The Enforcement Directorate (ED) on Thursday said that as soon as the stay imposed on the arrest of former finance minister <a href="https://www.wionews.com/india-news/inx-media-case-p-chidambarams-judicial-custody-extended-till-december-11-264937">P Chidambaram'</a>s son Karti Chidambaram is uplifted, he will be arrested.

"<a href="https://www.wionews.com/india-news/p-chidambarams-arrest-son-karti-speaks-to-wion-calls-arrest-witch-hunt-244684">Karti Chidambaram</a> is yet to be arrested in ED case, he did not apply for bail, he had filed a petition in High Court challenging few provisions of PMLA. There is a stay on his arrest and once it is lifted, he would be arrested," Solicitor General Tushar Mehta, representing ED, told the Supreme Court.

Mehta said that Karti is not on bail in the money laundering case being probed by the ED but in the corruption case investigated by the CBI.

The ED made contentions before the apex court which was hearing Chidambaram's petition challenging the Delhi High Court November 15 verdict which denied him bail in the case being probed by the ED. It has reserved the judgment on his petition.

INX Media case pertains to the Foreign Investment Promotion Board (FIPB) clearance given to INX Media to the tune of Rs 305 crore in 2007 during P Chidambaram's tenure as the finance minister.

CBI had registered a corruption case in this regard in May 2017. Later that year, the ED also lodged a money laundering case.

The CBI recently filed a charge sheet against fourteen accused, including P Chidambaram, Karti and a handful of bureaucrats in the case.

In its charge sheet, the CBI revealed that Karti influenced public servants to extend favors to the INX Media and also used false invoices as a genuine document to demand an illegal gratification of Rs 10 lakh from the company.

P Chidambaram was first arrested by the CBI on August 21 in the corruption case but was granted bail by the Supreme Court two months later.

He was arrested by the ED in the money laundering case on October 16. A special court yesterday extended his judicial custody in Tihar jail till December 11.

Indian states face difficulties in reducing deficits, challenging the country's ability to meet medium-term fiscal consolidation goals as economic growth slows, Moody's Investors Service said in a new report released on Wednesday.

"Indian states do not generate sufficient own source revenue to cover their spending needs. The introduction of <a href="https://www.wionews.com/business-economy/gst-revenue-collections-for-june-total-rs-99939-crore-232065">Goods and Services Tax </a>(GST) in 2017 has further increased states' reliance on central government transfers," said Moody's Assistant Vice President and Analyst Gjorgji Josifov.

"As slowing growth and continued infrastructure spending are likely to keep state-level deficits elevated, we expect the central government will continue to face challenges in achieving its fiscal consolidation targets," added Josifov.

The implementation of the GST in July 2017 replaced many indirect taxes levied by the states with centralised GST rates. As a result, states are now more reliant on the central government for revenue, with the central government accounting for almost half their revenue.

Meanwhile, persistent spending pressures and slowing economic growth will keep state-level deficits high at about 3 per cent of GDP for the fiscal year ending March 2020. Coupled with the projected 3.7 per cent deficit for the central government, this will bring the general government deficit to about 6.7 per cent.

Without policy changes, Moody's expects states' deficits to stay around current levels which will continue to challenge general government (combined central and state) fiscal consolidation.

As a percentage of GDP, states' outstanding debt will remain around 25 per cent in fiscal 2019 and 2020. To achieve the Fiscal Responsibility and Budget Management (FRBM) Act baseline scenario of debt-GDP reaching 20 per cent by 2024-25 will require significant expenditure cuts and much higher revenue growth.

Moody's report forms part of its continuing research on the debt and finances of India's states and local governments, and the central government's efforts to reduce deficits and debt.

According to an official statement, the issue was discussed at the state-level Unique Identification Implementation Committee meeting held under the chairmanship of Chief Secretary Asit Tripathy.

"Odisha has made appreciable progress in the implementation of Aadhaar enrolment. The enrolment achievement in Odisha has been more than 93 per cent against all India average of around 90 per cent," Reddy said.

Reviewing the progress, Tripathy directed the nodal implementing agency along with concerned departments to devise age-group specific strategies of live saturation enrolment and scale-up Odisha to among the top five states in Aadhaar implementation.

"Tripathy further directed to focus on Aadhaar generation of children in the age group of 0-5 and 5-18. It was decided to link the issue of Birth Certificates to Aadhaar registration. IT Secretary Mishra presented the technical and administrative matters for age-specific strategy," the statement said.

Locals of Chukru village here in the district claim that the presence of fluoride in drinking water is causing physical disabilities among the residents.

Rajeshwar Pal, a villager said, "the contaminated water damages our bones and teeth. Many young people have lost their lives".

"We are facing this issue for the last 25 years. Nobody in the village is above 50-year-old. I am 69-year-old and I am the oldest person here. The government suggests us to leave the place but we all are handicapped. How can we survive somewhere else?" he added.

"Once a social activist came here and took the sample from the hand-pump and well and it was found that the sample had fluoride. I have back pain since last 20-22 years," said Satyanarayan.

Ingestion of excessive fluoride, most commonly in drinking water can cause fluorosis which affects the teeth and bone. Moderate amounts lead to dental effects, but long term ingestion of large amounts can lead to potentially severe skeleton problems.

During winter season each year, most of northern India suffers from a spike in toxicity in the air due to the change in weather patterns and crop residue burning in the neighbouring states of Haryana, Punjab and Uttar Pradesh.

Not only that, but a dip in temperature along with low wind speed also tends to trap air pollutants closer to the ground.

In Delhi's adjoining Ghaziabad and Noida also, the air quality improved to the moderate category with the AQI 174 and 159.

In Haryana's Gurugram also, at Vikas Sadan, the AQI docked at 111 in the morning today.
