In a unique event held on the famous Dal Lake of Srinagar, over 150 females participated in a boat race, breaking all the stereotypical barriers and taking a step in the direction of women's empowerment and inclusivity.

Kashmir Valley's famous athlete and India's first female Chief Jury at the Paris Olympics, Bilkis Mir, organised the event. Bilkis has been working with Kashmiri women for years to train them in water sports, and she says this was a historic&nbsp;day in the valley to have so many women showcasing their talent on one platform.

We are adopting 35 girls, and we are going to train them for national and international events,'' said Bilkis.

The young girls who participated in the event showed excitement and also wished that more such events were held in the valley. Providing platforms for local girls to showcase their talent and allowing them to prove their mettle on national and international levels is a dream for them.

The country's population count has been conducted every 10 years since 1951, but the census work in 2021 could not be carried out due to the COVID-19 pandemic. So far, no formal announcement has been made on its next schedule.

"In all probability, the work for the census and the NPR will begin early next year and the population data will be announced by 2026. With this, the census cycle is likely to be changed. So, it will be 2025-2035 and then 2035-2045 and so on in future," sources privy to the thinking of the government said.

The Office of the Registrar General and Census Commissioner had prepared 31 questions to be asked to the citizens during the census exercise.

These questions include whether the head of the household belongs to Scheduled Caste or Scheduled Tribe and other family members as asked in the previous census.

Opposition Congress and the RJD are among the political parties which have been demanding a caste census so that the total OBC population in the country is known.

"The government has not yet taken any decision on caste census," a source said.

It is to be seen whether the government will go ahead with the delimitation exercise, which is due in 2026, after the census data is published.

Several political leaders from Southern states have expressed their apprehensions over the possibility of their states losing out on Lok Sabha seats and thereby their political clout as they have been successful in population control, unlike the northern states.

They feel that the southern states may get less number of parliamentary seats than the existing number of constituencies if the delimitation is carried out with the new data.

On the other hand, the Article 82 of the Constitution states: "Provided also that until the relevant figures for the first census taken after the year 2026 have been published, it shall not be necessary to readjust the allocation of seats in the House of the People to the States as readjusted on the basis of the 1971 census".

It means if the census is conducted in 2025 and data published in 2026, delimitation exercises cannot be carried out based on 2025 census data. If it happens, then Article 82 has to be amended.

"All these factors will have to look into before any decision is taken on delimitation," a source said.

The 31 questions to be asked to each family under the census exercise include the total number of persons normally residing in the household, whether the head of the household is a woman, the number of dwelling rooms exclusively in possession of the household, the number of married couple(s) living in the household among others.

The questions also include whether a family has a telephone, internet connection, mobile or smartphone, bicycle, scooter or motorcycle or moped, and whether they own a car, jeep or a van.

The citizens will also be asked what cereal they consume in the household, the main source of drinking water, main source of lighting, access to latrine, type of latrine, waste water outlet, availability of bathing facility, availability of kitchen and LPG/PNG connection, main fuel used for cooking, availability of radio, transistor, television etc.

The census of India is recorded every decade, with the first one being held in 1872. The first census post-Independence was recorded in 1951 and the last one in 2011.

According to the 2011 data, India's total population was 121 crore, sex ratio was 940 females per 1,000 males, literacy rate was 74.04 per cent and the population growth was 17.64 per cent from 2001 to 2011.

A total of 68.84 per cent of the population lived in rural areas, while 31.16 per cent lived in urban areas and the country then had 28 states and seven union territories with Uttar Pradesh recording the most populous state, with a population of roughly 20 crore.

The least populous Union Territory was Lakshadweep with a population of 64,429. Rajasthan was the largest state geographically, with an area of 342,239 sq km and Goa was the smallest state, with an area of 3,702 sq km.

Centre likely to commence population census in 2025 after four-year delay

Indian Prime Minister Narendra Modi during his recent episode of Mann Ki Baat, on Sunday (Oct&nbsp;27), drew attention towards ‘digital arrest’ and warned the citizens about the scam. Shockingly, Indians have lost over Rs 120.3 crores in the digital arrest scam in the first quarter of 2024.&nbsp;

During his recent episode of Mann Ki Baat, the PM mentioned that no official will investigate and ask for money or a fine over call. He also informed people that there is no such punishment as ‘Digital Arrest’ under the Indian legal system.&nbsp;

“People from every class and age group fall victim to digital arrest. People have lost lakhs of rupees earned through their hard work, out of sheer fear. Whenever you receive such a call, don’t be scared. You should be aware that no investigative agency ever inquires like this through a phone call or a video call,” PM Modi said.

