The Unique Identification Authority of India (UIDAI) stated on Friday that it cannot share Aadhaar biometric data for criminal investigations and the biometrics collected will only be used for the purpose&nbsp;of generating Aadhaar or for verifying the identity of Aadhaar holders.&nbsp;

The UIDAI said that the access to Aadhaar data was not permissible under Section 29 of the Aadhaar Act 2016.

The UIDAI said, "as per Sec 29 of the Aadhaar Act, the biometric data collected by UIDAI can be used only for the purpose of generating Aadhaar and for authentication of the identity of Aadhaar holders and cannot be used for any other purpose".

This&nbsp;has come days after several media reports surfaced stating purported use of Aadhaar biometric data for purpose of crime investigation.

UIDAI also added that it has never shared any biometric data with any crime investigating agency. It highlighted that when Mumbai High Court gave orders to share biometric data with an investigating agency in particular, the matter was taken up by the Supreme Court which stayed that order.&nbsp;

For the fourth time in a row, the Prime Minister`s Office has denied appointment to Kerala Chief Minister Pinarayi Vijayan to meet Prime Minister Narendra Modi.

Senior sources close to Pinarayi Vijayan`s office on Thursday told that the PMO has refused to give an appointment for the Chief Minister and all-party delegation, news agency ANI reported.

The party delegation was planning to meet the Prime Minister to discuss the disparities in the ration allocation to the state, the report further said.

The PMO has reportedly responded to the request, saying the Chief Minister can meet Food and Public Distribution Minister, Ram Vilas Paswan, if needed.

Last week also Vijayan had sought an appointment to meet Prime Minister Modi to discuss the same issue.

Earlier on March 20, 2017, the Chief Minister`s Office wished to meet the Prime Minister to appraise about budget allocation to the state.

On November 24, 2016, a week after demonetisation came into effect, Vijayana requested for an appointment with Prime Minister Modi to discuss the same.

Chief Minister Vijayan is currently visiting Delhi to attend a CPI(M) central committee meeting.&nbsp

"People are visiting the shrine on daily basis but this year, there will be no big gathering like yesteryears. No stalls will be set up and there will be no arrangements from our side," he added.

During the fair, Pakistan Rangers used to exchange sweets with BSF personnel at while a delegation of the force would offer chadar at the shrine, located one-and-a-half kilometres from Zero Line. In return, Indian soldiers offered holy water and sugar to Pakistani soldiers.

India and Pakistan soldiers have been involved in constant cross-border firing for the past one month with several low-intensity terror attacks carried out in Pulwama, Poonch and other adjourning areas which severely jolted peace moves in J&K.

When bank technicians in India were finally summoned to investigate why an ATM (automated teller machine) had not been working for days, they began to smell a rat.

What they found inside the ATM was almost $18,000 (approximately Rs 12,24,000) worth of shredded Indian rupee notes and one dead rodent that had somehow eluded the machine's security camera for its next, and last, meal, a State Bank of India (SBI) official said on Thursday.

"The ATM was out of order for a few days and when our technicians opened the kiosk we were shocked to find shredded notes and a dead rat," said Chandan Sharma, SBI branch manager in the town of Tinsukia in Assam.

"We have started an investigation into this rare incident and will take measures to prevent a recurrence."

SBI is India's largest bank with more than 50,000 ATMs spread across the country. Most ATMs in India have a closed-circuit camera installed for enhanced security.

Though the CCTV footage has not captured any rat entering the ATM machine, the police maintain that there is no conspiracy angle. "We've checked and there is no other criminal or conspiracy to angle to the incident. It looks like the rats entered the machine through a small opening for some wires," district police superintendent Mugdhajyoti Dev Mahanta said.

Of the total $42,685 in the ATM machine, $25,022 were recovered intact. But banknotes worth $17,662 were destroyed.

Photographs taken by a local reporter after the ATM was opened showed fragments of grey and purple coloured notes of 500- and 2000-rupee denominations.

No Assumption Island Deal

But the big focus will be Indian facility or what many would say Indian Military base on assumption Island. During Prime Minister Narendra Modi’s visit to Seychelles in March of 2015 both countries agreed to develop a military facility on the Assumption Island. The revised agreement was signed on 27 January 2018. As per the terms of the agreement, the facilities on Assumption Island will be funded by India, owned by Seychelles and jointly managed by both sides. That seems to be in trouble now. Days before his visit, Seychelles President in an exclusive conversation with Wion's Amitabh Revi said he won't put the Indian facility agreement on the Assumption Island for ratification in the parliament since it will not pass through.

