In the Daporijo seat, the result of which was announced early this morning, BJP candidate Taniky Soki won the seat defeating his nearest Congress rival Togam Tamim.

BJP candidate Rode Bui bagged the Dumporijo seat defeating his nearest JD(U) rival Gumjum Haider while Tarin Dakpe of the National People's Party won the Raga seat, the official said.

Counting of votes on Friday for Daporijo, Dumporijo and Raga constituencies in Upper Subansiri district was delayed as the counting officials went away from the counting centre without handing over the results for which counting could not be continued as per the guidelines.

However, it started after the polling officials returned and handed over the results, Additional Chief Electoral Officer Kanki Darang said.

Among the prominent BJP winners are Chief Minister Pema Khandu, who won from the Mukto seat, bordering China, for the third time in a row. Deputy Chief Minister Chowna Mein won from the Chowkham constituency.

In Miao constituency, state Geology and Mining Minister and BJP nominee Kamlung Mossang beat Chatu Longai of the Congress by 3,856 votes to retain the seat.

The Namsang seat, which witnessed a multi-cornered contest, voted in favour of PHE minister and BJP nominee Wangki Lowang for the third time in a row.

In the prestigious Tawang seat, BJP candidate Tsering Tashi trounced veteran Congress leader Thupten Tempa by a margin of 3,592 votes.

Power minister and BJP candidate Tamiyo Taga tasted defeat at the hands of newcomer Talem Taboh of the JD(U) in Rumgong, Assembly Speaker Tenzing Norbu Thongdok, who represented the Kalaktang constituency for two terms, failed to wrest the seat from JD(U) greenhorn Dorjee Wangdi Kharma.

State Home Minister Kumar Waii, who quit the BJP to join the NPP, lost the Bameng assembly seat to newbie Gorduk Pordung of the saffron party.

The Congress won four seats but Arunachal Pradesh Congress Committee (APCC) president Takam Sanjoy lost to Jummum Ete Deori of the BJP in the Lekang seat.

Opposition&nbsp;parties have alleged tampering of voting machines and intimidation of election officials in isolated areas.

On Sunday, a team of officials was travelling through dense jungle to a polling station in Arunachal Pradesh when it was ambushed, district magistrate Rido Tarek said.

Some of the attackers opened fire but there were no casualties, police said.&nbsp;

"About 500 miscreants attacked our polling team and also resorted to firing although no one was injured," Sunil Garg, the state police inspector general told Reuters by telephone.

The team was on its way to Koloriang constituency for a repoll set for Tuesday following allegations of malpractices during the voting in April.

The election was held on Tuesday after a new team was sent with machines, Garg said.

The Election Commission did not immediately respond to a request for comment. But it said it had received some complaints about attempts to tamper with voting machines in strongrooms from other parts of the country but they were not true.

Lok Sabha polls 2019: Masked attackers snatch voting machines in Arunachal Pradesh

Arunachal Pradesh MLA Tirong Aboh was killed in a terrorist ambush in Arunachal Pradesh's Tirap district on Tuesday.

Besides the National People’s Party leader, 10 others who were in his convoy were also killed. Aboh, his son who was driving the car, his brother, two personal security guards (PSO) and six other National People Party’s workers were also killed in the ambush.

“The incident occurred around 11:30 am in Bogapani of Tirap district of Arunachal Pradesh. Suddenly terrorists attacked the convoy and eleven persons were killed including the MLA,” said a senior police official of Arunachal Pradesh Police.

Tirong was a sitting MLA who was also contesting the assembly elections in the state from the same seat – Khonsa West.

Soon after the ambush, the Indian Army and the Assam Rifles cordoned off the area and began combing operations. “Indian Army and Assam Rifles are engaged together in search and combing operations to nab the militants who killed the MLA and ten others. CRPF troops from Khonsa have also been rushed to the ambush site,” added the senior official.

An NPP supporter was killed in March in the same district.

