Gravitas: Does Boris Johnson have a final card to play?

On Thursday (July 7th), United Kingdom premier Boris Johnson stepped down from his position as the leader of the Conservative Party. His resignation has paved the way for new leadership. The embattled PM will stay on till a successor is chosen. Johnson, who resigned as Tory leader after a string of scandals and the exodus of his supporters, sparked strong reactions from many nations and world leaders and caused a division of opinion on the international scene. While some expressed their "sadness", others seemed to look forward to Johnson's absence.

Let's take a look at some of the key reactions:

United States

The US President said that his country and the United Kingdom are the "closest of allies" and that the relationship between the two nations and their people "remains strong and enduring".

Making no mention of the outgoing Johnson, Biden said "I look forward to continuing our close cooperation with the government of the United Kingdom."&nbsp;

He made mentioned the Russia-Ukraine war and the two nations "maintaining a strong and united approach to supporting the people of Ukraine as they defend themselves against Putin's brutal war on their democracy, and holding Russia accountable for its actions."

European Union

The United Kingdom and European Union have had tense relations for quite some time now, all thanks to Johnson's steady championing of Brexit. Following the UK PM's resignation appointment former top EU negotiator for Brexit Michel Barnier tweeted "The departure of Boris Johnson opens a new page in relations with Britain."

"May it be more constructive, more respectful of commitments made, in particular regarding peace and stability in Northern Ireland, and more friendly with partners in the EU. Because there's so much more to be done together."

However, the European Commission dogged publically commenting on the political upheaval in the UK.

Ukraine

In the past five months as Ukraine battles Russian aggression, UK's Boris Johnson had emerged as one of the most vocal and fervent supporters of Kyiv, even visiting the embattled nation and its top leadership in a show of support.

Paying homage to this support, Ukraine President Volodymyr Zelensky talked to Johnson over a call, expressing his "sadness".

"We all welcome this news with sadness. Not only me, but also all of Ukrainian society which sympathises with you a lot."

Russia

Ukraine's aggressor welcomed the imminent change in leadership. Kremlin said it hopes for "more proffesional people" in Johnson's stead.

"We would like to hope that some day in Great Britain more professional people who can make decisions through dialogue will come to power," Kremlin spokesman Dmitry Peskov said, adding "But at the moment there is little hope for that."&nbsp;

Ireland

A neighbour with which the UK shares an open border sees Johnson's resignation as an "opportunity" to reset fraught relations.

Irish premier Micheal Martin pointed out that relations between the two countries have been strained and challenging in recent times, in part due to conflicts over special trade agreements after Brexit in British-run Northern Ireland.

In a statement, Martin referred to the 1998 peace agreement that put an end to decades of bloodshed over British rule in Northern Ireland but has come under increasing strain due to Brexit, saying, "We have now an opportunity to return to the true spirit of partnership and mutual respect that is needed to underpin the gains of the Good Friday Agreement."

From 'sadness' to hoping for 'more professional people', here's how the world reacted to Boris Johnson's exit

United States President Joe Biden said that he is looking forward to continuing “close cooperation” with the United Kingdom after British Prime Minister Boris Johnson decided to step down from his position. While the official statement from the White House had no mention of Johnson, Biden said that he hopes that the “special relationship” between the people of America and Britain “remains strong and enduring” and they need to work together on issues like the ongoing crisis in Ukraine.

“When the dust settles in London, Johnson’s resignation will do better than harm to the US-UK relationship,” said Charles Kupchan, who served as President Barack Obama’s Europe adviser in the White House according to The Guardian.

“That’s mainly because Washington needs a very steady hand on the steering wheel and Johnson has lurched from one crisis to the next. He hasn’t been able to provide the kind of continuity and the political strings that the US and the world desperately need right now.”

The relationship between Biden and Johnson has not been a smooth one. Biden once called Johnson a “physical and emotional clone” of Donald Trump, the then president and was not convinced by the prospect of Brexit and the resultant threat on the Good Friday agreement in Northern Ireland.

