The Indian Ministry of External Affairs (MEA) warned on Thursday that India is closely monitoring China's construction of a bridge on the Pangong Tso (lake) in eastern Ladakh, which is in "occupied territory." According to security sources, a broad bridge connecting both sides of the lake is currently under construction, which will significantly reduce the time it takes for the People's Liberation Army (PLA) to move troops and armoured vehicles, while a smaller bridge built earlier this year was intended to support construction of the main one.

Official sources stated the big bridge was just getting started, and the little bridge, which appeared on satellite photographs in January, was not a "permanent bridge" but a bailey bridge to support the main one's development.

"There is this issue of talks as well as the bridge. On the talks part of it, we have been pretty clear, we have been saying the same thing repeatedly, and we have had various rounds of conversations with the Chinese side at different levels diplomatic and military side," Bagchi said.He further said, "We have seen reports on this bridge or a second bridge... we are monitoring the situation. Of course, we always felt it was occupied...Talks on with the Chinese side."The MEA spokesperson also highlighted the talks between India and China at different levels, including during the visit of Chinese Foreign Minister Wang Yi in March."

Pangong bridge construction: China building pangong bridge in occupied territory, says India

The flood situation in Assam worsened on Wednesday, with one more person killed in Darrang district, bringing the total number of people killed in the current pre-monsoon floods and landslides in Assam to nine, according to officials. More than 6.62 lakh people have been affected in 27 of the state's 34 districts.

According to Assam State Disaster Management Authority authorities, at least 6,62,385 individuals have been affected, including 1,25,491 children and 2,44,216 women, and roughly 8,260 dwellings have been partially or fully demolished in 1,414 villages across 27 districts.

In the flood-affected districts, over 46,160 hectares of cropland have been flooded, and over 48,304 people have taken refuge in 135 rescue camps.

Cachar, Dima Hasao, Hojai, Nagaon, Charaideo, Darrang, Dhemaji, Dibrugarh, Bajali, Baksa, Biswanath, and Lakhimpur are among the worst-affected districts.

Rain continued to batter the mountainous region in Dima Hasao district on Wednesday, damaging the Lumding-Badarpur single line railway route, which connects Tripura, Mizoram, Manipur, and the southern part of Assam with the rest of the country.

"Out of the 56 affected locations, in around 12 locations, restoration work has been completed, but the work in major affected areas is yet to start due to the inclement weather," an NFR official told IANS from the NFR headquarters in Maligaon.

Officials claimed that the continuous rain, combined with the rough terrain, had a significant impact on the restoration and repair work, which could take several weeks. For the previous five days, this train link has been shut down.

Several Assam ministers are overseeing the rescue and relief activities in flood-ravaged areas, including Health Minister Keshab Mahanta, Water Resources Minister Pijush Hazarika, and Environment and Forest Minister Parimal Suklabaidya.

The Army, Assam Rifles, National Diaspora Response Force, and State Disaster Response Force, as well as district governments, are working around the clock to rescue stranded people and offer help.

Amit Shah spoke with Chief Minister Himanta Biswa Sarma over the phone on Tuesday about the overall flood situation in Assam and assured him of all possible assistance from the central government.

According to Defence Spokesman Lt. Colonel Angom Bobin Singh, two columns of Army and Assam Rifles men from Masimpur Garrison hurried for flood rescue operations in various parts of the district after receiving an urgent request from Cachar's Deputy Commissioner Keerthi Jalli.

Floods in northeast India: 9 dead, over 6,00,000 people hit; landslides in Arunachal Pradesh

The bodies of seven Indian Army personnel who went missing after an avalanche struck near the Line of Actual Control (LAC) in Arunachal Pradesh have been recovered, the army said in a statement on Tuesday.

On February 6, the army personnel from the 19 Jammu and Kashmir Rifles were trapped after the avalanche hit the Kameng Sector.&nbsp;The personnel were part of a patrol team.

The area, located at an altitude of 14,500 feet had been witnessing inclement weather with heavy snowfall for the past few days.

