Pakistan for the second time has agreed to offer consular access to jailed Indian national Kulbhushan Jhadav on Monday at 12 noon (PST) for 2 hours. Pakistan foreign ministry spokesperson Dr Mohammad Faisal in a tweet said, "Consular access for Indian spy Commander Kulbhushan Jadhav, a serving Indian naval officer and RAW operative, is being provided on Monday 2 September 2019, in line with Vienna Convention on Consular relations, ICJ judgement & the laws of Pakistan".

Meanwhile, India is "studying the offer". "Our position on the access has been clarified that it should be nothing short of unimpeded and unrestricted access," Indian government sources said. The second proposal is almost similar to the first proposal. Pakistan had first sent the proposal for consular access to Jhadav on July 30 but India had rejected it since it was partial consular access. Calling Islamabad to provide full consular access to Jhadav, India in its response asked Pakistan to provide "unimpeded consular access" in an "environment free from the fear of intimidation and reprisal, in the light of the orders of the international court of justice(ICJ)". Pakistani proposals had two riders--Pakistani security personnel will be present in the meet and there will be CCTV cameras present in the room. According to the Vienna Convention, article 36, "Consular officer shall be free to communicate with nationals of the sending State and to have access to them" and the fact a Pakistani officer will be present means Pakistan is contravening the convention. The Pakistani proposal for consular access for Kulbhushan Jadhav after New Delhi got a major diplomatic victory at the International Court of Justice (ICJ). On July 17, in its verdict, President of the International Court of Justice Abdulqawi Ahmed Yusuf said,"Islamic Republic of Pakistan is under an obligation to inform Kulbhushan Sudhir Jadhav without further delay of his rights and to provide Indian consular officers access to him in accordance with Article 36 of the Vienna Convention on Consular Relations" The Court declared that Pakistan is under an obligation to inform Jadhav without further "delay of his rights." The court unanimously found that it had jurisdiction in the case and by a vote of 15-1, pronounced its verdict, with the sole dissenting Judge being Ad Hoc Judge Tassdduq Hussain Jillani was is the former Chief justice of Pakistan.

India on Sunday said people excluded from the National Register of Citizens (NRC) in Assam have not become "stateless" and will enjoy all rights as before till they exhaust all remedies available under the law.

"Exclusion from the NRC has no implication on the rights of an individual resident in Assam. For those who are not in the final list will not be detained and will continue to enjoy all the rights as before till they have exhausted all the remedies available under the law. It does not make the excluded person 'stateless'," Ministry of External Affairs spokesperson Raveesh Kumar said.

"It also does not make him or her a 'foreigner' within the legal meaning of the term. They will not be deprived of any rights or entitlements which they have enjoyed before," he noted at a press conference here.

He termed as "incorrect" commentaries in sections of the foreign media about aspects of the final NRC.

Kumar said updating of the NRC is a statutory, transparent, legal process mandated by the Supreme Court and this is not an executive-driven process.

"The process is being monitored by the Supreme Court directly and the government is acting in accordance with the directives issued by the court. The apex court of the land has itself set the deadlines for all steps that have been taken so far," he said.

Stressing that the NRC is a fair process based on scientific methods, Kumar said, "Inclusion in the NRC is a unique process, as it is based on 'application rather than 'house to house enumeration'. It means that any person in Assam could have sought to be included in the list on the basis of having documentation to prove lineage from an entitled person -- a person who was a resident of Assam as on March 24, 1971."

The NRC is a non-discriminatory process, which leaves "no room for bias and injustice".

As can be seen from the application form for data entry in NRC, there was no column in the application, asking for the "religion of the applicant", the MEA spokesperson said.

Anyone excluded from the list at this stage has a right to file an appeal within 120 days before a designated Foreigners Tribunal of receiving the notification of exclusion, Kumar said.

"All appeals and excluded cases will be examined by this Tribunal i.e. a judicial process. This judicial process will commence only after the appellate period is over. Thereafter, anyone still aggrieved by any decision of being excluded will have the right to approach the High Court of Assam and then the Supreme Court," he said.