Over 30 ministers have resigned from his government, but defiant United Kingdom Prime Minister Boris Johnson is trying really hard to stay in power. The chaos erupted when ministers started posting their resignation papers hours after Finance Minister Rishi Sunak and Health Secretary Sajid Javid resigned Tuesday night. The top misters have quit, plunging Johnson's government deep into chaos as it is already struggling with a slew of scandals. In the latest development, it is understood that the senior ministers on Wednesday (July 6) were set to tell Johnson he must quit as prime minister. Without quoting any source, British media reported that apparently, a delegation was awaiting his return from a two-hour grilling by a parliamentary committee to tell him to quit. Despite the chaos, at the parliamentary committee and an earlier question and answer session with MPs in parliament, Boris said he wants to get on with the job. On being asked about the cabinet delegation, Johnson told the committee: "I'm not going to give a running commentary on political events." "We're going to get on with the government of the country. What we need is stable government, loving each other as Conservatives, getting on with our priorities, that is what we need to do," he added. 'Bye, Boris' Although he says he won't quit, but politicians across the political spectrum have expressed that they are unhappy with Johnson's leadership skills. During PMQs, the live stream was cut off short of time when MPs decided to shout "Bye Boris!" after the end of recently resigned Javid's speech. Cries of "bye, Boris" echoed around the chamber. Most Tories were conspicuously silent when Johnson attacked the Labour opposition at PMQs. Some shook their heads. Watch the video here × Johnson only narrowly survived a no-confidence vote among Conservative MPs a month ago, which ordinarily would mean he could not be challenged again for another year. But the influential "1922 Committee" of non-ministerial Tory MPs is reportedly seeking to change the rules, with its executive committee meeting later Wednesday. What happens next, only time will tell. WATCH WION LIVE HERE You can now write for wionews.com and be a part of the community. Share your stories and opinions with us here.

UK PM Boris Johnson on Thursday (July 27) stepped down from the post of leader of the Conservative Party. A hunt has begun for a new leader from within the party who will become the next prime minister. Prior to his resignation, Johnson government faced a flurry of resignations. His own colleagues in the Conservative Party have been against him. He is not the first Conservative leader to be toppled by his own party. Some of previous British prime ministers have suffered this fate too.

Margaret Thatcher

Margaret Thatcher was Britain's longest-serving prime minister of the 20th century. She was forced to step down in 1990 after a cabinet revolt. She had narrowly won first round of leadership ballot but later accepted that her position had become untenable.

Although she had won a third term by a landslide in 1987, her introduction of a universal "poll tax" payable by every adult regardless of income was met with violent opposition.

She also faced deep opposition within her cabinet for staunchly fighting having closer ties with Europe.

John Major emerged as the new PM after voting among the Tories.

Iain Duncan Smith

Duncan Smith, one of a cabal of right-wing eurosceptics dubbed "bastards" by Major, won the Conservative leadership in 2001, replacing William Hague after the party suffered another election defeat to Labour.

His surprise ascent was helped by Thatcher and her loyalists in parliament.&nbsp;

But the self-styled "quiet man" of UK politics struggled to hold his own against Labour's charismatic prime minister, Tony Blair.

By October 2003, the parliamentary party was despairing of Duncan Smith's inability to make any headway against Blair, despite huge public opposition to Britain's involvement in the war in Iraq.

He lost&nbsp;confidence vote.

Theresa May

Theresa May came to power after resignation of UK PM David Cameron folowing the shock referendum to leave European Union. May began negotiating Brexit terms but her attempts for "soft" Brexit were shot down by hardline Brexiteers within the Conservative party.

May called a snap general election in June 2017. It proved a disastrous bet.&nbsp;

She survived a confidence vote called by Conservative rebels in December 2018.&nbsp;

But after her Brexit deal was rejected in the House of Commons for a fourth time, including by dozens of Conservative rebels, her leadership was mortally weakened.

Johnson not first to be toppled by own party, these ex-PMs faced same fate

British PM Boris Johnson has resigned as leader of Conservative party. Take a look at the Timeline of scandals under Boris Johnson's government.

UK: Timeline of scandals faced by Boris Johnson's government

UK PM Boris Johnson resigns from Conservative Party leadership. Johnson, 58, announced that he would step down after a slew of resignations this week from his top team in protest at his leadership but would stay on as prime minister until a replacement is found. Boris Johnson took power three years ago but his tenure was marked by scandals within his own party. Recently, he survived a no-confidence motion from his own party colleagues. The 'partygate' or the alcohol-fuelled parties at his official residence when most of Britain was in strict lockdown hounded his government. Johnson had to repeatedly apologise in the parliament when the news hit headlines. Just a few days ago the image of his government took more beating as Conservative Party deputy chief whip Chris Pincher was accused of groping men. An exodus from his ministers followed.

Timetable to select the new leader of the Tory party will be announced next week, said Johnson during his press address.

