a very sad day," said engineer Roger Olsen, 63. "I think it is a disaster. An absolutely wrong thing. And I think time will prove that we have taken the wrong course."

Brexit was always about much more than Europe.

The referendum exposed deep divisions and triggered soul-searching about everything from secession and immigration to empire and modern Britishness.

Brexit has tested the very fabric of the supposedly united kingdom: England and Wales voted to leave the bloc but Scotland and Northern Ireland voted to stay.

Scotland's first minister, Nicola Sturgeon, used the moment to demand a second independence referendum. A poll on Thursday suggested a slim majority of Scots would now back a split because of Brexit.

But after the twists and turns of 3-1/2-years, many voters are simply happy the wrangling is over. "I just wanted to see it done with," said Lee Stokes, a 44-year-old project manager.

Britain cuts loose from EU with delight, anger and indifference

Britain on Friday ended almost half a century of <a href="https://www.wionews.com/world/britain-cuts-loose-from-eu-with-delight-anger-and-indifference-277891">European Union membership</a>, making a historic exit after years of bitter arguments to chart its own uncertain path in the world.

There were celebrations and tears across the country as the EU's often reluctant member became the first to leave an organisation set up to forge unity among nations after the horrors of World War II.

Thousands of people waving Union Jack flags packed London's Parliament Square to mark the moment of Brexit at 11 pm (2300 GMT) -- midnight in Brussels.

"We did it!" declared Nigel Farage, the former member of the European Parliament who has campaigned for Brexit for years, before the crowd began singing the national anthem.

It was a largely good-natured gathering, aside from one Brexit supporter who earlier set an EU flag alight.

But Brexit has exposed deep divisions in British society, and many fear the consequences of ending 47 years of ties with their nearest neighbours.

Some pro-Europeans, including many of the 3.6 million EU citizens who made their lives in Britain, marked the occasion with solemn candlelit vigils.

Brexit has also provoked soul-searching in the EU about its own future after losing 66 million people, a global diplomatic big-hitter and the clout of the City of London financial centre.

'Not an end, a beginning'

In an address to the nation, Prime Minister Boris Johnson -- a figurehead in the seismic 2016 referendum vote for Brexit -- acknowledged there might be "bumps in the road ahead".

But he said Britain could make it a "stunning success".

As he held a private party in his Downing Street office, a clock projected on the walls outside counted down the minutes until Brexit.

Johnson predicted a "new era of friendly cooperation" with the EU while Britain takes a greater role on the world stage.

Britain on Friday ended almost half a century of European Union membership, making a historic exit after years of bitter arguments to chart its own uncertain path in the world. New era for divided Britain as it leaves European Union

The UK has officially left the European Union after 47 years of membership - and more than three years after it voted to do so in a referendum.

The UK has officially left the European Union

It was an emotional moment in the European Parliament. As the Brexit deal was passed, lawmakers stood up to sing "Auld Lang Syne" - as a goodbye gesture to the UK. Here is how Europe bid farewell to Britain.

Gravitas: European MPs bid emotional farewell to the UK

After over three and a half years of political battle,<a href="https://www.wionews.com/world/barnier-warns-european-union-and-britain-must-rebuild-after-brexit-276906"> Britain is all set to leave the European Union</a> on January 31 as will strike 2300 GMT.&nbsp;

In an official statement to mark the occasion, British Prime Minister Boris Johnson hailed the "new dawn" and said that it is the "new beginning for the UK".

"Our job as the government, my job, is to bring this country together and take us forward," Johnson said.

"This is not an end but a beginning. This is the moment when the dawn breaks and the curtain goes up on a new act."

Here is what will change for the UK after Brexit.

Power

While the United Kingdom remains a member in all but name, it loses its vote in the meetings in Brussels that ultimately decide EU policy on matters ranging from financial services to the definition of a European-made car.

Brussels will try to discern exactly how Prime Minister <a href="https://www.wionews.com/world/latest-world-newsnew-dawn-or-biggest-gamble-uk-headlines-on-brexit-day-277638">Boris Johnson</a> plans to overhaul the United Kingdom, will he try to build a competitor just outside the EU by turbo-charging the economy and the City of London?

Passports

The colour of British passports will go back to blue, which were in use since&nbsp;1921 until UK joined EU. They were then replaced by the current burgundy design.

However, existing burgundy passports will continue to be valid until their&nbsp;expiry date.

For British people and EU citizens

British and EU citizens will continue to have the right to live and work in each other's countries until the end of the year because both sides agreed a transition period which preserves membership&nbsp;until 2021.