Over 19 lakh people were excluded from the final NRC list that was published on Saturday.

"A total of 3,11,21,004 persons are found eligible for inclusion in final NRC, leaving out 19,06,657 persons, including those who did not submit their claims," NRC State Coordinator Prateek Hajela had said.

The list is aimed at segregating Indian citizens living in Assam from those who had illegally entered the state from Bangladesh.

People excluded from National Register of Citizens not 'stateless': Ministry of External Affairs

Vladivostok is a place where you would least expect Gujarati diamond workers to work in good numbers. It is a city located in the far east of Russia and gone through a tremendous transformation.

It was the last city to fall for the Bolsheviks when the Russian revolution broke out and Czarist Russia came to an end.

Today, it is a free port and home to a healthy global diaspora.

With a lot of Chinese and Koreans, Indians too can be spotted. Indian diaspora is small but effective. Indians are involved in tea and diamond industry. Then there are Indian students as well. Though Gujarati diamond workers remain the tip of the Indian diaspora. Changes in global diamond industry have led to expansion.

Indians have benefitted immensely. Now, Russia, Botswana and South Africa want their rough diamonds to be polished and trimmed in their own country. They want value addition to a raw product to remain within the national territory. This has created an impetus for the Gujarati and Rajasthani diamond merchants to diversify and become global.

Today, Indian diamond merchants have opened shops in Russia and Africa. With this expansion, skilled Gujarati worker has also found new avenues.

Vladivostok boasts of a small but highly skilled Gujarati worker from Surat in the city. They are very well taken care of the lot.

Most of them are vegetarians. The firms which host them ensure that they do not miss Gujarat much. Last time, when Gujarat’s Chief Minister Vinay Rupani was in Vladivostok, he ended up eating at one of the diamond merchants' canteen because it was all Gujarati and to top it all Jain food. So, Gujarati’s can find their khakhras in Vladivostok.

Many firms are also bringing local Maharaj’s to prepare food for their workers. Russia is the biggest producer of raw diamond in the world and has opened a world of opportunity for Indian traders. Indian diamond merchants are also happy as they get regular and consistent supply of raw material.

Speaking to WION, Rajesh Kothari, a diamond merchant said,” Diamond industry is not being relocated from Surat. It is being expanded.” Vladivostok is itched in South Asian memory as a place where 100 years back, Japanese humiliated a Czarist Russia.

Today it is a cosmopolitan city which has become a gateway to Russia’s far East. In this case, it is supported by the Russian government as it wants to improve its development in contrast to European Russia.

Prime Minister Narendra Modi is the chief guest at the Eastern Economic Forum and will hold one to one meeting with Russian President Vladimir Putin.

Indian diaspora has its eye set on the meeting apart from the biggies of the energy sector but the bottom line is that the success of diaspora does not lie in big deals. It lies in big steps like common people like skilled diamond workers of Gujarat who leave everything behind to seek better pay and dividends. It is this spirit which defines Indian entrepreneurship and Gujarat personifies best of it.

