With a renewed focus on South America, External Affairs Minister (EAM) Dr S Jaishankar will travel to three key countries in the region—Argentina, Brazil, and Paraguay later this month.

In Paraguay, Jaishankar will inaugurate India's new embassy in the capital Asuncion likely on August 22. The Indian government in 2020 had given approval for the opening of three Indian missions, which also included Paraguay, by 2021.

This was followed by the minister’s announcement of appointing Yogeshwar Sangwan as the first Indian Ambassador to the country.

Earlier, India's Embassy in Argentina was concurrently accredited to Paraguay even though diplomatic relations between the two countries were established in 1961. The last major visit to the South American country from India was by the then Indian vice president M Venkaiah Naidu in 2019.

The country has joined the International Solar Alliance and according to government estimates, around 600 Indians live in Paraguay, mainly in Ciudad del Este, a city in the south-east on the border with Brazil and Argentina.

The visit to Argentina comes even as both Jaishankar and Argentinian Foreign Minister Santiago Cafiero met two times this year. First in Delhi during the latter's bilateral visit and then in Bali on the sidelines of G20 foreign ministers' visit.

Important to remember that Argentina is keen to join the BRICS group and has discussed the matter with New Delhi.

Speaking to WION last month, Argentina's envoy to Delhi Hugo Javier Gobbi said that "India has been very receptive” of their request and added that the matter was discussed between the two foreign ministers in Bali and Delhi.

The visit also includes the joint commission meet in Brazil. Notably, Brazil like India is a non-permanent member of the United Nations Security Council. Both are also members of the IBSA, BRICS and G4 groupings. G4 countries have been pushing for UNSC reforms to reflect the contemporary world but have received opposition from China and its allies like Pakistan.

And not just South America, the focus will also be on North America as well. On August 28, India’s Lok Sabha (Lower House) speaker Om Birla will be travelling to Mexico with a large delegation.

High level engagements have significantly increased between Mexico and India. Mexican foreign minister Marcelo Ebrard was in Delhi in March and was accompanied by a large business delegation.

Both Indian and Mexican foreign ministers held talks on the sidelines of G20 Foreign Ministers meet in Bali last month. Currently, Mexico is India’s second largest trade partner in Latin America and is a non-permanent member of UNSC alongside India for the period 2021-22.

Birla is also expected to travel to Suriname—a Girmitiya country which has strong Indian roots. The countries in the Pacific and the Caribbean are called Girmitiya countries.

The Indentured labourers from India were taken to various countries in the Pacific and the Caribbean—known as Girmitiya countries—by the British colonial rulers to work in plantations. These people, though have assimilated with the locals, continue to have strong culture and language links with India.

Over 2,30,000 Persons of Indian origin hailing from eastern Utter Pradesh and Bihar and some 50 Sindhi families living in Suriname have contributed significantly to the country's economy, culture, and politics.

WION: How hopeful you are when Argentina can become a BRICS member? Hugo Javier Gobbi: Those things you know... The process is an internal process of BRICS, they work on consensus, and they have to define criteria. There are other candidates who are also participating in BRICS plus and who are hopeful of joining. I can't know exactly what the date will be, but the process has been initiated WION: Have you spoken to the Indian side on this? Hugo Javier Gobbi: Not only me as ambassador but at the minister of foreign affairs level, different levels, we have presented our request and it is being considered. India and Argentina are very good friends, we have a very strong relationship, and we are strategic partners. India has been very receptive to our request. The issue is under consideration, and we have a deep and friendly relationship with India, we count on your support, we have growing trade, a lot of cooperation, in nuclear, defence in many areas and we are both democracies, share values, so I think, the atmosphere is very positive. Scientists in Argentina have discovered a new giant carnivorous dinosaur species that had a massive head and tiny arms.

The dinosaur, which resembles Tyrannosaurus rex, has been named Meraxes gigas after a fictional dragon in the Game of Thrones book series.