The British government has told the estimated 3.5 million EU citizens living in Britain that they have until at least the end of the December to register to retain their rights.

Companies and customs

The regulatory environment for companies won’t change following Brexit because of the transition period.

After the end of the transition deal, UK customs will apply for goods coming from third countries to Northern Ireland only. For goods deemed to be headed for the EU market, UK authorities will collect EU tariffs.

There will be no customs checks on the island of Ireland, they will be done in ports.&nbsp;

Trade

As soon as the United Kingdom formally leaves the EU, it can start negotiating trade deals with other countries.

The European Union - which accounts for about half of the United Kingdom's trade and the United States are the government's top targets for securing new trade deals.

A sticking point in US talks will be a British proposal for a unilateral digital services tax, despite a US threat to levy retaliatory tariffs on British-made autos.

Brexit: What changes and what stays the same for UK?

Britain's&nbsp;<a href="https://www.wionews.com/videos/brexit-deal-cleared-in-eu-parliament-lawmakers-in-tears-277462">Brexit</a>-day front pages expressed both joy at the country's imminent departure from the <a href="https://www.wionews.com/videos/brexit-deal-cleared-in-eu-parliament-lawmakers-in-tears-277462">European Union</a> and remorse and trepidation on Friday as the UK prepares to go it alone after nearly half a century as part of the bloc.

"Yes, we did it!" said the "Daily Express" tabloid, a fervent campaigner for Britain to leave the EU.

The headline was imposed over a map of the UK made up of front pages from the newspaper from the 43 months since the June 2016 vote, which saw three&nbsp;Brexit&nbsp;deadlines come and go before the British parliament finally ratified the divorce agreement.

'New dawn' or 'biggest gamble'? UK headlines on Brexit day

Britain on Friday ends almost half a century of integration with Europe, finally making its historic departure from the EU to begin a new -- but still uncertain -- future, with emotions running high following years of wrangling and several false starts. At the clocks strike 11:00 pm (2300 GMT) -- midnight in Brussels -- Britain becomes the first country to leave the 28-member bloc and will go it alone for the first time since 1973.

At the clocks strike 11:00 pm (2300 GMT) -- midnight in Brussels -- <a href="https://www.wionews.com/world/barnier-warns-european-union-and-britain-must-rebuild-after-brexit-276906">Britain becomes the first country to leave the 28-member bloc</a> and will go it alone for the first time since 1973.

Prime Minister Boris Johnson has backed Brexit since the 2016 referendum vote to leave that triggered deep bitterness and division but he has promised to unite the country in a new era of prosperity.

"Our job as the government, my job, is to bring this country together and take us forward," Johnson said in a statement to mark the occasion.

"This is not an end but a beginning. This is the moment when the dawn breaks and the curtain goes up on a new act."

A 'sea change'

German Chancellor Angela Merkel called Britain's departure a "sea-change" for the bloc, although nothing will immediately feel different because of an 11-month transition period negotiated as part of an EU-UK exit deal ratified this week.

Britons will be able to work in and trade freely with EU nations until December 31, and vice versa, although the UK will no longer be represented in the bloc's institutions.

But legally, Britain is out -- with no easy way back.

And while the exit terms have been agreed, Britain must still strike a deal on future relations with the EU, its largest trading partner, which sets out its negotiating position on Monday.

"We want to have the best possible relationship with the United Kingdom, but it will never be as good as membership," European Commission president Ursula von der Leyen said.

"Our experience has taught us that strength does not lie in splendid isolation, but in our unique union."

Years of tumult

Getting this far has been a traumatic process.

Despite Britain's resistance to many EU projects over the years -- it refused to join the single currency or the Schengen free travel area -- the 2016 vote to leave was a huge shock.

It unleashed political chaos in London, sparking years of bitter arguments that paralysed parliament and forced the resignations of two prime ministers.

Johnson brought an end to the turmoil with his decisive election victory last month, which gave him the parliamentary majority to ratify the Brexit deal.

But Britons remain as divided as they were nearly four years ago, when 52 per cent voted to leave and 48 per cent voted to remain in the EU.

Friday's newspapers reflected that continued split, with best-selling eurosceptic tabloid The Sun triumphantly declaring "our time has come" on its front page alongside an image of Big Ben.

But pro-European The Guardian opted for the headline "small island", calling Brexit "the biggest gamble in a generation".

In Scotland, which backed remaining in the bloc in 2016, First Minister Nicola Sturgeon called it "a moment of real and profound and sadness... tinged with anger".

