In a major step to revive tourism in Jammu and Kashmir, the authorities have decided to lift the advisory. In its advisory, the government had asked tourists to leave and not to visit Kashmir.

A high-level situation-cum-security review meeting, headed by Jammu and Kashmir Governor Satya Pal Malik, was held on Monday during which it was decided that the advisory will be lifted from October 10.&nbsp;

Those associated with the tourism sector in Jammu and Kashmir have welcomed the move and hoped that more tourists will visit the Valley after the announcement.

“We are happy that this advisory has been lifted but we hope that government of India does more to remove the fear among the tourists regarding the situation in Kashmir valley,” says Mohammad Hafiz Shalla who is involved in the tourism sector in Srinagar.

Shalla hopes winter tourism to bring people from India and across the globe to enjoy the hospitality Jammu and Kashmir offers. Few tourists have been visiting despite the advisory, most from Malaysia, Singapore and other parts of India.

“I have been in Srinagar from the last two days and we didn’t feel any insecurity. People here are warm and welcoming. Other people who are hesitant should change their mind,” says a young couple from Varanasi.

Although the Governor has been holding these meetings on a daily basis for almost two hours, sources say that Monday's meeting was an important one as several issues, regarding providing public transportation and opening schools, colleges and universities, were discussed at length.

“The main agenda of the meeting was reviewing the security scenario following the imposition of restrictions after constitutional changes that were made,” authorities said.

"We expect the central government to take cognizance of the constitutional issue. The constitution has been disregarded and assaulted," he said.

Masoodi said that everything is "meaningless" as Article 370, 35A and special status are the "primary importance" for the party.

"The bottom line is that whatever was done was unilateral and done without consulting the stakeholders," he added.

On the foothill of the Himalayan mountain range and along the banks of Dal lake, dozens of couples sit and talk while trying to avoid a gaze with the onlookers. Kashmir is a conservative society and if you are spotted meeting your lover, the backlash is inevitable.

"It's hard to fix a meeting without the mobile or internet. I am waiting for my girlfriend for 30 minutes since I last communicated to her using a telephone booth. Her dad received the call first, then I had to call again after few hours, luckily, she picked it up and we fixed the meeting spot and location," says a young man, who doesn't wish to be identified. He also said that he was seeing the girl after 60 days.

Kashmiri men in their 40's are having a flashback of the times when there would be no mobile phones and speaking to one's girlfriend from kiosks was a hard task. Mobile phone services came to Kashmir in around 2002 when Mufti Sayeed became the Chief Minister of Jammu and Kashmir. The Supreme Court of India has asked the Central Government to file its response on the petitions challenging the annulment of Article 370 which gave special status to the border state within four weeks.&nbsp;

The Supreme Court of India has asked the Central Government to file its response on the petitions challenging the annulment of Article 370 which gave special status to the border state within four weeks. The court said that it will take up the matter for further hearing on November 14. A five-judge constitution bench passed the order after Attorney General (AG) KK Venugopal, representing the government, sought more time in this regard. The bench headed by Justice N V Ramana and comprising Justices Sanjay Kishan Kaul, R Subhash Reddy, B R Gavai and Surya Kant was hearing clubbed petitions against the dilution of Article 370 and the restriction by the government, including communication blockade, curbs on media, detention of minors and others. The government had on August 5 scrapped the provision of the article, which took away the special rights enjoyed by the people of Jammu and Kashmir and bifurcated the state into two Union Territories - Jammu and Kashmir and Ladakh. The UTs will come into being on October 31.

Earlier in his speech, Shah praised the Central Reserve Police Force (CRPF) and other paramilitary forces for their role in providing security to people. 
 
He said over 34,000 personnel who had laid down their lives for the internal security of the country have contributed immensely to the process of development. 
 
Shah also lauded the role of RAF since its inception. 
 
"RAF so far has fulfilled its role in keeping with the expectation of the people and the government," he said. 
 
