Companies like Zydus Cadila, Serum Institute and Bharat Biotech are at the forefront of research on covid vaccines and are likely to be among the leading manufacturers as and when their commercial application is permitted.

Ahmedabad-based pharmaceutical major Zydus Cadila's COVID-19 candidate vaccine ZyCov-D is likely to enter Phase III final stage of clinical trials by December. If all goes well, the vaccine should be ready for launch by March, next year. Further, Zydus is working on a second vaccine for COVID-19 and its pre-clinical data will be ready by January.

Hyderabad based Bharat Biotech is also reached to the third phase of clinical trials for 'Covaxin', in collaboration with the Indian Council of Medical Research (ICMR). Phase 3 trials of Covaxin will take place at 25 centres across India with a total of 26,000 participants. India's drug regulator, the Drug Controller General of India (DCGI), granted approval for the third phase after successful completion of the first two phases of trials.

Serum Insitute of India, the world's largest maker of vaccines, has also said that it has already produced 40 million doses of AstraZeneca's potential COVID-19 vaccine.

The vaccine is named Covishield by the institute and is jointly developed by pharma giant AstraZeneca and the University of Oxford. It is originally named ChAdOx1 nCoV-19 and is one of the top contenders in the race to develop vaccines to treat Covid-19.

Covishield has been developed at SII Pune laboratory with a master seed from Oxford University/AstraZeneca.

Serum refused to confirm whether the 40 million doses of vaccine will be supplied globally or only distributed in India, news agency Reuters reported.

The vaccine maker also said doses of Novavax vaccine, another top candidate, will be produced soon, adding that the bulk of the drug has been received from the US Company.

China on Monday denied that one of its naval vessels shone a laser at Australian military aircraft. The incident was termed an 'act of intimidation' by Australian Prime Minister Scott Morrison.

A Chinese ship sailing off Australia's northern coast last week illuminated the plane, Canberra's defence department said Sunday, adding that the act had "the potential to endanger lives."

Beijing said that the laser accusation was "not true". It defended movement of the Chinese ship as "normal navigation ... in line with relevant international law."

"We urge Australia to respect the legitimate rights of Chinese ships in relevant sea areas in accordance with international law and stop spreading false information related to China," foreign ministry spokesman Wang Wenbin said at a routine press briefing.

"I think the Chinese government is hoping that nobody talks about these aggressive bullying acts," Australian Defence Minister Peter Dutton said previously, calling the incident "very aggressive".

China also was accused of targeting Australian aircraft using military-grade lasers in 2019, when Australian Defence Force helicopters were illuminated over the South China Sea.

Relations between China and Australia have nosedived in recent years after Morrison called for an independent investigation into the origins of the coronavirus pandemic, which first emerged globally in the Chinese city of Wuhan.

China responded by placing tariffs on Australian goods worth billions of dollars, dragging both countries into a protracted trade standoff.

Beijing also reacted with fury last year when Canberra joined a trilateral defence pact with the United States and Britain that would allow it to acquire nuclear-powered submarines, to counter China's growing military might in the Asia-Pacific region.

Choking back exhaust fumes, 22-year-old Rihana Saif stands at a traffic signal in India`s capital New Delhi, holding a sign mounted on a bamboo stick imploring motorists to turn their engines off.

The city has been facing one of its worst spells of air pollution in years, caused by a combination of traffic, factories, construction dust and the widespread burning of agricultural waste in neighbouring states.

Doctors and environmentalists also say the smog is exacerbating the health effects of a third wave of coronavirus infections.

"Sometimes it feels like my eyes are burning, standing in the pollution for so long," Saif said, barely audible over the roar of traffic.

Saif is one of more than two thousand people in the city`s Civil Defence force, which supports the capital`s frontline emergency services, deployed to the "red light on, vehicle off" scheme.

Paid a monthly salary of around $300, they have also been deployed in coronavirus quarantine zones in recent months.

Introduced in October, the Delhi government this week extended the initiative to the end of the month, with Saturday`s Diwali festival likely to lead to a further surge in pollution.

Residents are expected to set off huge amounts of firecrackers, despite a ban on their sale in the region surrounding the capital.

Authorities have also experimented with "smog guns" that mist the air, in an attempt to tamp down clouds of toxic dust.

But pollution in some areas of the capital is still more than eight times the World Health Organization`s permitted limit.

The Delhi government has said the traffic campaign is to raise awareness about pollution, and turning off engines is voluntary.