Starting with the skull, paleontologists dug up its remains over the course of four years during field expeditions in the northern Patagonia region of Argentina.

Peter Makovicky from the University of Minnesota, who is the study's senior author, told the news agency AFP that "We won the lottery and found it literally on the first morning."

Small forelimbs gave apex predators of the time certain survival advantages according to the findings of the study which have been published in the journal Current Biology.

While the entire dinosaur weighed four metric tonnes and was 36 feet long, its skull is just over four feet long (127 centimeters).

Makovicky said its arms were two feet long, "so it's literally half the length of the skull and the animal would not have been able to reach its mouth."

Although Meraxes gigas resembles T-rex it, the latter did not tiny arms from the former as the two species were far apart on the evolutionary tree.

Argentina's Economy Minister Martin Guzman submitted his resignation as the country's currency hit an all-time low and the inflation is running above 60%.

Argentina's economic minister resigns as currency hit an all-time low

Argentina’s economy minster Martin Guzman, announced his resignation on Saturday (July 2), creating more uncertainty in the regions third largest economy. Guzman led renegotiations with the International Monetary Fund (IMF). The former minister didn’t provide any reason for his resignation in his statement to the President Alberto Fernandez, but urged the leader to resolve internal conflicts so that “the next minster does not suffer” with problems he faced in his twitter post. The 39-year-old minister’s job involved renegotiating a $44 billion debt with IMF that the country maintained but couldn’t afford it. However, the initial loan issued was of $57 billion, the largest ever issued by the organisation but was denied by Fernandez after succeeding his predecessor who requested the loan, reported by AFP.

The resignation comes after being criticised by the former president and current vice president Cristina Kirchner who gave a speech attacking the government for its economic management. Guzman was able to reach an agreement and prevent the country from defaulting despite Kirchner’s resistance.

Guzman said whoever succeeds him will need to “centralized management of the necessary macroeconomic political instruments to consolidate the progress made and face the challenges ahead,” AFP reported.

Argentina, a major agricultural nation has been dealing with the economic crisis for years, with the inflation at over 60 per cent over the past year. The IMF deal included clauses to control inflation and bring the budget deficit down from 3 per cent in 2021 to parity by 2025.

2022 FIFA World Cup: Reliving previous 5 finals before showpiece event in Qatar

Lionel Messi is undoubtedly one of the greatest footballers of all time. At present, he remains the captain of Argentina as he will once again prepare to lead the national side in the forthcoming 2022 Qatar World Cup, which might be his last appearance in the showpiece event.

In 2021, Messi shifted base after leaving Barcelona and joined Paris Saint Germain (PSG) as the Argentine geared up to compete in Ligue 1, the top division of French football. While his debut season wasn't the best for him, by his own goal-scoring standards, Messi continued to make strides and showed why he is not just a goal-scorer, but a little more than that. The legendary footballer has, time and again, shown the world sport the importance of reading the game and being ahead of it, stressed on presence of mind by his style of play and wily moves on the ground (courtesy of his vision and foresight). Thus, he has created enough moments on the field to make things happen so that his teammates can make the most of it and score by virtue of his assists.

A Twitter user recently shared a video, which has gone viral in no time, that shows Messi's class as a playmaker and emphasised why the legend should be studied in schools for his exemplary football IQ.

From exploiting the offside trap (as shown in the video attached) to using the referee to beat a player, the veteran Messi is well versed with every trick in the book to unlock a defence. The best part of it all is that he doesn't just do this for creating goal-scoring chances for himself, but does it effortlessly for his teammates as well, who might not react in the same manner. Five Iranian crew of a cargo plane grounded in Argentina since last week have had their passports temporarily seized pending a probe into possible links to Iran's Revolutionary Guards, officials said Monday.

A judge on Monday ordered their travel documents held for an additional 72 hours after Security Minister Anibal Fernandez said information had been received from "foreign organizations" that some among the crew may be linked to companies with ties to the Guards.

