"This court has, in a number of judgments, held that secularism was always part of the basic structure of the Constitution. If one looks at the right to equality and the word 'fraternity' used in the Constitution, there is a clear indication that secularism has been held as the core feature of the Constitution," the bench said.

"I can cite cases for you. When secularism was debated, there was only the French model. The Supreme Court has struck down statutes that go against secularism. You may look at Article 25. For socialism, we have not followed the western concept and we are happy about it," Justice Khanna told the petitioners.

During the hearing, Jain submitted that B R Ambedkar had opined that the inclusion of the word "socialism" would curtail personal liberty. He added that the Preamble to the Constitution cannot be amended through amendments.

"Please see the implications. These words, secular and socialist, were not debated in Parliament. It is against the founding father's idea. Please allow us to raise this issue. Issue notice on this," Jain submitted.

Justice Khanna asked Jain, "You don't want India to be secular?"

Jain submitted that he did not mean that India is not secular but is against the amendment made to incorporate these two words -- secular and socialist -- into the Preamble to the Constitution. 
Justice Khanna said there were different meanings of socialism and one "should not take the meaning adopted in western countries".

"Socialism can also mean there has to be a fair opportunity for all -- the concept of equality. Let us not take it as a western concept. It can have some different meanings as well. Same goes with the word secularism," he said.

Advocate Ashwini Upadhyay, who too has filed a petition, said he is neither against the words "socialist", "secular" and "integrity" nor their insertion in the Constitution, but he is against the insertion of these words into the Preamble in 1976 and that too with a retrospective effect from November 26, 1949.

He said adding a word did not have any real effect in the country but opened a pandora's box for the future governments, who can play with it and may remove a word from the Preamble.

Swamy, on the other hand, submitted that the Preamble was a declaration made on November 26, 1949 and therefore, adding further words to it through a subsequent amendment was arbitrary.

He said it was wrong to depict that according to the present Preamble, the Indian people agreed on November 26, 1949 to make the country a socialist and secular republic. The bench said it would examine the matter and posted it for further hearing on November 18.

On February 9, the top court had questioned whether the Preamble to the Constitution could be amended while keeping the date of its adoption, November 26, 1949, intact.

"For the academic purpose, can a Preamble that has the date mentioned be changed without altering the date of adoption? Otherwise, yes the Preamble can be amended. There is no problem with that," the bench had said.

Jain said the Preamble to the Constitution comes with a specific date and therefore, it cannot be amended without a discussion.

Swamy said the 42nd Amendment Act was passed during the Emergency (1975-77).

On September 2, 2022, the top court had tagged Swamy's plea with other pending matters -- filed by one Balram Singh and others -- for hearing.

Dangerously high levels of uranium – which is typically found in nuclear plants – has been recorded in the drinking water sources across six districts in the Indian state of Chhattisgarh.&nbsp;

As per the guidelines by the World Health Organization (WHO), uranium levels should be less than 15 micrograms per litre, but the amount found in Chhattisgarh's drinking water is triple the limit. According to media reports, the amount of uranium in drinking water also crossed the government's limit of 30 micrograms per litre.&nbsp;

High levels of uranium in drinking water can lead to kidney diseases, skin conditions, pulmonary conditions, and cancer. &nbsp;

In 2017, WHO advised that uranium levels in drinking water should be under 15 micrograms per litre, and also acknowledged that "there are uncertainties (if) concentrations above this would be of concern". &nbsp;

India along with a few other countries has crossed the advisable limits of uranium, according to the global health body. Earlier this year, India’s Bhabha Atomic Research Centre study suggested that 60 micrograms of uranium per litre is also safe to consume.&nbsp;

Samples of drinking water were collected from six districts in Chhattisgarh – Rajnandgaon, Balod, Kawardha, Durg, Bemetara, and Kanker – for conducting uranium tests.&nbsp;

A depression over the east-central Bay of Bengal is likely to intensify into a severe cyclonic storm and cross Odisha-West Bengal coasts between Puri and Sagar Island in the early hours of October 25 with a wind speed of 100-110 kmph gusting to 120 kmph, according to the IMD.

"The ICG has mobilised its vessels and aircraft, positioning them strategically to respond swiftly to any emergency situations," a statement said. It said the ICG is on high alert, with its dedicated personnel and assets ready to provide assistance, rescue and relief.

A female police constable was raped by her neighbour in the Indian state of Uttar Pradesh's Kanpur while she was on her way home to celebrate Karwa Chauth.

According to the police, the accused Dharmendra Paswan, aka Kallu (34), offered the woman a lift on his motorcycle when she was walking home, however, he instead took her to an isolated area.&nbsp;

After she agreed to the lift, Paswan diverted his vehicle towards an isolated spot near a tube well. The woman got suspicious and tried to stop him. He then forcibly overpowered her and allegedly raped her.&nbsp;

The police constable had come to Kanpur for the Karwa Chauth rituals.

Police in the Indian Union Territory of&nbsp;Jammu and Kashmir&nbsp;have swung into action after the recent terrorist attack in Gagangeer area of Ganderbal district in which&nbsp;seven people were killed.

