A large number of public vehicles, like buses and autos are on strike against the fines, inconveniencing several commuters in Delhi and NCR who depend on these modes of transportation.

An auto-rickshaw driver, Sanjay Kumar Shah said, "The rate of the challans (fines) are very high. Earlier we paid Rs 100 fine which has now increased to Rs 25,000. So we are against this implementation. Our earnings can't meet the heights of challans."

Outlining the plight of commuters, a Delhi local Satendra told ANI, "As all the buses and autos are on strike it is getting difficult for us to manage today. I have been standing at the bus stand for more than an hour. The government should not keep such high challans. It is difficult for the auto people to pay. Their earnings are way less than the challans they are asked to pay."

Last month, the Ministry of Road Transport and Highways had notified the provisions of the Motor Vehicles (Amendment) Act, 2019, which was implemented in several states from September 1.

Speaking to media at an event here, Gadkari said that only "one-two states" has raised objections on some provision that provides for heavy fines. "Only one-two states have objections on just one-two clauses related to fines. There is no objection to other provisions. Most of the states have supported the Act. I have talked to chief ministers. We will get everyone's support and succeed in our mission," he said here. The minister said the government did not aim at increasing its revenue by the fines but is intended to make people respect the law. He further said: "The Centre does not get any share in revue collected by the fines and the states have the right to change the rate of penalties." "I am getting feedback that people now do not cross the white traffic line. There is four to fivefold surge of people lining up to get a fitness certificate. Now they understand that it is their interests," he said. BJP-ruled Gujarat and Uttarakhand have relaxed traffic rules to lower fines, while Karnataka is in consideration to slash the penalties.

Governor Satya Pal Malik on Wednesday said if the government can bring about transformational development in Jammu and Kashmir, then we don't need to wage a war to wrest Pakistan occupied Kashmir.

"If we can give people respect and bring so much development here that its shine reaches even PoK, I guarantee you that there will be a rebellion in PoK within a year and you will get it without going to any war. Every citizen of PoK will start saying that he wants to go to Kashmir," Malik said after inaugurating and laying the foundation stone of several power projects here.

The Governor took aim at "some" Central ministers for speaking of snatching PoK from Kashmir. "Some of our ministers usually do not get a chance to speak on international affairs. They say they will occupy PoK. I say if PoK is our next target, then we can take it on the basis of J-K's development," Malik said.

He said the administration wanted to provide everything that the people rightly deserve.

The Governor further said that Prime Minister Narendra Modi's government was fully committed to developing Jammu and Kashmir, and in a far bigger way than what people expect.

J&K governor suggest new mantra to get PoK without waging war

The Supreme Court on Wednesday reserved its order on the review petition filed by the Central government against its judgment which had diluted the stringent provisions under the SC/ST (Prevention of Atrocities) Act.

A three-judge bench, headed by Justice Arun Mishra heard the petition which was referred to it by a two-judge bench last week.

The Centre had filed the review petition asking it to rethink its verdict after a backlash from the SC/ST community against the decision, which resulted in widespread protests across the country.

A two-judge bench had, on March 2018, passed a slew of directions, directing that a public servant could be arrested in cases lodged under the SC/ST Act "only after prior approval by the competent authority".

The apex court had held that there will be no automatic arrest on a complaint filed under the SC/ST Prevention of Atrocities Act.

It also introduced the anticipatory bail provision and a preliminary probe by the police before the arrest of the accused.

The Centre had filed the petition in the court and later made amendments in the Act to overcome the top court's order.

The implementation of the amendment in the law was not stayed by the court.

The court is seized of a bunch of other petitions opposing amendments to the Act passed by the Parliament that rule out any provision for anticipatory bail for a person accused of atrocities against SC/STs.

The pleas alleged that Parliament had "arbitrarily" amended the law.

The amendments provide that no preliminary inquiry would be required for registering a criminal case and an arrest under this law would not be subject to any approval.

External Affairs Minister (EAM) S Jaishankar on Tuesday said the government was confident of meeting Kartarpur corridor deadline and the work on the same is moving in the right direction.

"I think most of the issues related to Kartarpur Sahib have been resolved. I think they are moving in the right direction and there is an expectation, there is a deadline, which we have to meet so we are confident of doing that," the EAM said during a briefing on the 100-day achievements of the MEA under Prime Minister Narendra Modi's second term in power.

When asked about the possibility of Prime Minister Narendra Modi meeting his Pakistani counterpart Imran Khan on the sidelines of the UNGA, the EAM hinted at no such meeting taking place in the US.

"Regarding UNGA, whether there will be a meeting between the leaders of India and Pakistan, in principle I don't comment on what can happen. However just look at the climate of relations right now, I think that itself should give you an answer", Jaishankar said while replying to a question.

Earlier on Monday, Pakistan's Project Director on the corridor, Atif Majeed had said that Pakistan will inaugurate Kartarpur corridor on November 9, just two days before the birth anniversary of Guru Nanak Dev.

Earlier that day, a team of Union Home Ministry officials inspected the ongoing construction work for Kartarpur corridor on the Indian side at Dera Baba Nanak in Gurdaspur in the Indian state of Punjab.