Many motorists leave their engines idling, shaking their heads in disbelief when asked if they think the scheme will help.

"It`s a waste of public money," said 62-year-old N.S. Rathur, a thin rag covering his mouth as he waited on his motorcycle. "There`s no difference at all."

Concerning the virtual summit between Vietnam and India, normally we have summit every 2 years. This time, because of the pandemic we have to organise it virtually. Two sides are preparing for it. You know for Vietnam, India is one of the most important partners because it is comprehensive strategic partner of Vietnam. It has wide range of issues to be discussed and talk on this occasion. Recently we finished joint commission meeting of the 2 foreign ministers of the 2 countries who have identified the pillars of the strategic partnership. At PM levels, they will review, basic 2 pillars are defence and security, and trade and economic partnership.

WION: How has been Covid cooperation between both countries?

Ambassador Pham Sanh Chau: Certainly we will discuss the common efforts, in order to address effectively the pandemic. We also, discuss cooperation in pharma area. Both sides have exchanged experience and efforts in order to put Covid under control. Vietnam will compliment India for effort it has put to control the pandemic. We also share with India, what we done to make our country, Covid free.

WION: How do you see India-Asean ties, cooperation between India and the grouping?

Ambassador Pham Sanh Chau: India is a very important country, it is going to be global partner for ASEAN and as a global player India will assume responsibility in many many fields. So we need to strengthen further cooperation that has been in existence between Asean and India, also between India and Vietnam. If you talk about specific sectors, number of things can be done--we can improve Mekong-Ganga cooperation, review the FTA, talk about people to people connectivity and deepening our economic and trade connectivity, which is very important. Two PMs have set the target of USD15 billion per year.

WION: Amidst the pandemic, one country has been aggressive with both India and Vietnam..your reaction to it..

Ambassador Pham Sanh Chau: In the world of growing uncertainty we believe that respect for international law is the most important thing. We call for all countries to abide by international law, to try to abide by the principle of peaceful negotiation of dispute and try to exercise self-restraint to make sure peace and security are in the interest of all the countries in the region.

WION: India has been focusing on connectivity with Asean. Any update on it?

Ambassador Pham Sanh Chau: In order to bring 2 sides closer together, in order to materialise Act East Policy of India, infrastructure and connectivity has been very important. Recently, Vietnam has been able to establish direct air link between the 2 countries, it adds to physical connectivity. Now, on infrastructure connectivity, we hope one day we will have highway connecting various countries crossing Thailand, Cambodia, Laos in order to reach Vietnam. We are very optimistic on that day, but we need to work very hard because it's not easy when it comes to projects. Basically, that is the direction we have to take in future.

WION: How do you see the Indo Pacific concept, backed by India.

Ambassador Pham Sanh Chau: I think, this concept has been tabled by Asean as a grouping, and one of the key factors which is very similar to the Indo Pacific vision of India, number 1, every country should respect international law, UN charter, UNCLOS, number 2 in any evolving security situation ASEAN centrality should be observed and respected and number 3, anything happens, we need to return to peaceful settlement of all disputes via dialogue and consultations.

Vietnam, the chair of Asean for this year said that the grouping saw India as an important country and called for strengthening of ties and cooperation in Pharma, connectivity. Speaking exclusively with our Diplomatic Correspondent Sidhant Sibal, Vietnam's envoy to India, Pham Sanh Chau over aggressiveness by certain countries, said, "We call for all countries to abide by international law, to try to abide by the principle of peaceful negotiation of dispute". Vietnam & India, both dealt with an aggressive China in 2020. He also confirmed that India and Vietnam will hold a virtual summit in December. WION: As the chair of ASEAN, what will be the key focus of the Asean Summit and related meetings? Ambassador Pham Sanh Chau: I believe the most important priority for Asean host is to collectively with other Asean countries, trying to address with other Asean countries the most effective way to deal with pandemic Covid. That's why, when we prepare for the summit, we did not expect that Covid would have happened. The theme of this year is cohesive and responsive. Thereby, we have come up with number of solutions in order to address the pandemic and one of the most successful outcome of the chairmanship of Vietnam is that we are able to organise medical supplies stock. Second priority is to maintain regional integration of Asean, we are building communities. 3rd is we continued to work with our partners outside the region in order to implement the plans. WION: How do you see India role vis-a-vis Asean, and the ties with Vietnam? If you can provide details on the upcoming virtual summit as well. What is most surprising is the rise of a small city-based party in states like Bihar and Maharashtra which have no historical connection with his party. It is the political position taken by Owaisi on contemporary issues that has hit a chord with a certain section of the electorate in different states.

