A 53-year-old Black man, who was recently released after serving 16 years in prison on a wrongful conviction, was shot dead by a police officer in Georgia, US.

The incident happened on Monday (Oct 17) around 7:30 am (local time) over a traffic stop when the victim, Leonard Allan Cure, was on his way to visit his mother.

A Georgia sheriff’s deputy pulled Cure along Interstate 95, north of the Florida line.

Police said that Cure was found speeding at more than 90 mph (145 kph), and faced arrest for reckless driving.

As per the officer’s request, Cure got out of his car and he initially "complied with the officer's commands until learning he was under arrest," the Georgia Bureau of Investigation (GBI) said in a statement.

<h2>Altercation ensued between Cure and cop&nbsp;</h2>

A preliminary probe done by the agency found that an altercation ensued during which Cure was stunned with a Taser.

Cure then retaliated by assaulting the officer, who stunned him again. The deputy then used a baton to try to subdue the 53-year-old before firing his weapon, the GBI said.

The police officer has been put under administrative leave and a probe has been initiated, Larry Bruce, the public information officer for the Camden County Sheriff's Office, said.

The probe agency would also use the video recorded by the deputy’s body camera and patrol car dash camera along with the officer’s statement, said Stacy Carson, the GBI agent leading the shooting investigation, AP news agency reported.

<h2>Case of misunderstanding?</h2>

Seth Miller, executive director of the Innocence Project of Florida who helped Cure get freedom, lamented the death, saying that the officer should have taken into account Cure’s “overarching fear that at any moment the cops are going to come” and “take them back to jail or prison”.

“That’s the context that people need to understand when they view any situation like this: You have a perfectly wonderful person who has a wrongful incarceration in their past and how that might contribute,” Miller said. “It is a tragedy all around.”

“Circleville Police Officer Ryan Speakman’s actions during the review of his canine apprehension of suspect Jadarrius Rose on July 4 show that Officer Speakman did not meet the standards and expectations we hold for our police officers,” said the police department in a statement. “Officer Speakman has been terminated from the department, effective immediately," he added.&nbsp;

On July 24, 23-year-old Rose was attacked and bitten by the police dog after a long vehicle pursuit that started as officers tried to stop a commercial semi-truck, which police claimed did not stop for an inspection, according to the highway patrol case report and video footage shared by the agency.

On Monday, Mayor Don McIlroy identified the Circleville officer who released the dog to attack the man as Speakman and informed CNN that the officer has been placed on paid administrative leave.

The investigation of the police department into the incident consisted of a significant note by a review board that determined the agency’s “policy for the use of canines was followed in the apprehension and arrest” of Rose, according to a statement from the agency.

“It’s important to understand that the Review Board is charged only with determining whether an employee’s actions in the use of force incident were within department policies and procedures. The Review Board does not have the authority to recommend discipline," the statement added.&nbsp;

<h2>Canines sent to training facility for evaluation</h2>

Pennsylvania-based facility Shallow Creek Kennels, which provided training to the K-9 involved in the incident, said that their protocols and training were followed, further emphasising that all the canines were sent by the Circleville police to the training facility for annual training and evaluation.

The protocols “are standard for service dogs” at Shallow Creek Kennels, which are used by the US military, Customs and Border Protection, Bureau of Alcohol, Tobacco, Firearms and Explosives and also the police departments across Canada and the US, as per the statement.&nbsp;

In a statement, the Ohio Patrolmen’s Benevolent Association on Wednesday said that a grievance was filed by it on behalf of Speakman, claiming that he was fired without just cause.

The department was asked by the union to rescind the termination; reimburse the officer for “all lost wages, seniority and benefits lost” which resulted from firing; erase the employee record of his termination history; “and/or any further relief necessary to make the grievance whole.”

A police officer released his K-9 dog to attack an unarmed Black man, who had surrendered with his hands up, even though repeated appeals were made to officers by an Ohio State Trooper not to do so.

