Referring to the ghastly terror attack on CRPF convoy in J&K’s Pulwama district on Thursday which left 40 jawans killed and many others injured, former RAW chief Vikram Sood on Sunday said that such kind of terror attack “does not take place without a security lapse somewhere.”

Talking to media persons on the sidelines of an event here, Sood said, “I have no idea what actually went wrong, but this kind of incident does not take place without a security lapse somewhere.”

“What actually happened, I don’t know. Obviously, there was just more than one man involved. There would have been the guy who brought the explosives. Someone put it together. Somebody got the car. They have knowledge about the vehicles’ movement.”

“They knew the spot where they are going to do it. There must have been a group of people who did it and this person who did the bomb(ing), (was) selected, motivated to do it. It is too early to conclude—A went or B went wrong,” he said.

On the possible action, he said, “It’s not a boxing match. You do a reaction like the PM said you do it at your convenience, at your own time and place of your choice. It doesn’t happen tomorrow or today.”

Talking about the issue of Kashmir, the former RAW chief said, “First of all, we have to be consistent with what we do. Secondly, it should be an Indian approach and not a party approach.”

Earlier speaking at the event, Sood called for the establishment of an institution to “deeply analyse the wrong moves taken by India in the past.”

“There has to be a system where you can honestly do research on why things went wrong. We are known for our failures. But we don’t mind that because this helps us to preserve what we have done in the past,” said he.

Former chief of Research & Analysis Wing (RAW) went on to add, “If someone has legal empowerment of the agency which includes accountability, then it is a fair game. But if you have only accountability, then that organisation will collapse. We cannot just have it one way.”

Highlighting the role of technology in the World War II, Cold War era and the rapid progress of globalisation, Sood said, “In the ’90s, the Internet became active and was touted to be a new weapon of war of intelligence and counterintelligence.”

“The 21st century has seen a rapid rise of globalisation and technology and until today mankind does not know that when technology will become overpowering. It is already a huge issue that we don’t know where it will lead us in the future,” he said.

Touching upon the topics of radicalism, Sood said, “The printed gun and other things have emerged because of the rise of powers like China and rise of Islamic radicalism from the west of our borders.”

“The west of Indian borders is all infected with various hues of Islamic fundamentalism, radicalism. It is going to be a problem for everybody including the moderates of the Islamic world,” he said.

The former RAW chief said that Russia was again emerging as a superpower. “During the Cold War, Americans had 65 allies who were dictators. When the Cold War ended, the Soviets were defeated in Afghanistan, and the Berlin Wall came down.”

“Mind you, at that time, the Soviet Union had ended but not Russia. The Soviet Union was an ideology and Russia was a nation. This nation will not come down. They are emerging again,” he said.

“The Americans had supported Jihadis and they never imagined the kind of monster they were about to create. They thought that a few agitated Muslims do not matter in the world when the aim is to make Europe safe from the Soviet Union. And now, those agitated Muslims are asking for the caliphates all over the world,” he said.

“America controls six per cent of the total population but 50 per cent of wealth and they would like to keep it that way. To hell with the democracy and to hell with the human rights is that what their policy has been,” Sood further said.

The former RAW chief said, “The world we are living in today is a massive global churn. Now if you imagine that you unstrip the globe and flatten it on the top of the table, you will find that in every corner of the earth there is a fire.”

“There are new powers who want to be the masters. Old powers do not want to leave. And India too needs a place under the sun, but we are not going to get it easily.

Nobody is giving it to us on a platter. So in this turmoil, we have innumerable problems—problems of fires of destruction, problems of fires of reconstructions. The natural disasters were not enough and man-made disasters are the latest,” said Sood.

News brief: Big stories of the day

Union Law Minister Ravi Shankar Prasad on Sunday welcomed the Jammu and Kashmir government's decision to withdraw the security of separatist leaders in the wake of the Pulwama terror attack.

The Union Minister asserted that the step of revoking security cover accorded to separatists should have been taken earlier.

"These Hurriyat leaders talk to Pakistan and receive funding from various places. The most painful thing is that they get security from the central government and the Jammu and Kashmir government. India will not allow any step taken towards separating Kashmir from the country," Prasad told media here.

"Jammu and Kashmir is part of India and will remain so. This cannot be practised anymore that you talk about distributing India and take security from Indian government itself. We welcome this decision of the Jammu and Kashmir government. This step should have been taken earlier itself," he added.

Cracking down on pro-Pakistan elements in Kashmir, the state government earlier today withdrew the security provided to five separatist leaders. The decision came in the wake of Pulwama terror attack in which around 40 CRPF personnel were killed.

The separatist leaders whose security was withdrawn included All Parties Hurriyat Conference (APHC) chairman Mirwaiz Umar Farooq.

"The Government is issuing orders withdrawing all security and any government facilities provided to the following separatist leaders namely Mirwaiz Umar Farooq, Abdul Ghani Bhat, Bilal Lone, Hashim Qureshi and Shabir Shah,” read the order by the Jammu and Kashmir administration.