During the episode, PM Modi also said that agencies have blocked thousands of video-call IDs, over lakh SIM cards, mobile phones, and bank accounts.&nbsp;

He said that agencies are trying very hard to save people from cyber fraud, but for protection from these scams, every citizen must be aware of them. Meanwhile, data from 37 of the city's 40 monitoring stations shared by the CPCB showed that three stations -- Bawana, Burari and Jahangirpuri -- recorded 'severe' air quality.

The upcoming winter season teamed up with Diwali festivities is a menace for the capital city’s already deteriorating air quality. To curb air pollution, the Delhi government has taken several steps including pushing for public transport, curbing dust pollution, and a firecracker ban during the festival season.

Another crucial action in this direction was to invoke the Centre’s emergency Graded Response Action Plan (GRAP) when the air quality in Delhi-NCR is expected to decline in the winter months. At present, GRAP Stage II (when AQI is between 301 and 400) has been activated in Delhi by the Commission for Air Quality and Management (CAQM) since October 21.

Cyclone Dana’s landfall disrupts life along India’s eastern coast

Around 30 students from a school at Tiruvottiyur in Tamil Nadu's Chennai were taken to a hospital on Friday (Oct 25) after experiencing uneasiness and throat irritation, reportedly due to a gas leak, officials said.

Meanwhile, parents of affected children accused school authorities of not providing clear information about the situation.

"The school administration is not providing clear information. My child is still under hospital observation. She had throat irritation for the past three days, which we thought was minor, but today they admitted her," one parent said.

Verma alleged the Canadian government is seeing the Khalistani separatists as an intelligence asset and encouraging them. He claimed that Khalistani operatives might even be affiliated with Canada’s security agency, CSIS.&nbsp;

“Khalistani extremists are being encouraged all the time. This is my allegation, I also know that some of these Khalistani extremists and terrorists are deep assets of CSIS, again I'm not giving any evidence.”

These extremists, he warned, are luring students with help, and then leading them into a vortex of radicalisation.&nbsp;

"We have the potential for 1100 Gigawatts (1 Gigawatt = billion watts) of wind energy generation, but are only generating 47 Gigawatts," said Lalit Bohra, joint secretary of India's Ministry of New and Renewable Energy (MNRE), quoting estimates from the National Institute of Wind Energy (NIWE). His remarks came during an address at Windergy 2024, India's premier wind energy trade fair and conference, supported by the MNRE.

Speaking at the event, he elaborated on the Indian government's ambitious goal of achieving 500 gigawatts of installed electricity capacity from non-fossil fuels (renewable energy and nuclear) by 2030. Of these 500 gigawatts that is meant to be generated from non-fossil fuels, wind energy is expected to contribute 100 gigawatts. However, there are several challenges including the slow addition of wind energy generation infrastructure, power grid infrastructure, issues with land acquisition, shortage of skilled human resources, among others.

Lalit Bohra also touched upon the need for industry-academia collaboration to ensure that there is a constant supply of skilled human resources for the wind energy sector in India. Highlighting how Indian-made equipment and wind turbines are being exported, he indicated that there is a huge potential in offering the country’s talent to the global wind energy sector. He also mentioned the need for India to develop the capability to indigenously design and develop advanced wind turbines. Notably, India lacks specific design centres for this purpose, and efforts are underway to establish them with government support.

On the ongoing expansion of wind energy facilities in India, Girish Tanti, India chair of the Global Wind Energy Council, said that the country has the manufacturing capacity to expand at 15 Gigawatts a year, but is barely adding 4.5-5 Gigawatts of wind energy generation capacity in the ongoing year. To achieve the 100 Gigawatt milestone by 2030, he emphasised that India (which at present has 47 Gigawatt capacity) must add 10 Gigawatts annually for the next five years.

Expressing confidence in India's ability to achieve 500 Gigawatts of non-fossil fuel energy generation by the end of this decade, Sudeep Jain, additional secretary at MNRE, said that the present generation capacity has surpassed 210 Gigawatts, while projects with a capacity of 160 Gigawatts are in the process of being installed, whereas projects capable of generating 100 Gigawatts are under tendering process.

<h2>Timing of the notice raises eyebrows</h2>

The notice against the Adani Group comes at a time when SEBI chairperson Madhabi Puri Buch’s tenure is due to end and the central government is expected to release an advertisement inviting applications from aspiring candidates. Some experts also believe that her tenure may be extended by the government.