The incident on July 4 took place after a lengthy pursuit of a commercial semi-truck by the police officers which did not stop for an inspection, according to a video shared by the Ohio State Highway Patrol. &nbsp;

CNN reported citing a redacted Ohio State Highway Patrol case report the suspect's vehicle was moving west on US 35 in Jackson County. He was asked to stop by the police inspector because “the vehicle was missing a left rear mud flap."&nbsp;

The inspector turned on the lights of his marked patrol vehicle and the “suspect vehicle continued west on US 35 and made eye contact” with the inspector, as per the report.&nbsp;

When asked to stop, the vehicle’s 23-year-old driver Jadarrius Rose continued to drive and the police inspector had to ask for a marked patrol unit to assist, as per the case report.

<h2>Man screams “get the dog off of me…please"</h2>

Initially in the video, the authorities are seen pursuing a semi-truck which appeared to “slow down to a roll” to stop. When the semi-truck stopped, a police officer was seen getting out of the vehicle while pointing a weapon toward the semi-truck and asking the &nbsp;driver to “get out of the truck.”

Eventually, the semi-truck was stopped by the driver, who was immediately surrounded by several police cars and officers once he got down as per the video. Following an attempted traffic stop and vehicle pursuit by Akron police, Walker, a 25-year-old black male, died of blood loss from bullet wounds. This incident sparked nationwide demonstrations for racial justice and police accountability.

Dr. Lisa Kohler, the Summit County medical examiner, said it was impossible for her office to say which bullet killed Walker or the number of shots that were fired.

Walker "had several very devastating injuries that would cause death," including injuries to his heart, lungs, and arteries, Kohler said. She tallied 41 entry wounds and five wounds from bullets that grazed Walker.

Walker reportedly had 17 gunshot wounds to the pelvis and higher legs; 15 to the torso; 8 to the arms, 5 to the lower legs, and 1 to the face, according to Kohler.

Walker "presented a fatal threat" to the responding officers, according to an Akron Police Department statement posted on Facebook following the incident. The responding officers initially assumed Walker had fired at the police car, but he was unarmed when he was shot.

According to police, EMS was contacted right away, and they declared Walker deceased at the scene.

Walker, who was wearing a ski mask, is shown in body camera footage of the cops shooting into the parking lot after jumping out of his moving car's front passenger door. What the investigators claim was a threatening gesture made by Walker before he was shot is not clearly visible in the hazy video. According to the New York Times, Walker, who attended Akron public schools, had never been arrested. Before his death, he was employed by DoorDash as a driver.

US city to pay $3.2 million in police killing of Daunte Wright

A prosecutor in Michigan said that a white police officer was charged with second-degree murder for fatally shooting a Black man during a traffic stop two months ago. The incident took place in Grand Rapids.

Christopher Becker, Kent County prosecuting attorney, announced the decision to charge Chritopher Schurr (policeman) with murder during a news conference. Schurr is charged with murder of Patrick Lyoya, a 26-year-old Congolese refugee.

Lyoya's family has protested against his killing which was recorded in the body camera Schurr was wearing. Lyoya's killing also sparked protests by activists who condemned the shooting as an example of unjustified deadly force by police against young Black men.

"We have a duty to enforce the law, be it on the police or the public," Becker, the Kent County prosecuting attorney, told reporters.

Prominent civil rights attorney Ben Crump welcomed the decision to charge Schurr with second-degree murder.&nbsp;

"While the road to justice for Patrick and his family has just begun, this decision is a crucial step in the right direction," Crump said. He was quoted by AFP.

"Officer Schurr must be held accountable for his decision to pursue an unarmed Patrick, ultimately shooting him in the back of the head and killing him -- for nothing more than a traffic stop."

US civil rights leader Al Sharpton spoke at the funeral in April of Lyoya, whose family came to the United States in 2014 from the Democratic Republic of Congo.&nbsp;

The victim, Genivaldo de Jesus Santos, died of asphhyxiation, media reports said. In the clip, the victim can be seen brutally tortured by the officers of Brazil's Federal Highway Police. The cops put him in the trunk of a smoke-filled SUV. The smoke appears to be of tear gas. &nbsp;&nbsp;

The incident happened at the police stop in Umbauba in the northeastern state of Sergipe. In the clip, the man can also be heard screaming. The victim, whose legs can be seen sticking out of the SUV during the ordeal, kick for some time. They eventually stop moving. In the incident, the officers seem to be undisturbed by the onlookers surrounding them.