Search and rescue operations, including airlifting specialised teams, had been launched immediately after the avalanche struck the Mummy Head area in the Tawang district where the soldiers were patrolling in sub-zero conditions.

Unfortunately, despite the best efforts of everyone involved, all seven have been confirmed dead, the army said in the statement.

"The area, located at an altitude of 14,500 feet, had been witnessing inclement weather with heavy snowfall since the last few days. The bodies of the soldiers are currently being transferred from the avalanche site to the nearest army medical facility for further formalities," the army said.

President Ram Nath Kovind and Prime Minister Narendra Modi offered their condolences to the bereaved families.

Seven Indian soldiers stuck in Arunachal avalanche found dead; PM, president offer condolences

Amid continued tensions with China along the Line of Actual Control(LAC)&nbsp;in eastern Ladakh, the Indian government told Parliament that China has been building a bridge on Pangong lake which it said was "constructed in areas that have continued to be under the illegal occupation of China since 1962."

"Government of India has never accepted this illegal occupation," India's minister of state for external affairs V Muraleedharan told Parliament on Friday.

"The government has made it clear on several occasions that the Union Territories of Jammu and Kashmir and Ladakh are an integral part of India and we expect other countries to respect India's sovereignty and territorial integrity," the minister added.

"Further, under the so-called China-Pakistan 'Boundary Agreement' signed in 1963, Pakistan illegally ceded 5,180 sq kms&nbsp;of Indian territory in Shaksgam Valley from areas illegally occupied by Pakistan in Union Territory of Ladakh to China," Muraleedharan said, adding, "The fact that the entire Union Territories of Jammu &amp; Kashmir and Ladakh are an integral and inalienable part of India has been clearly conveyed to Pakistani and Chinese authorities several times."

The minister added that India has never recognised the so-called China-Pakistan "Boundary Agreement" of 1963, calling it "illegal" and "invalid".

On reports suggesting China has been renaming some places in India's Arunachal Pradesh state, the minister said it was a "futile exercise" while adding that the state "has always been, is and will always be an integral part of India".

The government told parliament that it intends to improve infrastructure along the border areas to facilitate economic development and is taking necessary steps to ensure India's security interests are protected.

Calling Chinese govt issuing new names for 15 locations in Arunachal Pradesh as a "ridiculous exercise to support untenable territorial claims", MEA spokesperson Arindam Bagchi said, "instead of engaging in such antics China will work constructively with us to resolve the outstanding friction points in areas along the Western Sector of the LAC in India-China border areas."

China has been involved in a military buildup at the Line of Actual Control (LAC) in eastern Ladakh since 2020. That year also saw the Galwan incident in which India lost 20 of its soldiers, while China claimed to have lost only 4 soldiers, a figure which is doubted given the country's non-transparent record.&nbsp;

MEA spokesperson reminded Bejing that, "Arunachal Pradesh has always been and will always remain an inalienable part of India" and calling Tuting as “DouDeng” or River Siyom as “XiYueMu” or even Kibithu as “Daba” &nbsp;won't "alter the fact". &nbsp;

China sees the Indian state as the so-called "South Tibet", and has been in the past indulging in such moves. China had also sought to assign names to places in Arunachal Pradesh in April 2017.

This time, Beijing's provocations started on January 1, 2022, with release of videos of Chinese soldiers unfurling flags in areas purported to be Galwan. Later, security establishment sources released pictures of Indian soldiers in Galwan dismissing the claims.&nbsp;

Last year saw disengagement at areas like Pangong lake, Gogra in eastern Ladakh but tensions remain high as China continues to undertake rapid infrastructural development works on its side of LAC.

Reacting to development of bridge being made at the Pangong lake, spokesperson Arindam Bagchi said, "this bridge is being constructed in areas that have been under illegal occupation by China for around 60 years now" and "India has never accepted such illegal occupation."