A major argument broke between India and Pakistan delegates inside the Maldives Parliament on Sunday after Pakistani delegates raised Kashmir on a forum meant for sustainable development goal even as hapless speaker of Maldivian Parliament Mohamed Nasheed tried to control the situation in vain. Maldives Parliament was hosting the fourth south Asian speakers summit on achieving the sustainable development goal with India being represented by Harivansh Narayan Singh, Deputy Chairman of the Rajya Sabha and Lok Sabha Speaker Om Birla and Pakistan by Deputy Speaker of the National Assembly Qasim Suri and Pakistan Senator Qurat ul Ain Marri. Speakers from S Asia were discussing SDGs. Pak raised Kashmir. India objected to raising of extraneous issues. New Delhi pointed out that cross border terrorism is the biggest issue for peace and security of the region. https://t.co/qvQsKgJKRL — Sidhant Sibal (@sidhant) September 1, 2019 × In response to Suri's remarks, Narayan Singh said, "We strongly object to raising of the internal matter of India in this forum. We also reject the politicisation of the forum by raising issues which are extraneous to the theme of the summit." Calling Pakistan to "end cross border terrorism and all kinds of state support to the same", Singh said this need to be done "in the interest of regional peace and stability. Terrorism is the biggest threat to the entire humanity today. This forum and summit is meant to discuss SDGs" Singh's remarks did not go down well with the Pakistan delegates who hit back. "SDGs for women and youth, nothing can be achieved without human rights. The atrocities being meted out on Kashmiris.." said Pakistan Senator Ain Marri who was interrupted by Maldives Speaker Nasheed. Even as the Speaker interrupted Ain Marri, India's deputy speaker responded to her by saying "A country that perpetrated a genocide of its own people" has " no moral right" to speak. An angry Marri tried to interrupt Singh's speech again by saying "Pakistan is not a purveyor of terror" to which Deputy speaker said this meet is for SDG discussion. The speaker of the Maldives Parliament had to scream multiple times to maintain civility but the ruckus continued for a considerable time before he declared lunch break.

"Congress has objected to the scrapping of Article 370. Even today, the statement Rahul Gandhi gives is praised in Pakistan. His statement is included in Pakistan's petition. Congress members should be ashamed that their statements are being used against India," Shah said at the inaugural function of Health and Wellness centre in Silvassa at Dadra Nagar Haveli.

Recently Pakistani Minister for Human Rights, Shireen Mazari, had stated that she wrote a letter to 18 United Nations Special Procedures mandate on the Kashmir issue. In her letter, Mazari had claimed that Rahul Gandhi has noted that people are dying in Jammu Kashmir.

While addressing the gathering, the Union Home Minister also claimed that revocation of Article 370 has also opened doors to the development and will curb the menace of terrorism in the region.

"With the withdrawal of 370, the road of development has opened in Jammu and Kashmir, the last nail in the coffin of terrorism has been laid, the task of integrating Jammu and Kashmir with India has been done. Everyone is with the government on this decision but some people are opposing it as well," Shah said.

The union minister also talked about the existing water crisis in the country and assured that the Centre will make efforts to conserve the precious resource by constructing new dams and finding ways to save water.

"Narendra Modi ji has formed a separate ministry for conserving the water. This ministry will make efforts to store water and expand the capacities of the dam. Water will be provided to every household, village and farms. The ministry will also work towards developing the technology in which less water will be used to grow the produced," home minister said.

Sources said that India has already responded to Pakistan’s offer to hold formal negotiations on Kartarpur Corridor’s draft and the third round of talks will be held at Wagah on the Indian side of the border.

Sources said that the focus of the meeting will be to finalise the agreement on the modalities for Kartarpur corridor and will follow a technical-level meeting to finalise the alignment of the temporary road, as agreed by Pakistan in July.

It may be recalled that the second round of talks between Indian and Pakistani officials on Kartarpur Corridor took place on July 14 and during that meeting, Islamabad had agreed to construct a bridge over the old Ravi creek that will allow all-weather pilgrimage to the Gurudwara Kartarpur Sahib, throughout the year.

During the Wednesday's negotiations, the officials will also hold talks on finalising the modalities on the exchange information about using the corridor and modalities to deal with emergencies such as medical cases, during operation of the corridor.

After the opening of Kartarpur Corridor, 5,000 Indian pilgrims will be allowed to visit Kartarpur Sahib Gurudwara, which is located in Pakistan, per day. The pilgrims will be allowed to travel as individuals or in groups and also on foot.

Islamabad has also agreed to maintain a channel of communication towards the finalisation of the agreement on the modalities of the cross-border Kartarpur Sahib corridor, assuring that "no anti-India activity would be allowed".