A Black paraplegic man from Ohio filed a complaint with the NAACP after body camera video showed police officers pulling him out of his car after he refused officers' orders during a traffic stop late last month.

A body-cam video released by Louisiana authorities showed a Black man&nbsp;being tased, dragged, choked and beaten. The man&nbsp;later died and the authorities initially said the cause of death was a car crash during a police chace.

The incident took place on May 10, 2019 when police in northern Louisiana tried to stop a car driven by Ronald Greene, a 49-year-old barber, for what they said was an unspecified traffic violation.

Greene's relatives have been reported to have said that police initially told them that he died on impact when, during a chase, his car crashed into a tree.&nbsp;

But a written police report later said Greene survived the crash and struggled with troopers trying to arrest him. It said he died en route to a hospital.

Only later did Louisiana state police acknowledge that they had used force during the arrest, which they said was justified.&nbsp;

But the body-camera (body-cam) footage acquired by Associated Press and released by authorities late on May 22 shows a horrific scuffle.

The newly-released bodycam footage shows a high-speed chase and Louisiana state troopers punching&nbsp;Greene when he was already in handcuffs.

He was also dragged across the ground by shackled feet, and stunned with tasers as he cried, "I'm scared."

Greene, of West Monroe, Louisiana, led police on a high-speed chase after midnight of May 10, 2019, and crashed his car before being taken into custody, police said. He died in an ambulance on the way to a hospital.

An autopsy showed that Greene had alcohol and cocaine in his system, suffered multiple injuries from the crash, as well as injuries from a physical struggle. The manner of death was not listed.

Earlier this week, the case quickly became another national touchstone of alleged police abuse after the unauthorised release of police video by the Associated Press.

In response to that release, Colonel Lamar Davis, the superintendent of the Louisiana State Police held a late night press conference and said the department is releasing all the police bodycam video to add context to what has already been public.

Of the troopers involved, DaKota DeMoss was notified that the department intends to fire him and remains on leave pending another excessive use of force case, police said.

Master Trooper Chris Hollingsworth was also notified of the department's intent to dismiss him, but died hours later in a fatal car crash in 2020, police said.

Another trooper, Kory York, served a 50-hour suspension and is back on active duty.

The case is also the subject of a federal civil rights investigation.

At that point, Officer Adam Coy shot the man, Andre Maurice Hill, 47, who died later at a hospital.

In Tuesday's shooting, police said Hill had been visiting someone at the house where he was spotted, and that no weapon was found at the scene.

Although neither officer activated body cameras until just after the shooting, police said it was captured on video, but not audio, because of a 60-second "look-back" function.

Columbus police Chief Thomas Quinlan said he relieved Coy, a 19-year veteran, requiring him to turn in his badge and gun, pending the outcome of an internal review and an investigation by state authorities.

State Attorney General Dave Yost issued a statement on Wednesday promising "a complete, independent and expert investigation," and asked anyone with information about the case to contact his office.

Earlier, hundreds of protesters demonstrated peacefully in downtown Columbus on December 11 after a Franklin County sheriff's deputy shot and killed Casey Christopher Goodson, 23, outside his home on December 4.

Federal authorities have launched an investigation into Goodson's killing.

Second Black man shot dead by police in Ohio city

Four policemen were detained by French authorities on Friday after they were suspected of beating and racially abusing a black music producer in Paris. French President Emmanuel Macron said that the video of the incident "shames us" and called on the police to set high standards.

Video carried by the Loopsider website shows how music producer Michel Zecler was repeatedly beaten by officers for several minutes and subjected to racial abuse as he tried to enter his music studio Saturday evening.

Celebrities including football World Cup winners Kylian Mbappe and Antoine Griezmann condemned the beating, while French star singer Aya Nakamura said she wished the producer strength, adding "thank you to those who filmed".