There is some truth in Owaisi's claim. Mainstream political parties have given up on constitutional nationalism. They are shying away from issues causing anxiety in the community. National parties seem to be opposing BJP less as the national narrative has made constitutional nationalism less appealing. On the other hand, Owaisi has been taking up all issues head-on which major parties have remained silent throughout the political campaign.

Owaisi is also bitter with Congress. "Rahul Gandhi used to say in rallies that a man is para-dropping in these elections in a helicopter. Only Rahul Gandhi has the right to travel in helicopters," asked Owaisi.

He maintains that he has received support from the minority community because major political parties are not giving enough representation to the Muslims and their economic issues are not being addressed.

He also counters the charge that he is helping sectarian politics grow. He says that no one has asked political parties to not to speak about Muslims, but it is just so that they are not talking about them. Rise of Owaisi is also not completely out of sync with trends of the last 40 years.

Backward caste politics has been splintered into caste-based politics. Rise of BJP has led to the consolidation of the majority of Hindus under a bloc and minority politics has seen the emergence of leaders and social media who are solely taking up minority issues.

A day after Pakistani's Federal Investigation Agency(FIA) issued its most-wanted terrorist list, India has highlighted that it "glaringly omits the mastermind and key conspirators" of the 26/11 Mumbai terror attacks. These include Muhammad Amjad Khan of Multan who was involved in the purchase of the boat Al Fouz involved in the 2008 terror attack, the captain of the boat Shahid Gafoor and 9 other crew members.

The spokesperson highlighted that list "makes it clear that Pakistan possesses all the necessary information and evidence on the conspirators and facilitators of the Mumbai terror attack based in Pakistan."

The list says Muhammad Amjad Khan had purchased Yamaha Motorboat engine, life jackets, inflatable boats from ARZ water sport, Karachi, things that were used in Mumbai terror attacks and "recovered by Indian authorities".

India has been repeatedly calling the Pakistan government to "give up its obfuscation and dilatory tactics" in "discharging its international obligations" in the Mumbai terror attacks trial, the spokesperson said, pointing out that "several other countries have also called upon Pakistan to expeditiously bring the perpetrators of the dastardly terror attacks to justice."

ULFA (I)’s top gun and deputy-commander-in-chief Drishti Rajkhowa (originally Manoj Rabha) has surrendered to the Meghalaya Police on Wednesday.

Drishti Rajkhowa was cornered in a gunbattle with police and commandoes on Wednesday afternoon.

United Liberation Front of Asom-Independent (ULFA-I) is a designated militant organisation (separatist group) operating in the Indian state of Assam.

"Rajkhowa surrendered to the police in South Garo Hills district. He is now being interrogated," district police chief P. Pandey said late on Wednesday night but refused to give further details.

Rajkhowa is currently under the custody of the Army intelligence and is being brought to Assam, they said.

He is known to be a close confidant of Paresh Baruah, the so-called 'commander-in-chief' of United Liberation Front of Asom (Independent).

The sources said Rajkhowa was based in Bangladesh till recently and came to Meghalaya few weeks ago.

His surrender is a major setback for the militant group, said a senior security expert.

A Tamil Nadu University’s decision to remove Arundhati Roy’s book from their syllabus, based on a petition from the ABVP (Akhil Bharatiya Vidyarthi Parishad is the BJP’s student wing) has riled opposition parties in the state.

Although there is no official letter yet in this regard, the Vice Chancellor of Manonmaniam Sundaranar University in Tirunelveli has confirmed to WION on having scrapped the book ‘Walking with the Comrades’, which is about the author’s (Arundhati Roy’s) visit to Maoist hideouts, from the institution's postgraduate English syllabus.

“This book blatantly glorifies the armed revolution being called for by anti-National Maoists,” reads the ABVP letter, which also states that they would highlight the issue to the Ministry of Human Resource Development, if not acted upon expeditiously.

The letter expresses the BJP student body’s disappointment with the book being a part of the syllabus over the last three years and the manner in which it was imposing Naxalite and Maoist ideology on the students. “Even the faculty were imparting lessons that were of anti-National nature. Students are under mental turmoil as this book as turned out to be one that stokes feelings of hatred against our country,” stated the letter signed by Vignesh, ABVP State Joint Secretary.