The Revolutionary Guards, Iran's ideological army, is on a US blacklist of foreign "terrorist organizations."

The Revolutionary Guards, Iran's ideological army, is on a US blacklist of foreign "terrorist organizations." An Argentinean foundation rescues sea lions tangled in the garbage and raises concerns about ocean pollution. The Mundo Marino Foundation Rescue Center provides assistance and treatment to all sea lions affected by fishing nets and human pollution.

Biologist and head of Mundo Marino Rescue Center, Sergio Rodriguez Heredia said the origin of the pollution affecting sea lions and other species is not only marine waste but also the waste people leave at the beaches.

“In some way, if human actions such as resource extraction and the continuous resources exploitation aren’t handled in an appropriate context, they end up affecting the marine wildlife, and in the long term, as has already been seen, it will end up affecting us," Heredia said.

It is important to highlight the origin of this waste, not only marine waste, it’s not only caused by the improper handling of ships’ waste but also the waste left out by people who have the opportunity to visit the beach, it’s also the urban waste of big cities.

The wounds the animals suffered had to do with nets and in the case of the sea lion in Villa Gesell, it was due to straps (plastic seals), which are those ties usually put on boxes wrappers packed in the ports. These boxes and those types of ties are usually broken when arriving at the port, they are often made of hard plastic, and they end up in the animals’ necks many times.

The distribution of sea lions goes from Isla de Marco, in Uruguay, to Isla Mayorca, in Peru. There are large groups of this species on Uruguayan islands such as Isla de Lobos, Islas de Torres, and Islas de Castillo Grande, in the north of the Rio de la Plata.

Argentinian foundation rescues sea lions from garbage, raises concerns over ocean pollution

Lautaro Martinez, Angel Di Maria and Paulo Dybala struck as South American champions Argentina proved to be an irresistible force in the inaugural Finalissima against Italy here at iconic Wembley Stadium on Wednesday. Angel Di Maria tried to lob Gianluigi Donnarumma from halfway inside two minutes as the South American champions tugged the beard of their European counterparts, but it was discipline and superlative passing that left Argentina 2-0 up at the break.

Donnarumma barely had time to recover from denying Lionel Messi after a typically sparkly move when the Paris Saint-Germain man held off Giovanni Di Lorenzo in the box and squared for Lautaro Martinez to flick the ball in from close range. With Lionel Scaloni`s side asking all the questions, Italy might have been relieved to head in at the break just 1-0 down, yet they were caught on the hop in added time. Goalscorer turned provider as Lautaro Martinez took up possession in midfield and sent an elegantly weighted low ball forward for Di Maria, who sped in to clip over the despairing Donnarumma. Roberto Mancini made three changes at the break, notably taking off Giorgio Chiellini in his final international game, but matters did not improve.

Not long after preventing a Leonardo Bonucci own goal, Donnarumma had to pull off a magnificent save to hook a Di Maria shot out from under his crossbar, and he was lucky to be in the right place when the Paris forward met a corner with a bullet-hard volley from outside the box.

Italy came from behind to win UEFA EURO 2020 at this venue, but there was little suggestion that a comeback was possible this time as chances kept piling up at the other end. With Giovani Lo Celso hitting the side netting and Messi denied three times by Donnarumma, the scoreline barely reflected the extent of Argentina`s dominance - until Paulo Dybala popped up to finish after Messi had been tackled on the edge of the Italy box. Player of the match Lionel Messi won a trophy at Wembley for the second time in his career; his Barcelona side won 3-1 against Manchester United at the same venue in the 2011 UEFA Champions League final.

Diego Maradona's sudden demise in late 2020 shocked the whole sporting fraternity. The legendary footballer died of a heart attack in November 2020 and the forthcoming FIFA World Cup, to be held later this year in Qatar, will be the first-ever edition of the showpiece event without the presence of Maradona.