A presidential official said Friday that Macron, too, was "very shocked" by the images which have sparked fresh accusations of systemic racism in the French police force.

'Hit him so hard'

"They called me 'dirty nigger' several times to my face while they punched me," Zecler told reporters outside police headquarters where he lodged a formal complaint.

In one of the videos on Loopsider a neighbour who filmed the scene from above said a plainclothes policeman punched a kneeling Zecler in the face "maybe seven times".

The policeman "hit him so hard that his hand hurt", the witness said.

The incident has raised questions over the future of Paris police chief Didier Lallement, already in the spotlight after the controversial forced removal of a migrant camp in Paris earlier in the week.

It also put the government on the backfoot as it tries to push through new security legislation that would restrict the right of the media to publish the faces of police officers.

Interior Minister Gerald Darmanin, who is in charge of the police forces, told French television that the officers had tarnished the reputation of France's security forces.

'Racist motive'

The four officers, all men, were detained for questioning on Friday, a source close to the case told AFP.

The officers, who had already been suspended from duty, were being held at the National Police Inspectorate General (IGPN), and prosecutors opened an investigation into violence by a person in authority and false testimony, the source said.

Three of the four were being questioned on suspicion of "violence with a racist motive" committed intentionally in a group, prosecutors said. The fourth is being questioned on suspicion of using violence but is not accused of racism.

Zecler was initially himself detained for causing violence, but prosecutors threw out that probe and began investigating the officers instead.

"Nausea," said the front page headline in the leftist Liberation daily over a close-up picture of Zecler's swollen and bloodied face.

"The new video of a rare ferocity... adds to a problem fed over the last months by a succession of blunders and a tendency to revert to authoritarian tendencies," it said.

'Unbearable'

The death in US police custody of George Floyd in May and the Black Lives Matter movement have reverberated in France where allegations of brutality against police officers are commonplace, particularly in poor and ethnically diverse urban areas.

"The French police has a structural problem with violence committed against visible minorities," Fabien Jobard, a sociologist, told AFP.

"Unbearable video, unacceptable violence," Mbappe wrote on Twitter next to a picture of the injured producer. "Say no to racism."

The outcry comes after the lower house of parliament on Tuesday evening approved a security bill which would restrict the publication of photos or videos of police officers' faces.

Media unions say it could give police a green light to prevent journalists -- and social media users -- from &nbsp;documenting abuses.

A protest against the draft law, which has yet to pass a Senate vote, has been called for Saturday in Paris.

In a sign that the government could be preparing to backtrack, Prime Minister Jean Castex announced that he would appoint a commission to redraft Article 24 of the law that would restrict the publication of images of the police.&nbsp;

Macron swept to power in 2017 as a centrist who rallied support from across the political spectrum. But critics and even some supporters accuse him of tilting to the right as he seeks re-election in 2022.

"Already accused of attacking public freedoms through the security bill... the executive faces an accumulation of cases of violence and police abuse, the images of which have disturbed even the ruling party," said Le Monde daily.

One photo in particular quickly went viral on social media and sparked anger and indignation at the degrading treatment of the detained man.&nbsp;

In a suit filed on October 7, Neely called his treatment by police "extreme and outrageous."

"Neely felt as though he was put on display as slaves once were," the lawsuit said, saying the plaintiff suffered humiliation and fear through the police officers' actions.

Neely is seeking $1 million in compensation.

"What happened to Donald was simply wrong," his lawyer, Julie Ketterman, told AFP. "He wants to do what he can to make sure this doesn't happen to anyone else."&nbsp;

"Donald wants people to know that this lawsuit isn't just about money," she said. "It's about what is right and wrong for all people -- whether they are black or white or whether they suffer from mental illness or whether they are homeless or not."

At the time of his detention, Neely -- who suffers from mental health issues -- was homeless. He was found asleep on the forecourt of a building by the two officers from the mounted patrol unit.&nbsp;

Local media reported at the time that he had been charged with trespassing on several previous occasions.