National People’s Party president and Meghalaya Chief Minister Conrad Sangma condemned the incident and tweeted, "The NPP strongly condemns the brutal attack on Shri Tirong Aboh and his family and his security personnel.”

On the other hand, Union Home Minister Rajnath Singh took to Twitter to express grief over the incident, “Shocked and anguished by the killing of MLA Tirong Aboh ji, his family and others in Arunachal Pradesh. It is an outrageous attempt to disturb peace and normalcy in the North East. The perpetrators of this heinous crime will not be spared. My condolences to the bereaved families.”

Interestingly, a ceasefire agreement between the Indian government of India and NSCN/NK and NSCN/R for a further period of one year with effect from 28th April 2019 i.e. till 27th April 2020 was extended.&nbsp;

However, sources in the Arunachal Pradesh Police reveal that the ambush was carried out by the IM faction of the NSCN. Sources also reveal that the district which was a stronghold of NSCN (K) is now fast turning into a stronghold of the NSCN (IM).

Repolling will be held in two booths in Arunachal Pradesh on May 21, following complaints of electoral malpractices, officials said Saturday.

The re-polling will be held in one booth in Koloriang constituency of Kurung Kumey district and one booth in Tali seat of Kra Daadi district, Deputy Chief Electoral Officer Liken Koyu said in a notification.

The decision of repolling was taken following recommendation of a team of the poll panel, who met representatives of different political parties here on May 14.

The polling stations are 28-Nampe in Koloriang constituency and 6-Gimba in Tali constituency.

Polling will be held from 6 am to 2 pm, the notification said.

Repolling has already been held in 18 booths in Arunachal Pradesh on April 20 and 27, including this two polling stations. However, several allegations of electoral malpractices were raised in the repolling as well.

Following the complaints, the Election Commission had deputed a four-member team who met the candidates of violence-hit Tali and Palin assembly constituencies in Kra Daadi district and Koloriang assembly constituency in Kurung Kumey district.

Tali, Palin and Koloriang assembly constituencies witnessed sporadic violence, including assault of polling officials, snapping of bridges and planting of explosives at a helipad during the re-polling held on April 20 and 27.

China occupied the Aksai Chin plateau in the 1950s and completed a road through it in 1957 when India was caught napping (in fact India claimed some 180 km of the 1,200 km-long road, when they found out about the road by reading Peking newspapers of this “remarkable” piece of engineering).&nbsp;

In the east, India argued that the border was delimited by the McMahon line between Bhutan and Burma, the boundary negotiated by Britain in 1914.&nbsp;

China does regularly issue diplomatic complaints when officials from New Delhi travel to Arunachal Pradesh – be they Pranab Mukherjee, Narendra Modi or Dalai Lama.&nbsp;

It unilaterally renamed six places in Arunachal Pradesh in 2017 in apparent retaliation against the Dalai Lama’s visit to India’s easternmost state, with an irredentist intent of reaffirming Beijing’s “territorial sovereignty” to the region.

What should India do if China sticks to its wide territorial claims and refuses to budge from any part of the occupied territories and evince little interest in an early settlement of territorial issues?&nbsp;

In view of China’s nerve-sapping bargaining over where the Line ought to be, the settlement of the LAC cannot be forthcoming any time soon – the first exchange of maps occurred seven years after the 1993 agreement to maintain peace and tranquillity along the LAC. &nbsp;

The answer is to redouble its claim on Arunachal Pradesh by focusing on infrastructure development along the disputed border with China (the McMahon Line), thereby promoting further migration into the area.&nbsp;

China started the territorial game way before and it’s only lately that India has woken up to the menace.

The Indo-China frontier was mapped and the line drawn by Captain Henry McMahon of the Indian Army, starting in 1893, following which the border was known as the McMahon line, a demarcation of which China had almost always remained disdainful. Now if China fancies some maps, assigning to itself territories owned by other nations, we reserve our fair share of being disdainful. Perhaps, a lasting peace calls for a permanent solution.