Recounting the bravery of the CRPF personnel, Shah cited the terror attacks in Kashmir and the attacks on Parliament and the makeshift Ram temple in Ayodhya which were foiled by its personnel. 
 
Referring to the National Police Memorial in the national capital, he said it was completed and inaugurated at the initiative of Prime Minister.

Pakistan's bid to 'internationalise Kashmir' fails, world leans on India's side

External Affairs Minister S Jaishankar on Wednesday called Pakistan a "challenging neighbour" and stressed while there is terrorism globally, there is no country in the world that sponsors terror consciously and deliberately against India.

"You have a neighbour who will not trade with you who will not allow you connectivity who has slowed down regionalism who filters people-to-people interaction. It is a very challenging neighbour," he said in an interactive session with Frank G. Wisner, a former US ambassador to India.

"You have terrorism in different parts of the world, but there is no part of the world where a country uses it consciously and deliberately as a large scale industry against its neighbour," the minister stressed.

"The issue is not whether to talk or not, everybody wants to talk to their neighbour. The issue is how do I talk to a country that is conducting terrorism and follows a policy of implausible deniability," he said.

He said he does not think that the fundamental issue between India and Pakistan is Kashmir.

"To my mind, the big challenge before us is if you have differences with a neighbour, how do you resolve it? Now, these differences are not normal because they are rooted in our history, which is not normal," Jaishankar remarked.

"Now all of that you could still handle if they do not do the one thing which is actually unacceptable &nbsp;to conduct terrorism, which in their eyes is a legitimate tool of statecraft as a way to pressure you to come to the negotiating table," he said, adding that it was not acceptable as a norm in international relations.

India has repeatedly maintained that dialogue with Pakistan will not be initiated until it takes concrete action against terror emanating from its soil.

External Affairs Minister S Jaishankar on Wednesday outlined that before the abrogation of Article 370 Jammu and Kashmir were in a mess while adding that the restrictions were imposed in the region to prevent loss of lives following the stripping of special status.

He said that the Indian government's first concern was to ensure that there was no loss of lives due to violence and demonstrations in the region post abrogation of Article 370.

"We had the experience of 2016 when a self-advertised terrorist cult figure called Burhan Wani was killed and after that, there was a spike in violence. Our intention was to manage the situation (post Article 370) without loss of life and restrictions were intended to do that," he said.

"As many as 42,000 people were killed in the last 30 years. Level of intimidation had reached a height where senior police officers were lynched on streets of Srinagar. Journalists who wrote against separatism were assassinated, military personnel returning home for Eid were kidnapped and killed. So, Pre August 5 Kashmir was in a mess. Difficulties in Kashmir did not start on August 5. It is supposed to be a way of dealing with those difficulties," the minister underlined.

"Particular efforts are being made to keep the supplies normal in the state. This is a harvest season for apples. Efforts are being made to procure apples so that farmers do not get victimized by these changes," he said.

He explained how Jammu and Kashmir acceded to <a href="https://www.wionews.com/india-news/clear-attempt-at-pandering-to-vote-bank-interests-india-condemns-labour-party-motion-on-kashmir-252103">India </a>after the country gained freedom in 1947 and the drafting of Article 370.

"The situation in Jammu and Kashmir was peculiar for a number of reasons as it was a border state but also they were themselves under attack at that time. They had the desire to extend the period of alignment with the rest of India in terms of the application of laws. The Constituent Assembly recognized that it was a special case at that time," he said in an interactive session with Frank G. Wisner, a former US ambassador to India.

"The only temporary article of the constitution was drafted which was called Article 370. At that time, it was numbered as 306a. After the Constitution was adopted, there was a series of presidential proclamations under that article that started aligning the state. In the last 70 years, you had 54 of these presidential proclamations," Jaishankar added.

Outlining the reasons for the problems faced in Jammu and Kashmir after Article 370 was adopted, the minister said that the presidential proclamations were very rapid in the initial years and there was a climate of intimidation and separatism in Kashmir.