The corridor is set to be completed by October 31. The Kartarpur Sahib gurudwara across the Ravi river is built on the historic site where the founder of Sikhism, Guru Nanak Dev, spent his final days. The place is highly revered by the Sikh community.

Women's Association of Tibetans-in-exile held a protest march wearing eye bandages in the hill town of Dharamsala on Saturday (August 31) in solidarity with those injured in Hong Kong's pro-democracy protests.

In footage recently emerged of a protest in Kowloon amid clashes between police and protesters, a woman, believed to be a volunteer medic, was seen lying on the ground with blood streaming from her right eye.

This injury and the subsequent eye-bandage became the symbol of what protesters called the increasingly brutal tactics used by Chinese security forces.

Along with the eye bandage, the protesters were seen carrying banners, posters, and flags of Tibet and Hong Kong during their march in the streets of Dharamsala.

The Hong Kong unrest began in mid-June, fueled by anger over a now-suspended extradition bill that would have allowed people in the city to be sent to mainland China for trial in courts controlled by the Communist Party.

But the turmoil has evolved over 13 straight weeks into a widespread demand for greater democracy in a territory that many residents believe is increasingly being controlled by Beijing. China denies meddling in Hong Kong's affairs.

"May the light of Holy Guru Granth Sahib Ji continue to guide us and provide us with the strength to serve our nation better. Yesterday, a technical meeting was held at Zero Point between officials of India and Pakistan amid tight security. India and Pakistan had held the second round of talks on July 14 to narrow down their differences on the corridor for visa-free travel of Sikh pilgrims. Both the sides had said that they agreed to a majority of modalities for the smooth passage of the pilgrims.

Pakistan, which had made a unilateral decision to downgrade diplomatic ties with India following India`s decision on J-K, has said that the work on the corridor will continue as planned.

Last week, Special Assistant to the Prime Minister on Information and Broadcasting Firdous Ashiq Awan said that the opening of the route will remain on track irrespective of Pakistan`s ties with India over the Kashmir issue.

The first Prakash Purb of the Sri Guru Granth Sahib was celebrated in the year 1604 at Golden temple and the holy book was then carried to Darbar Sahib from Ramsar Gurdwara.

The corridor is scheduled to become operational in November this year.

"May the light of Holy Guru Granth Sahib Ji continue to guide us and provide us with the strength to serve our nation better. I also reiterate the commitment of the Modi government to complete the work on the Kartarpur Sahib Corridor within the time frame. Waheguru Ji Da Khalsa, Waheguru Ji Ki Fateh," tweeted Amit Shah.

The final list of National Register of Citizens (NRC) in Assam was published on Saturday with 19 lakh people not included in it as opposition parties said it has raised fears that a large number of Indian citizens have been excluded.

Prateek Hajela, the State Coordinator of NRC, said that over three crore people were found eligible for inclusion in the final NRC.

"A total of 3,11,21,004 persons are found eligible for inclusion in final NRC, leaving out 19,06,657 persons, including those who did not submit their claims," Hajela said in a statement.

He said those who are not satisfied with the outcome of the claims can appeal before the Foreigners Tribunals.

The list is aimed at segregating Indian citizens living in Assam from those who had illegally entered the state from Bangladesh after 1971.

Congress president Sonia Gandhi chaired a high-level meeting with senior party colleagues here on Saturday to discuss the NRC issue so that genuine citizens were not left out.

Party MP from Assam Gaurav Gogoi alleged that every section of Assam "is unhappy" with the status of NRC.

"Even BJP ministers are complaining. (There has been) careless implementation due to which many genuine Indian citizens will have to face the courts. Congress will provide all help. Nation above politics is our motto," he said.

Party leader in Lok Sabha Adhir Ranjan Chowdhury said that all genuine citizens must be protected and included in the NRC list.

BJP general secretary Ram Madhav complimented officials for publication of the final list of NRC and stated that the Assam government is taking steps to maintain law and order in the state.

"National Register of Citizens (NRC) finally published. Compliments to the official team. Details like the list of the 19 lac names excluded etc are still awaited. Sonowal Govt in Assam is taking all steps to maintain L&O," he said in a tweet.

