The Commission for Air Quality Management (CAQM) imposed stage II of the Graded Response Action Plan in Delhi-NCR&nbsp;as the air quality of the area entered the 'Very Poor' category on Monday (Oct 21).&nbsp;

According to CAQM, the AQI is likely to remain in the 'Very Poor' category in the days ahead because of the unfavourable climatic and meteorological conditions.&nbsp;

“The Sub-Committee constituted for invoking actions under the GRAP in its meeting held on 21st October, 2024, comprehensively reviewed the air quality scenario in the region as well as the forecasts for meteorological conditions and air quality index of Delhi made available by IMD/IITM. The AQI of Delhi since morning has been hovering around 300 and at 4:00 P.M, t has been recorded as 410. Forecasts from IMD/IITM also indicate a likelihood of the AQI of Delhi to particularly remain in “VERY POOR” category (DELHI AQI 301- 4O0) in the coming days, owing to unfavourable meteorological &amp; climatic conditions and calm winds,” read the official statement.

<h2>Here are restrictions that would be imposed in Stage II</h2>

In stage II of the GRAP, water sprinkling and mechanical sweeping will be done on a daily basis on identified roads, officials will enforce dust control measures at construction and demolition sites, use of power generator sets will be decreased and do’s and don’ts to minimise polluting activities will also be issued.&nbsp;

The government has also planned to deploy traffic personnel at congestion points, increase vehicle parking fees to discourage private transport and start additional bus and metro services.

As part of the measures, parking fees will be increased to discourage private transport and promote use&nbsp;of CNG or electric bus and Metro services by increasing service frequency and introducing additional fleets.

“We are already in deficit. Having fewer than two children leads to the rapid decline of the young population. Having more than two kids will ensure a stable population,” Naidu said.

"Countries like Japan, China, and several European nations are facing the consequences of ageing populations, where a significant share of the population is elderly," he added.

However, she rejected their call for the removal of the state health secretary. “At RG Kar Medical College and Hospital, several junior doctors and medical students were suspended without following proper procedures and rules. How can these students or resident doctors be suspended just on the basis of complaints? Who gave the college authorities the right to take such a step without informing the state government? Is this not a threat culture?” Banerjee questioned. The doctors raised concerns about the hostile environment they face, asking for measures to be taken against those responsible. “If we look at this, a culture of threats exists, as several names have come up numerous times—who used to threaten junior doctors with cancellation of their registration and misuse their power. We want a positive and healthy culture,” they said. Six doctors have already been hospitalised due to poor health, while eight others continue their indefinite fast. Massive protests had erupted across West Bengal following the brutal rape and murder of the trainee doctor on the premises of the state-run RG Kar Medical College and Hospital in Kolkata. In the wake of multiple hoax bomb threats being sent to airlines, Union Civil Aviation Minister Ram Mohan Naidu said that safety is the top priority of the government and that they are amending the rules to place people who make such hoax calls on the no-fly list.&nbsp;

The government is also considering making such threats a cognisable offence and including&nbsp;provisions for fines and punishment.

Speaking at a press conference on Monday (Oct 21), Naidu said that although the threats were found to be hoaxes, his department as well as the airlines are following a strict protocol.&nbsp;

"It is a very sensitive situation when it comes to such threats; there is an international procedure that we have to follow," the minister said.

“We have identified two approaches we can explore. First, we are looking at amending the Aircraft Security Rules. One of the proposals is to include individuals responsible for such threats on the no-fly list. Second, we are examining amendments to the Suppression of Unlawful Acts Against Safety of Civil Aviation Act, 1982,” said Naidu.

The minister said that the Bureau of Civil Aviation Security (BCAS) and the Ministry of Home Affairs have been working together to handle the escalating threats.&nbsp;

“We are continuously working with the Home Ministry to monitor and respond to these incidents,” Naidu said.

The series of hoax bomb alerts started this week when threats were issued to three international flights operated by Indian carriers.