"You did not have the economic activity in Jammu and Kashmir as compared to the rest of India. There were less job opportunities and there was a more sense of alienation, separatism and therefore, a climate of terrorism across the border. The state was in socio-economic terms less aligned with India. 100 important progressive laws of India did not apply to Kashmir," Jaishankar remarked.

The minister said that the temporary provision allowed a set of narrow elite to arbitrage Article 370 for monopolizing political power and creating a closed-loop politics.

"They had vested interests in keeping alive separatist sentiments. You had a situation where separatist political parties were openly allied with terror groups operating out of Pakistan. They had vested interests in keeping alive separatist sentiments," he said.

India has repeatedly maintained that constitutional changes made by its government on Kashmir are strictly an internal matter, a stance supported by several countries, including those from SAARC and Arab World.

Pakistan, on the other hand, has "condemned" the move and downgraded its bilateral ties with India. Islamabad has since resorted to anti-India rhetoric and has attempted to internationalize the Kashmir issue but to no avail.

"We had the experience of 2016 when a self-advertised terrorist cult figure called Burhan Wani was killed and after that, there was a spike in violence. Our intention was to manage the situation (post Article 370) without loss of life and restrictions were intended to do that," he said. "As many as 42,000 people were killed in the last 30 years. Level of intimidation had reached a height where senior police officers were lynched on streets of Srinagar. Journalists who wrote against separatism were assassinated, military personnel returning home for Eid were kidnapped and killed. So, Pre August 5 Kashmir was in a mess. Difficulties in Kashmir did not start on August 5. It is supposed to be a way of dealing with those difficulties," the minister underlined. Jaishankar said that the situation in the region has now stabilized and lots of restrictions have been rolled back including the operationalizing of landlines and mobile towers and resumption of economic activity. "Particular efforts are being made to keep the supplies normal in the state. This is a harvest season for apples. Efforts are being made to procure apples so that farmers do not get victimized by these changes," he said. He explained how Jammu and Kashmir acceded to India after the country gained freedom in 1947 and the drafting of Article 370. "The situation in Jammu and Kashmir was peculiar for a number of reasons as it was a border state but also they were themselves under attack at that time. They had the desire to extend the period of alignment with the rest of India in terms of the application of laws. The Constituent Assembly recognized that it was a special case at that time," he said in an interactive session with Frank G. Wisner, a former US ambassador to India. "The only temporary article of the constitution was drafted which was called Article 370. At that time, it was numbered as 306a. After the Constitution was adopted, there was a series of presidential proclamations under that article that started aligning the state. In the last 70 years, you had 54 of these presidential proclamations," Jaishankar added. Outlining the reasons for the problems faced in Jammu and Kashmir after Article 370 was adopted, the minister said that the presidential proclamations were very rapid in the initial years and there was a climate of intimidation and separatism in Kashmir. "You did not have the economic activity in Jammu and Kashmir as compared to the rest of India. There were less job opportunities and there was a more sense of alienation, separatism and therefore, a climate of terrorism across the border. The state was in socio-economic terms less aligned with India. 100 important progressive laws of India did not apply to Kashmir," Jaishankar remarked. The minister said that the temporary provision allowed a set of narrow elite to arbitrage Article 370 for monopolizing political power and creating a closed-loop politics. "They had vested interests in keeping alive separatist sentiments. You had a situation where separatist political parties were openly allied with terror groups operating out of Pakistan. They had vested interests in keeping alive separatist sentiments," he said. India has repeatedly maintained that constitutional changes made by its government on Kashmir are strictly an internal matter, a stance supported by several countries, including those from SAARC and Arab World. Pakistan, on the other hand, has "condemned" the move and downgraded its bilateral ties with India. Islamabad has since resorted to anti-India rhetoric and has attempted to internationalize the Kashmir issue but to no avail.