He said "As President, I am the head of the executive but I do not have a majority in our Parliament, in our National Assembly and the difference between your system and our system is that a ratification has to go through Parliament. So why does Seychelles needs a facility? First, it is part of crucial sea lanes through which much of Africa's trade with Asia passes and piracy is a big issue. Remember, Seychelles might have a small land area but its Exclusive Economic Zone is the size of South Africa and twice the size of Madagascar.&nbsp

China, A Worry

But what is the real reason for assumption island deal to fall apart..is China behind the decision? President of Seychelles'has rejected that. He said " Big countries, size of your country, size of the population, but genuine respect for a small country like Seychelles. Our relationship has never been one of being dictated by big country or a small country and I think it is in this context that I believe that Seychelles' relationship will grow with both India and China".This will be the third meeting between PM Modi and Seychelles's President this year. First at the solar summit in New Delhi, second CHOGM chogm summit in London. The visit happens at a time when China is increasing its presence in Indian ocean region. India will give a grand welcome to the president, but the assumption island deal will remain on top of the mind of Indian policymakers. China's predatory practices are well known in Maldives, Sri Lanka. The country is situated just 600 miles east of Diego Garcia which hosts American military base in China. Clearly, the stakes are high.

India to gift a Dornier aircraft

Hitting out at Congress and human rights groups, Union Minister Arun Jaitley said on Friday that dealing with terrorists who refuse to surrender is not "muscular policy" but a law and order issue which cannot wait for political solution.

Following the imposition of the Governor's rule in Jammu & Kashmir, Congress leaders have expressed fears that it might result in the return of the 'muscular policy' to deal with the Kashmir problem.

"At times we get caught in the idioms that we create. One such phrase is "muscular policy in Kashmir". To deal with a killer is also a law and order issue. It can't wait a political solution.

"A fidayeen is willing to die. He is also willing to kill. Should he be dealt with by offering Satyagraha before him? When he advances to kill, should the security forces that confront him, ask him to sit on a table and have dialogue with them? Jaitley raised the question in his Facebook post.

Jaitley's comments come days after BJP pulled out of an alliance with PDP in J&K, leading to imposition of the Governor's rule in the state. Former J&K Chief Minister Mehbooba Mufti too had said that "muscular security policy will not work in J&K" and reconciliation was the key to resolve the problems in the state.

Jaitley said the policy should be to protect the ordinary citizen of the valley, get him freedom from the terror and provide him with a better quality of life and environment.

"It is paramount to protect India's sovereignty and the right to life of its citizens," he said.

Jaitley regretted that the front human rights organisation which have been taken over by the ultra-left have never spoken about the deprivation of the human rights of the innocent citizens who are victims of their violence.

"They have never a tear to shed in the indiscriminate killing of the security personnel," he said.

Even though the Congress Party historically and ideologically would have been opposed to such human rights groups, they have earned a sympathy in Rahul Gandhi's heart, Jaitley said, adding that Gandhi had no qualms about joining those who raised subversive slogans at JNU and Hyderabad.

"The political adventurists in parties like AAP, TMC and the like only look for a political opportunity in these groups. These human right organisations are an over-ground face of the underground. In the system that they believe in, there is no place for life, liberty, equality and free speech. In fact, there is no space for election or Parliamentary democracy," Jaitley said.

The minister said that one of the worst victims of Pakistan's misconceived Kashmir policy has been the resident of Kashmir valley.

For the past three years, he said, the terrorists up their activities in the months of April, May and June so that the economic lifeline of the valley suffers in the tourism season.

"They terrorise courts, they kill editors, they kill innocent citizens and they don't allow any alternate religion to be practised. Who is threatening the human rights of the citizens of Kashmir? It is obvious that it is the terrorists and the Jehadis who have done it.

"The whole country bears a large cost by putting its security personnel in the region in order to protect the innocent citizens. Many security personnel have been martyred," Jaitley said.&nbsp;

Underlining the need to regulate adventure sports like white river rafting and paragliding, a division bench of justices Rajiv Sharma and Lokpal Singh in a recent order directed the state government to prepare a transparent policy on adventure sports in the state within two weeks.

Till such a policy is framed, no paragliding, white river rafting and other water sports shall be permitted in the state of Uttarakhand, the court said. The court order came on a PIL alleging issuance of illegal leases in favour of private parties in Ganga riverbed.&nbsp;

The PIL contended that temporary structures are permitted to be set up on the banks of river Ganga and rafting is carried out in the river by private entrepreneurs in the river without any legal sanction.

Congress leader and former Union Minister Saifuddin Soz irked a controversy on Friday after he made comments on Kashmiris' independence.

His comments invited huge criticism from the Bharatiya Janata Party (BJP).&nbsp;

Responding to his comments, BJP leader Subramanian Swamy said "As a central minister, he (Saifuddin Soz) benefited from Centre's power when his daughter was kidnapped by JKLF. There's no use helping these people. Whoever wants to stay here can stay abiding by the Constitution, if they like Musharraf we'll give them a one-way ticket (to Pakistan)," Swamy said.