Prime Minister Narendra Modi on Wednesday said that Congress's manifesto is full of lies and termed it as a ''hypocrisy document''. He was addressing his second rally this week at Pasighat in Arunachal Pradesh.

Modi also talked about Congress' 2014 manifesto&nbsp;and said it had promised that every house would have electricity by 2009.

"However, till 2014 around 18,000 houses were unelectrified... Just like them (the Congress), their manifesto is corrupt and full of lies. Therefore, it should be called hypocrisy document, not a manifesto," Modi said.

Citing Congress' manifesto for farmers, Modi said, ''Bharatiya Janata Party (BJP) govt has never asked for votes by fooling farmers.''

After 32 years, the controversial Armed Forces (Special Powers) Act, which gives sweeping powers to security forces, was partially removed from three of nine districts of Arunachal Pradesh but would remain in force in the areas bordering Myanmar, officials said here.

The state, which was formed on February 20, 1987, had inherited the controversial AFSPA enacted by Parliament in 1958 and applied to the entire State of Assam and the Union Territory of Manipur.

After Arunachal Pradesh, Meghalaya, Mizoram, and Nagaland came into being, the Act was appropriately adapted to apply to these states as well. 
The Justice B P Jeevan Reddy committee had recommended scrapping of the AFSPA from the state.

Under the Act, the security forces can arrest anyone or carry out searches on any premises.

The Ministry of Home Affairs said in a notification that the four police station areas in Arunachal Pradesh, which were declared "disturbed areas" under the AFSPA, are no longer under the purview of the special law from Sunday.

The police station areas from where the AFSPA has been withdrawn are Balemu and Bhalukpong police stations in West Kameng district, Seijosa police station in East Kameng district and Balijan police station in Papumpare district.

However, according to the notification, the AFSPA will continue to be enforced in Tirap, Changlang and Longding districts and areas under the jurisdiction of Namsai and Mahadevpur police stations in Namsai district, Roing in Lower Dibang Valley district and Sunpura in Lohit district for six more months till September 30.

A Home Ministry official said the "disturbed area" tag was withdrawn from the four police station areas due to the improvement of law and order situation there and it will continue in other areas in view of continuing activities of banned insurgent groups of the Northeast.

The notification said the Union Home Ministry took the decision exercising its powers conferred under section 3 of the Armed Forces (Special Powers) Act, 1958.

A review of the law and order situation in Arunachal Pradesh's six districts was undertaken before the March 31 deadline for the validity of the "disturbed area" designation under the AFSPA.

In March last year, the AFSPA was removed completely from Meghalaya following improvement in the security situation.

The AFSPA is imposed in areas where armed forces are required to operate in aid to civil authorities. For the AFSPA to become valid, an area, however, needs to be declared disturbed either by the Central or the state government under section 3 of the 1958 Act.

Kicking off his campaign here for simultaneous Lok Sabha and Assembly polls in Arunachal, the prime minister said Arunachal is a "shield for the country with the people zealously guarding the border as sentinels".

"Whenever the country makes achievements, don't you feel happy? Everyone, irrespective of their social and financial status, regales at India's success stories. There are, however, some who feel disheartened by India's growth and success," the PM said.

"When India hit terrorists in their houses, what was the stand of opposition parties, you have all seen. Even when our scientists made achievements, they found excuses to belittle them," the PM said, urging the people to "punish" opposition parties in the upcoming elections.

He also thanked the people of the state for voting the double-engine government of the BJP to power at the Centre and the state.

"In the northeast, the lotus first bloomed in Arunachal. It is because of your support, the Centre has been able to bring about development in the state," he said.

Listing his government's achievements, the PM said the Centre has provided power connection to 50,000 families, gas connection to 40,000 mothers and sisters and built toilets for over 1 lakh families in the last five years.

"Our government has honoured your hopes, aspirations. This watchman was given the opportunity to bring Arunachal on the country's railway map after seven decades of Independence," he said

Referring to the Arun Prabha channel, launched recently, the PM said it will ensure that people across the country get to learn about Arunachal, its people, culture and festivals.