WION: How do you see India-Maldives ties?

Abdulla Shahid: The relationship between our countries have never been better. There is mutual respect. There is an understanding between our governments and leadership. There is a partnership, irrespective of the size of the countries, irrespective of the size of the populations, there are common goals. Common goals of security and development. Here, in New York when the President and the Prime Minister met, the meeting was cordial and they are meeting for the fourth time within a span of 11 months. Shows how strong the partnership is.

WION: India plans to train your cricket team, how will it help people-to-people ties?

Abdulla Shahid: We have a growing relationship and people are in love with cricket. Your <a href="https://www.wionews.com/india-news/focus-on-cricket-diplomacy-as-pm-modi-gifts-bat-to-maldives-president-solih-225524">cricket team</a> is the best in the world. Some of the best cricketers and some of the best cricket training opportunities. We have seen how India has assisted Afghanistan to come on to the world stage. It is our hope, with the training opportunities which are given to the Maldivian players, we will be able to follow the same path and one day may come out and beat your team.

WION: Does your country back New Delhi on <a href="https://www.wionews.com/opinions/removal-of-article-370-heralds-an-era-of-progress-for-jammu-and-kashmir-242889">Kashmir</a>?

Abdulla Shahid: We have a principled foreign policy. We do not look at the issues at hand but principles&nbsp;on which things are decided and we strongly feel that each and every country has the right to decide on its constitution and the constitutional changes India brought about are not for other countries to decide and we respect that.

WION: &nbsp;Does connectivity remain the big focus?

Abdulla Shahid: Currently we have 5 Indian cities connected to Male. I hope there will be more air connectivity. Indian tourist arrivals have jumped, they have come to be number 3 in arrivals. There has been a 100 per cent increase in Indian tourist arrivals. During PM Modi's visit, we signed an MoU by sea connectivity. The Ambassador has informed that within the next 2 months, the Cochin Kulhudhuffushi Male ferry will begin.

WION: How big is climate change an issue for you?

Abdulla Shahid: Climate change is a very big issue for us because <a href="https://www.wionews.com/india-news/were-now-leading-from-the-front-on-climate-change-prakash-javadekar-tells-wion-in-exclusive-conversation-251632">climate change</a> and degradation of the environment is an existential issue. It a threat to the country and the Maldives is one of the low-lying island states in the world. If there is a rise in sea level by 3-4 meters we are finished. We can't let it happen. We still trust humanity. We still believe countries will come together and save the planet. We are happy that India is leading on climate change issues on many fronts. One of them is solar alliance which Indian Prime Minister Modi has initiated and we are part of it.

WION: The key focus for your country at this year's UNGA?

Abdulla Shahid: We want to consolidate democracy in the Maldives. President Solih, in his speech at UNGA, highlighted where we have come from and how far we have come. We have come from a total dictatorship, from a government which totally ignored human rights and abused power. We want to establish the Maldives where democracy is consolidated and human rights are respected. Today we saw, UN SG in his statement, one of the success stories he highlighted was the Maldives.&nbsp;

BJP national general secretary Ram Madhav on Sunday said more than six weeks after the abrogation of the provisions of Article 370, people are still celebrating the move across the country because it unified and strengthened India.

"It is more than six weeks that the provisions of Article 370 have been revoked and people are still rejoicing across the country due to the fact that India has now become one. The death of Article 370 means the further strengthening of India's unity and integrity," Madhav said at a meeting.

Parliament had last month revoked Article 370 that gave special status to Jammu and Kashmir and also passed the Jammu and Kashmir (Reorganisation) Act 2019, reorganising the state in two Union Territories - Jammu and Kashmir with Assembly and Ladakh without it.

Attacking opposition leaders who had criticised the central government's move, Madhav said it was mostly due to their lack of understanding and knowledge on the Kashmir issue.