The Galveston police chief, Vernon Hale, who is himself Black, said that the technique deployed by the mounted police was one that was taught to officers, but that he had decided to discontinue its use.

He apologized to Neely and said he should have been transported in a police vehicle, but that none were available at the time.

Protests were planned for New York Thursday over the death of a black man who police hooded and forced face down on the road, according to video footage that prompted a probe from the state's attorney general.

Demonstrators will gather in New York City's Times Square to demand justice for Daniel Prude, whose family said he died on March 30 after being removed from life support, seven days after the police encounter in the city of Rochester.

The 41-year-old's family along with activists made his death public on Wednesday, after receiving body cam footage through an open records request.

The revelation -- the latest in a spate of police killings of black people in the United States -- triggered fresh outrage three months after mass demonstrations gripped the United States over the police killing of George Floyd.

Prude's family have called for legal action against the officers involved, who are still on the force. Letitia James, New York state's top prosecutor, said an investigation was underway.

Prude's brother told journalists he had called police on March 23 as Daniel suffered a mental health episode.

"I placed a phone call for my brother to get help, not to get lynched," Joe Prude said outside Rochester's City Hall Wednesday.

"How many brothers&nbsp;have to die for society to understand this has to stop?"

When officers arrived Prude was unarmed and naked in the road, according to the video.

Police ordered an initially compliant Prude to get on the ground, but after being handcuffed he became increasingly agitated.

Officers then put a "spit hood" on him and forced his head to the ground. Moments later he lost consciousness.

An emergency medical technician tried to resuscitate him before he was taken to hospital. He died a week later when life support was switched off.

According to the Rochester Democrat and Chronicle, an autopsy called the death a homicide caused by "complications of asphyxia in the setting of physical restraint."

The report also noted a low level of the drug PCP in Prude's blood, listing it as a complication.

"He&nbsp;was treated inhumanely and without dignity," community organizer Ashley Gantt said.

"These officers killed someone and are still patrolling in our community."

On Wednesday some 100 protestors gathered in Rochester, a city home to approximately 200,000 people in western New York state to protest Prude's death.

At a separate news conference Rochester police chief La'Ron Singletary acknowledged anger over Prude's death but emphasized that the delay in releasing the video was "not a cover-up."

Officers generally use spit hoods as defense against blood-borne pathogens if someone apprehended spits or bites.

But they've become the subject of several lawsuits in recent years, raising concerns over their safety.

Since the police killing in May of George Floyd in Minneapolis, demonstrations linked to the Black Lives Matter movement have rocked the nation, with many calling for significant police reforms including defunding or abolishment.

Opponents of the movement have also protested, frequently leading to violent clashes and pushing law and order high up the agenda for November's presidential election.

And in the capital city Washington police fatally shot an 18-year-old black man after responding to reports of a man with a gun. In a statement the force there said during a foot pursuit Deon Kay brandished a firearm before an officer shot him.

Body camera footage in that incident is under review and the officers involved have been placed on administrative leave.

Ronnie Long, now 64, was accused of raping a White woman. He walked out of the North Carolina prison on Thursday, and credited his advocates and loved ones for persevering through the long legal battle.

An all-White jury found him guilty of rape and burglary in 1976 and him sentenced to life in prison. His conviction was vacated Thursday after the state of North Carolina filed a motion in federal court seeking to do so.

The evidence, which included semen samples and fingerprints from the crime scene that did not match Long, was deliberately withheld by law enforcement, US Fourth Circuit Court of Appeals Judge Stephanie Thacker said in the filing.

The withholding of evidence meant that Long was already facing an unfair trial, Long's attorney, Jamie Lau said. But the racial dynamics at the time also worked against him.

Long was accused of raping a 54-year old White woman in Concord, North Carolina, on April 25, 1976. She reported that a perpetrator attacked her in her home, assaulted her and fled, according to the court filing.

The case was tried by an all-White jury. Every witness for the prosecution was White, while every witness for the defense was Black, Lau said.

The state's Division of Criminal Investigation is heading a probe into the shooting and said in a statement it will seek to "provide a report of the incident to the prosecutor within 30 days," U.S. media reported.