Nonetheless, a plane -- designed as a flying museum -- dedicated to the great footballer Maradona was unveiled in Argentina and is set to fly for the Qatar World Cup, which will kick off on November 21.

The 12-seater plane -- called Tango D10S -- has been financed by an Argentine fintech company in memory of Maradona, who led the national team to the 1986 World Cup title. The aircraft features a picture of Maradona kissing the elusive World Cup trophy on the fuselage whereas the plane's tail comprises his face.

Talking about the wings, it has both of his goals in Argentina's famous 2-1 win over England in the World Cup quarter-final. The 'Hand of God' goal is on the left-wing whereas one of his goals that has been hailed as the greatest of all time on the opposite wing.

“I am mad about Maradona, one of those people who still watch videos of Diego before I go to sleep at night,” Gaston Kolker, CEO of fintech company Give and Get, told Reuters. "This is the first World Cup without Maradona and maybe the last with (Lionel) Messi. I said, I want to make Diego’s plane, I want to make Diego’s plane. And so we launched Tango D10S. When Maradona’s team mates saw it, the World Cup winners from 1986, they were amazed, they were hypnotised by the aircraft," he added.

The first case reported in Argentina was that of an 8-year-old boy at the Children’s Hospital in the city of Rosario.

The shirt worn by Diego Maradona when he scored two of the most famous goals in soccer history was sold for 7.14 million pounds ($8.93 million) on Wednesday, marking a new auction record for an item of sports memorabilia. Maradona wore Argentina`s No. 10 shirt in the 1986 World Cup quarter-final against England in Mexico. Six minutes into the second half he put his team ahead by punching the ball into the net for what became known as the "Hand of God" goal.

Four minutes later Maradona dribbled from his own half to score a goal widely considered one of the greatest in World Cup history. England midfielder Steve Hodge got Maradona`s jersey after the game and announced last month he was putting it up for auction after 19 years on display at England`s National Football Museum.

"This historic shirt is a tangible reminder of an important moment not only in the history of sports, but in the history of the 20th century," said Brahm Wachter, Sotheby`s Head of Streetwear and Modern Collectables.
Sotheby`s said the buyer was anonymous.

The sale broke the previous record for sports memorabilia set by the original autograph manuscript of the Olympic Manifesto from 1892, which went for $8.8 million in 2019. The sale of Maradona`s jersey was complicated by claims that the wrong shirt was going under the hammer, with his daughter and ex-wife saying Hodge received the shirt Maradona wore in the first half of the match.

Sotheby`s said they used photomatching technology to "conclusively" match the shirt to both goals by "examining unique details on various elements of the item, including the patch, stripes, and numbering".
Maradona, regarded as one of the world`s best-ever footballers, died in November, 2020 aged 60.

The shirt worn by Diego Maradona when he scored two of the most famous goals in soccer history was sold for 7.14 million pounds ($8.93 million) on Wednesday, marking a new auction record for an item of sports memorabilia.

In Delhi, visiting foreign minister of Argentina Santiago Cafiero has raised the issue of Malvinas or Falkland Island issue and held the first meeting of a commission formed by his government. The islands in South Pacific, are referred to as Falkland by UK and Malvinas by Argentina. Both countries went to war over them in 1982. Speaking to our Principal Diplomatic Correspondent Sidhant Sibal, FM Cafiero called for a "dialogue" with UK and pointed that "UNGA designed a mechanism to solve this dispute".

Interestingly, the commissions meeting took place in the same room where UK PM Boris Johanson held his press conference in Delhi just two days ago. The commission, according to Argentina government seeks to promote compliance with UN resolutions and calls for the resumption of talks between the UK and Argentine over Malvina's sovereignty. MP Shashi Tharoor, Granddaughter of the father of the nation Mahatma Gandhi--Tara Gandhi Bhattacharjee were among the dignitaries from the Indian side who were present.