"There are mourners also who are complaining about it too. Here too the DMK is criticising the government. The Congress and others too have done the same. It is because they are knowledge-proof. Just like waterproof watches where water cannot enter, the politicians are knowledge-proof in whom knowledge just cannot enter," he said in a light-hearted jibe at the leaders.

"DMK chief Stalin had termed it the most anti-democratic stance, this coming from a leader whose party is a family enterprise. Their statements cannot be taken seriously, they do not believe in it," he said attacking DMK.&nbsp;

BJP working president JP Nadda on Sunday slammed mainstream leaders of Jammu and Kashmir for allegedly spreading lies pertaining to Article 370, which was recently scrapped from the state.

"Leaders like Mufti Mohammad Sayeed, Farooq Abdullah, and others have spread the lie that Article 370 gives Jammu and Kashmir a special status. It is clearly mentioned in the Indian Constitution that Article 370 is temporary and transitional," he said while addressing a meet of intellectuals on 'One India, One Constitution'.

Talking about the history of Article 370, Nadda said, "The architects of the Indian Constitution were against Article 370. There were no takers of this Article in the Constituent Assembly."

"Gopalaswami Iyenger had said in the Constituent Assembly in 1949 that Article 370 will be temporary and transitional and all laws of the Constitution of India will apply to Jammu and Kashmir in a phased manner," he added.

The BJP working president also mentioned about Sheikh Abdullah, the former Chief Minister of Jammu and Kashmir, in his address and claimed that he rigged the first Vidhan Sabha elections in 1951 and changed his stance over the status of Jammu and Kashmir after sweeping the polls.

"Sheikh Abdullah had rigged the first Vidhan Sabha elections in 1951. He had disqualified all competing candidates and had ensured the victory of NC members on all 75 seats in J&amp;K. After winning the rigged elections, Sheikh Abdullah changed his stance and started calling the J&amp;K Legislative Assembly as the Constituent Assembly, a sovereign body and thus, we will form our own Constitution," he said.

Speaking about the benefits of abrogation of Article 370, Nadda said that the tribals residing in the Valley and Ladakh region will now get representation in the Vidhan Sabha and laws on sexual assault against children will be imposed in Jammu and Kashmir and Ladakh region.

"Jammu and Kashmir did not give any tribal rights to the tribals from the Valley and Ladakh. They do not have any tribal seat in the Vidhan Sabha even for the Gujjar and Bakarwals, who serve the nation in the Army. After the abrogation of Article 370, now delimitation will take place, and our tribal brothers will get to represent their communities in the Vidhan Sabha and Lok Sabha," he said.

"There is no right to information, no right against domestic violence, no right against sexual assault against Children in the Jammu and Kashmir Constitution. The Indian Parliament has passed 104 laws that were not implemented in Jammu and Kashmir," he said.

"Prior to the removal of Article 370 and 35A, women from J&amp;K that married a non-NRC holder lost her right to property. To stop such injustices, the abrogation was very important and we took that step," the BJP working president further stated.

In his concluding remark, the BJP working President lauded Prime Minister Narendra Modi and Home Minister Amit Shah for making efforts to abrogate Article 370 and 35A from Jammu and Kashmir and splitting it into two Union Territories.

Defence Minister Rajnath Singh on Sunday said that Article 370 was a wound in the Constitution which "bloodied our piece of heart and the heaven on this earth - Kashmir".

Speaking at a public meeting here, Singh said, "We had always advocated for the abrogation of Article 370 and we fulfilled our dream after 72 years of independence. The first Prime Minister Jawaharlal Nehru had said that Article 370 was a temporary provision and would die its own death. But it stayed for 69 years. It was the leadership of Narendra Modi which brought Article 370 to an end."

The Defence Minister further said that the terrorism that spread in Jammu and Kashmir was because of Article 370.

Around 41,500 people have lost their lives after independence because of the scourge of terrorism.

Around 5,500 security personnel have died there in the line of duty.