BJP leader Mukhtar Abbas Naqvi said that such statements boost the morale of separatists and terrorists in the Valley.

He said, "Kashmir is itself a critical issue. The Separatists and the terrorists have hijacked the growth, development, and peace of Kashmir. We all must come together forward to defeat such powers. One should not give any such statements that will boost the morale of separatists and terrorists in the Valley".

Shiv Sena, on the other hand, demanded clarification from Congress president Rahul Gandhi.

"Congress president needs to reply on Saifuddin Soz's statement and if Congress vouches for his statement. If he (Saifuddin Soz) has so much affection for Pakistan and Musharraf then he should consider migrating to Pakistan and become his servant," Shiv Sena leader Manisha Kayande said.

After the criticism from the BJP and its ally, the Congress condemned Soz's remarks and assured that the party would take appropriate action against him, media reported.

The government said today the Chabahar Port <a href="http://wionews.com/south-asia/china-in-talks-with-baloch-militants-to-secure-pakistans-gwadar-project-report-33499">in Iran will be</a> operational next year despite US sanctions against Tehran.

PM Modi had pledged to develop<a href="http://wionews.com/south-asia/china-hands-over-2-ships-to-pakistan-navy-for-its-strategic-gwadar-port-11316"> the port as part of a trilateral </a>engagement with Iran and Afghanistan during his visit two years ago to meet President Rohani.

Union Minister for road and transport Nitin Gadkari had said the port would open this year but the deadline was missed.

"We're keen on developing Chabahar port and are hopeful of starting operations in 12 to 18 months," Gadkari had said while on a visit to Iran in August last year.

The Chabahar port&nbsplocated on the Gulf of Oman is a key oil and goods transport link for India, and crucially it will allow the government to bypass Pakistan while transporting goods even as China is helping the Pakistan government to develop the Gwadar port.

"We're keen on developing Chabahar Port and are hopeful of starting operations in 12 to 18 months," Gadkari had said while on a visit to Iran in August last year.

External affairs minister Sushma Swaraj had said India only recognises UN sanctions after US imposed oil sanctions on Iran last month. “We don’t make our foreign policy under pressure from other countries,” she had said.

The port would offer easy accessibility to Commonwealth of Independent States(CIS) countries, Nitin Gadkari said in the statement. Iran is India's third-largest oil supplier.

The CIS countries include Russia, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan also called the Russian Commonwealth.

Although India had recently boosted its import of oil from Iran after sanctions were lifted but the Trump administration recently decided to withdraw from the nuclear deal putting India's Chabahar deal in peril. However, the government has decided to go ahead with the port deal.

A policeman and a civilian were also killed in the exchange of fire between militants and security forces in a village in Srigufwara, a senior police official said.&nbsp;

Police identified one of the militants killed as Dawood, who was heading the ISJK, an affiliate of ISIS, he said.

Three civilians are reported to be critical.

He said the search operation turned into a gunfight after the militants fired at the forces, who retaliated.

Clashes broke out near the encounter site when a group of youth started pelting stones on the forces, a police official said.&nbsp;

Authorities have suspended mobile internet services in three districts &nbsp;Srinagar, Anantnag and Pulwama &nbsp;of the valley as a precautionary measure to maintain law and order.

The unsung Tripura heroes who averted a major train mishap

The Uttar Pradesh police has issued an apology after a photograph of the victim of Hapur lynching being dragged by a crowd in the presence of three policemen went viral on social media.

The cops seen in the picture have been transferred to the Police Lines, an official said.

Kasim (45) was lynched following a minor tiff with a man on a motorcycle in Bacheda village in Pilkhuwa area on Monday.

The motorcyclist called his friends who beat up Kasim and his friend Samayuddin.

In a tweet, the UP police yesterday night apologised for the incident and said that the three policemen seen in the picture have been transferred to the Police Lines and an inquiry has been ordered.

"This picture seems to have been taken when the police had reached the spot to shift the injured to the police vehicle and because of the non-availability of an ambulance at that moment, the victim has unfortunately carried this way," DGP Headquarters Uttar Pradesh police said.

"Admittedly, the policemen should have been more sensitive in their conduct. The humane concerns got ignored in the urgency of saving a life and maintaining law and order. As is clear from the picture the victim was rushed to the hospital by policemen in a UP100 PRV (police van)," it added.

The Hapur police had claimed Kasim and his friend were assaulted after a scuffle with some men from the neighbouring village. Police had registered a murder case and arrested two people.

"There are some rumours of a cow slaughter angle but they have not been found to be true in the investigations so far," the SP Sankalp had stated.