She vowed to step up the campaign for independence, which Scots rejected in a vote in 2014.

Parties and vigils

Johnson, himself a polarising figure, has emphasised unity and is avoiding any major celebrations that might exacerbate divisions.

The Conservative leader was hosting a special cabinet meeting in the northeastern English city of Sunderland, which was the first to declare for Brexit in the 2016 vote.

At 10 pm, he will broadcast an address to the nation, and then host a reception for staff at Downing Street, before a light-show outside No 10.

Millions of commemorative 50 pence coins go into circulation.

Ex-MEP Nigel Farage, who has spent decades campaigning to leave the EU, is planning a large rally in nearby Parliament Square -- one of several pro-Brexit parties being held around the country.

Pro-EU groups have planned candlelit vigils.

Trade talks loom

British eurosceptics have campaigned for decades to free their country from what they see as an overly bureaucratic and unaccountable institution.

Johnson has promised to leave the EU's single market and customs union so Britain can strike trade deals around the world.

But exactly how that will work -- and at what cost to firms that depend on EU business -- is unclear.

The divorce deal resolved the issue of London's debts, the rights of EU expatriates, the status of Northern Ireland and the transition period.

But Johnson has given himself just 11 months to negotiate a new partnership, covering everything from trade to security cooperation.

He will set out his plans in a speech on Monday but Brussels has already warned he must either limit his ambitions or ask for more time.

Irish Prime Minister Leo Varadkar warned Friday that a failure to reach a post-Brexit trade deal by the deadline would pose an "existential threat" to Britain's nearest neighbour.

"So we do need that deal," he said.

Johnson also wants a trade agreement with the United States, where President Donald Trump is a big Brexit backer.

At the clocks strike 11:00 pm (2300 GMT) -- midnight in Brussels -- Britain becomes the first country to leave the 28-member bloc and will go it alone for the first time since 1973. This is the moment when the dawn breaks and the curtain goes up on a new act." A 'sea change' German Chancellor Angela Merkel called Britain's departure a "sea-change" for the bloc, although nothing will immediately feel different because of an 11-month transition period negotiated as part of an EU-UK exit deal ratified this week. "Our experience has taught us that strength does not lie in splendid isolation, but in our unique union." Years of tumult Getting this far has been a traumatic process. Parties and vigils Johnson, himself a polarising figure, has emphasised unity and is avoiding any major celebrations that might exacerbate divisions. Trade talks loom British eurosceptics have campaigned for decades to free their country from what they see as an overly bureaucratic and unaccountable institution.

Boris Johnson hails 'new dawn' as Britain set to bid farewell to European Union

Key dates in Britain's relations with the European Union

The European Parliament approved Prime Minister Boris Johnson's Brexit Deal, clearing the way for the UK to leave the European Union on January 31. The vote was 621 to 49 in favor of the Brexit deal that British Prime Minister Boris Johnson negotiated with the other 27 EU leaders in the fall of last year. Watch report:

British Prime Minister Boris Johnson wants to agree the terms of the future relationship, modelled on the EU's free trade agreement with Canada, by the end of that period. &nbsp;

"But I don't think we have to see it as a contest."

In a separate BBC television interview broadcast on Monday, the Irish leader also warned Brussels would not accept anything less than a comprehensive free trade agreement with Britain.

London indicated earlier this month it could seek a piecemeal post-Brexit deal with the EU that leaves some issues unresolved but still lets it break free from the bloc at the end of the year.

After Brexit, new fast track 'global talent visa' unveiled by United Kingdom

Prime Minister Boris Johnson discussed telecoms security with US President Donald Trump as he prepares to announce if Britain will use China's Huawei in its 5G networks, officials said Saturday.

In a phone call on Friday evening, the two leaders "discussed a range of issues, including cooperation to ensure the security of our telecommunications networks", a Downing Street spokeswoman said.

A White House statement also confirmed they discussed "working together to ensure the security of our telecommunications networks".

The United States has banned Huawei from the rollout of its next-generation 5G mobile networks because of concerns -- strongly denied -- that the firm could be under the control of Beijing.

Washington has been lobbying London to do the same, but there is speculation that it will grant the firm some kind of limited access.

Huawei is already well established in British 3G and 4G networks, and officials have warned that banning it would be hugely costly and delay the rollout of 5G technology.

Intelligence agencies also believe that they can contain any potential risk, although Johnson will have to make the final decision, expected next week.