Assam Finance Minister Himanta Biswa Sarma, however, said that the number of people excluded from the NRC should have been higher.

"There should have been a little more (exclusion) as we had evidence of legacy data manipulation. We thought re-verification will be ordered. But it didn't happen. I think the number is a bit conservative. It should have been more," he told ANI in Guwahati.

The 1951 NRC and the electoral rolls up to March 24, 1971, are collectively called as the legacy data.

He said that the ruling BJP will now approach the Supreme Court again for "re-verification" of the citizenship in the districts bordering Bangladesh.

The CPI-M politburo said in a statement that publication of the final list of NRC has raised legitimate fears that a large number of Indian citizens have been excluded.

The politburo said it is important to ensure that all Indian citizens, who have not found a place in the list, are included.

"Till their appeals are heard and the process is completed, the status quo should be maintained with regard to their existing rights and facilities," it said.

Noting that those excluded can apply to the designated Foreigners Tribunals within 120 days for their cases to be heard, the party said the right to appeal should be processed through a judicial mechanism.

A special court will hear the Enforcement Directorate (ED) and Central Bureau of Investigation`s arguments and submission in anticipatory bail plea moved by senior Congress leader and former union minister P Chidambaram and his son Karti Chidambaram in connection with the Aircel-Maxis case on September 2.

Earlier, District Judge OP Saini has extended the interim protection from the arrest of father-son duo till September 3 and reserved its order on the anticipatory bail petition.

The court was irked by the agencies for seeking further adjournment in the case.

The court reserved the order on the pre-arrest bail after the two probe agencies had sought a fresh date to present their arguments.

Earlier on August 1, Kapil Sibal, while arguing for the anticipatory bail of the duo, had contended that the investigation in the case stands completed and that the charge sheet has also been filed by both the agencies.

"Karti was called for questioning eight times in 2018 and four times in 2019 by the ED, while his father has only been called once by the CBI in 2014. The agencies cannot say that my client has not cooperated with them," Sibal had said.

He had said that if later the agencies find a ground, they can move a cancellation application.

"How many times will they seek adjournment? They have no grounds to prove that my client has done anything wrong. The agencies are making allegations without producing anything," the counsel had said.

The case, which is being probed by the CBI and ED, relates to alleged irregularities in grant of Foreign Investment Promotion Board (FIPB) approval in the Aircel-Maxis deal.

The FIPB approval was allegedly granted in 2006 when Chidambaram was the Union finance minister.

According to rules and foreign direct investment (FDI) policy of the Central government, Chidambaram was only empowered to give approval to proposals involving foreign investment up to Rs 600 crore.

The merger of 10 public sector banks (PSBs) to form four big lenders will create more jobs and not lead to any retrenchment as being claimed by some trade unions, Finance Secretary Rajiv Kumar has said.

"When the size of a bank becomes big, then its business will also grow, resulting in more job creation. There is no question of retrenchment," he told ANI in an exclusive interview.

"Look at the past example of mergers with State Bank of India. See the example of three banks merging with Bank of Baroda. There was no retrenchment. This is an issue of providing better facilities to bank employees," said Kumar.

The merger of PSBs is imperative for India to become a five trillion dollar economy in the next five years. "You have to adopt a banking system which is clean and impactful. In 2017, there were 27 PSBs. Now we have only 12."

Kumar said there will be three types of banks in future: PSBs with a strong national presence and global reach, PSBs with a national presence and PSBs with a regional presence. After the merger, PSBs can do investments, cut expenditure and increase facilities for customers. The merger will benefit customers in tier 2 and tier 3 cities, he added.

Kumar said the merger will benefits employees working in small banks. Besides, they will have more opportunities for transfers. For example, the merger of Indian Bank and Allahabad Bank will give opportunities to employees to move from North to South, or the other way round.

"If there is any problem, then the government is there for solutions," he said.