As per orders of the state government, all security and any vehicles provided to them will stand withdrawn by today evening. No security forces or cover should be provided, under any pretext, to them or any other separatists said the administration order.

The state administration has also said that the Police Headquarters will review if there are any other separatists who have government security or facilities and will withdraw these immediately.

Over 40 CRPF personnel were killed when a Jaish-e-Mohammad (JeM) terrorist rammed a vehicle carrying over massive explosives into their bus on Srinagar-Jammu national highway on Thursday at around 3.15 pm at Ladhu Modi Lethpora. The convoy consisted of 78 buses in which around 2,500 CRPF personnel were travelling from Jammu to Srinagar.

Following the attack, India on Friday announced the withdrawal of Most Favoured Nation (MFN) status to Pakistan. New Delhi had granted MFN status to Pakistan in 1996, a year after the formation of the World Trade Organisation (WTO), but Pakistan never reciprocated.

Putting an end to speculations about his plans to contest in the upcoming Lok Sabha polls, superstar Rajinikanth has issued a statement saying that he would not be contesting in the upcoming Lok Sabha polls and that their target would be the Tamil Nadu Assembly polls.

The actor said that he has not offered his support to any of the parties and asked political parties to refrain from using his photo/party flag under the banner of Rajini Makkal Mandram or Rajini Rasigar Mandram (fans association) to campaign or promote any political party.

Water shortage is the main issue that Tamil Nadu faces, he said in the statement. ''Ahead of the upcoming polls I lovingly request you to analyse, think and vote for a decisive majority at the national level, which you think could solve the water woes of Tamil Nadu and introduce adequate schemes to bring a permanent solution,'' the statement added.

Rajinikanth had announced his decision to foray into politics in late 2017, amid much cheer and fanfare. While Rajinikanth unified his fan clubs under the banner "Rajini Makkal Mandram", he did not formally launch a political party or get it registered.

Actors started foraying into politics after they saw a vacuum in the Tamil Nadu political sphere after the demise of former Chief Minister J Jayalalithaa in late 2016. During the same period, DMK supremo M Karunanidhi was also out of active politics due to age-related issues, until his demise in August 2018.

Rajinikanth is not the only actor to have announced his political foray.
Actor-turned-politician Kamal Haasan too has his political party called "Makkal Needhi Maiam". But Kamal is a step ahead, as he has registered his party with the election commission of India and has also started campaigning in rural areas across Tamil Nadu.

Kamal has also expressed interest to contest in the Lok Sabha polls but hasn't really given further details regarding his plans or electoral alliances.

All through 2018, Rajinikanth made political statements and also hinted that he had an ideological inclination towards the ruling BJP.

On a few occasions, he also made statements in support of Prime Minister Narendra Modi. These statements fuelled speculations about Rajini being the BJP's probable trump card in Tamil Nadu where on-screen idols such as MGR and Jayalalithaa have been able to convert popularity into votes.

Even former five-time chief minister M Karunanidhi, who was a screenwriter had used films as a medium to express his political messaging.

The Vande Bharat had broken down early Saturday on its way from Varanasi to Delhi.

In a detailed press release issued on Saturday night, the Railways said that during transportation back from Varanasi, the train was stopped at Chamraula station in the National Capital Region, about 18 kms after crossing Tundla station.

"There was an issue of communication between the last basic unit of 4 coaches and the rest of the train probably due to some external hit. Thereafter, safety features in the train applied brakes. The train was checked for faults and moved to Delhi," the Railways said.

The Vande Bharat was earlier called Train 18. It had left Varanasi for Delhi at 10:30 pm Friday, about 45 minutes after reaching the holy city on its inaugural journey.

The first breakdown occurred around 15 km from Tundla junction in Uttar Pradesh early Saturday morning.

"It was a case of skidding wheels after the train ran over cattle," Northern Railway CPRO Deepak Kumar had said in the morning.

According to sources, including several journalists on board the train, the train was stuck near Tundla for over an hour.

The sources said that before the train came to a halt, its last coaches started making a rattling sound.

"There was some smell in the last four coaches which had no power. Also some smoke was noticed. Loco pilots decreased the speed for some time. I heard the officials talking about brake malfunction," a source on the train said.

Congress president Rahul Gandhi took a potshot at Prime Minister Narendra Modi's Make in India campaign after the breakdown.

"Modi ji, i think Make in India needs a serious rethink. Most people feel it has failed. I assure you we in the Congress are thinking very deeply about how it will be done," Rahul tweeted.

The Gujjar community called off its 'rasta-roko' dharna at Sawai Madhopur district in Rajasthan on Saturday.

“The government has accepted our demands. We are calling off the protest,” said Gujjar leader Kirori Singh Bainsla.

Bainsla also said Cabinet Minister Vishvendra Singh shared the draft of the government which includes the Gujjar community’s demand.

For the last ten days, Rajasthan has been witnessing a string of protests by the Gujjar community.

The protest, led by Bainsla, had affected the movement of trains in the region as agitators squatted on rail tracks in a bid to push their demand.