India has improved development of border infrastructure significantly. Around 100 bridges, roads, tunnels constructed by Border Road Organisation (BRO) have been inaugurated in 2021. BRO constructed road over Umling La Pass, in Eastern Ladakh, at 19,024 ft above sea level. It is the highest motorable road in the world and was inaugurated virtually by Indian defence minister on December 28, 2021.

Asked about the letter written by Political Counsellor at the Chinese Embassy to Indian MP for attending Tibet event, spokesperson said, "substance, tone and tenor of the letter are inappropriate" and "Chinese side should note that India is a vibrant democracy and Hon’ble MPs, as representatives of the people, undertake activities as per their views and beliefs."

Asserting that its deployments to the LAC were in response to Indian provocation, Beijing has refused to withdraw any forces until India's forces have withdrawn behind the its version of the LAC and ceased infrastructure improvements in the area, it stated.

Chinese state-controlled media forcefully asserted China's intent to refuse any territorial concessions demanded by India.

"PRC (People's Republic of China) officials, through official statements and state media, had also sought unsuccessfully to prevent India from deepening its relationship with the US during and subsequent to the standoff, while accusing India of being a mere 'instrument'&nbsp;of US policy in the region," it stated.

The department also asserted that Chinese officials have warned US officials to not interfere with the their relationship with India.

Elaborating about India and China border dispute in the last 18 months, it stated that despite the ongoing diplomatic and military dialogues to reduce border tensions, the PRC has continued taking incremental and tactical actions to press its claims at the LAC.

The report stated that tensions with India along the LAC sparked an ongoing standoff between Chinese and Indian troops in mid-May 2020, which lasted through the winter.

The standoff escalated on June 15, 2020 after a skirmish ensued in the Galwan Valley in Ladakh between the Indian Army and PLA troops that resulted in casualties on both sides, including the deaths of 20 Indian soldiers.

In February 2021, the Central Military Commission (CMC) announced posthumous awards for four PLA soldiers, "though the total number of PRC casualties remains unknown".

The current standoff between the two nations resulted in the first deaths in the last 45 years.

"We have observed some infrastructure development on the Chinese side," Lieutenant General Manoj Pande told journalists during a rare press tour through the region last month. "That has led to (a higher) number of troops that are now located or placed there."

Gyangbung Rinpoche, the Abbot of the nearly 350-year-old monastery near India's border with China, also said that it is important to counter Beijing's "policy of expansionism" and New Delhi must maintain a strict vigil over the Line of Actual Control (LAC) with that country, in an oblique reference to the eastern Ladakh standoff.

Referring to China's aggressive posturing along the LAC, Rinpoche said though India believes in peace and prosperity, its approach in dealing with such belligerence has to be based on the ground reality.

The head of the second largest monastery in the world after the Potala Palace in Tibet's Lhasa said only the current Dalai Lama and the Tibetan people have the right to decide about the successor to the Tibetan spiritual leader and China has no role to play in the matter.

"The Chinese government does not believe in religion. How can a government that does not believe in religion decide the next Dalai Lama. The succession plan is a matter of religion and faith; it is not a political issue," Rinpoche said.

"China does not have any right to even get involved in the process of choosing the next Dalai Lama. Only the current Dalai Lama and his followers have the right to decide on the issue," he said.

The comments by the Abbot of the monastery that is located in a region claimed by China came amid strain in ties between the two countries following the eastern Ladakh border standoff. India maintains that its state of Arunachal Pradesh is an integral and inalienable part of the country.

Rinpoche said the Tibetan people will never accept any decision on the issue by China and that Beijing's attempt to get involved is part of efforts to "capture" the Tibetan heritage and "hold control" over the Tibetan people.

"It will be difficult for China to win the hearts of the people of Tibet. China is tightly controlling Tibet. The authorities do not even allow people from outside to meet Tibetans. There are so many restrictions. It is important that countries like India support the Tibetans," he said.

The issue of a successor to the 14th Dalai Lama, who has been living in exile in Dharamshala in India since 1959, gained traction as he turned 86 in July. The Dalai Lama is believed to be a living Buddha who is reincarnated after his death.

