The Chinese Army confirmed that the missing Indian youths from Arunachal Pradesh were found inside their territory.

"Further modalities to handover them to our authority being worked out," India's minister added.

The Indian Army had earlier taken up the case of the missing youths from Upper Subansiri district of Arunachal Pradesh who had disappeared with some reports calling it an "abduction" by Chinese troops.

The Arunachal Pradesh government had said on Saturday that the local police had launched a probe into the matter.&nbsp;

The development comes amid heightened tensions between India and <a href="https://www.wionews.com/india-news/amid-row-army-hands-over-13-yaks-4-calves-to-china-as-humane-gesture-325888">China </a>along the Line of Actual Control(LAC) with China accusing Indian troops of crossing the border on the southern bank of Pangong Lake which was rejected by the Indian side.

India said, "at no stage has the Indian Army transgressed across the LAC or resorted to using any aggressive means, including firing."

Inspired by a doctor from&nbsp;San Diego, a group of doctors in Arunachal Pradesh pasted pictures of them smiling on the top of their white PPE suits, that the medics have to wear while treating the coronavirus patients.

Devansh Yadav, a former doctor at AIIMS Delhi, and the current DC of the district, tweeted about the group of doctors, "Our #covidwarriors at Covid care centers in #changlang,&nbsp;bring human touch to patient care by displaying their photographs in front of PPEs!!"

He also encouraged other COVID centres to follow the idea.

Arunachal Pradesh Governor Brig (Retd) B D Mishra Monday emphasized on strengthening the coordination between the border state and the Indian Army to reinforce the sense of security among the people and the territorial integrity of the country.

Mishra, who chaired a coordination meeting of the state government and the Army at the Raj Bhawan here, advised regular meetings between the two sides at various levels, a communiqu informed here. The general security arrangements on the entire Indo-China border opposite were also reviewed during the meeting.

Lt General Anil Chauhan GoC Eastern Command and Lt General Shantanu Dayal GoC 4 Corps along with Army officials were present in the meeting in which various security and border infrastructure related issues were discussed. Chauhan apprised the governor of action taken by the Army in coordination with other agencies for maintaining peace and security in the state, the communique said.

Chief Minister Pema Khandu, Legislative Assembly Speaker P D Sona, Chief Secretary Naresh Kumar, DGP R P Upadhyaya and Lok Sabha MP Tapir Gao also attended the meeting, it said.

The Army Commander assured the governor and the chief minister of assistance by the Army whenever required. Mishra suggested the general officers commanding of the Eastern Command and 4 Corps to enhance the socio-economic activities of the people of the state, it added.

In a separate meeting with Khandu at the Raj Bhawan, the governor discussed the administrative issues and deliberated on removing the hurdles and bottlenecks in the implementation of welfare projects. Issues related to border area development, farmers, agriculture and allied sectors were also discussed in the meeting, the communique added.

Defence Minister Rajnath Singh on Friday called for bolstering the border infrastructure, saying that national security is the topmost priority of the Government.

He was inaugurating the Sisseri River bridge at Lower Dibang Valley in Arunachal Pradesh.&nbsp;

The 200-metre long bridge between Jonai-Pasighat-Ranaghat-Roing road will provide connectivity between Dibang Valley and Siang to meet the long-pending demand of the people of Arunachal Pradesh as it would cut down the travel time from Pasighat to Roing by about five hours.

"The government has adopted the Border Area Development Programme (BADP) in its plan keeping in view the security of the people residing in the border areas. Infrastructural up-gradation is necessary for the security of the North-East and the entire country," said Singh.&nbsp;

Singh further stated that Prime Minister Narendra Modi took the decision to stay out of the Regional Comprehensive Economic Partnership (RCEP), keeping in mind the economic interests of the country, especially the North-East.

"You must have seen that during the ASEAN summit in Bangkok recently, our PM took a very important decision that India will not be a part of RCEP. Farmers, labourers, factories and industries would have got affected had India joined the RCEP. This is a big decision," he said.