“The book was part of the syllabus from 2017 for 3rd semester MA English Literature course. Last week, some controversial contents of the book regarding Maoists were brought to our notice. ABVP gave a written request and other syndicate members also informed us. So we formed a committee involving three deans and two chairmen of the board of studies and took a call to have this book scrapped and replaced from our syllabus” Dr. K. Pitchumani, Vice Chancellor told WION.

The panel has decided to replace Roy’s book with “My native land- essays on nature” by M.Krishnan, a naturalist, who is a native of Tirunelveli and a Padma Shri awardee.

Opposition leaders in the state have criticised this move stating that governments and politics determining what students should read would destroy the diverse nature of society. Some have asked the State government to intervene in the matter and ensure that Roy’s book is reinstated in the syllabus.

Reacting to the development, Arundhati Roy maintained that she hadn’t known of the book has been on the syllabus and that it was her duty as a writer to write it and that it was not her duty to fight to include in University curricula.

“Either way it has been widely read and as we know bans and purged do not prevent writers from being read. This narrow, shallow, insecure atttitude towards literature displayed by the current regime is not just detrimental to its critics. It is detrimental to millions of its own supporters” she said, stating that it would stunt the intellectual capacity of a country that was striving for a place of respect and dignity in the world.

Alleging foul play in the just-concluded Bihar elections 2020, Rashtriya Janata Dal (RJD) leader Tejashwi Yadav on Thursday demanded recounting of the postal ballot votes in all those constituencies where they were counted at the end. He wondered how could the National Democratic Alliance (NDA) win 15 extra seats with just a wafer-thin margin of just 0.1 per cent votes.

"The NDA got 37.3 per cent of the total votes, while Mahagathbandan (Grand Alliance) got 37.2 per cent. There is a 0.1 per cent difference. If we convert it into votes then it is a 12,270-vote difference. How can they win 15 seats with just around 12,000 extra votes," Yadav asked, adding that many postal ballot votes were cancelled.

"The postal ballot votes are given by service people. Our candidates had asked in writing why many of them were cancelled. On whose order were the postal ballots counted at the end? These must have been recorded and sealed. We demand recounting of postal ballot votes as we were defeated by very fewer margins," he said, quoting the rule for the counting of the postal-ballot votes.

"The postal-ballot votes need to be counted first and videography of the whole process needs to be done. You have to satisfy all the candidates," he said.

He went on to question Chief Minister Nitish Kumar, accusing him of forming the government from the backdoor.

"We lost 20 seats by a wafer-thin margin. In many constituencies, as many as 900 postal ballots were invalidated. I ask the chief minister, who is forming the government from the backdoor, why the postal votes were counted later," he said, adding they would collect proof after the recordings of the vote-counting procedure are out.

In Bihar elections 2020, of the 243 seats, 125 have gone in favour of the ruling coalition NDA, headed by Chief Minister Nitish Kumar, and 110 to the rival Grand Alliance. The Rashtriya Janata Dal emerged as the single-largest party in the House with 75 seats.

Pfizer Inc is currently in discussions with the government to distribute its potential COVID-19 vaccine in India.

"We remain committed to advance our dialogue with the Government of India to make this vaccine available for use in the country," Indian media quoted the spokesperson as saying.

India is currently having a discussion on securing Pfizer's messenger RNA vaccine as well as a number of other domestic and foreign COVID-19 vaccine candidates.

Pfizer is also working closely with the US government and state officials on how to ship the vaccine from its distribution centres in the United States, Germany and Belgium around the globe. The detailed plan includes using dry ice to transport frozen vaccine vials by both air and land at their recommended temperatures for up to 10 days.

Earlier, Pfizer Inc said its experimental COVID-19 vaccine was more than 90% effective, a major victory in the fight against a pandemic that has killed more than a million people, battered the world's economy and upended daily life.

Pfizer and German partner BioNTech SE are the first drugmakers to release successful data from a large-scale clinical trial of a coronavirus vaccine. The companies said they have so far found no serious safety concerns and expect to seek US authorization this month for emergency use of the vaccine.

But according to the reports, the experimental COVID-19 vaccine developed by Pfizer Inc and BioNTech SE may not be coming to local pharmacies for the general public any time soon.

The vaccine's complex and super-cold storage requirements are an obstacle for even the most sophisticated hospitals in the United States and may impact when and where it is available in rural areas or poor countries where resources are tight.