"If you look at the last week, eight flights have been diverted. Each threat is assessed individually and our response has been efficient and dynamic. The lives of passengers are important, the security situation is important and protocol is important. We have enhanced security at airports," said the minister.

A threat issued by Khalistani terrorist Gurpatwant Singh Pannun last year, warning regular flyers of Air India to avoid travelling on the airlines on November 19, is being widely circulated on social media at a time when hoax bomb threats have been sent to almost 100 flights in the last seven days&nbsp;in India.&nbsp;

The video is being shared by various social media users who are alerting the Federal Bureau of Investigation (FBI) about the threat that was given by Pannun last year.&nbsp;

This has also resurfaced at a time when the Indian government is co-operating with the United States in the investigation of an alleged Pannun killing plot.

In the video, the founder of Sikhs for Justice (SFJ) Pannun said that “an attack could occur on an Air India flight” after November 19, which marks the anniversary of the 1984 anti-Sikh riots.&nbsp;

When the video was released, Pannun was booked by the National Investigation Agency (NIA) under sections 120B, 153A &amp; 506 of the IPC and sections 10, 13, 16, 17, 18, 18B &amp; 20 of Unlawful Activities (Prevention) Act, 1967.

"Pannun, the self-proclaimed General Counsel’ of the outlawed ‘unlawful Association’, Sikhs for Justice (SFJ), is in the eye of the storm yet again following the release and circulation of video messages on various social media platforms urging the Sikhs not to fly on Air India planes on and after 19th November claiming threat to their lives if they flew on Air India. Pannun also threatened that Air India would not be allowed to operate in the world. Pannun’s assertions and threats have triggered a high alert as well as investigations by security forces in Canada, India and certain other countries where Air India flies," said NIA, in a statement.

Reacting to the circulation of the video, India's External Affairs Minister S Jaishankar said, "I am not aware of any specific threat today... but we have seen threats, in the past, to our airlines, to our Parliament, to our diplomats and High Commissions, and our leaders. And all that is a source of concern."&nbsp;

The Weather Department said that an Upper Air Cyclonic circulation over the central Andaman Sea has moved to the north Andaman Sea on Sunday.

The department said that a low-pressure area is likely to form over the east-central Bay of Bengal and adjoining north Andaman Sea during the next 24 hours.

“This low pressure is very likely to move northwestwards and reach the north-west Bay of Bengal off the Odisha-West Bengal coasts by October 24,” the department said.

The cyclonic circulation over the sea has been causing moderate rainfalls in Chennai and adjoining districts, including Chengalpattu, Kancheepuram and Tiruvallur.

The Weather Department added that this wet spell is likely to continue for the next few days and could bring down the maximum and minimum temperatures.

It also advised the fishermen not to venture into the sea until further notice as strong winds with a speed reaching 35 kmph to 45 kmph are likely to prevail over the Tamil Nadu coast, Gulf of Mannar and Camorin area.

The weather department has also predicted heavy rains on October 21 at isolated places over the ghat areas of Coimbatore and Tirupur and in the districts of Ranipet, Vellore, Tirupattur, Krishnagiri, Dharmapuri, Salem, Tiruchi, Dindigul, Madurai, Pudukottai, Ariyalur, and Perambalur.

A flood alert has been issued in the Dharmapuri, Krishnagiri, and Tiruvannamalai districts of Tamil Nadu, through which the Thenpennai River flows. The respective district administrations have issued the alert.

Due to heavy rains in the catchment areas of the Krishnagiri Reservoir Project (KRP) dam, 2,000 cusecs of water have been released from the dam. A flood alert has also been issued for the Harur and Pappireddipatti areas.

Fire and Rescue Services, along with the State Disaster Response Force (SDRF), are on standby. The continuous rainfall in the catchment areas of the Thenpennai River has led to a significant increase in the water inflow levels at the KRP dam.

Police suspect the white powder could be a mixture of ammonium nitrate and chloride. "There was a foul smell of chemicals after the blast. Residents and police officials who rushed there also felt the same. Our teams are investigating the entire matter," a senior officer told PTI.