In his call with Trump, the prime minister also raised the "need to secure justice" for the family of Harry Dunn, Downing Street said.

The British teenager died in August when his motorbike was hit by a car being driven by Anne Sacoolas, the wife of a US diplomat.

British authorities have charged Sacoolas with causing death by dangerous driving, but the US refuses to extradite her.

Johnson "reiterated the need for the individual involved to return to the UK", the spokeswoman said.

British Prime Minister Boris Johnson signed Britain's EU divorce agreement on Friday after Brussels' top two officials earlier did likewise at a ceremony behind closed doors.

"Today I have signed the Withdrawal Agreement for the UK to leave the EU on January 31st, honouring the democratic mandate of the British people," Johnson wrote on Twitter.

On Wednesday next week, the text will go to the European Parliament for ratification and on Thursday diplomats from the EU member states will approve the deal in writing.

Then, on Friday, January 31, Britain spends its last day in the EU before leaving the bloc at 2300 GMT as clocks strike midnight in Brussels.

"Charles Michel and I have just signed the Agreement on the Withdrawal of the UK from the EU, opening the way for its ratification by the European Parliament," European Commission president von der Leyen tweeted.

In a separate tweet, European Council president Michel said: "Things will inevitably change but our friendship will remain. We start a new chapter as partners and allies."

The former Belgian premier, whose council represents EU member governments, added, in French: "I'm keen to write this new page together."

Queen Elizabeth II gave her formal assent to the British withdrawal legislation on Thursday and the European Union is now expected to complete the final formalities in the coming days.

11-month transition period

Britain will leave the institutions of the union, reducing it to 27 member states, but the withdrawal agreement provides for an 11-month transition period until the end of the year.

During this time, Britain and the rest of the bloc will continue to apply the same rules of business to avoid economic disruption while officials try to negotiate a broader trade deal.

Most experts regard the idea that London and Brussels could agree a comprehensive free trade agreement in that time as ambitious.

But officials have expressed cautious optimism that some kind of agreement can be reached.

Formal trade talks are not expected to begin until the end of February or even March, and in the meantime, Barnier has been in intensive talks with EU member states on his negotiating mandate.

After the transition, Britain wants the right to set its own rules in areas such as workers' rights and environmental standards.

But Brussels has warned that the more the UK diverges from EU standards, the less it will have unfettered access to Europe's huge single market.&nbsp;

And a comprehensive free trade agreement of the type the European Union has signed with Canada could take years to negotiate.

PM Johnson signs agreement for Britain to leave European Union

&nbsp; The&nbsp;United&nbsp;States&nbsp;cautioned&nbsp;Britain&nbsp;ahead of a decision by Prime Minister <a href="https://www.wionews.com/world/uk-pm-boris-johnson-rejects-calls-for-no-deal-brexit-in-election-pitch-259559">Boris Johnson</a> on what role&nbsp;Huawei&nbsp;will have in 5G telecommunications networks that Washington still had significant concerns about the Chinese telecoms behemoth.

In the first big test of Brexit&nbsp;Britain's foreign policy, Johnson has so far resisted intense pressure from President <a href="https://www.wionews.com/india-news/kem-chho-trump-us-president-to-visit-ahmedabad-delhi-in-february-275056">Donald Trump</a>'s administration to block&nbsp;Huawei, which the&nbsp;United&nbsp;States&nbsp;fears could compromise British secrets.

"It is an ongoing process and there are all sorts of factors to take into consideration, as you say, like the availability of other providers, like the work that&nbsp;Huawei&nbsp;has already done in the&nbsp;United&nbsp;Kingdom,&nbsp;so these discussions are ongoing," she said.

Chinese citizens expressed the highest confidence in their country's&nbsp;institutions, the same as the year before, according to Edelman, which conducted 34,000 online interviews globally.

The results contrast with other surveys of the quality of public&nbsp;institutions, such as <a href="https://www.wionews.com/world/trump-accuses-impeachment-witness-of-lying-defends-use-of-giuliani-264142">Transparency International's corruption perceptions index</a>, where Britain and <a href="https://www.wionews.com/world/in-olympics-heavy-policy-speech-japan-pm-says-games-mark-new-era-for-nation-275383">Japan </a>rank among the less corrupt countries, and <a href="https://www.wionews.com/videos/three-more-people-dead-in-china-due-to-coronavirus-outbreak-india-issues-travel-advisory-275345">China </a>is mid-table.

Britain's ranking was its&nbsp;lowest in the survey's 20-year history, and Britain also showed a big divide between the views of what the researchers called the 'informed public' - who were more&nbsp;trusting - and the 'mass population'.