China has been insisting that the selection of the next Dalai Lama has to be decided within Chinese territory and that it has to have a say in the matter.

The village is reportedly located on the banks of Tsari Chu river in upper Subansiri district, an area along the LAC.&nbsp;The area where the village is built has been long been disputed by both sides.

US-based imaging company Planet Labs has satellite images and claimed that around 100 houses have been built. There was no construction at the particular place in 2019.

The satellite images from November 2020 shows the village constructed in the eastern range of the Himalayas compared with the satellite image from August 2019, the <a href="https://www.wionews.com/photos/india-china-standoff-how-indian-navys-marcos-can-change-the-game-along-pangong-lake-in-eastern-ladakh-346930">Chinese </a>have made substantial gains.

India's external affairs ministry acknowledged the satellite images and said that the Indian government has also stepped up border infrastructure including construction roads and bridges.

The MEA said that India keeps a constant watch on all developments. The ministry added that India is taking all the necessary measures to safeguard its sovereignty and territorial integrity.

Meanwhile, India's ruling party BJP lawmaker from the state of Arunachal Pradesh expressed concerns and spoke about the issue.

"Since the 80s till today, they (China) are occupying this area and construction of villages is not a new thing. They have already constructed military base between Bisa and Maza which is inside McMahon Line, under Indian territory," Tapir Gao, BJP MP from Arunachal Pradesh, said.&nbsp;

The development comes after Indian and Chinese soldiers clashed at <a href="https://www.wionews.com/india-news/sacrifices-of-galwan-bravehearts-wont-go-in-vain-indian-army-chief-naravane-356868">Galwan </a>Valley in June last year in which 20 Indian had died in action, although the PLA had suffered casualties as well, however, China's foreign ministry has refused to divulge figures.

As India and China continue to face off along the Line of Actual Control (LAC), Beijing on Thursday completed the track-laying work for a railway line linking the cities of Lhasa and Nyingchi in Tibet, close to the Indian border in Arunachal Pradesh, official media here reported.

According to the Chinese President Xi Jinping, it would play a key role in safeguarding stability in the border areas.

The Sichuan-Tibet Railway will be the second railway into Tibet after the Qinghai-Tibet Railway.

With a designed speed of 160 km per hour, the 435-km rail line passes through 47 tunnels and 120 bridges, according to its constructor Tibet Railway Construction Co. Ltd.

Construction started in 2014 on the railway connecting Lhasa, the regional capital, and Nyingchi in eastern Tibet.

It is the first electrified railroad in Tibet and is slated to begin operations in June 2021, the Xinhua report said.

So far, a total of 31.2 billion yuan (about USD 4.8 billion) has been invested in the project, according to official data.

With more than 90 per cent of the railway built in areas more than 3,000 metres above sea level, the high altitude and complex geological conditions have posed great challenges to the project, the report said.

In a major setback to the Bihar CM Nitish Kumar, Six of seven legislators of Janata Dal-United (JDU) in Arunachal Pradesh have defected to the BJP. The JDU now has just one MLA in the 60-member Arunachal assembly. Along with an MLA of the People's Party of Arunachal, the BJP now has 48 members.

The lone MLA from the People's Party of Arunachal (PPA), Kardo Nyigyor from Likabali constituency, has also joined the saffron party.

The development comes a day ahead of the announcement of the panchayat and municipal poll results.

The JD(U) MLAs who switched sides are Talem Taboh from Rumgong Assembly Constituency, Hayeng Mangfi (Chayang Tajo), Jikke Tako (Tali), Dorjee Wangdi Kharma (Kalaktang), Dongru Siongju (Bomdila) and Kanggong Taku from Mariyang-Geku constituency, the bulletin said.

On November 26, the JD(U) had issued show-cause notices to Siongju, Kharma and Taku for "anti-party" activities, and suspended them.

The six JD(U) MLAs had earlier elected Talem Taboh as the new Legislature Party leader allegedly without the knowledge of senior party members.

The PPA MLA was also suspended by the regional outfit earlier this month.