"Arunachal, which is set to hold Mopin festival soon, will be able to tell the world about its festival and culture through the recently launched Arun Prabha channel," he stated.

Election to Lok Sabha and Assembly will be held on April 11.

In a major setback to the Bhartiya Janta Party (BJP) in North-East ahead of the Lok Sabha elections, as many as 18 BJP leaders in Arunachal Pradesh quit the party to join the National People’s Party (NPP).

Of the total 18 leaders from Arunachal, there are eight sitting MLAs including two ministers - Home Minister Kumar Waii and Tourism Minister Jarkar Gamlin. “After assessing the ground situation, our central election committee decided whom to give tickets in the ensuing elections. Some sitting ministers and MLAs were denied tickets by the central election committee,” union minister Kiren Rijiju had said.

Election personnel will hike through the rugged and difficult terrain of an Arunachal Pradesh district bordering China for a day to ensure that the lone voter of a polling station can exercise her franchise.

Sokela Tayang lives with her children in Malogam, around 39 kilometres from Anjaw district headquarter Hayuliang. The area falls under Hayuliang Assembly constituency.

According to sources, very few families reside in Malogam and all the voters, except 39-year-old Sokela, are registered in other polling stations.

"The polling station had two voters during the 2014 elections. Now, for some reasons, Sokela's husband Janelum Tayang has transferred his name to another polling booth under the same constituency," sources at the state Chief Electoral Officer's (CEO) office said.

It will take a full day for the polling party -- a presiding officer, polling officers, security personnel and porters -- to reach Malogam polling station from Hayuliang on foot, Deputy Chief Electoral Officer Liken Koyu said.

"They may have to be in the booth from 7 am to 5 pm on the polling day. We don't know when she will come. One cannot be forced to cast his or her vote early," Koyu said.

The Assembly and Lok Sabha elections are being held simultaneously in Arunachal Pradesh. A total of 7.94 lakh voters, including four lakh women, are eligible to exercise their franchise on April 11.

This time, 11 polling stations have been set up in the state exclusively for female voters.

The northeastern state has several polling stations where the number of voters is very low. One of them is Lamta polling booth under the Pakke-Kessang Assembly constituency which has only six voters.

For lone voter in Arunachal Pradesh, polling staff go the extra mile

Protests over the permanent residence certificate (PRC) row further intensified in Itanagar with the protesters going on a rampage on Sunday.&nbsp;

They set on fire the private house of Deputy Chief Minister Chowna Mein, burnt various vehicles and vandalised even police and fire stations in the capital.

Security has been beefed up in and around important buildings and the residences of important politicians including Chief Minister Pema Khandu.&nbsp;

Protesters even tried to march towards the CM residence, but security forces foiled their bid.

Many people are said to have sustained injuries in the stone pelting.

The protest got violent after one person was killed in the police firing on Friday night. The district administration has called in the army to maintain law and order in the city.

Locals are protesting after the state government appointed Joint High Power Committee (JHPC) recommended granting PRC to six communities, who have been living in Namsai and Changlang districts of the state for decades.

The decision to grant PRC to them will allow them to benefit from various welfare and other schemes. JHPC recommended PRC to six communities after having a detailed discussion with all stakeholders, but nearly 18 student and civil society organisations are protesting against the move. They are against giving PRC to non-Arunachalees.

However, Chief Minister Khandu has clarified that the government did not intend to bring any Bill to push PRC forward and has even announced not to discuss the issue in the Assembly. He has, however, stated that he would like to have wider consultations with all stakeholders on the issue of PRC in near future.

Home Minister Rajnath Singh has appealed to the people of the state to maintain peace. He called up Chief Minister Khandu and took stock of the prevailing situation in the state.