The Union Minister added that the government`s focus on the Act East Policy would open new doors of rapid infrastructural development in the North-East, especially Arunachal Pradesh.

He expressed confidence that just as the Sisseri River bridge would help the development of Lower Dibang Valley and East Siang, the strong infrastructure in Arunachal Pradesh would also act as a bridge between India and South-East Asian countries.

The Sisseri River bridge provides connectivity to Tinsukia via Dhola-Sadia bridge. It was constructed by Project Brahmank of Border Roads Organisation (BRO).

"This bridge is also strategically important from the military viewpoint and will be a part of Trans Arunachal Highway. The bridge will play an important role in the overall development adding that it would open more avenues in the fields of employment, trade and tourism," said Singh.

He also commended BRO for constructing and maintaining roads and bridges in the border areas all over the country and meeting the strategic needs of the Armed Forces.

Speaking to WION in Tawang in Arunachal Pradesh, Chief Minister Pema Khandu said that the Department of Personnel and Training(DOPT) is working on a concept note to provide a separate cadre for the state of Arunachal Pradesh.&nbsp;

The DOPT is being headed by Jitendra Singh. This story was first reported by WION when Pema Kahndu had made the demand <a href="https://www.wionews.com/south-asia/two-time-zones-for-india-arunachal-pradesh-cm-pema-khandu-agrees-16728">for a separate cadre </a>for the state. Pema Kahndu told WION that the absence of a permanent cadre leads to a lack of institutional memory which adversely affects developmental activity as officers get transferred out within two or three years.&nbsp;

“Arunachal Pradesh is very diverse. There are 28 major tribes and more than 100 sub-tribes with many languages and hundreds of dialects. Sometimes even I take time to comprehend issues. Then how do you expect a bureaucrat to understand everything in two to three years,” Chief Minister Pema Khandu felt.

This is one of the few steps that this remote state of the Indian Union is taking to integrate into the national mainstream. For years, it was treated as a buffer state. Its isolation was a security necessity. Today a lot of development is taking place in Arunachal Pradesh which surprises many people. The state seems to be making its presence felt in various sectors, but two prominent sectors are tourism and roads.

Arunachal Pradesh has more tourist festivals than any other state in the country. The state successfully organizes five major tourist festivals a year. They are the Tawang festival, Orange festival, Zero festival, Bascon festival and adventure at Mechuka. Through these festivals, outsiders can taste authentic eastern food and even the local brew called Chang. Interestingly, Tawang is not only a music festival but also allows tourists to sample their village life. Apart from the stunning natural view, it is also a gastronomic delight.

Tawang is located at the height of 3,000 metres&nbsp;with nearly 40,000 people who visit the festival which has acquired an iconic status. It's remoteness and rich Buddhist history makes it a big draw with both domestic and international tourists. Apart from this, the new Bom la pass is another added attraction. But this town also comes with its irony.

The town of Tawang does not have a sewer system whereas the whole town area is a litter free zone and smoking in public places is prohibited. It is cleaner than most of the tourist hotspots in the Himalayas which struggles to cope with the plastic menace. Chief Minister Pema Khandu says that he started these festivals when he was the tourism minister to promote easy tourism for multiple audiences.&nbsp;

Arunachal Pradesh for all its life had a unique road system. However, the state was not internally connected. One had to come back to Assam to go to other parts of Arunachal Pradesh. The 1962 debacle further cemented the attitude. The idea was to thwart a Chinese invasion mountain by mountain by not allowing them easy access to any part of the state. This is changing slowly.

Arunachal Pradesh is trying to complete a trans-Arunachal project which is 1,700 km long and connects the state internally. Jitendra Narain, Resident Principal Commissioner of AP in Delhi said, "We are trying to tie up with the issue of delay because the terrain is very difficult and is prone to being washed away. There is a stretch of 300 km which we are working upon,"&nbsp;he said.