Asked about his conversation with EAM Jaishankar, the minister said focus was on "investment, enhancing trade, and the good news is in 2021 trade grew exponentially". He also handed over an invite from his government to PM Modi to visit Argentina. PM Modi had visited Argentina in the past for the G20 summit. The visiting FM will also visit Mumbai for nuclear plant collaboration between the two countries for peaceful purposes.

WION: What has been the key focus of your India visit, especially your conversation with EAM Jaishankar?

Santiago Cafiero: Now we are here starting up for the commission of dialogue on Malvinas islands, our claim is really the core part of our foreign policy and well, we had a bilateral meeting with EAM Jaishanker. We talked about investment and enhancing trade. The good news is in 2021 trade grew exponentially that is good news no doubt.

WION: Talking about the Malvinas, what is the key reason for holding this meeting of the commission in New Delhi?

Santiago Cafiero: We are going back to the dialogue table as stated by the international community since 1965. The UNGA designed a mechanism to solve this dispute, it is the two countries that usually promote international law, respect multilateralism, promote the principles of the UN charter, they have to sit down and have a dialogue.

WION: How do you see India's stance when it comes to Malvinas islands at a time we know India has a good relationship with the UK. The UK PM was in Delhi just two days ago...

Santiago Cafiero: Indeed the role of India is historical in supporting Argentina's claim, India is part of the UN decolonization commission and it is also part of other fora that are addressing these problems.

It is not a matter of good or bad relationship with a government or a country, its the international community and among them India that wishes that we find a diplomatic solution and we all know we need to solve this controversy because the UK carried out this usurpation of our land 189 years ago and colonialism is something that is really anachronic, so we need to find a peaceful solution based on dialogue.

WION: On the talks with the Indian side, the focus was on atomic energy, defence and in the past has been on space. What are the deliverables you are looking at?

Santiago Cafiero: A lot of progress has been made in the field of trade between India and Argentina and we talked about the transfer of technology and knowledge.

We are getting to know each other better as we go along, somehow we met through satellite, science and technology development in fields in which we can supplement one another and then there is the possibility of joint ventures and hi-tech business.

Argentina and India have talent, this is very promising indeed and part of the innovation agenda - and we have talked with minister Jaishankar who has agreed on it. This week on Wednesday, I will be visiting the nuclear plant in Mumbai meant for peaceful purposes and lot of technical work is being done there which is very important. What is very important is that it will be used for medical purposes.

WION: The Russian invasion of Ukraine, what is your government's position on it...

Santiago Cafiero: Argentina condemns Russia's invasion of Ukraine and we are part of a committee on the violation of human rights in Ukraine to look into it.

Argentina defends multilateralism and on multilateral organizations which do not have jurisdiction over peace and international security, I mean there are certain fora that see to these matters, so we do not favour exclusion of Russia in fora that deal with peace and international security because we believe firmly on multilateralism, this conflict must be solved once and for all. There must be peace and dialogue, we need to find a definite solution to the issue in Ukraine.

WION: The war has led to an increase in the prices of commodities, have you reached out to India for any import of wheat or sugar?

Santiago Cafiero: As for food, we are producers of food, that can ensure a stable provision of food security which is an important part of the international agenda.

I just came from Italy where we held bilateral meetings with FAO, WFP and we moving in that direction, I mean, we can be food and energy provider. We have a lot of gas and oil and also Lithium and copper. So through mineral exploration, we can support the energy transition that is needed.

WION: When will Lionel Messi come to India?

Santiago Cafiero: I don’t know. I don’t know if he’ll come. Messi is an extraordinary football player and a great person. Very sensitive to promoting football worldwide because he knows that football is a tool that brings people together and unites people. All Argentineans feel proud of him, he is a deluxe ambassador of that peaceful feeling in Argentina. Hopefully, he’ll come. I don’t have his agenda but hopefully, he’ll come someday