"We have accepted their letters conveying the intention to join the party," BJP's Arunachal Pradesh president B R Waghe said.

The JD(U) MLAs who switched sides are Talem Taboh from Rumgong Assembly Constituency, Hayeng Mangfi (Chayang Tajo), Jikke Tako (Tali), Dorjee Wangdi Kharma (Kalaktang), Dongru Siongju (Bomdila) and Kanggong Taku from Mariyang-Geku constituency, the bulletin said. On November 26, the JD(U) had issued show-cause notices to Siongju, Kharma and Taku for "anti-party" activities, and suspended them. The six JD(U) MLAs had earlier elected Talem Taboh as the new Legislature Party leader allegedly without the knowledge of senior party members. The Indian hunters were handed over to Indian authorities by the PLA at Kibitu in Arunachal Pradesh, the defence ministry said.

The Indian Army had approached the PLA on a hotline to trace and return the youths and on September 8, the response on the hotline confirmed that the missing individuals had been found.

The hunters will be quarantined for 14 days according to COVID-19 protocol and will then be handed over to their families.

The five hunters from upper Subansiri district had inadvertently strayed across the LAC. The Army said, "three such incidents have taken place in the current year in Upper Subansiri and West Siang district, including the latest incident."

The Army informed that adventurous people fond of exploring nature for medicinal herbs and possessing traditional flair for hunting which involves surviving off the land for weeks in the jungles and far-flung remote areas stay to the other side of the LAC.

China's People's Liberation Army (PLA) is likely to hand over five youths missing from Arunachal Pradesh to the Indian authorities on Saturday, Union minister Kiren Rijiju said.

The PLA on Tuesday had conveyed that the five youths, who went missing on September 4 from the Sino-Indian border in Upper Subansiri district, were found by them across the border.

"The Chinese PLA has confirmed to the Indian Army to hand over the youths from Arunachal Pradesh to our side.&nbsp; 
The handing over is likely to take place anytime tomorrow i.E. 12th September 2020 at a designated location," Rijiju tweeted on Friday.

It was Rijiju who first broke the news about the PLA's confirmation that the youths were found on the Chinese side of the Sino-Indian border.

Rijiju, the Union sports minister, hails from Arunachal Pradesh.

The incident came to light when two members from the group of youths, who went hunting in the jungle, returned home and informed the families of the five that they were whisked away by the Chinese troops from Sera-7, an Army patrol zone located about 12 km further north of Nacho.

Nacho is the last administrative circle along the McMahon line and is around 120 km from the district headquarters Daporijo.

Those who were allegedly kidnapped by the Chinese Army were identified as Toch Singkam, Prasat Ringling, Dongtu Ebiya, Tanu Baker and Ngaru Diri.

On Monday, China brushed off concerns over the whereabouts of the five youths and needled India, saying it has never recognised Arunachal Pradesh which it claims is part of south Tibet.

"China's position on the east sector of the China-India boundary, or Zangnan (the southern part of China's Xizang (Tibet) ), is consistent and clear," Chinese foreign ministry spokesperson Zhao Lijian told a media briefing in Beijing, adding the Chinese government has never recognized the so-called "Arunachal Pradesh".

"I'm not aware of the situation you mentioned," the spokesperson said when asked about any updates about the missing Indian nationals.

The development comes at a time when the Indian Army has enhanced its deployment along the 3,400 km-long Line of Actual Control (LAC) in view of the tense border row between India and China in eastern Ladakh.

In March, a 21-year-old man was abducted by the PLA from Asapila sector near the McMahon line.

While his two friends managed to escape, Togley Sinkam was taken away at gunpoint, his family had said.

After 19 days in captivity, the youth was released by the Chinese Army.?

On September 2, the Indian Army provided food, warm clothes and medical assistance to three Chinese citizens who had lost their way in sub-zero temperatures at an altitude of 17,500 feet in a border area in North Sikkim.

The Indian Army personnel deployed in the area also guided the Chinese citizens, including a woman, to return to the Chinese side and reach their destination.&nbsp;