The police department's Counter-Intelligence Kashmir (CIK) wing carried out multiple raids in six districts of the Kashmir Valley. The raids were conducted in districts – Srinagar, Ganderbal, Pulwama, Anantnag, Budgam, and Kulgam.

Top security officials said that ten locations were raided, on Tuesday (Oct 22) and security forces have recovered over a dozen mobile phones, one laptop and a lot of incriminating material. Around half a dozen people have also been detained during the raids for questioning.

The team was also able to dismantle a recruitment module of the newly formed terrorist organisation called "Tehreek Labaik Ya Muslim" (TLM), which is said to be an offshoot of Lashkar-e-Taiba (LeT).

Since then, security forces have been carrying out a massive search operation in the Ganderbal district and the forest area behind the tunnel construction site.

The National Investigation Agency (NIA) team visited the attack site in Ganderbal on Monday. The team was led by a Superintendent of Police associated with the investigation agency's regional branch in the valley.

A family in an Indian village faced a nightmarish time on Monday night after it discovered two venomous snakes contorted with each other. Indian Forest Service (IFS) officer Parveen Kaswan posted the viral goosebumps-inducing video showing the snakes twisted and entangled.

He wrote that the family spotted the snakes in the bedroom and sent an SOS call to one of his team members in the middle of the night. The snakes belonged to the highly venomous species Walls Krait. They were locked in a battle inside the family's home right under their bed.

"One of our beat staff got an SOS call late last night from a village. Imagine these highly venomous ‘Walls Krait’ locked in a duel inside someone’s bedroom," Kaswan said on X.

The team rescued the snakes and released them into the wild, he further stated. The name of the village was not mentioned.

Several people couldn't help but spot the similarities with Hindi films based on snakes. "Looks like Bollywood Naag and naagin stuff," one of them wrote, with another adding, "Like a scene from a Hindi movie."

Areas including Yelahanka, Vidataranayapura, Jakkur, Kodigehalli and Horamavu in North Bengaluru received heavy downpours. Many homes were flooded in the region with up to six feet of water as the Doddabommasandra Lake breached. Rescue operations are carried out by NDRF and SDRF teams to evacuate the residents.

“One more compound wall has collapsed, and there’s way more water this time. We have been told to evacuate and NDRF boats are here. There will be no drinking water or power for the next 24-48 hours,” Amruth Kiran, a resident of Kendriya Vihar apartments at Yelahanka, told The Hindu.

Authorities on Tuesday (Oct 22) said that at least 16 farmers in India’s northern state of Haryana were arrested&nbsp;for illegally burning paddy stubble, a practice that contributes to severe air pollution in the region around New Delhi at the onset of winter.&nbsp;

However, those arrested have been released on bail because it is a bailable offence, said Birbhan, the deputy superintendent of police.&nbsp;

As per local media, investigations have been launched on almost 100 farmers across Haryana, and fines have been imposed on over 300 farmers. According to the Central Pollution Control Board (CPCB), Delhi recorded “very poor” air on Tuesday morning, with an AQI of 320. It was the second-most polluted city in the world after Lahore on Tuesday, as per the live ranking on IQAir’s website.&nbsp;

Delhi’s environment ministry informed that Delhi’s daily average AQI is likely to stay ‘Very Poor” in (300-400) for a few days because of unfavourable climatic conditions.&nbsp;

16 farmers arrested in India’s Haryana for illegally burning paddy stubble

India has launched its fourth nuclear-powered ballistic missile submarine (SSBN). Codenamed S4, the submarine was launched on 16 October at the Ship-Building Centre (SBC) after Defence Minister Rajnath Singh inaugurated a Very Low Frequency Naval Station.

Seven people, including locals, non-locals, and a doctor, working at the construction site of a key infrastructure project, were killed and a few others were injured in a terrorist attack at Gagangir in&nbsp;Jammu and Kashmir on Sunday evening (Oct 20), just days after an elected government led by Chief Minister Omar Abdullah came to power in the Union Territory. Some of those who died in the attack were&nbsp;reportedly migrant workers.

The firing incident happened close to a campsite of the Z-mode tunnel at Gagangeer in the Sonamarg area of&nbsp;Ganderbal district.

The local police and security personnel from the Central Reserve Police Forces (CRPF) rushed to the spot and cordoned off the area.

Jammu and Kashmir Chief Minister Omar Abdullah said that some of those individuals were working on a key infrastructure project and slammed the terror attack.

These people were working on a key infrastructure project in the area. 2 have been killed &amp; 2-3 more have been injured in this militant attack. Later, officials identified the victim as Ashok Chauhan, who was living in the Sangam area of Anantnag.

Criticising the killing of the non-local labourer, Congress leader Rahul Gandhi said that the country stands united against such "inhuman and reprehensible" acts.

"The killing of a labourer from Bihar by terrorists in Shopian, Kashmir&nbsp;is a very sad and cowardly criminal act. I express my deepest condolences to the bereaved family," Gandhi said in his Facebook post.