JHPC recommended PRC to six communities after having a detailed discussion with all stakeholders, but nearly 18 student and civil society organisations are protesting against the move. They are against giving PRC to non-Arunachalees. However, Chief Minister Khandu has clarified that the government did not intend to bring any Bill to push PRC forward and has even announced not to discuss the issue in the Assembly. He has, however, stated that he would like to have wider consultations with all stakeholders on the issue of PRC in near future. The airport will have various sustainability features like a green belt along approach road to act as a noise barrier, rainwater harvesting, use of energy efficient equipment, officials said.

The Arunachal Pradesh government has created a record of a total revenue generation of Rs 1,598.49 crore in 2017-18, reaching a new high in the last 30 years, a senior official said Friday.

The revenue generation had crossed the Rs 1,000 crore mark for two consecutive years since Arunachal Pradesh attained statehood in 1987, he said.

The revenue generation was Rs 1,253.57 crore in 2016-17, registering an increase of Rs 326.39 crore from its previous collection that stood at Rs 927.23 crore, the official said.

"There has been a visible improvement in the work culture in the last two years. The Team Arunachal mantra has ignited minds of the employees to deliver goods to the people of the state. This has resulted in multiplying the state revenue collection," the official said.

The BJP government in the state is making an all-out effort to reach the Rs 2,000 crore mark in 2018-19, he said.

The source of revenue generation by the state government includes share of central taxes, state taxes among others.

"Due to the concerted effort and hard work of the state government and its dedicated officers the revenue generation has shot up," he said.

Rijiju, who hails from Arunachal Pradesh, said the unfortunate incident that happened at Bomdila on November 2 should be settled amicably through proper understanding.

"Both the army and the police are serving the nation with utmost dedication. An incident can't be allowed to tarnish the image of the great institutions," he said.

Both Sitharaman and Rijiju also met members of the civil society as part of confidence building measures.

Sitharaman is visiting Arunachal Pradesh to celebrate Diwali along with soldiers posted in the forward areas along the Sino-Indian border.

The incident happened when a group of soldiers allegedly misbehaved with civilians and police personnel at the Buddha Mahotsav celebrations in Bomdila, officials said.

Following this, the local station house officer went to the spot and two soldiers were brought to police station.

People living along the banks of Siang river in Arunachal Pradesh have been moved to safer places after China informed India about possible flash floods in the area due to formation of an artificial lake in Tibet, officials said Saturday.&nbsp;

The first rush of water reached Pasihgat, the headquarters of East Siang district in Arunachal Pradesh, at around 7.30 am Saturday, said Water Resources department, superintending engineer (Hqs), Getom Borang.&nbsp;

The water flow was under control and below the danger level at 11 am, he told PTI over phone.

Deputy Commissioner of East Siang district, Duly Kamduk and officials of the Water Resources department are constantly keeping a watch on the flow of the Siang river, while the National Disaster Response Force (NERF) team has arrived, officials said.

In East Siang district, many people living near the banks of the Siang river have been evacuated to safer locations as a precautionary measure, they said.

There was a rise in the water level, but it was not reported as serious. At Tuting, the water level was between 12 metre to 13 metre. The situation is normal now, a senior Water Resources Ministry official said.

Arunachal Pradesh Health and Family Welfare Minister Alo Libang, who is also the MLA of Yingkiong constituency in East Siang district, said the water level of the Siang river had risen at around 11 pm Friday night, but started receding after some time.

The minister said the officials were constantly monitoring the water level of the river.

Chinese Embassy spokesperson Counselor Ji Rong had said his country has activated the 'Emergency Information Sharing Mechanism' with India following the landslide on Wednesday morning near Jiala village in Milin County in the lower ranges of Yaluzangbu river in Tibet.

The reason cited behind the landslide was "natural causes".

Yaluzangbu river is called Siang when it enters Arunachal Pradesh and the Brahmaputra in Assam.

Ji had said the Hydrological Bureau of Tibet Autonomous Region has begun to share with the Indian side hydrological information every hour, such as the water level and flow rate at the Nuxia hydrological station and the temporary hydrological station downstream of the barrier lake.&nbsp;

A landslide that occurred in China on Wednesday created an obstruction on river Yarlung Tsangpo, which is known as Siang in Arunachal Pradesh and as the Brahmaputra in Assam.