India has asked Pakistan to "reconsider" its decision to charge $20 as service charge from pilgrims to visit the Kartarpur Sahib Gurudwara in Pakistan.

The corridor will connect Darbar Sahib in Kartarpur with Dera Baba Nanak shrine in Gurdaspur district of Punjab and facilitate visa-free movement of Indian pilgrims, who will have to just obtain a permit to visit Kartarpur Sahib, which was established in 1522 by Sikh faith founder Guru Nanak Dev.

Setting the tone for the party's election campaign in the upcoming Assembly polls in Jharkhand, Home Minister and BJP president Amit Shah on Wednesday described the abrogation of Article 370 in Jammu and Kashmir as Prime Minister Narendra Modi's bold decision for securing India's integrity and asked Congress leader Rahul Gandhi to clear his party's stand on it.

Shah, who kicked off the BJP's 'Janadesh Yatra' here, also addressed a rally and devoted most part of his speech on Article 370, a clear indication that the issue with fervour of nationalism will be at the top of party's campaign theme.

"By removing Article 370, Modi Ji has shown Pakistan its place and shown it to the world that Kashmir is an inalienable part of India. No one can raise an eye on Kashmir now," he said.

Accusing Congress of putting roadblocks when the Prime Minister takes bold decisions for securing India's integrity and security, Shah asked Congress to clarify whether it stands with India's interest or otherwise.

"When Article 370 and 35A were removed, Congress opposed it tooth and nail. Rahul Gandhi opposed surgical strikes, sought proof of airstrikes and supported the JNU 'tukde tukde' gang. Take a decision in which direction you want to move," he said.

Shah said that the BJP has always maintained that Article 370 is against the unity and integrity of India but Congress has always opposed the stand.

"Congress party must clarify whether they stand with India's interest or otherwise," he said adding that when Rahul Gandhi goes for campaigning in Haryana, Maharashtra and Jharkhand, he should tell the voters whether he is in support of the removal of Article 370 or opposed to it.

Suggesting the opposition that when the country's interests are in question, Shah said the BJP always stood strong with the government on matters of the nation's security and integrity and stressed that no one should get bogged down by party politics.

He reminded the Congress that former Prime Minister Atal Bihari Vajpayee, despite being in opposition, wholeheartedly supported the then Prime Minister Indira Gandhi in 1971 when Bangladesh got independence.

"When in the 1990s, Pakistan had raised the Kashmir issue in the United Nations, the then Prime Minister Narasimha Rao requested Atal Ji to present India's stance in UN, which he accepted willingly despite being in the opposition in Parliament," Shah said.

"As the elections are around the corner, the people of Jharkhand should decide whether they are with Modi Ji, who abrogated Article 370 or with them who wants it to be continued," the BJP president added.

Jharkhand, along with Haryana and Maharashtra, is set to hold assembly elections later this year.

Earlier, Shah hailed Jharkhand Chief Minister Raghubar Das and appealed to the people to elect the BJP back to power to keep the fast-paced development going on in the state.

He also hit out at the Congress and Jharkhand Mukti Morcha (JMM) led opposition's alliance and claimed that when both were in power they did nothing for the state's development.

"The Congress gave Jharkhand Rs 55,200 crores in 10 years but the Modi government gave Rs 1,45,345 crores in half the period," Shah said.
The BJP president asserted that Naxalism is on the decline in Jharkhand since the Modi government is in power, and various welfare schemes have been successfully implemented in the state.

Shah also recalled the creation of Jharkhand and said the BJP always supported the demand of the people for a new state.

"This dream was realized by the Atal Bihari Vajpayee-led BJP government. Atal Ji laid the foundation and Modi Ji brought fast-paced development in Jharkhand. Modi Ji's vision for a developed Jharkhand was implemented seamlessly by the Raghubar Das government," the BJP president said.

India has formally requested Islamabad to permit PM Modi's plane to use Pakistan airspace during his upcoming visit to US. PM Modi will be in United States from September 21 to 27 for big-ticket events like 'Howdy Modi' in Houston and United Nations General Assembly (UNGA).

New Delhi had sent the request last week. However, Pakistan is yet to respond. Pakistan has to respond before September 20. A rejection this time will be considered a violation of ICAO (International Civil Aviation Organization charter). Under the charter, unless it's war, denying the use of airspace by singling out cannot be done by any country. New Delhi can take Pakistan to ICOA where the country can be slapped with a heavy fine. Earlier this month, India had requested Islamabad to allow President Ram Nath Kovind's plane to use the Pakistani airspace during his Europe visit but it was rejected. While rejecting the Indian request, Pakistan Foreign Minister Shah Mehmood Qureshi had said, "Indian government had asked Pakistan to use its airspace for its president's movement. Given the current situation, we have decided not to give permission to India for this airspace usage" India regretted Pakistan's "futile" decision of not allowing President Ram Nath Kovind's plane to use the country's airspace. Ministry of External Affairs in a statement said, "To deny overflight clearance for the VVIP special flight which is otherwise granted routinely by any normal country. We call upon Pakistan to recognise the futility of such unilateral actions." Last month India had requested Islamabad to grant the use of airspace for Prime minister Narendra Modi's visit to France which the country allowed despite the ongoing India-Pakistan tensions. This led to considerable political fallout in the country since on one hand, Imran Khan government was castigating India on its August 5 ''internal decision'' to remove a special status for the erstwhile state of Jammu and Kashmir and on the other hand allowing the use of airspace by Indian VVIPs. Pakistan government after a cabinet meeting had then announced that it is considering closing its airspace for India but airspace remains open and no decision has been taken regarding the matter yet. Pakistan had closed its airspace on February 27 after India's counter-terror operation in Balakot on February 26 on the back of Pulwama attack that killed more than 40 Indian security personnel. The closure that lasted for more than four months had caused considerable problem globally.