As per reports by the BBC and other media outlets, Conservative Party leadership election will take place over the summer. Successor to Boris Johnson is likely to be announced in the party's annual conference due to take place in early October

Johnson&nbsp;said he was "sad... to be giving up the best job in the world" and justified fighting on in the final hours to deliver the mandate he won in a general election in December 2019.

In the frenzied hours building up to Johnson's announcement, opposition Labour leader Keir Starmer had welcomed his impending departure.

But Starmer said "a proper change of government" was needed and demanded a no-confidence vote in parliament, potentially triggering a general election, rather than Johnson "clinging on for months and months".

The 'partygate' or the alcohol-fuelled parties at Downing Street right when country was under strict lockdown saw him apologise to the parliament number of times.

With Johnson stepping down, speculations are on as to who would succeed him as the leader of the ruling party and UK's next PM. Here are the contenders widely held to have good shot at the top post.

Rishi Sunak

Rishi Sunak was UK's first Hindu chancellor of the exchequer. He quit on Tuesday citing many scandals within the government. He has been favourite to succeed Johnson but his prospects are dented by questions over his private wealth and family's tax arrangements.

Sunak, 42, has a high profile on social media, and won plaudits for shoring up the economy during the pandemic.&nbsp;

His resignation from the Johnson government has again made him a favourite.

Jeremy Hunt

Jeremy Hunt (55), former foreign and health secretary lost leadership contest to Boris Johnson in 2019.

Hunt sent a thinly veiled campaign message for a new leadership bid last month, arguing that under Johnson "we are no longer trusted by the electorate" and "we are set to lose the next general election".&nbsp;

But the fluent Japanese speaker lacks Johnson's charisma. His pre-pandemic record as health secretary was recently savaged by a Johnson ally.

Liz Truss

Foreign Secretary Liz Truss, 46, commands popularity among her Conservative Party colleagues. She is liked for her outspokenness and willingness to go on the political attack.

But that has also stoked questions about her judgement, for instance when in February she encouraged Britons to fight in Ukraine. Critics say her leadership posturing is too overt.

Sajid Javid

Javid, former health secretary in Johnson's government was another high-profile name besides Rishi Sunak to quit on Tuesday. He previously resigned as finance minister in 2020

Like Sunak, he also faces questions about his personal wealth and tax affairs.

Ben Wallace

The defence secretary, 52, is considered to be straight talking and has a competent image. He recently topped &nbsp;polls of Tory grassroots' preferred next leader due to his role in the Ukraine crisis. He is a former army officer.

Nadhim Zahawi

Zahawi has been newly appointed as finance minister. He was previously praised for overseeing UK's pandemic vaccines rollout.

Zahawi is a former refugee from Iraq who came to Britain as a child speaking no English. Before entering politics, he co-founded the prominent polling company YouGov.

Tom Tugendhat

The former army officer, 49, is a prominent backbencher who chairs parliament's influential Foreign Affairs Committee.

Tugendhat has indicated he will stand in any leadership contest but there is no love lost between him and Johnson loyalists.

A hawk on China, he has been critical of the government's handling of the troop withdrawal from Afghanistan.&nbsp;

Penny Mordaunt

Mordaunt, 49, is the first woman to have been UK defence secretary and is currently a junior trade minister.

The Royal navy reservist is seen as likely to run but considered a long shot.

A strong Brexit supporter and key figure in the 2016 "Leave" campaign, she has been tipped as a potential unity candidate who could draw support from the Conservative party's warring factions.

Dominic Raab

<img alt="Raab" data-entity-type="file" data-entity-uuid="713b8605-7003-45a5-bacc-1c56249f9fe6" src="//cdn.wionews.com/sites/default/files/inline-images/000_32DU4WJ.jpg" />

Deputy prime minister and justice secretary Dominic Raab, 48, led the country when Johnson was in intensive care in hospital with Covid-19 in 2020.

The former lawyer and karate black belt is seen as a reliable ally.

But his move to justice from the post of foreign secretary was seen as a demotion after he initially failed to cut short a holiday as the Afghan capital Kabul fell to the Taliban.

What happens when Boris Johnson quits as a Tory leader?

As per reports, Johnson plans to quit party leadership but plans to stay on as prime minister till autumn till his party colleagues choose a new leader. If this happens, Johnson will patch together an interim cabinet. As per laws in the UK, post of prime minister cannot remain vacant at any time. As Johnson continues in the prime ministerial office. Conservative Party will begin to search for a new leader from within their ranks.&nbsp;

How long will it take to choose the successor of Boris Johnson?