"The communal political parties accuse us of being communal. They should look within. We always practice what we preach. Our party is a unique party in the entire world which stood on its ideology and accomplished what we envisioned," Singh said.

He further went on to say that Jammu and Kashmir will be entirely transformed within five years and will come to be known as the paradise on earth again.

Singh warned Pakistan that it should not repeat the mistakes of 1965 and 1971 otherwise it would have to face dire consequences and it will fall on its own.

"Pakistan should not repeat the mistakes of 1965 and 1971 otherwise they should think about what will be the fate of Pakistan occupied Kashmir. If Pakistan continues to ill-treat the people of Balochistan and Sindh, it will fall on its own," Singh said.

"We have said right from the start that talks will happen when terrorism is uprooted by Pakistan. When talks would take place, they will only take place on the issue of Pakistan occupied Kashmir," he added.&nbsp;

The Indian government's move to revoke Article 370 that accorded special status to Jammu and Kashmir has a "national security connotation", External Affairs Minister S Jaishankar said on Friday, while emphasising that the country "lives in a tough neighbourhood" and faces more than its fair share of national security challenges.

Addressing the Finnish Institute of International Affairs (FIIA), the minister, in an apparent reference to Pakistan, said that the most prominent national security challenge that India has been subjected to for many decades is the "cross border terrorism", which has cost more than 40,000 lives in the past 30 decades.

"We are opposed to terrorism in all its forms and manifestations and believe there is no justification for it, whatsoever. But it is not just enough to have a position. When subjected to terrorist attacks, any polity that is sincerely committed to the welfare of its people will surely respond," Jaishankar said.

"And indeed, that is precisely what we have done in recent years. Even the changes that were approved last month by the Indian Parliament with respect to Jammu and Kashmir, while driven by the needs of governance and development, and have a national security connotation," Jaishankar added.

Referring to Pakistan, Jaishankar said that the epicentre of terrorism is "right in our neighbourhood. But even as we take our responsive measures, our belief is that this is not just a concern for one country but for the entire international community."

<a href="https://www.wionews.com/india-news/biggest-address-20-bilaterals-and-meeting-with-trump-pm-modis-jam-packed-us-schedule-250601">Prime Minister Narendra Modi</a> on Thursday addressed a rally in Nashik, Maharashtra ahead of the Assembly polls.

During his address, the prime minister spoke on the situation in Jammu and Kashmir and said that the country has started walking towards the dream&nbsp;of curbing problems in Jammu and Kashmir.

"We had promised that we will make new efforts to curb the problems in Jammu and Kashmir and Ladakh. Today I can say with satisfaction that the country has started walking towards fulfilling those dreams," he said.&nbsp;

On the abrogation of Article 370, PM Modi said that the decision was not of the Central government's alone but is the disclosure of "sentiments of 130 crore Indians".

"This decision is to bring out people of Jammu and Kashmir, Ladakh from violence, terrorism, separatism, corruption," the prime minister said.

Pakistan Prime Minister Imran Khan on Wednesday said there is no chance of talks with India and Pakistan on Kashmir until the 'curfew' is lifted.

"There is no chance of talks with India on Kashmir until the curfew is lifted," Khan said at a ceremony at Pakistan's Torkham border crossing with Afghanistan.

However, India has maintained that there is no curfew in Jammu and Kashmir, which became a Union Territory after the abrogation of Article 370.

Even most of the countries have backed India, stating that New Delhi's decision to make changes in Jammu and Kashmir is part of its internal affairs.

Meanwhile, country's External affairs minister S Jaishankar on Tuesday said that India's position on Pakistan-occupied Kashmir (PoK) has always been clear that it is a part of India. India's external affairs minister added that the country expects it will have "jurisdiction" over it one day.

"Our position on PoK has always been and will always be very clear. PoK is part of India and we expect one day that we will have the physical jurisdiction over it," Jaishankar said at a press conference on 100 days of Modi government's second term.