The Frontier Highway Project and East-West Industrial Corridor are also in the pipeline. These projects would undo years of keeping Arunachal Pradesh as a buffer. The projects will not undo the problem immediately but will mitigate travel hardship which the people of the state undergo.

In a bid to bolster military infrastructure along the China border, the Indian Air Force is set to operationalise its Vijaynagar Advanced Landing Ground (ALG) in Arunachal Pradesh on Wednesday.

Eastern Air Commander Air Marshal R D Mathur and Eastern Army Commander Lieutenant General Anil Chauhan will jointly inaugurate resurfaced Vijaynagar ALG on September 18, Defence Spokesperson (Shillong) Wing commander Ratnakar Singh said today.

The officials will land at Vijayanagar ALG in AN-32, a turboprop twin-engined military transport aircraft. Vijaynagar is situated in a remote corner of the state and is not connected with any motorable road.

The area is important as it is close to the borders with China and Myanmar.

A total of eight ALGs have been revived for operations by the Indian Air Force as part of steps to strengthen military infrastructure along the China border.

Other seven ALG which have been made operational by EAC are Pasighat, Mechuka, Walong, Tuting, Ziro, Along and Tawang.

Vijaynagar ALG has been non-operational for fixed-wing operations since 2016 due to want of repair and up-gradation of its facilities there.

Indian Armed Forces are planning to deploy their latest American weapons systems including M777 ultra-light howitzers and Chinook heavy-lift helicopters in the war games to be carried out in Arunachal Pradesh, close to borders with China.

Codenamed HimVijay, this exercise planned by India in the northeast will mainly test the war fighting abilities of the newly-raised 17 Mountain Strike Corps in Arunachal Pradesh.

The exercise will also involve the Indian Air Force (IAF) which would provide the aerial elements for the real war-type drills.

"During the exercise HimVijay, the 17 Mountain Strike Corps has been provided with the M777 Ultra Light Howitzers as they would be in an attack mode against the `enemy` locations and would require the lighter guns," senior Army sources told ANI.

Another recently inducted American system planned to be utilised during the war games would be the Chinook heavy-lift choppers.

These choppers were formally inducted into the Air Force on March 25 at the Chandigarh airbase.

"The Chinooks are not yet inducted into the northeast by the Air Force but at some point of time in the near future, they plan to induct it in that region. So, they have been requested to utilise the helicopters during the wargames," they said.

The war games have been planned by the Eastern Command for the last six months and are being implemented by the Panagarh-based 17 Strike Corps and the Tezpur-based 4 Corps.

The M777 ultra-light howitzers were inducted into the Indian Army along with the K-9 Vajra and Dhanush howitzers at Deolali near Nashik.

The Indian Army will induct a total of 145 M777 howitzers in service. The M777 Howitzers are planned to be used mainly for warfare in mountainous terrains only due to their lightweight and ability to be airdropped by the Chinook heavy-lift helicopters in the high altitude areas in the Ladakh and Arunachal Pradesh.

To make the 17 Mountain Strike Corps more effective during wartime in the mountainous region with China, the fighting formations under it are being converted into Integrated Battle Groups (IBGs) as part of Army Chief Gen Bipin Rawat`s restructuring process.

Once the IBGs are formed, the formations will be converted into leaner and more efficient fighting units with the ability to strike deeper and faster against enemy targets, the sources said.

An IBG, which will be a little smaller than a division, will integrate the existing elements of infantry, tank regiments, artillery, engineers and signals.

The panel will examine various provisions of the Essential Commodity Act (ECA), to attract private investments in agricultural marketing and infrastructure.

It will also suggest a mechanism for linking of market reforms with e-NAM, GRAM and other relevant Centrally Sponsored Schemes.&nbsp;

The aircraft was headed to Mechuka Advance Landing Ground, the landing strip in the eastern Himalayas of Arunachal Pradesh’s West Siang district. Khandu will be travelling to New Delhi to attend the swearing-in ceremony of Narendra Modi as Prime Minister on May 30.