Respondents who were aged between 25 and 64, had a university degree, were in the top quarter of earners for their age and reported a strong interest in current affairs were deemed 'informed', while anyone else was classified otherwise.

Three-fifths of Britons said they were losing faith in democracy, and a small majority said capitalism was doing more harm than good.

However, extra polling conducted after Johnson's December&nbsp;12 election victory showed a 10 percent&nbsp;rise in&nbsp;trust&nbsp;in government, and fewer people saying the country was on the wrong track.

World leaders were poised to commit to ending all foreign meddling in Libya's war at a Berlin summit Sunday, but calls were growing for an international force to ensure that pledges are put into action.

The presidents of Russia, Turkey and France were among global chiefs at the talks held under the auspices of the United Nations, which wants foreign powers wielding influence in the region to stop interfering in the war -- be it through weapons, troops or financing.

Leaders of both warring factions -- strongman Khalifa Haftar and the head of Tripoli's UN-recognised government Fayez al-Sarraj -- were also in Berlin for the first such gathering since 2018.

But pro-Haftar forces upped the ante on the eve of the talks by blocking oil exports at Libya's key ports, crippling the country's main income source in protest at Turkey's decision to send troops to shore up Sarraj's Tripoli-based Government of National Accord (GNA).

Ahead of the talks, Turkish President Recep Tayyip Erdogan lashed out at Haftar, saying he needed to drop his "hostile attitude" if Libya is to have any chance at winning peace.

The flaring oil crisis underlined the devastating impact of foreign influence in the conflict, in which Sarraj's GNA is backed by Turkey and Qatar while Haftar has the support of Russia, Egypt and the United Arab Emirates.

Voicing his "acute concerns over the arrival of Syrian and foreign fighters in the city of Tripoli", France's President Emmanuel Macron said as the Berlin summit opened that "that must end".&nbsp;

If all goes to plan, all sides will sign up to a plan to refrain from interference, and commit to a truce that leads to a lasting end to hostilities, according to a draft of a final communique seen by AFP.&nbsp;

That document also urges all parties to re-commit to a much-violated UN arms embargo and raises the prospect of intra-Libyan political talks in Geneva at the end of the month.

But with warnings multiplying that pledges are often little respected in reality, calls have grown for international monitors to police the promises.

'Protection troops?'&nbsp;

Libya has been torn by fighting between rival armed factions since a 2011 NATO-backed uprising killed dictator Moamer Kadhafi.

Most recently, Sarraj's troops in Tripoli have been under attack since April from Haftar's forces.

Clashes since April have killed more than 280 civilians and 2,000 fighters and displaced tens of thousands, until a fragile ceasefire backed by both Ankara and Moscow was put in place on January 12.

In the latest apparent ceasefire violation, GNA forces on Sunday accused Haftar's militia of opening fire on them in southern Tripoli.

Sarraj has issued a plea for international "protection troops" if Haftar were to keep up his offensive, echoing a similar call by the EU's chief diplomat Josep Borrell, who stressed that monitors must be present to check that any ceasefire and weapons embargo are respected.

With the idea gathering pace, British Prime Minister Boris Johnson said London would be ready to send "people and experts" to help monitor a Libya ceasefire.

Italian Prime Minister Giuseppe Conte likewise said his country "is ready to bring its contribution".

Russia also appeared open to the idea, with President Vladimir Putin's special representative Mikhail Bogdanov saying that the "idea must be discussed on the basis of consensus."

'Second Syria'&nbsp;

Although Sarraj's government is recognised by the UN, powerful players have broken away to stand behind Haftar -- turning a domestic conflict into what some have described as a proxy war in which international powers jostle to secure their own interests.

Russia has been accused of sending in mercenaries to help Haftar as Moscow seeks to extend its influence in the region, allegations it denies.

For Turkey, the fall of Sarraj's GNA could jeopardise a maritime boundary agreement the parties signed. It gives Ankara extensive rights over the eastern Mediterranean where the recent discovery of undersea gas reserves has triggered a scramble by littoral states.&nbsp;

Erdogan has repeatedly urged Europe to stand united behind Sarraj's government, warning that Tripoli's fall could allow jihadist groups like the Islamic State or Al-Qaeda to regroup.

He has also cautioned that further unrest could prompt a new wave of migrants to head for Europe.

Underlining the stakes involved, German Foreign Minister Heiko Maas said "we have to make sure Libya doesn't become a second Syria."