We stand by govt and our jawans, no force can divide India: Rahul on Pulwama attack

The Indian Air Force Saturday carried out a mega exercise here involving around 140 fighter jets and attack helicopters, in a firepower demonstration close to the border with Pakistan that came two days after the Pulwama attack.

As India's military establishment mulls options to avenge the strike by Pakistan-based Jaish-e-Mohammed terror group, Air Chief Marshal B S Dhanoa said the IAF was prepared to deliver "appropriate response" as assigned by India's political leadership.

Speaking at the inauguration of the day and night Vayu Shakti exercise, he, however, did not either mention Pakistan or the Pulwama attack.

"I wish to assure the nation of the IAF's capability and commitment in meeting national security challenges and defending the sovereignty of our country," he said.

Top IAF sources said though the Vayu Shakti was planned in advance, the drill was a demonstration of the force's capability to hit targets with "pinpoint accuracy" and carry out missions at short notice.

Forty CRPF personnel were killed in a suicide attack in Kashmir's Pulwama district by Pakistan-based terror group Jaish-e-Mohammed on Thursday. Prime Minister Narendra Modi said security forces have been given full freedom to retaliate against the attack. India has also said it will ensure "complete isolation" of Pakistan internationally for its support to terror groups.

"While wars are fought few and far between, we have an ever-present sub-conventional threat as the enemy knows it cannot defeat us in a conventional conflict," the IAF chief said, in a clear reference to Pakistan.

"So, today we showcase our ability to punish, our ability to insert and extricate troops from hostile territories," Air Chief Marshal Dhanoa said.

In the Vayu Shakti exercise, the IAF showcased firepower capability of indigenously-developed platforms like Light Combat Aircraft (LCA) Tejas, Advanced Light Helicopter (ALH) and efficacy of Akash surface-to-air missile and Astra air-to-air missile.

"We are showcasing our ability to hit hard, hit fast and hit with precision, hit during the day, hit during the night and hit under adverse weather conditions," the IAF Chief said.

Fighter jets and helicopters hit targets during day and night. It was for the first time, the ALH and the Akash were deployed in a military exercise.

The IAF also deployed the upgraded MiG-29 fighter jet in an air-to-ground role during the exercise. A total of 137 aircraft including Su-30s, Mirage 2000s, Jaguars, Mig-21 Bison, Mig-27, Mig-29, IL78, Hercules, AN-32 aircraft participated.

Army Chief Gen Bipin Rawat, defence attaches of several countries and top officials of defence ministry also witnessed the exercise. Cricket legend Sachin Tendulkar, who is an honorary group captain of the IAF, was also present.

New Delhi and Washington also "resolved to hold Pakistan to account" for its "obligations under UN resolutions and to remove all obstacles to designating" JeM chief Masood Azhar as a global terrorist.

India had approached United Nation Security Council's 1267 Committee three years ago to designate Azhar as an international terrorist but Bejing blocked it citing lack of consensus.

The United States was one of the first countries to condemn the terror attack and called on Pakistan not to provide safe haven to terrorists. The White House called on "Pakistan to end immediately the support and safe haven provided to all terrorist groups operating on its soil".

US State Department called on "all countries to uphold their responsibilities pursuant to UN Security Council resolutions to deny safe haven and support for terrorists".

Pulwama attack: India continues its diplomatic campaign; briefs Gulf, ASEAN and African envoys

Breaking the glass ceiling, Flight Lieutenant Hina Jaiswal has scripted history by becoming the first woman flight engineer to be inducted into the Indian Air Force.
Till last year, the Flight Engineer branch was exclusively the men's domain.

On Friday, the Chandigarh-native covered herself with glory by successfully completing the six-month course at the 112 helicopter unit, Air Force Station, Yelahanka, a defence release said.

J&K: Army officer killed while defusing IED planted by terrorists in Rajouri

A day after it was flagged off by Prime Minister Narendra Modi, India's first semi-high speed train, Vande Bharat Express, ran into some trouble early Saturday, with officials saying that it was a case of "skidding wheels" which is being looked into by engineers.

The incident occurred around 15 kilometres from Tundla junction in Uttar Pradesh.

The train was coming back from Varanasi to get ready for its first commercial run on February 17.

"It was a case of skidding wheels after the train ran over a cattle. Engineers are looking into it," Northern Railway CPRO Deepak Kumar said.

According to sources, including several journalists on board the train, it was stuck near Tundla for over an hour.

After removing the obstacles, the train resumed its journey to Delhi at around 8:15 am, officials said.

The train had left Varanasi Junction at 10.30 pm for Delhi Friday, nearly 45 minutes after reaching the holy city on its inaugural journey.

"This disruption appears to be because of a possible cattle run over. The train was returning at night and cattle run over is a possibility at odd times," Railway Spokesperson Smita Vats Sharma said, adding this was not a commercial run, which is scheduled to start from Sunday.

Train 18, which was recently rechristened Vande Bharat Express by Railway Minister Piyush Goyal, has been manufactured by the Integral Coach Factory, Chennai.

It became India's fastest train by hitting speeds of over 180 kmph during a trial run on a section of the Delhi-Mumbai Rajdhani route.