Ering, in his letter to Meghwal and Swaraj, said "As per information from Ministry of Water Resources of China, landslides have blocked the Milin section of the mainstream of Brahmaputra on October 16, which will have an impact on the water situation of the lower reaches of the Yarlung Zangbo River. The situation along Tuting, Yingkiong, and Pasighat in the state is grim. These places are drying up due to blockade of Brahmaputra River in China. Kindly intervene."

"If there is further information, they must notify us in time and the government must proactively engage with them on this issue," he added.

Ering continued, "Even the situation of rivers along Tuting, Yingkiong, and Pasighat in Arunachal Pradesh is grim. Rivers in these places are drying up rapidly due to the blockade of Yarlung Zangbo in China. It will pose a big threat to the downstream dwellers and will ruin their lives forever."

Mountaineers Kishon Tekseng and Taka Tamut from Arunachal Pradesh have achieved the rare feat of scaling Mt Everest without any sherpas, a senior state government official said today.

Tekseng, from Yingkiong in Upper Siang district and Tamut, who hails from Jomlo Mongku in Siang district scaled the world's highest peak on May 24, ten days after Muri Linggi of Roing who became the seventh Arunachalee to achieve the feat, state sports and youth affairs joint director Ramesh Lingi said.

Tekseng and Tamut reached the peak at 9 am on May 24 and unfurled the national tricolour atop it after a gruelling 13-hour non-stop climb from camp four (south column) known as Death Zone without any support staff, Lingi said.

"Both the climbers have inked a new record with this heroic climbing of the Mt Everest. They did not use supplementary oxygen till camp four (26000ft)," he said.

Almost all mountaineers take the help of sherpas while summiting the Mt Everest. But the duo decided to risk it on their own after one of their sherpas received a head injury when rocks rolled down while climbing at camp three and had to be rescued by helicopter.

The Sherpa was airlifted to Kathmandu in a critical condition and underwent head surgery.

The two climbers reached camp four with the help of one Sherpa, but the man fell ill due to high altitude sickness which prevented him to proceed further.

The two then set out on the last leg on their own.

They had been trained in mountaineering in different national institutes over the past four years and had scaled Mt Stok Kangri (20,187 ft) of Ladakh as pre-Everest expedition.

The other Arunachalee climbers who scaled the highest peak include Tapi Mra (2009), Tine Mena (2011), Anshu Jamsenpa (2011), Nima Lama (2011), Kalden Paljor (2011)and Tame Bagang (2013).

Mountaineers from Arunachal Pradesh scale Everest without sherpas

Arunachal Pradesh on Monday found a place on the aviation map of the country as the state's first commercial flight with Chief Minister Pema Khandu among 25 passengers on board, landed at Pasighat Advance Landing Ground in East Siang district.

The 42-seater ATR aircraft of the Alliance Airlines touched down at Pasighat airport around 2.15 pm after 1.5-hour journey from the Lokpriya Gopinath Bordoloi Airport in Guwahati.

Arunachal has enormous potential for generating hydro-power and producing a wide range of horticultural and agricultural products, but communication has always been a bottleneck in the state, Khandu said.

"Now, with the launch of the commercial flight, tourists from other states and foreign countries will be able to visit the picturesque locales of the state," he said.&nbsp;

Expressing hope that the new airport would also open avenues for economic development, the CM said if the decks were cleared for cargo aircraft in the near future, the indigenous products of the state could also be sold to other parts of the country.&nbsp;

Khandu also said that another airport at Tezu in Lohit district will be made operational shortly.

"Besides, Zoom Airlines is scheduled to introduce its services in the state soon," he added.

Arunachal Pradesh has about 120 helipads and 10 advanced landing grounds, built for defence as well as civil purposes.&nbsp;

"I have also noted the report mentioned by you. The area mentioned by the report totally belongs to China," Chinese Foreign Ministry Spokesman Lu Kang added.