Rajinikanth has joined the league of celebrities and politicians that have voiced their opinion on the comments made by Home Minister Amit Shah on Hindi being a unifying language.

Speaking to reporters at the Chennai airport, Rajinikanth said, ''Not just in our country, but a common language would augment the progress, growth and unity in any country. But unfortunately, we can't bring a common language in our country. So, no language can be imposed on us. If they impose Hindi not just Tamil Nadu, but states across South India will not agree and even in North India many states won’t agree.''

Leaders from across the spectrum in Tamil Nadu have united in taking a stance against the comments of the home minister.

The opposition party Dravida Munnetra Kazhagam (DMK) has called for a state-wide Anti-Hindi protest on Friday.

DMK President MK Stalin said, ''The Prime Minister should clarify his stand, otherwise the DMK will get ready for another language war. This is India, not 'Hindia’. There is a threat to India’s unity after attempting to thrust Hindi in Railways, Postal jobs. DMK will not hesitate to unite states which stand to lose rights due to Hindi dominance.''

Rajini’s friend and fellow actor Kamal Haasan, who is also the President of political party Makkal Needhi Maiam, lashed out at Amit Shah and said, ''No Shah, Sultan or Samrat can renege on the 1950 promise of the Government of our Constitutional Republic that the people will not have to give up their language, culture or traditions.''

He also added that the battle for the language will be exponentially bigger than that of the 2017 Jallikattu protests and India or Tamil Nadu did not deserve such as battle.

Tamil culture minister K Pandiarajan, whose party the All India Anna Dravida Munnetra Kazhagam (AIADMK) is in an alliance with the BJP had warned of an adverse reaction from other states as well.

Pandiarajan said that if the Centre ever imposes Hindi unilaterally, them there will only be an (adverse) reaction and no support, not only in Tamil Nadu but also across states such as West Bengal, Karnataka and Andhra Pradesh.

Leaders of neighbouring southern states too were against the Home Minister’s stance.

Kerala Chief Minister Pinarayi Vijayan stated that the perception of only Hindi language can unite the country is completely wrong. The people in the South and Northeast don't speak Hindi, he added.

Pinarayi Vijayan called Amit Shah's Hindi pitch to make it their primary language an attempt to disown their mother tongue.

BJP leader and Karnataka Chief Minister Yeddyurappa tweeted out ''All official languages in our country are equal. However, as far as Karnataka is concerned, Kannada is the principal language. We will never compromise its importance and are committed to promoting Kannada and our state's culture.''

While the anti-Hindi agitations have been a movement in Tamil Nadu since the 1930s, it was the 1965 protests that helped dislodge the Congress government, which was replaced by DMK in the 1967 Assembly polls, hence enabling the uninterrupted rule of Dravidian parties - the DMK and AIADMK for over 52 years.

States in North and South will oppose Hindi imposition: Rajinikanth

Advocate Gaurav Bansal on Wednesday withdrew his petition from the National Green Tribunal (NGT) challenging odd-even vehicle rationing scheme of the Delhi Government.

The tribunal headed by Chairperson Bench AK Goel stated that the petition, which was moved on Monday, is not maintainable.

Bansal had claimed the country's top environmental pollution control boards like Central Pollution Control Board (CPCB) and Delhi Pollution Control Committee (DPCC) have unequivocally said that odd-even policy, which was implemented in 2016, has failed to curb air pollution in the city-state.

"During the odd-even implementation period, the ambient air quality was found to be more deteriorated when the said restriction was not in force," the petition claimed.

"The recent decision of the Delhi government to implement the odd-even policy solely on the basis of the study done by foreign researchers having no credentials and willful ignorance of findings of top-level institutes like CPCB and DPCC is not only unpleasant but also downsize the reputation of such institutes," it said.

On September 13, Chief Minister Arvind Kejriwal announced that the car rationing or odd-even scheme will be implemented in the city from November 4 to 15.

He said that studies have shown that the scheme helps to reduce air pollution.

While making the announcement, Kejriwal said that smog from adjoining states due to the burning of stubble is the major cause of pollution in Delhi and odd-even is one among the slew of measures that Delhi government will take to deal with the problem.

"Odd-even will be implemented from November 4 to November 15. Studies show that it reduces pollution by 10-13 per cent," he had said.

During the 12-day period, vehicles will ply alternately on odd and even dates as per their registration numbers.