Similarly, there are concerns that Buch may be dragging her feet over summons issued by the Public Accounts Committee (PAC) of the Indian Parliament.

Pointing to the reasons behind the high frequency and intensity of cyclones across the world, Pushpendra Johari, senior vice president of sustainability&nbsp;at RMSI,&nbsp;a global geographic information system&nbsp;(GIS) consulting company, told WION that it is all because of climate change, adding that now the oceans are much warmer than it used to be before, which is causing more such events.&nbsp;

Johari recalled the last two Hurricanes, Helene and Milton, that hit the US state of&nbsp;Florida in the past two months.&nbsp;

"This is all happening because of climate change. The oceans are much more warmer than they used to be and that is why more such events are happening. Moreover, it is not just happening in the Indian oceans, but there have been two hurricanes in a very short span of time in the Atlantic, that is hurricanes Helene and Milton. It is happening across the globe, wherever the ocean water is warming, it is causing more events," he said.&nbsp;

Shifting to the cyclone situation in India, Johari&nbsp;said &nbsp;"The Bay of Bengal has had more cyclone events but the frequency has now increased a little bit. There was a time when the average was about two to three events per year, but it is increasing now."&nbsp;

<h2>Cyclone Dana&nbsp;</h2>

Cyclone Dana made landfall in Odisha early Friday, leading to heavy rainfall and strong winds across coastal regions. Initially, it came with a speed of 110 kmph.&nbsp;However, later, it weakened to a cyclonic storm, according to the India Meteorological Department (IMD).

The IMD reported that Cyclone Dana, after making landfall, is likely to continue moving northwest across north Odisha, weakening into a deep depression over the next six hours.

<h2>Cyclone's impact in Odisha</h2>

The IMD has further issued a red alert for a few districts including, Bhadrak, Balasore, Keonjhar, and Mayurbhanj districts, expecting continued downpours through Saturday (Oct 26)&nbsp;morning.&nbsp;

So far, over 500,000 people have been evacuated&nbsp;to shelters, according to&nbsp;Odisha Chief Minister Mohan Charan Majhi. The state is making extensive preparations to tackle the cyclone by setting up 5209 cyclone shelters.&nbsp;

One person has died in the Indian city of Kolkata in the aftermath of a cyclone, West Bengal Chief Minister Mamata Banerjee said.&nbsp;

Kolkata has evacuated approximately 200,000 people from low-lying areas.&nbsp;

"Only one person died in this natural disaster. The man died at his residence while conducting some cable-related work. It is quite unfortunate. The postmortem examination will give us a clear picture. If required we (the state government) will help the family," said Banerjee.&nbsp;

RMSI Senior VP&nbsp;Johari&nbsp;further highlighted the impact of cyclone Dana in Odisha and West Bengal.&nbsp;

"Bulk impact is going to be there in Odisha. Our estimate is that the impact would be somewhere about 3,000 million of damage, in terms of infra, buildings and everything in Odisha," he said.&nbsp;

Referring to the condition in West Bengal, he said that the least impact of the cyclone would be in West Bengal as it lies on the outer band.&nbsp;

"If we look at WB, its trajectory is still such that, there will be winds in West Bengal. Only the least impact band is going to be there. There is going to be a lot of rain, there could be potential for floods but as far as the impact of wind is considered, it won't have much impact," he said.&nbsp;

Johari&nbsp;continued, "However, the impact could come in form of a flood. Odisha will experience 110 kmph, and West Bengal may experience 80 kmph as it is on the outer band."&nbsp;

Further, there is going to be a decent impact on electricity, according to RMSI estimates, Johari said.&nbsp;

"There is going to be a lot of tree fall as a result of that, many polls can also get uprooted, which could lead to electric power disruption in a lot of ways," he added.&nbsp;

The Congress on Friday (Oct 25) slammed the NDA government at the Centre over the terror attack in Jammu and Kashmir's Gulmarg, saying its policies had completely failed to establish security and demanded that it should immediately take accountability as well as ensure the safety of Army personnel and civilians.

Two soldiers and two Army porters were killed in the attack on Thursday while another porter and a soldier were injured. Terrorists attacked a vehicle of the force six kilometres from the tourist hotspot of Gulmarg in north Kashmir's Baramulla district.

The terrorists opened fire on the Army vehicle in the Bota Pathri area when it was headed for the Nagin post in Afrawat range.

In a post in Hindi on X, Leader of Opposition in the Lok Sabha Rahul Gandhi said, "The news of the martyrdom of our brave soldiers in the cowardly attack on an Army vehicle in Gulmarg, Jammu and Kashmir, is extremely saddening.