The process of electing a new Conservative Party leader would take weeks or even months during which Johnson will continue to remain in office as UK PM.

How will Conservative Party choose a new leader?

There is prescribed process for the election of the new leader.

At the start of the process, MPs from the Conservative Party who are willing to become the next leader will forward their names. Each candidate needs a backing from 8 fellow MPs from the party in order to enter the fray.

In the first round of voting within the Conservative Party, MPs vote for the candidate of their choice. Those candidate who get less than 18 votes are eliminated.

In the second round of voting, the MPs vote again, this time, candidates getting less than 36 votes are eliminated. If all candidates exceed the 36 vote-mark, candidate with least votes is eliminated.

This process continues until two candidates are left in the fray.

To select the winner, a wider postal vote of the Conservative Party is carried out. The candidate with most votes wins.

Will there be an election after Johnson's announcement?

Under law, a British PM can call for an election at any time. Johnson has threatened that he will call for an election if his party forces him to leave the office.

However, it will be unusual for him to call elections without his party's backing. In such a case there will be stiff resistance from within the party for fresh elections.

Under Lascelles principle, a constitutional mechanism in the UK, Queen Elizabeth can refuse prime minister's request for an election.

UK Prime Minister Boris Johnson sacks Michael Gove amid leadership crisis

UK’s embattled Prime Minister Boris Johnson will most likely resign as the Conservative leader today (Thursday), BBC has reported. It comes amid a flurry of resignations and sackings of Cabinet ministers. So far, at least 50 ministers have stepped down.

Johnson will continue to serve as prime minister until the autumn to allow a new leadership contest to take place.

A No 10 spokesman told BBC, "The prime minister will make a statement to the country today."

Johnson spoke to Sir Graham Brady, chairman of the Conservative 1922 Committee, to inform him of his decision, a source told the BBC.

"The Prime Minister has spoken to Graham Brady and agreed to stand down in time for a new leader to be in place by the conference in October," the source added.

The chain of resignations began on Tuesday with Chancellor of Exchequer Rishi Sunak and Health Secretary Sajid Javid. On Thursday, UK Education Minister Michelle Donelan resigned two days after in the office.

Reacting to the move, Conservative MP Tobias Ellwood said he's "glad he recognised the damage that was being done not just to the party brand but also our international stock.”

In an interview to Today Programme, Ellwood adds that the party now has a "massive amount of regrouping to do"

The wave of resignations was triggered over revelations about the prime minister's handling of sexual misconduct allegations against former Deputy Chief Whip Chris Pincher

It was revealed that Johnson knew about sexual misconduct allegations against Pincher, a Conservative lawmaker, before the latter was promoted to a senior position .

Last week, Pincher resigned as deputy chief whip after complaints he groped two men at a private club. That triggered a series of reports about past allegations leveled against Pincher — and shifting explanations from the government about what Johnson knew when he tapped him for a senior job enforcing party discipline.

UK Prime Minister Boris Johnson to resign as Conservative leader : Report

British Prime Minister Boris Johnson is desperately clinging to power, gravely wounded by the resignation of ministers over the Pincher scandal. So is this the end of the road for the UK Prime Minister? Molly Gambhir tells you.

WION Fineprint | Boris Johnson vows to stay in office as ministers resign

Nadhim Zahawi will replace Rishi Sunak as the new British finance minister after the latter tendered his resigning on Tuesday. Sunak and Education Minister Sajid Javid both decided to step down from their roles following the controversy over Boris Johnson’s involvement in the row surrounding Tory MP Chris Pincher.

Zahawi has previously served in various roles for the government and after his run as the vaccines minister, he was promoted to education secretary in Boris Johnson's last reshuffle.

Steve Barclay, who was previously the chief of staff for Downing Street, was appointed the new Health Secretary. In his resignation letter, Sunak wrote that "the public rightly expect government to be conducted properly, competently and seriously", adding: "I believe these standards are worth fighting for and that is why I am resigning."

The resignations came as a huge blow to Prime Minister Boris Johnson as they made it clear that they have lost faith in him over the appointment of Pincher to the role of deputy chief whip.

Pincher had to quit his job last week after claims that he groped two men at a private members' club came to light and reports suggested that Johnson knew about the incident from 2019.

Johnson came out to say that he should have sacked Pincher back in 2019 but the apology was not accepted by the party members, and it resulted in the two massive resignations.

Javid, in his resignation letter, also said that "expect integrity from their government" but voters now believed Mr Johnson's administration was neither competent nor "acting in the national interest".
